[G. STAFF REPORT ITEMS]

AND WE'LL MOVE ON TO STAFF REPORT ITEMS AS WELL.

GOOD EVENING, MR. CHAIR. MR. VICE CHAIR, DISTINGUISHED BOARD MEMBERS.

I WILL PRESENT A SUMMARY OF YOUR FINANCIAL STATEMENT FOR THE MONTH OF JANUARY.

MY APOLOGIES. I'D JUST LIKE TO HAVE A SUMMARY SO I DON'T RAMBLE ON.

ALL RIGHT. SO YOUR FINANCIAL REPORT FOR JANUARY 2025.

AS I KIND OF ALWAYS TRY TO REMIND YOU.

THIS IS TWO MONTHS BEHIND FROM THE COMPTROLLER'S OFFICE.

SO WHAT YOU'RE ACTUALLY LOOKING AT IS GOING TO BE NOVEMBER OF 2024.

THERE HAS NOT BEEN A SIGNIFICANT CHANGE IN YOUR AMOUNTS ONLY BECAUSE YOU'RE STILL VERY NEW INTO YOUR FISCAL YEAR.

SO, LIKE I SAID, NOT MUCH HAS CHANGED.

RIGHT NOW, YOU HAVE TOTAL ASSETS OF 4.48 MILLION, WITH 4.15 MILLION IN CASH AND 322,000 IN SALES TAX RECEIVABLES.

SOME OF YOUR MAJOR PROJECT COMMITMENTS INCLUDE 739,000 FOR CROSSROADS, 500,000 FOR THE PARKS MASTER PLAN AND 552,000 FOR DEBT SERVICE.

YOUR FUND BALANCE CURRENTLY STANDS AT A LITTLE OVER 3.7 MILLION,

[00:05:01]

WITH ONE 199 MILLION UNASSIGNED.

THAT INDICATES A STRONG FINANCIAL STABILITY AT THE START OF YOUR FISCAL YEAR.

AND HERE YOU JUST HAVE A COMPARISON FROM NOVEMBER OF 2024 TO NOVEMBER OF 2023. AND FROM HERE, I WILL LET JIM TAKE OVER.

HE HAS A LITTLE BIT MORE INFORMATION ON YOUR BUDGET.

THANK YOU, MISS WALKER. IT WOULD BE VERY HELPFUL. PROBABLY, ALTHOUGH YOU CAN HEAR ME FOR THE REST OF THEM IF I TURN ON MY MICROPHONE, THERE GOING TO BE A FEW THINGS THAT THAT YOU'LL BE SEEING A LITTLE BIT DIFFERENTLY MOVING FORWARD. THE FIRST ONE IS UP IN FRONT OF YOU RIGHT NOW IN THE SCREEN.

I'VE BEEN DOING THIS A LONG TIME FOR PROBABLY THE LAST 20 OF MY 25 YEARS.

I TRACKED SALES TAX ON A FIVE YEAR VIEW, AND I LOOK AT IT EVERY MONTH.

AND I'LL JUST VERY BRIEFLY WALK YOU THROUGH.

THE BEST WAY TO ANALYZE SALES TAXES, YOU PROBABLY KNOW, BUT MAY NOT. SALES TAX IS CYCLICAL.

YOU'RE GOING TO HAVE YOUR SAME BIG MONTHS EVERY YEAR. YOU'RE GOING TO HAVE YOUR SAME SMALLER MONTHS EVERY SINGLE YEAR.

SO THE BEST WAY TO LOOK AT SALES TAX ISN'T MONTH OVER PREVIOUS MONTH IT'S OVER SAME MONTH PREVIOUS YEAR. SO YOU LOOK ACROSS THAT SCHEMATIC FOR COMPARISONS INSTEAD OF DOWN EACH ROW. THE REALLY GOOD NEWS IS THAT OUT OF THE LAST FIVE YEARS, YOU SEE ONE RED NUMBER UP THERE.

THERE'S BEEN ONE MONTH OUT OF THE LAST FIVE YEARS.

IT WAS DOWN COMPARED TO THE SAME MONTH PREVIOUS YEAR.

WITH THAT BEING A SINGULAR EVENT AND HOW LITTLE IT WAS DOWN, THERE ARE A NUMBER OF THINGS THAT CAN AFFECT YOUR SALES TAX REPORT.

THERE CAN BE AN AUDIT AT THE COMPTROLLER'S OFFICE.

THERE CAN BE A LATE PAY BY A SPECIFIC RETAILER.

THERE ARE THERE ARE VARIOUS THINGS THAT ON A SINGLE MONTH, CAN KIND OF GIVE YOU A SKEWED VIEW OF YOUR SALES TAX.

SO REALLY IT'S IMPORTANT.

I TRACK THEM EVERY MONTH, BUT YOU REALLY LOOK AT IT QUARTERLY AND THEN REALLY ANNUALLY TO GET THE BEST PICTURE.

AGAIN, THE BEST NEWS IS IT'S ALL GREEN UP THERE.

YOU'RE AVERAGING 16 PLUS PERCENT INCREASE YEAR OVER YEAR.

THAT CLOSELY TRACKS WHAT OUR POPULATION GROWTH HAS BEEN.

RIGHT NOW WITH OUR RELATIVELY LIMITED RETAIL, WHICH WILL I THINK WE'LL ALL START SEEING CHANGES IN AS EARLY AS THIS YEAR.

YOU'LL START SEEING THOSE NUMBERS REFLECT NEW RETAIL OPPORTUNITIES COMING ONLINE AND CAPTURING THAT MARKET.

INSTEAD OF HAVING THAT MARKET GO HEAD EAST OR WEST.

AND NOT JUST THE FLUCTUATION OR THE INCREASE IN OUR POPULATION, BUT THE SALES TAX. SALES TAX STORY IS A VERY POSITIVE ONE.

I WILL ALSO SAY AS IT RELATES TO FINANCIAL REPORTS, YOU WILL PROBABLY STARTING NEXT MONTH, I HOPE, IF NOT, AT LEAST BY MARCH, BE SEEING A SLIGHTLY DIFFERENT FINANCIAL REPORT FINANCE OR I'M SORRY, PRESENTATION OR SUMMARY.

THE CURRENTLY SOME OF OUR BUDGET CATEGORIES IN THE CITY'S BUDGET CATEGORIES, FOR LACK OF A BETTER WAY TO PUT IT, OR KIND OF SPEAK IN DIFFERENT LANGUAGES.

AND I WANT TO SYNC THOSE UP BECAUSE IT MAKES IT DIFFICULT ON FINANCE, IF WE'RE USING A DIFFERENT VERNACULAR ON OUR BUDGETARY ITEMS TO MAKE SURE EVERYTHING GETS IN THE RIGHT COLUMNS. SO WE'RE GOING TO MATCH THOSE UP.

WE'RE NOT GOING TO DON'T EXPECT TO COME TO A MEETING AND SEE A FOUR PAGE LIST OF ACCOUNTS AND FINANCIAL LIKE HAS BEEN IN THE PAST.

WE'RE JUST GOING TO CHANGE SOME OF THE CODING. I THINK THERE'S PROBABLY GOING TO BE ABOUT THE SAME NUMBER OF ABOUT 5 TO 7 CATEGORIES THAT WE NEED TO TRACK.

AND AS WE HAVE SPECIFIC PROJECTS THAT WILL GET ITS OWN CODE IN ITS OWN NAME BUT THE NUMBERS WILL NOT CHANGE.

OBVIOUSLY, IT'LL JUST BE MATCHING UP THAT VERNACULAR TO MAKE IT EASIER FOR FINANCE TO TRACK THESE THINGS. WITH THAT, I'LL BE MORE THAN HAPPY TO ANSWER ANY QUESTIONS. AGAIN THE EDC AND CDC'S INCOME SHOULD BE IDENTICAL BECAUSE YOU BOTH GET HALF CENT SALES TAX. AND SO IF YOU ATTEND THE EDC MEETINGS A DAY OR TWO BEFORE THESE MEETINGS, YOU'LL BE SEEING THIS REPORT TWICE.

I KNOW SOME OF YOU LIKE TO VISIT BOTH OF THE BOARDS.

THE ONLY LAST THING THAT I WILL MENTION BEFORE WE GET INTO THE AGENDA IS THERE'S BEEN SOME DISCUSSION ABOUT DOING SOME STRATEGIC PLANNING WITH WITH THE TWO BOARDS AND WHAT I WOULD LIKE THE BOARD TO CONSIDER.

AND MR. CHAIRMAN, I APOLOGIZE THAT YOU'RE HEARING THIS FOR THE FIRST TIME DURING THE MEETING. I'D LIKE TO KIND OF GIVE YOU A HEADS UP, BUT IN FEBRUARY, POSSIBLY CONSIDERING A JOINT MEETING, BUT HAVE IT BE A TRAINING SESSION SO WE CAN

[00:10:03]

LAY SOME PARAMETERS OF WHAT THE LAW SAYS EACH ORGANIZATION'S GOALS AND PARAMETERS SHOULD BE AS WE STRATEGIC PLAN. I THINK IT'LL GIVE EVERYBODY A LITTLE CLEANER BASIS, A STARTING POINT TO FOCUS WHERE WE THINK WE WANT TO FOCUS OUR ENERGIES, OUR MONEY, AND HAVE THE BIGGEST IMPACT.

THE EDC BOARD SEEM TO BE AMENABLE TO THAT.

WE WOULD PICK A DATE THAT WORKS FOR FOR BOTH BOARDS.

HAVING A WORKSHOP, EACH BOARD WOULD OBVIOUSLY CALL THE MEETING TO ORDER.

WE COULD EVEN TAKE CARE OF AN ITEM OR TWO IF WE NEED TO.

BUT THE MAJORITY OF THE AGENDA WILL BE KIND OF A TRAINING SESSION GOING OVER ECONOMIC AND COMMUNITY DEVELOPMENT 101 TO, YOU KNOW, SO TO SPEAK, FOR LACK OF A BETTER WAY TO PUT IT, TO JUST KIND OF LAY THE GROUNDWORK FOR STRATEGIC PLANNING. YEAH.

NO, I'M VERY GOOD WITH THAT.

I THINK IT'S ABOUT DUE TIME FOR US TO TO CIRCLE UP WITH THE EDC AGAIN AND, AND MEET AND HAVE THAT CONVERSATION AND DISCUSSION.

IF I COULD ACTUALLY TAKE THAT A STEP FURTHER, I WOULD ALSO LIKE TO I DON'T KNOW, I SOMEWHAT THINK IT'D BE MORE APPROPRIATE IF WE ALSO DID A WORKSHOP JUST FOR THE CDC.

THERE WAS A LOT OF DISCUSSION AROUND THE END OF LAST MONTH.

WITH SOME VISION AND PLANNING AND SOME STRATEGIC THINKING AND WHATNOT.

I KNOW YOU'RE STILL GETTING READ INTO SEVERAL OF THOSE THINGS, BUT SOONER THAN LATER, I'D LIKE TO HAVE AN OPPORTUNITY FOR US TO SIT DOWN WITH OUR BOARD AND DISCUSS SOME OF THOSE ITEMS, GET A LITTLE BIT OF GUIDANCE AND DIRECTION FROM YOU AND MISS WALKER AND THEN HAVE THE BOARD COME TOGETHER ON A CONSENSUS.

ABSOLUTELY. HEY, THESE ARE THESE.

THIS IS OUR VISION FOR THIS YEAR.

AND THESE ARE THE THINGS WE WANT TO MAKE SURE WE EXECUTE ON. AND THAT'S A GOOD POINT. THE HOPE WOULD BE TO DO THE JOINT TRAINING SESSION, BUT THEN SPLIT UP AND HAVE EACH BOARD DO THEIR STRATEGIC PLANNING.

AND AFTER THAT, QUITE HONESTLY, WE MAY WANT TO REGROUP AND COMPARE NOTES AND MAKE SURE THAT THE TWO PLANS FIT TOGETHER AND LEVERAGE ONE ANOTHER THE MOST THAT WE POSSIBLY CAN. SO YEAH, I LOVE THAT SUGGESTION.

IT WOULD ONLY BE KIND OF THE THE, THE LEAD IN TRAINING THAT I THINK WOULD BE HELPFUL BECAUSE THAT COULD BE HELPFUL FOR YOU GUYS TO BE ABLE TO RELATE THE DIFFERENCE BETWEEN THE TWO ORGANIZATIONS.

AND THERE ARE A FEW, BUT ALSO THE LIKENESSES, BECAUSE YOU'RE WAY MORE ALIKE THAN YOU ARE DIFFERENT.

THERE'S JUST A FEW THINGS THAT ARE REALLY DIFFERENT BETWEEN THE TWO, AND I KIND OF THINK IT'LL HELP SET THE TABLE MOVING FORWARD WITH WHEN YOU START DOING YOUR STRATEGIC PLANNING. NO, I DEFINITELY LIKE THAT IDEA.

I DEFINITELY APPRECIATE YOU BRINGING THAT APPROACH.

AND I DON'T WANT TO SPEAK FOR EVERYBODY, BUT DEFINITELY I THINK WE'RE WELCOMING THAT AND EXCITED AND READY TO GET THAT GOING.

SO I THINK THAT IS SOMETHING THAT WE CAN DEFINITELY GET ON THE CALENDAR FOR NEXT MONTH. SO LET ME ALSO OPEN IT UP FOR ANY ANY OTHER QUESTIONS OR ANYTHING ON THE REPORT, THE MONTHLY SALES TAX ANALYSIS THAT JIM PUT TOGETHER FOR US.

ANY QUESTIONS ON THAT OR THOUGHTS? THANK YOU, JIM, FOR THE GREAT DETAIL AND THE WORK YOU AND MISS WALKER HAVE PUT TOGETHER TO PUT THIS FINANCE REPORT TOGETHER.

OF COURSE. ALL RIGHT. IF THERE'S NO OTHER QUESTIONS OR COMMENTS ON THAT, THEN WE'LL GO AHEAD AND MOVE ON TO BOARD REPORT ITEMS,

[H. BOARD REPORT ITEMS]

ITEM H. CDC BOARD OF DIRECTORS REPORT ABOUT ITEMS OF COMMUNITY INTEREST AND WHICH NO ACTION WILL BE TAKEN. A COUPLE OF THINGS I WANTED TO POINT OUT REAL QUICK, AND I'LL OPEN IT UP FOR OTHERS AS WELL AS CALL OUT ONE DATE FEBRUARY 14TH.

NOT ONLY DON'T FORGET ABOUT YOUR SIGNIFICANT OTHER, BUT ALSO THAT IS THE DEADLINE FOR THE NEXT GRANT APPLICATION PROCESS.

SO WE'RE WE'RE EXCITED ABOUT THIS PROGRAM.

LOOKING FORWARD TO AWARDING SOME INCENTIVES TO SOME ORGANIZATIONS TO PUT THIS TO TO GOOD WORK. OBVIOUSLY, AS YOU JUST SAW IN THE FINANCIAL REPORT, WE'VE GOT A DECENT AMOUNT OF MONEY TO PUT BACK INTO THE COMMUNITY.

SO PLEASE MAKE THAT MARK ON YOUR CALENDAR AND MAKE SURE YOU GET THOSE APPLICATIONS IN NO LATER THAN FEBRUARY 14TH, WHICH I BELIEVE IS A FRIDAY.

YEAH. SECOND THING I WANTED TO POINT OUT TO IS WE DO HAVE AN OPEN POSITION, I BELIEVE, WITH THE BOARD.

SO I WANT TO ENCOURAGE APPLICATIONS FROM THE COMMUNITY.

I'M REALLY LOOKING FORWARD TO TO GETTING OUR NEXT PERSON UP HERE ON THE BOARD WITH US.

I KNOW PERSONALLY I WOULD LOVE TO HAVE SOMEBODY WHO'S INTERESTED IN POURING BACK INTO THE COMMUNITY, AS WELL AS WORKING WITH SOME OF THE NEW MEMBERS OF COUNCIL, THE NEW MANAGER, CITY MANAGER STAFF.

OBVIOUSLY WITH WITH THE OTHER COLLEAGUES AND BOARD MEMBERS.

AND ALSO, YOU KNOW, I THINK IT'D BE GREAT IF WE HAD SOMEBODY THAT'S GOT SOME, SOME REALLY GOOD DEEP EXPERIENCE WORKING WITH NON-PROFITS.

[00:15:04]

THAT SEEMS TO BE THE TYPE OF ORGANIZATIONS THAT WE TYPICALLY WORK PRETTY WELL WITH.

SO I THINK HAVING SOMEBODY THAT'S GOT THAT LEVEL OR SOME LEVEL OF EXPERIENCE IN WORKING WITH NONPROFITS WOULD CERTAINLY BE A HUGE ADD VALUE ADD TO THIS BOARD.

SO WITH THAT, I'LL SEE IF ANYBODY ELSE HAS ANYTHING FOR BOARD REPORT ITEMS. NOPE. ALL RIGHT, WE'LL MOVE ON TO THE CONSENT AGENDA.

