IF YOU CAN OPEN THOSE UP FOR THEM TO SEANA.

IN SHORT NOTHING EXTRAORDINARY OTHER THAN THE FACT THAT OF OUR BUDGET WE HAVE 98% OF THAT BUDGET REMAINING. TO REMIND YOU, OUR BUDGET IS LARGELY DRIVEN BY SEVERAL LARGE LINE ITEMS THAT MAY HAPPEN LATER IN THE YEAR.

SO DON'T I? WE RARELY WILL EVER SPEND 100% OF OUR BUDGET.

AS A MATTER OF FACT, KNOCK ON WOOD, IN 25 YEARS I NEVER HAVE SPENT 100% OF MY OPERATING BUDGET. BUT DON'T LET THE 98% FOOL YOU.

WE'RE BASICALLY PAYING VERY MINIMAL OPERATING COSTS RIGHT NOW.

FIRST PART OF THE YEAR.

AS WE GET GOING THE REST OF THE FINANCIALS LOOK VERY GOOD.

WE BROUGHT IN RIGHT AT 150,000IN SALES TAX, WHICH IS ABOUT 10,000 MORE THAN WE DID LAST YEAR. IF YOU LOOK AT THE SALES TAX SHEET THAT DESHAWN HAS GOT UP RIGHT NOW.

SO WE'RE BACK IN A POSITIVE TREND.

DIDN'T HAVE AS BIG OF A JUMP AS WE DID THE MONTH BEFORE WHERE WE HAD A 39% JUMP.

WE HAD A GOOD 6% JUMP.

SO WE'RE BACK STILL IN THE GREEN FOR THE YEAR AND IN A GOOD POSITION THERE.

WE'RE ABOUT TO GET INTO SOME HIGHER EARNING MONTHS AGAIN AS WE START LOOKING AT SUMMER.

I WILL GIVE YOU AN UPDATE ON THE COMMUNITY CENTER I JUST LEFT THERE.

ONE OF THE REASONS I'M A TAD FRAZZLED.

IT'S BEEN A DAY. I'VE BEEN RUNNING FROM MEETING TO MEETING, AND I HAD A MEETING AT THE COMMUNITY CENTER AT 430 TO GO OVER AND GET AN UPDATE.

ALL OF THE FOUNDATION HAS BEEN REPAIRED.

THE NEW PIERS HAVE BEEN INSTALLED.

THEY NOT ONLY HAD TO INSTALL NEW PIERS, BUT THEY INSTALLED SEVERAL NEW JOISTS, WHICH ARE THE MAIN SUPPORT WOODEN PIERS THROUGH THE OR BEAMS THROUGH THE THING.

AND THEY ALSO REPLACE PROBABLY OVER HALF OF THE BEAMS THAT ATTACH THOSE JOISTS.

WE HAVE BECAUSE OF THE HISTORY WITH THIS BUILDING, I HAD THEM BRING THE STRUCTURAL ENGINEER OUT A THIRD TIME AFTER IT WAS COMPLETED TO SIGN OFF ON IT. SAY YES, IT'S COMPLETED.

YOU'VE DONE WHAT I TOLD YOU YOU NEEDED TO DO.

ONE THING WE'RE TRYING TO IDENTIFY RIGHT NOW IS THERE'S A COUPLE AREAS IN THE FRONT OF THE BUILDING THAT, WITH THE RAIN ARE GETTING WET, AND THEY'RE NOT WHERE I THOUGHT IT WOULD GET WET.

THEY'RE ON THE FRONT END OF THE BUILDING BY THE PARKING LOT, NOT THE BACK END TOWARDS THE STREET. AND SO OUR CONTRACTOR, WE'RE SUPPOSED TO GET RAIN THE NEXT THREE DAYS. HE'S GOING TO LITERALLY GO OVER THERE DURING THE RAIN AND SIT IN THE BUILDING AND WATCH WHERE THE WATER IS COMING FROM. THERE'S A FEW EVENTS THAT WE THINK IT MAY BE GETTING IN. BUT LITTLE THINGS LIKE THAT, THEY'RE TRYING TO GET TAKEN CARE OF.

