MR. BORG HAS ASKED US TO DO A BUDGET PRESENTATION, A REFERENCE TO HOW IT IS THAT WE MANAGE OUR MONEY AS IT ALIGNS WITH COUNCIL GOALS. THE FIRST SLIDE I'D LIKE TO SHOW YOU IS A PICTURE OF OUR STAFF. AND THE REASON I WANTED TO PUT THAT IN THERE IS I WANTED YOU GUYS TO KNOW HOW PROUD I AM OF ALL THE MEN AND WOMEN WHO WEAR OUR UNIFORMS AND BADGES AND DO THE WORK DAY IN AND DAY OUT. IT'S AN INCREDIBLE GROUP OF PEOPLE WHOSE HEARTS AND MINDS ARE IN THE RIGHT PLACE AND GO OUT THERE, LIKE I SAID, EVERY DAY, TO SERVE AND PROTECT OUR COMMUNITY IN SPITE OF ALL THE CHALLENGES THAT WE FACE. SO MY HAT'S OFF TO THE STAFF AT THE POLICE DEPARTMENT. IN REFERENCE TO THE STRATEGIC PRIORITIES UNDER FINANCIAL HEALTH DEPARTMENT, FINANCIAL HEALTH, IN ADDITION TO THE FUNDING THAT WE RECEIVE WITHIN OUR BUDGET. WE ALSO ARE WORKING WITH A COMPANY CALLED LEXIPOL AND THEIR GRANT WRITERS TO EXPLORE A NUMBER OF DIFFERENT GRANTS TO HELP US WITH ADDITIONAL FUNDING FOR EQUIPMENT AND TRAINING AND EVEN PERSONNEL. WE ALSO WORK TO ENSURE THAT WE'RE FISCALLY RESPONSIBLE AND ACCOUNTABLE TO OUR SPENDING IN TERMS OF COMMUNITY NEEDS, MEANING MAKING SURE THAT WE BUY THE RIGHT STUFF AND INVEST THE RIGHT WAY IN TERMS OF HOW IT IS THAT WE MAKE OURSELVES BETTER IN WHAT WE DO IN THE SERVICE TO OUR COMMUNITY. WE NOT ONLY. WE DON'T ONLY MAKE SURE THAT WE'RE IN LINE WITH OUR OWN BUDGET, BUT WE ALSO WANT TO MAKE SURE THAT WE'RE IN LINE WITH THE STRATEGIC GOALS OF THE CITY. IN TERMS OF PUBLIC HEALTH AND SAFETY, WE'RE ALWAYS WORKING TO ENSURE THAT WE AS A WHOLE ARE PROTECTING THE SAFETY AND HEALTH OF OUR COMMUNITY AND AS IT APPLIES TO THE EDUCATION AND COMMUNITY OUTREACH AND WHAT I MEAN BY COMMUNITY OUTREACH AND EDUCATION, HOW WE ACCOMPLISH THAT IS THROUGH SEVERAL, SEVERAL DIFFERENT AVENUES. OUR SROS IN THE SCHOOL, EDUCATION OF THE STUDENTS AND THE STAFF, CERTAINLY THROUGH SOCIAL MEDIA OUR COMMUNITY BASED EVENTS, WHICH I'LL SPEAK TO IN JUST A MINUTE. OUR WEBSITE. OUR CITIZENS POLICE ACADEMY. I'M VERY EXCITED TO ANNOUNCE THAT WE HAVE REIMPLEMENTED THE CITIZEN'S POLICE ACADEMY. IT STARTS THIS THURSDAY. IT'S A GREAT PROGRAM THAT REALLY WORKS TO BUILD THE RELATIONSHIP BETWEEN THE POLICE DEPARTMENT AND THE COMMUNITY. WE ALSO STARTED A PODCAST, I AM PRINCETON, A NEWSLETTER, AND OF COURSE THE DAY IN OUR DAY TO DAY CONTACTS THAT OUR POLICE OFFICERS HAVE WITH OUR COMMUNITY. IN TERMS OF COMMUNITY FOCUSED GOVERNMENT, WE RECOGNIZE THAT WE AS A POLICE DEPARTMENT AND THAT WE AS A CITY CANNOT ALONE FACE ALL THE SYSTEMIC ISSUES WE FACE WITHOUT OUR THROUGHOUT OUR SOCIETY. SO WE RECOGNIZE THE IMPORTANCE OF BUILDING THOSE RELATIONSHIPS, CULTIVATING THOSE RELATIONSHIPS WITH THE COMMUNITY, BUT ALSO INVESTING IN THE COMMUNITY THROUGH COMMUNITY BASED PROGRAMS. THESE PROGRAMS, AS I MENTIONED JUST A SECOND AGO, WERE DESIGNED TO INCREASE THE TRUST AND RELATIONSHIPS BETWEEN THE POLICE DEPARTMENT. SOME OF THOSE INCLUDE COFFEE WITH