AND I'M GOING TO BLAME THE SPEAKER.

[00:00:02]

LIGHTS UP HERE. ALL RIGHT.

[A. CALL TO ORDER]

TIME IS 603. GO AHEAD AND CALL TO ORDER OUR COMMUNITY DEVELOPMENT CORPORATION SPECIAL MEETING. PUSHED OUT A COUPLE OF WEEKS TO TONIGHT.

SO GLAD EVERYBODY COULD BE HERE.

DO A QUICK CALL TO ORDER AND ROLL CALL MYSELF JEFF WATSON.

I'M HERE. MR. EVANS HERE.

I KNOW MISS NED IS OUT WITH FAMILY THIS EVENING.

MISS PETTIS HERE. MISTER THORNTON HERE.

MISTER ASH IS OUT WITH CARRY THE LOAD.

WE'LL WISH HIM WELL AS HE WRAPS THAT UP.

AND MISS SCHNEIDER HERE.

ALL RIGHT. AND WITH THAT DO I HAVE ANYBODY THAT WOULD LIKE TO LEAD US THROUGH THE INVOCATION? LORD, WE JUST GIVE YOU HONOR TONIGHT FOR THIS PURPOSE OF THIS SPECIAL MEETING. LORD, AS WE COME TOGETHER, FATHER, LET US BE ON ONE MIND, ONE ACCORD. FATHER, LET YOUR WILL BE DONE TONIGHT.

FATHER. AS EVERYTHING IS BEING PRESENTED.

LET IT BE PRESENTED WITH A TIME OF EXCELLENCE.

FATHER. SO WE JUST THANK YOU.

IN JESUS NAME. AMEN. THANK YOU, MR. THORNTON, AND WE'LL GO AHEAD AND DO THE PLEDGE OF ALLEGIANCE, IF YOU PLEASE STAND. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS.

ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. ALL RIGHT. AND THEN WE'LL

[E. PUBLIC APPEARANCE]

MOVE ON TO ITEM E FOR PUBLIC APPEARANCE.

AND I BELIEVE WE'VE GOT A COUPLE OF FOLKS LINED UP FOR PUBLIC APPEARANCE.

OKAY. I BELIEVE IN MAXINE ELLIS.

GOOD EVENING. COUNCIL.

WELL, NOT COUNCIL BOARD.

THANK YOU. SORRY. I COME TO YOU WITH A COUPLE OF THINGS TONIGHT THAT'S NOT ON OUR AGENDA, BUT AS A CITIZEN RESIDENT, PRINCETON, COUPLE THINGS.

ONE, THE RESIDENTS OF PRINCETON WANT THE FORENSIC AUDIT.

YOU AS THE BOARD. YOU SHOULD BE REVIEWING THE DOCUMENTS.

DON'T ASK PEOPLE WHO'VE ALREADY REVIEWED IT.

DO LIKE OTHERS HAVE. REQUEST THE DOCUMENTS.

REVIEW IT. GET YOUR OWN OPINION.

DON'T LET SOMEBODY INTIMIDATE YOU AND FORCE YOU TO MAKE A DECISION.

DO YOUR REVIEW. DO YOUR HOMEWORK.

I'VE BEEN DOING A LOT OF HOMEWORK, AND THERE'S A LOT OF QUESTIONS, NOT JUST WITH THE COMMUNITY CENTER, BUT OTHER AREAS.

DO YOUR HOMEWORK. YOU ARE RESIDENTS OF PRINCETON, AND IF YOU CAN'T DO YOUR HOMEWORK AND JUST BE LIKE, WELL, SO-AND-SO SAYS WE SHOULD VOTE AGAINST IT, THEN YOU GUYS SHOULDN'T BE UP THERE BECAUSE YOU'RE UP THERE FOR THE RESIDENTS OF PRINCETON, FOR ME, FOR EVERYONE ELSE, AND FOR YOURSELVES.

YOU ALL LIVE HERE. YOU VOLUNTEERED FOR THIS.

AND YOU SHOULD CARE ABOUT THE CITY, JUST LIKE I DO AND OTHERS.

I'M VERY DISAPPOINTED.

I HAVEN'T BEEN TO A MEETING PROBABLY SINCE MARCH, BUT I WATCH THEM ONLINE.

NOTHING EVER CAME BACK WITH THE SCHOLARSHIP FOR OFFICER DOMINGUEZ.

AS SOMEONE WHO HAS SET UP SCHOLARSHIPS BACK IN FLORIDA.

IT'S A VERY EASY PROCESS.

VERY, VERY EASY. TO SET UP A SCHOLARSHIP.

AND IT'S VERY DISAPPOINTING THAT IT'S BEEN SINCE, I THINK, FEBRUARY OR MARCH.

NOTHING'S BEEN DONE ABOUT IT.

DISAPPOINTING. AND THE OTHER THING I KNOW THIS IS HAPPENING WITH THE EDC.

I'M NOT SURE IF IT'S HAPPENING WITH YOU GUYS, BUT THERE WAS A CHANGE RECENTLY WHERE OUR CEO IS NOW REVIEWING THINGS BEFORE THEY COME TO YOU GUYS.

DON'T ALLOW THE CENSORSHIP.

REVIEW EVERYTHING. YOU SHOULD BE ABLE TO REVIEW EVERYTHING, AND YOU ALL MAKE THE DECISION.

WHAT SHOULD COME TO PRINCETON? WHAT YOU SHOULD SPEND THE MONEY ON.

DON'T LET SOMEBODY SAY, WELL, I DIDN'T.

YOU KNOW, THERE ARE THINGS THAT YOU MAY NOT SEE THAT MIGHT BE GOOD FOR US.

SO THANK YOU FOR YOUR TIME.

THANK YOU MISS. APPRECIATE YOU SHOWING UP. AND GO STARS,

[00:05:01]

BY THE WAY. YEAH I LOVE THE SHIRT.

YEAH. ALL RIGHT. THERE'S NOBODY ELSE.

