SO I KNOW WE HAVE CHIEF HARVEY HERE TONIGHT IF YOU'D LIKE TO COME FORWARD.

LADIES AND GENTLEMEN, JUST SO YOU KNOW, WE HAVE RESPONDED TO 33 CARDIAC PULMONARY ARREST WHERE WE HAD TO PERFORM CPR SINCE NOVEMBER OF LAST YEAR.

OF THOSE 33 CPR HOURS, WE HAD TWO INDIVIDUALS WHO ACTUALLY WALKED OUT OF THE HOSPITAL AFTER RECEIVING TREATMENT ON SCENE. THAT PERCENTAGE IS SOMEWHERE AROUND 17% OF THE AMOUNT THAT WE HAVE TYPICALLY.

THAT'S WHY WE ENCOURAGE CITIZENS CPR.

THE SOONER CPR IS INITIATED, THEN THE CHANCES OF SURVIVAL INCREASE GREATLY FROM 2% TO UP TO 40%, IF FOLLOWED BY EMS, FIRST RESPONDERS AND ADVANCED LIFE CARE.

SO TONIGHT, WE ARE HERE TO RECOGNIZE INDIVIDUALS FOR THEIR LIFE SAVING EFFORTS.

WE DON'T OFTEN GET TO SEE PATIENTS WALK OUT OF THE HOSPITAL AFTER TREATING THEM ON SCENE.

THAT BEING SAID, WE HAVE ANOTHER RECOGNITION HERE TONIGHT ALONG WITH THESE THAT HAS TO DO WITH A VOLUNTEER WHO HAS BEEN IN OUR ORGANIZATION SINCE 2014. AS YOU KNOW, THE PRINCETON FIRE DEPARTMENT NO LONGER HAS VOLUNTEERS AS OF OCTOBER.

WE CEASE TO HAVE VOLUNTEERS AND WE ARE ALL EITHER FULL TIME OR PART TIME EMPLOYEES.

THIS INDIVIDUAL HAS SERVED US WELL.

HE HAS BEEN AN INDIVIDUAL WITH A WITH AN OUTSTANDING ATTITUDE.

HE WORKED AS MANY HOURS AS SOME OF OUR FULL TIME FIREFIGHTERS IN A VOLUNTEER STATUS.

AND WE WANTED TO MAKE SURE THAT WE RECOGNIZED HIM.

AND I CAN FIND IT HERE.

UPON ARRIVAL, PRINCETON QUINT 793 CREW IN AMR FOUND THE PATIENT LYING ON THE FLOOR IN THE LIVING ROOM AND AGONAL RESPIRATIONS WITH NO PULSE DETECTED BY FIRST RESPONDERS.

YOU, ALONG WITH OTHER FIRST RESPONDERS ON SCENE, TOOK IMMEDIATE ACTION, PROVIDING CPR AND OTHER ADVANCED LIFE SUPPORT MEASURES.

THE PATIENT WAS SUBSEQUENTLY TRANSPORTED TO THE HOSPITAL WITH A PULSE.

YOUR QUICK RESPONSE AND SUCCESSFUL ACTIONS WERE DIRECTLY RESPONSIBLE FOR THE PATIENT SURVIVING AND MAKING A FULL RECOVERY ON BEHALF OF THE CITY OF PRINCETON, THE PRINCETON FIRE DEPARTMENT.

IT IS WITH PROFOUND APPRECIATION AND ADMIRATION THAT WE GRATEFULLY ACKNOWLEDGE YOUR EFFORTS AND THE SAVING OF A LIFE.

I'M DESHAWN WALKER, EDC CDC COORDINATOR, AND I'M HERE WITH OUR FIRE CHIEF, TOM HARVEY, TO GIVE YOU AN UPDATE ABOUT A PROGRAM THAT WE WILL BE IMPLEMENTING WITHIN THE COMING MONTHS INTO OUR COMMUNITY.

IT'S A SPONSORSHIP BY THE PRINCETON COMMUNITY DEVELOPMENT CORPORATION WORKING WITH THE PRINCETON FIRE DEPARTMENT.

