I SPEAK TONIGHT TO ASK THIS COUNCIL TO STRONGLY CONSIDER, OR AT THE VERY LEAST, START THE DISCUSSION OF IMPLEMENTING A MODEST ANIMAL SERVICES DEPARTMENT.

THIS CAN BE SOMETHING VERY SIMPLE, SUCH AS HAVING ONE DEDICATED EMPLOYEE PATROLLING IN A SPECIALIZED VEHICLE, AS WELL AS A SMALL TEMPORARY HOLDING FACILITY THAT CAN BE USED UNTIL THE ANIMALS CAN BE SAFELY TRANSFERRED TO THE COUNTY.

THIS PROGRAM CAN BE IN ADDITION TO THE COUNTY SERVICES THE CITY USES CURRENTLY.

I CAN ASSURE EVERYONE ON THIS COUNCIL THE STRAY ANIMAL SITUATION IN PRINCETON IS UNSUSTAINABLE.

AN EXPANDED ANIMAL SERVICES DEPARTMENT WOULD HELP GET THESE STRAY ANIMALS OFF OF THE STREET AND GET THEM IN A MORE SAFE AND HUMANE SITUATION.

MOST OF THE DEVELOPMENTS OUTSIDE OF CITY LIMITS IN THE PAST WERE ONE TWO ACRE, HALF ACRE, WELL, 1 OR 2 ACRE LOT DEVELOPMENTS,

BUT ON THE FAR RIGHT OF THE PAGE IS A LONG ROAD, NORTH SOUTH ROAD.

THAT'S COUNTY ROAD 557.

NOW THAT'S ON THE OTHER SIDE OF THE LAKE FROM YOU ALL, BUT I SUSPECT THAT THERE'S A LOT OF PRINCETON TRAFFIC THAT WILL GO THAT WAY.

AND YOU UNDERSTAND THAT THAT'S A SHORTCUT.

WHICH, YOU KNOW, ATTRACTS A LOT OF TRAFFIC.

RIGHT NOW IT HAS A DOUBLE 90 SHORT CURVE.

THEY'RE NOT EVEN CURVES, SHARP TURNS THAT WE'RE GOING TO TAKE OUT.

AND THE ROAD WILL BE STRAIGHTENED OUT AND GO TO THE EAST SIDE OF THE CEMETERY.

SO WE'LL HAVE A LONG ROADWAY THAT'S SAFER INSTEAD OF THOSE SHARP TURNS.

IN THAT CASE, WE'LL BE TALKING ABOUT A CONTINUING IT TO BE A TWO LANE ROAD, BUT IT'S GOING TO BE WIDER.

GEOMETRICALLY, IT WILL BE SAFER.

AND THE PAVEMENT WILL BE COMPLETELY REBUILT SO THAT IT'S STRONG ENOUGH TO TAKE CARE OF THE ADDITIONAL TRAFFIC.

AND THEN WHERE WE NEED TO, WE'LL HAVE TURN LANES.

SO AND A LOT OF THE CASES, WE'VE BEEN LOOKING AT A LOT OF DIFFERENT OPTIONS ABOUT HOW TO BUILD SOME OF THESE ROADS.

AND WHAT WE FIND IS THAT ROADWAYS CAN TAKE A LOT OF TRAFFIC AS A STRAIGHT AWAY.

THE PROBLEM YOU HAVE IS THAT INTERSECTIONS, AND ESPECIALLY IF YOU'VE GOT A TWO LANE ROADWAY AND SOMEBODY WANTING TO TURN LEFT, IT JUST CLOGS EVERYTHING UP SO WE CAN BUILD THE ROADS AS TWO LANE, AS LONG AS WE'VE GOT TURN LANES AT STRATEGIC PLACES.

SO THE COUNTY WAS ABLE TO DO IT INDEPENDENT OF THE PROCESSES REQUIRED BY TXDOT.

AND SO WE HAVE AN ALIGNMENT THAT HAS BEEN SET NOW FROM 546 EAST.

MUCH OF IT IS A ROADWAY THAT DOESN'T EXIST NOW, AND IT WILL MAKE THE CURVE TO THE NORTH AND THEN THE CURVE TO THE EAST AND TIE INTO MYRICK THAT YOU'VE ALREADY GOT BUILT.

