THE FIRE DEPARTMENT ASSESSED AND MONITORED THE CHILD'S STATUS UNTIL THE ARRIVAL OF MEDIC 194. MEDIC 194 ASSUMED PATIENT CARE AND BOTH THE CHILD AND HER PARENT WERE TRANSPORTED TO CHILDREN'S HOSPITAL IN PLANO. UPON SCENE INVESTIGATION, IT WAS FOUND THAT MR. MILLER HAD JUMPED INTO ACTION BY PULLING THE YOUNG GIRL FROM THE WATER UNCONSCIOUS AND NOT BREATHING. MS. MENDOZA TOOK OVER SUCCESSFULLY PERFORMING RESCUE BREATHS AND CPR. THE CALDWELL PARK EVENT WAS MAY 20TH. THE MOVIE NIGHT IN THE PARK EVENT WAS JUNE 22ND. THE VIRTUAL OPEN HOUSE OPEN JUNE 12TH WAS OPEN FOR ABOUT A MONTH. IT DID JUST CLOSE JULY THE 11TH, AND THE SIGNAGE IN THE COMMUNITY WAS INSTALLED ON JULY THE 10TH. SO NOW MOVING INTO THE IN-PERSON EVENTS THAT WE HAD, THE FIRST WAS AT JM CALDWELL PARK. IT WAS ON A BUSY SATURDAY MORNING WITH LOTS OF SPORTS GOING ON. WE DID HAVE ABOUT 50 PARTICIPANTS. WE DID HAVE A STATION WHERE WE ASKED PEOPLE TO SHOW US WHERE THEY LIVED APPROXIMATELY, AND WE FOUND THAT THE MAJORITY OF THE RESPONDENTS WERE IN A THREE MILE RADIUS OF THE PARK, AND THEN THE MAIN ENGAGEMENT ACTIVITY THAT WE DID WAS THE JAR FUNDING ACTIVITY. THAT IS WHAT THE PHOTOS SHOWED, AND I'LL TALK A LITTLE BIT MORE IN DETAIL ON THE NEXT SLIDE. SO THE JAR ACTIVITY, BASED ON WHETHER THE PARTICIPANTS WERE THEY LIVED INSIDE THE CITY LIMITS OR OUTSIDE THE CITY LIMITS, THEY GOT A PACK OF SIX COINS, EITHER GOLD OR CIVIL SILVER, AND WHAT WE ASKED THEM TO DO IS THERE'S 12 PROJECTS, 12 PICKLE JARS, AND WE SAID, IF YOU WERE THE CITY, HOW WOULD YOU WANT TO SPEND THESE LIMITED FUNDS? THEY ONLY HAD SIX COINS AND THERE WAS 12 PROJECTS, SO THEY COULD PUT ALL OF THEIR COINS INTO ONE PROJECT OR THEY COULD SPREAD THEM OUT. SO THIS SUMMARY SHOWS WHERE WHERE PEOPLE CHOSE TO SPEND THEIR COINS. THE TOTAL IS ON THE RIGHT OF THE NUMBER OF COINS PLACED IN EACH JAR. THE NEXT IN-PERSON EVENT WAS THE MOVIE NIGHT IN THE PARK. WE HAD 18 PARTICIPANTS. THE MAJORITY OF THE RESPONDENTS DID LIVE WITHIN THE CITY LIMITS, AND WE HAD THE SAME TWO ENGAGEMENT ACTIVITIES, ASKING THEM WHERE THEY LIVED AND TO ALSO PARTICIPATE IN THE JAR FUNDING ACTIVITY AT THIS EVENT. THE ONLINE SURVEY WE RECEIVED 745 RESPONSES, WHICH IS EQUIVALENT TO JUST UNDER 3% OF YOUR POPULATION, AND TYPICALLY WE DO USE ABOUT 2% AS AN INDICATOR OF SUCCESS. SO THIS WAS A SUCCESSFUL SURVEY AS FAR AS THOSE TERMS GO, AND THERE WERE 18 QUESTIONS. I'M GOING TO GO THROUGH A SUMMARY OF EACH OF THOSE ON THE NEXT FEW SLIDES. WE ASKED PEOPLE, HOW LONG HAVE YOU LIVED IN THE CITY OF PRINCETON? AND IT'S NOT TOO MUCH OF A SURPRISE TO ME TO SEE HOW MANY PEOPLE HAVE RECENTLY MOVED INTO THE CITY OVER THE LAST FIVE