AND HE LIVED THERE UNTIL WE GOT MARRIED IN 1999, 1998, AT WHICH TIME WE MADE THE DECISION TO TEAR DOWN HIS OLD HOUSE AND BUILD A NEW HOME, WHICH WOULD BE OUR FOREVER HOME.

AND WE BUILT THAT HOME AND MOVED INTO IT IN APRIL OF 2002.

OUR BACK PROPERTY LINE IS NOW THE MOST WESTERN CITY LIMIT FOR PRINCETON.

THAT WAS DONE TWO MEETINGS BEFORE, I BELIEVE.

SO TONIGHT I LOOKED AT THE PLAN THAT D.R.

HORTON HAS SUBMITTED FOR THE PHASE 11.

I JUST WANT TO KIND OF GIVE YOU A DESCRIPTION OF OUR BACK PROPERTY LINE, WHICH IS THE CITY LIMIT LINE NOW OUR PROPERTY BEING THE THREE ACRES.

OUR HOUSE SITS UP ON A HILL AND WE'RE IN THE NORTHEASTERN SECTION OF OUR THREE ACRES OF LAND.

AND OUR HOUSE BEING ON THE HILL, WE ONLY HAVE ABOUT A 50 FOOT DEEP BACKYARD.

SO WE'RE GOING TO BE RIGHT THERE ON THIS CITY.

LIMIT LINE IS WHERE OUR HOUSE IS.

THE CONCEPT PLAN FOR WINCHESTER CROSSING PHASE 11 WILL BORDER THAT EAST PROPERTY LINE AND.

THEIR WEST PROPERTY LINE OF PHASE 11 BUTTS UP TO OUR HOME.

IT LOOKS LIKE THERE'S SEVEN HOMES IN THAT DEVELOPMENT THAT WILL BE DIRECTLY BEHIND OUR HOME.

AND I WOULD I LOOKED AT THE SQUARE FOOTAGE.

IT SHOWS A MINIMUM OF 1300 SQUARE FOOT.

IT DOESN'T SAY A MAXIMUM.

I WOULD HOPE THAT THESE HOMES PLANNED TO BE THAT ARE DIRECTLY BEHIND US WOULD BE SINGLE STOREY HOMES VERSUS A TWO STOREY HOME SO THAT WE COULD MAINTAIN SOME PRIVACY STILL.

AND I WOULD HOPE ALSO THAT.

THERE WOULD BE SOME SORT OF A BRICK WALL.

I KNOW THEY'VE DONE REAL GOOD WITH THE OTHER DEVELOPMENT OF WINCHESTER, WITH THE BRICK WALL AROUND THEIR PROPERTY, AND I WOULD HOPE THAT THERE WOULD BE A BRICK WALL, AT LEAST

AND TO POINT OUT SOME TRICKLE DOWN LACK OF MORALS AND ETHICS.

SEE PRINCETON TEXAS DIVERSE WAS INITIALLY HOSTING JUNETEENTH THIS YEAR WITH THE HELP OF MS. JOHNSON, BUT AFTER SHE REPEATEDLY TOLD US SHE WOULD NOT ADHERE TO CITY ORDINANCES AND WOULD NOT PROVIDE A BUDGET NOR RECEIPTS FOR HER SPENDING OF DONATED FUNDS. WE DECIDED, DUE TO LEGAL AND ETHICAL REASONS, TO BREAK TIES SILENTLY AS TO NOT HURT THE EVENT WE FELT THE BLACK COMMUNITY OF PRINCETON NEEDED.

THOUGH WE HAD TRUTH AND ETHICS ON OUR SIDE, WE DIDN'T WANT TO DO DAMAGE.

WE TOOK THE HIGH ROAD.

FUNNY ENOUGH, THE CITY OF PRINCETON NEVER REQUIRED FOR HER TO PROVIDE PROOF OF INSURANCE VENDOR MAP OR FOOD PERMITS LIKE THEY DID FOR PRINCETON TEXAS DIVERSE'S EVENT THE FOLLOWING WEEKEND. BUT AGAIN, WE STAYED SILENT, KNOWING ETHICS AND LEGALITIES DON'T MATTER IN THIS TOWN TONE AT THE TOP.