SO AND THEN ON THE EAST SIDE OF 982 WILL BE BUILDING THAT ROAD AND IT CURVES UP AND YOU'VE GOT A PIECE OF IT BUILT IN A SUBDIVISION.

AND THEN BOORMAN WILL BE THE LAST PIECE THAT CONNECTS.

SO WE'RE IN THE PROCESS OF BUYING RIGHT OF WAY NOW.

UTILITY RELOCATIONS.

SO THE WHOLE THING HAS GOTTEN EXTREMELY COMPLICATED, AND WE SPENT A LOT OF TIME WITH TXDOT, AND THEY'RE DESIGNING SPUR 399 RIGHT NOW WHILE WE'RE TRYING TO GET THE SCHEMATIC FINISHED AND THEN GET INTO AND THE SCHEMATIC FINISHED ON ON 546, TXDOT THEN IS GOING TO PICK THAT UP AND DO THE DESIGN AND THE RIGHT OF WAY AND MOVE FORWARD WITH THAT. SO CURRENTLY, EMPLOYEE EXPERIENCE WOULD LIKE TO SHARE PLANS FOR EXPLORING POSSIBLE INTERNSHIP OPPORTUNITIES.

THE CITY OF PRINCETON WOULD LIKE TO COLLABORATE WITH PRINCETON INDEPENDENT SCHOOL DISTRICT TO CREATE A SUMMER INTERNSHIP PROGRAM FOR HIGH SCHOOL STUDENTS.

THE PROPOSED SUMMER INTERNSHIP PROGRAM WILL AIM TO PROVIDE HIGH SCHOOL STUDENTS WITH VALUABLE HANDS ON EXPERIENCE IN VARIOUS CITY DEPARTMENTS, FOSTERING A DEEPER UNDERSTANDING OF LOCAL GOVERNMENT OPERATIONS AND ENCOURAGING CIVIC ENGAGEMENT AMONG OUR YOUTH.

THIS INITIATIVE ALIGNS WITH THE COMMITMENT TO COMMUNITY DEVELOPMENT, PURPOSEFUL PARTNERSHIPS AND INVESTMENTS IN OUR FUTURE LEADERS.

SO, DUE TO OUR CURRENT SETUP WITH LIABILITY AND BACKGROUND CHECKS, WE ARE ACCEPTING POLICE DEPARTMENT VOLUNTEERS, BUT THEY MUST BE 18 YEARS OR OLDER.

WE WANT TO MAKE SURE THAT THE STUDENTS WHO DO COME AND HAVE AN INTERNSHIP WITH US HAVE MEANINGFUL TASKS, NOT JUST COPIES AND PUSHING PAPER, BUT ALSO UNDERSTAND HOW OUR LOCAL GOVERNMENT GOES.

WE ALSO WANT TO CONTACT THE PRINCETON INDEPENDENT SCHOOL DISTRICT REGARDING THE COLLABORATION, I KNOW CURRENTLY THE HIGH SCHOOL HAS SOME PARTNERSHIPS WITH COLLIN COUNTY COLLEGE AND STUDENTS CAN WORK ON ASSOCIATE DEGREES WHILE THEY'RE IN HIGH SCHOOL.

JUST EXPLORE THOSE OPPORTUNITIES TO SEE WHAT WE CAN DO TO HAVE A MEANINGFUL PARTNERSHIP FOR OUR YOUTH.

ALSO, CONSULT WITH LEGAL COUNSEL ON DOCUMENTATION, POLICIES AND LIABILITIES.

SINCE WE WILL HAVE YOUTH ON ON THE PREMISES, WE WANT TO MAKE SURE THAT THEY'RE SAFE AND THAT WE HAVE EVERYTHING WE NEED TO PROVIDE THEM WITH.

AS STATED IN THE MEMO, THE CITY OF PLANO HAS A WONDERFUL TEEN VOLUNTEER PROGRAM AND AN INTERNSHIP PROGRAM.

THEY ALSO SECURE A LOT OF FUNDING FROM LOCAL BUSINESSES, BANKS AND OTHER ESTABLISHMENTS TO FUND THESE PROJECTS.

AND THAT'S WHO I WILL BE CONSULTING WITH TO GET SOME DIRECTIVE.

