I'M CONCERNED ABOUT THE DRAINAGE ISSUES THAT WILL COME WITH THE REMOVING OF TREES AND THE ADDING OF CONCRETE, NOT TO MENTION THE DAMAGE TO ALL THE BIRD HABITATS, THE TREES THAT WOULD BE TORN DOWN.
HAD NO IDEA THIS WOULD EVER COME MY WAY.
I HAVE NOTHING AGAINST CITY FOLKS AND NEIGHBORHOODS.
I WAS A CITY FOLK FOR 40 YEARS, BUT THE LAST 20 YEARS OF COUNTRY LIFE HAS REALLY FED MY SOUL.

UNFORTUNATELY, THE MAYOR IS HERE BECAUSE I WANT TO TELL HER ABOUT HOW SHE HAD THREE RECENT POSTS AND SHE TURNED OFF THE COMMENTS AND SHE SHOULD KNOW BETTER THAT THAT'S INFRINGING UPON EVERYONE'S FIRST AMENDMENT RIGHTS BY BLOCKING THEM FROM BEING ABLE TO COMMENT.
ALSO LAST WEEK, THE MAYOR APPOINTED GEOFF WATSON TO THE CDC, BUT I DON'T THINK YOU REALLY KNOW HIM.
DID YOU KNOW THAT AFTER PLANNING AND ZONING MEETING, HE ASSAULTED MY WIFE AND I AND HIS WIFE ASSAULTED OUR KID WHO WAS THERE WHO IS NOW AFRAID TO COME TO MEETINGS AND SPEAK BECAUSE SHE IS WORRIED IT WILL HAPPEN AGAIN FROM SOMEBODY.

AND I MOVED OUT TO THE LAND IN 2001 BECAUSE I WANTED TO RAISE MY KIDS IN A COUNTRY BEAUTIFUL HOME. AND AFTER ABOUT TEN YEARS, I LOST A FOURTH OF AN ACRE TO THE ROAD WANTING TO BE STRAIGHTENED.
AND NOW THEY GO REALLY, REALLY FAST BECAUSE THEY CAN.
AND NOW WE'RE ABOUT TO HAVE A ROAD IN THE GULLY WHERE THE CULVERT IS RIGHT NEXT TO MY HOUSE AND MY MOM'S HOUSE. WE LIVE THERE TOGETHER.
AND THE RUNOFF IN THE TREES IS WHY WE MOVED OUT THERE AGAIN.

BUT THE AREA IS SPECIFICALLY PEOPLE WHO'VE MOVED OUT THERE AND WANT A COUNTRY ESTATE OR A QUIET COUNTRY HOME.
WHAT'S BEING PROPOSED HERE IS GOING TO INCREASE THE LIGHT AND NOISE POLLUTION DRAMATICALLY, AND SO IT'S GOING TO RUIN THE ENTIRE COMMUNITY ON THIS BEAUTIFUL HILL IS IT'S OK.

AND SO I'M ASKING YOU TO CONSIDER TO ALSO PROTECT THE COMMUNITIES OF THE COUNTRY, NOT JUST PRINCETON CITY COMMUNITIES, BUT ALSO THE COMMUNITIES THAT PEOPLE WHO MOVE TO THE OUTSKIRTS, THEY WANT TO LIVE A CERTAIN LIFESTYLE.
AND JUST BECAUSE A DEVELOPER WHO DOESN'T LIVE IN OUR COMMUNITY CAN GET THE FUNDING FROM THE CITY TO DO ALL OF THE WORK WITH THIS STATUTE, I GUESS IT JUST SEEMS IT SEEMS LIKE AN ENCROACHMENT ON OUR CHOICE OF LIVING.
AND THAT'S WHERE I JUST STRONGLY OPPOSE IT.

