ON MAY 21ST, I RECEIVED AN EMAIL THAT SAID MY APPLICATION HAD BEEN DENIED BECAUSE THERE WAS ALREADY A TOY VENDOR THAT THE CITY WAS WORKING WITH.

SO I EMAILED MAYOR CHACON AND ASKED IF I NEEDED TO APPLY SEPARATELY BECAUSE OUR, OUR TOY VENDOR AND SPONSORSHIP WAS BOTH DECLINED.

I DID NOT.

I EMAILED THAT ON MAY 21ST.

I DID NOT RECEIVE ANY RESPONSE, SO I EMAILED AGAIN ON THE 23RD AND ASKED WHY OUR SPONSORSHIP WAS REJECTED FOR THE FIREWORKS EVENT.

WE HAD SOME BACK AND FORTH AND SHE CHATTED WITH THE THE COMMUNITY EVENTS COORDINATOR.

MISS PETTER AND QUOTE, SHE INFORMED ME THAT SPONSORSHIP HAS BEEN CLOSED FOR SOME TIME NOW.

THIS ALLOWS THEM APPROPRIATE TIME TO CREATE THE MEDIA, T SHIRTS, ETC.

THAT HAVE SPONSOR NAMES ON THEM PRIOR TO THE EVENT.

SHE HAS BEEN HERE SINCE THE BEGINNING OF MAY AND HAS NOT APPROVED ANY ADDITIONAL SPONSORS SINCE HER ARRIVAL.

THAT WAS MAY 24TH.

SO I ASKED EXACTLY WHEN THIS WAS CLOSED BECAUSE THE DEADLINE ON THE WEBSITE SAID THAT IT WAS NOT CLOSING UNTIL JUNE 4TH OR JUNE 14TH.

SHE SAID THAT MAYOR CHACON SAID SHE WOULD INQUIRE ON THE DATE THIS WAS MAY 24TH.

I CHECKED IN WITH HER ON MAY 30TH.

NO RESPONSE. I CHECKED IN AGAIN ON JUNE 4TH, AND SINCE I DID NOT HEAR ANYTHING, I PUT IN A PIA WITH THE CITY RECORDS REQUEST, AND TURNS OUT THAT THERE WAS ANOTHER SPONSORSHIP THAT WAS ACCEPTED, ACTUALLY ON MAY 23RD FOR AN INSURANCE COMPANY, BRADY PAXMAN STATE FARM.

AND SO I EMAILED MAYOR CHACON ABOUT THAT AND SHE HAS NOT RESPONDED TO ME.

I GOT AN EMAIL FROM THE EVENTS COORDINATOR SAID THAT SAID THAT SHE HAD ONLY APPROVED WHAT HAD BEEN PREVIOUSLY APPROVED FROM THE PRIOR COORDINATOR.

I'M NOT SURE HOW SHE DID THAT, CONSIDERING THE PRIOR COORDINATOR WAS FIRED WAY BEFORE THESE PEOPLE PUT IN THEIR APPLICATION.

SO SOMEBODY IS LYING, EITHER THE MAYOR OR THE EVENT COORDINATOR.

I'M NOT SURE WHO. EITHER WAY, I'D LIKE TO KNOW IF WE CAN GET ON FOR A FALL FESTIVAL AS A SPONSOR, BECAUSE OUR ORGANIZATION WOULD LOVE TO SPONSOR THAT EVENT.

A FEW DAYS LATER, TWO MORE MONTHS WERE ADDED TO THE CHECK REGISTRY.

I THEN ESCALATED MY INQUIRY TO MR. MASHBURN ON JUNE 12TH.

MR. MASHBURN DID NOT DIRECTLY RESPOND TO ME.

HE ONLY INCLUDED MY EMAIL ADDRESS WITH MR. HARDING'S INSTRUCTING HIM TO RESPOND TO ME.

ALSO, WHAT IS THE CRITERIA FOR A COMPETITIVE RFP TO BE REQUIRED WITH REGARD TO A PROFESSIONAL SERVICE AGREEMENT? WHEN WAS THE LAST TIME A COMPETITIVE RFP WAS PRESENTED TO COUNCIL? THE FINANCIAL CONSULTING CONTRACT ON THE AGENDA TONIGHT APPEARS TO BE A $50,000 CONTRACT WITHOUT A COMPETITIVE RFP.

ALSO, A FEW MONTHS AGO, NORTH SHORE SOLUTIONS WAS AWARDED A $100,000 PLUS CONTRACT WITHOUT A COMPETITIVE RFP.

IN MY OPINION, RFPS ARE GREAT OPPORTUNITIES TO BRING MERIT, TRANSPARENCY AND VALUE FOR THE PROFESSIONAL SERVICES THIS COUNCIL SEEKS. I HOPE THIS COUNCIL TONIGHT PUTS MORE THOUGHT INTO THIS PROCESS AND MAKES A DECISION BASED ON THE MERITS.

I WAS ASKED TO COME AND TALK A LITTLE BIT ABOUT THE RECENT OCCURRENCE THAT WE JUST HAD, WHERE WE WERE ABLE TO UTILIZE OUR CANINE OFFICER AND OUR K9 BOLT.