WHEN THE CDC BOARD CAN'T SUPPLY RECEIPTS FOR OVER $1,000,000 IN SPENDING FOR A COMMUNITY CENTER.

WHY WOULD A CDC MEMBER ACT ANY DIFFERENT? SO MS. JOHNSON CAN BREAK THE RULES THAT DON'T APPLY TO HER, APPARENTLY.

AND THE CDC CAN BREAK THEIR OWN RULES THAT DON'T APPLY TO THEM, APPARENTLY.

AND THE CITY OF PRINCETON CAN BREAK THE RULES THAT DON'T APPARENTLY APPLY TO THEM EITHER.

I'M NOT SURPRISED MS. JOHNSON BLAMES DIVERSE FOR HER LIES BECAUSE IT'S WHAT THE CITY OF PRINCETON DOES AS WELL.

BUT WE ARE HERE, THE ONES YOU BLAME, BUT THE ONES THAT BEHAVE LEGALLY AND ETHICALLY WHILE YOU SIDE WITH FRAUD AND THEFT.

WE HAVE PROVIDED NEEDED ITEMS TO THIS TO SUPPORT OUR FIRST RESPONDERS, SCHOOL NURSES AND SO MANY MORE.

WE'VE HELD VARIOUS DIVERSE CULTURAL AND RELIGIOUS EVENTS.

WE HAVE PLANTED TREES FOR OUR CITY AND OUR SCHOOLS.

WE PICKED UP MADE HISTORY BY BRINGING AN IMPOSSIBLE TO TOP GAY PRIDE EVENT TO THIS NOT SO TINY ANYMORE TOWN.

WHILE WE'VE DONE ALL THESE THINGS WITH AND FOR THE DIVERSE MEMBERS OF OUR COMMUNITY, WE'VE GOTTEN NOTHING BUT PUSHBACK FROM THE MAJORITY OF THE MAIN PLAYERS OF THIS CITY.

IF YOU DON'T SEE THE AMAZING FEATS WE'VE ACCOMPLISHED, YOU DON'T HAVE YOUR EYES OPEN.

WE COULD WRITE A BOOK ABOUT ALL THE PEOPLE THAT HAVE TOLD US HOW WE'VE MADE THEM FEEL SAFE AND LOVED AND SUPPORTED IN THIS CITY WHEN THEY DIDN'T BEFORE.

I WANT TO KNOW WHERE THE DIVERSITY BOARD IS.

I'D ALSO LIKE TO KNOW IF QUEER PEOPLE ARE GOING TO BE ON IT AND REPRESENTED AND ACKNOWLEDGED INSTEAD OF JUST IGNORED.

WE'VE LITERALLY SAVED LIVES WITH PRIDE, WHILE OUR SCHOOL BOARD MEMBER SAT BY AND PROTESTED US WHILE OUR MAYOR PRETENDED TO CARE WHEN SHE REALLY DOESN'T.

THE ONLY THING THE CITY COULD BOTHER TO DO WAS GIVE US HELL AND HARASS US DAILY TO MAKE SURE WE WERE CROSSING EVERY T AND DOTTING EVERY I, WHILE THEY OPENLY SUPPORTED AND PROMOTED AN EVENT RUN BY SOMEONE WHO NOT ONLY DIDN'T FOLLOW THE RULES BUT LIED ABOUT THEIR ENTIRE CAREER.

DARCEL JOHNSON MANIPULATED SEVERAL PEOPLE IN THIS ROOM AND YOU ALL SAT BY AND SMILED AS SHE DID IT.

YOU LOOK DOWN UPON THE PEOPLE WHO ARE MAKING A REAL AND TRUE CHANGE IN THE LIVES OF MINORITY GROUPS IN THIS COMMUNITY INSTEAD OF TRYING TO LIE AND MANIPULATE THEM.

