I HAD PLANNED ANYWAYS TO COME TO THAT MEETING, AND LUCKILY MAXINE WAS HERE, AND I WAS A COUPLE MINUTES LATE AND SHE LET ME KNOW THAT MY NAME WAS, THE NAMES WERE BEING CALLED, SO I JUST HURRIED AND CAME.

TIRZ, THIS SUBZONE RELATED TO PHASE THREE OF EASTRIDGE.

PHASE THREE COVERS APPROXIMATELY 100 ACRES.

APPROXIMATELY 439 SINGLE FAMILY HOMES IN PHASE THREE.

IMPORTANTLY, WHAT THE TIRZ DOES IS IT ESTABLISHES A BASE VALUE FOR THIS SUBZONE, AND THE BASE VALUE IS ESTABLISHED IN THE TAX YEAR IN WHICH THIS CURRENT TAX YEAR OF THREE POINT APPROXIMATELY $3.75 MILLION.

THAT BASE VALUE IS FROZEN AS ANY TRS PROPERTY DEVELOPS AND INCREASES IN VALUE.

THE DIFFERENTIAL BETWEEN THE BASE VALUE OF 3.75 AND THE ACTUAL TAXABLE VALUE.

THAT IS WHAT WE CALL THE TAX INCREMENT.

THE CITY'S TAX RATE ON THAT TAX INCREMENT IS USED TO CONTINUE TO BUILD UP PROJECTS WITHIN THE ZONE, CONTINUE TO ENHANCE PROPERTY VALUES WITHIN THE ZONE.

IN THE CASE OF EAST RIDGE, SEVERAL OF YOUR OTHER IMPROVEMENT DISTRICTS, AND FRANKLY, MANY OTHER NORTH TEXAS COMMUNITIES, THAT INCREMENTAL VALUE IS USED TO BUY DOWN THE PIT ASSESSMENTS OR PAY DOWN THOSE PIT ASSESSMENTS, WITH THE GOAL BEING TO KEEP THEM AS UNIFORM AND EQUAL AMONG COMPARABLE DEVELOPMENTS AS WE CAN. SO THE DEVELOPMENT AGREEMENT THAT WAS APPROVED IN 2021 STATES THAT WE WILL USE 45% OF THE INCREMENTAL VALUE OF THIS TIRZ TO BUY DOWN THOSE ASSESSMENTS.

SO FOR EXAMPLE CURRENTLY AS PROPOSED WHICH AGAIN, THIS WILL BE COMING BEFORE YOU ON THE 26TH, THE ASSESSMENTS ON A 50 FOOT LOT, OR ABOUT 3300 ON AN ANNUAL BASIS.

THE TIRZ INCREMENT WILL BASICALLY CREDIT THOSE ASSESSMENTS IN THE AMOUNT OF ABOUT $754 TO BRING THAT ANNUAL ASSESSMENT DOWN TO ABOUT 2500. I'M ROUNDING.

YOU'LL HAVE FIRM NUMBERS ONCE WE HAVE PRICING DATA AVAILABLE IN THE 26.

SIMILARLY, THE TIRZ INCREMENT WILL BRING A ROUGHLY $673 ANNUAL CREDIT ON THE 40 FOOT LOTS TO BRING THAT ASSESSMENT DOWN TO ABOUT $2,300 ON AN ANNUAL BASIS.

OVER TIME, IT'S PROJECTED THAT IT WILL GENERATE ROUGHLY 700,000 OF ADDITIONAL ANNUAL CITY REVENUE.

ONCE THIS OCCURS, JUST THIS PARTICULAR SUB ZONE OF 100 ACRES IS BUILT OUT.

SO WITH A BASE VALUE OF 3.75 MILLION, A PROJECTED TOTAL BUILD OUT VALUE ON THIS 100 ACRES IS ROUGHLY 172 MILLION.

SO THAT DOES ADD QUITE A BIT TO YOUR OVERALL TAX BASE ON THIS 100 ACRES.

WE ACTUALLY HAVE THAT'S GOING ON RIGHT NOW IS THE SECOND STREET PROJECT.

IT'S SITTING AT APPROXIMATELY 95% COMPLETE.

WE WILL BE DOING A SUBSTANTIAL COMPLETION WALK WITH THE CONTRACTOR, WHICH IS WHERE WE GET ALL OF OUR TEAM TOGETHER, AND WE GO OUT AND WE INSPECT THE WORK, AND WE DEVELOP A PUNCH LIST OF ITEMS THAT WE IDENTIFIED THAT NEED TO BE CORRECTED.