WE'RE CALLING IT OUR COMMUNITY PREPAREDNESS PROGRAM.

SO WHAT IT'S GOING TO ENTAIL IS A CPR CERTIFICATION CLASS.

WE DO HAVE CPR GOING ON RIGHT NOW AT THE STEVEN AND JUDY DEFFIBAUGH COMMUNITY CENTER, BUT IT IS NOT A CERTIFICATION CLASS.

AND JUST SEEING SOME OF THE FEEDBACK FROM OUR COMMUNITY, THEY WERE WANTING CERTIFICATION CLASSES THERE.

SO NOW WE WILL HAVE THAT.

AND IT WILL ALSO ENTAIL A CITIZENS FIRE ACADEMY, WHICH IS GOING TO BE GREAT, AND CERT, WHICH IS COMMUNITY EMERGENCY RESPONSE TEAM.

SO COMMUNITY PREPAREDNESS CAN SERVE SEVERAL FUNCTIONS, SUCH AS KEEPING A COMMUNITY INFORMED ON SAFETY AND PREPAREDNESS ISSUES.

ENSURING OUR NEIGHBORS WITH ANY SPECIAL NEEDS ARE TAKEN CARE OF DURING TIMES OF CRISIS AND KEEPING CONTACT INFORMATION FOR THE NEIGHBORHOOD IN CASE OF EMERGENCY. DID YOU KNOW THAT MORE THAN 350,000 CARDIAC ARRESTS HAPPEN OUTSIDE OF THE HOSPITAL? 49% OF HOUSE FIRES ARE CAUSED BY COOKING ACCIDENTS.

THE NUMBER ONE CAUSE OF DEATH FOR CHILDREN AGES FOUR AND UNDER IS DROWNING.

CPR CERTIFICATION FOR PARENTS AND CHILD CARE PROVIDERS IS NECESSARY TO DECREASE LOSS OF LIFE.

CPR CERTIFICATION AND FIRE TRAINING PROVIDES HANDS ON EXPERIENCE IN EMERGENCY SITUATIONS AND BUILDS CONFIDENCE WITHIN OUR RESIDENTS.

PATIENTS WHO HAVE RECEIVED CPR, THEY HAVE FIRE I'M SORRY, HIGHER RATES OF SURVIVAL THAN THOSE WHO DID NOT.

SO WE NEED TO TAKE CARE OF OUR COMMUNITY.

COMMUNITY PREPAREDNESS IS VERY IMPORTANT TO OUR COMMUNITY.

IT CAN HELP OUR ENTIRE COMMUNITY BY ARMING OUR RESIDENTS WITH THE TOOLS TO SAVE A LIFE NO MATTER WHERE THEY ARE.

IT'S GOING TO PROVIDE HANDS ON EXPERIENCE IN EMERGENCY SITUATIONS, WHICH GIVES AN IN-DEPTH LOOK AT HOW THE PRINCETON FIRE DEPARTMENT OPERATES AND HELPS TO BUILD CONFIDENCE WITHIN THEM.

IT'S GOING TO TEACH FIRE AND FIRST AID SAFETY, WHICH WILL IMPROVE WORKPLACE AND COMMUNITY SAFETY.

SO HERE ARE THE SPECIFICS OF THE PREPAREDNESS PROGRAM.

WE DID PRESENT THIS TO OUR CDC AND THEY WERE GRACIOUS ENOUGH TO A LOT FUNDS TO POUR BACK INTO OUR COMMUNITY. AS MADAME MAYOR, I KNOW THAT'S BEEN PART OF YOUR INITIATIVE ALSO TO GIVE BACK AND ENSURE THAT OUR COMMUNITY IS TAKEN CARE OF.

SO HERE'S WHAT WE HAVE.

ANYONE WILL BE ABLE TO SIGN UP FOR THE CPR CERTIFICATION CLASS.

A $25 FEE, WHICH COVERS THE CARD.