THE VERY LEAST THE CITY COULD DO IS ACKNOWLEDGE AND RECOGNIZE ALL THE GOOD THINGS THAT WE DO FOR THE CITY.

WE'RE NOT GOING AWAY. AND I UNDERSTAND THAT THE ANIMOSITY TOWARDS US IS PROBABLY BECAUSE WE COME HERE AND MAKE SURE THAT THE CORRUPTION AND INJUSTICES ARE CONSTANTLY POINTED OUT, AND WE'RE GOING TO CONTINUE TO DO THAT UNTIL THEY NO LONGER EXIST.

WE WISH WE ALL WOULD JUST ALL PLAY A PART IN REMOVING THE CORRUPTION INSTEAD OF CONTINUING TO CONTRIBUTE TO IT.

IT'S INCONSISTENT WITH THE THE OTHER DEVELOPMENT THAT'S GOING ON IN THE NEIGHBORHOOD.

AND SECOND POINT IS IT'S GOT THE POTENTIAL TO CREATE TREMENDOUS TRAFFIC PROBLEMS. YOU'VE GOT AN EXPANSION OF LONG NECK ROAD OUT TOWARD ANA.

THIS PARTNERSHIP/PROGRAM IS GOING TO ENHANCE THE LIVES OF SO MANY OF OUR RESIDENTS, AND I'M SO EXCITED TO BE HERE TO PRESENT THE DETAILS TO YOU. BACK IN JUNE, MADAM MAYOR, MYSELF, CITY MANAGER DERREK BORG AND ASSISTANT CITY MANAGER LISA GRONEMEIER MET WITH MARCELLA TYSON.

SHE IS THE CEO AND THE EXECUTIVE DIRECTOR OF MEALS ON WHEELS, COLLIN COUNTY.

NOW, WHILE I WAS WELL AWARE OF WHAT MEALS ON WHEELS WAS, I WAS NEVER FULLY AWARE OF HOW MUCH THEY TRULY POUR INTO THE 60 PLUS COMMUNITY.

IT WAS GREAT TO LEARN ABOUT ALL THAT THEY OFFER AND PROVIDE BECAUSE BEING IN THE COMMUNITY AND ECONOMIC DEVELOPMENT FIELD, ONE OF MY CURRENT GOALS IS TO BRING PROGRAMS, PEOPLE AND BUSINESSES INTO THE CITY THAT WILL ASSIST US INTO POURING INTO OUR COMMUNITY. THIS PARTNERSHIP TOTALLY ALIGNS WITH THAT.

THANK YOU. THE FIRST PART OF THIS PARTNERSHIP IS A MEALS ON WHEELS CONGREGATE PROGRAM, WHERE WE WOULD BE AN OFF SITE FOR THE ACTUAL MEALS ON WHEELS LOCATION.

WE HAVE A START DATE OF MONDAY, SEPTEMBER 12TH.

IT WILL BE RUN OUT OF THE STEVEN AND JUDY DEFFIBAUGH COMMUNITY CENTER.

SENIORS 60 PLUS CAN COME TO THE COMMUNITY CENTER FROM 10 A.M.

UNTIL 1:00 PM, 3 TO 4 DAYS A WEEK, AND HAVE A MEAL, PLAY BOARD GAMES, WATCH TELEVISION, ET CETERA, ALL THOSE GOOD THINGS.

THIS PROGRAM IS GOING TO REDUCE ISOLATION AND INCREASE SOCIALIZATION AND INTERACTION.

THIS WILL ALSO ASSIST WITH FOOD INSECURITIES, SORRY, WITHIN THIS DEMOGRAPHIC.

I'M HOPING THIS PROGRAM WILL ENABLE US TO REACH RESIDENTS THAT WE MAY NOT HAVE HAD THE OPPORTUNITY TO REACH UNDER NORMAL CIRCUMSTANCES.

EVENTUALLY. I'D LOVE IT IF WE COULD OFFER SOME FORM OF TRANSPORTATION FOR THEM ALSO MAYBE TO GET TO THE COMMUNITY CENTER.