WE'LL GO AHEAD AND MOVE ON TO ITEM F FOR PUBLIC PUBLIC REPORT ITEMS.

[F. PUBLIC REPORT ITEMS]

NEXT REGULAR PCC MEETING IS SCHEDULED FOR TUESDAY, JUNE 3RD, 2025 AT 6 P.M..

NEXT REGULAR PDC MEETING IS MONDAY, JUNE 2ND, 2025 AT 6 P.M.. AND THEN THE NEXT REGULAR SCHEDULED CITY COUNCIL MEETING IS MONDAY, JUNE 9TH AND MONDAY, JUNE 23RD.

BOTH AT 6:30 P.M. AND WE'LL GO AND MOVE ON TO ITEM GS FOR STAFF REPORT ITEMS.

[G. STAFF REPORT ITEMS]

HELLO. ALL RIGHT, THERE WE GO.

WE'VE ADDED A REPORT THIS MONTH.

TRADITIONALLY, IN OTHER MARKETS SINCE I'VE BEEN HERE, I'VE BEEN PROVIDING THE FINANCIAL REPORT.

BUT I GENERALLY WILL PROVIDE AN OPERATIONAL REPORT IN WRITING TO THE BOARD.

JUST AS A HEADS UP ON ITEMS THAT AREN'T ON THE AGENDA.

THEY'RE NOT UP FOR ACTION, JUST THINGS THAT ARE GOING ON OR THINGS THAT I MAY SEE COMING DOWN THE ROAD THAT WILL GO ON A FUTURE AGENDA.

AND YOU HAVE THOSE IN FRONT OF YOU.

I'M NOT GOING TO READ THE ENTIRE THING.

BUT I WILL HIT A FEW HIGHLIGHTS.

ONE OF WHICH IS KIND OF BURYING THE LEAD ON THE NEXT THING IN THE FINANCIAL REPORT.

BUT VERY GOOD NEWS ON THE SALES TAX REPORT.

WE'RE UP 26% THIS MONTH.

THAT PUTS US 13% AHEAD OF LAST YEAR, AND THAT IN PRINCETON WILL GENERALLY TRACK ALONG WITH OUR POPULATION GROWTH, BECAUSE WE DON'T HAVE ANY LARGE MANUFACTURERS THAT ARE SALES TAX GENERATORS AND THAT TYPE OF THING.

SO AS OUR POPULATION GROWS AND OUR BUYING POWER GROWS, OUR SALES TAX WILL GROW AS WELL.

ONCE WE GET SOME OF THE RETAIL DEVELOPED THAT HOPEFULLY WE'LL BE BREAKING GROUND THIS SUMMER, THEN THAT'LL HAVE AN ADDITIONAL IMPACT AS WE SEE PEOPLE, MORE PEOPLE STAYING IN TOWN FOR THINGS.

BUT VERY GOOD NEWS ON THAT.

ANOTHER THING THAT I'VE PROVIDED TO YOU AND I WILL START PROVIDING MOVING FORWARD, ATTACHED TO THAT REPORT BEHIND US, I THINK IT'S IMPORTANT FOR THE BOARD TO KIND OF BE AWARE AND TRACK OUR RESIDENTIAL BUILDING PERMITS SO YOU CAN TRACK OUR GROWTH, JUST LIKE I DO ON A MONTHLY BASIS.

IT'LL HELP FRAME THINGS AND HELP FRAME YOUR PERSPECTIVE ON THINGS THAT WE'RE LOOKING AT.

I MADE IT A LITTLE BIT EASIER.

I GET THIS FROM DEVELOPMENT SERVICES AND IT'S GOT I HAD OVER A DOZEN CITIES INCLUDED IN IT.

PRINCETON IS ON THE SECOND PAGE.

AGAIN, WE ARE 3% AHEAD OF LAST YEAR ON BUILDING PERMITS.

MCKINNEY'S BEHIND 24%, NOT BEHIND.

DOWN 24% FROM LAST YEAR.

BUT THEY'RE FAR MORE BUILT OUT.

SO THAT THAT SHOULDN'T BE TOO SURPRISING.

BUT THIS LIST WILL KIND OF GIVE YOU AN IDEA ON A MONTH TO MONTH BASIS WHERE WE ARE.

ARE WE TRACKING FOR BUILDING PERMITS? BECAUSE IF YOU SEE A LARGE DROP OFF ON THAT, THEN YOU CAN ALSO SEE IN FUTURE MONTHS YOU MAY SEE A DROP OFF IN THE INCREASE IN SALES TAX BECAUSE AGAIN, RIGHT NOW THEY'RE TIED VERY CLOSELY TOGETHER.

ON THE PROFESSIONAL PART.

THIS IS EDC LAND, BUT THE EDC AND CDC WORK TOGETHER ON MANY PROJECTS, AND I WANT TO MAKE YOU AWARE OF IT.

YOU MAY OR MAY NOT KNOW THAT 99 VISION WAS PLANNING ON DOING A PHARMACEUTICAL MANUFACTURING PROJECT THERE.

THAT BUILDER IS NOT GOING TO DO THAT PROJECT DUE TO CIRCUMSTANCES BEYOND THEIRS OR ANYBODY ELSE'S CONTROL. WE HAVE TERMINATED THE DEVELOPMENT AGREEMENT.

WITH THAT DEVELOPER, WE HAVE RECLAIMED 15.4 ACRES THAT THEY HAD AN OPTION ON THAT WE NOW HAVE NO TIES TO. AND IT ALSO LIFTED ANY INCENTIVES THAT WERE TIED TO THAT LAND IN THAT DEVELOPMENT. NOT TO SAY THAT WE WOULDN'T PROVIDE INCENTIVES TO THE RIGHT USER, BUT WE'LL USE THOSE, AS WE ALWAYS DO ON A CASE BY CASE BASIS.

SO I THINK IT'S REAL POSITIVE THAT WE GOT CONTROL OF THE 15 ACRES BACK BUFFER AND SHINE. IT'S A SIMILAR DEAL.