THEY LOCATED THE WATER LINE THEY'RE RUNNING.

AS YOU KNOW, THE WHOLE REASON THAT STARTED WAS TO ADD FIRE SUPPRESSION OF THAT BUILDING.

THEY HAVE IDENTIFIED THE WATER LINE.

THEY'VE DUG IT OUT OF THE PARKING LOT ON THE WHAT I CALL THE BACKSIDE OF THE BUILDING, THE NON ENTRY SIDE OF THE BUILDING ON JEFFERSON.

AND NOW THEY'VE GOT TO CONNECT IT UP.

SO THEY'VE TAKEN THE PUZZLE APART.

THEY FIXED THE FOUNDATION.

AND NOW THEY'RE GOING TO START PROBABLY NEXT WEEK, PUTTING IT BACK TOGETHER AGAIN.

SO I TOLD HIM IT WAS VERY IMPORTANT THAT WE HAVE THAT FUNCTIONAL BY THE END OF MAY.

WE'VE GOT SOME THE CITY IS STARTING A COMPREHENSIVE PLANNING PROCESS.

I WOULD I WOULD HOPE THAT AS MANY BOARD MEMBERS AS HAVE ANY INTEREST AT ALL WOULD VOLUNTEER TO BE A PART OF THAT. WE ARE GOING TO NEED A CITIZEN STEERING COMMITTEE.

THAT'S GOING TO BE A RATHER LARGE COMMITTEE, LIKE 50 PEOPLE.

I THINK THE ONES THAT ARE VERY, VERY ENGAGED AND UNDERSTAND WHAT'S GOING ON THIS BOARD, THE EDC BOARD, THE PNC BOARD I THINK THEY WOULD BE GOOD MEMBERS. SO IF YOU'RE WILLING TO SERVE ON THAT.

DROP ME AN EMAIL. LET ME KNOW.

IT'S NOT GOING TO BE A WHOLE BUNCH OF MEETINGS. THERE WILL BE SEVERAL MEETINGS, AND THERE WILL BE 1 OR 2 PLANNING CHARADES WITH THE PUBLIC THAT WE WOULD ENCOURAGE YOU TO ATTEND. BUT IT SHOULDN'T TAKE UP TOO MUCH TIME.

BUT THE COMPREHENSIVE PLAN, AGAIN, THAT'S THAT'S GOING TO INCLUDE OUR LAND USE PLAN. OUR PARKS PLAN IS PART OF THAT.

IT'S IT'S GOING TO BE A REALLY IMPORTANT DOCUMENT TO SET OUR STRATEGIC DIRECTION FROM NOW ON. SO ANYBODY THAT WANTS TO PARTICIPATE, I WOULD I WOULD ENCOURAGE YOU TO DO SO.

I'VE, I'VE, I'VE BEEN I'VE TOLD THIS BOARD BEFORE AND NOT JUST BECAUSE YOU'RE MY BOARD, BUT I'VE BEEN BLESSED WITH TWO REALLY, REALLY GOOD BOARDS.

SO ANY OF YOU ALL THAT WOULD WANT TO PARTICIPATE? WE WOULD LOVE TO HAVE YOU.

LET ME. LET'S SEE. DID THE SALES TAX DID THE FINANCIAL UPDATE ON THE WOODY WILLIAMS PROJECT? I APOLOGIZE. FIRST OFF, I APOLOGIZE FOR NOT BEING AT THE LAST MEETING. I DON'T THINK ANYBODY WANTED WHAT I HAD, AND I WAS GOING TO. I WAS OUT SICK THAT DAY, AND I WAS GOING TO COME TO THE MEETING, AND I'M LIKE, YOU KNOW WHAT? YOU'RE GOING TO GET SOMEBODY SICK AND THEY'RE NOT GOING TO BE HAPPY. SO I SET IT OUT.