ONE IN TWO OLDER ADULTS ARE AT RISK OF MALNUTRITION.

ONE IN FIVE OLDER ADULTS LIVE ALONE AND STRUGGLE WITH LONELINESS.

THERE ARE MORE THAN 11,000 SENIORS WHO LIVE IN POVERTY IN THE COLLIN COUNTY AREA.

IN 2021, MEALS ON WHEELS DELIVERED 3000 I MEAN, I'M SORRY, 335,000 MEALS.

AND THE NUMBER OF PRINCETON RESIDENTS CURRENTLY BEING SERVICED BY MEALS ON WHEELS IS 60.

SO WE HAVE 60 SENIORS AT 60 PLUS YEARS OF AGE WHO ARE BEING SERVICED WITH MEALS ON WHEELS.

WE NEED TO TAKE CARE OF OUR COMMUNITY AND MAKE SURE THAT NO ONE IS FALLING BY THE WAYSIDE.

ALL RIGHT. SO ALSO ONE MORE THING.

I'D LIKE TO MENTION THAT MEALS ON WHEELS ALSO HAS A CORPORATE TAKEOVER PROGRAM WHERE WE AS A CITY WOULD PARTNER TO ASSIST IN THE KITCHEN PREPARING AND OR DELIVERING MEALS ALL OVER COLLIN COUNTY TO SENIORS.

WHAT WE SAW FROM A FIRE DEPARTMENT PERSPECTIVE, NUMBER ONE, WAS AN OPPORTUNITY TO CONNECT WITH CITIZENS, EARN THEIR TRUST, PROVIDE SOME EDUCATION WHILE THEY'RE IN THIS ENVIRONMENT OF THIS CONGREGATE MEAL DELIVERY.

WHILE WE'RE THERE, WE CAN GAIN INFORMATION ON THOSE CITIZENS THAT COULD BE INCORPORATED INTO OUR COMMUNITY ALS PROGRAM.

AND THEN FROM THAT, WE CAN PROVIDE THE WELFARE CHECKS DURING THE SEVERE WEATHER POWER LOSS SITUATIONS.

AS YOU KNOW, AND AS DESHAWNA INDICATED, MEALS ON WHEELS HAS 60 PEOPLE IN THEIR PROGRAM.

THEY'RE DELIVERING WITHIN OUR, I GUESS, OUR ZIP CODE AND THE STEERS PROGRAM.

THE STATEWIDE PROGRAM ONLY HAS 21 PEOPLE IN IT.

SO WE WANT TO TRY TO BUILD BOTH OF THOSE TO WHERE THEY THEY, YOU KNOW, MIMIC EACH OTHER AND THAT WE HAVE EVERYBODY ACCOUNTED FOR.

CPR INSTRUCTION WHICH HAS ALREADY STARTED OVER AT THE STEVE AND JUDY DEFFIBAUGH COMMUNITY CENTER AID STOP THE BLEED, GENERAL FIRE SAFETY, EMERGENCY PREPAREDNESS.

WE'LL BE GIVING CLASSES ONCE A MONTH OVER THERE AND ALSO ASSISTING WITH THE MEALS ON WHEELS EFFORT.

PROGRAMS WILL BE SPECIFICALLY DESIGNED TO FOCUS ON THE ELDERLY, DISABLED, SPECIAL NEEDS.

CERTAIN AGES WILL BE TARGETED AS WE HAVE HIGH RISK AGES ON THE YOUNG SIDE AND THE OLDER SIDE.

WE'LL DO ON SITE TRAINING OR WILL GO TO, TO OR ON SITE.

AT THE COMMUNITY CENTER, WE COULD ACTUALLY SATELLITE OVER TO OTHER AREAS, SCHOOLS, COMMUNITY CENTERS WITHIN THESE COMMUNITY CENTERS WITHIN THE CITY.

