I'M HERE JUST TO TALK TO YOU ALL ABOUT SOMETHING THAT OUR ORGANIZATION HAS BEEN DOING FOR ABOUT A YEAR NOW.

WE GET THROUGH OUR NON-PROFIT ORGANIZATION, NARCAN, WHICH IS A MEDICATION THAT REVERSES OPIOID OVERDOSE.

I WASN'T REALLY SURE THAT THIS WAS SOMETHING THAT WAS REALLY NEEDED HERE UNTIL I POSTED ABOUT IT, AND I HAD SO MANY PEOPLE REACHING OUT, ASKING ME IF THEY COULD GET IT.

IT WAS VERY EXPENSIVE THROUGH THEIR INSURANCE.

I HAD PEOPLE TELL ME HOW THEIR SPOUSES HAD SURGERIES, AND THEY WERE PRESCRIBED OPIOIDS, AND THEY GOT ADDICTED, AND NOW THEY FEEL LIKE THEY NEED TO HAVE IT ON HAND, JUST SO THEIR LOVED ONE SURVIVES.

ALSO, THERE ARE JUST PEOPLE WHO GET ADDICTED TO DRUGS.

UNFORTUNATELY, ADDICTION IT'S A DISEASE, AND THE ONLY THING YOU CAN DO IS KEEP SOMEONE ALIVE.

THAT'S REALLY THE ONLY WAY THAT YOU CAN FINALLY GET THEM TO RECOVERY.

FOR THE PAST YEAR, WE HAVE JUST BEEN HANDING IT OUT TO THE PUBLIC VIA SOCIAL MEDIA, OUR EVENTS THAT WE HAVE.

THEN A COUPLE OF WEEKS AGO, I CAME ACROSS A POST BY A MAN NAMED ANTHONY DELABANO, AND HE RUNS AN ORGANIZATION CALLED TORQUE.

HIS ORGANIZATION, THE OPIOID RESPONSE COALITION, TAKES OLD PANTYHOSE VENDING MACHINES, WHICH IS REALLY COOL.

THEY'RE LIKE, SUPER OLD, AND HE TURNS THEM INTO FREE NARCAN MACHINES.

HE HAS VARIOUS ARTISTS, I GUESS, ALL OVER TEXAS.

THEY DESIGN AND ARTIFY EVERY MACHINE, AND THEN HE'S BEEN PLACING THEM THROUGHOUT TEXAS WHEREVER THEY'RE NEEDED.

I WAS LIKE, HEY, WE NEED THAT IN PRINCETON BECAUSE OBVIOUSLY, I'M NOT GOING TO BE HERE MUCH LONGER.

I'M TRYING NOT TO GIVE SO MANY THINGS TO OTHER PEOPLE BECAUSE I'M JUST CONCERNED THAT MAYBE THEY WON'T BE CONTINUED IF I'M NOT HERE.

THIS MACHINE HE REACHED OUT TO ME THE NEXT DAY AND WAS LIKE, "HEY, LET'S DO THIS." THERE'S NOW A FREE NARCAN VENDING MACHINE UP AT PRINCETON PHARMACY.

YOU CAN ACCESS IT ANYTIME THEY'RE OPEN.

IT'S COMPLETELY FREE, COMPLETELY ANONYMOUS.

I ACCIDENTALLY GOT TOO OUT OF THE MACHINE WHEN I DID IT BECAUSE I BUMPED IT TOO HARD.

I'M HERE TONIGHT TO EXPLAIN WHY IT'S SO IMPORTANT FOR THIS COUNCIL TO STUDY THESE DEVELOPMENT PLATS.

DRAINAGE IS A SERIOUS ISSUE, AND THIS COUNCIL NEEDS TO BE PAYING ATTENTION.

ON JANUARY 11TH, 2021, THIS COUNCIL APPROVED A PRELIMINARY PLAT, AND ON SEPTEMBER 26 OF 2022, THIS COUNCIL APPROVED THE FINAL PLAT ASSOCIATED WITH THIS DEVELOPMENT.

BETWEEN THE PRELIMINARY PLAT AND THE FINAL PLAT, THE DEVELOPER REMOVED A DETENTION POND THAT WAS CRITICAL TO OUR AGRICULTURAL PROPERTY.

THE DETENTION POND THAT WAS SUPPOSED TO BE CONSTRUCTED WOULD HAVE PROVIDED THE ADDITIONAL RUNOFF FOR OUR LIVESTOCK POND AND SURFACE RUNOFF TO ENHANCE THE GRAZING FOR OUR LIVESTOCK.