THAT WAS AN OLD CONTRACT SIGNED.

BASICALLY DURING THE PANDEMIC.

THE PANDEMIC. DID MORE DAMAGE THAN THEY THOUGHT TO THEIR BUSINESS.

THEY DON'T PLAN ON MOVING FORWARD.

WE ARE WORKING WITH THEM TO TRY TO REACQUIRE THAT PIECE OF LAND.

[00:10:05]

IF WE'RE NOT ABLE TO COME UP WITH THAT THEN THEY WILL PUT IT ON THE MARKET.

AS WAS BROUGHT UP BY THE PUBLIC COMMENT I ALSO HAVE IN HERE THE AUDIT WE HAVE RECEIVED NOW THE RESPONSES TO THE RFQ.

WE RECEIVED THREE RESPONSES.

I HAVE ONE OF THEM I WOULD CONSIDER INCOMPLETE BECAUSE IT DIDN'T RESPOND TO THE ENTIRE RFQ. IT RESPONDED TO PART OF IT.

I'VE PROVIDED COPIES OF ALL THOSE RESPONSES TO THE CHAIR AND VICE CHAIR.

I WILL PROVIDE THEM TO THE ENTIRE BOARD.

BORED. I JUST RECEIVED THEM.

TODAY IS WEDNESDAY. I BELIEVE I RECEIVED THEM MONDAY.

FROM OUR FINANCE DEPARTMENT.

BUT WE WILL. THAT IS GOING ON THE JUNE AGENDA.

THAT'LL BE AN OPEN SESSION ITEM THAT WE CAN DISCUSS.

HEY, JIM, I'VE GOT A QUICK QUESTION ON THAT. YES, SIR. WHAT WAS. I KNOW THE RFQ WAS APPROVED BY COUNCIL, I BELIEVE, IN THE MARCH, THEIR MARCH MEETING, AND THERE WAS A PERIOD OF TIME THAT THEY HAD OPEN FOR FOLKS TO TURN IN THE RFP. DO YOU HAPPEN TO KNOW WHAT THAT CLOSED DATE WAS? I BELIEVE THE CLOSED DATE WAS MAY 15TH, MAY 14TH OR 15TH.

OKAY. ALL RIGHT. SO THOSE JUST GOT IN FINANCE.

LOOK THROUGH THEM. THEY MADE A SPREADSHEET OF THE RFQ.

THEY'RE NOT HARD BID. AND I THINK WE TALKED ABOUT THAT WHEN THEY WERE TALKING ABOUT SENDING THEM OUT. IT'S AN HOURLY RATE AND THEY GIVE US AN ESTIMATE ON WHAT THEY THINK THE HOURS IT'LL TAKE. SO THEY DID A SPREADSHEET ON THAT, WHAT THE COST WAS. GOT THAT TO ME, I BELIEVE LAST THURSDAY.

AND THEN I BELIEVE MONDAY OR OVER THE WEEKEND.

THEY SENT ME THE ACTUAL RESPONSES OR ACTUALLY, NO, I TAKE THAT BACK. I WENT DOWN TO THEIR OFFICE ON MONDAY AND BROUGHT THE HARD COPIES UP. AND THEN IN EACH HARD COPY THERE WAS A JUMP DRIVE, SO I DOWNLOADED THEM SO I COULD SHARE THEM WITH PEOPLE.

OKAY. YEAH. I JUST WANTED TO CLEAR UP ANY CONFUSION WITH.

YEAH. WE HAVEN'T BEEN SITTING ON THEM. I JUST GOT THEM. AS A MATTER OF FACT, WE BARELY GOT IT ON THIS AGENDA BECAUSE, AS YOU KNOW, WE FINALIZED OUR AGENDA AT THE VERY LATEST THE PREVIOUS THURSDAY BECAUSE WE'RE ON FOR TENS. WE DON'T EVEN WE'RE NOT IN THE OFFICE FRIDAY DOESN'T MEAN WE DON'T WORK.

WE'RE NOT IN THE OFFICE ON FRIDAY.

RIGHT. OKAY. THANK YOU.

YOU'RE VERY WELCOME. A COUPLE OTHER THINGS.

I'LL BE OUT OF THE OFFICE FOR A TECH TDC CONFERENCE JUNE 18TH THROUGH 20TH.

IT'S RIGHT IN ROCKWALL.

IF THERE ARE ANY BOARD MEMBERS THAT WOULD LIKE TO ATTEND.

LET ME KNOW ASAP. I DON'T KNOW WHAT THE STATUS OF HOTELS ARE.

BUT IT'S SO CLOSE. IF EVEN IF YOU WANT TO COMMUTE TO IT AND JUST ATTEND ONE DAY OR WHATEVER. WE CAN REGISTER YOU FOR THE CONFERENCE, IF YOU LIKE. SO PLEASE LET DESHAUN OR MYSELF KNOW AS SOON AS POSSIBLE.

ALSO, IF YOU DON'T MIND, MARK YOUR CALENDAR.

OCTOBER 17TH IS GOING TO BE A SALES TAX TRAINING.

THEY DO FOR A YEAR. THIS ONE IS IN THE DFW MARKET.

IT IS USUALLY IN RICHARDSON ALTHOUGH I DIDN'T SEE THAT ON THE WEBSITE TODAY.

I WOULD ENCOURAGE BOARD MEMBERS TO ATTEND IF YOU CAN.

WE WILL OBVIOUSLY PAY FOR THAT AND WE'LL PAY ANY TRAVEL EXPENSES IF WE NEED TO.

BUT I THINK THAT'S ALSO IT'S ANOTHER WE'VE DONE TRAINING INTERNALLY, BUT I THINK THAT'S ANOTHER.

IT'S DONE BY USUALLY A REPRESENTATIVE FROM THE AG'S OFFICE AND QUITE HONESTLY, A FORMER REPRESENTATIVE OR TWO FROM THE AG'S OFFICE THAT ARE NOW GONE OFF IN A PRIVATE PRACTICE. BUT THERE ARE PEOPLE THAT ARE VERY, VERY FAMILIAR WITH IT.