THE PROGRAM IS DESIGNED TO JUST MAKE THE DELIVERY ACCESSIBLE AND WITH THE ASSISTANCE OF TRANSPORTATION, YOU KNOW, GETTING THIS POPULATION TO AND FROM THESE AREAS IN ORDER TO RECEIVE THE INFORMATION, SOCIALIZE, YOU KNOW, ENGAGE WITH PUBLIC SAFETY IN ONE WAY OR ANOTHER WOULD BE A VERY GOOD OPPORTUNITY, I THINK.

AND THEN, OF COURSE, FINALLY, THE GOAL WOULD BE IN THE END TO JUST HAVE A FUNDED AND STAFF MANAGED PROGRAM WHICH ADDRESSES THE HEALTH WELLNESS NEEDS OF THE COMMUNITY AND EXPANDING BEYOND THE MEALS ON WHEELS, PERHAPS INTO SOME OF THE ASSISTED LIVING CENTERS HERE.

AND THERE ARE OTHER ORGANIZATIONS WHICH WE CAN EXPAND THAT THAT ENTIRE PROGRAM TOO. OH, THERE ARE SOME PHOTOS UP THERE THAT YOU PUT UP THERE. WE RECENTLY DID A CPR CLASS FOR THE ISLAMIC.

CHURCH. AND THERE ARE SOME PICTURES THERE SHOWING SOME OF THAT CPR INSTRUCTION.

THERE'S NO CERTIFICATION.

THE DESIGN IS TO GET THE PUBLIC TO WHERE THEY CAN TAKE ACTION.

AT THE SAME TIME, WE DON'T THINK THAT THIS IS THE TIME TO LOOK AT NECESSARILY A FIVE YEAR RATE PLAN THAT YOU STICK TO BECAUSE YOU'VE GOT SO MUCH CHANGING.

RIGHT. BUT WE DO WANT TO TALK ABOUT THE COMPONENTS OF THE RATE STUDY.

WE ARE GOING TO TALK ABOUT YOUR WHOLESALE.

CLEARLY, NORTH TEXAS MAKES UP A BIG PORTION OF YOUR BUDGET, YOUR OPERATING EXPENSES, COLLEGE DEBT.

YOU JUST HEARD FROM MR. SABONIS THAT'S ALREADY BUDGETED AND FACTORED IN.

AND THEN LASTLY, SOME FORECASTED GROWTH.

SO REAL BRIEFLY, ONCOLOGY, THIS DOES FOLLOW A METHODOLOGY THAT WAS AGREED UPON BACK IN THE CONTRACT, BUT ALSO WITH SOME UPDATES IN 2019.

AND SO BECKY LED THAT EFFORT ALONG WITH YOUR STAFF.

THE RATE CURRENTLY IS 4.137 PER 1000 GALLONS.

SO YOU SEE THAT'S A PRETTY SIGNIFICANT INCREASE.

A LOT OF THE COST HAVE GONE UP TO PROVIDE SERVICES FROM YOUR WHOLESALE PROVIDER AS WELL AS THROUGH YOUR OWN SYSTEM.

AND SO THAT'S ABOUT A 17% INCREASE WITH THE NEW RATE RESOLVED AT 4.839 PER 1000 GALLONS.

CONTEXTUALLY, THEY DO USE A SUBSTANTIAL PORTION OF YOUR WATER AND THAT IS PART OF YOUR WHOLESALE TAKE OR PAY.

AND SO THE CONTRACT AND THE METHODOLOGY SORT OF TAKES THAT INTO ACCOUNT AND THOSE ARE ALL THE FACTORS THAT ARE BAKED IN.

I BELIEVE STAFF PROVIDED A LETTER 8/1 TO CULLEOKA ABOUT THEIR NEW RATES, AND SO THOSE WOULD COME INTO EFFECT NEXT YEAR.

ON FINANCIAL DRIVERS.

RISING WHOLESALE COSTS ARE NOT NEWS, BUT THEY ARE BIG NEWS THIS YEAR.

WE HAVE SOME SUBSTANTIAL INCREASES SYSTEMWIDE IN NORTH TEXAS.

YOU HAVE A LOT OF CUSTOMER GROWTH.