YES, SIR. AND WHAT WE'RE GETTING TO NEXT WILL HELP US IDENTIFY THOSE AREAS AND PROPERLY PLAN AND BUDGET FOR THEM.

AND I REALIZE IT'S KIND OF SMALL.

WE WANT TO DO SOMETHING DIFFERENT.

STILL KEEP SOME OF THE COMPONENTS THAT WE LOVED ABOUT FALL FEST BUT DO SOMETHING DIFFERENT.

WHICH IS WHY YOU WILL SEE PUMPKIN PALOOZA.

WHAT IS PUMPKIN PALOOZA? JUST THINK A THOUSAND PLUS PUMPKINS AND FUN HAYRIDES AND ALL THE THINGS THAT YOU WOULD DO AT A FALL FEST.

AND WHAT WE'RE PROPOSING TO DO IS DO SOMETHING THAT PRINCETON HAS NEVER DONE BEFORE IN TWO DIFFERENT WAYS.

MAKE A DESTINATION CHRISTMAS OUT HERE AT MUNICIPAL PARK THAT CAN BE UTILIZED FROM THE MIDDLE OF NOVEMBER THROUGH THE MIDDLE OF JANUARY, AND THEN HAVE AN EVENT IN DECEMBER, THE FIRST SATURDAY, WHERE WE WOULD BRING OUT A DRONE SHOW AND FINISH THE EVENING WITH A GRAND FINALE OF FIREWORKS, AND THEN HAVE A FUN PARTY BAND SINGING AND PLAYING ALL OF OUR FAVORITE TOP 40 HITS, AS WELL AS HOLIDAY SONGS WITH ALL SORTS OF KIDS ACTIVITIES.

AND WITH BOTH OF THESE EVENTS, WE ARE LOOKING TO PARTNER WITH PRINCETON ISD TO ENHANCE THEIR THINGS THAT THEY CAN'T DO ANYMORE.

THEY'VE SAID THEY'VE OUTGROWN THAT.

SO WHAT CAN WE DO AS THE CITY? WE CAN TAKE THAT ON AND WE CAN HELP, AND THEY CAN PARTNER AND STILL HOST A BOOTH OR TWO.

AND WE'LL CONTINUE TO BUILD THAT.

SO WE'RE LOOKING AT WAYS FOR EACH EVENT TO WORK WITH THEM THROUGH THAT PROCESS.

AND THEN PRINCETON FEST RESIDENTS SAID THEY WANTED MUSIC.

SO WHAT DOES MUSIC LOOK LIKE RIGHT NOW? PRINCETON FEST IS JUST A PLACEHOLDER OF WHAT THAT COULD BE.

BUT BRINGING MUSIC AND BRINGING SOME SORT OF MUSICAL ENTERTAINMENT TO THE CITY AND THEN BRINGING IN MAY, WHICH IS A TRUE PARKS AND RECREATION EVENT WHERE WE PROVIDE RESIDENTS FISHING POLES TO FISH OUT HERE AT MUNICIPAL PARK.

AND FISHING FRENZY.

IT'S IT HOLDS A PLACE IN MY HEART.

IT'S JUST A TRUE PARKS AND RECREATION EVENT WHERE YOU CAN GET YOUR HANDS DIRTY, YOU CAN PROMOTE PLAY, YET YOU CAN STILL HAVE A SPECIAL EVENT.

AND WE SAW RESIDENTS COME AND PLAY AND WE SAW THE NEED FOR PLAY IN OUR PARKS.

AND AS WE CONTINUE TO GROW, THAT'S WHAT WE WANT TO DO AND THAT'S WHAT WE'RE HERE FOR.

SO FREEDOM AND FIREWORKS.

BASED ON THE POLL WE TOOK LAST MONTH OR ABOUT THREE WEEKS AGO, COUNTRY MUSIC WAS THE WINNER AND PARTY BANDS CAME IN CLOSE SECOND.

SO MY RECOMMENDATION WOULD BE WE DO IT AGAIN.

WE'VE RECENTLY MET WITH SOME OF THE CITY STAFF, ALSO OUR COUNCIL LIAISONS, AND DONE A LITTLE BIT OF A REDEFINE ON THE OBJECTIVE AND SCOPE OF THIS SEARCH ALONG WITH THE TIMELINE, AND THEN IDENTIFIED SOME GOOD ACTION ITEMS AND NEXT STEPS FOR US THAT WE'LL COVER FOR YOU A LITTLE BIT OF A HIGH LEVEL THIS EVENING AND THEN OBVIOUSLY ANSWER ANY QUESTIONS THAT THAT YOU HAVE.