I WOULDN'T SAY IT'S THE LIVELIEST OF TRAINING DAYS, BUT IT'S AN IMPORTANT TRAINING.

AND IS THAT ONE THAT'S REQUIRED FOR US TO ATTEND ONCE A YEAR? IT'S REQUIRED BY LAW THAT I ATTEND.

GRANT HAS TO ATTEND. IT'S SUGGESTED THAT YOU ATTEND AS POLICY.

I BELIEVE THEY SAY WE HAVE HAD HERE THAT YOU DO NEED TO ATTEND, BUT STATE LAW DOESN'T REQUIRE IT.

OKAY. ALL RIGHT. YEAH, I WOULD ENCOURAGE.

IS THAT ACCURATE, GRANT? YEAH. THAT'S CORRECT. OKAY.

YEAH. I WOULD ENCOURAGE ESPECIALLY OUR NEWER BOARD MEMBERS IF YOU HAVEN'T BEEN TO ONE YET, FOR WHATEVER REASON DEFINITELY TAKE ADVANTAGE OF IT.

BEING IN THE IN THE AREA, I THINK THE ONE I WENT TO LAST YEAR WAS IN FORT WORTH THAT I WROTE OUT FOR.

IT'S A GREAT OPPORTUNITY FOR NETWORKING AS WELL, TOO, IN GETTING FOLKS ACROSS THE EDC, WHICH THERE'S A LOT OF CDC FOLKS THAT GO TO THESE AS WELL TO. AND AND I AGREE WITH JIM THE ONE HERE IN ROCKWALL,

[00:15:04]

I MEAN, THAT'S IT DOESN'T GET ANY CLOSER THAN THAT.

SO YOU KNOW I THINK IF THERE WAS A NEED TO, TO STAY LOCALLY AND IF YOU'RE GOING TO ATTEND ALL THREE DAYS, CERTAINLY WE COULD, WE COULD DO AND IT'S WEDNESDAY THROUGH THURSDAY, THE ON OR WEDNESDAY THROUGH FRIDAY.

THE ONLY THING ON FRIDAY IS A BOARD MEETING.

THERE'S REALLY NO REASON TO STAY FOR THAT.

YEAH. THE MEAT AND POTATOES, THE BIGGEST PART OF IT IS THURSDAY.

WEDNESDAY. THEY HAVE A BENEFIT GOLF TOURNAMENT IN THE MORNING.

EVERY EVERY CONFERENCE AND THEN AND THEY HAVE COMMITTEE MEETINGS FOR MEMBERS IN THE MORNING. YOU'RE WELCOME TO GO TO THEM.

BUT YOU DON'T HAVE TO.

AND THEN MOST OF THE EDUCATIONAL THINGS AND THE NETWORKING THINGS STARTED ABOUT 2:00 ON WEDNESDAY AND GO THROUGH THURSDAY.

YEAH. AND EVEN IF YOU CAN JUST GO FOR ONE OF THOSE DAYS, IT IS VERY EYE OPENING.

YEAH. IF YOU CAN GO FOR ONE DAY, I RECOMMEND YOU DRIVE OUT THURSDAY AND JUST SPEND THE DAY. THAT'S THE ONLY FULL DAY OF THE CONFERENCE.

AND IT USUALLY I WOULD SUSPECT THE LEGISLATIVE BREAKOUT SESSION IS GOING TO BE PRETTY INTERESTING THIS YEAR.

JUST COMING OUT OF LEGISLATIVE SESSION.

ALMOST. AS USUAL, THEY'LL PROBABLY BE IN SPECIAL SESSIONS AGAIN THIS YEAR, I WOULD SUSPECT. I CAN'T REMEMBER THEM NOT GOING INTO SPECIAL SESSION.

BUT IT SHOULD BE A PRETTY GOOD CONFERENCE.

THE ONLY OTHER THING I HAVE UNDER MY REPORT.

HEY, JIM. YES. REAL QUICK.

WHEN DO WE NEED TO LET YOU KNOW BY IF WE CAN ATTEND ONE OF THOSE DAYS.

IF YOU'RE NOT GOING TO STAY IN A HOTEL, BECAUSE I DON'T KNOW THE HOTEL AVAILABILITY.

SOMETIMES THEY SELL OUT PRETTY QUICK.

AND ROCKWALL, IT'S A PRETTY BIG HOTEL.

IF YOU JUST WANT TO GO OUT FOR THURSDAY, YOU CAN TELL ME ANYTIME IN THE NEXT COUPLE OF WEEKS. IF YOU WANT A HOTEL ROOM, LET ME KNOW ASAP.

OKAY, I GOT YOU. THANK YOU.

YES, SIR. ANY OTHER QUESTIONS ON THAT BEFORE I MOVE ON? THE ONLY OTHER THING THAT I'VE SHARED IS THAT I REALIZED THAT I HADN'T SHARED WITH YOU ALL WE HAVE. WE'VE KIND OF UPDATED OUR APPLICATION FOR FOR ASSISTANCE.

IT'S A PDF, FILLABLE FORM.

I'VE USED IT IN THE LAST SEVERAL MARKETS I'VE BEEN IN.

STARTING, I BELIEVE, IN MCKINNEY.

IT'S A LITTLE BIT MORE ROBUST THAN THE LAST ONE, AND I JUST GIVE IT TO YOU AS AN FYI.

SO YOU CAN SEE OPERATIONALLY.

YOU CAN TELL BY LOOKING AT THE APPLICATION WHAT THE IMPORTANT THINGS ARE AND HOW WE GRADE THEM. IT'S LOOKS AT BASICALLY THEIR IMPACT ON THE COMMUNITY.

AND UNLESS THERE'S ANY QUESTIONS ON THAT.

SO JUST SO JUST TO BE CLEAR, THAT'S NOT REPLACING THE GRANT PROGRAM.

NO, IT'S NOT THE GRANT PROGRAMS. IT'S JUST FOR PROJECTS.