[I. CONSENT AGENDA]

ALL CONSENT AGENDA ITEMS LISTED ARE CONSIDERED TO BE ROUTINE BY THE COMMUNITY DEVELOPMENT CORPORATION, AND WILL BE ENABLED BY ONE MOTION OR, I'M SORRY, ENACTED BY ONE MOTION.

THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS A BOARD MEMBER.

SO REQUEST IN WHICH EVENT THE ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED IN ITS NORMAL SEQUENCE ON THE AGENDA.

RIGHT NOW WE JUST HAVE THE MINUTES FROM OUR DECEMBER MEETING ON THE CONSENT AGENDA.

SO I WILL ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA.

I'LL MAKE A MOTION TO APPROVE THE CONSENT AGENDA.

I'LL SECOND. ALL RIGHT.

AND WE'LL GO AHEAD AND DO A ROLL CALL.

VOTE, MR. EVANS. YES. MISS.

PETTIS? YES. MR. THORNTON? YES. AND MR. ASH. YES.

AND I VOTE YES AS WELL.

SO IT CARRIES FIVE ZERO.

ALL RIGHT. WE'LL MOVE ON TO THE REGULAR AGENDA. ITEM NUMBER J1 2020 5-001 PDC

[J1. 2025- 001 PCDC Financial Statement and Sales Tax]

FINANCIAL STATEMENT AND SALES TAX DISCUSSION AND POSSIBLE ACTION REGARDING THE PCD FINANCIAL STATEMENT AND SALES TAX FOR THE MONTH OF JANUARY.

MR. CHAIR, MR. VICE CHAIR, DISTINGUISHED BOARD MEMBERS, THIS IS YOUR FINANCIAL STATEMENT AND SALES TAX REPORT FROM OUR FINANCE DEPARTMENT.

UNLESS YOU HAVE ANY QUESTIONS, WE JUST NEED A MOTION TO APPROVE.

WE'LL GO AND ENTERTAIN A MOTION.

I'LL MAKE A MOTION TO APPROVE. ITEM J12025001 PC, DC FINANCIAL STATEMENT AND SALES TAX.

SECOND. ALL RIGHT. WE'LL DO A ROLL CALL.

VOTE, MR. EVANS. YES, MISS PETTIS? YES, MR. THORNTON? YES.

AND MR. ASH? YES. AND I VOTE YES AS WELL.

THAT CARRIES FIVE ZERO.

ALL RIGHT. UP NEXT WE'VE GOT J2 2020 5-0021.

[J2. 2025- 002 OneHeart McKinney]

HEART MCKINNEY PRESENTATION, DISCUSSION AND POSSIBLE ACTION REGARDING ONE HEART MCKINNEY'S COMMUNITY SERVICES REQUESTED BY DIRECTOR THORNTON AND PRESENTED BY MR. SCOTT ELLIOTT AND ADA SAMUEL.

DID I SAY DID I SAY IT CORRECT? OKAY, GOOD. WITH ONE HEART OF MCKINNEY.

AND THANK YOU FOR JOINING US TONIGHT. WE APPRECIATE YOU COMING OUT. MR. CHAIR, MR. VICE CHAIR, DIRECTORS, MR. WHITMIRE, MISS WALKER, COUNCILMAN, AND MR. MAYOR AS WELL. GOOD TO SEE YOU GUYS.

APPRECIATE BEING ABLE TO CHAT TONIGHT AND TALK A LITTLE BIT ABOUT WHAT WE DO.

AND WE ARE HONORED TO GET TO VISIT WITH YOU ALL AND TALK ABOUT THE CONCEPTS BEHIND WHAT ONE HEART MCKINNEY IS AND HOW THOSE MIGHT APPLY TO THE FOLKS IN PRINCETON AS WELL.

I'LL LEAD IT OFF BY SAYING THAT ON ANY GIVEN MONTH, THE THE FOLKS THAT CALL US SOMEWHERE BETWEEN 5 AND 10% OF THE FOLKS THAT CALL US ARE ACTUALLY PRINCETON RESIDENTS.

AND EVEN THOUGH OUR NAME IS ONE HEART MCKINNEY, WE WE HELP ANYBODY WHO CALLS.

AND SO THAT'S THAT MAKES IT JUST A DOUBLE, DOUBLE BLESSING TO BE HERE TONIGHT.

SO I'M GOING TO TALK A LITTLE BIT ABOUT THE FORMATION OF ONE HEART MCKINNEY AND HOW WE GOT STARTED. TALK ABOUT WHERE WE ARE FROM, OUR CURRENT MISSION, AND THEN JUST DISCUSS SOME PROJECTS THAT ARE EXAMPLES OF WHAT WE DO.

AND, YOU KNOW, THE GOAL WOULD BE TO HAVE US HAVE A CONVERSATION.

IT'S TOUGH TO HAVE A TWO WAY CONVERSATION, ESPECIALLY IN PRESENTATIONS LIKE THIS, BUT JUST SO THAT YOU KNOW WHAT WE'RE DOING, AND THEN I KNOW THAT Y'ALL CAN TAKE A LOOK AND, AND THE RESPECTIVE PARTS OF THE CITY AND THE FOLKS THAT YOU KNOW, HOW THAT MIGHT OR MIGHT NOT APPLY.

I'M NOT HERE TO CAMPAIGN FOR WORKING WITH PRINCETON, BUT WE WOULD LOVE TO BECAUSE WE SEE AND VISIT WITH YOUR FOLKS ON A MONTHLY BASIS.

SO THE FORMATION OF ONE HEART MCKINNEY.

THIS WAS BACK IN. I KNOW IT'S TOUGH TO GO BACK THAT FAR, BUT THE LOCKDOWN IN MARCH OF 2020 IS WHEN WHEN HARPER KING WAS FORMED.

PRINCETON, LIKE EVERYBODY ELSE, HAD SOME NUMBER OF THEIR RESIDENTS LOSE THEIR JOBS, LITERALLY. AND WE HAD THOUSANDS LOSE THEIR JOBS IN A WEEK DUE TO A COUPLE OF PASTORS WHO HAD THE INITIAL GET TOGETHER IN ABOUT 45 OR 50 PEOPLE THAT GATHERED IN THE RICK'S BALLROOM DOWNTOWN.

HOW DO WE HELP OUR RESIDENTS THAT WERE SUFFERING? THAT WAS REALLY THE QUESTION THAT WAS ASKED.

AND THE ANSWER WAS, IS AT THE TIME, I WAS NOT A PART OF ONE HEART.

MCKINNEY. THEN THE ANSWER WAS, CAN WE, AS A GROUP, DO THE FRIENDS AND FAMILY PLAN CALL EVERYBODY WE KNOW WHO MIGHT HAVE RESOURCES TO BE ABLE

[00:20:03]

TO HELP, AND THEN WE WILL PUT A FORM ONLINE AND SOLICIT REQUESTS FOR FROM ORGANIZATIONS THAT WILL BE HELPING OUR OUR RESIDENTS THAT ARE IN TROUBLE.

AND ABOUT $250,000 WAS RAISED IN THE FIRST 2 TO 3 WEEKS, WHICH WAS A PRETTY GOOD NUMBER, AND THERE WAS A DEDICATED GROUP THAT MET EVERY SINGLE WEEK ONLINE TO DISCUSS THE STATUS OF COVID, AND THERE WAS A GROUP THAT MET EVERY SINGLE SATURDAY FOR OVER A YEAR TO REVIEW THE REQUESTS AND THE ONES THAT WERE GRANTED WHEN THEY SAID YES.

THE CHECK WAS CUT ON MONDAY AND IT WAS DELIVERED ON TUESDAY.

I CAN SPEAK FROM PERSONAL EXPERIENCE.

I WAS LEADING ANOTHER NONPROFIT AT THE TIME, AND WE WERE INCREASING OUR FOOD DISTRIBUTION 50,000 POUNDS OF FOOD PER YEAR TO 750,000 POUNDS OF FOOD THE VERY NEXT YEAR.

AND WE BENEFITED FROM THE GENEROSITY OF THE FOLKS THAT FUND ONE HEART.

MCKINNEY. FAST FORWARD AND WE'RE SOMETIMES WE SAY WE'RE ON ONE HEART MCKINNEY 2.0 BECAUSE THE GROUP, THE SAME GROUP GOT TOGETHER AND SAID, WHERE DO WE GO FROM HERE? AND THE CONCEPT OF HAVING ONE PLACE WHERE FOLKS THAT ARE IN NEED COULD TELL THEIR STORY ONE TIME AND THEN GET THE REFERRALS THAT THEY NEED WITHOUT HAVING TO, YOU KNOW, GIVE SOMEBODY A LIST OF 25 DIFFERENT AGENCIES HERE.

CALL THESE FOLKS. AND, YOU KNOW, GOOD LUCK.

WE HOPE THAT YOU, YOU KNOW, GET WHAT YOU NEED.

WELL, THAT CONCEPT OF HAVING ONE PLACE WHERE PEOPLE COULD VISIT HAD BEEN AROUND AFTER DOING SOME VERBAL ARCHEOLOGY.

IT LOOKS LIKE A 2001 WAS WHEN THAT WAS FIRST DISCUSSED IN MCKINNEY AT LEAST.

AND SO THE GROUP SAID, WE NEED TO DO THIS.

WE NEED TO PROVIDE A PLACE WHERE PEOPLE CAN COME TELL THEIR STORY ONE TIME AND GET EFFICIENT AND EFFECTIVE REFERRALS.

SO EFFICIENT FOR US IS WE WANT TO GET THEM OUT AS SOON AS WE CAN.

EFFECTIVE IS WE WANT TO MAKE SURE AND SEND FOLKS TO THE ORGANIZATIONS THAT CAN HELP THEIR PARTICULAR SITUATION.

AND SO THAT'S HOW WE ARE AT 100 MCKINNEY 2.0.

SO IF WE'LL GO TO THE NEXT SLIDE, MISS WALKER.

THERE WE GO. SO THESE ARE OUR THREE MAIN COMPONENTS OF OUR MISSION.

NUMBER ONE YOU SEE IS A VIRTUAL REFERRAL NETWORK.

OUR GOAL IS TO BY THE END OF 2025, HAVE 100 PARTNERS AS A PART OF ONE HEART MCKINNEY NETWORK. RIGHT NOW, WE HAVE 27.

WE'RE ROLLING OUT A NEW SOFTWARE PLATFORM THIS MONTH.

SHANITA IS THE ONE THAT'S MAKING ALL THIS HAPPEN, AND WE'RE THANKFUL FOR THAT.

AND SO OUR GOAL IS TO VISIT WITH AS MANY PEOPLE AS WE CAN, PROVIDE AS MANY PEOPLE AND ORGANIZATIONS AS WE CAN THE PLATFORM, IN ORDER TO INTERACT WITH OUR CITIZENS THAT ARE IN NEED IS THE BOTTOM LINE.

THERE ARE EXAMPLES, LITERALLY 2 TO 300 EXAMPLES AROUND THE COUNTRY WHERE PEOPLE HAVE CREATED A NONPROFIT COLLABORATION SPACE THAT WOULD HOST EITHER DOZENS OR MULTIPLE DOZENS OF ORGANIZATIONS, WHICH IS A REALLY COOL CONCEPT.

I WOULD ALSO BE REMISS IF I DIDN'T POINT YOU TO AN ORGANIZATION CALLED SERVE DENTON.

IF YOU ARE NOT FAMILIAR WITH THAT, A GOOD FRIEND OF MINE, PAT SMITH, RUNS IT. THEY'RE A FANTASTIC ORGANIZATION.

THEY'RE AN EXAMPLE OF WHAT THAT COLLABORATION SPACE MIGHT LOOK LIKE FROM AN EDUCATION STANDPOINT. NUMBER TWO, EVERYBODY HAS A LIST A OF SOCIAL SERVICE ORGANIZATIONS EVERY NONPROFIT, EVERY ORGANIZATION, EVERY CHURCH. NOBODY HAS THE LIST.

WE DON'T KNOW WHAT THE RIGHT NUMBER IS, BUT IN COLLIN COUNTY, YOU COULD JUST LOOK AT MCKINNEY ALONE. THERE ARE HUNDREDS, IF NOT THOUSANDS OF HOURS EXPENDED EACH YEAR TO TRY TO MAINTAIN A LIST OF SOCIAL SERVICE ORGANIZATIONS.

AND SO WHAT WE'VE DONE IS WE WORKED WITH A GROUP CALLED HEART OF A MATTER MINISTRIES.

IT'S ANOTHER NONPROFIT UP IN SHERMAN.

THEY HAVE ALLOWED US TO USE THEIR PLATFORM.

AND THEN SHANITA AND I HAVE BEEN WORKING TO COMPILE THE LIST TO PUT IT TOGETHER.

AND SO WE'RE HOPING BY THE END OF FEBRUARY TO HAVE LITERALLY ALMOST 500 ORGANIZATIONS LISTED IN A DATABASE. ANYBODY CAN PUT IT TOGETHER ONCE.

BUT THE KEY IS HOW DO YOU KEEP IT UPDATED? AND SO WE'VE ALREADY RECRUITED A NUMBER OF VOLUNTEERS THAT ARE GOING TO BE THE ONES WHO MAKE SURE THAT THAT LIST DOES NOT GO STALE, BECAUSE A LOT OF PEOPLE HAVE PUT TOGETHER THEIR PRINTED OR ONLINE SYSTEMS. AND, YOU KNOW, AS SOON AS THOSE ARE PUBLISHED, YOU KNOW. SOMETHING CHANGED.

AN ORGANIZATION ADDED AT A PROGRAM.

AN ORGANIZATION MAYBE IS CLOSED DOWN. MAYBE THEY DON'T HAVE FUNDING.

THERE'S A LOT OF THINGS TO HAPPEN. AND SO VIGILANCE IS WHAT WE'RE GOING TO NEED TO MAKE THAT HAPPEN. SO OUR GOAL IS TO HAVE ONE VOICE, ONE LIST. AND IF YOU HEAR A CHEER AT SOME POINT FROM A LITTLE BIT WEST OF HERE, YOU'LL KNOW THAT WE HAVE ACHIEVED THAT AND HAD MULTIPLE PEOPLE POINT TO THIS LIST.

THIRD THING IS PHYSICAL CAMPUS.

I MENTIONED SERVE MCKINNEY OR SERVE DENTON.

WHAT WE FOUND NATIONWIDE AND VISITING WITH FOLKS, NOT JUST NOT JUST PAT AND HIS CREW, BUT OTHER PEOPLE.

A LOT OF COLLABORATIVE SPACES START AS A PLACE WHERE NONPROFITS COULD PERHAPS RECEIVE REDUCED RENT, YOU KNOW, BELOW MARKET RENT AND THEN EXCHANGE FOR THAT.

[00:25:01]

WHAT THESE GROUPS DO IS THEY PROVIDE IF YOU'RE IN THE CORPORATE WORLD, IT WOULD BE SHARED SERVICES. SO THEY TAKE CARE OF THE MAINTENANCE, TAKE CARE OF THE BUILDING, THEY TAKE CARE OF THE SHARED PLACES TO TAKE CARE OF THE AUDIOVISUAL, ALLOWING THE NON-PROFITS THEY'RE THERE TO CONCENTRATE ON WHAT THEY DO.

WELL, WHAT HAPPENED ESPECIALLY WAS SERVED IN AND PANELS SAY THAT THEY'RE ON 3.0 VERSION.

THERE IS THAT WHEN SOMEONE COMES IN THE FRONT DOOR AND THEY SAY, I NEED HELP WITH X, Y, Z, OR MAYBE THEY NEED HELP WITH 4 OR 5 DIFFERENT THINGS, NOT JUST THE FIRST, YOU KNOW, THE REASON THEY CAME IN.

AND IF TWO OR 3 OR 4 OF THOSE FOLKS ARE JUST DOWN THE HALL, INSTEAD OF HAVING TO GO ACROSS TOWN OR CONTACT A DIFFERENT ORGANIZATION, THEY FOUND THAT THAT IS JUST A PHENOMENAL HELP.

SO WE'VE BEEN TASKED WITH THAT.

AND I JOKE, BUT NOT REALLY, IS THAT THIS IS A PROJECT THAT WE'RE STARTING ON THIS YEAR. UNLESS SOMEONE WRITES US A $10 MILLION CHECK, AND IF THAT CASHES, THEN WE START THE DAY AFTER.

SO IF THAT HAPPENS, WE'LL START TO SOMETIME EARLIER THAN THE NEXT YEAR OR TWO.

CAN I ANSWER ANY QUESTIONS BEFORE WE GO ON TO SOME OF THESE OTHER SLIDES? OKAY, I KNOW I TALKED FAST. YOU HAVE A YOU HAVE A LARGE AGENDA AND I DON'T WANT TO TAKE TOO MUCH TIME. THERE ARE SOME OTHER PROJECTS THAT WE ARE INVOLVED IN, JUST BY VIRTUE OF BEING A NEXUS OF ORGANIZATIONS THAT PROVIDE HELP.