ONE OF THE UPDATES, AND I SAY THAT BECAUSE THE WOODY WILLIAMS UPDATE WAS GOING TO BE ON THE LAST MEETING. AND IT IS SIMPLY THIS THAT IT IS GOING TO BE A PART OF OUR OVERALL PARKS MASTER PLAN. AND WE'RE MASTER PLANNING, NOT JUST THE DOWNTOWN RETAIL AND COMMERCIAL DEVELOPMENT, BUT ALSO SOME ADDITIONAL PARK.

AND WE'RE REROUTING A STREET.

AND CUT A LONG STORY SHORT, WE DON'T WANT TO PUT IT SOMEWHERE AND HAVE TO MOVE IT BECAUSE IT'S VERY EXPENSIVE AND YOU'LL END UP DAMAGING IT.

AND SO THE MONEY IS BUDGETED AT THE BOARD'S DIRECTION, AND I ASSUME THE BOARD WILL CONTINUE TO SUPPORT IT.

WE CAN EASILY ROLL IT FORWARD NEXT YEAR IF WE NEED TO IN THAT BUDGET YEAR.

BUT IT'S ALL A MATTER OF IT'S NOT A MATTER OF PRIORITY OR SUPPORT.

IT'S A MATTER OF WE WANT TO MAKE SURE THAT WHEN WE DO HAVE IT INSTALLED, WE DO IT RIGHT. WE PUT IT WHERE IT'S GOING TO HAVE IT'S FOREVER HOME, BASICALLY, AND WE DON'T HAVE TO WORRY ABOUT DAMAGING IT IN THE FUTURE.

THAT IS AN ONGOING PROCESS.

CITY GOVERNMENT IS A BIG SHIP, NOT A SPEEDBOAT.

IT TURNS SLOWLY. AND SO THAT IS NOT SOMETHING WE'RE FORGETTING ABOUT.

YOU'VE GOT MY WORD. WE'RE GOING TO STAY ON AND DO THAT.

WE JUST WANT TO DO IT RIGHT.

CDC GRANT PROGRAM UPDATES.

I'M JUST GOING TO BRIEFLY HIT THIS BECAUSE WE HAVE A COUPLE OF ITEMS ON THE AGENDA THAT WE'RE GOING TO BE ADDRESSING, ONE OF WHICH IS THE EDC HAS A FACADE PROGRAM THAT I BELIEVE IS MORE APPROPRIATE TO BE UNDER THE CDC.

SO ONE OF THE ITEMS ON THE AGENDA WOULD BE TO ASK YOU ALL IF YOU WOULD ADOPT THAT PROGRAM, IF THE IF THE EDC AGREES.

AND THIS MONTH IS VERY STRANGE.

EVERY MONTH YOU ALWAYS HAVE THE EDC MEETING AND THEN THE CDC MEETING.

WELL, BECAUSE OF WHEN THE FIRST CAME, THIS IS THE ONLY MONTH THEY'RE IN THE YEAR THAT YOU GUYS GO FIRST.

AND THAT'S MURPHY'S LAW, BECAUSE IT WOULD HAVE BEEN A LOT EASIER IF THE EDC DID THEIRS FIRST AND RELINQUISHED THE THE PROGRAM, AND THEN YOU GUYS PICKED IT RIGHT UP. WE'RE GOING TO DO IT BACKWARDS. I JUST THINK IT'S MORE APPROPRIATE THE FACADE GRANT PROGRAM IS MORE APPROPRIATE.

AND THEN I WOULD ALSO ENCOURAGE YOU TO POSSIBLY,

IN MY OPINION, WE NEED TO SIT DOWN AND TAKE A LOOK AT ALL OF OUR GRANT PROGRAMS. I THINK THAT THEY'RE WELL INTENDED, AND I THINK WE'VE HAD SOME INTEREST IN THEM.

