I COME TODAY TO SPEAK ABOUT THE RECENT ISSUE OF TRANSPARENCY.

THERE'S BEEN A LOT OF TALK ABOUT IT, AND I THINK VERY DUE TALK.

THE RETREAT.

THE PLANNING RETREAT AT THE BALLPARK WAS SUPPOSED TO BE SAID TO BE PUBLIC OPEN TO THE PUBLIC.

IT REALLY WASN'T.

IT WAS HELD FAR AWAY FROM TOWN.

THE AN HOUR AND A HALF AWAY, A RESIDENT ATTEMPTED TO ATTEND AND WAS COULDN'T GAIN ACCESS TO THE FACILITY.

YOU KNOW THAT THERE WAS A LOT OF PUBLIC DISSATISFACTION AND OUTCRY ABOUT IT.

SO A COUPLE OF WEEKS AGO, THERE WAS A VIDEO RELEASED THAT 9.5 MINUTE PUBLICITY VIDEO TELLING US AGAIN THAT IT WAS OPEN TO THE PUBLIC AND TRANSPARENT.

IT WASN'T RECORDED, IT WASN'T OPEN.

SO TOO MUCH OF THE CITY'S BUSINESS HAD BEEN CONDUCTED BEHIND THOSE DOORS IN PRIVATE.

I WISH YOU GUYS WOULD ADDRESS THAT.

TRANSPARENCY IS IMPORTANT NOT JUST TO GAIN OUR TRUST, BUT TO ENGAGE THE PUBLIC.

THERE'S A LOT OF PEOPLE IN THIS COMMUNITY THAT HAVE SOMETHING TO OFFER, AND WE NEED TO ENGAGE THEM.

RIGHT NOW, MOST OF THE BUSINESS HAPPENS BACK THERE, AND SO THEY'RE NOT ENGAGED.

THERE NEEDS TO BE ACTIVE, ENGAGED ACTIVE EFFORT TO ENGAGE THEM.

WE'RE WORKING ON SOME NEW INVENTIONS WITH THEM AS WELL.

IT'S CALLED FIND MY HOME.

SO WHAT HAPPENS IS THIS DEVICE WILL END UP READING BARCODES, AND SO IF WE HAVE I DON'T KNOW, A PERSON WITH ALZHEIMER'S OR DEMENTIA OR SOMETHING LIKE THAT, THEY'RE ABLE TO COME UP HERE, WE'RE ABLE TO TAKE A PICTURE OF THEM.

WE'RE ABLE TO LIST DOWN WHAT'S INSIDE OUR ATHENA RMS SYSTEM EXACTLY WHERE THEY'RE AT, WHAT THE ISSUES THAT'S GOING ON WITH THEM, AND DISTRIBUTE THEM OUT A BARCODE.

THE COMPARING RATE FOR A BRAZOS TICKET RIDER, AND THE PRINTERS AND PAPER AND EVERYTHING ELSE THAT GOES ALONG WITH IT, WE WILL BE LOOKING INTO THE 130S.

SO RIGHT NOW, THIS TECHNOLOGY THAT'S ON HAND, THAT'S ALREADY ISSUED OUT TO OUR POLICE OFFICERS IN THE WAY OF IPHONES, ALL WE GOT TO DO IS DOWNLOAD THE APP.

SO IT'S ABOUT 61 MILLION, AND THE WATER AND SEWER FUND IN 22 MILLION OUT OF THE 23.7 IN THE DRAINAGE FUND, WHICH THAT'S THE PURPOSE OF THOSE FUNDS, IS TO CREATE THE INFRASTRUCTURE TO THEN SERVICE THE CITY.

SO WE WOULD EXPECT TO SEE THAT'S NOTHING TO BE CONCERNED ABOUT.

I BELIEVE THE GFOA POLICY IS TO HAVE 60 DAYS.

OVERALL BUDGET VARIANCE, IT WAS A POSITIVE VARIANCE, 1.2 MILLION, THEIR REVENUES A LITTLE BIT HIGHER THAN BUDGETED EXPENDITURES, A LITTLE BIT LOWER THAN BUDGETED.

SO EVERYTHING KIND OF WORKED IN THE RIGHT DIRECTION THERE TO HAVE A VERY GOOD BUDGET VARIANCE GOING FORWARD FROM 23 INTO 24.