ALSO, THE DETENTION POND THAT WAS REMOVED WOULD HAVE KEPT THE DRAINAGE SPLIT UP IN DIFFERENT AREAS UPON ENTRY INTO THE FLOODPLAIN.

HOWEVER, IT WAS REMOVED TO MAKE WAY FOR MORE LOTS.

HOUSES ARE NOW IN THIS AREA.

I WAS NEVER GIVEN THE OPPORTUNITY TO SPEAK BEFORE COUNSEL ABOUT THIS ISSUE.

THE DETENTION POND WAS IDENTIFIED IN THE PRELIMINARY PLAT, SO I HAD NO CONCERN AT THE TIME.

HOWEVER, IT WAS REMOVED, AND MILLIONS OF DOLLARS OF INFRASTRUCTURE WAS PUT IN PLACE WELL BEFORE THE FINAL PLAT WAS APPROVED.

BY THIS TIME, IT WAS TOO LATE, AND ANY PUBLIC GRIEVANCE WOULD HAVE BEEN POINTLESS.

SINCE THIS DEVELOPMENT, THE CREEKBANK HAS BEEN BREACHED AT LEAST ONCE THAT I KNOW OF AND DOCUMENTED.

I HAVE NEVER SEEN THE CREEKBANK BREACH SINCE IMPROVEMENTS WERE MADE TO A COVERT BACK IN THE 80S.

THE POINT I AM MAKING IS, WHEN IT COMES TO DRAINAGE, THE EFFECTS ARE MUCH MORE COMPLICATED THAN WHAT THEY APPEAR.

EVERYONE FOCUSES ON THE CONFINES OF THE PLAT THAT IS BEING CONSIDERED.

HOWEVER, THE REAL FOCUS SHOULD BE ON THE EFFECTS OF THOSE PROPERTIES DOWNSTREAM, AND ESPECIALLY THE PROPERTIES THAT DIRECTLY BORDER ALL THESE LARGE DEVELOPMENTS.

EVERY PROPERTY HAS DIFFERENT NEEDS, AND IT'S NOT JUST BLACK AND WHITE.

I WOULD LIKE TO SUGGEST THAT COUNCIL CHANGE THE PROCEDURES TO REQUIRE DEVELOPERS TO RESUBMIT ANY PLATS TO COUNCIL IF THE DRAINAGE PLANS CHANGE IN ANY WAY BETWEEN PRELIMINARY PLAT AND FINAL PLAT.

ALSO, THAT NEARBY PROPERTY OWNERS ARE LEGALLY NOTIFIED OF SUCH CHANGES AND ARE GIVEN AN OPPORTUNITY TO PETITION THIS BENCH BEFORE ANY PLATS ARE APPROVED OR REJECTED. THANK YOU.

ONE, IS ANYBODY AWARE OF THE HOUSE BILL 134? HOUSE BILL 134 IS A BILL THAT'S GOING TO POTENTIALLY SHIFT THE SALES TAX, COLLECTIONS FROM AN ORIGIN BASED SYSTEM TO A DESTINATION BASED SYSTEM.

THIS CHANGE WOULD DIVERT AN ESTIMATED MILLIONS OF DOLLARS FROM THE CITY, SIGNIFICANTLY IMPACTING THE ABILITY TO PROVIDE ESSENTIAL SERVICES LIKE PUBLIC SAFETY, IT WOULD ALSO IMPACT OUR ABILITY TO RECRUIT BUSINESSES TO OUR CITY.

IF YOU HAVEN'T HEARD ABOUT IT, I WOULD HIGHLY RECOMMEND YOU LOOK INTO IT BECAUSE THAT COULD HIGHLY AFFECT OUR CITY.

THE OTHER THING I'D LIKE TO MENTION, I KNOW IT'S BEEN POSTPONED, BUT THE STRATEGIC RETREAT.

ALL OF YOU, I'M ASSUMING, ARE AWARE, EVERYBODY IS AWARE OF THE PURPOSE OF A STRATEGIC RETREAT.

IT'S DESIGNED TO NOT BE FORMAL.

IT'S NOT A FORMAL MEETING.

IT'S A MEETING THAT'S DESIGNED TO FOSTER OPEN DIALOGUE.

FORWARD THINKING VISIONING, ALLOWING THE OFFICIALS TO DISCUSS POLICY AND GOALS FOR THE FUTURE AND TO ESTABLISH PRIORITIES AND GOALS.

A STRATEGIC RETREAT IS WITH COUNCIL, CITY STAFF, AND CITIZENS.

AS YOU ALL KNOW, EASTRIDGE PUBLIC IMPROVEMENT DISTRICT WAS CREATED 2021.