IN BOTH THE EDC AND CDC MAY VERY WELL BE PARTICIPATING IN TRADITIONAL ECONOMIC DEVELOPMENT PROJECTS. AND THAT'S WHAT THIS ONE IS DESIGNED FOR.

NOW, THE COMMITTEE ON THE GRANT PROGRAMS IS MEETING TO SET THAT UP FOR WHAT? DO YOU REMEMBER THE DATE? DAY SHE JUST GOT THE GROUP TOGETHER AND SCHEDULE.

I THINK IT'S LIKE JUNE 12TH.

12TH MAYBE. OKAY. AND SO THEY'LL START WORKING ON REWORKING THOSE GRANT PROGRAMS. AND WE HAVE PULLED THOSE APPLICATIONS OFF THE WEBSITE FOR NOW UNTIL WE GO THROUGH AND DO THAT. SO WE DON'T HAVE PEOPLE FILLING OUT APPLICATIONS FOR AN OLD PROGRAM THAT WE'RE GOING TO CHANGE. YEAH.

AND THEN WHAT? I'M SORRY.

DO WE KNOW WHEN WE ANTICIPATE THAT WE'LL BE READY TO LAUNCH AGAIN, OR KIND OF AN ESTIMATE, OR DO WE HAVE A TARGET? MY ESTIMATE WOULD BE AUGUST.

SEPTEMBER. OKAY. ALL RIGHT.

AND I REALLY JUST HAVE TO SAY THIS DURING MY REPORT, ALTHOUGH IT IT IS EVERYWHERE RIGHT NOW, INCLUDING AT THE VERY TOP OF MY REPORT.

BUT I ASSUME EVERYBODY KNOWS THAT A FEW DAYS AGO, WE WERE NAMED THE FASTEST GROWING CITY IN AMERICA.

THE IRONIC THING ABOUT IT IS WE ARE NAMED THE FASTEST GROWING CITY IN AMERICA AT A POPULATION OF 37,000. AS YOU KNOW, WE ARE BEYOND THAT AT THIS POINT.

AND, AND WE FULLY UNDERSTAND THAT THAT'S GOOD NEWS TO SOME.

IT'S BAD NEWS TO OTHER IT'S CONCERN FOR YET OTHERS.

I'LL, I'LL SAY IS IT'S A PLATFORM FOR US.

AND THE STATS SAY WHAT THEY SAY.

IN MY OPINION, I WOULD HOPE WE CAN EMBRACE IT AND USE IT TO ATTRACT EMPLOYERS AND RETAIL

[00:20:05]

AND THINGS THAT THE WHOLE COMMUNITY WANTS.

BUT I CAN TELL YOU THAT THE CHALLENGES THAT COME WITH IT TRAFFIC, INFRASTRUCTURE, PUBLIC SAFETY THE CURRENT LEADERSHIP IS ACUTELY AWARE OF THAT.

THAT WAS THE MAIN REASON FOR THE MORATORIUM.

WE AND THE MORATORIUM WASN'T TO STOP DEVELOPMENT.

IT WAS TO WE HAD OUR ARMS AROUND WHAT WAS ENTITLED.

AT THAT POINT. WE DIDN'T NEED ANYTHING ELSE TO GET ENTITLED.

BEFORE WE CAN MAKE SOME CHANGES AND TRY TO DO SOME STRATEGIC PLANNING MOVING FORWARD.

AND IT GIVES US TIME TO FOCUS ON SOME OF THOSE THINGS WHILE STILL RUNNING THE FASTEST GROWING CITY IN AMERICA.

BUT, YOU KNOW, IT'S IT'S A LOT OF GOOD PR.

IT GIVES US A PLATFORM THAT LETS PEOPLE KNOW ABOUT PRINCETON.

AND SO CERTAINLY ON THE STAFF LEVEL, WE'RE EMBRACING IT AND TRYING TO USE IT TO THE BEST ADVANTAGE OF OUR COMMUNITY LONG TERM.

SO LIKE IT OR NOT, TAG WE'RE IT.

AND YOU KNOW, IT'S IT'S BEEN ON IT'S BEEN NONSTOP INTERVIEWS FOR THE MAYOR.

I'M NOT SURE HOW HE GETS ANYTHING DONE.

HE'S EITHER BEEN ON THE RADIO TALKING TO A NEWSPAPER.

YEAH, THERE STILL ARE SOME NEWSPAPERS OUT THERE. OR TV DAILY.

I THINK THAT'S ALL I HAVE FOR MY REPORT.

I THINK THERE'S PROBABLY PLENTY. ANY QUESTIONS ON THE OPERATIONAL PART? NO, I THINK WE'RE GOOD. WE CAN GO AND MOVE ON TO THE FINANCIAL REPORT.

ALL RIGHT. ON THE FINANCIAL REPORT THE BUDGET DOCUMENT.

I WAS UNDER THE IMPRESSION THAT NATHAN BECKY WOULD BE UPDATING THE BOARD.

OH, GOSH. HE IS DOING THAT.

THANK YOU SO MUCH. NO PROBLEM.

I HAVE GIVEN THE BOARD.

WOW. THANK YOU. THAT WAS AN OVERSIGHT.

PROBABLY ONE OF THE MAIN EVENTS TONIGHT.

I'VE GIVEN A WRITTEN UPDATE ON THE COMMUNITY CENTER AS WELL.

WE ARE GETTING CLOSE TO COMPLETION.

NATHAN, BECKY IS ALSO WITH US, AND HE'S GOT A SLIDE SHOW AND HE WILL GO THROUGH AN UPDATE ON THE STATUS IN ADDITION TO WHAT I'VE PROVIDED IN WRITING.

I'M SURE EVERYBODY GETS THAT. SO. NATHAN.

AND, SHAUNA, THANKS FOR INTERRUPTING ME.

GOOD EVENING. BOARD. GOOD EVENING.

CHAIR. THANK YOU FOR HAVING ME THIS EVENING.