AND THE CERTIFICATION WOULD BE AVAILABLE TO RESIDENTS WITHIN THE PRINCETON CITY LIMITS.

SO THEY HAVE GIVEN US ENOUGH TO COVER 100 RESIDENTS AT THAT $25 FEE.

AND THEN WE WOULD GO BACK AND PRESENT AND LET THEM KNOW HOW THE PROGRAM WAS WORKING OUT.

THE CLASS WOULD STILL BE HELD AT THE STEVEN AND JUDY DEFFIBAUGH COMMUNITY CENTER, AND WE HAVE A TENTATIVE START DATE OF JANUARY 19TH, 2023 FOR THAT CPR CERTIFICATION CLASS. THE CITIZENS FIRE ACADEMY IS GOING TO BE HELD BETWEEN THE PRINCETON MUNICIPAL MUNICIPAL CENTER AND THE FIRE STATIONS. THE PROGRAM RUN DATE WOULD BE EVERY THURSDAY FOR SIX WEEKS, TENTATIVELY BEGINNING APRIL 13TH AND RUNNING THROUGH MAY 18TH.

AND THAT WOULD BE OPEN ALSO TO RESIDENTS WITHIN PRINCETON CITY LIMITS.

AND THEN WE HAVE CERT, WHICH, LIKE I SAID, IS THE COMMUNITY EMERGENCY RESPONSE TEAM.

THAT WOULD BE A RECRUITMENT OF OUR COMMUNITY TO BECOME A PART OF THE COLLIN COUNTY TEAM.

CERT COMES IN AND THEY COMPLETE THE TRAINING.

AND WE RECEIVED FUNDS ALSO FROM CDC TO COVER THE CERT KIT SUPPLIES FOR RESIDENTS WITHIN THE PRINCETON CITY LIMITS.

AND THAT START DATE WOULD BE DETERMINED BY CERT AS TO WHEN THEY COULD GET IN AND START THAT PROGRAM.

SO I'M GOING TO TURN THIS OVER TO CHIEF HARVEY, AND HE HAS A FEW TALKING POINTS.

AGAIN, OUR INVOLVEMENT IN EDUCATION IS CONNECTING WITH OUR CITIZENS, PROVIDING PUBLIC EDUCATION, TRAINING FOR A SAFER COMMUNITY, CREATING A TRAINED AND KNOWLEDGEABLE COMMUNITY.

CPR CERT AND CFA ALL SUPPORT THAT SAFER COMMUNITY WHICH CAN HELP IT AND ITS SELF RELIANCE IN DISASTERS, ASSISTANCE TO FIRST RESPONDERS DURING EMERGENCIES.

WE GAIN COMMUNITY ASSISTANCE AND SUPPORT FOR LARGE SCALE AND EXTENDED DURATION AND INCIDENTS IMPACTING OUR CITY.

THERE'LL BE SOME MINOR, WHAT WE CALL PPE, GLOVES, GOGGLES, THINGS LIKE THAT THAT WILL NEED TO BE PURCHASED.

BUT WE HAVE THE EXCESS BUNKER GEAR AND OTHER THINGS.

WE NEED TO KEEP THAT CLASS GOING.

SO IT SHOULD. THE ONLY OUTSIDE EXPENSE WOULD BE A LIVE FIRE EXERCISE AT COLLIN COUNTY AND TO RENT THEIR FACILITY AT $600 FOR 4 HOURS. BUT IT'S A GOOD EXPERIENCE FOR ANYBODY ENGAGED IN THAT PROGRAM.

ALL RIGHT. AND THEN WE ALSO RECEIVED A $2,500 FOR THE CERT, WHICH IS THE COMMUNITY EMERGENCY RESPONSE TEAM.

AND THAT'S GOING TO ENSURE THAT EACH RESIDENT ON THE CERT TEAM IS IN POSSESSION OF ALL NECESSARY EQUIPMENT NEEDED TO SERVE THE COMMUNITY. THE CERT TEAM IS REALLY GOOD TO HAVE IN AN INSTANCE WHERE MAYBE THERE HAS BEEN A TORNADO THAT HAS PASSED THROUGH OR AN ICE STORM. SO THOSE RESIDENTS THAT WE HAVE HERE IN OUR OWN COMMUNITIES CAN ASSIST FD AND THE PD.