BUT I DO THINK WE NEED TO DO A COUPLE THINGS.

ONE OF WHICH IS, IS LOOK AT THE POSSIBLE USES AND FOCUS THOSE A LITTLE BIT MORE SPECIFIC.

IT'S KIND OF THE THE CDC GRANT PROGRAM IS VERY WIDE OPEN.

AND IF AND IF WE NEED TO ADDRESS MULTIPLE AREAS, LET'S DO THEM UNDER SEPARATE PROGRAMS INSTEAD OF GROUPING THEM UNDER ONE. IT MAKES IT VERY, VERY DIFFICULT TO MANAGE.

THE OTHER PART OF IT IS, IS THAT AS WE DO THAT, AND I WOULD CERTAINLY UP TO YOU, MR. CHAIRMAN, MY RECOMMENDATION WOULD PROBABLY BE FOR YOU TO CREATE A COMMITTEE TO LOOK AT THESE PROGRAMS. THE SCORING SYSTEM, WHEN YOU DO A GRANT PROGRAM NEEDS TO BE AS SUBJECTIVE AS ABSOLUTELY POSSIBLE AND TAKE ALL THE OBJECTIVITY OUT OF IT.

YOU DON'T WANT THE GREATER TO IF IF DESHAUN OF GRADES ONE I GRADE ONE AND AND CHAIRMAN WATSON GRADES ONE THEY SHOULDN'T VARY WILDLY.

AND UNDER THE CURRENT GRADING THEY COULD BECAUSE IT'S KIND OF A JUDGMENT CALL.

IT'S BROKEN DOWN ACTUALLY VERY WELL IN CERTAIN AREAS THAT YOU GRADE.

BUT AFTER THAT IT'S SOMEWHAT OF A JUDGMENT CALL.

AND AND WHAT THAT CAN GET YOU INTO IS IF YOU HAVE SOMEBODY WE HAD TEN SUBMISSIONS THIS TIME AROUND, NONE OF THEM CAME CLOSE TO QUALIFYING.

AND THE POINT SYSTEM. AND AND SO WE'VE HAD TWO ROUNDS OF IT.

NOBODY'S QUALIFIED. SO IT'S A GOOD TIME TO STEP BACK.

TAKE A LOOK AT IT. IT'S NOT RARE WITH GRANT PROGRAMS. SOMETIMES YOU HAVE TO FINAGLE THEM AND MAKE THEM, YOU KNOW, FIT BETTER AFTER YOU LAUNCH THEM AND AND COME UP WITH AN END PRODUCT THAT I THINK MAKES IT EASIER FOR THE GRANT APPLICANT TO UNDERSTAND.

FIRST OFF, AM I EVEN ELIGIBLE? IF I'M NOT ELIGIBLE, I'M NOT GOING TO SPEND ALL THAT TIME. SECOND, IF THEY'RE SCORING, THERE SHOULD BE A SCORE SHEET THAT THEY CAN LOOK AT THAT SCORE SHEET AND GET A PRETTY GOOD IDEA BEFORE THEY EVER HAND IT TO DESHAWN OR I WHAT THEIR SCORE IS GOING TO BE WHEN THEY GET IT BACK.

AND THAT'S HARD. THAT'S NOT A SIMPLE THING TO DO.

AND QUITE HONESTLY, THAT'S ONE OF THE REASONS THAT I'M REQUESTING POSSIBLY A COMMITTEE IS THAT I'M HAPPY TO HELP, BUT I'M NOT SURE I COULD JUST SIT DOWN AND COME UP WITH A GRADING SYSTEM THAT YOU KNOW IS GOING TO BE THAT SUBJECTIVE.

SO WE'LL HAVE TO HAVE SOME CONVERSATIONS ABOUT THAT AND AND TRY TO MAKE THAT WORK.

IT'S A GRANT PROGRAM THAT I'M THE CITY ATTORNEY AND MYSELF HAVE DISCUSSED.