OUR PRIMARY OBJECTIVE FOR THE CEO, SEARCH IS FOCUSED ON THE NEED FOR CANDIDATES WITH STRONG TIES AND AND NETWORK AND ECONOMIC DEVELOPMENT FOR THE COMMUNITY. WE BELIEVE THIS WILL HELP SERVE BOTH BOARDS EQUALLY.

WE HAVE DISCUSSED THE APPROACH FOR IDENTIFYING POTENTIAL CANDIDATES AS WELL AS LEVERAGING PERSONAL INDUSTRY CONTACTS, OUR NETWORK WITH TEDC, AND HAVE A SOLID PLAN ON WORKING THROUGH BOTH EXISTING AND YET UNIDENTIFIED CANDIDATES.

FIRST THING FIRST ON THIS IS DOING A LITTLE BIT OF A RECALIBRATE.

WE HAVE ALREADY BEGUN TO WORK TO TAKE DOWN ANY AND ALL CURRENT POSTINGS ON THIS POSITION AND ACTUALLY DO A REBRAND.

WORKING WITH ASSISTANT CITY MANAGER AND THE COMMUNICATION DIRECTOR ON THAT.

SO I'LL LEAVE THAT UP TO YOUR IMAGINATION OF HOW THAT PHONE CALL WENT, BUT RIGHTFULLY SO.

UPSET ON THAT. SO THERE WERE A FEW ITEMS, THOUGH, PRESENTED AS NEEDING REPAIR OR ADDRESSED FOR THE CONTINUED USE OF THE FACILITIES.

I'M SURE YOU CAN IMAGINE WITH A BUILDING OF ITS AGE AND CHARACTER, EVEN GIVEN THE AMOUNT OF INITIAL INVESTMENT, GETTING THAT THAT COMMUNITY CENTER REFURBISHED AND OPENED INITIALLY, THEY'RE STILL GOING TO BE, YOU KNOW, ONGOING COSTS, MAINTENANCE, OPERATIONAL COSTS, IN ADDITION TO, YOU KNOW, AN OCCASIONAL REPAIR HERE AND THERE.

I'LL TELL YOU, IT'S BEEN A PRIORITY FOR THE BOARD TO TAKE THE NECESSARY TIME TO COLLECT THE INFORMATION AND CONSIDER EVERY POSSIBLE AVENUE AND OPTION, NOT EXCUSE ME, NOT ONLY FOR TODAY, BUT LOOKING FORWARD TO THE FORESEEABLE FUTURE OF THE EXISTENCE OF THE COMMUNITY CENTER AND ITS PURPOSE.

IN THE PAST, WE HAVE APPROVED AND EXPENSED REPAIRS THAT HAVE BEEN VARIOUS STRUCTURAL AND MECHANICAL NEEDS, AS WELL AS ADDITIONS LIKE THE ON PREM GENERATOR, WHICH HAS HELPED THAT FACILITY FACILITY BE ABLE TO STAND ON ITS OWN AND SUPPORT ITSELF AND BE SELF-SUSTAINED.

IN THE INTERIM, WE HAVE ALSO LEARNED THAT SOME OF THE REPAIRS HAVE MERELY BEEN ADDRESSING THE SYMPTOMS, YET HAVE FAILED TO ACTUALLY SOLVE THE PROBLEM.

THAT IS WHY THIS BOARD HAS TAKEN A MORE IN-DEPTH LOOK, TO GAIN A BETTER UNDERSTANDING OF THE OPTIONS TO FIX THE ROOT PROBLEM, AND NOT JUST CONTINUE TO PUT A BAND-AID ON THEM AS OPPOSED TO, YOU KNOW, CONTINUING TO PAY FOR REOCCURRING REPAIRS.

THESE STRUCTURAL AND MECHANICAL REPAIRS INCLUDE THE FOUNDATION AND FLOORING AS WELL AS FIRE SUPPRESSION SYSTEM, AND WE'VE WORKED METICULOUSLY ON ENSURING THIS IS FINANCIALLY FEASIBLE AND MAINTAINING THE BUILDING REQUIREMENTS.

MANY OF US AS HOMEOWNERS CAN RELATE.

I'M SURE THERE IS NEVER A GOOD TIME FOR REPAIRS LIKE THIS, JUST AS SUCH MANY HOMEOWNERS CAN ATTEST THERE IS AMPLE CONSIDERATION WHEN NEEDING TO LOOK AT THESE, INCLUDING INVESTIGATING, ASSESSING, AND OBTAINING QUOTES FOR REPAIRS.

