WHAT IS THEIR CURRENT AMOUNT SPENT FOR THIS ANNUALLY? ALSO, I REQUESTED AT A MINIMUM, A SIMPLE SCOPING STUDY TO BE DONE TO CONSIDER THE FEASIBILITY OF THIS.

AT A MINIMUM, AN EMPLOYEE, AN ANIMAL CONTROL VEHICLE, AND SOME CAGES TO STORE ANIMALS UNTIL THEY CAN BE PICKED UP OR DELIVERED TO ANOTHER FACILITY OR AGENCY.

ALBANY, TEXAS, A TOWN OF 1800 PEOPLE HAS DONE THIS AND VERY EFFECTIVE.

THE EMPLOYEE IS ALSO NOT A FULL TIME EMPLOYEE, BUT A SHARED SERVICE EMPLOYEE FROM ANOTHER DEPARTMENT.

FARMERSVILLE USES THIS MODEL EFFECTIVELY.

PLEASE PERFORM A SIMPLE SCOPING STUDY TO INCLUDE FEEDBACK FROM ANGELA LOWRANCE, WHO DONATES A SIGNIFICANT AMOUNT OF TIME AND RESOURCES TO HANDLE THIS IMPORTANT HEALTH AND SAFETY ISSUE TO THE CITY THAT THE CITY SHOULD ASSUME MORE RESPONSIBILITY FOR.

RIGHT NOW WE ARE EXPLORING SEVERAL OPTIONS FOR THIS AND TO SEE HOW FEASIBLE IT WOULD BE, AND THEN WE WILL DETERMINE WHETHER OR NOT WE CAN PROVIDE OUR OWN.

MR. MASHBURN, IF I CAN SAY THAT ANNUALLY WE CONTRACT WITH COLLIN COUNTY TO DO THE ANIMAL CONTROL SERVICES AND PICKUPS WITHIN OUR CITY, AS WELL AS LOTS OF OTHER CITIES DO, AND NOT ONLY DO WE PAY FOR THE SERVICES, BUT WE ALSO PAY FOR UPKEEP OF THE FACILITY.

THEY ACTUALLY PUT THE ANIMALS IN, AND WE'VE BEEN DOING THAT FOR YEARS, AND IT'S REALLY BASED ON WE CAN DO IT CHEAPER BY CONTRACTING WITH THEM THAN IT IS FURNISHING OUR OWN.

AS FAR AS EXPENSES GO, I KNOW THAT IT SAYS ABOUT ALBANY, AND I KNOW MCKINNEY HAS THEIR OWN AND THEY'VE HAD THEM FOR YEARS, BUT IT ALL SOMETIMES IT'S ALL BASED ON THE NUMBER OF CALLS YOU GET ALSO, AND THE POLICE DEPARTMENT, THEY CAN PROBABLY SPEAK A LITTLE BIT ABOUT THAT ON THE NUMBER OF ANIMAL COMPLAINTS AND THINGS AND DOG BITES BUT THEY DO HAVE PROTOCOL AND THEY DO A FAIRLY GOOD JOB AS FAR AS DOING THE DOING THE ANIMAL CONTROL OVER HERE.

I'VE USED THEM.

HAVE HAD TO CALL HIM SEVERAL TIMES.

SO I CERTAINLY UNDERSTAND THAT REPLACING WHAT COLLIN COUNTY IS DOING IS NOT FEASIBLE IN THE BUDGET, BUT THAT KIND OF MODEL COULD AT LEAST COULD AT LEAST BE ABLE TO CAPTURE ANIMALS.

BECAUSE WHAT WHAT ANGELA IS SAYING.

I THINK MR. LOWRANCE IS RIGHT THERE.

WHAT SHE HAS SAID IS THEY'RE VERY SLOW VERY OFTEN AND SOME, YOU KNOW, IT'S JUST SLOW AND IT'S THEY'RE NOT GETTING THE NEARLY ALL THE REQUESTS.