COPS, NATIONAL NIGHT OUT. I AM ALSO VERY EXCITED TO SHARE THAT WITH YOU THAT WE HAVE RE-INSTITUTED NATIONAL NIGHT OUT THIS YEAR. THAT WILL BE ON OCTOBER 4TH. I ENCOURAGE ALL OF THE COUNCIL TO PARTICIPATE IN THAT. COME OUT RIGHT OUT WITH THE POLICE OFFICERS AND THE FIREMEN AND MEET ALL THE CITIZENS IN OUR COMMUNITY AND ENJOY SOME PRETTY GOOD BARBECUE AS WELL. WE'RE ALSO. I ALREADY MENTIONED THE CITIZENS POLICE ACADEMY, THE POLICE DEPARTMENT PODCAST, SOCIAL MEDIA OUTREACH AND THE BACK TO SCHOOL BASH. WE ARE VERY. WE ARE VERY SURE TO PROMOTE A POSITIVE IMAGE OF THE POLICE DEPARTMENT AND THE CITY. AND WE DO THAT THROUGH A NUMBER OF OUTREACH SUCH AS LINKEDIN, FACEBOOK, THE CITY WEBSITE, EYE ON PRINCETON, WHICH IS THE PODCAST, THE PRINCETON HERALD AND THE CITY NEWSLETTER, WHICH IS THE PULSE. I'M SURE YOU GUYS FOLLOW ALL THOSE DIFFERENT, DIFFERENT SOCIAL MEDIA OUTREACHES, BUT A LOT OF INFORMATION GOES OUT IN TERMS OF WHAT WE'RE ACCOMPLISHING. AS IT APPLIES TO EXCELLENCE IN GOVERNMENT. I'M A REALLY BIG FAN OF THIS STATEMENT. AS AN ORGANIZATION, WE ARE COLLECTIVELY WORKING TOGETHER TO ENSURE THAT WE ARE CONSTANTLY STRIVING FOR EXCELLENCE AND PURSUING EVERY OPPORTUNITY TO BE BETTER AT WHAT WE DO. WE WANT TO PURSUE EVERY EXCELLENCE TO BE BETTER AT WHAT WE DO. I KNOW THAT WE'VE SPOKEN TO THE ACCREDITATION IN THE PAST, BUT THE ACCREDITATION, THE ACCREDITATION IS SO KEY TO ACCOMPLISHING THAT GOAL BECAUSE IT PUTS THOSE STANDARDS IN PLACE AND IT HOLDS US ACCOUNTABLE TO MAKE SURE THAT WE'RE MEETING THOSE STANDARDS AS IT APPLIES TO EVERYTHING WE DO WHEN IT COMES TO INDUSTRY STANDARDS AND BEST PRACTICES. SOME OF THE IMPACTS ON OUR BUDGET ARE CERTAINLY THE OVERTIME. I REALLY DON'T KNOW HOW TO GET AROUND WITH THAT IN TERMS OF STAFFING, LATE CALLS FOR SERVICE AND JUST ALL THE THINGS THAT WE'RE HAVING TO ACCOMPLISH. I MEAN, OVERTIME CERTAINLY IS GOING TO IMPACT OUR BUDGET, OUR MAINTENANCE COST, INCREASED FUEL AND VEHICLE MAINTENANCE. AND EVERYBODY KNOWS THAT'S AFFECTING EVERYBODY AROUND THE WORLD IN TERMS OF THE FUEL COST AND THEN CERTAINLY TECHNOLOGY, CONTRACTUAL SERVICES, SOME OF WHICH WE DON'T HAVE ANY CONTROL OVER IN TERMS OF COST. BUDGET CONSIDERATIONS AND PRIORITIES. OF COURSE, EMPLOYEE COMPENSATION BENEFITS AND INCENTIVES, INCREASED STAFFING, INCREASED MAINTENANCE AND OPERATING COST, REPLACEMENT OF EQUIPMENT, PROFESSIONAL DEVELOPMENT, MENTAL HEALTH AND WELLNESS FOR POLICE OFFICERS. THAT'S GOING TO TAKE US TO AGENDA ITEM 2022 WORKSHOP 007 PUBLIC WORKS PRESENTATION AND DISCUSSION REGARDING THE PROPOSED FISCAL YEAR 2022-2023 PUBLIC WORKS DEPARTMENT BUDGET PRESENTED BY PUBLIC WORKS DIRECTOR TOMMY MAPP. GOOD EVENING, MAYOR COUNCIL. AND I'M GOING TO TRY TO KEEP THIS AS BRIEF AS POSSIBLE. PUBLIC WORKS HAS FIVE DEPARTMENTS, SO I'M NOT GOING TO GO INTO A LOT OF GREAT DETAIL ABOUT OUR BUDGETARY EXPENSES. BUT AT THE END, IF YOU HAVE ANY QUESTIONS, WE'LL BE HAPPY TO ANSWER