ONE IS DISASTER RECOVERY PLANNING.

THE CITY OF MCKINNEY HAS CONTRACTED WITH A CONSULTANT TO PREPARE A DISASTER RECOVERY PLAN, AND DUE TO OUR CONNECTIONS IN PAST HISTORY, WE HAVE A COUPLE OF ROLES TO PLAY WITH THAT DISASTER RECOVERY PLAN.

OUR EMERGENCY OPERATIONS CENTER LEADS THAT EFFORT.

THEY REPORT THROUGH TO THE FIRE DEPARTMENT IN MCKINNEY.

BUT WE HAVE TWO ROLES.

ONE WOULD BE TO KIND OF BE A BACKUP OR A SOUS CHEF, IF YOU WILL, THE ASSISTANT PROJECT MANAGER WHEN IT COMES TO WELL-BEING IN THE EVENT OF A DISASTER. AND THE OTHER ONE IS TO SERVE AS THE MAIN LIAISON BETWEEN THE CITY AND CHURCHES FOR WHATEVER THAT DISASTER MAY BE.

WE OBVIOUSLY HOPE TO GOD IT'S NOT ANOTHER PANDEMIC.

SOMETHING WILL HAPPEN.

WE LIVE IN A DANGEROUS WORLD AND WE LIVE IN AN UNCERTAIN WORLD, SO WE'RE HAPPY TO BE A PART OF THAT.

ATTAINABLE HOUSING I KNOW THIS HAS GOT TO BE THE SAME THING WITH SAME STRUGGLE FOR PRINCETON IS FOR MCKINNEY.

THERE'S NO AFFORDABLE HOUSING.

AND SO THERE'S A GROUP CALLED MCKINNEY FRONT PORCH.

AND THIS IS A GROUP OF ABOUT 20 TO 25 PEOPLE WE HAVE GATHERED TOGETHER TO PUT TO CREATE SOLUTIONS TO THE AFFORDABLE HOUSING CRISIS.

THERE ARE A LOT OF ANSWERS AROUND THE COUNTRY.

THERE'S A LOT OF THINGS THAT PEOPLE HAVE DONE. IT'S JUST THEY HAVEN'T BEEN DONE IN OUR NECK OF THE WOODS. AND SO WE'RE GLAD TO PARTICIPATE IN THAT.

WE HAVE A MCKINNEY HOMELESS COALITION.

IF YOU LOOK AT OUR POINT IN TIME COUNT EVERY YEAR, IT'S GONE UP PROBABLY SAME THING FOR THE CITY OF PRINCETON AND PROBABLY FOR THE ENTIRE ENTIRE COUNTY. WE'RE WORKING WITH THE COALITION TO TRY TO CHANGE THE TRAJECTORY OF FOLKS ON TWO FRONTS. ONE, AND THIS IS, YOU KNOW, CERTAINLY, YOU KNOW, WE HELP PEOPLE WHO NEED HELP FIND HELP.

BUT IF WE CAN GET TO FOLKS AND WE CAN GET HELP BEFORE THEY BECOME HOMELESS.

YOU KNOW, IT'S IT'S 1/20 THE COST AND 1/20 THE EFFORT.

AND THAT'S JUST BALLPARK ISH.

YOU KNOW, COMPARED TO WHEN THEY ACTUALLY BECOME HOMELESS.

THE SECOND PART, THOUGH, IS THAT THERE ARE STUDIES THAT HAVE BEEN DONE THAT AS FOLKS BECOME HOMELESS, IF YOU CATCH FOLKS WITHIN THE FIRST 2 OR 3 WEEKS AFTER THIS OCCURS, YOU HAVE A MUCH BETTER CHANCE AT REMEDIATING THEIR SITUATION AND GETTING BACK HOME, YOU KNOW, WITH A HOME. THEN IF YOU'RE 2 OR 3 MONTHS DOWN THE LINE, YOU KNOW THERE IS. I KNOW IT'S A CLICHE, BUT CLICHES OCCUR BECAUSE THEY'RE TRUE.

WE WANT TO CATCH PEOPLE BEFORE HOMELESSNESS BECOMES HOPELESSNESS.

AND THAT'S AN ACTUAL IT'S THE BEST WAY TO DESCRIBE IT.

SO WE'RE GLAD TO HAVE THAT INCUBATOR PROJECTS.

WE'RE EXCITED. REALLY WE'RE EXCITED ABOUT ALL THIS, AS YOU CAN TELL. BUT SO EVEN WITH A THOUSAND NONPROFITS AND IN COLLIN COUNTY, THERE ARE SOCIAL SERVICE GAPS.

SOME FRIENDS OF OURS AT SAINT ANDREW'S EPISCOPAL CHURCH STARTED AN AFTER SCHOOL PROGRAM FOR ONE OF OUR ATTAINABLE HOUSING APARTMENT COMPLEXES.

WHAT THEY DID GOT TO A BUNCH OF PEOPLE TOGETHER, TALKED ABOUT WHAT THE FRAMEWORK MIGHT LOOK LIKE, RECRUITED SOMEBODY TO LEAD THE CHARGE, GOT VOLUNTEERS TO HELP, AND THEN THE WAY WE HELP IS WE DO 2 OR 3 THINGS. BUT THE MAIN THING IS THAT WE SERVE AS A FUNDS AGGREGATOR.

THERE ARE PROGRAMS THAT WILL NEVER BECOME 501 C THREES.

I MEAN, THERE ARE THINGS TO BE THERE IS GOOD TO BE DONE WITHOUT ACTUALLY CREATING ANOTHER NONPROFIT. AND SO WE HAVE THE ABILITY TO AGGREGATE FUNDS.

IF YOU GO TO OUR WEBSITE AND GO TO THE DONATION PAGE, THERE IS A PURPOSE AND IT'S A DROPDOWN BOX AND YOU'LL SEE CLIMB PROGRAM AS ONE OF THOSE OPTIONS. AND ACTUALLY WE HAVE ALREADY CREATED ONE.

AND YOU'LL SEE ANOTHER ONE THAT SAYS PRINCETON EMERGENCY FUND. THERE HAVE BEEN SOME FOLKS THAT WANTED TO DONATE AND HAVE THE FUNDS GO DIRECTLY TO PRINCETON RESIDENTS, AND WE HAVE DONE THAT ALREADY.

AND SHE AND HER CREW HAVE ALREADY HELPED SOME FOLKS THROUGH THAT MECHANISM, WE WANT TO IDENTIFY THE NEXT ONE.

[00:30:02]

OUR HOPE IS TO PROVIDE CAR REPAIR SERVICES TO FOLKS WHO ARE ECONOMICALLY DISADVANTAGED BECAUSE WITHOUT A CAR, JOBS DON'T HAPPEN, SCHOOL DOESN'T HAPPEN, RELATIONSHIPS DON'T HAPPEN.

AND SO WE'RE EXCITED ABOUT THAT NEXT ONE.

WE HAVE ANOTHER GROUP THAT CAME THROUGH AND THEY SAID, HEY, WE WE WANT TO HELP.

THIS IS A WOMAN WHOSE BROTHER DIED OF CANCER, AND SHE WANTS TO HELP OTHER FOLKS WHO HAVE THAT SPECIFIC CANCER AT THAT SPECIFIC AGE.

BUT THEY NEED A PLATFORM TO BE ABLE TO DO THAT.

AND WE ARE SERVING AS THAT PLATFORM.

WE ARE AGGREGATING THE FUNDS FOR THEM.

WE'RE DOING THE BOOKKEEPING AND WE'RE DISPERSING THE CHECKS. SO WE'RE EXCITED TO COME ALONG. OTHER FOLKS, WE WE WE DON'T NEED TO PROVIDE OTHER SERVICES, BUT WE CAN CERTAINLY BE AN IDEA FACTORY TO CREATE SERVICES THAT DON'T EXIST.

SO WE'RE EXCITED ABOUT THOSE PROJECTS.

LAST THING IS THIS IS LITERALLY JUST COME UP IN DECEMBER.

SAME CONCEPT OF TRYING TO CATCH PEOPLE BEFORE THEY REALLY GET INTO CRISIS.

THERE'S A TRUISM, AND YOU ALL KNOW THIS AS WELL, JUST FROM YOUR POSITIONS OF RESPONSIBILITY.

YOU DON'T KNOW WHAT PEOPLE ARE GOING THROUGH. YOU CAN WALK DOWN THE STREET AND THERE'S NOT LIKE A THOUGHT BUBBLE THAT IS ABOUT SOMEBODY SAID THAT SAYS WE ARE ABSOLUTELY ON THE ROCKS FINANCIALLY. OUR RELATIONSHIPS AND OUR FAMILY ARE TRASHED.

I CAN'T BELIEVE THE STRESS LEVEL.

WE WANT TO CATCH PEOPLE BEFORE THEY BECOME FULL BLOWN CRISIS SITUATIONS.

AND SO WITH A COUPLE OF PARTNERS, WE'RE STARTING THE DISCUSSION ABOUT THE FRAMEWORK. HOW DO YOU GET A FAMILY WELLBEING CHECKUP? THAT'S OUR OPERATIONAL TERM. BUT IT'S ACTUALLY WORKS PRETTY WELL BECAUSE THAT'S THAT'S WHAT WE'RE TASKED WITH IS HOW DO WE INCREASE THE WELL-BEING OF OUR COMMUNITY? PEOPLE DON'T LIKE TO ASK FOR HELP.

PEOPLE LIKE TO PUT ON THE FACADE THAT EVERYTHING IS PERFECTLY FINE.

AND SO WE THINK OUR CHALLENGE WILL BE NOT GETTING OUR PARTNERS TOGETHER TO DO THIS WORK. WE HAVE FOLKS THAT WILL HELP WITH BUDGETS.

WE HAVE BANKS THAT WILL CREATE BANKING ACCOUNTS, AND WE HAVE FOLKS THAT DO FINANCIAL EDUCATION, HELP WITH RESUMES, GET MORE EDUCATION, GET BETTER JOBS.

BUT HOW DO WE WORK WITH FOLKS TO SAY, LISTEN, IT'S OKAY TO NOT BE OKAY.

LET'S TALK ABOUT THIS NOW BEFORE THINGS BECOME CRISIS LEVEL.

WE THINK CHURCHES WILL BE PROBABLY THE KEY TO GETTING THAT DONE.

SO HOW CAN ONE HEART MCKINNEY HELP PRINCETON? WE TALKED A LITTLE BIT ABOUT WHAT WE'RE DOING, AND WE'RE AND WE ARE WE ARE GLAD TO DO IT. IT TAKES LESS TIME TO GET HERE FROM OUR OFFICE.

EVEN WITH 380, THAT IT DOESN'T GET THE WEST SIDE OF MCKINNEY FROM WHERE WE ARE.

SO WE HAVE A COMMON REFERRAL PLATFORM.

THIS IS FOR FOLKS THAT DO REFERRALS AND FOR FOLKS THAT RECEIVE REFERRALS AND BOTH.

AND SO WHAT WE PROVIDE AND THIS HAS BEEN A LONG PATH FOR US.

OUR FIRST ATTEMPT AT THIS, WE ACKNOWLEDGED THAT THE SOFTWARE CHOICE WAS NOT WHAT IT NEEDED TO BE TO GET US DOWN THE ROAD.

SO WHAT WE HAVE NOW IS WE HAVE A COMMON PLATFORM.

A LOT OF PEOPLE ASK ME. IT'S LIKE, WELL, YOU KNOW, IF YOU HAVE THIS PLATFORM, CAN YOU TELL US WHERE SOMEONE'S GOTTEN HELP BEFORE? YES. OVER TIME. OUR GOAL IS NOT TO CATCH PEOPLE, QUOTE UNQUOTE. THEY'RE TRYING TO MILK THE SYSTEM. THAT IS JUST A SIDE EFFECT.

THAT IS NOT OUR GOAL. OUR GOAL IS TO HAVE A HOLISTIC LOOK AT THE HELP THAT'S BEING PROVIDED FOR EACH FAMILY, SO THAT WE CAN MAKE SURE THAT OUR NEXT REFERRAL IS BETTER, OR TO MAKE SURE THAT THE ADDITIONAL REFERRALS THAT ARE NEEDED HAPPEN.

SO WE HAVE ANY ONE OF OUR NONPROFITS THAT WE WORK WITH, AND THE ORGANIZATION THAT WE WORK WITH IS WELCOME TO USE ONE OF OUR USER LICENSES.

WE DON'T THAT'S ONE THING WE CAN BRING TO THE TABLE, WHETHER WE SERVE AS A BENEVOLENCE ARM FOR SOME CHURCHES.

CHURCH I ATTEND. THERE ARE THINGS WE CAN DO AS A CHURCH.

WHEN SOMEONE COMES IN FOR HELP.

BUT ONCE WE GET PAST THAT, THEN WE SEND FOLKS TO ONE HEART.

MCKINNEY. AND SO THIS COMMON SYSTEM WILL ALLOW US TO HAVE A COMMON LANGUAGE WHEN IT COMES TO HOW WE HELP PEOPLE AND HOW WE DELINEATE THAT.

ONE BIG THING ON THE. ON THAT IS A REFERRAL REPORTING.

ANY OF THE NONPROFITS EVEN.

EVEN CITY ORGANIZATIONS OR GOVERNMENT ORGANIZATIONS.

IF YOU GO TO GET FUNDING RIGHT NOW, THE WORD IS COLLABORATION.

AND SO ONE THING WE NEEDED WAS ABILITY TO REPORT TO FOLKS AND SAY, LISTEN, YOU SENT 26 FOLKS TO US LAST YEAR THAT REPRESENTED, YOU KNOW, 103 FAMILY MEMBERS AND THAT GENERATED 228 REFERRALS.

SO THEY, WHOEVER THEY ARE, WHOEVER OUR PARTNERS ARE, CAN TAKE THAT INFORMATION.

AND WHEN THEY ASK FOR FUNDS, THEY CAN SAY, LISTEN, THIS IS WHAT WE'RE DOING. THIS IS HOW WE'RE COOPERATING. THIS IS HOW WE'RE WORKING TOGETHER WITH OUR WITH OUR CITY.

WE TALKED ABOUT FUNDS AGGREGATION AND TRACKING.

AND THEN I KIND OF WENT OUT OF ORDER.

BUT THE CREATION OF INCUBATOR.

SO SOCIAL SERVICE PROJECTS I CAN HELP ONE HEART MCKINNEY.

I WAS I WAS TELLING MISS PETTIS THAT I WAS FORTUNATE TO SERVE ON MCKINNEY'S CDC BOARD FOR A FEW YEARS. THERE ARE THINGS YOU CAN DO, THINGS YOU CANNOT DO. MR..

WE ARE TALKING ABOUT THE EDUCATION THAT'S COMING.

AND WHAT WE CAN DO IS MAKE IS WE CAN ASK YOU FOR INTRODUCTIONS TO SOCIAL SERVICE

[00:35:07]

PROVIDERS. WE WOULD LIKE TO HAVE THIS SAME TYPE OF DISCUSSION, PROBABLY A LITTLE BIT DEEPER WITH THE FOLKS THAT PROVIDE THE SERVICES IN YOUR TOWN, BECAUSE WE HAVE FOLKS THAT WHEN WE VISIT WITH PRINCETON RESIDENTS, WE MANY TIMES REFER THEM TO ORGANIZATIONS IN MCKINNEY, AND THE OPPORTUNITY EXISTS TO BE ABLE TO DO THAT IN REVERSE AS WELL.

YOU KNOW, AS WE WORK TOGETHER, YOU KNOW, THE RISING TIDE LIFTS ALL BOATS.

AND THAT IS ABSOLUTELY TRUE.

AND SO THE BETTER WE CAN WORK TOGETHER.

THAT WOULD BE GREAT. IDENTIFICATION OF THOSE POSSIBLE INCUBATOR PROJECTS.

THERE'S REALLY NO PRACTICAL UPPER LIMIT TO GETTING THOSE SET UP.

IF YOU HAVE AN INTERESTED GROUP THAT WANTS TO TACKLE A PROBLEM IN PRINCETON OR IN A REGION, WE CAN HELP, WE HAVE THE PROCESS AND WE CAN GET THAT DONE.

WE HAVE A MEMBERSHIP FUNDING MODEL THAT IS NOT SOMETHING THAT YOU ALL CAN DO.

CAPACITY PLANNING OR CAPACITY EXPANSION IS NOT A THING, BUT THERE ARE CERTAIN. CERTAINLY WE HAVE OTHER CONVERSATIONS ABOUT WHAT THAT MIGHT LOOK LIKE FROM A CITY PERSPECTIVE, PERHAPS EVEN BEYOND CDC.

ONE JUST I'M NOT ADVOCATING.

I'M NOT CAMPAIGNING, JUST OFFERING IS THAT ONE THING WE COULD REALLY USE WOULD BE IF THERE WAS SOMEONE OR A WAY TO FUND EITHER AN EMPLOYEE OR A VOLUNTEER WHO WOULD BE BASED HERE AND WOULD BE THE NAVIGATOR.

