THIS IS SOMETHING THAT'S A LITTLE MORE PERSONAL.

MY HUSBAND ATTENDED THE SPECIAL MEETING ON THURSDAY WITH US, AND EVEN MYSELF, AND USUALLY I HAVE NO ISSUES, BUT THURSDAY WE WERE HAVING A LOT OF AUDIO ISSUES.

I KEPT GOING LIKE THIS BECAUSE I COULD BARELY HEAR.

MY HUSBAND, IF HE DOESN'T WEAR HIS HEARING AIDS, HE IS 110% DEAF.

HE WAS SITTING NEXT TO ME, AND IF I WAS STRUGGLING TO HEAR, HE SAID HE ONLY HEARD ABOUT 5-10% OF WHAT HAPPENED THURSDAY NIGHT. VERY SAD.

I UNDERSTAND I HEARD THAT THERE'S WHERE HE COULD SIT OUT IN THE HALLWAY AND WATCH A SCREEN.

COME ON, THAT'S A LITTLE RIDICULOUS.

SO YOU'RE TELLING ME HE CAN'T SIT IN HERE WITH ME.

WE'VE GOT SCREEN THERE, I'M SURE WE COULD SOMEWHERE PUT OTHER SCREENS UP TO ACCOMMODATE PEOPLE THAT DO WEAR HEARING AIDS AND DO NEED CLOSED CAPTIONING.

I COME HERE TODAY TO ASK THE COUNCIL TO PLEASE STOP THROWING TXDOT UNDER THE BUS.

YES, TXDOT DOES SHARE SOME RESPONSIBILITY FOR OUR MOBILITY RESTRICTIONS IN AND OUT OF PRINCETON.

HOWEVER, THIS COUNCIL AND PREVIOUS COUNCILS MUST SHARE SOME OF THAT BLAME AS WELL.

TXDOT HAS AND WILL ALWAYS BE A REACTIVE AGENCY, AND THIS WILL NEVER CHANGE.

BUT WHAT WE CAN CHANGE IS RIGHT HERE IN THIS ROOM.

WE CAN CHANGE THE PLANNING, WE CAN CHANGE THE CORE VALUES, WE CAN CHANGE THE POLICIES, AND WE CAN CHANGE THE ELECTED OFFICIALS.

THE CITY OF PRINCETON HAS PLAYED A PART IN THIS CRISIS.

THE CITY HAS POORLY BALANCED THE GROWTH IN OUR COMMUNITY.

SIMPLY PUT, THERE HAS BEEN TOO MANY APARTMENTS, TOWN HOMES, AND 40 FOOT WIDE LOTS LIKE THE ONES BEHIND US.

THE NEIGHBORHOOD BEHIND US HAS ONLY IMPACTED PRINCETON WITH MORE POPULATION.

IT HAS ALSO PROBABLY EXTENDED THE 3A BYPASS COMPLETION FOR TWO MORE YEARS BECAUSE THE ENVIRONMENTAL CLEARANCE NEEDED FOR THE REVISED ALIGNMENT.

ON MAY 7TH OF 2019, THE PREFERRED ALIGNMENT WAS PUBLISHED.

IN JUNE OF 2020,

THE FIRST PERMITS WERE ISSUED FOR THIS DEVELOPMENT BEHIND US.

THOSE FIRST PERMITS WERE FOR THE LOTS DIRECTLY ON THE PREFERRED ALIGNMENT.

SO IN THOSE 13 MONTHS, NOBODY WANTED TO FIND SOLUTION TO THIS PROBLEM.

IT APPEARS THE ONLY SOLUTION WAS TO FORCE TXDOT TO SHIFT THE ALIGNMENT EASTWARD.

SO NOW IT HAS BECOME A US ARMY CORPS OF ENGINEERS PROBLEM, AND AT THE EXPENSE OF THE OPEN SPACE AND GREEN BELT AREA JUST EAST OF US HERE.