AFTER THAT, WE PLAN TO LAUNCH THE ANNOUNCEMENT FOR THE CITY OF PRINCETON SUMMER INTERNSHIP PROGRAM, PARTNERING WITH THE SCHOOL DISTRICT TO DO SO, AND WITH THE HELP OF THE SCHOOL DISTRICT, I WOULD LIKE TO IDENTIFY INTERNS IN APRIL.

THE PURPOSE OF THIS AGENDA ITEM IS TO INFORM CITY COUNCIL OF THE ACTUAL COST OF TO COMPLETE THE COLLEGE STREET EXTENSION.

THIS ROADWAY WAS COMPLETED BY MI HOMES.

THEY DEVELOPED THE FOREST PARK NEIGHBORHOOD JUST SOUTH OF THE COMMUNITY PARK, ON THE SOUTH SIDE OF COLLEGE STREET.

THE DEVELOPMENT AGREEMENT OUTLINED A SET AMOUNT FOR THE DEVELOPER TO PAY, AND AN ESTIMATED AMOUNT FOR THE CITY TO PAY FOR THAT ROADWAY.

THE ACTUAL AMOUNT CAME UP $346,000 ABOVE WHAT WAS ESTIMATED.

THE DEVELOPER IS HERE TO EXPLAIN THE DIFFERENCE IN THE PRICING.

HE ALSO WORKS ON OUR LAND TEAM FOR THE LOCAL DIVISION.

SO AS CRAIG MENTIONED, WE WERE INVITED BY STAFF TO COME PRESENT AND SORT OF EXPLAIN UNDER THE DEVELOPMENT AGREEMENT, OUR PROJECT GOING BACK, THERE'S A TIMELINE HERE IN THIS PRESENTATION.

I'LL COME ON THAT SLIDE IN A MINUTE.

BUT BACK IN 2020, WE PUT THIS PROPERTY UNDER CONTRACT.

AT THE TIME, IT WAS IN AN ESTATE.

AND FOR THOSE OF YOU WHO WERE AROUND BACK IN 2019, 2020, YOU KNOW, THAT COLLEGE STREET DID NOT CONNECT BACK TO BEAUCHAMP. BEAUCHAMP DIDN'T EXIST ON THE NORTH SIDE OF 380.

SO IT WAS PRETTY LANDLOCKED BACK THERE.

AND THERE WAS REALLY NO CONNECTIVITY FROM THE EAST TO THE WEST, COMING FROM THE OLDER PART OF TOWN OVER THERE.

AND THERE WAS REALLY JUST THE, THE BRIDGE, THE EXISTING BRIDGE THAT WAS BUILT A LONG TIME AGO TO GET TO THE CITY PARK.

SO THERE WAS REALLY POOR ACCESS BACK THERE.

AND SO WHEN WE WERE LOOKING AT THE PROPERTY, WE REALIZED IT'S NOT BIG ENOUGH TO GET PUBLIC REIMBURSEMENTS FOR THE OFF SITE COSTS THAT WE WERE GOING TO BEAR FOR THIS INVESTMENT.

AND SO SPECIFICALLY, YOU KNOW, A LOT OF DEVELOPERS GET PUBLIC IMPROVEMENT DISTRICTS OR MUNICIPAL UTILITY DISTRICTS AND DIFFERENT FINANCING VEHICLES LIKE THAT, BUT THIS PROJECT WAS TOO SMALL FOR THAT.

SO WE KNEW THAT THE ACCESS NEEDED TO BE IMPROVED, THE CITY WANTED THE ACCESS TO BE IMPROVED.

AND AT THAT TIME THIS PROPERTY WAS IN THE EXTRATERRITORIAL JURISDICTION OF THE CITY.

SO IT WASN'T EVEN IN THE CITY.

SO WE CAME TO PRINCETON AND WE WORKED THROUGH AN AGREEMENT WHERE AT THE TIME WE HAD 160 LOTS DESIGNED.

WE ENDED UP WITH 158.

BUT OUR AGREEMENT WAS THAT WE WERE GOING TO INVEST UP TO THE ROAD IMPACT FEES THAT WERE AT THAT TIME OF THE DEVELOPMENT AGREEMENT TOWARDS BUILDING COLLEGE STREET BEYOND THE LIMITS OF OUR PROPERTY.