THIS BODY HAS NOT OBSERVED THAT REQUIREMENT OR ENFORCED IT OR TAKEN ANY ACTION TO LIMIT ITS APPOINTEES TO THAT NUMBER OF TERMS, INSTEAD LETTING MEMBERS CARRY OVER FOR AS LONG AS THEY'RE WILLING TO SERVE.

THE CDC ITSELF IN 2015 VOTED TO ELIMINATE THOSE REFERENCES TO THE TERM LIMITS, AND THAT WAS PASSED UNANIMOUSLY AND ITS MEETING IN NOVEMBER 12TH OF THAT YEAR.HOWEVER, THE ITEM DID NOT [INAUDIBLE] BROUGHT TO CITY COUNCIL, WHICH IS REQUIRED TO RATIFY CHANGES TO THE BYLAWS AND APPROVE ALL BYLAWS FOR THAT, THE ECONOMIC DEVELOPMENT CORPORATION AND THE COMMUNITY DEVELOPMENT CORPORATION.
IF THERE ARE ANY OTHER QUESTIONS, I'D BE HAPPY TO ADDRESS.

THEY DID, IN FACT MAKE THE ACTION TO DELETE THE TERM LIMITS BACK IN 2015, PRESUMABLY IN ORDER TO MAKE IT SO THAT THE THE LANGUAGE OF THE BYLAWS DIDN'T CONFLICT WITH THE CITY COUNCIL'S EXHIBITED PRACTICES AND HOW IT WAS APPOINTING MEMBERS AND HOW LONG IT WISHED FOR THEM TO SERVE.
AND SO IF THEY WOULD BE IN PLACE, THEY WOULD HAVE TO BE IMPOSED FROM THE CITY COUNCIL LEVEL DOWN TO THE THE DEVELOPMENT CORPORATIONS. AND SINCE CITY COUNCIL HAS NOT TAKEN ANY ACTION TO APPOINT MEMBERS IN A DIFFERENT FASHION, IT'S BEEN APPARENT TO STAFF THAT THE REFERENCES HAVE BECOME OUTDATED.
AND SO THE CDC HAS RECENTLY, AT ITS LAST MEETING, JUST TOOK ACTION TO READOPT THIS MEASURE AND CONFIRM THAT THAT IS INDEED THE WAY THAT BODY WOULD WISH THE BYLAWS TO READ.

WE TYPICALLY NEGOTIATE WITH THE BUILDER ON TO TRY TO BRING IN SOME OF THE BUILDING MATERIALS THAT WERE STRICKEN FROM THE MUNICIPALITY'S AUTHORITY TO REGULATE A FEW YEARS AGO BY THE STATE LEGISLATURE, WE NO LONGER THE CITY COUNCIL NO LONGER HAS THE ABILITY THROUGH ORDINANCE TO REGULATE BUILDING MATERIALS.
YOU YOU'VE PROBABLY BEEN MADE AWARE OF THAT OVER THE PAST SEVERAL YEARS.
THE NEXT, ONCE IT BECOMES IN THE CITY AND THE THE REGULATIONS APPLY, THEN THE DEVELOPER WILL BE ASKED TO PUT FORTH A CONCEPT PLAN.
HE WILL HAVE TO DO DRAINAGE STUDIES.
HE WILL HAVE TO FOLLOW ALL OF THE BUILDING REGULATIONS THAT WE HAVE IN PLACE.
IF IT IS A STROKE OR STRAIGHT ZONING APPLICATION, IF IT'S OTHER THAN A STRAIGHT ZONING APPLICATION THAT FITS WITHIN THE ZONING GUIDELINES, THEN IT WILL MOST LIKELY BE IN THE FORM OF A DEVELOPMENT AGREEMENT OF SOME SORT TO BRING IN THE BUILDING MATERIALS AND ALL THE OTHER PIECES THAT WERE STRICKEN BY THE LEGISLATURE BACK A FEW YEARS AGO.
THAT IS HOW WE ARE ABLE TO REGULATE THOSE TYPES OF COMPONENTS.