THAT WOULD BE THE FIRST PERSON OF CHOICE TO VISIT WITH FOLKS THAT LIVE IN PRINCETON.

AND IF THAT WERE THAT WERE ABLE, IF WE WERE ABLE TO MAKE THAT HAPPEN, WE WOULD REALLY COVET THE ABILITY TO SPEAK SPANISH IN THAT PERSON.

SO THAT WOULD BE A HUGE HELP FROM OUR STANDPOINT.

BUT THERE ARE OTHER WAYS WE CAN TALK ABOUT THAT.

WE HAVE AN ADVISORY COUNCIL THAT MEETS THREE TIMES PER YEAR.

WE WOULD COVET YOUR PERSPECTIVE.

AND WE WE DON'T. WE TRY TO LIMIT THE ADVISORY COUNCIL TO PROBABLY 2 OR 3 THINGS.

CERTAINLY IT'S AN UPDATE ON WHAT WE'RE DOING.

SECOND IS WHAT WHAT ARE THE FOLKS ON OUR ADVISORY COUNCIL SEEING? WE ASK THEM, YOU KNOW, YEAH, WE HAVE WE HAVE TWO SETS OF EYES.

WE HAVE SOME VOLUNTEERS AND WE HAVE PARTNERS. BUT WHAT ARE THE FOLKS SEEING ON OUR ADVISORY COUNCIL WHEN THEY VISIT WITH PEOPLE DAY TO DAY ON THE STREET? AND THEN THIRD, WE USUALLY HAVE A IT'S NOT QUITE LIKE, WHAT WAS THAT? WHATEVER THAT PROGRAM WAS OR WHO WANTS TO BE A MILLIONAIRE? WE DON'T. IT'S LIKE PULLING THE AUDIENCE, YOU KNOW, WE HAVE THINGS TO SAY.

LISTEN, WE HAVE A COUPLE OF POSSIBLE OPTIONS.

WE HAVE THREE POSSIBLE OPTIONS TO DO THIS.

AND WE WOULD LOVE YOUR INPUT AS A COUNCIL TO SAY WHICH ONE WOULD YOU CHOOSE.

SO WE GIVE UPDATES. WE ASK WHAT THEY'RE SEEING, AND THEN WE ACCESS THE COMBINED WISDOM OF WHAT THE ADVISORY COUNCIL IS.

AND THEN CERTAINLY ANY OTHER OPPORTUNITIES WE HAVE WHERE WE CAN BRING OUR RESOURCES TO BEAR ON SOMETHING THAT WOULD HELP PRINCETON RESIDENTS WOULD BE GREAT.

YOU ALL KNOW THE ESPECIALLY WITH 380.

I WAS OUT THERE WITH A FEW THOUSAND OF MY CLOSEST FRIENDS DRIVING OVER TODAY FROM MCKINNEY. COLLIN COUNTY IS GOING TO BE 3 MILLION PEOPLE IN THE NEXT 20 OR 25 YEARS, AND 85 TO 90% OF THOSE FOLKS ARE GOING TO BE MOVING IN NORTH OF 380.

AND SO YOU ALL WILL EXPERIENCE THE SAME ASTRONOMICAL GROWTH THAT OTHER CITIES ALREADY HAVE. SO WHATEVER WE CAN DO TO GET AHEAD OF THAT WOULD BE A REALLY COOL DEAL.

THAT'S A LOT OF TALKING, AND I APOLOGIZE FOR THE RATHER QUICK SPEECH, BUT YOU HAVE AN AGENDA AHEAD OF YOU.

BUT I WOULD STAND FOR ANY QUESTIONS THAT ANYBODY WOULD HAVE.

MR. CHAIRMAN, IF I COULD.

MR. ELLIOTT, AND IT'S ODD FOR ME TO CALL HIM MR. ELLIOTT. FULL DISCLOSURE, SMALL WORLD.

SCOTT AND I ARE GOING ON YEAR 13 AS FRIENDS.

WHEN HE WAS SERVING ON THE MCKINNEY CDC BOARD, I WAS THE CEO OF THE MCKINNEY EDC.

I GOT TO KNOW ONE ANOTHER.

I BECAME FAST FRIENDS.

AND YOU'RE DOING GOD'S WORK.

I APPRECIATE THAT, AND SO, ANYWAY, WE CAN PARTNER.

I THINK THAT WOULD BE GREAT.

CAN'T THINK OF ANYBODY BETTER TO DO IT.

SO I'M GLAD THAT YOU'VE COMMITTED YOURSELF TO IT.

THANK YOU. I APPRECIATE THAT, AND WITHOUT THE SLIGHTEST BIT OF OF, YOU KNOW, ANY INNUENDO.

WE ARE INCREDIBLY BLESSED TO DO WHAT WE DO.

WE SEE PEOPLE AT THEIR WORST.

SHANITA AND HER TEAM SEE PEOPLE AT THEIR WORST.

AND YET WITH GRACE. I HEAR THE CONVERSATIONS EVERY DAY.

OUR OFFICE IS ABOUT HALF THE SIZE OF THE DAIS AT THE MOMENT.

AND I CAN TELL YOU THAT FOLKS THAT COME SEE US ARE TREATED WITH GRACE, RESPECT, AND A SINCERE DESIRE TO HELP.

SCOTT, I WANT TO FIRST, THANK YOU FOR COMING OUT AND PRESENTING TO US, AND THANK YOU FOR BRINGING US ALL OF THIS INFORMATION.

SOME GOOD STUFF YOU ALL ARE DOING OUT THERE.

THANK YOU. SO WE REALLY THIS IS SOMETHING THAT WE.

AND IT'S GOOD TO KNOW THAT SOME OF OUR RESIDENTS ARE GETTING HELP AT HEART.

MCKINNEY. SO WE WANT TO DO WHAT WE CAN TO HAVE THAT HELP AND ASSISTANCE HERE AS WELL.

SO HOWEVER WE CAN SUPPORT AND SEE WHAT WE CAN DO.

LET'S LOOK AT THOSE OPTIONS AND SEE WHAT WE CAN DO.

THIS IS A PROJECT THAT BROUGHT IT UP.

[00:40:02]

IT WAS MR. THORNTON THAT LOOKED INTO THIS AND WAS LIKE, HEY, THERE'S A LOT OF THINGS THAT WE CAN DO.

AND THEY WENT OUT AND GOT SOME RESEARCH AND SOMETHING DIDN'T WORK OUT, AND WE GOT YOU HERE. SO I THINK THAT'S GREAT, BUT DEFINITELY WANT TO SEE WHAT WE CAN DO.

I KNOW THERE'S CERTAIN THINGS WE CAN'T DO, BUT SOME OF THE THINGS WE CAN DO. LET'S SEE WHAT WE CAN DO SO THAT OUR RESIDENTS CAN DIRECTLY GET HELP AND SUPPORT.

THANK YOU. THANK YOU, MR. EVANS. YES, I AGREE WHOLEHEARTEDLY.

THRILLED TO HAVE YOU HERE.

I'M THRILLED TO BE LOOKING AT PARTNERING WITH WITH ONE HEART MCKINNEY AND JUST BOLSTERING THE WORK THAT YOU'RE ALREADY DOING.

THE QUESTION I HAVE IS KIND OF TWOFOLD.

ONE IS IF YOU CAN KIND OF ALLUDE TO HOW YOU PARTNER WITH SOME OTHER CDCS AND SOME OF THE THINGS THAT THEY'RE ABLE TO DO THAT, THAT HELP THE ORGANIZATION, THAT MIGHT SPARK SOME IDEAS WITH US AS WELL.

AND THEN THE SECOND PART OF IT WOULD BE ARE THERE ANY ORGANIZATIONS IN PRINCETON? I KNOW WE DON'T HAVE A TON OF NONPROFITS SPECIFICALLY HERE IN PRINCETON, BUT ARE THERE ALREADY ANY EXISTING OR ANY THAT YOU'RE LOOKING AT PARTNERING WITH AS PART OF THIS VENTURE? ABSOLUTELY.

SO, MR. CHAIRMAN, THE FIRST PART IS YOU'RE LIMITED FROM A CAPACITY EXPANSION STANDPOINT.

AND CINDY SCHNABEL, WHO IS MR. MEYER'S COUNTERPART DOWN OVER IN MCKINNEY.

THEY WOULD BE ABLE TO HELP US IN TWO WAYS, YOU KNOW, SHOULD WE HAVE AN EVENT? WE'VE WE'VE MADE THE CHOICE ONE.

SWEETHEART MCKINNEY TO DO A MEMBERSHIP MODEL FROM A FUNDRAISING STANDPOINT.

THERE'S ALREADY ENOUGH GALAS. THERE'S ALREADY ENOUGH GOLF TOURNAMENTS. WE DO NOT WANT TO GET IN THE WAY OF ANY DONATION STREAMS THAT EXIST, BUT THEY ARE ABLE AND YOU WOULD BE ABLE TO PROVIDE, IN ESSENCE, A SPONSORSHIP FOR AN EDUCATIONAL PROGRAM.

THAT IS A WAY TO DO FUNDRAISING.

THERE, YOU KNOW, JUST OFF THE TOP OF MY HEAD AS I WAS DRIVING OVER TONIGHT.

WE DON'T HAVE A LOT OF SPECIFIC KNOWLEDGE ABOUT THE NONPROFITS BECAUSE, YOU KNOW, THAT WOULD BE A HUGE HELP FOR US TO BE ABLE TO JUST HAVE WARM INTRODUCTIONS.

AND, YOU KNOW, WE CAN WE CAN TAKE IT FROM THERE.

BUT TO GET ALL THE NONPROFITS TOGETHER, EDUCATE THEM ABOUT ONE HEART MCKINNEY AND WHAT THE PLATFORM LOOKS LIKE AND WHAT THE WHAT THE SOFTWARE LOOKS LIKE, THAT WOULD BE A WAY THAT THE CDC COULD HELP.

AS I MENTIONED EARLIER, ALSO THE FUNDING A PART TIME PERSON.

I BELIEVE I'M NOT GOING TO SPEAK FOR MR. OR MRS. WALKER. THAT WOULD BE SOMETHING THAT MIGHT BE WORTH LOOKING AT BECAUSE FUNDING A VERY, VERY PART TIME POSITION TO START WITH.

COULD BE A WAY TO DO THAT.

YOUR SECOND QUESTION ABOUT NONPROFITS. SO THE PLATFORM THAT WE'RE ON DOES NOT HAVE ANY LIMITS AS FAR AS THE NUMBER OF PEOPLE OR THE NUMBER OF ORGANIZATIONS THAT CAN ACCESS IT.

AND THE WE'VE COMMITTED TO OUR PARTNERS THAT WHOEVER WANTS A USER LICENSE TO ACCESS OUR SYSTEM IS WELCOME TO SHE NEED HER AND HER CREWS CAN TAKE CARE OF THE TRAINING.

BUT THE WAY THE PLATFORM ALSO I SHOULD HAVE MENTIONED IS BOND TERA B O N T E R A B O N T E.R.A. THE LICENSES THAT THEY PROVIDE ARE EXTREMELY INEXPENSIVE, LITERALLY $50 PER YEAR.

AND SO WHAT WE FOUND IS THAT THERE ARE SOME NONPROFITS YOU KNOW, THAT WOULD USE SPREADSHEETS TO TRACK THE FOLKS THAT THEY HELP WITH OR SOMETHING LIKE THAT. THIS SYSTEM IS POWERFUL ENOUGH THAT IF FOLKS WANT TO USE IT NOT JUST FOR REFERRALS, BUT YOU HAVE A SMALL NONPROFIT OR A SMALL CHURCH, AND THEY WANT TO USE THIS FOR CASE MANAGEMENT, IMPACT MANAGEMENT AND CLIENT MANAGEMENT, THEN THEY CERTAINLY COULD. THERE'S NOTHING TO PREVENT THEM FROM DOING THAT.

THE LICENSE WE WOULD PROVIDE WOULD ALLOW FOR THAT, AND WE WOULD LOVE TO PARTNER WITH ANYBODY THAT IS ABLE TO HELP FOLKS EITHER HERE OR AGAIN, THERE COULD BE A TWO WAY EXCHANGE OF HELP BETWEEN MCKINNEY AND PRINCETON.

DID THAT ANSWER YOUR QUESTION, MR. CHAIR? YES.

THANK YOU. HEY, SCOTT.

ONE OTHER QUESTION. WOULD THERE BE A WAY FOR US TO TRACK THE NUMBER OF RESIDENTS THAT, LET'S SAY WE DO COME ON BOARD AND IN WHATEVER FORM OR CAPACITY? BUT WOULD IT BE A WAY FOR YOU ALL TO TRACK THE NUMBER OF RESIDENTS THAT ARE BEING HELPED FROM THE CITY OF PRINCETON? ABSOLUTELY. OKAY. SO, LIKE, WE COULD GET AN UPDATE ON, LIKE A YEARLY UPDATE OR WHATEVER THAT'S ATTACHED TO IT THAT SAYS, HEY, AT THE END OF THE YEAR, YOU COME IN AND PRESENT AND SAY, HEY, WE HELPED 500 AND SOMETHING RESIDENTS FROM THE CITY OF PRINCETON OR WHATEVER.

THAT NUMBER WOULD BE. EXACTLY WHAT WE'VE DONE AND WHAT WE'VE TALKED ABOUT, MR. EVANS, FOR GOING FORWARD IS YOU KNOW, YEARLY IS, YOU KNOW, CERTAINLY DOABLE. WE'RE PROBABLY THINKING ABOUT LIKE ONCE EVERY SIX MONTHS, YOU KNOW, SO YOU KIND OF GET A MID-YEAR CHECK ON WHAT'S GOING ON.

AND YOU KNOW WHAT? LIKE EVERYTHING ELSE, YOU KNOW, WHAT'S WHAT'S GOING WELL AND WHAT'S WHAT. CAN WE GO WHAT CAN GO BETTER? AND SO OUR GENERAL MEASUREMENTS WOULD BE THE NUMBER OF FOLKS THAT COME THROUGH THE PORTAL,

[00:45:05]

HOW MANY FAMILY MEMBERS THAT REPRESENTS, AND THEN THE NUMBER OF REFERRALS THAT OCCURS THAT OCCUR FROM THAT FROM EACH OF THOSE THE REFERRALS THAT OCCUR FROM EACH ONE OF THE FAMILIES THAT COMES THROUGH OUR PORTAL. SO THOSE ARE THE THREE THINGS THAT WE ARE TASKED WITH PROVIDING EVERYBODY.

OKAY. SO WE COULD GET REAL GOOD DEMOGRAPHICS OF WHO'S COMING FROM OUR CITY, WHO'S REFERRING PEOPLE TO ADDITIONALLY COME FROM OUR CITY AND DIFFERENT THINGS LIKE THAT.

SO. AND THEN PROBABLY THE FOURTH THING, ESPECIALLY, YOU KNOW, AS WE'RE TALKING ABOUT CITY BOUNDARIES, WOULD BE THE NUMBER OF MCKINNEY RESIDENTS THAT HAVE FOUND HELP WITH ORGANIZATIONS THAT ARE IN PRINCETON.

SO PROBABLY THAT WOULD BE AN EASILY DONE PIECE.

OKAY. THANKS, SCOTT. YES, SIR.

I WANT TO THANK MR. THORNTON. HE'S BEEN THROUGH THIS TWICE NOW, SO I APPRECIATE HIS PATIENCE. AND MISS, MISS WALKER HAS BEEN THROUGH IT, AT LEAST. THIS IS YOUR THIRD TIME.

FOURTH. NEXT TIME SHE PRESENTS.

ALL RIGHT. VERY GOOD. I THINK WE'RE WE'RE ALL EXTREMELY EXCITED ABOUT IT.

YOU KNOW, ONE OF OUR BIG OBJECTIVES THIS PAST YEAR, GOING INTO THIS YEAR, WAS FINDING AN ORGANIZATION SUCH AS YOURS THAT WE COULD PARTNER WITH. WE WE HAVE THE RESOURCES FINANCIALLY TO CONTRIBUTE AND TO MAKE THINGS ACTIVE AND REAL FOR OUR COMMUNITY.

BUT WE DON'T HAVE THE STAFF AND AND THE CAPABILITIES OF REALLY DOING THAT IN A VERY PROFESSIONAL AND QUICK, LIKE YOU SAID, EFFICIENT AND EFFECTIVE.

SO THOSE ARE REALLY THE THINGS I KEYED ON THAT I'M VERY MUCH EXCITED ABOUT BEING ABLE TO, TO PARTNER WITH AND MOVE FORWARD ON.

SO, YOU KNOW, I GUESS IF NOBODY ELSE HAS ANY QUESTIONS, MY NEXT QUESTION IS, SO WHAT'S NEXT? HOW DO WE GET THIS THING ROLLING AS SOON AS POSSIBLE AND START HELPING FOLKS? I THINK THAT'S A QUITE HONESTLY, I NEED TO SIT DOWN WITH OUR ATTORNEY, AND WE CAN LOOK AT WAYS THAT WE MIGHT BE ABLE TO PARTICIPATE FINANCIALLY.