MY NAME IS NATHAN BECKY WITH EPT COMMERCIAL HERE TO GIVE YOU AN UPDATE ON THE COMMUNITY CENTER. THERE'S A COUPLE UPDATES TO THIS PACKET WE'VE SENT OUT.

IT SAYS JUNE 2025. IT'S MAY, SO WE'VE MADE THAT CORRECTION AND APOLOGIES ON THE PAGE NUMBERS, BUT OTHERWISE THE CONTENT IS GOOD.

I TURNED IT OFF. ALL RIGHT.

WE'RE LOOKING AT SLIDE NUMBER TWO.

JUST A QUICK RECAP OF THE ORIGINAL PLAN.

KIND OF THE ONE. TWO, THREE.

INVESTIGATE. VALIDATE.

FIND THE TEAM. AND THEN OUR PATHWAY TO REOPENING, WHICH IS WHAT WE'RE HERE TO DISCUSS TODAY.

NEXT SLIDE PLEASE. WITH BULLET POINTED OUT THE LATEST COMPLETED MILESTONES AND OUR PROGRESS REALLY THROUGH COMPLETION.

JUST LIKE TO TALK THROUGH A FEW.

THE FRENCH DRAIN INSTALLED IN THE FRONT HALF OF THE BUILDING.

AND WATER TESTED SO THAT A FULL DRAIN SYSTEM BELOW THE STRUCTURE.

AND WE'VE HAD SIGNIFICANT AMOUNT OF RAIN IN APRIL.

I THINK WE'VE WITNESSED THAT AND HAD THE CHANCE TO ESSENTIALLY WATER TEST IT LIVE, WHICH IS GREAT. WE CONTINUE TO ADD DRAINS UNDERNEATH IT UNTIL WE FELT IT WAS IT WAS FULLY RECTIFIED. SO IT'S REALLY FROM END TO END.

IT'S WORKING GREAT. WE MADE SURE WE DIDN'T CLOSE THAT UP UNTIL WE WERE CONFIDENT WITH IT. UNDERGROUND FIRE LINE AND OVERHEAD FIRE SPRINKLER IS IN.

IF YOU DRIVE ALONG THE BACK, YOU'LL NOTICE THE PARKING SPACE HAS BEEN POURED BACK. IF YOU MAKE YOUR WAY IN, THE RISER LINE IS IN AS WELL.

THE PIERS WERE INSTALLED AND THE FLOOR WAS REFRAMED.

SOME OF THAT WAS ADDRESSED IN CHANGE ORDER, ONE WHICH WE CAN TALK THROUGH. TERMITE TREATMENT WAS INSTALLED IN THE SUBFLOOR SYSTEM.

[00:25:01]

THERE WAS NO TERMITES OBSERVED WHEN IT WAS ALL OPENED UP, WHICH WAS NICE FOR A BUILDING OF ITS AGE THAT THERE'S NOT ANY INSECTS CRAWLING AROUND.

FLOORING AND VAPOR BARRIER WAS INSTALLED BELOW THE HARDWOOD FLOORING. SO IF YOU GO IN THERE, THERE IS AN ELEMENT OF A KIND OF A MOISTURE MITIGATION.

THE ROOF WAS PATCHED AND ROTTING, DECKING REPLACED IN SEVERAL LOCATIONS.

IT WASN'T A FULL ROOF REPLACEMENT, BUT IT WAS THE AREAS THAT WERE EITHER ALLOWING WATER TO COME IN IN THE FRONT ROOMS AND OTHER LOCATIONS.

THE ADA OF THE RESTROOMS FOR THE FIRE RISER.

THERE WERE SOME REFRAMING IN THERE WHICH IS UNDERWAY, AND THE FIRE SPRINKLER SYSTEM IS NOTED AGAIN.

SO THE MAIN THING IS REALLY OVER.

WHAT WE'LL SAY IS THE NEXT 30 DAYS, OUR GOAL IS TO DEFINITELY BE DONE THIS MONTH.

WHAT WE'RE CALLING JUNE OF 2025, RUNNING TWO WEEKS AHEAD OF SCHEDULE ON MY PRESENTATION. AT LEAST THE FIRE ALARM, FIRE ALARM, WIRING AND PANEL RUNNING ABOUT 75% ON THAT.

ALL THE WIRING IS IN THERE JUST WAITING TO FINISH UP THE PATCH AND PAINT TO THEN PUT THE DEVICES AND THE CONTROLLER IN PLACE.

IT WAS REQUIRED TO BE UPGRADED WITH A SLIGHTLY MORE SOPHISTICATED SYSTEM.

IT WAS WHAT WE CALL SORT OF A COMMERCIAL SYSTEM, BUT FIRE MARSHAL WANTED A FULL BLOWN COMMERCIAL SYSTEM, WHICH IS GOOD.

SO WE HAD TO ADJUST THAT PANEL WALL PATCHING AND PAINTING.

IF YOU GO IN THERE, THEY'RE ADDRESSING THE CRACKS FROM THE LEVELING OF THE FLOORS, DOOR LEVELING AND INSTALL.

YOU KNOW, EVERYTHING WAS A LITTLE BIT KIND OF WARPING YOUR AS I LEVELED IT UP. SO THEY'RE RESETTING ALL THE DOORS IN THE PROCESS OF REWORKING THE RESTROOMS BACK IN PLACE.

EXTERIOR DOORS ON THE FRONT AND THE BACK HAVE BEEN ORDERED.

THEY'RE JUST TAKING SOME TIME TO GET IN.

THERE'S A FEW THINGS THAT WE'RE WORKING THROUGH CHANGE WATER PRICING ON. WE CAN TALK THROUGH HERE A LITTLE BIT.

AS IT RELATES TO EXITING, CURRENTLY, THE ONLY EXIT OR ACCESSIBILITY ROUTE FROM AN ENTRANCE PERSPECTIVE IS OFF THE MAIN ENTRANCE.

