ONE IS ON BEECHAM BETWEEN ON CORPORATE DRIVE WHICH GOES TO MYRICK THAT IS BECOME A TRUCK STOP.

SATURDAY NIGHT THERE WERE EIGHT SEMI-TRUCKS JUST PARKED GATHERING, SLEEPING, RESTING.

UNDERSTAND THEY HAVE TO DO THAT AT SOME POINT.

HOWEVER, I DON'T THINK THAT'S AN APPROPRIATE AREA FOR THEM TO BE USING.

THAT IS A PUBLIC STREET AND PEOPLE HAVE TO DRIVE THROUGH IT.

THERE'S ALSO NOW TIRES BEING LEFT THERE.

THERE'S THREE TIRES ON THE SIDE OF THE ROAD.

THERE'S TRASH BEING LEFT THERE BECAUSE THEY'RE CLEANING OUT THEIR TRUCKS AND JUST LEAVING IT.

SO THAT'S ONE CONCERN.

SECOND CONCERN IS OUR NON-NOT SO LUXURY PRINCETON APARTMENTS.

THIS IS SOMETHING THAT IN DUE COURSE THE CITY HAS DONE MANY TIMES.

EAST RIDGE PUBLIC IMPROVEMENT DISTRICT HAS BEEN A SUCCESSFUL DEVELOPMENT.

TWO PHASES HAVE BEEN, ARE NEAR COMPLETE AND THEY'RE ABOUT TO ACTUALLY DO PHASE THREE.

PHASE THREE IMPROVEMENT AREA WOULD INVOLVE PHASES THREE AND FIVE OF THE EASTWOOD DEVELOPMENT, 439 RESIDENTIAL LOTS HOMES RANGING FROM 375 TO $420,000.

THIS ACTUALLY RECEIVES THE PRELIMINARY SERVICE ASSESSMENT PLAN CALLS THE PUBLIC HEARING AND THAT THE NEXT COUNCIL MEETING.

THE GOAL WOULD BE TO PUT THAT IN PLACE AND LEVY THE ASSESSMENTS.

THE KEY POINTS FOR THIS IS THAT THIS WILL ACTUALLY GENERATE ABOUT 173 MILLION OF TAXABLE ASSESSED VALUE.

AND OUR CURRENT AD VALOREM TAX RATE, ABOUT $760,000, WILL BE GENERATED IN TAXES ON AN ANNUAL BASIS, AND THAT UPFRONT, THEY'LL BE PAYING A PID FEE OF $790,200 $1,800 PER LOT.

THE PLAN WOULD BE AS INDICATED THAT YOU RECEIVE THE PRELIMINARY CALL, THE PUBLIC HEARING, AND THEN SOMETIME IN AUGUST, THEY WOULD LIKE TO GO FORWARD AND ISSUE THE BONDS AND MOVE FORWARD WITH THE CONSTRUCTION OF THE PROJECT.

IT'S BEEN A SUCCESSFUL PROJECT.

THEY'RE COMPLIANT WITH THE DEVELOPMENT AGREEMENT AND JUST CONTINUING TO MOVE FORWARD IN THAT PROCESS.

MAYOR, COUNCIL, THE AGENDA ITEM IS THE RESOLUTION AUTHORIZING THE CITY SECRETARY TO PUBLISH A NOTICE OF INTENT TO ISSUE CERTIFICATES OF OBLIGATION.

THE PLAN IS TO ISSUE APPROXIMATELY 20.3 MILLION OF CERTIFICATES OF OBLIGATION TO FUND SOME SHOVEL READY PROJECTS, STREET AND ROAD IMPROVEMENTS CONSTRUCTING, EQUIPPING THE POLICE SAFETY, PUBLIC SAFETY FACILITY, ACQUISITION OF LAND INVOLVED IN THAT, AND EXPANSION OF THE PUBLIC LIBRARY AND THE PROFESSIONAL FEES INVOLVED IN IT. THE PLAN WOULD BE THAT THIS NOTICE WOULD INDICATE THAT THE SALE WOULD TAKE PLACE ON MONDAY, SEPTEMBER 23RD, AND THEN THE CITY WOULD RECEIVE FUNDS AFTER APPROVAL BY THE ATTORNEY GENERAL ON OCTOBER 15TH.

