ON NOVEMBER 13TH, 2024, I SPOKE TO THE CITY ABOUT THE ISSUES IN MY HOME, AND WHILE THEY DID OFFER SOME ASSISTANCE REGARDING MY RECALLED ELECTRICAL PANEL FOR WHICH I AM GRATEFUL, THEY TOLD ME NOTHING MORE COULD BE DONE FROM THEIR END. DENY, DELAY, DEPOSE, JUST LIKE THEY HAD DONE TO SO MANY OTHERS. DESPITE THE MOLD REPORT FROM FEBRUARY 11TH, 2025 CITING, "THE TAPE LIFT SAMPLE COLLECTED FROM THE VISIBLE GROWTH INSIDE THE HVAC SUPPLY PLENUM IDENTIFIED A HEAVY CONCENTRATION OF CLADOSPORIUM MOLD SPORES AND A MINOR CONCENTRATION OF ASPERGILLUS MOLD SPORES. THE SURFACE SWAB SAMPLE COLLECTED FROM THE TILE MASTER SHOWER IDENTIFIED A HEAVY CONCENTRATION OF CLADOSPORIUM MOLD SPORES AND A MINOR CONCENTRATION OF STACHYBOTRYS MOLD BORES." THAT LAST ONE'S BLACK MOLD, BY THE WAY. THEY SENT DOWNSTREAM ASSESSMENT, THEY SENT A LIST OF COMMENTS BY KIMLEY-HORN, THEY SENT A THIRD DOCUMENT WHICH WAS FINAL COMMENTS AFTER THE MAJORITY OF THEM WERE ADDRESSED. THE FINAL COMMENTS NOTE THAT THERE IS ADVERSE IMPACT TO STIFF CREEK, WHICH IS THE NEARBY DRAINAGE CREEK, WHERE A TRIBUTARY ROLE THAT ALL THE DRAINAGE GOES FROM THOSE DEVELOPMENTS. IN THE P&Z MEETING, I WAS ASSURED BY THE DEVELOPERS, ENGINEERS, AND DEVELOPMENT SERVICES THAT THERE WAS NO ADVERSE IMPACT. NOW THE DOCUMENT ALSO NOTES THAT THERE WAS TO BE ANOTHER DOWNSTREAM ASSESSMENT TO FOLLOW. WHERE IS THAT? WHERE'S THE DOWNSTREAM ASSESSMENT? THE ISSUES I RAISED CONCERNS ABOUT AND REQUESTED TO BE PRESENTED TO COUNSEL SEEMED TO BE STILL IN QUESTION. THE PLATFORM THIS DEVELOPMENT INDICATES A POST DEVELOPMENT 100 YEAR FLOODPLAIN, AS WAS BROUGHT UP PREVIOUSLY, SHOWS WHERE THIS NEWLY MAPPED FLOODPLAIN IS WITHIN THE CONFINES OF THE MAP PROVIDED WITHIN THE PLAT THAT YOU GUYS HAVE. BUT THE FLOODPLAIN WOULD EXIT TO THE TRIBUTARY, WHERE IT FLOWS THAT CALLS THE QUESTION WHETHER THERE IS AN ADVERSE IMPACT TO THE TRIBUTARY, WHICH IS PART OF THE STIFF CREEK, AS WELL AS THE PRIVATE PROPERTIES BETWEEN THE DEVELOPMENT AND STIFF CREEK. NOW, I KNOW THAT DEVELOPMENT SERVICES JUST NOTED THAT THOSE ARE NOT PRIVATE PROPERTIES. I THINK WE SHOULD LOOK AT THAT AGAIN, BECAUSE FROM WHAT I LOOKED AT, IT LOOKED LIKE THE DEVELOPMENTS END. YOU GUYS HAVE THE MAPS IN FRONT OF YOU AND THE DOWNSTREAM ASSESSMENT. BUT IF YOU LOOK AT IT, IT LOOKS TO ME LIKE THEIR PROPERTY ENDS SHORTLY AFTER THE DEVELOPMENT, WHEREAS THE DOWNSTREAM ASSESSMENT AS WHAT SHOWS BETWEEN WHERE THE DEVELOPMENT IS IN STIFF CREEK. I BELIEVE THAT THOSE ARE PRIVATE PROPERTIES, NOT OWNED BY THE