BUT THE NEW HOMES ARE, YOU'LL SEE IN SOME OF THE DETAIL PAGES ARE SIGNIFICANTLY HIGHER. BUT THE FACT OF THE MATTER IS THAT GROWING I'M A TAXPAYER IN THE CITY I LIVE IN. AND WHEN I THINK ABOUT GROWTH, YOU KNOW, TO ME GROWTH DOESN'T MEAN DOES IT HURT YOU OR DOES IT HELP YOU? AND I WILL TELL YOU THAT THE ONE SLIDE THAT TO ME, MAYOR, YOU AND THE COUNCIL, I'M ACTUALLY STUNNED WHEN I LOOKED AT THIS. IT'S PROBABLY THE MOST POSITIVE SLIDE I PRESENTED IN MONTHS TO ANY CITY COUNCIL. WHEN I LOOK AT WHAT'S TAKING PLACE FROM 2017 TO 2024, YOU'VE ACTUALLY GONE FROM A 69 CENT TAX RATE APPROXIMATELY TO $0.44. YOU'VE ACTUALLY GONE DOWN ABOUT $0.25 IN YOUR TAX RATE. BUT THE REAL UNIQUE THING IS, JUST IN THE LAST THREE YEARS YOU'VE GONE $0.21 IN A TAX RATE JUST IN THE LAST THREE YEARS ALONE. IT'S PRETTY STUNNING WHAT'S TAKING PLACE AND THEN WHEN I LOOK AT WHAT'S WHAT PEOPLE ARE PAYING WHEN THEY WERE AT 140,000 PER HOME, WHEN YOU TOOK YOUR TAX RATE, SOMEONE'S PAYING JUST ABOUT UNDER $1,000. NOW THEY'RE PAYING MORE. NOW, YOU KNOW, THOSE HOMES ARE 315. BUT EVEN WITH THE LOWER TAX RATE, IT'S ABOUT $1,390 PER HOME. WHEN I KIND OF JUST TRYING TO UNDERSTAND HOW DOES THAT TAKE PLACE AND IT'S ABOUT A 5% GROWTH IN TOTAL OPERATING COST FUNDED BY THAT PER YEAR, WHICH IS STUNNINGLY CONSTRAINED WHEN I LOOK AT YOUR PEERS. SO I TO ME, THE GROWTH THAT'S TAKEN PLACE HAS DONE EXACTLY WHAT YOU'VE DONE. YOU KNOW, THE WHOLE GOAL WAS TO DO TWO THINGS PROVIDE REDUCED COSTS TO THE CITIZENS BY INCREASING THE VALUE, BECAUSE THE VALUE OF THESE HOMES AND THE SALES TAX THAT THE PEOPLE THAT LIVE THERE PRODUCE THAT ALLOWS YOU TO HAVE A MORE EFFICIENT CITY. AND THEN SECONDLY, HOPEFULLY THEY BRING QUALITY OF LIFE AND I KNOW THAT JUST LISTENING TO PRESENTATIONS OVER THE LAST FEW MEETINGS I'VE ATTENDED, STUNNING TO ME WHAT'S GOING TO BE TAKING PLACE AND IS TAKING PLACE RIGHT NOW IN THE CITY. NOW LET'S GO TO THE DETAILS AND THIS IS A REALLY IMPORTANT BECAUSE THIS IS ONE THING THAT I WAS TRYING TO UNDERSTAND HOW TO POSITION AND GO BACK AND SAY, WHAT WERE DECISIONS MADE ON? SO WHEN YOU LOOK AT THEM, COMPARED TO YOUR EXISTING HOME BASE THEY ACTUALLY GENERATED ABOUT $882 MORE PER HOME THAN THE EXISTING HOMES AND YOU CAN SEE OVER THE THE FIRST FEW YEARS, THOSE FIVE INITIAL BIDS THAT WERE DONE, KIND OF LOGIC WAS THE SAME THING. IT SEEMS TO ME THAT THE GOAL WAS TO FACILITATE HIGHER COST HOMES. IN 2018 THE BROOKSIDE PUBLIC IMPROVEMENT DISTRICT INDICATED THEY WERE GOING TO DO HOMES AT A $300,000 RANGE, THE AVERAGE EMBEDDED VALUES OF THE EXISTING HOMES. AT THAT TIME, THE CITY WAS 158. YOU