FORTUNATELY, THE CITY HAD ALL THAT PROPERTY IN THE PARK AREA, SO THERE WASN'T ANY OFF SITE EASEMENT ACQUISITION OR ANYTHING LIKE THAT THAT HAD TO OCCUR. SO IT MADE IT PRETTY CLEAN AND SIMPLE FROM A, YOU KNOW, DESIGN AND CONSTRUCTION STANDPOINT.

BUT AS YOU KNOW, DESIGN AND CONSTRUCTION THINGS COME UP AND COVID CAME UP.

THAT WAS ONE BIG THING.

BUT MORE IMPORTANTLY, THE ESTIMATE OF THE COST AT THE TIME WERE BASED ON IT WAS PRE DESIGN.

SO WE HADN'T EVEN DESIGNED THE ROADWAY BECAUSE WE WERE AT THE TIME NEGOTIATING THE DEVELOPMENT AGREEMENT.

SO THOSE OPINIONS OF PROBABLE COST BY ENGINEERS ARE BASED ON AN ESTIMATE OF WHAT A THE UNIT COSTS ARE GOING TO BE AND B WHAT THE WHAT THE ACTUAL QUANTITIES ARE GOING TO BE.

SO ONCE WE GOT INTO DESIGN, I'M GOING TO ACTUALLY SKIP FORWARD A LITTLE BIT SINCE I'M DOING A HISTORY HERE.

THIS IS THE TIMELINE.

SO YOU CAN SEE IN SEPTEMBER OF 2020 IS WHEN WE HAD THE ENGINEER AT KIMLEY-HORN DO THE OPINION OF I'M SORRY, LJ DID THE OPINION OF PROBABLE CAUSE.

KIMLEY-HORN WAS REPRESENTING THE CITY AT THE TIME.

I THINK THEY MAY STILL BE THE CITY'S ENGINEER.

SO THEY WERE REVIEWING THE OPINION OF PROBABLE COST AS WELL AS CITY STAFF.

AND THEN AROUND THAT TIME, THE DEVELOPMENT AGREEMENT WAS APPROVED.

IT GOT RECORDED IN NOVEMBER OF 2020.

AND THEN, YOU KNOW, COVID HIT BEFORE THAT, OBVIOUSLY.

AND SO WE WERE LIMITED ON OUR ABILITY TO MEET IN PERSON.

EVERYTHING WAS, YOU KNOW, A LOT MORE DIFFICULT FOR A LITTLE WHILE THERE TO GET THINGS DONE.

BUT WE DID GET THROUGH THE DESIGN.

AND AS WE WENT THROUGH THE DESIGN AND THE BACK AND FORTH ON THE APPROVALS BY THE CITY YOU KNOW, THERE WAS DIFFERENT QUANTITY DIFFERENCES AND SPECIFICATIONS THAT CAME UP THAT MADE IT A LITTLE BIT MORE EXPENSIVE AT THAT TIME.

TO DEVELOP THE PROJECT.

LET ME GO.

WHERE DO I POINT TOWARDS?

SO. OKAY, SO THE ORIGINAL OPINION OF PROBABLE CAUSE, THAT'S WHAT THAT OK IS THERE ON THE LEFT HAND SIDE. THAT'S ENGINEERING JARGON.

THERE'S SORT OF A BUCKETS OF COSTS THAT WERE ALLOCATED WITHIN THAT OPINION OF PROBABLE COST AND THE COST OF THE INFRASTRUCTURE ALL IN AT THE TIME WAS ESTIMATED TO BE ABOUT 1.3 AND SOME CHANGE.

AND THEN BY THE TIME WE ACTUALLY WENT TO CONTRACT WITH THE CONTRACTORS THE COST CAME IN RIGHT AROUND THE SAME COST.

SO A MILLION. THREE. THREE, FIVE.

THERE WERE SOME CHANGES IN WHAT THE QUANTITIES WERE AND WHAT THE PRICES WERE AT THE TIME, BUT THAT'S WHERE WE ENDED UP.

AND THEN THE COLUMN ON THE RIGHT IS THE ACTUAL COSTS OF THE PROJECT, WHEN ALL WAS SAID AND DONE.

SO AS I GO THROUGH THE PRESENTATION, YOU'LL SEE THE PAVING WAS A PRETTY LARGE COMPONENT OF THAT.

BUT YEAH, HERE'S A BREAKDOWN OF THE BASE DEVELOPMENT CONTRACT WAS 1,000,001 61.