OBVIOUSLY, YOU KNOW THAT OUR MONEY IS RESTRICTED AS AND SCOTT HAD ALLUDED TO, THAT THERE ARE CERTAIN WAYS THAT HE KNOWS WE CAN HELP. THERE MAY BE OTHERS.

WE NEED TO TALK THROUGH IT.

IF OUR ATTORNEY WRITES ME A LETTER NOT TO PUT HIM ON THE SPOT SAYING WE CAN DO SOMETHING THAT RELIEVES ME OF RESPONSIBILITY.

NO. SO WE'LL SIT DOWN AND TALK THROUGH THAT.

I THINK THIS WILL BE PART OF OUR STRATEGIC PLANNING.

WHEN WE START TALKING THROUGH THAT.

AND AND THAT WILL BE KIND OF OUR NEXT BOARD.

I, SCOTT AND I KEEP THEM PRETTY CLOSE CONTACT, SO IT'LL BE EASY IF WE NEED ANOTHER MEETING OR PRESENTATION OR WHATEVER.

BUT I THINK THE NEXT THING WILL BE MYSELF AND DESHAWN AND THE ATTORNEY, AND THEN WE WILL DISCUSS THAT, OUR STRATEGIC PLANNING AND SEE WHAT WE CAN GET GOING. VERY GOOD. I'LL BE GLAD TO MAKE AVAILABLE ANYTIME THAT YOU NEED ANY WHERE.

AND I WOULD BE REMISS IF I DIDN'T NOTE THAT MY COWORKER SHANITA SAMUEL LIVES IN PRINCETON. SO A LITTLE BIT OF A EVEN ONE MORE NICE, ONE MORE NUDGE THAT DIRECTION TOO.

AWESOME. THANK YOU SO MUCH FOR YOUR TIME. APPRECIATE IT SCOTT. THANK YOU. THANKS, SCOTT. ALL RIGHT. MOVING ON TO ITEM NUMBER J3 2020

[J3. 2025- 003 Trimble Update]

5-003 THE TRIMBLE UPDATE PRESENTATION AND DISCUSSION REGARDING THE PRINCETON CDC PURCHASE OF THE TRIMBLE DEVICE FOR THE PRINCETON POLICE DEPARTMENT, PRESENTED BY SERGEANT TRUMP. HONORABLE CHAIRMAN.

MEMBERS OF THE BOARD JAMES WATTERS, CHIEF POLICE FOR THE CITY OF PRINCETON. JUST GIVE A LITTLE BIT OF BACKGROUND HERE.

APRIL, THIS TIME LAST YEAR, WE LOST ONE OF OUR OFFICERS.

SHE WAS ON HER WAY TO WORK.

FULL UNIFORM COMING INTO WORK SHIFT.

WHENEVER SHE TRAGICALLY LOST HER LIFE AND AUTOMOBILE ACCIDENT.

AS MOST EVERYBODY KNOWS, THE PD, WE'RE EXTREMELY TIGHT.

ALL THE OFFICERS, WE WE WORK TOGETHER CONSTANTLY, BUT WE ALSO, YOU KNOW, ON OUR DAYS OFF, WE SEE EACH OTHER ON A REGULARLY. WHILE DEALING WITH OFFICER DOMINGUEZ WHILE SHE WAS HERE, ONE THING I WOULD CONSTANTLY ASK OUR OFFICERS, AND WE WOULD WE WOULD LOOK AT IS FORWARD PROGRESSION.

HOW ARE WE GOING TO MOVE FORWARD? WHAT POSITIONS ARE YOU LOOKING AT? WHAT ARE WHAT ARE SOME THINGS THAT YOU'RE INTERESTED IN? WHILE OFFICER DOMINGUEZ WAS HERE, SOME ITEMS THAT SHE WAS EXTREMELY INTERESTED IN AND SHE LOVED WORKING DWI.

SHE LOVED WORKING TRAFFIC.

SHE GOT MORE AND MORE INVOLVED IN TRAFFIC ACCIDENTS, BUT ULTIMATELY SHE WANTED TO GO AND SEE HER CRIMINAL INVESTIGATION DIVISION.

SO WHILE PROCESSING HER DEATH AND KIND OF GOING THROUGH EVERYTHING WITH INSIDE THE PD, IT WAS AN EXTREMELY HARD TIME FOR US.

I WAS APPROACHED BY MEMBERS OF THE BOARD LOVINGLY.

AND, YOU KNOW, THEY CAME FORWARD AND THEY ASKED US, HEY, WHAT CAN WE DO TO HELP? WHAT CAN WE DO TO HONOR NANCY? AS BEST AS POSSIBLE. AND NANCY WAS LOVINGLY CALLED DOM FOR HER LAST NAME.

DOMINGUEZ. SO WE LOVINGLY CALLED HER HER DOM OUT THERE.

[00:50:01]

AND SO GETTING WITH MEMBERS OF THE DEPARTMENT AND COMMAND STAFF WITHIN THE DEPARTMENT, YOU KNOW, KIND OF ASKED THEM THE SAME THING. YOU KNOW WHAT? WHAT DO WE FORESEE? WHAT WHAT WE'D LOVE TO DO.

OF COURSE, YOU KNOW, EVERYBODY WANTS TO CONTINUE WORKING WITH NANCY.

YOU KNOW, THAT'S KIND OF ONE OF THE MOST COMMON THINGS. SO EVERYBODY KIND OF PUT THEIR HEAD TOGETHER AND TRY TO FIGURE OUT A WAY ON HOW WE CAN BEST REPRESENT NANCY, KIND OF MOVING FORWARD.

SO ONE OF THE IDEAS THAT CAME FORWARD AND KIND OF PASSED UNANIMOUSLY THROUGHOUT THE PD WAS BEING AS THOUGH HOW NANCY LOVED WORKING TRAFFIC AND TRAFFIC ACCIDENTS AND REALLY KIND OF WANTED TO GO INTO SID.

HOW CAN WE INCORPORATE THAT ALL TOGETHER? AND SO THE IDEA OF THE TRIMBLE SYSTEM WAS PRESENTED, I BELIEVE, BY SERGEANT CRAWFORD.

IF I'M NOT MISTAKEN IN LOVINGLY, IT'S CALLED THE DIGITAL OPERATING MACHINE, WHICH IS LONG FOR DOM.

SO WITH THAT WE CAME BACK.

I BELIEVE I TALKED WITH YOU, MR. WATSON, AND CAME BACK AND KIND OF PRESENTED THAT IDEA TO MR. WATSON AND SAY, WHAT DO WE THINK ABOUT HAVING THIS VERSION OF DOM CONTINUE WORKING WITH INSIDE THE PD? SO WITH THAT, WITH THE BACK STORY.

WE BROUGHT IT BEFORE CDC, AND WE HAD SOME QUESTIONS TRYING TO WORK THROUGH EVERYTHING, AND Y'ALL APPROVED IT.

SO WE RECENTLY GOT IT.

I KNOW Y'ALL WANT TO KIND OF HEAR A LITTLE BIT MORE ABOUT IT AND SEE ALL THE CAPABILITIES OF IT AND ALL THAT.

I FEEL LIKE I KIND OF NEED TO GIVE THE BACKSTORY BEHIND IT AND THANK Y'ALL PROFUSELY FOR EVERYTHING YOU DO.

AND THEN I KNOW WE'LL KIND OF GO INTO THE NEXT AGENDA ITEM HERE A LITTLE BIT AND CONTINUE ON THE LEGACY WITHIN IT.

SO AT THIS TIME, THIS IS THIS IS SERGEANT CRAWFORD.

SHE'S OVER A CRIMINAL INVESTIGATION DIVISION. SO SHE'LL KIND OF RUN THROUGH THE WHOLE PROCESS AND PROGRAM AND ALL THAT STUFF.

THANK YOU, CHIEF WATERS. MR. CHAIR. DIRECTORS. SERGEANT CRAWFORD, PRINCETON POLICE DEPARTMENT.

JUST TO KIND OF GIVE YOU A BRIEF OVERVIEW OF WHAT THE TRIMBLE ACTUALLY DOES.

IT'LL HELP MAP VEHICLE ACCIDENTS AS WELL AS ANY SORT OF CRIME SCENE.

IT'S ACTUALLY INTEROPERABLE OPERABLE WITH THE DRONE SYSTEM THAT WE HAVE RIGHT NOW.

AND SO ESSENTIALLY WHAT IT DOES IS IF THERE'S A VEHICLE ACCIDENT, THIS WILL MAP 3D. IT GIVES YOU ACTUAL IMAGES OF THE ACCIDENT AND NOT JUST STILL PICTURES.

AND SO IF YOU BRING IN THE DRONE, YOU CAN FLY THE DRONE OVER THE ACCIDENT AND ACTUALLY HAVE A 3D VISION OF, OF WHAT THE ACCIDENT ACTUALLY LOOKED LIKE.

SO WE WERE ABLE TO PURCHASE THE SYSTEM AND WE CAME IN.

WE DO HAVE OUR 40 HOUR IN-HOUSE TRAINING SCHEDULED FOR THE END OF THE MONTH.

JANUARY 27TH THROUGH THE 31ST.

ONCE WE GET EVERYTHING EVERYBODY TRAINED UP AND EVERYTHING WE'LL BE ABLE TO SUCCESSFULLY CREATE DIFFERENT THINGS WITH IT.

ONE OF OUR GOALS IS TO ACTUALLY MAP ALL OF THE SCHOOLS.

AND SO WE'LL BE ABLE TO HAVE ACTUAL IMAGES OF WHAT THE INSIDE OF THE SCHOOLS LOOK LIKE FOR DIFFERENT TRAININGS, SUCH AS ALERT! WE HAVE OTHER AGENCIES COMING INTO THE TRAINING WITH US, SUCH AS FRISCO. I THINK MCKINNEY IS COMING AND ACTUALLY HAS SOME OTHER ONES REACH OUT TODAY. SO WE'LL HAVE A GOOD WORKING GROUP.

SO IF ANYBODY HAS ANY ISSUES OR ANYTHING, WE CAN ALL REACH OUT TO EACH OTHER.

DO YOU HAVE ANY QUESTIONS OR ANYTHING? I JUST I JUST WANT TO SAY I'M EXTREMELY HAPPY TO SEE THIS IS IN IN POSSESSION BY THE POLICE DEPARTMENT ABOUT TO BE PUT INTO OUR COMMUNITY TO HELP.

THANK YOU FOR DOING THAT.

YES, SIR. I JUST HAD ONE QUICK QUESTION.

COULD YOU JUST GIVE US SOME OF THE BENEFITS THAT SINCE YOU ALL HAVE THIS NOW, THAT IT WILL HELP JUST UP SOME OF THE BENEFITS, THAT IT'LL HELP. NOW, SINCE WE HAVE THIS IN PRINCETON NOW COMPARED TO US NOT HAVING IT. SO SOME OF THE BENEFITS.

SO THIS IS ONE OF THE ONLY MACHINES.

THERE'S A COUPLE OF OTHER MACHINES THAT'S OUT THERE LIKE THIS. THIS IS ONE OF THE ONLY MACHINES THAT'S ACTUALLY ADMISSIBLE IN COURT. AND SO IN IN BENEFITS OF THIS.

AND SERGEANT CRAWFORD TALKED ABOUT, YOU KNOW, DOING THE TRAFFIC ACCIDENTS AND ALL THIS, THIS ALSO HELPS WITH IN CRIME SCENES TOO AS WELL.

SO YOU ALL ARE FAMILIAR WITH THE THE MURDER THAT WE RECENTLY HAD AND RIGHT AFTER THIS WAS ACTUALLY APPROVED. SO, ALAN, WE UTILIZED THEIR SYSTEM WITHIN OUR CRIME SCENE AT THAT POINT IN TIME TO GO IN.

BUT THIS SYSTEM RIGHT HERE IS ONE OF THE THINGS THAT WOULD HAVE MAPPED EVERYTHING OUT.

IT WOULD HAVE MARKED ALL THE EVIDENCE AND ALL THAT STUFF FOR US. AND IT'S WITHIN, I BELIEVE, A CENTIMETER OF A DEGREE AS FAR AS MAPPING EVIDENCE.

AND SO WHENEVER YOU GO IN AND YOU LOOK AT EVERYTHING THAT THIS PROVIDES THE, THE OUTPUT OF THIS AS FAR AS THE MAPPING AND ALL THAT IT IS LITERALLY 3D IS SOMETHING THAT

[00:55:05]

YOU CAN GO IN. AND SO IT HELPS OUT WITH IN COURT TESTIMONIALS, ALL THAT OTHER STUFF. SO ONE THING, AND WE'LL KEEP IT A SECRET.

WE WON'T TELL ANY OF THE CITY COUNCIL MEMBERS JUST QUITE YET.

BUT WE HAVE OTHER AGENCIES THAT ARE ABOUT OUR SIZE WITHIN WITHIN COLLIN COUNTY THAT I'M ACTIVELY WORKING WITH THE CHIEFS, AND WE'RE WORKING ON THE INTERLOCAL AGREEMENT. I DON'T KNOW IF IT'S ALRIGHT IF I GO AHEAD AND TALK ABOUT IT.

I THINK WE'RE ALMOST THERE, BUT I KNOW I STILL GOT TO PRESENT TO THE COUNCIL. SO IT JUST KIND OF HEADS UP A LITTLE BIT.

BUT WE'RE WORKING ON INTERLOCAL AGREEMENTS. THEY HEARD THAT WE ACTUALLY ACQUIRED THE SYSTEM THROUGH Y'ALL. AND SO IT'S KIND OF ANOTHER BENEFIT TO SOME OF THESE OTHER AGENCIES THAT'S GROWING UP, THEIR CRIMINAL INVESTIGATION DIVISION AS WELL. SO SOME OF THE OTHER AGENCIES THAT ARE ACTUALLY BIGGER THAN US ARE STARTING TO TRY TO GO TO THIS. HENCE THE REASON WHY THEY'RE COMING INTO THE TRAINING AND ALL THAT OTHER STUFF. AND SOME OF THE OTHER TESTIMONIALS.

SO SOME OF THE PEOPLE THAT COME IN AND PUT IT ON, THEY'LL ACTUALLY HELP TESTIFY WITH IN COURT AND ALL THAT UNTIL WE'RE ABLE TO GET OUR LEGS UP UNDERNEATH US. SO BETWEEN THE BIG SCANNER AND THEN THE INDEPENDENT SCANNERS AS WELL.

THE ACCESS FOR MOBILITY IS GOING TO BE THERE TOO AS WELL, SO WE DON'T HAVE TO ALWAYS TAKE JUST ONE BIG SCANNER.

SO IF THE ONE BIG SCANNER IS OUT ON, LET'S JUST SAY, A TRAFFIC ACCIDENT, WE CAN ACTUALLY GO AND MARK WITH THE LITTLE SCANNERS AND THEN MARK PINPOINT MARK EVERYTHING THAT'S OUT THERE AND THEN TAKE THE SCANNER OUT THERE LATER ON. SO WE HAVE THAT MOBILITY BECAUSE AS YOU KNOW, WE HAVE THE COMMERCIAL MOTOR VEHICLE UNIT THAT'S OUT THERE NOW TWO THAT WE JUST RECENTLY STARTED THIS LAST YEAR.

AND HE'S ACTUALLY WORKING IN TRAFFIC ACCIDENTS AS WELL.

SO WE HAVE SEEN AN UPTICK IN SOME OF OUR CRIME SCENES THAT'S OUT THERE.

AND WE HAVE SEEN AN UPTICK IN SOME OF OUR TRAFFIC ACCIDENTS.

SO WE'RE A LITTLE BIT BUSIER.

RIGHT. AND SO WHENEVER WE GET THIS UP AND GOING, I MEAN IT'S JUST AN ABSOLUTE GAME CHANGER THAT'S GOING TO BE THERE.

AS FAR AS COURT TESTIMONIALS AND EVIDENCE PROCESSING AND THINGS THAT ARE PRESENTED TO JURIES AND JUDGES. THANKS, CHIEF, I APPRECIATE IT.

ANY OTHER QUESTIONS? ALL RIGHT.

WELL, WE ARE THRILLED TO BE ABLE TO CONTRIBUTE TO THIS.

OUR POLICE DEPARTMENT IS ABSOLUTELY OUTSTANDING.

AND IT'S JUST YET ANOTHER BRICK IN THAT WALL.

TO TO CONTINUE TO PROVIDE FOR THE COMMUNITY AS A WHOLE AND TO KEEP PRINCETON YOU KNOW, AS A DEPARTMENT AND AS A CITY.

UP THERE AT THE TOP OF THE, YOU KNOW, UPPER ECHELON WITH CITIES LIKE FRISCO AND MCKINNEY. SO WE'RE THRILLED TO DO THAT.

SO IT IS IT IS EXTREMELY WE WE'RE EXTREMELY GRATEFUL FOR IT.