WE HAVE SOLD BONDS, AND DEVELOPMENT IS UNDERWAY AND IMPROVEMENT AREAS 1, 2, AND 3.

WE HAVE FURTHER ITEMS FURTHER ON DOWN THE AGENDA FOR APPROVAL OF A BOND SALE FOR IMPROVEMENT AREA NUMBER 4.

LIKE SEVERAL OTHER PUBLIC IMPROVEMENT DISTRICTS, A TAX INCREMENT REINVESTMENT ZONE OVERLAYS THIS PUBLIC IMPROVEMENT DISTRICT.

PUBLIC IMPROVEMENT DISTRICT AND ITS BONDS AND THE IMPROVEMENTS ARE SECURED BY ASSESSMENTS LEVIED ON EACH PARCEL WITHIN THE DISTRICT.

HOWEVER, A TIRZ IS OFTEN CREATED TO OVERLAY IT AS THE DEVELOPMENT INCREASES, AND THE VALUE WITHIN THE TIRZ INCREASES, IT GENERATES INCREMENTAL REVENUE.

IN THIS CASE, AS SPECIFIED IN THESE PLANS, INCREMENTAL REVENUE, 45% OF WHICH IS USED TO BUY DOWN THE ASSESSMENTS THAT ARE PAID ON EACH PARCEL.

THE RESULT OF THAT, THE PURPOSE FOR THIS IS TO ENSURE AS BEST AS POSSIBLE, THAT THE ASSESSMENTS IN THIS IMPROVEMENT DISTRICT AND YOUR OTHERS ON EACH PHASE ARE AS REASONABLE, UNIFORM AS CAN BE CONSIDERING THE DEVELOPMENT, LOT SIZES, HOME VALUES, AND OTHER FACTORS.

WITH THE SALE OF BONDS FOR IMPROVEMENT AREA NUMBER 4, THE ONE THE TIRZ PROJECT AND FINANCE PLANS NEED TO BE AMENDED TO REFLECT THIS BOND SALE AND THE ESTABLISHMENT OF THE SUB ZONE 3-4, WHICH OVERLAYS IMPROVEMENT AREA NUMBER 4.

THE TIRZ PLANS ARE UPDATED ANNUALLY OR WHENEVER WE HAVE BOND ISSUES, SUCH AS WE DO TONIGHT THAT REQUIRES AN UPDATE TO THE PLANS.

THE PLANS ARE PREPARED BY 3360, WHO'S THE CITY'S PID, TIRZ ADMINISTRATOR, REPRESENTED BY MITCH MOSESMAN, WHO'S HERE THIS EVENING.

BUT AGAIN, IN THE PRELIMINARY PLANS, WE SHOW THAT THAT TOURS THE INCREMENTAL REVENUE IS GOING TO REDUCE THE ASSESSMENTS BY THOSE AMOUNTS OF 766 PER YEAR FOR 50 FOOT LOTS AND 693 PER YEAR FOR 40 FOOT LOTS.

NOW, AGAIN, THAT WAS IN THE PRELIMINARY PLAN, SO I WOULD ASK MITCH TO SPECIFY WHAT THOSE WILL BE IN THE FINAL PLANS THAT ARE UP FOR ADOPTION.

WE DID GIVE NOTICE BOTH PUBLISHED AND ALSO MAILED TO THE LANDOWNERS IN WESTRIDGE THAT THE PUBLIC HEARING WOULD BE CONDUCTED TONIGHT.

THE SAP HAS BEEN PREPARED BY 3360, WHO IS HERE THIS EVENING TO ANSWER ANY QUESTIONS.

LIKE THE OTHERS, IT DESCRIBES THE ASSESSMENT AMOUNTS FOR EACH LOT SIZE AND BUDGETED COSTS FOR ALL OF THE BOND FINANCED AND REIMBURSED IMPROVEMENTS.

IMPROVEMENT AREA 1 IS, I'M SORRY, I'M SCOOPING DOWN TO MY SECOND BULLET POINT, A LITTLE OVER 61 ACRES.

IN THIS PROPOSAL IS 271 HOMES, 760-FOOT LOTS, 850-FOOT LOTS, AND 184 40-FOOT LOTS, 17 HOMEOWNERS ASSOCIATION LOTS.

THIS IS ALL INFORMATION REFLECTED IN THE SAP THAT 3360 HAS OBTAINED FROM THE DEVELOPERS FOR THIS PROJECT AS SHOWN IN THE SAP, BUT ALSO, ON THE SLIDE.