I KNOW THAT THERE'S A DESIRE TO POTENTIALLY HAVE THE OPPORTUNITY TO ENTER FROM THE WEST SIDE OR THE LEFT SIDE AS YOU ENTER THE BUILDING.

IF THERE WAS TWO EVENTS GOING ON AT THE SAME TIME, YOU WOULDN'T HAVE TO ENTER THROUGH ONE. SO WE'RE WORKING ON A WE'VE HAD IT SURVEYED AND WE HAVE AN ARCHITECT WORKING ON A DESIGN, AND WE'RE WORKING TO GET A PRICE ON THAT.

SO THAT'D BE A POTENTIAL PORCH REFRAMING.

WE'RE NOT GOING TO PROCEED UNTIL WE HAVE A NUMBER ON THAT ACCESS CONTROL.

SO WE'RE GETTING A NUMBER AS WELL.

ON TO ADD A CARD READER ON ON BOTH OF THOSE ENTRANCES ON THE FRONT AND OUR CHURCH BELL THAT'S KIND OF HIDDEN UP IN THE STEEPLE, IF YOU WILL.

WE'RE GOING TO GET A NUMBER ON THAT TRYING TO RESURRECT THE BELL.

SO IF YOU LOOK UP THROUGH THERE, THERE'S A, A MYSTERIOUS ROPE AND YOU'LL SEE WHAT I THINK IS A BRONZE CAST BELL UP HIGH.

IT'S DEFINITELY UP THERE. WE'RE ALL AFRAID TO PULL IT. SO WE'RE MAKING SURE IT'S STRUCTURALLY SOUND, AND WE'RE TRYING TO FIND A GROUP THAT'S WILLING TO TAKE ON THE MOTORIZATION OF THAT. IDEALLY WITH A SWITCH.

WE COULD PROBABLY TALK JIM INTO PULLING THAT ROPE AT LEAST ONCE.

YEAH. JUST CALL ME HASHIMOTO.

YEAH, I WOULD LOVE TO. ALTHOUGH I SAW HOW HIGH THAT IT DOESN'T LOOK THAT HIGH.

BUT WHEN YOU'RE LOOKING UP THROUGH THE CEILING WHERE THAT BELL IS, IT LOOKS A LITTLE BIT HIGHER. WE'D LIKE TO AT LEAST BE ABLE TO GET IT TO RING ON THE HALF HOUR.

AN HOUR OR A QUARTER HOUR.

HALF HOUR. YOU KNOW WHAT? WHATEVER. BUT THE BILL IS STILL IN PLACE.

THE CONTRACTOR HAS GONE UP AND RE REINFORCED THE STRUCTURE TO MAKE SURE THAT IT IS SOUNDLY INSTALLED. NOW, HE'S BEEN LOOKING EVERYWHERE, AND HIS CHILDREN ARE EVEN IN A CATHOLIC SCHOOL, AND THEY HAVE A WORKING BELL.

AND HE EVEN REACHED OUT TO THEM SAYING, WHO DOES THIS? AND IN THE SCHOOLMASTER SAID, WELL, WE DON'T USE A REAL BELL ANYMORE.

WE USE A SYNTHESIZED BELL.

AND THEY'RE LIKE SO WE'RE STILL LOOKING.

YEAH, EVIDENTLY THERE'S ONLY A COUPLE GROUPS IN TOWN, BUT THERE ARE SOME ACTIVE BELLS AROUND TOWN. I THINK PALMERS BRANCH HAS WON SOME OF THESE MONASTERY STYLE.

YOU'LL HEAR THEM GO OFF. SO THERE'S ONLY A FEW GROUPS IN TOWN THAT'LL DO IT.

AND SO IT'S BEEN A LITTLE BIT OF A PURSUIT, BUT.

SO BEFORE WE MOVE ON, I JUST I WANT TO ASK YOU A QUESTION BECAUSE IT WAS IT WAS BROUGHT UP HERE RECENTLY WITH THE.

SO THERE'S TWO ADA RAMPS THAT WE'RE MAKING SOME ADJUSTMENTS WITH.

THERE'S ONE INTERIOR. I BELIEVE THAT ONE IS REQUIRED FOR US TO TO TAKE CARE OF THAT.

AND WE'LL PROBABLY TALK MORE ABOUT THAT HERE IN A MINUTE. BUT THE OTHER ONE THAT YOU JUST REFERENCED THAT WE'RE LOOKING INTO ON THE SECONDARY EXTERIOR ONE, IS THAT SOMETHING THAT'S REQUIRED BY ADA, OR IS THAT SOMETHING THAT WE'RE JUST DOING? I SPENT PART OF THE AFTERNOON WITH OUR CHIEF BUILDING OFFICIAL, AND THEY'VE BEEN TRACKING THAT DOWN, AND IT ACTUALLY IS REQUIRED NOW.

THERE THERE IS SOME LENIENCY ON HISTORIC LANDMARK BUILDINGS.

I DON'T KNOW IF THAT HAS BEEN DESIGNATED AS A HISTORIC LANDMARK.

OTHER OLD BUILDINGS. ONCE YOU DO OVER $50,000 WORTH OF RENOVATION, YOU HAVE TO BRING THEM FULLY UP TO ADA.

[00:30:01]

AND SO I THINK NOW IT'S PROBABLY NOT AN OPTION.

WE PROBABLY NEED TO MAKE SURE WE CAN FIT THAT OTHER RAMP IN.

YEAH. SO CURRENTLY THERE'S ONE ADA ENTRANCE ON THE FRONT AND THEN, THERE'S ACCESSIBLE EXIT THAT WE'RE WORKING TO INCORPORATE OFF THE FRONT IN THE REAR, BUT THAT WOULD GIVE IT A SECOND ENTRANCE. IF THERE IF THE FIRE MARSHAL IS INTERPRETING TO BE ESSENTIALLY SWEET, THERE'S AS YOU KNOW, THERE'S THREE ENTRANCE EXITS. TWO OF THEM WOULD BE ADA.

THE OTHER ONE DOESN'T NEED TO BE OKAY.