BUT JUST TO NAME SOME OF THE MOST PROMINENT USES, AS THE COMMUNITY HAS FELT ALONG WITH US, WITH THEM, THERE IS LIMITED EXISTING AVAILABLE SPACE WITHIN THE COMMUNITY TO SERVE THOSE NEEDS.

AND IT'S THE BOARD'S POSITION THAT WE ARE DILIGENT IN OUR EFFORTS TO PRESERVE THE CENTER AS MUCH AS REASONABLY POSSIBLE, AND IT CONTINUES TO SERVE THE COMMUNITY.

AND TO NOTE, WE ARE ENGAGING WITH A CONSTRUCTION MANAGER TO HELP OVERSEE THIS AND MAKE SURE THAT WE'RE NOT JUST TRYING TO TAKE THIS ON OUR OWN BUT USING THE PROFESSIONAL RESOURCES OF THAT MANAGER TO HELP US MAKE SURE THAT WE ARE TAKING THE APPROPRIATE STEPS AND VETTING EVERYTHING THAT WE SHOULD BE DOING.

SO ON AUGUST 6TH LAST WEEK, THE CDC BOARD UNANIMOUSLY APPROVED THE ALLOCATION OF FUNDING AND THE NOT TO EXCEED AMOUNT OF UP TO $500,000 TO UNDERTAKE NECESSARY REPAIRS AND MAINTENANCE AT THE COMMUNITY CENTER, WHICH NECESSITATES AN ADJUSTMENT TO THE ADOPTED FISCAL YEAR 2023 2024 BUDGET, WHICH WOULD BE RATIFIED AND APPROVED BY YOU, THE CITY COUNCIL.

FUNDING FOR THE NECESSARY REPAIRS AND MAINTENANCE AT THE COMMUNITY CENTER WILL COME FROM THE DCS UNASSIGNED FUND BALANCE.

AND I'LL NOTE OUR OBJECTIVE IS VERY CLEAR.

WE WANT TO REOPEN AS SOON AS POSSIBLE, GIVEN THE VALUE OF THE COMMUNITY CENTER SERVICING THE IMMEDIATE NEED WITHIN PRINCETON TO HOST AND PROVIDE SERVICES, MEALS, ACTIVITIES, SENIORS, COMMUNITY PREPAREDNESS AND AT A TIME OF GREAT NEED WHEN NEEDED, SHELTER.

WE ARE COMMITTED TO FINDING A PATH FORWARD FOR THE FORESEEABLE FUTURE.

MY UNDERSTANDING IS WHEN WE FIRST PURCHASED THE BUILDING, FLOORING AND FOUNDATION WORK HAD TO BE DONE AT THAT TIME.

WHAT HAPPENED? SO I WASN'T.

WHAT? WHY? THEY HAD TO BE DONE AGAIN.

SO THE FOUNDATION QUOTE THAT WE'VE GOTTEN IS TO PUT A GREAT NUMBER OF PIERS THROUGHOUT THE ENTIRE BUILDING.

THE WAY THAT IT WAS DONE PREVIOUSLY IS REALLY ALL I CAN SPEAK TO IS THAT IT WAS DONE WITH LIKE, SHIMS, AND IT WAS MADE WITH SOME FOR LACK OF A BETTER TERM, SOME QUICK FIX ADJUSTMENTS THAT LEVELED IT AT THE TIME.

BUT ANYBODY THAT KNOWS ANYTHING ABOUT FOUNDATION REPAIR, USING SHIMS AND THINGS LIKE THAT ARE NOT REALLY ADEQUATE FOR THAT.

AND I MIGHT DEFER TO CHASE TO HELP ME FIELD SOME OF THIS.

SO WHAT YOU HAVE IS FROM THE ENGINEERING REPORT, WE HAVE A NINE INCH INDIFFERENCE BETWEEN 1 AND 1 SIDE OF THE BUILDING TO THE OTHER.

AS MR. WATSON WAS SPEAKING TO WITH THE FOUNDATION.

NOW THEY WOULD GO WITH HELICAL PIERS, SPIRAL DOWN INTO BEDROCK.

THAT WAY YOU'RE TALKING FOR ZERO MOVEMENT MOVING FORWARD.

SO THAT WOULD BE ON THE FOUNDATION SIDE.

SO ALL THE FLOORING ACTUALLY HAS TO COME UP TO GET INTO THE INTERIOR PIERS FOR NEW RECONSTRUCTION.

SO THIS IS A GREAT PROJECT FOR HIM TO PICK UP AND GET GOING IMMEDIATELY.

OKAY. AND WE'RE CONFIDENT THAT WE'VE FOUND ALL THE PROBLEMS. RIGHT. YES.