I TRY TO CURTAIL WHAT I PERCEIVE IS SOME OF THE MORE RELEVANT AND SALIENT INFORMATION IN THERE IS THE ESTIMATED FINISHED LOT VALUES AND COMPLETED HOME VALUES WITHIN THIS PHASE 1 OF WESTRIDGE BASED ON THE LOT SIZES.

AS A CITY'S FINANCIAL ADVISOR, WE WORKED WITH THE UNDERWRITER FMS BONDS THIS MORNING TO PRICE THE TRANSACTION, AND IT WAS WELL-RECEIVED BY THE MARKETPLACE.

AS INDICATED, THEY HAD IN THIS MORNING'S PRICING PERIOD, THEY RECEIVED THREE TIMES THE $46 MILLION OF ORDERS FOR ABOUT $15,000,000 OF BONDS, AND THE BONDS WERE PRICED FROM 4.28% TO 5.625%.

THAT PRICING WAS VERY EFFICIENT.

AS YOU CAN SEE, ON THE PARTICIPATING FIRMS, THEY GOT ORDERS FROM EIGHT LARGE INSTITUTIONAL HIGH-YIELD INVESTMENT FIRMS WHO'S IN THAT MARKETPLACE.

FROM AN EFFICIENCY PERSPECTIVE, THESE ARE THE FINAL PRICING OF THIS TRANSACTION.

IT WAS ACTUALLY PRICED AT 147 BASIS POINTS OVER A 30-YEAR MMD, WHICH IS THE RISK RATE THAT WE ACTUALLY REFERENCE.

AS YOU CAN SEE, THE RECENT TRANSACTIONS HERE IN TEXAS, IT WAS VERY EFFICIENT.

IN FACT, THE 147 IS THE LOWEST INTEREST SPREAD AGAINST MMD THAT WE'VE SEEN BONDS IN TEXAS SOLD SINCE PID BONDS HAVE BEEN ACTUALLY ORIGINATED.

EASTRIDGE HAS BEEN A SUCCESSFUL PROJECT.

THE INVESTORS THAT PUT IN ORDERS, MOST OF THEM OWN EXISTING PHASE 1, 02, OR 3 BONDS, AND IT WAS PRETTY WELL RECEIVED.

THE IMPORTANT THING, AND WHAT IT REALLY COMES DOWN TO IS THAT $15,289,000 OF BONDS WERE ISSUED AFTER PAYING THE COST OF ISSUANCE, FULLY FUNDING A DEBT SERVICE RESERVE AND ADMINISTRATIVE COUNT.

THE BOND PROJECT FUND WILL FUND ABOUT 12.7 MILLION PUBLIC INFRASTRUCTURE.

THIS WILL BE ADVERTISED OVER 30 YEARS.

OUR AVERAGE COUPON RATE IS 5.4993%.

TOTAL PRINCIPAL AND INTEREST, LESS CAPITALIZED INTEREST IS ABOUT 31.5 MILLION.

ON ANNUAL BASIS, IT'S ABOUT 1,051,000.

ON A PER PARCEL BASIS OF THE 379 PARCELS IN THIS PHASE, IT'S ABOUT $2,774.

THE ASSESSMENT LIEN PER PARCEL WILL BE ON AVERAGE ABOUT $40,340.

THE DEVELOPER WILL FUND A PID FEE OF $682,200 TO THE CITY.

THESE ARE THE FINAL ACTUAL GROSS ASSESSMENT AND TRS OFFSET.

AS YOU CAN SEE, THE 40' HOMES WILL HAVE A GROSS LEVY OF ABOUT $2,934 OFFSET THAT HAD BEEN AGREED TO ABOUT $678, RESULTING IN A NET LEVY OF ABOUT $2,256 OR TAX EQUIVALENT RATE OF 60.02.

MY UNDERSTANDING, THE LAND WAS IN THE NORTHEAST ETJ IN 2020, AS THE OTHER TWO PROJECTS WERE THE CITY NEGOTIATED WITH THE DEVELOPMENT AGREEMENT TO ANNEX AND OFFER A PID AND A TRS AS AN OFFSET.

THIS WAS DONE SIMULTANEOUSLY, AS WE WENT FORWARD WITH THE PROCESS OF PUTTING TOGETHER A BOND ISSUE.

MY UNDERSTANDING IS THAT THIS IS REALLY JUST ACROSS THE ROAD FROM SOME EXISTING THOSE PHASES OF THE EXISTING PROJECT.

THE POINTS THAT I MAKE MADE EARLIER ABOUT EASTRIDGE WENT FOR WESTRIDGE, TOO.