YEARS. JUST OVER 68%. THE NEXT SLIDE GIVES SOME INFORMATION ON AGE, ON GENDER AND ON THE RACE AND ETHNICITY ETHNICITY OF THE RESPONDENTS, AND THEN THIS WAS REALLY THE MEAT OF THE SURVEY. THERE WERE 12 PROJECTS AND WE ASKED THE SAME QUESTION FOR EACH OF THESE PROJECTS. ON A SCALE FROM 1 TO 10, ONE BEING NOT IMPORTANT AND TEN BEING VERY IMPORTANT, HOW WOULD YOU RANK THE FOLLOWING PARK PROJECTS IN TERMS OF IMPORTANCE FOR CONSTRUCTION? SO I'M GOING TO GO THROUGH EACH OF THESE FAIRLY BRIEFLY. THEY'RE ALL SIMILARLY LAID OUT. WE GAVE RESPONDENTS A SUMMARY OF THE PROJECT WHAT WHAT AMENITIES IT ENTAILED, WHAT THE PROJECT INCLUDED SHOWED SOME MAPS AND SOME EXHIBITS, AND ON THE RIGHT SIDE OF THE SCREEN YOU CAN SEE THE PERCENTAGE OF THE RESPONDENTS THAT VOTED EITHER TEN VERY IMPORTANT, ALL THE WAY DOWN TO ONE, NOT AS IMPORTANT, AND THEN WE'VE HIGHLIGHTED IN RED, TAKING INTO ACCOUNT ALL THOSE RESPONSES, WHAT THE WEIGHTED AVERAGE IS. WE LOOK AT YOUR CURRENT DEBT, WHAT'S OUR CURRENT ABILITY TO FUND IT? WHAT'S OUR VALUES THAT WE HAVE? AND WE'RE GOING TO EXPECT TO PAY THIS BACK BY AD VALOREM TAXES AND WHAT DO WE EXPECT TO HAVE IN THE FUTURE? AND SO WE BUILT A FINANCIAL MODEL THAT SAID TOOK ALL THOSE INTO CONSIDERATION, AND IT WAS CLEAR TO US THAT WITH THE MOST CONSERVATIVE ASSUMPTIONS, THE $109 MILLION PROGRAM CAN BE ABSORBED WITHIN THE CITY'S CURRENT INTEREST AND SINKING FUND TAX RATE AND LET ME GO THROUGH A COUPLE OF DETAILS TO GIVE YOU SOME COMFORT ABOUT THAT. THE BOTTOM LINE IS THAT THE CITY HAS GROWN RAPIDLY IN THE LAST FISCAL YEAR, GREW $700,000,000 MILLION IN YOUR TAXABLE ASSESSED VALUE, AND WHEN YOU LOOK AT THE VALUE, WE LOOK FORWARD AND WE MADE PROJECTIONS AND THE PROJECTIONS WE DID WERE BASED ON RESIDENTIAL HOMES ONLY, DID NOT INCLUDE MIXED USE COMMERCIAL MULTIFAMILY BECAUSE WE HAVE SOME GOOD INFORMATION ABOUT WHAT IS BEING PLATTED, WHAT'S BEING PERMITTED AND WHAT'S TAKING PLACE, BUT WE'RE VERY CONSERVATIVE. THE NUMBERS THAT WE USED TOOK OUR CURRENT TAXABLE ASSESSED VALUE GROWTH AND WE ACTUALLY CUT IT TO ABOUT 50% OVER THE NEXT THREE YEARS AND WE DECLINED FURTHER AFTER THAT, AND WHEN I LOOKED AT THE COMPONENTS OF IT AND I WAS JUST KIND OF REVIEWING IT, WE HAD A STARTING PRICE POINT ON AVERAGE HOME OF $350,000, AND LATER TODAY WE'LL BE TALKING ABOUT THE EASTWOOD PROJECT, EAST RIDGE PROJECT, AND HOME PRICES ARE SIGNIFICANTLY HIGHER, NOT ONLY SIGNIFICANTLY HIGHER, BUT THEY'RE GROWING RAPIDLY. PHASE ONE BOND [INAUDIBLE] BONDS WERE ISSUED FOR EAST RIDGE ALMOST A YEAR AND A DAY PASS AGO, AND THE ACTUAL HOME VALUES HAVE INCREASED 11 TO 13% BASED ON THE LOT SIZE. SO WE STARTED AT 350, WHICH IS LOWER