AND BOTH AGREE. IT'S JUST MORE APPROPRIATE TO BE UNDER THE CDC IF WE'RE GOING TO CONTINUE DOING IT. IT HASN'T HAD A TREMENDOUS AMOUNT OF USE, BUT WE DID APPROVE A FACADE GRANT AT THE LAST EDC MEETING.

AND I DO THINK IT'S A VALUABLE GRANT PROGRAM IF THIS BOARD WOULD BE WILLING TO PICK IT UP.

AGAIN, I WOULD ALSO, IF YOU DO DECIDE TO DO THAT AFTER NEXT MONDAY'S MEETING WHEN THE EDC OFFICIALLY LETS GO OF IT I WOULD RECOMMEND DOING SOME TWEAKS TO IT AS WELL.

YEAH, I'M PARTICULARLY INTERESTED IN THIS ONE.

I KNOW THE FIRST TIME I THINK THAT A MOD AND I HAD GONE OUT IN PRINCETON, WE HAD OUR CDC SHIRTS ON.

AND I KNOW WE BROUGHT SOME OF THAT INFORMATION BACK, BUT. AND PASS IT ALONG TO THE CITY.

BUT DEFINITELY A NEED WITHIN THE COMMUNITY.

AND I THINK IT'S SOMETHING THAT WE COULD YOU KNOW, LOOK TO HELP OUT THE LOCAL BUSINESSES.

AND A NUMBER OF DIFFERENT WAYS.

SO UPDATING THE BRICK, HE'S REPLACING THE AWNING HE'S REPAINTING.

DOWNTOWN, WE HAVE SOME INTERESTING, I'LL CALL IT ECLECTIC PAINTING ON SOME BUILDINGS. BUT HE'S TAKING IT KIND OF A LITTLE BIT MORE BACK TO ITS HISTORIC NATURE AND CLEANING IT UP AND DOING EVEN SOME NEW LANDSCAPING.

CONSIDER, DISCUSS, AND ACT ON THE REEVALUATION OF THE CDC GRANT PROGRAM AND DESIGNATING A COMMITTEE TO WORK WITH A STAFF ON REINVENTING THE PROGRAM AND GRADING SYSTEM. AGAIN, MR. CHAIRMAN, I THINK WE HAVE HAD TWO ROUNDS OF APPLICATIONS. NONE HAVE BEEN AWARDED.

IF IT HAD BEEN ONE THAT WAS GRADED, THAT WAS CLOSE TO THE MINIMUM STANDARD.

I THINK WE WOULD HAVE BROUGHT IT FORWARD, BUT THESE HAVEN'T COME ANYWHERE CLOSE. SO THERE'S THERE'S A FLAW.

AND IN THE SYSTEM THAT WE NEED TO CORRECT, WHICH IS NOT A BIG DEAL.

AND SO SOME OF THE SOME OF THE EVENTS I DON'T LOVE DOING EVENTS IN A GRANT PROGRAM BECAUSE I THINK YOU OPEN THE DOOR AND IF YOU DO ONE NOW, YOU BECOME A GRANT FUNDING ORGANIZATION.

I MEAN, A AN EVENT FUNDING ORGANIZATION.

I THINK THOSE ARE THE THINGS ON THE BIG DOLLARS.

WE DON'T NEED TO MAKE SO MANY SMALL EXPENDITURES JUST LIKE AMAZON.

YOU KNOW, YOU NEVER SPEND A LOT OF MONEY. BUT AT THE END OF THE MONTH, LIKE, GOODNESS GRACIOUS, THAT'S BEEN 500 BUCKS ON AMAZON THIS MONTH.

YOU KNOW, YOU CAN LET THOSE OTHER THINGS GET OUT OF HAND AS WELL. AND I'M NOT SAYING WE SHOULDN'T DO THE GRANTS. I THINK WE SHOULD. I THINK WE NEED TO BE VERY SPECIFIC AND VERY PARTICULAR ON WHAT WE WANT THEM TO AIM AT, GENERALLY ON A GRANT PROGRAM.