DEVELOPMENT. THIS IS WHY I BROUGHT UP POTENTIAL DRAINAGE ISSUES WITH THE DEVELOPMENT TO BEGIN WITH. WHEN I ASKED ABOUT THE OFFSITE DRAINAGE LOCALITIES, I WAS TOLD BY BOTH THE DEVELOPERS ENGINEERS AND THE DEVELOPMENT SERVICES THAT THEY COULDN'T SPEAK TO THE LOCALITIES, NOT MAPPED AND PROVIDED WITH THE PLAT. BUT THEY ASSURED ME THAT THE FLOOD ZONE EXISTED PRIOR TO THE DEVELOPMENT AND THAT THERE WERE NO ADVERSE IMPACTS DOWNSTREAM. AT THIS POINT, ALL I HAVE TO GO ON IS THEIR WORK. BUT I ASKED QUESTIONS ABOUT THE DATA, IF IT'S KEPT, IF IT'S ACCESSIBLE, AND IF THE LACK OF ACCESS TO IT WOULD BE AN ISSUE IN GENERAL, AND NOT AN ISOLATED ONE SPECIFIC TO THIS DEVELOPMENT. THIS LEADS TO A BACK AND FORTH BETWEEN MYSELF AND THE DEVELOPERS, [00:15:05] THEIR ENGINEERS AND DEVELOPMENT SERVICES THROUGHOUT THAT MEETING. ULTIMATELY, IT BECAME CLEAR THAT I WAS ONLY GETTING NON ANSWERS AND CONTRADICTORY ANSWERS. WE HAD TO CAST A VOTE BEFORE WE CAN TABLE A PLAT, OR AS WE COULD NOT TABLE THAT PLAT BECAUSE IT'S ON A SHOT CLOCK. I NEEDED TO MAKE IT TO YOU GUYS. WE ONLY MEET EVERY 30 DAYS. I ASKED ABOUT THE ADDITIONAL DOWNSTREAM ASSESSMENT, NOTED ADVERSE IMPACT, AS WELL AS THE DATA NOTED FOR THE PEAK FLOW RATE, AND HE DID NOT KNOW THE ANSWERS. I ALSO ASKED ABOUT THE FLOOD MAPS. THESE SHOULD BE A PART OF OUR CITY DEFINED FLOODPLAIN, AS WAS NOTED EARLIER. YOU SEE, KIMLEY-HORN CAME IN OCTOBER TO EXPLAIN TO US THAT THEIR PROCESS RELATED TO FLOODPLAIN AND DRAINAGE. THEY WERE BASICALLY BROUGHT UP FOR MY BENEFIT BECAUSE OF THE ISSUES THAT I HAD BROUGHT UP AT PLANNING AND ZONING MEETINGS. THEY ELABORATED ON THE FACT THAT THE CITY OF PRINCETON HAS STRICTER STANDARDS FOR DEFINING FLOODPLAINS THAN FEMA. WE SHOULD HAVE OUR OWN DEFINED FLOODPLAIN THAT'S MORE EXPANSIVE THAN FEMA'S, AND THIS NEWLY MATTED FLOP FLOODPLAIN SHOULD EXPAND IT FURTHER. THIS IS BASED ON OUR ORDINANCES AND WHAT KIMBERLY HORN EXPLAINED TO US, AND THEY LATER EXPLAINED TO YOU ALL. THIS WAS A POINT OF CONTENTION DURING PLANNING AND ZONING MEETING AS I ASKED ABOUT HOW THE CITY RECORDED THIS DATA, BUT IT BECAME CLEAR THAT WE DON'T. WE HAVE NO UNIFIED RECORD OF WHERE OUR FLOODPLAIN IS. I'VE SUBMITTED PUBLIC INFORMATION REQUESTS TO GET THIS INFORMATION, BUT DID NOT RECEIVE ANYTHING. BEFORE ENDING THE MEETING, THE DIRECTOR WHO SEEMED EXASPERATED BY MY CONTINUED INVOLVEMENT AND RECOMMENDATIONS ASKED ME, WHY DON'T YOU TRUST US? HE WAS FLUSTERED. I CAN SEE WHY. NO ONE LIKES TO FEEL LIKE THEIR WORK IS BEING QUESTIONED. I UNDERSTAND THAT. I RESPONDED