THOSE. GETTING STARTED, I JUST KIND OF WANTED TO, I GUESS, PRESENT THE RATE AT WHICH OUR INFRASTRUCTURE IS GROWING. WE WERE AVERAGING ACROSS THE BOARD ABOUT 12 AND A HALF PERCENT OF INFRASTRUCTURE INCREASES ANNUALLY JUST SINCE JANUARY OF THIS YEAR. OUR WATER AND WASTEWATER SYSTEMS HAVE GROWN BY 12%, AND THAT NUMBERS CONTINUE AS EXPECTED TO CONTINUE. AS YOU CAN SEE, WE'VE ADDED ABOUT 2,000 NEW RESIDENCES OVER THE PAST YEAR AND WE REALLY EXPECT THAT TO CONTINUE TO ACCELERATE AS WELL. SOME OF THE PROGRAMS THAT WE HAVE ARE FOR WATER CONSERVATION. WE'RE IN A UNIQUE POSITION WHERE WE PROVIDE A SERVICE AND A PRODUCT THAT WE RELY ON TO FUNCTION, BUT WE ALSO TRY TO ENCOURAGE PEOPLE TO USE LESS OF IT. WE REACH OUT TO OUR REAL HIGH USERS AND PEOPLE WITH WATER LEAKS, TRY TO HELP THEM CONTROL THEIR WATER USAGE. WE DO THAT ON A DAILY BASIS. WE ALSO HAVE OUTREACH PROGRAMS FOR OUR FATS, OILS AND GREASE PROGRAMS. THOSE ARE THE NUMBER ONE IMPACTS TO OUR WASTEWATER COLLECTION SYSTEMS. THOSE CALLS ABOUT 80% OF OUR EXPENDITURES FOR MAINTENANCE. THEN WE HAVE OUR [INAUDIBLE] WHICH IS ALSO A SANITARY SEWER OPERATION GUIDELINE THAT IS KIND OF NATIONALLY RECOMMENDED THAT WE PARTICIPATE IN THE SANITARY SEWER OVERFLOW INITIATIVE IS THROUGH THE STATE, AND THAT IS KIND OF A PROGRAM TO WHERE WE SELF EVALUATE TO [00:10:04] REDUCE SANITARY SEWER OVERFLOWS. WE ALSO PARTICIPATE IN KEEPING PRINCETON BEAUTIFUL, WHICH IS THE DIVISION OF KEEPING TEXAS BEAUTIFUL. WE HAVE MAINTAINED OUR SILVER STATUS OVER THE PAST COUPLE OF YEARS WHERE WE'RE HOPING TO GROW THAT INTO A GOLD STATUS THIS YEAR. AND THEN WE'RE A MEMBER OF THE PUBLIC WORKS EMERGENCY RESPONSE TEAM AS WELL, WHICH IS A AREA WIDE ORGANIZATION OF CITIES THAT CAN RELY ON EACH OTHER IN TIMES OF EMERGENCIES. BUDGETARY IMPACTS BECAUSE PUBLIC WORKS PROVIDES ESSENTIAL SERVICES NECESSARY FOR THE LIFE, HEALTH AND LIFE SAFETY OF OUR RESIDENTS. THESE SERVICES IMPROVE THE EFFICIENCY OF ALL CITY FUNCTIONS. THE 2023 PUBLIC WORKS BUDGETARY REQUEST WILL BE WHAT IS NEEDED TO IMPROVE OUR EFFICIENCY, MINIMIZE SERVICE INTERRUPTIONS, AND ENSURE THE HEALTH AND SAFETY OF OUR RESIDENTS. PERSONNEL AND EQUIPMENT ADDITIONS WILL BE THE PRIMARY REQUEST TO ACCOMPLISH THESE GOALS. ANTICIPATED BUDGETARY IMPACTS FOR THE GROWTH OF 2023. WE ANTICIPATE ADDING A MINIMUM OF 23 MILES OF WATER MAIN 22 MILES OF WASTEWATER, 50 MILES OF STREETS, 25 ACRES OF ROE, WHICH IS RIGHT OF WAY MAINTENANCE AND EASEMENT MAINTENANCE AREAS THAT WE HAVE TO MAINTAIN. AND WE'RE GOING TO BE ADDING TWO TRAFFIC SIGNALS THIS YEAR. WE'VE ALREADY GOT ONE. SO WE'RE IMPLEMENTING A TRAFFIC SIGNAL MAINTENANCE PROGRAM AS WELL. I KNOW, AS OF NOW, CWD KIND OF HANDLES THAT INTERNALLY. IF THE RESIDENTS CUT THEIR WOOD UP INTO SMALL ENOUGH SECTIONS AND BUNDLE THEM TOGETHER CWD WILL REMOVE THEM AND AND HAVE THEM MULCHED YEAH. THE AS FAR AS THE EXTREME GREEN EVENT GOES, THAT'S PART OF OUR SERVICE CONTRACT WITH CWD.