CAN SEE THE TREND CONTINUING IN 2019, WHERE WINCHESTER AND WHITE WING CAME FORWARD AT 335,000 AND 435,000. AGAIN NO OR MINOR TOURIST PARTICIPATION AND IN SOME CASES THEY DOUBLE THE AMOUNT OF TAXES THEY PAID PER HOME. NOW WHAT DOES THAT MEAN? IT MEANS IT REDUCES. HOPEFULLY IT MAKES IT MORE EFFICIENT FOR EVERYBODY. BUT IN 2021 AND 2022 WAS A SHIFT. AND MY UNDERSTANDING THE SHIFT WAS THAT WITH A SUCCESSFUL DEVELOPMENT, LARGE TRACTS OF LAND TRADED HANDS, DEVELOPERS CAME FORWARD AND HAD THE ALTERNATIVE OF DOING A MUNICIPAL UTILITY DISTRICT, WITH OR WITHOUT THE CITY'S APPROVAL, TO THE TCQ NEGOTIATE WITH THE CITY AND SO WHAT THE CITY TRIED TO DO WAS, I GUESS, NEGOTIATE PROGRAMS WHERE THEY COULD PROVIDE THEM INCENTIVE BUT STILL BE BENEFICIAL TO THE CITY. SO YOU LOOK AT THE FOUR TRANSACTIONS THAT WERE DONE IN 2021 AND, AND THEY HAD HIGHER A RANGE OF PRICE POINTS HIGHER THAN THE EXISTING EMBEDDED TAX VALUE OF THE HOMES. BUT THEY INVOLVED TIRZ. BUT ON THE COLUMNS TO THE FAR RIGHT, YOU'LL SEE AFTER YOU NET OUT THE TIRZ AMOUNT THEY STILL PRODUCED ON A PER HOME BASIS MORE THAN AD VALOREM TAX IN EXISTING HOMES HAD. SO THEY DIDN'T DILUTE THE TAXPAYERS. THE ACTUALLY, IN THEORY, MADE IT MORE BENEFICIAL TO BE HERE. NOW, WHAT'S TAKING PLACE, THOUGH, IS THE SUCCESS THAT YOU'VE HAD. BRINGING YOUR HOME VALUES UP SAYS, DO YOU NEED TO DO THIS ANYMORE? AND YOU START TO SEE SICILY. WHEN YOU LOOK AT THEIR 55% TIRZ, EVEN AT THEIR $418,000 VALUE, YOU KNOW, THEY MAYBE COST US A LITTLE BIT MONEY, THEY PAY SOME FEES, YOU [00:45:03] KNOW THEY HAVE SUPPOSEDLY A BIG RETAIL DEVELOPMENT, BUT THAT TRANSACTION. WE HAVE VERY TWO, VERY POSITIVE PROJECTS AN WIN MOORE AND WINCHESTER WHO BESIDES ACTUALLY HAVING HIGHER PRICED HOMES THAN OUR EXISTING BASE, THEY ACTUALLY HAVE NO TIRZ AND THEY AGAIN VERY BENEFICIAL TO THE CITY. BUT IT'S INTERESTING THAT CROSSVILLE CAME TO EVERYONE'S ATTENTION. IT CAME THROUGH AT THE VERY END AND HERE'S AN EXAMPLE WHERE PROBABLY TIME TO THINK THROUGH WHAT'S HAPPENING. YOU KNOW, THEY'RE PROPOSING TO BUILD HOMES AT 314,000 WHEN OUR EXISTING EMBEDDED BASE TODAY IN OUR TAX VALUE IS 315,000 AND SO IT'S KIND OF A BREAK EVEN FOR US TO BE INVOLVED WITH THEM. THEY DID PAY A FEE AND THEY DID ACCESS TO THE CITY. BUT THAT'S THE PROCESS. SO WHEN YOU LOOK HISTORICALLY, THESE PROJECTS AT THE TIME THEY WERE DONE. ANALYSIS, I GUESS, WAS DONE TO SHOW THAT THEY WERE FINANCIALLY BENEFICIAL AND STRATEGICALLY IN THE BEST INTEREST OF THE CITY AND AT THE TIME THEY WERE DONE, THEY HELPED MOVE THE OVERALL VALUE OF THE HOMES UP. BUT NOW THE HOME VALUE AND OUR