AND WHEN A PROPERTY GETS ANNEXED INTO THE CITY, WE ASSUME THE ENTIRE ROAD WIDTH FOR THE SECTION THAT IS CONTIGUOUS TO THE PROPERTY THAT'S BEING ANNEXED.
SO THIS WAS ANNEXED BACK, I BELIEVE IN 2021, MAYBE EARLY 22 FOR THE EAST RIDGE DEVELOPMENT.
AND THROUGH THIS AGREEMENT THAT WE HAVE IN PLACE, WE WILL COST SHARE THE REPAIR OF OUR SECTION OF THAT ROAD AND THE COUNTY WILL PROVIDE ALL THE MATERIALS AND AND MAINTENANCE AND LABOR MATERIALS TO RECONSTRUCT THAT SECTION OF THE ROAD.

THE IT BECAME VERY APPARENT THAT THE ROADWAY AND THE COST OF THE ROADWAY COULD NOT BE BORNE BY THE FIRST ENTIRE FIRST PHASE OF THE DEVELOPMENT.
SO IN THE DEVELOPMENT AGREEMENT, THE IT CALLED FOR HALF OF THE ROADWAY TO BE CONSTRUCTED.
AND IT CALLED FOR HALF OF THE ROADWAY TO BE CONSTRUCTED.
BY THE ISSUANCE OF PERMITS IN PHASE TWO.
THE CITY SAVED SOMEWHERE IN THE NEIGHBORHOOD OF 6 MILLION OR BETTER OF DOLLARS THAT WOULD BEEN PASSED ON TO THE CITIZENS OF PRINCETON THROUGH SOME SORT OF A BOND ISSUANCE OR SOMETHING LIKE THAT.
SO THE DECISION WAS MADE TO PUT THE BURDEN ON THE DEVELOPER TO BUILD IT.
WE HAD A VERY SMALL COST SHARE.
THE DEVELOPER CERTAINLY HAD BETTER RESOURCES THAN THE CITY DID FOR CONSTRUCTING THE ROADWAY.
HOWEVER, TIME WAS GIVEN IN LIEU OF IN LIEU OF DOLLARS AND CENTS TO SAVE THE CITIZENS OF PRINCETON.
AND SO THEY THE DEVELOPER DECIDED TO GO AHEAD AND BUILD BOTH SIDES AT THE SAME TIME.
THEY BUILD BOTH SIDES AT THE SAME TIME.
SO. WE'VE COMMUNICATED WITH THEM.
WE KNOW THEY'RE OUT THERE ON A DAILY BASIS NOW.
THEY'RE THEY'RE RUBBING UP AGAINST A TIME FRAME TO GET IT DONE BECAUSE PHASE TWO IS COMING RIGHT, RIGHT UP VERY SOON AND THEY KNOW IT.
THEY FINISHED THE SIDEWALKS FOR THE MOST PART IN THE PAST COUPLE OF WEEKS.
THEY'RE WORKING ON THE LANDSCAPING.
THEY'VE GOT MOST OF THE FENCES AND DRAINAGE WAYS UNDERWAY FIXED ALONG THE CITIZENS SIDE OF CREEK VIEW. THAT WAS HIGH ON THE LIST TO GET DONE.
THE ROAD STILL NEEDS TO BE STRIPED IT.
THEY'VE GOT THE LIGHTING NOW INSTALLED AND THEY'RE THERE.
THEY'RE TRYING TO MAKE PROGRESS.
I DO NOT HAVE A DATE, BUT I DO KNOW THAT THEY ARE UNDER PRESSURE TO GET IT DONE.
WE ARE CONTRACTUALLY BOUND TO TO HOLD THEM TO THE THE PERMITS IN PHASE TWO.
AND WE HAVE MADE THEM WELL AWARE THAT THEY WILL NOT GET ISSUED A PERMIT IN PHASE TWO UNLESS BEACON BOULEVARD IS OPEN AND RUNNING. AND THAT'S THAT'S WHERE WE STAND.