SO I MEAN, I CAN'T BE CONFIDENT IN ANYTHING ON A 100-YEAR-OLD BUILDING.

RIGHT? BUT AT THE SAME TIME, WE DID HAVE A THIRD-PARTY ENGINEERING FIRM INSPECT THE ENTIRE FACILITY, SCOPE ALL PLUMBING ISSUES. AND IN THEIR ENGINEERING REPORT, THESE WERE THE PROBLEMS THAT WERE IDENTIFIED.

SO THESE WOULD BE PLUS, I WILL SAY A SAFETY HAZARD INSPECTION IS BEING DONE ON THE FACILITY AS WELL.

THIRD PARTY.

SO ANYTHING THAT COMES UP FROM LIFE SAFETY OR WHICH THE BUILDING IS IN, IT'S IN GOOD SHAPE FROM THAT ASPECT.

BUT IT'S REALLY THE FOUNDATIONS.

AND LIKE I SAID, THE ASSESSMENTS WITH THE FIRE SUPPRESSION, THOSE ARE A COUPLE OF THE MAIN CONCERNS.

SO, WITH THIS $500,000 EXPENDITURE, IS THAT ON THE HIGH END.

HAS THERE BEEN ANYTHING BUILT IN FOR THAT CHANGE ORDER OR SOMETHING AT THE LAST MINUTE THAT MAY COME THROUGH? I WOULD SAY THAT IS ON THE HIGH END WITH CONTINGENCIES.

SO. THE TOTAL COST COME BACK FROM CONTRACTORS, YOU KNOW, LESS THAN THIS 500,000.

THIS IS THE NOT TO EXCEED.

SO ON THE HIGH END OF EACH ONE OF THESE BIDS, THAT IS THE HIGH END.

PLUS I'M GOING TO SAY ROUGHLY A 25% CONTINGENCY BUFFED INTO THAT AS WELL.

SO IF WE DON'T APPROVE THIS WHAT ARE THE OPTIONS FOR THAT LOCATION.

WELL I KNOW WE ARE IN STARTING THE PROCESS WITH MULTI GEN FACILITY AND FROM THE BOND PROJECTS.

BUT AS FAR AS YOU KNOW ALTERNATIVE LOCATIONS THAT'S THAT WOULD BE SOMETHING THAT YOU KNOW THE BOARD AND CDC COULD TAKE A LOOK AT.

BUT THAT'S NOT SOMETHING THAT I COULD ANSWER.

I COULD DEFER TO MR. MASHBURN. BUT YOU KNOW, THIS IS A BUILDING THAT THE COMMUNITY USES, SO I MEAN THAT WOULD BE FOR THIS BOARD, THE COUNCIL TO DECIDE.

YEAH. THERE'S ACTUALLY NOT TOO MANY OPTIONS FOR THAT PROPERTY.

THAT MAKES SENSE FEASIBLY IN AN ECONOMIC STANDPOINT.

THAT PROJECT ITSELF IS ACTUALLY TIED TO OTHER BONDS.

AND SO, YOU KNOW, WE COULD TAKE A HUGE CHUNK AND PAY THE BONDS OFF AND GO THAT ROUTE OR KEEP IT, MAINTAIN IT IN OVER THE NEXT, YOU KNOW, COURSE OF HOWEVER LONG WE WANT IT TO BE.

LET THAT SERVICE THE COMMUNITY.

AND THEN AT LEAST THAT'S LAND AND THAT'S AN ASSET THAT THE CITY WOULD OPERATE IN A DOWNTOWN THAT WE EVENTUALLY WANT TO SEE REVITALIZED VERSUS LETTING THAT GO.

AND IT TURNS INTO SOMETHING THAT WE DON'T HAVE CONTROL OF.

SO IT SERVES MULTIPLE BENEFITS NOW OF SERVING OUR COMMUNITY AND THEN BEING SOMETHING POTENTIALLY EVEN GRANDER IN THE FUTURE.

MY RECALL IS THAT THERE ALSO WAS AN ISSUE WITH EITHER THE PLUMBING OR THE SEWER SYSTEM.

IS THAT ALSO BEING CONSIDERED IN THE REPAIRS? THERE'S A LOT OF ITEMS THAT ARE ON THE ENGINEERING REPORT.

WE DON'T KNOW THE TIME FRAME ON THESE REPAIRS, BUT I CAN ASSURE YOU WITH WHO WE HAVE ON IT, THEY WOULD GET THEM DONE AS QUICKLY AS POSSIBLE, AND THAT WOULD BE UP TO CHASE TO, TO CERTAINLY BE AS KIND AS POSSIBLE AND RELAYING THAT MESSAGE.