WE ARE TRULY PUSHING FOR THIS TO BE AS SUCCESSFUL AS POSSIBLE, ENSURING THAT EVERYONE IN OUR COMMUNITIES ARE INCLUDED AND EVERYONE IS COVERED IS ONE OF THE VERY REASONS WHY WE BROUGHT IN MEALS ON WHEELS TO START THAT PROCESS OF MAKING SURE THAT WE ARE REACHING ALL AGES AND DEMOGRAPHICS AND THAT NO ONE IS LEFT BEHIND.

IT IS WITH GREAT PLEASURE THAT I'M ABLE TO STAND HERE BEFORE YOU AND SAY THAT WE HAD AN ELECTION ON THE QUESTION OF THE ADOPTION OF THE CHARTER AND THAT THAT ELECTION RESULT, BASED ON THE UNOFFICIAL COUNTY NUMBERS, SHOWED THAT IT PASSED BY A MARGIN OF 54% OR 56% TO 44%, A VERY SUBSTANTIAL MARGIN INDICATING THAT THE VOTERS OF THE CITY DID APPRECIATE THE WORK THAT THEIR THAT THE CHARTER COMMISSION HAD PUT IN AND THAT THEY WANTED THE CITY TO MOVE FORWARD INTO THAT NEXT STEP OF EVOLUTION ALONG THE THE CHAIN OF OF THE LIFE CYCLE OF A TEXAS MUNICIPALITY.

HOWEVER, WE'RE NOT ABLE TO TAKE ACTION TONIGHT TO CANVASS THE RESULTS OF THE ELECTION.

WE HAD PUT THIS ITEM ON THE AGENDA AND HAD A PLACEHOLDER ORDINANCE IN PLACE, HOPING THAT WE WOULD HAVE THE ELECTION RETURN INFORMATION FROM THE COUNTY. WE HAVE NOT YET GOTTEN THE SEALED PRECINCT RETURNS.

THERE HAVE BEEN CHANGES IN SOME OF THE LAW AND IN PARTICULAR THERE'S AN EARLY VOTING BALLOT BOARD THAT HAS TO CONVENE AND REVIEW PROVISIONAL BALLOTS AND CERTIFY A BUNCH OF STUFF BEFORE ANYBODY IS ALLOWED TO TAKE ACTION ON THE RESULTS, EVEN THOUGH WE THINK WE KNOW WHAT HAPPENED BASED ON THE ELECTION NIGHT RETURNS. SO NO ACTION ON THIS ITEM TONIGHT.

HOWEVER, WE WILL NEED TO HAVE A SPECIAL MEETING IN ORDER TO TRY TO MEET THE REQUIREMENTS THAT WE GET THE CANVASS COMPLETED WITHIN THE WINDOW OF TIME PREVENTED UNDER TEXAS LAW.

AND THAT SHOULD BE HAPPENING NO LATER THAN THE 14TH DAY AFTER ELECTION DAY.

SO COUNCIL MEMBER DEFFIBAUGH WILL NEED TO IDENTIFY A REPLACEMENT FOR HIS SEAT ON THE COMMUNITY DEVELOPMENT CORPORATION, AND YOU ALL WILL HAVE TO TAKE ACTION ON A NEW NOMINEE TO TO REPLACE HIM ON THAT BODY.