SO BECAUSE NOBODY WANTED TO STEP UP AT THE TIME TO FIND A SOLUTION, THE PROJECT HAS ONLY BEEN DELAYED, BUT IT WILL PROBABLY CONSIST OF AN EXTENDED ELEVATED HIGHWAY WITH A 30 FOOT WALL ON THE WEST SIDE RIGHT NEXT TO RESIDENTIAL HOMES.

I KNOW MOST OF THIS COUNCIL WAS NOT PART OF THAT DECISION.

BUT HONESTLY, IT DOESN'T MATTER AT THIS POINT.

THE PEOPLE HAVE HAD ENOUGH.

REGARDLESS OF WHAT SOME COUNCIL MEMBERS MAY SAY, OUR QUALITY OF LIFE IS NOT GETTING BETTER, IT'S GETTING WORSE.

I CUT MY DRIVING TEETH ON THE 02 LANE 380, AND AT NO TIME HAVE I EVER LOGGED IN AS MUCH IDLE TIME AS I DO NOW.

POLICE STOP SAYING THESE THINGS.

THE CITY, FOR SOME REASON, BELIEVES THEY ARE ALWAYS RIGHTEOUS AND DOES NO WRONG.

THIS IS SIMPLY NOT TRUE. THANK YOU.

WE WERE VERY FORTUNATE THIS YEAR TO GO FROM 16 STUDENTS WHO PARTICIPATED IN 2023 TO OVER 120 STUDENTS WHO PARTICIPATED THIS YEAR, AND THEY READ A TOTAL OF OVER 195,000 MINUTES.

AND THIS IS VERY IMPORTANT BECAUSE AS WE KNOW, IF YOU'RE NOT READING OVER THE SUMMER, YOU CAN EXPERIENCE WHAT THEY CALL THE SUMMER SLIDE.

AND RESEARCH HAS SHOWN THAT SOME STUDENTS WILL LOSE AT LEAST 20% OF WHAT THEY HAVE GAINED DURING THE SCHOOL YEAR IF THEY'RE NOT PRACTICING READING OVER THE SUMMER.

SO IT'S VERY IMPORTANT THAT THEY'RE CONTINUING TO DO THIS.

SO WE'RE VERY PROUD OF OUR READERS AND THE PARENTS WHO ACTUALLY ENCOURAGE THEIR KIDS TO READ OVER THE SUMMER AND PARTICIPATED IN THIS PROGRAM, AS WELL AS WE WOULD LIKE TO THANK OUR SPONSORS WHO ARE COMMUNITY SPONSORS, SCOOTERS COFFEE, PRINCETON FAMILY DENTAL, DOMINOS PIZZA SONIC, CWD, AND TEXAS ROADHOUSE FOR HELPING PROVIDE THE PRIZES FOR THOSE STUDENTS.

AS NOTED, THE STATE TRUTHS AND TAXATION LAWS PROVIDE FOR A VERY STRICT SET OF STEPS IN ORDER TO ADOPT A PROPERTY TAX RATE AS WELL AS TO ADOPT A BUDGET.

TONIGHT FOR THIS PARTICULAR AGENDA ITEM, IS THAT FIRST STEP, AND THAT IS TO PROPOSE A PROPERTY TAX RATE FOR THE COMING FISCAL YEAR STARTING OCTOBER 1.

THE STAFF, THE CITY MAGERS BUDGET THAT HAS BEEN PRESENTED TO THE COUNCIL WAS PREDICATED UPON MAINTAINING THE EXISTING PROPERTY TAX RATE AT 0.44 0226 PER $100 EVALUATION.

THIS PROPOSED RATE IS THE SAME RATE THAT HAS BEEN EFFECT FOR THIS CURRENT FISCAL YEAR.

THE RECOMMENDATION FROM STAFF IS TO PROPOSE THIS RATE AND TO SET A PUBLIC HEARING TO DISCUSS THIS RATE.