WITH A SHORT VERSION OF A STORY OF MY EXPERIENCE WITH DEVELOPERS IN THE CITY WHEN I FIRST MOVED TO PRINCETON IN 2020. THE PREVIOUS OWNER OF MY HOME WAS APPROACHED BY DEVELOPERS UNDER [00:20:03] THE GUISE OF BEING CITY OFFICIALS WHO NEEDED AN EASEMENT FOR A SEWER LINE THROUGH THE FRONT OF THE PROPERTY. HE'S AN ELDERLY MAN IN POOR HEALTH, SO THEY TOOK ADVANTAGE OF HIS CONDITION AND MADE HIM BELIEVE IT WAS AN EMINENT DOMAIN SITUATION. THEY GOT THE EASEMENT FROM HIM FOR CHUMP CHANGE. THIS WAS WHEN I NOTICED THAT THEY WERE INTENDING TO DIG A 15 FOOT DEEP HOLE ALONG THE FRONT OF MY HOME JUST FEET FROM THE PERIMETER OF THE FRONT OF THE HOUSE. NOW I FOUND OUT BY REVISITING THE GEOTECHNICAL REPORTS THAT THE SLOPE STABILITY WAS ROUGHLY 45 DEGREES. THIS MEANS THAT DIGGING ANY CLOSER THAN 15 FEET FROM THE FRONT OF MY HOUSE WOULD ACTUALLY CAUSE FOUNDATION ISSUES BECAUSE THERE WOULD BE SLUMP WHERE THE SOIL IS. I COULDN'T DO ANYTHING ABOUT THE LOCATION OF THEIR EASEMENT. THEY HAD THE RIGHT TO DIG. THE CITY AND DEVELOPERS WERE BOTH ATTEMPTING TO IGNORE MY PLEAS, BUT ULTIMATELY, I GOT THEM TO SUPPORT THE HOLE AND PACK THE DIRT AS REQUIRED BY CODE. THEY WEREN'T HAPPY ABOUT IT. I HAD TO STAND OVER THEIR SHOULDER TO DO IT TO MAKE SURE THEY DID IT RIGHT. WHEN THEY FINISHED THAT AREA DIRECTLY IN FRONT OF MY HOUSE, WHICH IS ABOUT 60 FEET LONG, I QUIT PAYING ATTENTION. THAT WAS THE MOST IMPORTANT THING TO ME. I HAVE A GRAVEL DRIVEWAY. THEY CROSSED THAT GRAVEL DRIVEWAY, WENT THE REST OF THE WAY ACROSS THE HOUSE OR ACROSS THE PROPERTY, THIS IS A LITTLE BIT OVER 200 FEET OF A STRETCH. OVER THE NEXT COUPLE OF WEEKS, I HAD TO HAVE THE DEVELOPER COME BACK SEVERAL TIMES TO FILL IT BECAUSE MY VEHICLES AND DELIVERY TRUCKS KEPT GETTING STUCK IN IT. WHAT HAPPENS YOU DON'T COMPACT THE SOIL ENOUGH TO WHAT CITY CODE REQUIRES. THEY HAD TO KEEP COMING BACK AND PACKING IT MORE AND MORE. WE SAW PROBLEMS THIS DAY, BUT IT'S GETTING BETTER. WITH CRAIG, I LEFT THE MEETING, LEFT HIM THE SENTIMENT THAT WHEN THE DEVELOPER KNOWS THAT THEY'RE BEING ACCOUNTABLE, THEY'LL DO ADEQUATE WORK. WHEN THE BOND WAS PRESENTED IN 2023, IT WAS PRESENTED AS SHOVEL READY PROJECTS THAT COULD BE ACTIVATED ON RIGHT AWAY EARLY IN 2024. WE ARE NOW IN 2025 AND NOT A SINGLE SHOVEL DIRT HAS BEEN MOVED. ALSO, IN REVIEWING THE NOTES FOR TONIGHT'S MEETING. ACCORDING TO THE PRINCETON HERALD ON AN ARTICLE PUBLISHED ON NOVEMBER 8 OF 2023, THE PARKS AND REC BUILDING WAS SUPPOSED TO BE 8,400 SQUARE FEET. THE PROPOSED BUILDING IS NOW 