THE IMPORTANT THING I WANT TO NOTE ABOUT THIS IS THAT WE'VE WORKED WITH THE FINANCE DIRECTOR.

WE HAVE THE PRELIMINARY VALUES THAT ARE THE CITY HAS, AND THERE WILL BE NO INCREASE IN THE CURRENT INS TAX RATE.

AND PLUS, THE DEBT IS BEING STRUCTURED WHERE NEXT YEAR, THE CITY WILL BE ABLE TO FUND ITS PARK BOND PROGRAM.

AND THERE WILL BE NO IMPACT ON THE INS TAX RATE FOR THAT PROGRAM.

SO, IT'S A VERY CONSERVATIVE PLAN OF ACTION WE HAVE.

I WILL SAY THAT I WANT TO GO INTO DETAILS BECAUSE I KNOW THIS WILL BE A LATER ITEM THAT THE STAFF WILL BE TALKING ABOUT.

BUT AS PART OF THE PROCESS, WE HAD AN EARLY DISCUSSION WITH FITCH BECAUSE WE WERE UNDER A RATING REVIEW PROCESS.

AND A MEETING WAS TAKING PLACE HERE AT CITY HALL, LED BY THE MAYOR AND THE CITY MANAGER.

AND I'M PROUD TO TELL YOUR CITY THAT YOU GOT UPGRADED TWO NOTCHES FROM A AA MINUS TO A AA PLUS, AND WE'RE ONLY A FRACTION AWAY FROM BEING A TRIPLE A RATED CITY. I KNOW THERE WILL BE MORE INFORMATION GIVEN TO YOU ABOUT THAT, BUT WE'RE LOOKING FORWARD TO A VERY SUCCESSFUL COMPETITIVE SALE FOR THIS PROCESS.

SO, IN SUMMARIZE THAT THIS ALLOWS FOR THE NOTICE TO BE PUBLISHED, TO SET THE PROCESS UP FOR THE SALE SO THAT IT CAN BE INCLUDED IN THE CITY'S INS TAX LEVY NEXT YEAR.

SO USUALLY ONLY ONE STATION GETS ALERTED INITIALLY FOR A FIRE, AND THEN WE HAVE TO CONTINUOUSLY ASK FOR MORE RESOURCES AND THEN REQUESTING SPECIFIC MUTUAL AID AGENCIES TO ASSIST US WHENEVER WE NEED IT.

THE SOLUTIONS THAT THIS SYSTEM IS GOING TO BRING US, THE SYSTEM WILL BE ABLE TO ALERT OUR STATIONS IN LESS THAN 20S CONSISTENTLY.

THERE'S A NEIGHBORING AGENCY, AND THEIR AVERAGE TIME TODAY IS ACTUALLY 17 SECONDS, AND THAT'S THE TIME THE PHONE IS ANSWERED TO THE STATION GETTING ALERTED.

I BELIEVE WE RECEIVED I THINK IT WAS 20, 25 SETS OF GEAR, AND THAT WAS FOR ALL THE PERSONNEL THAT WE HAD ON OUR DEPARTMENT, AND THAT WAS A FULL ENSEMBLE.

WE GOT BOOTS, PANTS, EVERYTHING.

THE PROBLEM WITH THAT IS GEAR HAS A TEN YEAR SHELF LIFE WITH NFPA.

SO, AFTER TEN YEARS, IF THE GEAR EVEN LASTS THAT LONG, YOU HAVE TO GET RID OF THE GEAR.

YOU CAN DONATE IT TO VOLUNTEER DEPARTMENTS THAT ARE NOT UNDER THE NFPA REGULATIONS, BUT WE CAN NO LONGER USE IT.