IT'S SO IF THEY IF WE JUST HAD THE ABILITY TO CAPTURE SOME ANIMALS AND A PLACE TO PUT THEM TILL THEY EITHER CAME TO GET THEM OR WE COULD TRANSFORM TO THERE'S A LOT OF INDEPENDENT RESCUES IN TOWN THAT PEOPLE THAT ARE DOING ANIMAL RESCUE VOLUNTEER BASIS, OR THERE'S NO KILL SHELTERS ALL AROUND THE METROPLEX.

SO BUT MOST OF THOSE NO KILL SHELTERS AND ALSO THOSE OTHER PLACES ARE COMPLETELY AT CAPACITY.

IF YOU TRY TO TAKE ANIMALS TO THEM, THEY DENY YOU BECAUSE THEY JUST DON'T HAVE ROOM FOR THEM.

IT'S UNFORTUNATE THAT LOTS OF PEOPLE JUST EITHER DUMP ANIMALS, DOGS OR CATS, DOMESTIC ANIMALS, AND THEN LOTS OF TIMES PEOPLE DON'T FOLLOW THE LEASH LAWS, YOU KNOW, THEY JUST LET THEM RUN LOOSE AND THAT'S UNFORTUNATE.

WE RECEIVED A UPDATE FROM THEM ON JUNE 10TH FROM BOTH AGENCIES.

IN REGARDS TO ANY CURRENT AND FUTURE PLANS REGARDING EXPANSION.

WE KNOW THAT US 380 WILL BE EXPANDED THE SUMMER OF 2025.

HOWEVER, IN THE INTERIM, THERE ARE SOME INITIAL STEPS THAT ARE BEING TAKEN FOR UTILITY LOCATIONS AS WELL AS EASEMENT MANAGEMENT, AND JUST TO LIST OUT THOSE PROJECTS

THAT ARE GOING ON HERE IN COLLIN COUNTY CURRENTLY NEAR THE TERM, NEAR TO TERM PROJECTS INCLUDE CR 398 TO FM 546 TO CALLAWAY, WHICH IS A FOUR LANE CONCRETE WHICH WILL BE COMPLETED WITHIN 2024 TO 2026.

THEN THERE'S CR 557 TO 380 TO 78.

IT'S GOING TO BE A TWO LANE ASPHALT 2024 THROUGH 2026 SET FOR COMPLETION.

MYRICK TO FM 546 TO US 380 IS GOING TO BE FOUR LANE DIVIDED CONCRETE, WHICH WILL GO THROUGH 2024 THROUGH 2027.

THEN THERE'S CR 407 FLORENCE AND CR 404 TO US 380 TO DEBARY.

THAT'S GOING TO BE A TWO LANE ASPHALT THAT'S GOING TO BE PROJECTED FROM 2025 TO 2027, AND THEN THERE'S CR 437 TO FM 3286, WHICH GOES GOING TO GO FROM 2027 TO 2029, AND FOR FUTURE COLLIN COUNTY ROADWAY PROJECTS IN PLANS THAT INCLUDE MCKILLOP OR FM 546 TO MYRICK THROUGH TO SPUR 399 FREEWAY.

COMPLETION OF A CONNECTION OF MYRICK TO THE FUTURE SPUR 399 FREEWAY TO RELIEVE YOU TO RELIEVE TRAFFIC OFF OF 380 AND THEN THERE'S COUNTY AND TXDOT NEW NORTHEAST FREEWAY, WHICH TO US 380 FREEWAY TO 121 AT THE OUTER LOOP. THAT'S IT.

THERE ARE SEVERAL THINGS WE CAN LOOK AT.

WE CAN EXPLORE ALTERNATIVES, LIKE MAYBE AN AN URGENT CARE THAT HAS MAYBE AN OVERNIGHT FACILITY.

THEN WE COULD LOOK AT EXPANDING TO MAYBE A BEHAVIORAL HEALTH CARE FACILITY.

SO A HOSPITAL COMING AND PROVIDING SERVICES WOULD HAVE TO BE SOMETHING THAT IS LIKE AN END GAME A FTER EXPLORING AND ATTRACTING SEVERAL OTHER PHYSICIAN OFFICES OR MEDICAL PRACTICES BUILDING UP TO IT, SO TOO WITH A HOTEL.