10,800 SQUARE FEET, SO IT HAS GROWN BY 28% IN THAT TIME, BUT WE HAVEN'T SEEN ANY MOVEMENT ON THE ACTUAL PARTS. THE BUDGET PROPOSED IS SO 21% OVER THE BASELINE BUDGET OF $4 MILLION. NOW, THIS RELATES BACK TO THE BASEBALL FIELDS BECAUSE THAT PROJECT HAD A BUDGET $2-4 MILLION IN THE BASELINE IF THE OUTFIELDS SO DOSA JUST THE INFIELDS. WELL, IT'S COMING AT $2 MILLION. WHAT I BELIEVE IS HAPPENING IS WE ARE TAKING MONEY FROM THE ACTUAL PROJECTS THAT THE CITIZENS REALLY CARE ABOUT BECAUSE IT IS WHAT WILL IMPACT THEIR DAILY LIVES TO FUND A LARGER FANCIER PARKS AND REC BUILDING. I DON'T THINK THAT'S THE RIGHT MOVE TO BE MAKING WHEN WE HAVEN'T SEEN A SINGLE PARK BUILT DURING THIS TIME. I ALSO HAVE PAGE 25 FROM THE 2018 PARKS MASTER PLAN, WHERE THEY LAY OUT THE NEEDS OF THE PARKS AND REC NEEDS FOR 2020 BASED ON AN ESTIMATED POPULATION OF 23,000. I BELIEVE THE LAST ESTIMATE I SAW TODAY PRINCETON WAS AROUND 40,000, SO SNIFFING OVER THE 2020 ESTIMATES. BUT AT THAT TIME, THE CITY WAS ESTIMATED BY 2020 IN TOTAL WE NEED ONE SWIMMING POOL, SIX BASEBALL FIELDS, THREE SPLASH PADS, AND 16 PLAYGROUNDS. NOTHING HAS BEEN BUILT SINCE THEN. THE CITY HAS DEVELOPED A REPUTATION IN THE AREA OF FRIENDS I HAVE THAT LIVE IN NEIGHBORING CITIES OF THE CITY THAT ALWAYS PLANS, BUT WE NEVER ACT. WE ARE NOW STARTING MY UNDERSTANDING, TRYING TO UPDATE THE MASTER PLAN FOR THE PARKS AND REC. WHICH I DON'T SEE THE POINT IN DOING IF WE'RE NOT GOING TO EVER ACT ON ANY OF IT. THIS CAN BE AN EXCELLENT INTERNSHIP PROJECT FOR A COUPLE OF COLLEGE STUDENTS WITH SOFTWARE PROGRAMMING SKILLS TO WORK DIRECTLY WITH THE PID ADMINISTRATOR TO DEVELOP AND IMPLEMENT THE SYSTEM. I HAVE PERSONALLY VOLUNTEERED TO THE PID ADMINISTRATOR TO PROVIDE FEEDBACK AND ASSIST IN TESTING THE SYSTEM BEFORE IT GOES LIVE. PROVIDING A TRANSPARENT SYSTEM FOR PID PAYMENTS IS NOT MERELY A MATTER OF GOOD GOVERNANCE. IT IS IN MY VIEW, A MORAL OBLIGATION. AFTER THE INVESTIGATION, IT WAS DETERMINED THIS WAS AN IRRIGATION ISSUE FROM PRIVATE INFRASTRUCTURE. THE PUBLIC WORKS DEPARTMENT CONTACTED THE DEVELOPER TO INFORM THEM OF THIS ISSUE. HOWEVER, IT STILL REMAINS. BACK IN MARCH, I CONTACTED THE PUBLIC WORKS DEPARTMENT AGAIN ABOUT THIS ISSUE BECAUSE IT CONTINUES TO GET WORSE. THEY LOOKED INTO IT AND CONTACTED THE DEVELOPER. MY NAME IS CYNTHIA PFLEDDERER, AND I AM THE PRESIDENT OF THE TEXAS MUNICIPAL LIBRARY DIRECTORS ASSOCIATION, ALSO KNOWN AS TMLDA. TMLDA IS AN AFFILIATE OF THE TEXAS MUNICIPAL LEAGUE, AND OUR MISSION IS TO SUPPORT PUBLIC LIBRARIES