THEY ACTUALLY USED THE INFORMATION FROM EASTRIDGE AND SOUTHRIDGE TO LOOK AT THE PRICING.

BUT IN SUMMARY ON THIS ONE, WE ACTUALLY HAVE PHASE 1, WHICH WOULD BE ABOUT $10.8 MILLION OF BONDS PRICED ALMOST EXACTLY AS RIDGE PHASE 4 ELS RANGING FROM 4.28%-5.6%.

THIS ALSO WAS ALMOST THREE TIMES OVER SUBSCRIBED BY SOME OF THE LARGER FUNDS THAT IN THE HIGH YIELD INVESTMENT BUSINESS.

PRICING. THIS PRICING ITSELF CAME IN IDENTICAL TO EASTRIDGE AT A SPREAD OF 147 BASIS POINTS THE CHEAPEST PRICING THAT WE'VE SEEN ON SPECIAL ASSESSED REVENUE BONDS IN TEXAS.

FOR SOME OF THE SAME REASONS, I MENTIONED EASTRIDGE, OUTSTANDING CITY, A GEOGRAPHIC AREA THAT'S SHOWING TREMENDOUS ABSORPTION OF HOMES AND A DEVELOPER THAT HAS A TRACK RECORD OF SUCCESS.

THIS $10.8 MILLION WILL FUND THE COST OF ISSUANCE, A DEBT SERVICE RESERVE, CAPITALIZED INTEREST, AND AFTER PAYING THE COSTS, WE'LL ACTUALLY FUND INFRASTRUCTURE, PUBLIC INFRASTRUCTURE PROJECT FUND OF $8.9 MILLION.

THIS IS A 30 YEAR AMORTIZATION AND AVERAGE COUPON OF 5.4976%.

TOTAL PRINCIPAL INTEREST WILL BE ABOUT $22.2 MILLION.

WE PUT A PAUSE TO ENTITLING NEW PROPERTY,

WE'LL BE ABLE TO MOVE TRAFFIC IN AND OUT RELATIVELY EASILY AND QUICKLY.

I'VE ALREADY TOUCHED ON SOME OF THESE, THAT THERE'LL BE ADDITIONAL STREET LIGHTS THAT ARE INSTALLED.

THERE'LL BE A SIDEWALK INSTALLED ALONG BOTH SIDES OF THE ROADWAY WITH A CROSSWALK AT THE SCHOOLS.

THAT'LL BENEFIT THE KIDS WALKING TO SCHOOL AND THE NEIGHBORHOOD PEOPLE UTILIZING THE AREA, MAKE IT SAFE.

THE PARKING LOT FOR THE TENNIS COURT IS ACTUALLY CONSTRUCTED IN THE RIGHT OF WAY THAT WE ACQUIRED FROM THE ISD, SO WE'RE GOING TO HAVE TO DEMO THAT AND RELOCATE IT.

WE HAVE AN AGREEMENT IN PLACE WITH THE ISD TO RELOCATE THAT TO THE NORTH SIDE OF THE EXISTING TENNIS COURTS.

WE PUT IT OUT TO BID. THERE WERE SEVERAL BIDDERS THAT SHOWED UP TO GATHER THE PLANS.

XIT PAVING, THEY'VE DONE PROJECTS IN THE CITY BEFORE, SOME FOR DEVELOPERS, ONE PROJECT FOR US.

VERY GREAT PRODUCT THAT THEY TURNED OUT.

THEY'RE REALLY GREAT TO WORK WITH, COME HIGHLY REVIEWED FROM SURROUNDING CITIES AND NEIGHBORHOODS.

THE ESTIMATED COST FOR THIS CONSTRUCTION PROJECT WAS APPROXIMATELY 4.9 MILLION.

THAT CAME IN, YOU SEE, AT 4.6.

THEY ALSO HAD THE SHORTEST CONTRACT DAYS.

THAT'S GOING TO BE VERY IMPORTANT WHEN WE'RE COLLABORATING WITH THE SCHOOL AND WORKING AROUND THE SCHOOL SCHEDULES AND THINGS LIKE THAT.

THE PHASING OF THIS PROJECT WILL ALLOW FOR MINIMAL TRAFFIC IMPACT, AND WE'RE TAKING THE KIDS GETTING TO AND FROM SCHOOL VERY SERIOUSLY, AND WE'RE GOING TO KEEP THAT AREA SAFE.

THE FUNDING SOURCE FOR THIS PROJECT IS A ROADWAY IMPACT FEES FROM WHICH WE HAVE THE $17 MILLION TO DO THESE PROJECTS.