AND THE OTHER AGENCIES, THE OTHER GROWING AGENCIES THAT'S WITHIN OUR COLLIN COUNTY AGENCIES ARE ABOUT OUR SIZE.

I'M SURE YOU ALL KIND OF KNOW WHO THEY ARE. BUT THEY THEY COULDN'T BELIEVE THAT WE WERE ALREADY ABLE TO ACQUIRE IT, YOU KNOW? AND SO THAT JUST GOES TO SHOW.

THANK YOU ALL VERY MUCH FOR WORKING WITH US AND ALL Y'ALL REACHED OUT TO US.

AND SO WE CAN'T THANK YOU ENOUGH FOR THAT.

SO THANK YOU. APPRECIATE IT.

ALL RIGHT. AND THEN WE'LL GO AHEAD.

AND AS CHIEF WATERS MENTIONED, WE'LL KIND OF SLIDE INTO THE NEXT AGENDA ITEM, J FOR 2025, DASH ZERO ZERO FOR OFFICER NANCY DOMINGUEZ SCHOLARSHIP UPDATE

[J4. 2025- 004 Officer Nancy Dominguez Scholarship Update]

PRESENTATION AND DISCUSSION REGARDING THE OFFICER NANCY DERBY, A SCHOLARSHIP FUNDED BY THE PRINCETON CDC.

PRESENTED BY SERGEANT TRIM.

YEAH. YES, MA'AM. THANK YOU.

HONORABLE CHAIRMAN, MEMBERS OF THE BOARD. JAMES WALTERS, CHIEF OF POLICE WITH ME. I HAVE SERGEANT TRIM.

SO WE WERE APPROACHED AGAIN AFTER WE WERE ABLE TO GET THE DOM.

AND SO THIS IS WHERE THAT LEGACY, THE CONTINUATION OF THE LEGACY.

MA'AM. HOW IS THE DISCONNECT? CAN YOU HEAR ME NOW? I DON'T THINK THE LIGHT'S ON, BUT IT'S WORKING.

HOW ABOUT NOW? THERE YOU GO.

BETWEEN THE LIGHTS AND THE MICROPHONES. I CAN'T CATCH A BREAK TONIGHT. SO SO THIS THIS IS WHERE. THIS IS WHERE THE CONTINUATION OF LEGACY.

SO AGAIN, AFTER WE WERE ABLE TO PURCHASE THE THE DOME SYSTEM AND GET THAT GOING, I WAS AGAIN APPROACHED BY MEMBERS OF THE BOARD AND ASKING ABOUT WHAT DO WE THINK ABOUT A SCHOLARSHIP? LET'S TRY TO GET BACK WITHIN THE COMMUNITY AND THESE KIDS.

AS YOU KNOW, I LOVE TO HIRE KIDS HERE.

I WAS ACTUALLY BORN AND RAISED INSIDE OF PRINCETON. I GREW UP INSIDE OF PRINCETON AND ALL THIS STUFF. AND WHENEVER I CAME BACK TO PRINCETON, I WAS OFFERED A JOB. I WAS ECSTATIC TO WORK IN THE SAME TOWN THAT I GREW UP IN.

SO IT'S IT'S KIND OF ONE OF THOSE DEALS THAT I JUST TRY TO GIVE BACK TO THE COMMUNITY, THESE KIDS THAT ARE KIND OF GROWING UP. AND IF WE WANT TO TRY TO POST THEM IN, IN EITHER LAW ENFORCEMENT OR CRIMINAL JUSTICE OR SOME SORT OF FIRST RESPONDER ROLE LET'S TRY TO HELP THAT ASPECT OUT. SO RECENTLY WE JUST HAD SOME MOVEMENT WITH INSIDE THE PD, SOME NEW PROMOTIONS, ALL THAT.

MY LAST PROFESSIONAL STANDARD SERGEANT GOT PROMOTED UP TO LIEUTENANT OF A PATROL.

SERGEANT TRIM WAS RECENTLY MOVED OVER IN PROFESSIONAL STANDARDS.

HE IS EXTREMELY ECSTATIC ABOUT IT.

NO, NOT REALLY. HE HE DOESN'T LIKE BEING IN THERE WITH ME ALL THE TIME.

BUT SO I ASKED SERGEANT TRIM TO TAKE ON THIS PROJECT.

[01:00:04]

AND PART OF THE REASON WHY I.

SERGEANT TRIM. I HOPE YOU DON'T MIND ME KIND OF TALKING ABOUT IT.

PART OF THE REASON WHY I SERGEANT TRIM TO TAKE ON THIS PROJECT.

BECAUSE SERGEANT TRIM WAS THE SERGEANT OF NANCY, AND HE WAS HE WAS ON DUTY THAT NIGHT AND EVERYTHING. THAT WAS KIND OF GOING ON. SO THIS IS GOING TO BE ONE OF THOSE PROJECTS THAT'S KIND OF MORE NEAR AND DEAR TO HIS HEART. SO WE'RE GOING TO I'M GOING TO LET HIM KIND OF COME UP AND AND START KIND OF GIVING THIS PRESENTATION. AND I THINK TONIGHT WE'RE KIND OF LOOKING FOR A LITTLE BIT MORE GUIDANCE AS FAR AS, LIKE WHAT Y'ALL WANT TO SEE AND WHERE Y'ALL WANT TO GO WITH THIS AND FOR HOW LONG AND ALL THIS STUFF.

SO WE'LL HAVE A FEW QUESTIONS.

Q AND A'S AND ALL THIS STUFF KIND OF MOVING BACK FOR US. SO THAT WAY WE HAVE A DIRECTION IN WHICH WAY AHEAD. THANKS.

MR. CHAIRMAN, BOARD MEMBERS.

SO MY NAME IS CODY TRIM.

I'M A SERGEANT HERE. LIKE CHIEF SAID, I HAVEN'T MET A TON OF YOU GUYS.

I'VE BEEN ON NIGHTS, SO I'VE COME OFF NIGHT SHIFTS TWO DAYS.

TODAY'S. IT'S BEEN GREAT.

SO I WAS OFFICER DOMINGUEZ'S SUPERVISOR WHEN SHE WAS WORKING SHIFT WITH US, AND SO, LIKE CHIEF SAID, THIS IS MORE OF A THERE'S A LOT THAT GOES INTO THIS. SO THIS IS STILL IN ITS INFANCY.

SO I'VE TALKED TO YOUR CEO A LITTLE BIT ABOUT THE BEST WAY TO KIND OF APPROACH THIS.

SO THIS SLIDE SHOW IS REALLY ASKING A LOT OF QUESTIONS TO KIND OF GET YOU GUYS TO THINK OF WHAT ARE THE NEXT STEPS.

WHAT DO WE WANT THIS PROGRAM TO REALLY LOOK LIKE.

AND BECAUSE WE WANT THIS TO LAST FOR A WHILE.

SO AT SOME POINT, ALL OF US IN THIS ROOM, WE'RE NOT GOING TO BE HERE.

IT'S GOING TO BE SOMEONE ELSE.

AND WE STILL WANT THE NANCY DOMINGUEZ SCHOLARSHIP FUND TO BE HERE.

SO WE NEED TO MAKE SURE WE'RE DOING IT THE RIGHT WAY. SO KIND OF JUST A QUICK BREAKDOWN.

WHAT'S DRIVING THIS IS THE MEMORIALIZATION OF THE LIFE OF OFFICER DOMINGUEZ AND HER PASSION FOR POLICE WORK. THAT'S WHAT SHE WENT TO SCHOOL FOR.

AND SHE LOVED POLICE WORK JUST IN GENERAL.

ABSOLUTELY LOVE BEING A COP.

STUDENTS THAT ARE AVAILABLE.

REALISTICALLY, IS GOING TO BE OPEN TO HIGH SCHOOL SENIORS.

AND THEN IS IT RESTRICTED TO A FIELD OF STUDY? SO WHEN WE START LOOKING AT CANDIDATES OR IF THERE'S CANDIDATES THAT PUT IN, IS IT GOING TO BE SPECIFICALLY FOR ONE MAJOR.

SO PUBLIC SAFETY, CRIMINAL JUSTICE, SOMETHING IN THE I GUESS, QUOTE UNQUOTE COP, YOU KNOW, REALM.

SO THAT'S SOMETHING WE HAVE TO TALK ABOUT OR THINK ABOUT. IS IT GOING TO BE APPLIED TO COMMUNITY COLLEGE, STATE COLLEGE, PRIVATE COLLEGE, YOU KNOW, WHERE ARE WE GOING TO BE DISTRIBUTING THE MONEY? WHAT TYPE OF SCHOOL, WHAT TYPE OF EDUCATION ARE WE WANTING TO DISTRIBUTE FUNDS TO? AND THEN WILL THE SCHOLARSHIP BE BASED OFF THE STUDENT'S FINANCIAL NEEDS? SO ARE WE GOING TO TAKE INTO ACCOUNT THE PARENTAL, YOU KNOW, FINANCIAL STATEMENTS? IS IT GOING TO BE REQUIRED? IS THAT SOMETHING YOU GUYS WANT TO LOOK AT AS WELL? SO FUNDING AND SUSTAINABILITY.

HOW MUCH ARE WE GOING TO GIVE EACH STUDENT? SO REALISTICALLY IT'S KIND OF A BIGGER QUESTION.

SO HOW MUCH ARE WE GOING TO GIVE EACH STUDENT. HOW MANY STUDENTS AND THEN FOR HOW LONG. RIGHT. SO WE HAVE ONE STUDENT $1,000.

JUST A ONE TIME PAYMENT.

FINANCIALLY THAT'S NOT TO, YOU KNOW, OVERBEARING FOR YOU GUYS.

IF YOU START LOOKING AT IT OKAY, WE WANT TO DO TEN STUDENTS AT 5000.

AND WE WANT TO PAY IT FOR FOUR YEARS AT THEIR IN SCHOOL.

NOW YOU'VE JUST OPENED THE DOOR TO A DECENT AMOUNT OF MONEY THAT I DON'T KNOW IF WE WANT TO COMMIT TO FINANCIALLY.

SO WILL THE SCHOLARSHIP BE GIVEN OUT ONCE? WILL IT BE RENEWED? SO AGAIN, THAT'S THAT ONE TIME PAYMENT OR ARE WE GOING TO DO IT? HEY, WE'LL GIVE YOU FOUR YEARS SO FRESHMAN THROUGH SENIOR YEAR OF COLLEGE OR IT'S JUST THAT ONE TIME PAYMENT.

AND THEN HOW WILL THE MONEY BE PAID OUT. IS THIS GOING TO BE PAID DIRECTLY TO THE STUDENT? IS IT GOING TO BE PAID TO THE SCHOOL BECAUSE IF IT'S PAID TO THE SCHOOL, THEN WE HAVE TO GET INFORMATION FROM THE SCHOOL.

YOU KNOW, WHO DO WE GIVE THIS MONEY TO? AND THEN I DON'T KNOW ANYTHING ABOUT TAXES.

I DON'T KNOW IF THERE'S TAX CONSIDERATIONS.

I DON'T KNOW HOW THAT WORKS. SO WE'LL HAVE TO FIGURE THAT OUT. ADMINISTRATION SELECTION.

SO ONE OF THE ONE OF THE I'D SAY THE HARDEST PARTS IS GOING TO BE ABOUT THIS IS WHO'S GOING TO BE OVER THIS.

HOW MUCH TIME IS GOING TO BE DEDICATED TO IT.

IS IT GOING TO BE ONE OF YOU GUYS? IS IT CITY PERSONNEL? IS IT POLICE PERSONNEL? AND WHAT DOES THAT LOOK LIKE? SO HOW DO WE DO? WE PUT IT OUT ON SOCIAL MEDIA.

HOW DO WE ADVERTISE THAT? WE HAVE THIS BECAUSE WE WANT TO HELP KIDS, SENIORS.

AND THEN WHO'S GOING TO TAKE CARE OF IT? SO WHO'S GOING TO LOOK OVER THE DIFFERENT APPLICATIONS? SO SAY WE GET 50 APPLICATIONS.

WHO'S GOING TO SIT DOWN AND LOOK OVER ALL THESE APPLICATIONS.

AND THEN MORE IMPORTANTLY, IS IT GOING TO BE A BOARD THAT'S GOING TO COME TOGETHER. IS IT GOING TO BE YOU GUYS THAT COME TOGETHER AND SAY, HEY, WE WANT THESE THREE, FIVE, YOU KNOW? HOWEVER MANY KIDS. SO I THINK THAT'S GOING TO BE THE HARDEST PART IS, YOU KNOW, HOW DO WE HOW DO WE HANDLE THIS AS FAR AS WHAT IF WE GET 100 APPLICATIONS?

[01:05:01]

DO WE HAVE TIME FOR THAT? SO THERE'S A COUPLE OF DIFFERENT WAYS WHEN YOU LOOK AT MANAGEMENT OF A SCHOLARSHIP PROGRAM. NOW, I AM BY NO MEANS AN EXPERT.

BUT FROM MY RESEARCH, YOU KNOW, PREPARING FOR THIS AND LOOKING AT IT, THERE IS MANAGEMENT ORGANIZATIONS ONLINE.

WE CAN I CAN WORK WITH YOUR CEO AND KIND OF FIGURE OUT WHAT WOULD WORK BEST FOR YOU GUYS.

AND YOU CAN HIRE THAT MANAGEMENT COMPANY.

AND THEY KIND OF JUST SET EVERYTHING UP AND YOU GUYS FUND IT. WE, WE GIVE THEM THE CRITERIA OF WHAT WE'RE LOOKING AT FOR APPLICANTS.

THAT'S WHO PEOPLE APPLY TO.

AND THEN THEY WILL PICK EVERYTHING OUT THEIR SOFTWARE THAT WE CAN BUY.

SO WE CAN BUY SOFTWARE THAT WILL ASSIST AND KIND OF JUST MAKING OUR LIFE EASIER AND ORGANIZED OR JUST SELF-MANAGEMENT.

SO WE COME UP WITH A TEAM OR A GROUP OR SOMEONE AT THE CITY, WHOEVER IT MIGHT BE, THAT'S GOING TO MANAGE THIS PROGRAM AND TAKE CARE OF IT.

SO THAT WAS VERY QUICK BECAUSE I KNOW WE GOT A LOT GOING ON.

LIKE I SAID, THIS IS REALLY JUST A WAY TO GET YOU GUYS THINKING ABOUT, HEY, WHAT DO WE WANT THE NEXT STEPS TO BE? BECAUSE IT'S IN ITS INFANCY.

I KNOW WE'VE SPOKEN A FEW TIMES.

AND YOU CAN PARTNER WITH COLLEGES.

DO YOU WANT TO GO THAT ROUTE? AND SO I THINK IT'S SOMETHING THAT WE CAN WORK ON WITH Y'ALL'S GUIDANCE TO COME UP WITH THE BEST THING THAT'S GOING TO WORK FOR YOU GUYS AND FOR US AND FOR THE CITY.

AND REALLY, HEY, THIS IS THE KIND OF LEGACY AS FAR AS SCHOLARSHIP GOES, THAT WE WANT TO HAVE TO HONOR, YOU KNOW, OFFICER DOMINGUEZ, US. DO YOU GUYS HAVE ANY QUESTIONS? NO, I THINK IT'S. I THINK IT'S OUTSTANDING. I THINK IT'S VERY WELL THOUGHT OUT WITH THE QUESTIONS. THERE IS QUITE A BIT TO TO DISCUSS.

I KNOW JUST AS WE ARE GOING THROUGH SOME OF IT, SOME OF MY INITIAL THOUGHT IS, YES, I WOULD LOVE TO BE ABLE TO PARTNER WITH COLIN COLLEGE. I KNOW THEY'VE GOT A PRETTY GOOD CRIMINAL JUSTICE PROGRAM.

YES. TARGETING HIGH SCHOOL SENIORS.

I LOVE THE IDEA OF, YOU KNOW, MAYBE DOING MULTIPLE.

YOU KNOW, I THINK THERE'S ALSO A BIG THING TO BE SAID FOR.

DO WE DO IT FOR ONGOING YEARS? I THINK WITH THAT, THERE'S A LITTLE BIT MORE SKIN IN THE GAME WITH THE PARTICIPANT.

RIGHT. OF OF CONTRIBUTING BACK TO PRINCETON.

AS THEY, AS THEY COME TO GRADUATE AND THINGS LIKE THAT.

SO A LOT OF DIFFERENT THINGS FOR CONSIDERATION ON, ON HOW WE CAN DO THIS.

SO I'M LOOKING FORWARD TO US BEING ABLE TO GET TOGETHER. I IMAGINE THIS WILL BE AN AGENDA ITEM FOR US IN OUR IN OUR NEXT WORK SESSION OF WORKING THROUGH.

MR. CHAIRMAN, AND THIS IS SOMETHING OBVIOUSLY, AND I LIKE THE WAY YOU FRAMED IT, IT'S GOING TO TAKE A LITTLE WHILE TO PUT TOGETHER. WE NEED TO BE THOUGHTFUL ABOUT IT.