AND PUBLIC LIBRARY DIRECTORS ACROSS TEXAS. IN THAT ROLE, TMLDA HAS ESTABLISHED A STANDARD FOR EXCELLENCE FOR PUBLIC LIBRARIES. THAT STANDARD ESTABLISHES TEN COMPETENCIES THAT LIBRARIES SHOULD STRIVE TO ATTAIN IN MEETING EXCELLENCE FOR SERVANTS IN THEIR COMMUNITIES. EVERY YEAR, IN SEPTEMBER, THE AWARD APPLICATION IS OPEN, AND LIBRARIES ACROSS TEXAS ARE ENCOURAGED TO APPLY FOR THE AWARD TO DEMONSTRATE HOW THEY HAVE MET THOSE COMPETENCIES FOR THEIR COMMUNITY. THE LOIS NELSON PUBLIC LIBRARY IS A RECIPIENT OF THE AWARD FOR 2024. I HAVE A NOTE FOR SOME OF THE REASONS, SOME OF THE COMPETENCIES AREAS ARE LITERACY, WORKFORCE DEVELOPMENT, OUTREACH TO UNDERSERVED POPULATIONS, DIGITAL INCLUSION, SUPPORT FOR STAFF DEVELOPMENT, AND MORE. SOME OF THE THINGS THAT THEY WERE RECOGNIZED FOR WERE THEIR ESL CLASSES, THEIR PARTNERSHIP WITH THE AMERICAN HEART ASSOCIATION FOR BLOOD PRESSURE CHECKS, THEIR SUMMER READING PROGRAMS AND THEIR STORYTIME PROGRAMS, FINANCIAL LITERACY, AND MORE. THEREFORE, IT IS MY PLEASURE TO BE HERE ON BEHALF OF TMLDA TO BESTOW THE ACHIEVEMENT OF EXCELLENCE AND LIBRARIES AWARD TO THE LOIS NELSON PUBLIC LIBRARY. [APPLAUSE] >> GOOD EVENING, EVERYONE. GOOD EVENING, MAYOR AND COUNCIL. IT IS SUCH AN HONOR TO HAVE CYNTHIA COME AND PRESENT THIS AWARD TO THE LIBRARY FOR THE FIRST TIME SINCE THE INCEPTION OF THE LIBRARY HERE. WE ARE VERY, VERY HONORED FOR THAT AND ALSO, IT WOULD BE REMISS IF I DID NOT ACKNOWLEDGE CONGRESSMAN SELF'S OFFICE ALSO SENT US AN RECOGNITION FOR THIS AWARD AS WELL. [APPLAUSE] I WOULD LIKE TO TAKE JUST A FEW MINUTES TO TALK ABOUT THE LIBRARY AND THE THINGS THAT WE'VE SEEN HAPPEN OVER THE LAST FEW YEARS AND JUST BECAUSE I HAVEN'T REALLY HAD A LOT OF CONTACT WITH ESPECIALLY THE NEW MEMBERS ON COUNCIL, BUT I JUST WANT TO GIVE YOU A LITTLE BRIEF OVERVIEW OF THE LIBRARY. I WILL TRY TO BE BRIEF. I KNOW THAT IT IS A LONG NIGHT, PROBABLY. QUICKLY, I WILL TALK TO YOU ABOUT THE LIBRARY AND WHAT I'VE SEEN OVER THE LAST FOUR YEARS SINCE I'VE BEEN THE DIRECTOR. I'VE BEEN VERY BLESSED TO SERVE THE RESIDENTS OF THE CITY OF PRINCETON FOR THE LAST SIX YEARS, FOUR OF THOSE SERVING AS LIBRARY DIRECTOR AT THE LIBRARY. WHEN AMY AND I JOINED REGGIE IN THE SUMMER OF 2021, THERE WERE 7,189 PATRONS. TODAY, THERE ARE 10,235 PATRONS. DESPITE NATIONAL TRENDS OF LIBRARIES DECLINING ENROLLMENT AND DECLINING IN VISITS, WE ARE SEEING THE ABSOLUTE OPPOSITE OF THAT. WE ARE INCREASINGLY BUSY. THERE WAS A TIME WHEN I FIRST STARTED THAT I WOULD ACTUALLY BE ABLE TO SIT AND