THAN, FOR INSTANCE, ON THE EAST RIDGE PROJECT, AND WE INCREASED THOSE PRICES ONLY 5% FOR TWO YEARS AND THEN FOR THREE VERY, VERY CONSERVATIVE NUMBERS. [00:45:02] THAT BEING SAID, WHAT'S OUR REAL CONSTRAINT? THE REAL CONSTRAINT IS OUR CURRENT I&S TAX RATE OF 22.09 CENTS. THE GOAL IS NOT TO GO ABOVE THAT, AND SO AFTER THE LAST TIME WE SPOKE AND AFTER THIS PROCESS, THE CITY MANAGER ASKED US TO TAKE A LOOK AT THIS AND SAY, FROM A CONSERVATIVE PERSPECTIVE, WE HAD RANDOMLY HAVE COME UP WITH JUST ABOUT A 50/50 SPLIT OF A BOND PROGRAM , BUT WE ARE CONFIDENT. WE HAVE DONE THE ANALYSIS; WE HAVE PROVIDED TO STAFF. THEY'VE REVIEWED IT, THAT THE PLAN RIGHT NOW, IT REALLY COMES DOWN TO CAPACITY TO GO FORWARD ON PHASE ONE. THE PLAN WOULD BE TO HAVE AN ELECTION IN NOVEMBER, THE 30 DAY CANVASS PERIOD, THE PROCESS TO GO FORWARD, TO PREPARE FOR A RATING AND GO TO MARKET, AND WE ANTICIPATE THAT WE'D BE READY TO GO TO MARKET IN FEBRUARY IF WE TOOK CURRENT RATES ADDED 50 BASIS POINTS, WHICH IS A BIG BUFFER. THE PHASE ONE CAPACITY IS $80 MILLION AND SO COMMITTED TO CITY MANAGER AND THE SENIOR STAFF THAT OUR ANALYSIS SAYS UNDER THE MOST CONSERVATIVE ASSUMPTIONS IN FEBRUARY, IF THIS ELECTION PASSES, WE WOULD BE ABLE TO FUND ABOUT $80 MILLION OF PROJECTS, AND THEN FROM THERE, THERE IS 29 MILLION LEFT AND 29 MILLION BASED ON OUR CONTINUED GROWTH ASSUMPTION, AGAIN, ON OUR CONSERVATIVE ASSUMPTIONS, WE WOULD GROW INTO IT IN ABOUT TWO YEARS. WE PREPARED TO FUND THAT PROJECT, THOUGH IT WOULD REALLY BE A MATTER OF HOW FAST WE GROW FROM THAT PROCESS, AND SO AS THE CITY'S FINANCIAL ADVISOR, WHO UNDERSTANDS IN DETAIL YOUR FINANCIAL CONDITION, WORKED WITH A TEAM OF PEOPLE, I WANT TO RESTATE THE $109 MILLION PROGRAM WILL HAVE NO IMPACT ON YOUR TAX RATE. PHASE ONE IN AN ORDERLY FASHION. WE BELIEVE WE COULD FUND UP TO $80 MILLION AND PHASE TWO CAN BE DONE SHORTLY AFTER THAT. OUR CONSERVATIVE ASSUMPTION WITHIN TWO YEARS, AND SO MOST IMPORTANTLY FOR YOU, WE EXPECT NO IMPACT ON OUR BOND RATING, NO IMPACT ON OUR CREDIT QUALITY. IN FACT, THE COMMUNITIES THAT I REPRESENT THAT ARE THE HIGHEST RATED AND HAVE GROWN THE FASTEST, THE ACTUAL AMOUNT OF DEBT IS NOT THE MOST SIGNIFICANT CRITERIA BECAUSE LIKE YOUR COMMUNITY, ISSUING DEBT MEANS PROVIDING QUALITY OF LIFE AND FACILITATING GROWTH. THE KEY THINGS THAT THE INVESTORS LOOK AT IS YOUR ABILITY TO OPERATE POSITIVE OPERATIONS AND YOUR CASH BALANCES, WHICH YOU ACTUALLY RATE VERY STRONG ON. SO AGAIN, THIS PROGRAM IS FINANCIALLY VIABLE BASED ON OUR CURRENT TAX RATE WOULD HAVE NO IMPACT ON OUR CREDIT RATING, WOULD BE WELL RECEIVED BY THE MARKETPLACE I EXPECT TO HAVE WITH ELECTION PASSING.