I'D LIKE TO START OUT BY ASKING THE QUESTION, SINCE WE DIDN'T GET A WHOLE LOT OF INSIGHT INTO THIS QUESTION, IS THERE A SPECIFIC AREA THAT YOU WE HAVE A LOT OF NOTES AND A LOT OF INFORMATION, AND IS THERE A SPECIFIC AREA THAT YOU'D LIKE US TO FOCUS ON THIS EVENING FOR FOR YOUR BENEFIT? WE TALK THROUGH THESE THESE DEVELOPMENT STRATEGIES, I GUESS YOU WOULD SAY THE PROCESSES IN WHICH MR. FORT'S OFFICE, THE DEVELOPMENT OFFICE, MANAGES THESE DEVELOPMENTS AND HOW THEY'RE THERE, THEY'RE BROUGHT THROUGH THE PLANNING AND THE PLANNING AND THE CONSTRUCTION PHASES.

WE THEN HAVE MEETINGS, PRE-CONSTRUCTION MEETINGS WITH THE TEAM AND ALIGN OUT SEVERAL DIFFERENT AREAS IN WHICH THESE CONCERNS ARE BROUGHT FORWARD AND WE GET CONTACT INFORMATION FROM THESE DEVELOPERS TO MOVE FORWARD WITH MAKING SURE THAT WE HAVE CONTACTS IN PLACE FOR A MYRIAD OF DIFFERENT ITEMS THAT MAY COME UP DURING A DEVELOPMENT.

THOSE REQUIRE SEVERAL DIFFERENT APPROACHES AND THEY'RE MANAGED ALONG WITH THE THE WAY THE GOVERNMENT CODE REQUIRES US TO DO.

SO AS FAR AS WHAT THEY WHAT THEY DO AND WHAT THEY ARE REGULATORY AUTHORITY FROM THE POSITION OF ONCE THEY GET STARTED AND THEY START CONSTRUCTING AND THEN MAYBE IMPEDING ON SOMEBODY ELSE'S PROPERTIES, THAT THAT'S ANOTHER PERSPECTIVE.

SO IF A CONSTRUCTION CONTRACTOR OR DEVELOPER DOES SOMETHING WRONG, WHETHER IT'S AS SIMPLE AS BREAK ONE OF THEIR WINDOWS, THE CITY CAN'T GIVE THEM A GIFT OF TAX MONEY TO FIX THAT WINDOW THAT'S BETWEEN THEM AND WHOEVER AND WHOEVER CAUSED THE ISSUE.

AND THEN ONE OF THE OTHER THINGS WE CAN'T DO IS WE CAN'T STOP ANY LANDOWNERS FROM PURSUING LAWFUL DEVELOPMENT OF THEIR PROPERTY FOR A PROJECT THAT THEY WANT TO DO.

AND OUR ABILITY TO CONTROL LAND USE IS ALMOST ENTIRELY LIMITED TO INSIDE THE CITY LIMITS.

IF A PROPERTY IS IN THE BAY OR OUTSIDE OF OUR JANE IS IN THE COUNTY, IT DOESN'T MATTER IF WE'RE THE CLOSEST PERSON TO THEM, WE'RE NOT GOING TO BE ABLE TO CONTROL WHAT KIND OF CONSTRUCTION ACTIVITIES OR WHAT KIND OF DEVELOPMENT THAT THAT PROPERTY TURNS INTO.

SO WE REALLY CAN'T IMPOSE ANY FUNCTIONAL LIMITATIONS ON PROJECTS THAT ARE HAPPENING ON COUNTY, ON WHAT YOU MIGHT CALL COUNTY LAND.

IF IT'S NOT IN OUR CITY LIMITS.

THERE'S THERE'S VERY LIMITED OPTIONS THAT THE CITY HAS TO TO DEAL WITH REGULARLY, TO DEAL WITH DEVELOPERS OR TO FORCE THEM TO DO THINGS IN A CERTAIN WAY. MOST OF OUR REGULATORY AUTHORITY IS EXERCISED THROUGH OUR PERMITTING PROCESS.

IT IS THE PROCESS OF REQUIRING PERMITS AND THEN IMPOSING CONDITIONS FOR APPROVAL OF THOSE PERMITS THAT WE EXERCISE MOST OF OUR CONTROL OVER CONSTRUCTION ACTIVITIES AND DEVELOPMENT OF LAND WITHIN THE CITY LIMITS.