REASON BEING IS ONCE A FIREFIGHTER GOES OUT ON A CALL AND IT'S A STRUCTURE FIRE AND HE GETS ALL THOSE CARCINOGENS ON THEM, THAT GEAR IS TO BE PUT IN THE EXTRACTOR TO BE WASHED, AND HE HAS ANOTHER SET OF GEAR TO GET INTO.

IT'S WHERE THAT FIREFIGHTER DOESN'T HAVE TO GET BACK INTO THAT GEAR THAT'S BEEN IN A FIRE, THAT'S GOT ALL THE CHEMICALS OR CARCINOGENS IN IT.

THE SUBJECT PROPERTY IS APPROXIMATELY 180 ACRES AT THE SOUTHEAST CORNER OF FM 75 AND COUNTY ROAD 831.

AND SOME OF THE MAIN CONTRACT POINTS.

THE ANNEXATION INTO THE CITY LIMITS.

THIS WAS IN THE ETA.

SO, THIS WILL BE ANNEXED INTO THE CITY LIMITS AFTER CLOSING.

THEY WILL CREATE A PLAN DEVELOPMENT DISTRICT.

THEY WILL BE BUILDING 710 SINGLE FAMILY HOMES WITH A WIDTH OF 50FT IS THE WIDTH.

THEY WILL HAVE AN AMENITY CENTER WITH A PLAYGROUND, A POOL, SPORT COURT.

THEY WILL DEDICATE 26 ACRES TO THE CITY AND BUILD A TEN-FOOT CONCRETE TRAIL ALONG THE OPEN SPACE.

THEY WILL CREATE AN HOA FOR THE FUTURE RESIDENTS TO HAVE A MECHANISM FOR MAINTENANCE AND OPERATIONS, AND THEY WILL SELL 12 ACRES TO THE PRINCETON INDEPENDENT SCHOOL DISTRICT THAT WILL BE UNDER A SEPARATE CONTRACT.

THE PID BONDS WILL BE SOLD AT A FUTURE DATE NOT TO EXCEED APPROXIMATELY $43 MILLION.

THE FUTURE RESIDENTS WILL INCUR A BILL AND THAT IS BASED ON THE BUILDOUT TAXABLE ASSESSED VALUE PER PARCEL.

AND WHAT I MEAN IS THE ACTUAL TAXABLE VALUE OF THE IMPROVEMENT IN THE LAND TOGETHER, WHICH IS APPROXIMATELY $415,000. LATER WE WILL HAVE A SERVICE AND ASSESSMENT PLAN ATTACHED WITH THIS PID, AND THAT WILL OUTLINE THE PUBLIC IMPROVEMENT PROJECTS. THERE IS NOT A TIFF OR A TIRZ.

THE NORTHWEST PART OF THE CITY THIS PROPERTY WAS INITIALLY BROUGHT TO THE COUNCIL BACK IN 2021, AND THE ZONING FOR THIS PROPERTY WAS APPROVED IN JANUARY OF 2022.

THAT ZONING STILL RUNS WITH THE LAND.

THE ZONING IS PLANNED.

DEVELOPMENT 27.

THE PLANNED DEVELOPMENT DISTRICT ALLOWS FOR A MIX OF SINGLE-FAMILY RESIDENTIAL HOMES THAT PD SPECIFIES THE LOT SIZE, MINIMUM LOT DIMENSIONS, AND MINIMUM LOT OR HOME SIZE IN THE COMMUNITY.

IN ADDITION TO THE SINGLE-FAMILY COMPONENT, THERE ARE, IS ALSO A COMMERCIAL LOT.

THE CONCEPT PLAN THAT WAS APPROVED WITH THAT ZONING SHOWS A NEIGHBORHOOD PARK AS PART OF THE SINGLE FAMILY DEVELOPMENT.

TWO OTHER COMMON AREA LOTS, AND THEN THE COMMERCIAL LOT THAT'S SHOWN TO HAVE AN EVENT SPACE AND A RELIGIOUS FACILITY PROPOSED ON THAT COMMERCIAL PORTION OF THE PROPERTY.

PRELIMINARY PLAT WAS APPROVED SHORTLY THEREAFTER IN 2012.