I HEARD 2000 BEFORE.

I BELIEVE THIS IS WHAT WE'RE LOOKING AT AGAIN NEXT YEAR AND MAYBE FOR SOME YEARS TO COME THAT WE'D HAVE 2000 CUSTOMERS GROWING.

ADDITIONALLY, YOU HAVE SOME CAPITAL IMPROVEMENT NEEDS, PART OF WHICH THAT 20 MILLION WILL FUND.

BUT WANT TO GO AHEAD AND TALK ABOUT THE WHOLESALE COST.

SO WHAT YOU HAVE ON SCREEN AND HOPEFULLY IN YOUR PACKETS IS YOUR WHOLESALE COST FORECAST.

THE CITY DOES CURRENTLY HAVE ABOUT 1.1 BILLION GALLONS THAT ARE EXPECTED TO BE TAKEN AND THAT IS LOOKING TO BE 1.3 BILLION NEXT YEAR.

SO A BIG PART OF YOUR BUDGET.

THESE AREN'T THESE AREN'T SUBSIDING.

ON THE WASTEWATER SIDE, THE DISTRICT, LIKE YOUR ORGANIZATION, IS FACING INFLATION.

AND SO YOU'LL SEE THAT THOSE TRENDS WILL BE ON BOTH SYSTEMS. YES, SIR. NO, I DIDN'T MEAN TO INTERRUPT YOU.

SO I SEE YOU'RE NOT AT ALL THE WAY OUT HERE TO TO 2032.

WE'RE TALKING ABOUT INFLATION AND THINGS LIKE THAT.

SO ARE WE HOPEFULLY INFLATION DOESN'T GO TO 2032.

THIS ISN'T A PRINCETON SYSTEM.

THIS IS A VERY SIGNIFICANT SYSTEM REACHING TO PROSPER AND BEYOND.

AND SO EVERYONE'S PARTICIPATING IN THESE RISING COSTS.

ADDITIONALLY, THE REGIONAL WASTEWATER SYSTEM, THAT LOWER SECTION HAS EVEN MORE PARTICIPANTS.

AND SO YOU CAN GO AHEAD AND GO TO THE NEXT JUST WANTED TO SHOW YOU THAT THIS IS THE HILL WHERE CLIMBING COSTS ARE GOING UP DRAMATICALLY.

THAT GROWTH IS PROMPTING A LOT OF CAPITAL PROJECTS.

IT'S ALSO BRINGING RATEPAYERS.

RIGHT. SO SOME OF THESE INITIAL CAPITAL COSTS ARE GOING TO HAVE A RATE BASE.

YOU'RE GOING TO HAVE CUSTOMERS TO TAKE MORE VOLUMES.

THEY'RE GOING TO PAY SOME IMPACT FEES.

I THINK YOUR ENGINEERING TEAMS IN THE BACK, THEY MAY BE WORKING ON THAT NOW.

AND SO YOU HAVE THE OPPORTUNITY TO HAVE GROWTH, HELP PAY FOR GROWTH.

AND THIS RATE BASE THAT'S COMING TO TOWN HELPED PAY THE FREIGHT FOR THIS NEW CAPITAL.

AND SO GROWTH IS IMPORTANT.

SHOULD GROWTH SUBSIDE? THERE ARE SOME THINGS IN OUR FORECAST WE WOULD CHANGE, BUT RIGHT NOW THINGS ARE LOOKING STRONG.

SO THE CAPITAL PROJECTS, YOU JUST SAW A PRESENTATION ON THE DEBT, YOU MAY HAVE ALREADY SEEN THESE CAPITAL PROJECTS.

NOTABLY IN THE FIRST TWO, YOU SEE SOME OF YOUR PROJECTS ARE IMPACT FEE ELIGIBLE, SOME ARE NOT.

SO THAT'S GOING UP TO THE 75,000 FOR WATERLINES, THE 54 INTERCEPTORS.

THOSE ARE THE SEWER LINE AND THEN 50,000 FOR LIFT STATIONS.