SO WE UNDERSTAND SOMETIMES WE HAVE TO LOOK AT THESE THINGS IN CONTEXT.

MOST OF THE INDIVIDUALS MOVING INTO PRINCETON ARE INDIVIDUALS FROM MORE DEVELOPED CITIES WHERE THE INFRASTRUCTURES ARE ALREADY DEVELOPED; THEY'RE THERE, SO THEY ARE ACCUSTOMED TO HAVING THOSE CONVENIENCES, BUT PRINCETON IS A SMALL COUNTRY TOWN THAT JUST OVERNIGHT JUST MUSHROOMED, AND SO WE ARE TRYING TO KEEP UP WITH THE DEVELOPMENT, ENSURING THAT OUR BUILD OF PRINCETON IS SENSIBLE NOT JUST FOR TODAY, BUT THAT WE CAN.

WE HAD A LITTLE HOSPITAL THERE THAT WAS 10,000 PEOPLE IN GRAHAM, TEXAS, BUT IT ATTRACTED PEOPLE FROM THE COUNTY, BUT THEY'RE ALSO JUST NEARBY WAS A COUNTY HOSPITAL.

MR. DEFFIBAUGH TOLD ME THAT HE SAW TWO HOSPITAL DISTRICTS GROW INTO LARGE COMMERCIAL HOSPITALS THAT STARTED AS COUNTY HOSPITALS.

AM I CORRECT? WELL, IN COLLIN COUNTY USED TO HAVE A COUNTY HOSPITAL.

IT WAS IN MCKINNEY. THAT'S ACTUALLY WHERE WINCO IS RIGHT NOW IS WHERE THE COUNTY HOSPITAL WAS, AND THEN EVENTUALLY THE COUNTY SOLD IT BECAUSE IT WAS JUST NOT COST EFFECTIVE FOR THEM TO RUN IT TO A PRIVATE.

NOW, IN TALKING ABOUT HOSPITALS THAT WE DO NEED ONE ON THE EAST SIDE OF THE COUNTY.

IF YOU'LL TAKE A LOOK, I THINK IF YOU LOOK AT A MAP, THERE IS NO HOSPITALS EAST OF US 75 THROUGHOUT THE COUNTY.

EVERYTHING'S ON THE WEST SIDE.

I CAN'T THINK OF ANY HOSPITALS THAT ARE ON THE EAST SIDE.

EVEN WYLIE DOES NOT HAVE A HOSPITAL, AND THEY'VE GOT A SOME EMERGENCY CLINICS.

SOME OF THEM LIKE ONE'S A 24 HOUR EMERGENCY CLINIC, BUT THEN WHAT HAPPENS? YOU GO THERE, THEN THEY TRANSPORT YOU TO ANOTHER HOSPITAL, EITHER ONE IN PLANO OR GARLAND OR ROWLETT, WHEREVER THERE MAY BE A HOSPITAL.

SO WE DO NEED ONE.

OUR FIRE DEPARTMENT.

RESPONDS TO CALLS EVERY DAY.

I DON'T KNOW HOW MANY, BUT I WOULD SAY PROBABLY 85% OF THE CAUSE OF THE FIRE DEPARTMENT RESPOND TO A MEDICAL EMERGENCY CALLS, AND SO WE DO HAVE A NEED FOR THAT, ESPECIALLY FOR PEOPLE WITH CARDIAC ARREST.

IF YOU CAN GET THEM TO A HEART CATHETER CENTER SOONER THAN HAVING TO GO ALL THE WAY TO BAYLOR SCOTT WHITE OR TO MEDICAL CENTER MCKINNEY AND IN THIS TRAFFIC, YOU KNOW, WE HAVE THE CONGESTIONS AND THINGS YOU KNOW, THE AMBULANCES, I DON'T KNOW, SOMETIMES THEY MAY JUST HAVE TO TURN THEIR SIRENS OFF.

THEY CAN'T GET IN THERE ANY QUICKER BECAUSE PEOPLE JUST DON'T PAY ATTENTION, BUT WE DO NEED ONE, AND IT'S SOMETHING WE REALLY NEED TO BE LOOKING AT FOR THIS SIDE OF THE COUNTY.