EXISTING BASIS IS HIGH ENOUGH WHERE PROBABLY THE GOAL IS GOING TO BE CHANGING AND LOOK FOR LEADERSHIP FROM YOUR CITY TO SAY, DO WE HAVE TO DO THE THINGS YOU DID BEFORE THEY WERE SUCCESSFUL AND THEY'VE DONE WHAT THEY WERE SUPPOSED TO DO, BUT THAT SAME CONCEPT GOING FORWARD? YOUR OWN SUCCESS WOULD PREVENT IT FROM GOING FORWARD. SO ON PAGE NINE, IT'S REALLY WHAT I'M HERE TO TALK TO YOU ABOUT AND THE FIRST FOUR PAGES I INDICATED THEY'VE DONE THEIR BOND ISSUES. THEY'RE COMPLETE. THEY'VE PAID, THEY'VE BEEN ABSORBED. EVERYTHING IS WORKING SUCCESSFULLY. YOU CAN SEE THAT FOUR PROJECTS HAVE SOLD BONDS. SO SUMMARY THE THREE POINTS THAT I GLEANED FROM THIS IS THAT, YOU KNOW, THE BIDS THAT HAVE BEEN DONE HAVE BEEN SUCCESSFUL BOTH FOR THE DEVELOPMENT DEVELOPERS THEMSELVES AND HELP THE CITY GROW AND BUT GROW IS NOT TO GROW. IT GROWS TO BECOME MORE EFFICIENT AND REDUCE YOUR TAX RATE. LAST THREE YEARS. TO BE ABLE TO GO DOWN TO $0.21 IS A SUCCESS STORY. AND THEN SECONDLY THAT SOME OF THESE PROJECTS ARE READY TO MOVE FORWARD AND CONTINUE TO MOVE FORWARD AS THE SECOND PART OF WHAT I WANT TO SAY AND I'LL GO TO A MINUTE AND DO A VERY SIMPLE PROCESS FOR THE ONES THAT HAVE BEEN ACTUALLY APPROVED TO CONTINUE THAT PROCESS AND THEN THE THIRD THING IS THAT I KNOW AND I'M LOOKING FORWARD TO ASSISTING YOUR STAFF AS THEY REEVALUATE AND SAY WE'VE ACCOMPLISHED OUR INITIAL GOALS. SO WHAT WILL TAKE PLACE IS THESE PIDS HAVE DEVELOPED, AGREEMENTS HAVE BEEN PUT IN PLACE, AND ALL THE PIDS BUT ONE HAS ACTUALLY BEEN CREATED THE ONES THAT HAVE BEEN CREATED. SO WHAT WOULD TAKE PLACE, WHETHER IT'S THEIR FIRST PHASE OR THEIR THIRD PHASE? IT'S A VERY SIMPLE PROCESS. IS THAT THE FIRST STEP WOULD BE WHAT'S CALLED THE SERVICE AND ASSESSMENT PLAN. THOSE ARE ON THE COUNCIL ARE PROBABLY FAMILIAR WITH IT. IT INDICATES WHAT THE ASSESSMENT LEVY IS ON A PER HOME BASIS, WHAT THE ASSESSMENTS WILL BE USED TO FUND. AND IT DESCRIBES IN DETAILS FOR THE CITY TO REVIEW AND APPROVE AND FOR THE DETAILS FOR ULTIMATELY, THE HOMEOWNER HAVE TO BE GIVEN NOTICE OF WHEN THEY PURCHASE THE HOME. THE PROCESS IS THAT THEY GIVE A DRAFT AND THEY ASK TO CALL A PUBLIC HEARING. IT GETS THAT PUBLIC HEARING IS CALLED AND USUALLY WHAT TAKES PLACE IS THAT ON THE NIGHT OF THE PUBLIC HEARING, THEY ORGANIZE THE BOND SALE AND SO THE SECOND STEP WOULD BE TO HAVE A PUBLIC HEARING APPROVE THAT LEVY OF ASSESSMENTS AND THEN ISSUE THE BONDS AND THEN THE THIRD STEP WOULD BE THE CLOSING. THE STANDARD PRACTICE AND APPROPRIATE PRACTICE WOULD BE TO HAVE THE LEVY ASSESSMENTS IN PLACE PRIOR TO THAT. THIRD PARTY TAKES OWNERSHIP.