SO THOSE ARE FEW CHANGES THAT WE'VE BAKED INTO THE BUDGET.

YOU JUST SAW THE PRESENTATION ON THE $20 MILLION OF DEBT, SO KUDOS ON THE INTEREST RATE.

AGAIN, I'M NOT AN FA, BUT I'VE SEEN 5% THIS YEAR, SO YOU'VE DONE WELL.

ADDITIONALLY, WE DO HAVE FACTORED IN SOME DEBT INTO THE FORECAST THAT 12.1 MILLION YOU SEE IN 24.

SO THESE ARE ALL THE COSTS THAT WE HAVE PLUGGED IN AS WE'VE LOOKED AT THE COST COMPONENTS FOR YOUR SYSTEM, WITH YOUR WHOLESALE PROVIDER, WITH YOUR OWN CAPITAL NEEDS AND YOUR OWN OPERATION DEMANDS GOING UP TO THE NEXT.

UTILITIES ARE VERY FIXED, COST INTENSIVE.

IT TAKES A LOT TO GET THIS SUPPLY OF WATER TO THE HOMES AND THE WASTEWATER AWAY FROM THE HOMES YOU GO AHEAD AND GO TO.

THE NEXT SILVER LINING IS, DESPITE ALL THOSE INCREASES, LITTLE GLOOM AND DOOM, THERE'S NO RATE INCREASE ANTICIPATED OR REQUIRED TO YOUR RATEPAYERS IN FISCAL 23. NOW SOME FORESHADOWING.

I SHOWED YOU MULTIYEAR INCREASES.

I DON'T THINK THAT'S GOING TO HOLD FOREVER.

BUT IN 23, IT SEEMS WE CAN GO WITHOUT A RATE INCREASE.

NOW, WHILE WE'RE NOT DOING A RATE INCREASE, WE DO THINK THERE ARE SOME BEST PRACTICES, SOME THINGS THAT YOUR RESIDENTS WOULD BENEFIT FROM, SOME THINGS THAT YOUR YOUR RATE STRUCTURE COULD BE BETTER ALIGNED WITH WHAT WOULD BE A BEST PRACTICE.

THOSE TWO ARE THE LARGE METER MINIMUMS, CONSISTENT WITH METER EQUIVALENCIES AND THE WINTER AVERAGE FOR SEWER CHARGES.

WE GO FROM A TWO INCH METER AT $90 UP TO 100.8 AND MOST OF YOUR COMMERCIAL METERS ARE IN THAT AREA.

THOSE LARGER METERS HAVE SOME PRETTY STEEP INCLINES, BUT THEY ALSO PLACE SUBSTANTIAL DEMANDS ON YOUR SYSTEM.

SO THAT'S ONE STRUCTURAL CHANGE THAT WE'D RECOMMEND.

THEY HAVE TO BUILD THAT SO THAT WHEN THAT SIX INCH METER OPENS UP, WHEN SOMEONE HAS A FIRE EVENT, WHEN THEY OPEN UP THE HYDRANTS, THE WATER IS THERE.

NOT ONLY IS THE WATER THERE, IT ALSO DOESN'T MAKE YOUR WATER AT YOUR HOME BAD BECAUSE WE DON'T HAVE ENOUGH TO SUPPORT BOTH.

RIGHT. SO BASICALLY BIGGER METERS HAVE A LARGER DEMAND ON OUR SYSTEM.

INCREASING OUR COST.

I THINK.

THAT IS PROBABLY THE EASIEST WAY I CAN DESCRIBE IT.

ULTIMATELY, THESE FACTORS YOU CAN SEE ARE BASED ON A MAX FLOW.

AND SO IN JUST AS THE EQUIVALENCIES GO, YOU HAVE THE EQUIVALENT SIZE OF A5H TO A THREE QUARTER INCH METER.

THERE YOU SEE IS A ONE TIMES FACTOR.

SO IF YOU HAVE A TWO INCH METER, THAT WOULD BE A FOUR TIMES FACTOR.