JUST AS A NOTE, IN TERMS OF ADDITIONAL STEPS THAT THE GENERAL PUBLIC HAS IN TERMS OF THIS PROCESS, THERE IS A BUDGET WORKSHOP THAT COUNCIL SCHEDULED FOR SEPTEMBER THE 12TH AT 6:00 P.M.

IN COUNCIL CHAMBERS, WHICH IS OPEN TO THE GENERAL PUBLIC.

ONE THING I DO WANT TO NOTE IS THAT THE PROPOSED PROPERTY TAX RATE WAS PREDICATED UPON ABSORBING THE UPCOMING CERTIFICATES OBLIGATION AND THE PARTIAL BOND ISSUE FOR THE PARK BONDS IN THIS COMING YEAR.

I KNOW THAT'S SOMETHING THAT HAS BEEN COMMUNICATED TO THE RESIDENTS THAT THERE WOULD NOT BE A TAX RATE ASSOCIATED WITH EITHER THOSE TWO DEBT ISSUANCES AND THAT THIS RATE IN THIS PROPOSAL IS PREDICATED ON THAT.

I'D BE HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE.

ONE THING I MIGHT NOTE IS THAT OBVIOUSLY, TONIGHT, THERE'S NOT AN ADOPTION OF THE PROPERTY TAX RATE.

MOVE FORWARD. THE TWO SITES THAT HAVE ALREADY BEEN SET IN MOTION FOR CONSTRUCTION ARE A SITE OWNED BY THE EDC CURRENTLY OFF OF 1219, THAT'S BY THE CONCRETE PLANT SOUTH OFF OF 982, AND THE DEL HURD LAMBERT PARK, WHICH IS THE PARKS JUST EAST OF HERE ALONG 380.

THOSE SITES ARE CURRENTLY UNDER REVIEW.

THERE'S SOME MODIFICATIONS BEING MADE TO THE PLANS TO ACCOUNT FOR SOME CHANGES THAT WERE REQUIRED FOR THE DRIVEWAYS TO BE CONSTRUCTED TO CITY ORDINANCE.

HOW UPGRADABLE ARE THE SYSTEM THAT WE'RE GOING TO GET?

>> THE SYSTEM STARTING OUT WILL BE A ONE-GIGABIT RING GOING ALL THE WAY AROUND TO ALL FOUR OF THOSE SITES.

IF YOU WANTED TO SAY IN FIVE YEARS, YOU CAME BACK AND WERE LIKE, HEY, WE WANT TO GO TO 10 OR LET'S JUST SAY YOU WANT TO DOUBLE THE CAPACITY.

IT WOULD BE AS SIMPLE AS GOING UP AND, ACTUALLY, PUTTING A COUPLER ON THE BACK OF THE DISH AND HAVE TWO RADIOS UP THERE INSTEAD OF ONE RUNNING DOWN SOME ADDITIONAL CABLES, AND THEN DOUBLE YOUR BANDWIDTH THAT WAY.

IT'S NOT HIGHLY INTENSIVE TO DO THAT.

NOW, 10-15 YEARS, THERE'S NO TELLING WHAT OUR NEEDS ARE GOING TO BE.

BUT I SAY IT RIGHT NOW, WE CAN PUT A TEN GIG LINK IN RIGHT NOW, BUT NOBODY'S USING 10 GIG.

THE ONLY PEOPLE THAT COULD POSSIBLY DO THAT IS IF YOU'RE SENDING MRI IMAGES AND A TON OF THEM DOWN THE SAME PIPE AT THE SAME TIME, THAT'S THE ONLY THING I CAN THINK OF RIGHT NOW GOING IN BETWEEN HOSPITALS THAT HAS ENOUGH TO CARRY A 10 GIG.

THE ONE GIG WILL LAST YOU FOR QUITE A WHILE.

HOWEVER, IF YOU DO OUTGROW IT, THEN IT CAN BE UPDATED PRETTY EASILY, AND AT A LESS EXPENSIVE COST THAN THE FIRST INITIAL INSTALLATION.