READ A BOOK, OR I WOULD BE ABLE TO REVIEW A MOVIE BEFORE I PURCHASED IT FOR THE LIBRARY, BUT THOSE DAYS ARE LONG GONE. SURPRISINGLY, PATRONS STILL LOVE TO CHECK OUT PHYSICAL COPIES OF BOOKS. OUR YEAR TO DATE CHECKOUTS, AS OF TODAY, THIS MORNING, WHEN I CHECKED WE'RE 5,014, AND WE HAD 3,497 RENEWALS AS OF THIS MORNING. LAST YEAR, WE HOSTED OVER 70 PROGRAMS AND WELCOME 1,001 NEW PATRONS. IN THE FOUR MONTHS OF THIS YEAR, WE HAVE ADDED 401 NEW PATRONS AND ARE PREPARING RIGHT NOW FOR OUR SUMMER PROGRAMMING, WHICH WILL INCLUDE THINGS LIKE ARTS, [01:10:03] CODING, AND ENTERTAINMENT FOR THE KIDDOS. I BELIEVE THAT THIS IS A REALLY IMPRESSIVE FEAT FOR A SMALL STAFF. WE HAVE TWO FULL TIME, WHICH IS MYSELF AND AMY, AND TWO PART TIME, WHICH REGGIE AND MARY. HOWEVER, WE GIVE IT AN ALL. WE REALLY DO. STORY TIME HAS BECOME SO PACKED THAT WE ARE OPTING FOR MORE OUTDOOR EVENTS JUST TO GIVE US SOME ROOM AND WE HAVE TO DO THAT BASED UPON THE WEATHER. OUR PATRONS ARE ABSOLUTELY THE BEST. WHEN I FIRST STARTED, THEY WOULD COMPLAIN AND COMPLAIN AND COMPLAIN ABOUT, WE'RE CRAMPED IN HERE, BUT NOW THEY'VE GOTTEN USED TO IT. WE'VE ALL BECOME FAMILY. WE HAVE LEARNED TO GET ALONG WITH EACH OTHER. THEY HAVE SHOWN US THE TRUE MEANING OF COMMUNITY. TRULY THE PEOPLE IN THIS COMMUNITY HAVE BEEN SUCH GOOD TEACHERS TO US BECAUSE WE'VE SEEN THEM EMBRACE THE DIFFERENCES, FIND COMMONALITIES, AND BECOME FRIENDS, ALL WHILE AT THE LIBRARY. OUR PATRONS HAVE ENCOURAGED US. THEY HAVE PRAYED FOR US. THEY HAVE BEEN THERE EVERY STEP OF THE WAY FOR US, AND WE VIEW THEM AS AN EXTENSION OF OUR OWN FAMILIES. WE TAKE THIS COMMUNITY CENTRIC APPROACH BY GET GATHERING TOGETHER OUR RESIDENTS AND COLLABORATING WITH LOCAL BUSINESSES, OR OUR INTERNAL STAFF, AND WITH OTHER ORGANIZATIONS, WE REALLY WANTED TO BE FULLY ROUNDED FOR THE COMMUNITY. WE HAVE DEVELOPED PURPOSEFUL PARTNERSHIPS WITH ORGANIZATIONS SUCH AS THE VFW, TEXAS WORK FORCE COMMISSION, HEALTH AND HUMAN SERVICES, CATHOLIC CHARITIES, GRAYSON COLLEGE, COLLIN COLLEGE, AND OUR NEWLY FORMED PARTNERSHIP WITH TURNING POINT OF COLLIN COUNTY BUILDING STRONGER FUTURES. BECAUSE WE REALIZE THAT EVERYONE DOES NOT LOVE TO READ, WE UNDERSTAND THAT LIBRARIES MUST PIVOT AND PROVIDE OTHER SERVICES TO THE COMMUNITY AND SO WE ARE WORKING TO DO THAT BY PARTNERING WITH THESE DIFFERENT ORGANIZATIONS. SOME OF THE THINGS THAT WE HAVE BEEN ABLE TO PROVIDE AND ARE WORKING ON PROVIDING OUR JOB READINESS SKILLS, WORKSHOPS, FINANCIAL LITERACY, AND PARENTING CLASSES. IN MAY, WE'LL BE HOSTING