WHAT I'VE DONE IN THE PAST IS THEY'RE NEVER FOR OPERATING EXPENSES OF ANYTHING.

GENERALLY IT WILL BE A BUILDING IMPROVEMENT OR ENHANCEMENT.

SAY, IF THERE'S A BUILDING DOWNTOWN THAT SOMEBODY WANTS TO TURN INTO A RESTAURANT, DOESN'T HAVE A VENT HOOD, DOESN'T HAVE A GREASE TRAP.

HELP THEM MAKE THAT ELIGIBLE FOR A GRANT TO PAY FOR A PART OF THAT, BECAUSE THAT'S PERMANENT FIXTURE THAT'S GOING TO STAY WITH THAT BUILDING.

AND EVEN IF THE BUSINESS FAILS, THAT BUILDING IS NOW APPROVED FOR THE NEXT USER TO COME IN AND IT'S MORE SUITABLE FOR THEIR USE THE NEXT TIME AROUND.

SO JUST THINKING LIKE THAT, I'M NOT SAYING THAT'S THE ONLY THING WE CAN DO, BUT THAT'S AN EXAMPLE.

AND THAT'S WHAT WE'RE GOING TO BE CALLING. WE'RE GOING TO BE CALLING THEM PILOTS BECAUSE THIS PARTICULAR DRONE REQUIRES A HIGH DEGREE OF OF KNOWLEDGE IN WHAT YOU'RE DOING.

WE TALKED TO A PARTICULAR PROGRAM THAT HAD NO PROBLEM COMING IN TO DO A CLASS FOR US.

SO WE WILL RUN TO BACK TO REGULAR AGENDA AND ITEM 2020 5-014 BUDGET AMENDMENT.

CONSIDER, DISCUSS AND ACT ON THE APPROVAL AND RECOMMENDATION TO CITY COUNCIL OF A REQUESTED BUDGET AMENDMENT. THANK YOU, MISTER CHAIR AND BOARD.

WE HAD QUITE A BIT OF TURNOVER ON STAFF LAST YEAR, PARTICULARLY IN THE FINANCE DEPARTMENT.

AND THE STAFF MEMBER THAT GENERALLY DOES INTERNAL TRANSFERS LEFT EARLY MARCH.

THEY USUALLY DO THE INTERNAL TRANSFERS FROM THE COMPONENT UNITS, WHICH US AND ADC ARE BOTH COMPONENT UNITS.

END OF MARCH, 1ST OF APRIL.

AND SO THERE ARE THREE BONDS THAT WE ARE REIMBURSING THE CITY FOR.

WE WE BONDED IN PARTNERSHIP WITH THE CITY BECAUSE THE CITY HAS A BETTER BOND RATING OVERALL THAN WE DO WITH OUR SALES TAX.

SO WE'RE ABLE TO GET SOME EFFICIENCY THERE.

SO THERE ARE THREE BONDS THAT WE ARE STILL REPAYING.

WE DID NOT PAY LAST YEAR, SO WE NEED TO DO A BUDGET AMENDMENT TO COVER IT. THIS YEAR WE HAD BUDGETED 553,000.

THE AMOUNT THAT WE DID NOT PAY LAST YEAR IS $546,141.

I WOULD PROBABLY ROUND THAT UP TO JUST, YOU KNOW 500 AND, AND $50,000 IN THE BUDGET AMENDMENT.

THEN WE WILL BE ABLE TO PAY OFF LAST YEAR'S DEBT SERVICE THIS YEAR, AND WE'LL BE ALL CAUGHT UP TO REMIND THE BOARD WE ONLY HAVE ONE YEAR REMAINING ON THE COMMUNITY CENTER DEBT SERVICE, WHICH IS ABOUT $190,000.

SO AFTER NEXT YEAR, WE'LL WE'LL ROLL OFF ABOUT $200,000 A YEAR IN DEBT.
