COX, IF YOU COULD EXPLAIN IN LAYMAN'S TERMS, WHY IS IT THAT THE PROPERTY TAX IS REMAINING THE SAME AS LAST YEAR, BUT RESIDENTS ARE EXPERIENCING AN INCREASE IN THE IN THE AMOUNT OF TAXES THAT THEY'RE PAYING? YES, MA'AM. OVERALL, THERE WAS AN APPROXIMATELY 8% INCREASE IN VALUES OF THE CITY OF PRINCETON. THAT'S PREDOMINANTLY IN NEW CONSTRUCTION ON EXISTING RESIDENTIAL. THE AVERAGE HOME, THE AVERAGE HOME VALUE, TAXABLE VALUE IN PRINCETON IS $328,000. AGAIN, THAT'S TAXABLE VALUE. SO ON AVERAGE BECAUSE THE VALUES WENT UP EVEN THOUGH THE TAX RATE IS REMAINING OR PROPOSED TO REMAIN THE SAME, THAT WOULD INDICATE THAT ON AVERAGE, THAT THAT PARTICULAR HOMEOWNER WOULD SEE AN INCREASE OF $109.07 ANNUALLY ON THEIR BILL. I DO WANT TO NOTE THAT IN TERMS OF PROPERTY TAX AND THE REVENUE THAT COMES IN, THE PROPERTY TAX IS DIVIDED INTO TWO PORTIONS. PART OF IT FUNDS THE GENERAL FUND, AND THE OTHER PART FUNDS THE DEBT SERVICE OF THE CITY. THE MAIN PLACE THAT THAT ADDITIONAL REVENUE IS GOING IS TO FUND THE ADDITIONAL DEBT THAT'S BEEN AUTHORIZED BY, [00:15:09] BY THE RESIDENTS. THE CERTIFICATES OF OBLIGATION THAT ARE COMING UP AND ULTIMATELY THE $109 MILLION FOR PARK IMPROVEMENTS. SO, YES, THE RATES STAYING THE SAME. REVENUES ARE COMING IN A LITTLE BIT HIGHER. BUT IN TERMS OF THE AMOUNT THAT GOES TO THE GENERAL FUND, IT'S ABOUT AN ADDITIONAL MILLION DOLLARS THAT'S GOING INTO THE GENERAL FUND. BUT THE PORTION THAT'S GOING INTO THE DEBT SERVICE FUND IS ABOUT $1.6 MILLION. SO THAT'S MY EXPLANATION FOR, YOU KNOW, EVEN THOUGH THE RATE REMAINS THE SAME. YES. THERE ARE RESIDENTS THAT ARE GOING TO SEE A SMALL INCREASE TO THEIR ACTUAL BILL. SO THAT INCREASES THE OFFSET OF LIKE THE NEW CONSTRUCTION. AS YOU MENTIONED, THE VAST MAJORITY IS NEW CONSTRUCTION, BUT ON AVERAGE FOR THE AVERAGE RESIDENTIAL HOME, IT'S ABOUT $109 PER YEAR. OKAY. SO THAT'S PRIMARILY DUE TO THE INCREASE IN PROPERTY VALUE. YES, MA'AM. WHY ISN'T THAT OFFSET BY SALES TAXES? THE SALES TAX I MENTIONED PROPERTY TAX IN THE PROPOSED BUDGET. PROPERTY TAX REPRESENTS $1 MILLION MORE FOR THE GENERAL FUND. SALES TAX IS ABOUT $700,000. THAT WE'RE ESTIMATING WILL BE THE INCREASE FOR NEXT YEAR. SO THAT'S $1.7 MILLION IN ADDITIONAL REVENUE THAT WE'RE FORECASTING BETWEEN PROPERTY TAXES AND SALES TAXES. A LOT OF MONEY. ADMITTEDLY, HOWEVER, I WANT TO KEEP IN MIND THAT THE BUDGET THAT IS PROPOSED THAT WAS PUT TOGETHER IN ACCORDANCE WITH THE STRATEGIC PLANNING, WITH COUNCIL MAKING SURE WE MEET, YOU KNOW, THE GOALS AND OBJECTIVES OF COUNCIL TWO, TWO MAIN DRIVERS OF THE REASON WHY WE NEED THE ADDITIONAL REVENUE TO COVER EXPENDITURES IS NUMBER ONE, THE ADDITIONAL THERE'S SEVEN ADDITIONAL POLICE OFFICERS THAT ARE IN THE BUDGET. THERE ARE THREE ADDITIONAL FIREFIGHTERS THAT ARE IN THE BUDGET. AND THEN ON TOP OF THAT, WE HAD THAT WHOLE DISCUSSION ABOUT MAKING SURE THAT THE CITY OF PRINCETON ADEQUATELY AND COMPETITIVELY COMPENSATES THEIR EMPLOYEES, PREDOMINANTLY POLICE AND FIRE. AND IF YOU MIGHT RECALL, ONE OF THE CONCERNS THAT COUNCIL HAD IS THAT CURRENTLY FIREFIGHTERS AND POLICE OFFICERS ARE IN TERMS OF THE CITIES WE COMPETE AGAINST, WE ARE AT THE VERY LOWEST END OF THE SCALE. AND SO FROM A COMPETITIVE STANDPOINT, IT'S BECOMING INCREASINGLY DIFFICULT TO HIRE POLICE AND FIREFIGHTERS. THE COST OF THE COMP STUDY THAT WE ARE RECOMMENDING BE PUT IN PLACE NEXT YEAR IS $2 MILLION BY ITSELF. SO I MENTIONED HIRING TEN MORE PUBLIC SAFETY OFFICERS. $2 MILLION FOR A COMPENSATION PLAN FOR EXISTING PUBLIC SAFETY FOLKS TO MAKE SURE THEY'RE COMPETITIVELY COUNCILMAN CONTEMPLATED, COMPENSATED. THOSE NUMBERS AND EXPENDITURE NUMBERS, BECAUSE THAT'S GOING TO BE CLOSE TO IN TERMS OF THE NEW OFFICERS AND THE COMP PLAN. THAT'S CLOSE TO 300, I MEAN, $3 MILLION IN ITSELF. AND IN ORDER TO HAVE THAT INCREASED EXPENDITURE AND YET ONLY HAVE $1.7 MILLION IN INCREASED REVENUES, OBVIOUSLY WE HAD TO HAVE SOME DIVERSIFICATION. AND SO OTHER REVENUES ARE HELPING WITH THAT. AND WHAT'S HAPPENED SINCE THAT CAME OUT WAS NOW WHERE THE DEVELOPMENTS ARE HAPPENING AT, AT EVEN GREATER DENSITIES OF SEVEN HOMES PER ACRE. AND OUTSIDE OF THE ETJ AND OUR OBLIGATED SERVICE AREAS, THEY'RE EVEN HIGHER THAN THAT. I MEAN, SOME OF THEM I DON'T HAVE AN ACTUAL NUMBER, BUT I'M ESTIMATING CLOSE TO TEN LOTS PER ACRE.