COLLIN COLLEGES, CAREER CENTERS, RESUME, AND INTERVIEW SKILLS WORKSHOP. ALSO, WE WILL BE HOSTING A SIX WEEK SERIES OF CLASSES WITH BUILDING STRONGER FUTURES, DISCUSSING TOPICS SUCH AS PARENTING, HEALTHY COMMUNICATION SKILLS, GOAL SETTING, AND STRESS MANAGEMENT. AFTER EACH WEEKLY CLASS, THE PARTICIPANTS OF THAT CLASS WILL RECEIVE FREE GROCERY ITEMS. THAT'S REALLY IMPORTANT BECAUSE, AS YOU KNOW, A LOT OF TIMES IN COMMUNITIES LIKE OURS, WE HAVE CHILDREN WHO ARE NO LONGER IN SCHOOL IN THE SUMMER, SO THEY ARE SOMETIMES EXPERIENCING SOME FOOD SHORTAGES, AND HOPEFULLY THIS PROGRAM WILL HELP PREVENT SOME OF THAT. INTERNAL COLLABORATIONS HAVE ALSO HELPED OUR PROGRAMS TO BE SUCCESSFUL, SO I WILL NOT GO WITHOUT THANKING THE PEOPLE THAT WE HAVE COLLABORATED WITH INTERNALLY, SUCH AS COMMUNICATIONS, COMMUNITY EVENTS, FIRE DEPARTMENT, IT, PARKS AND REC, PD, AND PUBLIC WORKS. WE'VE ALSO BEEN VERY FORTUNATE TO WORK WITH OUR COUNCILMAN DEFFIBAUGH AND OUR BOARD LIAISON COUNCILWOMAN GRAVES. WE HAVE TRIED TO ADOPT A UNIVERSAL DESIGN MINDSET WHEN IT COMES TO PROGRAMMING SO THAT WHEN WE ARE HAVING PROGRAMS, WE WANT IT TO NOT JUST HAVE AN IMPACT ON ONE PERSON OR ONE FAMILY AND SO TONIGHT, WE HAVE A FAMILY HERE FROM POLAND. WHEN THE GIRLS CAME TO THE LIBRARY A COUPLE OF YEARS AGO, THEY DID NOT SPEAK ENGLISH AT ALL, JULIA AND ASHLEY, AND SO THEIR MOM BROUGHT THEM TO STORY TIME AND TO AMY'S PHONICS CLASS AND OVER THE TIME, THEY HAVE NOW LEARNED TO SPEAK ENGLISH FLUENTLY, JUST THROUGH THE PROGRAMS AT THE LIBRARY. WE HAD ANOTHER YOUNG CHILD WHO ATTENDED OUR PHONICS CLASSES, AND AFTER THE PHONICS CLASSES WERE OVER, HIS DAD ENROLLED HIM IN A MONASTERY AND WHEN HE WAS ENROLLED IN THE MONASTERY, THE TEACHER STATED TO THE DAD THAT THE KID WAS SO BRIGHT, AND SHE WAS LIKE, WHAT ARE YOU TEACHING HIM AT HOME? HE SAID, WELL, IT'S NOT ME, IT'S THE LIBRARY. [01:15:02] WE LEARNED ALL THOSE THINGS AT THE LIBRARY. I NEVER REALIZED HOW IMPACTFUL SOME THINGS ARE THAT WE'RE DOING BECAUSE WE DO THEM BECAUSE THAT'S WHAT WE'RE HERE TO DO. WE'RE HERE TO SERVE, BUT JUST SEEING THOSE THINGS AND HEARING THOSE THINGS IT MAKES IT SO WORTHWHILE FOR US. I HAVE A COUPLE MORE POINTS. SORRY. IN A RECENT SURVEY PREPARED BY OUR FORMER LIBRARY ADVISORY BOARD, CO CHAIR, DR. SHARON EAVES, 45% OF THE SURVEY RESPONDENTS WOULD LIKE TO SEE A LARGER LIBRARY SPACE, 29% WOULD LIKE TO SEE MORE PROGRAMS, 12% WANTED EXTENDED HOURS, AND 10% WOULD LIKE TO HAVE MORE TECHNOLOGY OFFERINGS. OUR GOAL IS TO MEET EACH OF THESE REQUIREMENTS. THAT