SO JUNE 17TH WE OFFICERS WERE DISPATCHED TO AN AGGRAVATED ASSAULT THAT JUST OCCURRED WHERE A SUSPECT HAD POINTED A GUN TO A FAMILY MEMBER AND THREATENED TO KILL THEM.

SUSPECT THEN ENDED UP LEAVING THE SCENE AND WENT AND HID IN SOME WOODED AREA THAT WAS IMMEDIATELY SOUTH.

OUR OFFICERS DID A FANTASTIC JOB OF SETTING UP A PERIMETER AROUND THE SCENE, AND THEY DISPATCHED OUT OUR K9, K9 BOLT.

UPON ARRIVAL, IT TOOK APPROXIMATELY TWO MINUTES FOR K9 BOLT TO FIND THE SUSPECT, AND OFFICERS ENDED UP ORDERING HIM OUT OF THE WOODED AREA AND DETAINED HIM WITHOUT ANY FURTHER HARM OR ANYTHING.

NOW, IT WAS REPORTED THAT THE SUSPECT DID HAVE A GUN ON HIM WHENEVER OFFICERS ARRESTED HIM.

A GUN WAS NOT FOUND ON HIM.

SO AFTER THEY ARRESTED THE SUBJECT OR SUSPECT AND PUT HIM INTO CUSTODY.

THEY THEN DEPLOYED BOLTS AGAIN FOR WHAT'S CALLED AN ARTICLE SEARCH TO LOOK FOR A GUN OR ANY PIECE OF CLOTHING OR ANYTHING LIKE THAT.

THE GUN WAS ULTIMATELY LOCATED UP AGAINST A RESIDENCE HOUSE THAT A CHILD OR SOMETHING LIKE THAT COULD HAVE FOUND LATER ON.

SO WE JUST KIND OF WANTED TO BRING THAT TO YOUR ATTENTION AND, AND JUST PRAISE BOLT A LITTLE BIT.

AND JUST THESE PROGRAMS ARE PAYING OFF.

IN ADDITION TO THOSE CHANGES, STAFF WORKED WITH THE DEVELOPER TO REQUIRE ADDITIONAL AMENITIES BE WORKED INTO THE DEVELOPMENT AGREEMENT.

INCLUDED IN THAT IS RETENTION PONDS OUT FRONT WITH FOUNTAINS, WALKING TRAILS AROUND THOSE PONDS, SPORTS COURTS, A PLAYGROUND, A SWIMMING POOL.

AS PART OF THE DEVELOPMENT AGREEMENT, THEY ANNEXED THE PROPERTY INTO THE CITY.

RIGHT NOW PHASE NINE REPRESENTS 178 LOTS.

THE INFRASTRUCTURE HAS BEEN COMPLETED AND ACCEPTED BY THE CITY, AND APPROXIMATELY 20 HOMES ARE ABOUT COMPLETED AND ABOUT TO BE TRANSFERRED OWNERSHIP TO THE RESIDENTS THAT WILL LIVE THERE.

AND THAT'S WHY THERE'S THE ACTION TO MOVE FORWARD WITH THE ASSESSMENTS, BECAUSE THE ASSESSMENTS HAVE TO BE PUT IN PLACE PRIOR TO THE HOMEOWNER TAKING POSSESSION OF THE PROPERTY, SO THEY HAVE A VALID LIEN ON THE PROPERTY.

AGAIN, THIS IS A ANOTHER AVENUE WHICH THE FIRE DEPARTMENT WILL GAIN REVENUE.

THIS IS A COMPANY THAT IS CREDIBLE, WIDELY USED, LEGALLY SOUND APPROVED BY FEMA FOR MUNICIPALITIES TO REACH OUT THERE AND TRY TO RECOVER COSTS BY OTHER MEANS THAT ARE IMPACTING WHERE WE DON'T HAVE THE ABILITY, EITHER THROUGH THE TAX BASE OR OR THE TAX RATE. THE CHALLENGES RECOUPING OUR SERVICES ARE LARGE.

AND SO THIS IS AN OPPORTUNITY FOR US TO RECOUP SOME OF THOSE CHARGES THAT WE CANNOT GAIN THROUGH THE COUNTY'S SERVICE OR A COUNTY'S STIPEND THAT THEY GIVE US ANNUALLY.

SO WE'RE ASKING THAT THE COUNCIL APPROVE THE FEE SCHEDULE, WHICH IS A NATIONAL STANDARD FEE SCHEDULE USED FOR RECUPERATION OF THESE SERVICES.

AND THEY WILL BE USED APPROPRIATELY AND WITH DISCIPLINE, AND TO MAKE SURE THAT THOSE CITIZENS THAT ARE BEING CHARGED, THOSE SERVICES, WHICH ACTUALLY IT'S NOT THE CITIZENS THEMSELVES, IT'S THE INSURANCE COMPANIES THAT ARE BEING BILLED.

AND EVERY INSURANCE POLICY HAS A RIDER IN THAT POLICY THAT HAS A STANDARD AMOUNT THAT TO BE PAID FOR THESE TYPE OF SERVICES ANYWAY.

SO IT DOESN'T NECESSARILY IMPACT THE INDIVIDUAL.

IT'S JUST THE INSURANCES.