I DO KNOW THAT THAT LEGALLY WE CAN DO WORKFORCE TRAINING.

I'VE DONE IT IN MULTIPLE MARKETS.

AND LET ME I'LL JUST GIVE YOU A BRIEF SUMMARY OF HOW I'VE PUT IT TOGETHER.

AND THIS IS ONE OF THE OPTIONS THAT WE HAD DISCUSSED.

AND MY PREVIOUS MARKET IN ENNIS, TEXAS.

WE PARTNERED WITH TEXAS STATE TECHNICAL COLLEGE AND ENNIS.

WE HAVE A LARGE INDUSTRIAL BASE.

THEY WERE STARVING FOR EMPLOYEES.

WE HAD A DEMOGRAPHIC SIMILAR, QUITE HONESTLY, TO PRINCETON. WE HAD A LOT OF HIGH SCHOOL SENIORS THAT ARE GOING TO BE GRADUATING WITH WITH NO SKILLS, NO GUIDANCE.

THEY WEREN'T GOING TO COLLEGE. THEY WEREN'T JOINING THE MILITARY. AND SO IT REALLY THERE'S WHAT WAS BEST FOR OUR INDUSTRY AND FOR OUR ECONOMY.

AND QUITE HONESTLY, SELFISHLY, IT'S WHAT WAS GOOD FOR MY HEART, KNOWING THAT WE WERE GOING TO BE ABLE TO BREAK THE CYCLE WITH SOME OF THESE FAMILIES AND HELP SOME OF THESE YOUNG PEOPLE GARNER SKILLS.

AND SO WHAT WE DID IS WE PARTNERED WITH STC WITH THEIR FOUNDATION, AND WE PUT TOGETHER A SCHOLARSHIP PROGRAM FOR, FOR CURRENT AND EVEN FORMER STUDENTS OF THE INNER SCHOOL DISTRICT.

SO ANYTIME I SAY JUST REPLACE IT WITH PRINCETON, WE CAN DO THE IDENTICAL THING HERE.

THERE'S NOT A TSC HERE, BUT THERE IS COLLIN COLLEGE AND COLLIN COLLEGE UP HERE FULFILLS A LOT OF THE SAME THINGS THAT TSC DOES IN THE OTHER MARKET.

SO WE BROUGHT IN A PARTNERSHIP WE GOT WITH THE SCHOOL DISTRICT, WE GOT WITH THE COLLEGE AND WE ALL MET AND CREATED THE PROGRAM NOW.

THAT IS SOMETHING THAT I WOULD LIKE TO DO REGARDLESS OF THIS SPECIFIC SCHOLARSHIP, BECAUSE I THINK IT IS IT IS A LEGAL WAY TO HAVE A TREMENDOUS IMPACT ON OUR COMMUNITY.

I WOULD ASSUME THERE'S PROBABLY SEVERAL HUNDRED KIDS COMING OUT OF OUR HIGH SCHOOL EVERY YEAR THAT WOULD FALL IN THE SAME CATEGORY AS THEY DID IN ENNIS.

AND SO WE CAN CATCH THEM AS THEY'RE COMING OUT AND GIVE THEM, A GIVE THEM SKILLS. BUT THE BEAUTY OF THIS ARE SEVERAL OF THE BEAUTIES OF THIS, ONE OF WHICH IS HE TALKED ABOUT, YOU KNOW, HOW ARE WE GOING TO MANAGE IT? ONCE WE SET THE PROGRAM UP AND CAME UP WITH PARAMETERS, WHICH WILL BE YOUR JOB, I, YOU KNOW, DESHAWN AND I MAY MAKE RECOMMENDATIONS, BUT ULTIMATELY YOU'RE GOING TO BE THE ONES THAT SAY WE LIKE THIS, WE LIKE THIS, WE LIKE THIS.

WE DON'T LIKE THIS. WE'LL CREATE THE PROGRAM.

[01:10:03]

WE'LL SIT DOWN WITH THE ISD AND COLLIN COLLEGE.

THEY'LL ACTUALLY MANAGE THE SCHOLARSHIP PROGRAM.

NOW, WHAT WE HAD SPOKEN ABOUT IS IF WE DO AN UMBRELLA SCHOLARSHIP PROGRAM AND THE BOARD PUTS $20,000 TO THE FOUNDATION IN A COMMUNITY COLLEGE, THAT ESSENTIALLY WILL I MEAN, THAT'S $1,000 WILL EASILY COVER A SEMESTER WITH WITH YOUR CLASSES, MATERIALS AND EVERYTHING IN MOST CASES THERE ARE SOME TRADES WHERE THE TOOLS ARE MORE EXPENSIVE, THINGS LIKE THAT, BUT THEY CAN.

ONCE THEY GET INTO THE PROGRAM, THEY APPLY THE THE ISD AND THE COLLEGE ACCEPT THE STUDENTS THEIR THE THEY KNOW THE STUDENTS.

WE DON'T KNOW THE STUDENTS. I'M NOT GOING TO HANDPICK ONE CHILD OVER ANOTHER ONE.

I HAVE NO IDEA WHAT THE NEEDS ARE, WHO THEY ARE.

THEY KNOW IT. THEY'RE PROFESSIONALS AT IT.

AND SO THEY WOULD PICK THE THE STUDENT ONCE THEY GET IN.

IF IT'S A TWO SEMESTER PROGRAM, THEY GET THEIR SCHOLARSHIP FOR THE FIRST SEMESTER, THEY REAPPLY AND THEY'RE ELIGIBLE FOR IT, AND THEY CAN GET IT AUTOMATICALLY IF THEY MAKE THEIR GRADES.

IF THEY DON'T MAKE THEIR GRADES, THEY'RE NOT ELIGIBLE. IF THEY'RE NOT GOING TO SHOW UP, THERE'S NO REASON TO GIVE THEM ANOTHER YEAR'S WORTH SCHOLARSHIP. SO IT'S RENEWABLE ANNUALLY, BUT IT'S YOU MAKE SURE THAT THEY'RE ACTUALLY SHOWING UP, MAKING THE GRADES AND THAT TYPE OF THING.

AND OUR CONVERSATION WAS WE CAN DO WHETHER, YOU KNOW, WHETHER AND I DIDN'T KNOW THE OFFICER.

IT'S A TRAGIC STORY, OBVIOUSLY, WHETHER YOU KNOW HER OR NOT.

BUT WHAT ARE PASSIONATE IS IS IT CRIMINAL JUSTICE? IS THERE ANOTHER AREA THAT SHE DIDN'T DO FOR A LIVING? BUT SHE REALLY HAD A HEART FOR THAT. SHE WOULD LIKE TO HELP.

WE CAN GET WITH COLLIN COLLEGE, FIND OUT WHAT THEIR CAPACITIES ARE.

AND THEN AS PART OF THE UMBRELLA SCHOLARSHIP PROGRAM, WE CAN DO ONE FOR CRIMINAL JUSTICE ON AN ANNUAL BASIS AND NAME IT AFTER THE OFFICER.

I MEAN, THERE ARE OTHER OPTIONS. WE CAN DO A SINGULAR SCHOLARSHIP UNDER THAT NAME, BUT BUT, YOU KNOW, NOT TO BURY THE LEAD.

WE HAVEN'T DONE OUR STRATEGIC PLANNING, BUT, YOU KNOW, PREPARE YOURSELF, BECAUSE I AM GOING TO ASK YOU TO APPROVE A SCHOLARSHIP PROGRAM AT SOME POINT.

BECAUSE I THINK A, I KNOW IT'S WE'RE WE HAVE TO BE VERY CAREFUL HOW WE SPEND OUR MONEY.

IT IS LEGISLATED. AND YOU'LL HEAR ME.

YOU'LL GET TIRED OF HEARING ME SAY THAT. BUT IT'S VERY, VERY IMPORTANT.

I KNOW THAT THIS IS SOMETHING WE CAN DO, AND IT'S A WAY THAT WE CAN AFFECT THE ECONOMY BY BREAKING THE CYCLE.

AND AND THEN IT'S THE WAY SOMEBODY PUT IT TO ME VERY BLUNTLY AND NOT MY WORDS.

SOME OF THESE KIDS THAT ARE COMING OUT OF HIGH SCHOOL WITHOUT ANY TRADES OR SKILLS, THEY HAVE A CHOICE. THEY CAN THEY CAN ACCEPT ONE OF THESE SCHOLARSHIPS IF WE HAVE THIS PROGRAM, IF WE DON'T HAVE THIS PROGRAM.

THE CHOICE IS THEY CAN CATCH ON AT A FAST FOOD PLACE, THEY CAN STEAL CARS, THEY CAN SELL DRUGS, THEY CAN GO DOWN THE WRONG WAY.

AND THEN IT BECOMES A DRAIN ON YOUR ECONOMY AND YOUR COMMUNITY INSTEAD OF BEING AN ASSET.

SO IF WE CAN HEAD IT OFF AT THE PASS AND GET THEM TO BE PRODUCTIVE.

TEACH THEM A SKILL. THERE ARE A LOT OF SKILLS AT COLLIN COLLEGE THAT I REALLY WISH I KNEW.

I AM A LOT OF THINGS. I'M NOT A HANDY PERSON.

I COULD HAVE USED SOME OF THESE PROGRAMS WHEN I WAS YOUNGER, ALTHOUGH THEY MIGHT NOT HAVE TAKEN WITH ME.

BUT BUT I THINK THERE'S THERE'S SOMETHING TO BE SAID FOR IT.

I THINK THAT THERE'S A WAY THAT WE CAN DO A WHOLE LOT OF GOOD WITHOUT IT BEING A WHOLE LOT OF MONEY. IF WE PARTNER WITH THE COLLIN COLLEGE, IF IT'S OPEN TO ANY UNIVERSITY, $1,000 HELPS, BUT IT'S NOT GOING TO GET THEM TO DO SOMETHING THEY COULDN'T AFFORD TO DO IN THE FIRST PLACE. THE BEAUTY OF COLLIN COLLEGE IS IF THEY GO THERE WITH THIS PROGRAM, IT'S ON US. IF YOU'LL COMMIT YOURSELF TO GO TO THE CLASS AND DO THIS THING, YOU VIRTUALLY HAVE NO OUT OF POCKET, AND THEY'LL TAKE ADVANTAGE OF THAT.

THEY DON'T HAVE TO RAISE ANOTHER 10,000 A SEMESTER TO ADD TO OUR SCHOLARSHIP.

THEY'RE LIKE, WOW, IT'S ON YOU.

I CAN DO THIS. IT DOESN'T COST ME ANYTHING.

I ACTUALLY LIKE ALL OF THOSE IDEAS.

I ACTUALLY HAVE A TON OF INFORMATION ABOUT SCHOLARSHIPS AND KIDS GETTING SCHOLARSHIPS AND THINGS LIKE THAT. BUT THE ONLY THING THAT I WOULD, I WOULD ACTUALLY SAVE MYSELF IS NOT LIMITING, NOT LIMITING IT TO JUST COLLIN COLLEGE.

THERE ARE A LOT OF KIDS THAT'S PROBABLY OUT IN THIS COMMUNITY THAT THEY ACTUALLY HAVE ACCESS TO COLLIN COLLEGE THROUGH THE DUAL CREDIT PROGRAMS AT THE HIGH SCHOOL AND THINGS LIKE THAT. YOU HAVE A LOT OF THESE KIDS THAT ARE REALLY PROBABLY FIRST TIME COLLEGE GRADUATES OR EVEN, YOU KNOW, JUST SECOND GENERATION TRYING TO GO TO COLLEGE, AND THEY ARE TRYING TO DO SOMETHING OUTSIDE OF COLLIN COLLEGE.

THEIR PARENTS MAY HAVE WENT TO COLLEGE AND COLLEGE AND MADE THEIR WAY THROUGH THAT, BUT THEY'RE ACTUALLY TRYING TO STEP INTO SOMETHING BIGGER. AND THEIR PARENTS MADE JUST ENOUGH WHERE THEY CAN'T GET ANY HELP.

SO WITH THEM STEPPING UP AND, YOU KNOW, APPLYING FOR EVERY LITTLE SCHOLARSHIP THAT MAY BE OUT THERE TO WHATEVER IT IS TO LIVE OUT THEIR DREAM,

[01:15:02]

TO TRY TO GO TO A BIGGER SCHOOL, WHETHER THAT'S IN THE UT SYSTEM.

I JUST SAW THE UT SYSTEM SAID, HEY, WE'RE GOING TO DO FREE TUITION FOR EVERY HOUSEHOLD THAT MAKES UNDER $100,000 A YEAR.

SO JUST US BEING ABLE TO EXPAND IN THAT CATEGORY IN WHATEVER FORM THEY WANT TO GO INTO. I JUST DON'T WANT TO I WOULDN'T WANT TO LIMIT IT TO JUST, OKAY, YOU CAN'T GET THIS SCHOLARSHIP IF YOU DON'T GO TO COLLIN COLLEGE. THERE ARE A LOT OF RESOURCES FOR KIDS THAT CAN HONESTLY LIKE THEY CAN PAY THEIR WAY THROUGH COLLEGE.

ACTUALLY, IF THEY TAKE CARE OF THEIR BUSINESS LIKE THEY'RE SUPPOSED TO IN HIGH SCHOOL, THEY GET TWO YEARS. THEY CAN THEY CAN GRADUATE HIGH SCHOOL WITH AN ASSOCIATE'S DEGREE.

SO US USING THIS, I HEAR ALL THE GREAT STORIES THAT Y'ALL TELL ABOUT OFFICER DOMINGUEZ. I WANT HER STORY TO BE OUT THERE.

I WANT HER NAME TO BE OUT THERE IN WHATEVER FORM.

AND IT DOESN'T HAVE TO BE AT COLLIN COUNTY. IF YOU WANT TO GO TO THE UNIVERSITY OF TEXAS OR IF YOU WANT TO GO WHEREVER, AND IF YOU DO THE THINGS THAT YOU NEED TO, AND PUT THE PASSION THAT SHE PUT IN HER PASSION AND COMING TO WORK EVERY SINGLE DAY AND SERVING THIS CITY, I WANT THAT NAME AND THAT SCHOLARSHIP TO GO WHEREVER SHE GOES. I WOULD ALSO LIKE TO ADD, I KNOW THAT WE WE HAD TALKED ABOUT IT WOULD BE LIMITED TO APPLY.

I WOULD LIKE FOR ANYONE, ANY KID THAT'S GRADUATING THAT MAY BE A FAMILY MEMBER OF A POLICE OFFICER.

ALSO, NOT TO LIMIT IT TO JUST THOSE ATTENDING TO BE CALM, BUT ALSO THOSE THAT ARE MAYBE RELATIVES, MAYBE EVEN LIKE HER KIDS IF SHE HAD KIDS.

PEOPLE THAT ARE LIKE OUTSIDE OF PEOPLE THAT ARE JUST GOING TO SCHOOL TO BE A POLICE OFFICER, BUT ALSO THOSE THAT ARE RELATIVE OF.

YEAH, I THINK THIS IS A GREAT I'M EXCITED ABOUT THIS COMING ON.

AND AS TO BE ABLE TO DO THIS.

THE ONE THING THAT I'M GOING TO ADD IS AS FAR AS, YOU KNOW, LIKE HOW MUCH WE SHOULD PUT TOWARDS EACH SCHOLARSHIP, WHETHER IT'S 1000, I THINK HAD 2500 OR 5000.

ARE THERE ANY OTHER PROGRAMS OUT THERE LIKE THIS? WHAT DOES A DEGREE IN CRIMINAL JUSTICE OR SOMETHING ELSE TO BE A POLICE OFFICER COSTS ON AVERAGE.

RIGHT. SO TO ME, THAT'S KIND OF THE THE BALLPARK WHERE WE NEED TO GET TO SEE WHAT WE WOULD FUND IT WITH. AND THAT'S SOME OF THE RESEARCH.

THAT'S A GREAT POINT THAT WE NEED TO DO BECAUSE IT CAN BE PURPOSE BUILT, WHETHER IT'S A DEGREE, WHETHER IT IS A SLOT IN THE ACADEMY.

YOU KNOW, HOWEVER WE WANT TO APPROACH IT, BUT WE HAVEN'T IDENTIFIED THOSE COSTS YET.

BUT THIS I MEAN, IT'S A GREAT CONVERSATION.

ALL GREAT. I'M EXCITED.

EVERYBODY IS EXCITED ABOUT IT. IT'S ALWAYS GOOD TO HONOR SOMEBODY. IT'S ALSO GOOD TO TO HELP THE NEXT GENERATIONS.

IF WE DON'T GET INTO HEAVY.

THIS IS SOMETHING THAT IS EASILY RENEWABLE EVERY YEAR.

NOW THE BOARD DOES HAVE TO RENEW IT EVERY YEAR.

WE CAN'T THIS BOARD CAN'T COMMIT FUTURE BOARDS TO THAT FUNDING.