AND THEN THERE'S ENGINEERING AND CITY FEES AND MAINTENANCE, WHICH I THINK EROSION CONTROL AND SOME OTHER THINGS COME AND FALL INTO THAT BUCKET.

AND THEN THE CHANGE IN SCOPE FROM FROM THE BASE DEVELOPMENT CONTRACT PLUS CHANGE ORDERS WAS 337, JUST UNDER 338,000.

SO THAT REPRESENTED ABOUT 20% OF THE TOTAL COST OF THE PROJECT.

SO HERE'S AN ANALYSIS.

THINK ABOUT IT IN KIND OF THREE DIFFERENT TYPES OF BUCKETS.

ONE BEING THE BIG 148% WAS A PAVING COST CHANGE ORDER WHERE THE CONTRACTOR SENT A FORCE MAJEURE NOTICE AND WOULDN'T PERFORM.

WE'LL SHOW A LITTLE MORE BACKGROUND ON THAT HERE IN ONE OF THE NEXT SLIDES.

BUT BEFORE WE GO THERE YOU'LL SEE 8% OF IT WAS ROUGHLY RELATED TO JUST MEETING CITY STANDARDS ONCE THE PLANS ACTUALLY GOT APPROVED. AND THEN ALSO AFTER DEVELOPMENT STARTS, SOMETIMES OUT IN THE FIELD, YOU KNOW, THE PUBLIC WORKS PEOPLE IDENTIFY THINGS THAT MAYBE THE ENGINEER DIDN'T IDENTIFY. AND SO YOU GET CHANGES IN SCOPE AFTER YOU GET OUT THERE AND START DOING THINGS.

AND THEN THE THIRD BUCKET, WHICH IS A PRETTY LARGE COMPONENT OF THE TOTAL COST OVERRUN, THE 147,000 WAS CHANGES THAT WERE DIRECTED BY THE CITY STAFF AT THE TIME.

ADDITIONAL SCOPE THAT JUST WASN'T IN THE CONSTRUCTION PLANS.

SO IT FELL OUTSIDE OF THAT SCOPE.

BUT THERE WERE THINGS THAT THE CITY WANTED US TO DO BEFORE WE CAN TURN THE PROJECT OVER TO THE CITY.

SO IN THAT ONE OF THE BIG BUCKETS WAS, WELL, I GUESS I DON'T HAVE THE BREAKDOWN HERE, BUT WE'VE GIVEN A DETAIL TO THE STAFF.

ONE OF THE BIG LINE ITEMS IS LIKE 70 PLUS THOUSAND DOLLARS FOR SOD ALONG THE ENTIRE RUNWAY OF COLLEGE STREET, SO THAT IT WAS NICE AND GREENED UP.

THE CITY COULD HAVE HAD, YOU KNOW, SEED DOWN THERE, BUT AT THE TIME THAT WAS SOMETHING THAT STAFF WANTED.

AND THEY SAID, YOU NEED TO PUT SOD DOWN.

SO WE SAID, OKAY, WE'LL PUT WE'LL PUT SOD DOWN.

SO TO FINISH THE PROJECT, SOMETIMES WE WORK WITH THE CITIES AND WE DO, YOU KNOW, WHAT WE'RE ASKED TO DO.

AND WE DID COMMUNICATE AT THAT TIME.

WE SAID, LOOK, YOU KNOW, WE HAVE TO PAY UP TO A CAPPED AMOUNT.

SO IF YOU WANT THESE THINGS, THEY DO COST MONEY.

AND THIS IS ON THE CITY.

DIESEL FUEL WENT UP 73% IN 12 MONTHS, AND CONCRETE AND CEMENT HAD A HUGE INCREASE TOO, IN THE WAY THE TIMING WORKED.

IT WAS RIGHT BEFORE THE CONTRACTOR WAS SUPPOSED TO COMMENCE AND THEY SAID, HEY, WE'VE GOT ALL THESE OTHER JOBS.

WE CAN'T GET CONCRETE FOR ALL OF OUR JOBS.

WE'VE GOT HUGE UNIT COST OVERRUNS, FORCE MAJEURE.

JUST DOLLAR FOR DOLLAR, NO PROFIT ON TOP.

BUT HERE'S THE COST INCREASE.