IS OUR GOAL. THAT IS WHAT WE'RE HERE FOR. WE'RE HERE FOR THE PUBLIC, AND SO WE'RE TRYING TO MEET THOSE GOALS STEP BY STEP, ONE LITTLE STEP AT A TIME. OVER THE LAST FEW WEEKS, I'VE LEARNED THAT WE ARE GOING TO RECEIVE A MUCH NEEDED LIBRARY RENOVATION AND I'M HOPING THAT THE SHORT, BRIEF INFORMATION THAT I HAVE GIVEN YOU GUYS WILL HELP YOU TO UNDERSTAND WHY WE WILL NEED A MUCH LARGER LIBRARY SPACE IN THE FUTURE. UNTIL THEN, WE WILL CONTINUE SERVING OUR COMMUNITY AS THE SMALL LIBRARY WITH A BIG HEART. I HAVE TO SAY, PERSONALLY, I LOVE THIS COMMUNITY AND THE WORK THAT I GET TO DO DAILY. MY GOAL IS TO CONTINUE TO GROW OUR OFFERINGS, EXPAND COMMUNITY OUTREACH, AND SERVE THE RESIDENTS OF THIS COMMUNITY TO THE BEST OF OUR ABILITY. IN CLOSING, I WOULD LIKE TO THANK THE LIBRARY STAFF AND LIBRARY BOARD FOR THEIR SUPPORT AND DEDICATION. BUT MOST IMPORTANTLY, I WANT TO THANK THE COMMUNITY FOR THEIR SUPPORT. IT WAS ALSO ONE OF THE 2023 BOND PROJECTS THAT WAS ONE OF THE FIRST PHASES OF THE BOND SALE. >> WHAT WE HAVE IS THE LOCATION IS ON THE WEST SIDE IN THE NEW PARKING LOT. IT'S LOCATED AT THE NORTHERNMOST PORTION OF THE PARKING LOT RIGHT ON BEAUCHAMP AND COLLEGE. [02:00:02] I KNOW AS MENTIONED IN SOME COMMENTS, PARKS BUILDING BEING 10,000 SQUARE FEET, IT'S ACTUALLY CLOSER TO 13. THAT IS FOR THE EXPANSION AS WELL OF PARKS ADMINISTRATION AND STAFF. I KNOW THERE WAS ALSO SOME TALKS THAT THE PARKS AND RECREATION HAS FOUR STAFF MEMBERS THAT IS INACCURATE. PARKS ADMINISTRATION AND MAINTENANCE STAFF IS AT 16, SO CLOSER TO THAT 20 NUMBER AS WE CONTINUE TO GROW. WE ALSO WANTED TO ENSURE THAT WE BUILD THE BUILDING FOR THE EXPANSION OF THE PARKS DEPARTMENT AND NOT UNDERSIZE IT, SO THAT WAY WE WOULD NEED TO COME BACK AT A LATER DATE. THIS WAS TO ENSURE THE SIZE IS ADEQUATE FOR THE GROWTH OF THE DEPARTMENT. AS WE KNOW, THERE ARE A LOT OF PARK PROJECTS THAT ARE ON THE HORIZON. WITH THAT, WE WANT TO MAKE SURE THAT WE HAVE STAFF TO PROPERLY MAINTAIN AND CARE FOR THESE FACILITIES FOR THE RESIDENTS AND OUTSIDE NON-RESIDENTS TO ENJOY. IF YOU LOOK AT THE RESTROOMS, YOU'LL SEE THAT THERE'S MULTIPLE STALLS, ADDITIONAL STALLS, AND THAT WHOLE ENTIRE SQUARE WITH BOTH RESTROOMS IS NOW A STORM SHELTER. THAT'S GREAT FOR STAFF FOR ANYBODY THAT IS OUT. IT IS A PUBLIC BUILDING, SO ANYBODY THAT IS OUT, WE DO HAVE A STORM SHELTER. NOW, IT IS HELD TO HOLD ONLY ABOUT 100 PEOPLE, BUT IN CASE OF A STORM, YOU'RE NOT GOING TO TURN ANYBODY AWAY. LIKE I SAID, THE TOTAL SQUARE FOOTAGE IS, CLOSE TO 13,000.