SO IT'LL HAVE TO BE RENEWED.

BUT ONCE THINGS GET GOING AND HAVING A POSITIVE IMPACT, YOU KNOW, ALTHOUGH YOU CAN'T GUARANTEE IT TODAY, YOU KNOW, I'M NOT AN NOMORE THEY'RE STILL GOING TO DO THE SCHOLARSHIP PROGRAM.

BUT I MEAN, ONCE IT GETS GOING.

I ALSO WANT TO ADD I DO AGREE WITH YOU ALL. I DON'T WANT TO LIMIT IT TO, YOU KNOW, SENIORS OR I LIKE THE IDEA OF INCLUDING FAMILY MEMBERS OR POLICE OFFICERS ALSO. YEAH, IT SOUNDS LIKE WE'RE ON THE RIGHT TRACK.

WE'VE GOT A LOT TO TALK ABOUT AND GET INTO THAT AS WELL TOO.

AND, YOU KNOW, I'LL SAY THAT ONE THING I WANT TO JUST PUT OUT THERE FOR THE BOARD IS THIS DOESN'T HAVE TO BE JUST ONE SCHOLARSHIP PROGRAM, AND WE'VE GOT TO OPEN THIS ONE UP.

SO IT INCLUDES ALL THESE DIFFERENT THINGS.

I DON'T WANT TO LOSE SIGHT OF WHO IT'S MEMORIALIZING, RIGHT. AND I WANT TO KEEP THAT AS CLOSE TO THAT CENTER OF TRUTH AS WE CAN.

BUT IT'S THE TIP OF THE SPEAR, RIGHT? AND IT'S GOING TO BLOSSOM OUT TO DIFFERENT PROGRAMS, DIFFERENT COLLEGES, YOU KNOW, THINGS LIKE THAT.

SO I THINK ONE OF THE THINGS I'LL BE ASKING AS WE MOVE INTO THE DISCUSSION FURTHER THROUGH THE WORKSHOP AND WHATNOT IS YOU KNOW, KEEP AN OPEN MIND OF THERE MIGHT SEEMINGLY BE SOME LIMITATIONS ON THIS ONE, BUT IT'S NOT THE ONLY SCHOLARSHIP.

RIGHT. AND WE CAN WE CAN DO DIFFERENT PROGRAMS, BUT THIS IS GOING TO GET THE BALL ROLLING.

AND I THINK IT WILL WATERFALL INTO A NUMBER OF OTHER DIFFERENT PROGRAMS AND OPPORTUNITIES THAT WE MAY HAVE. SO BUT I JUST DON'T WANT THAT TO DELAY THIS REALLY GETTING THAT HEAD OF STEAM BUILT UP AND GETTING IT OUT THERE AS SOON AS POSSIBLE.

SO I'M LOOKING FORWARD TO IT. AND THANK YOU FOR ALL THE WORK THAT YOU'VE DONE AND ALREADY WORKING WITH JIM ON THAT. I THINK WE'VE GOT A GOOD ROLLING START ON THIS AND LOOKING FORWARD TO KEEPING THE MOMENTUM. I THINK IT WAS MY SECOND DAY IN THE OFFICE THAT WE MET THE FIRST TIME AND DISCUSSED THIS, SO I WAS A VETERAN AT THE TIME.

I'D ALREADY BEEN HERE ONCE.

SO NOW WE'LL CONTINUE TO WORK WITH THAT.

AND TO YOUR POINT MR. CHAIR AND I, IT'S GREAT TO SEE THE BOARD'S EXCITED ABOUT IT. IT'S SOMETHING WE NEED TO CONTINUALLY DISCUSS.

IT'S GOING TO TAKE A LITTLE WHILE, BUT LET'S NOT LET IT FALL OFF OUR RADAR AND GET TO THE BOTTOM. WE GET. WE ALL GET BUSY.

I MEAN, AGAIN, I'VE JUST GOT HERE, AND I'M A LITTLE BIT UNDERWATER.

[01:20:05]

BUT WE MAKE TIME FOR STUFF LIKE THIS.

DEFINITELY HOLD US ACCOUNTABLE TO MAKE SURE THAT THIS GETS DONE.

ALRIGHT. THANK YOU. ALL RIGHT, MR. CHAIR. THERE'S NO NEED FOR AN EXECUTIVE TONIGHT.

OKAY. THANK YOU. IT'S LISTED, BUT WE DON'T NEED ONE.

THAT IS CORRECT. CORRECT, SHAUNA? YEAH, I DIDN'T I DIDN'T SEE ANYTHING ON THE.

NO NEED FOR AN EXECUTIVE.

CORRECT. ALL RIGHT, ALL RIGHT, SO WE HAVE ONE LAST ITEM HERE.

[J5. 2025- 005 Homeless Community]

J5 2020 5-005 HOMELESS COMMUNITY PRESENTATION AND DISCUSSION REGARDING THE HOMELESS POPULATION IN THE CITY.

REQUESTED AND PRESENTED BY DIRECTOR MARY LOU PETTIS.

THANK YOU SO MUCH. I GUESS SHAUNA, WILL YOU BE RUNNING THE SLIDE FOR ME? AND. OKAY. THANK YOU FOR THAT.

SO I JUST WANTED TO BRING THIS TOPIC UP.

I KNOW THAT AS PRINCETON GROWS, THE HOMELESS POPULATION ALSO TENDS TO RISE WHEN YOU HAVE A GROWING POPULATION IN THE AREA.

SO I DIDN'T WANT THIS TO BE OVERLOOKED.

SO I JUST WANTED TO RAISE AWARENESS.

THE HOMELESSNESS IN THE CITY OF PRINCETON.

IT'S, YOU KNOW, DURING ECONOMIC DECLINE ESPECIALLY CAN INCREASE BECAUSE OF, YOU KNOW, LACK OF AFFORDABLE HOUSING.

THERE'S TOP TWO CONTRIBUTORS AND THEIR ECONOMIC HARDSHIP, LACK OF AFFORDABLE HOUSING.

AND THAT THAT'S ACCORDING TO OUR CARDIACA.GOV POSSIBLY.

THERE'S A MEETING THAT I WOULD LIKE TO SEE IF WE COULD MEET WITH THE SAMARITAN AND THE COLLIN COUNTY HOMELESSNESS SHELTER TO FIND OUT HOW THEY ASSIST US AND TO FIND OUT IF THEY ARE CURRENTLY SEEING AN INCREASE FOR PRINCETON RESIDENTS, A REQUEST FOR ASSISTANCE.

IT'S IT'S VERY DIFFICULT TO GAUGE A SOLUTION TO A PROBLEM IF YOU DON'T KNOW THE PROBLEM YOU'RE DEALING WITH. SO MY FIRST THING IS, YOU KNOW, WHAT ARE WE NOW AS PRINCETON GROWS, ARE WE NOW AT THE POINT THAT WE NEED TO DO SOME KIND OF AN INTAKE OR HOMELESS CENSUS? I KNOW THAT OTHER CITIES IN OUR AREA, MCKINNEY BEING ONE, HAS DONE THIS IN THE PAST AND HAS HELPED THEM TO ADDRESS ANY ISSUES OR TO FORM A SOLUTION THAT WOULD WORK FOR PEOPLE THAT ARE WILLING TO HELP.

AND SO I SEE THIS GOING IN A DIRECTION, A GREAT DIRECTION.

AND THERE ARE SOLUTIONS OUT THERE.

WE JUST I FEEL LIKE WE'RE AT THE POINT AS PRINCETON IS GROWING, WE PROBABLY OUGHT TO EVALUATE TO SEE WHERE WE ARE.

AND I'D LIKE TO FIND OUT IF WE CAN DO SOMETHING LIKE THAT AS A COMMUNITY.

SO, BOARD MEMBER PETTIS, ONE THING THAT, YOU KNOW, FIRST OFF, IT'S GREAT TO HAVE TWO THINGS ON THE AGENDA THAT CAN BENEFIT ONE ANOTHER.

YOU HAVE TWO PEOPLE THAT HAVE FAIRLY SIGNIFICANT KNOWLEDGE ABOUT SOME OF THOSE ISSUES IN THE ROOM TONIGHT.

I THINK THAT WITH IT BEING A RECURRING I'VE.

THIS IS THE THIRD TIME I'VE HAD IT BROUGHT UP TO ME, AND I'VE BEEN. THIS IS MY EIGHTH, SEVENTH OR EIGHTH DAY IN THE OFFICE, SO IT'S ON SOME PEOPLE'S MINDS AND HEARTS.

I THINK ONE THING THAT THE BOARD CAN DO IF YOU WANTED TO FORM A COMMITTEE TO MEET WITH MR. LEE, TO MEET WITH SAMARITAN AND MEET WITH THOSE GROUPS PLEASE KEEP IN MIND IT IT HAS TO BE THREE OR LESS PEOPLE.

IT CANNOT BE A QUORUM.

BUT WE HAVE SOME ASSETS.

WE HAVE ACCESS. EXCUSE ME? TO PEOPLE THAT ARE SUBJECT MATTER EXPERTS.

LUCKILY, SOME OF THEM IN THE ROOM TONIGHT.

AND I DON'T WANT TO VOLUNTEER SCOTT FOR ANYTHING, BUT I KNOW THAT THEY WOULD LOVE TO TALK FURTHER WITH YOU ABOUT HOW WE CAN ADDRESS THOSE ISSUES. AGAIN, FINANCIALLY.

THERE ARE CERTAIN THINGS WE CAN AND CAN'T DO. AND TO GIVE YOU AN EXAMPLE, WE CAN'T WE CAN'T WRITE A CHECK TO A HOMELESS SHELTER.

WE CAN'T BUY A HOMELESS SHELTER.

WE COULD HELP FUND JOB TRAINING FOR FOR THE HOMELESS TO GET THEM BACK INTO THE WORKFORCE.

THERE ARE SOME CREATIVE WAYS THAT WE MIGHT BE ABLE TO PARTICIPATE FINANCIALLY, BUT THERE ARE OTHER WAYS TO ADDRESS THE ISSUE THAN FINANCIALLY.

AND THE HEART IS OBVIOUSLY THERE.

SINCE IT'S THE THIRD TIME I'VE HEARD THIS SUBJECT IN A VERY SHORT PERIOD OF TIME.

SO MY SUGGESTION WOULD BE TO TRY TO GET TOGETHER WITH YOU.

BROUGHT UP SAMARITAN AND ONE HEART MCKINNEY.

THOSE IN THE AREA THAT THAT ARE MORE SUBJECT MATTER EXPERTS THAN US AND AND FIGURE OUT WAYS WE CAN HELP. OKAY.

THANK YOU. CHIEF. I THINK CHIEF WANTS TO ADD SOMETHING.

BOARD MEMBER. SORRY, I WAS HIDING OVER HERE SO YOU COULDN'T REALLY SEE ME.

WELL, I HAD HIS. I HAD HIS MICROPHONE LOCKED.

I'M NOT GOING TO LIE TO YOU, BUT HE GOT AROUND ME AND TURNED IT ON, SO SO ONE OF THE THINGS WE DID WITHIN THIS LAST YEAR WAS INSIDE OUR CRIMINAL INVESTIGATION DIVISION IS WE ADDED A MENTAL HEALTH OFFICER, AND THAT MENTAL HEALTH OFFICER IS ALSO KIND OF HELPING OUT WITH INSIDE THE THE HOMELESS

[01:25:04]

COMMUNITY AS WELL. AND SO WHENEVER OUR OFFICERS ENCOUNTER ANY OF THE HOMELESSNESS OR ANYBODY WHO KIND OF NEEDS HELP OR ANYTHING LIKE THAT, WE USUALLY TEND TO AT LEAST SEND THEM TO HIM. AND SO WHENEVER THEY REACH OUT HE HAS A LIST OF ALL THE SHELTERS AND, AND THE FOOD PANTRIES AND ALL THE OTHER STUFF.

SO ONE THING, IF Y'ALL WOULDN'T MIND IF WE START UP THIS PROGRAM, LIKE, WHAT WE'RE ALL TALKING ABOUT.

JUST JUST PLEASE HAVE US IN THERE.

WE WE DO HAVE A GOOD. I DON'T SAY A GOOD COUNT THAT'S ON THERE.

WE HAVE A GREAT IDEA OF WHAT OUR HOMELESSNESS IS LOOKING LIKE.

AS THESE OFFICERS KIND OF DEAL DAY IN AND DAY OUT.

BUT DETECTIVE QUIMBY IS THE ONE THAT'S ACTUALLY HEADING THAT UP FOR US.

AND SO WE'LL MAKE SURE THAT SORRY.

WE'LL MAKE SURE THAT I GET YOUR CONTACT INFORMATION, ALL THIS STUFF. I DO BELIEVE THAT Y'ALL WERE ACTUALLY ON THAT LIST, THOUGH, TOO, AS WELL. SO WE DO REFER A LOT OF PEOPLE AND ALL THAT, ESPECIALLY WITH THE COLD SEASONS THAT ARE UPON US.

THAT'S ONE THING THAT THE OFFICERS DO WITH INSIDE THE PRINCETON, WE HAVE OUR I GUESS, REGULARS, THE PEOPLE THAT WE KNOW.

AND SO WE KIND OF GO OUT AND JUST DOUBLE CHECK AND MAKE SURE THAT THEY HAVE WHAT THEY NEED. AND IF THEY DON'T, WE TRY TO GET THEM THE RIGHT RESOURCES.

THANK YOU SO MUCH FOR THAT.

I DON'T KNOW, DID I HAVE ONE MORE SLIDE OR WAS THAT THE LAST I THINK.

OH OKAY. SO THE LAST THE LAST THING I WANTED TO SEE IS IF ANYONE IS AVAILABLE ON JANUARY 24TH OR 31ST AT TEN, 1 OR 2 P.M.

TO ATTEND THE SHELTER, TO GET A TOUR AND TO ASK QUESTIONS ABOUT THE SHELTER IF ANYONE WOULD ATTEND.

SO I AM ACTUALLY AVAILABLE ON JANUARY 31ST TO ATTEND THE MEETING IF THAT IS OPEN.

AT WHAT TIME WOULD YOU LIKE? 03:00 AT 3 OR 2:00? 2:00.

ALL RIGHT. THANK YOU. WHICH DAY DID YOU SAY BOARD MEMBER? JANUARY 31ST. I WAS GOING TO SAY I MAY BE AVAILABLE ON THE 24TH OR 31ST.

JUST TO GET THIS OUT THERE, I WILL BE MOVING TO VENICE AND ON THE 31ST, I WILL BE GOING THROUGH THAT VERY ARDUOUS TASK OF MOVING TO NSO.

I WON'T BE AVAILABLE. I'M SORRY. YEAH, MOVING TO PRINCETON SO I WON'T BE AVAILABLE.

MOVING FROM ENNIS TO PRINCETON ON ON THE 31ST.

THANK YOU. CAN YOU SAY THAT EVEN ONE MORE TIME BY EVERYBODY AGAIN? I AM MOVING FROM VENICE TO PRINCETON.

I WILL BE A PRINCETON RESIDENT BY THE FIRST OF THE MONTH.

I WILL BE HERE. I DON'T KNOW IF MY STUFF WILL ALL BE HERE YET, BUT MY BODY WILL BE IN THIS CITY AND I WILL STOP COMMUTING ON OR ABOUT THAT DATE.

SO. AND BELIEVE ME, I'M LOOKING VERY FORWARD TO IT.

SOME PEOPLE DON'T SLEEP ON HOTELS AND I'M ONE OF THEM.

ALL RIGHT. THANK YOU, MARY LOU. WE APPRECIATE IT. IT LOOKS LIKE WE'VE GOT A LOT OF GOOD DISCUSSION. AND I WAS ANTICIPATING, AS SCOTT WAS DOING HIS PRESENTATION, THAT THERE WAS GOING TO BE A LOT OF TIE IN WITH THE DEPARTMENT, WITH THE FIRE DEPARTMENT AS WELL TOO, IN THESE AREAS AND, AND MAKING SURE THAT OUR FIRST RESPONDERS ARE EQUIPPED WITH THE INFORMATION OF WHERE TO GET RESOURCES TO FOLKS. I KNOW THEY ALREADY HAVE A LOT OF THAT INFORMATION READILY HANDED HANDY. SO ALL RIGHT, WELL, LET'S GO AHEAD AND ROUND OUT TONIGHT WE DON'T HAVE ANYTHING FOR EXECUTIVE SESSION.

SO OBVIOUSLY NO ACTION PERTAINING TO COMING OUT OF EXECUTIVE SESSION.

SO THE LAST THING ON IT IS FOR ADJOURNMENT, AND I'LL TAKE A MOTION TO ADJOURN.

I'LL MAKE A MOTION THAT WE ADJOURN SECOND.

ALL RIGHT. AND ALL THOSE IN FAVOR, GET UP AND WALK OUT.

THANK YOU. THANK YOU ALL.

WE'RE GOING TO HAVE SOME FUN. THIS IS GOING TO BE A GOOD GROUP.