YEAH. THE BACK STAIRS.

WHAT YOU'RE REFERRING TO. YEAH.

RIGHT. OKAY. WE DID HAVE A REVIEW BY AN ARCHITECT, BUT WE'RE TRYING TO MAKE SURE IT'S, YOU KNOW, SET UP FOR THE LONG TERM.

THE ONLY OTHER THING I WANTED TO ASK ON THE CHANGE ORDER PRICING IS LOOKING AT WHAT THE SIGNAGE THAT WE'VE TALKED ABOUT FALL UNDERNEATH THAT AS WELL.

OR AM I STEALING YOUR THUNDER? SORRY. NO. YOU'RE GOOD.

THAT'S A GOOD SEGWAY. WE'RE ALMOST THERE. ALL RIGHT, SO WE'RE FLIPPING OVER TO WHAT SAYS NEXT SLIDE PLEASE.

PAGE FOUR. SO FOR EVERYBODY'S UNDERSTANDING, THAT FOR THOSE THAT HAVE BEEN IN THE BUILDING, WHICH IS PRETTY MUCH EVERYBODY, THERE WAS A SERIES OF JUST UP AND DOWNS, IF YOU WILL, BETWEEN THE ROOMS. SOME ROOMS WERE HIGHER, SOME WERE LOWER, AND ALL THESE THRESHOLDS WERE ESSENTIALLY TRIPPING HAZARDS WITH THE ABILITY TO RELEVEL THE BUILDING AS BEST AS POSSIBLE WITHOUT CRUMBLING IT TO AN EXTENT, WE WERE ABLE TO LEVEL OFF THE FLOORS AND MITIGATE AND ELIMINATE ALL THE THRESHOLDS.

SO WHEN YOU WALK IN, IT'S SMOOTH ENTRANCE INTO ALL THE ROOMS. THE THE BACK LEFT ROOM, IF YOU WILL, IS JUST FRAME TWO INCHES HIGHER.

SO IN LIEU OF A STEP, WE'VE DONE AN ADA RAMP THAT REALLY STARTS AT WE'LL CALL THE WESTERN THE WOMEN'S RESTROOM AND.

I THINK I RAN OUT OF TIME THE WOMEN'S RESTROOM ENTRANCE.

AND IT JUST RAMPS UP ON AN ADA SLOPE IN ABOUT WE'LL SAY THREE ABOUT FOUR FEET.

IT GOES UP ABOUT TWO INCHES. SO IT'S A PRETTY SMOOTH TRANSITION. BUT THAT'S THE ONLY UP AND DOWN IF YOU WILL, WITHIN THE BUILDING. OTHERWISE IT'S A SMOOTH LEVEL SURFACE. IT'S EASY ACCESSIBLE TO A WHEELCHAIR OR ANYTHING LIKE THAT.

SO THAT'S A MAJOR IMPROVEMENT.

SO ON THIS SLIDE RIGHT HERE, I WAS JUST HIGHLIGHTING REALLY WHERE THAT RAMP STARTS. AND YOU MIGHT NOT EVEN NOTICE.

BUT TO MAKE THAT HAPPEN WE DID HAVE TO DO A FLIP FLOP OF THE WOMEN'S RESTROOM, BASICALLY MOVING ALL THE THE FIXTURES, THE TOILET AND THE SINK FROM ONE WALL TO THE OTHER AND FLIP FLOPPING THE DOOR TO THE OTHER.

BUT WE FELT THAT WAS THE BEST LONG TERM SOLUTION VERSUS HAVING A KIND OF A MINI STEP AT TWO INCHES. IT'S JUST SORT OF A TRIP HAZARD AND JUST NOT FAIR FOR SOMEONE TO TRY TO GET A WHEELCHAIR OVER IT OR HAVE TO MOVE A RAMP AROUND.

SO THAT WORKS UNDERWAY AND IT'S TRACKING GOOD.

NEXT SLIDE. SURE. SHOWING A FEW PICTURES HERE.

IF YOU GO IN THERE, YOU'LL NOTICE ALL THE NEW WOOD FLOORS DOWN THERE IN THE PROCESS OF PATCHING AND PAINTING, ROOFS BEING CORRECTED, SOME OF THOSE WIRES DANGLING OR FIRE ALARMS SO IT'LL HAVE AUDIBLE AND VISUAL, AND ALL WILL BE INSPECTED BY FIRE MARSHAL AND BUILDING OFFICIAL PRIOR TO REOPENING, SO IT WILL HAVE A FIRE ALARM SYSTEM, FIRE SPRINKLER SYSTEM.

ALL WILL BE MONITORED, WILL ADD ACCESS CONTROL.

AND IF FOR SOME REASON WE NEED TO ADD ANY SORT OF BURGLAR INTRUSION CAMERAS OR SOMETHING, WE CAN ALWAYS DO THAT LATER. NEXT SLIDE, WHICH IS A DUPLICATE SLIDE PAGE NUMBER.

BUT NEW PICTURES. THAT'S THE MAIN ENTRY.

AND THEN WHAT WE'LL CALL THE MAIN GATHERING ROOM, BUT IT'S A SOLID WOOD FLOOR AND IT'LL BE STAINED HERE SOON.

NEXT SLIDE. SLIDE SIX JUST HIGHLIGHTS A FEW PICTURES OF WHERE THEY'VE PATCHED THE ROOF.

REWORKED SOME, FLASHING THE THE FIRE SPRINKLER RISER ROOM.

SO WHEN THE MEN'S. WE HAD TO ADD A RISER PIPE.

HAD TO DO A LITTLE BIT OF REWORK AS IT RELATES TO THE TOILET PARTITION.

SO IT'LL GET NEW TOILET PARTITIONS AS WELL QUICKLY.

NATE, THE GOOD NEWS ON THAT IS WE WERE ABLE TO FIGURE OUT HOW TO PUT A VERY SMALL FIRE CLOSET AND ONE OF THE RESTROOMS, WHICH MEANS WE DIDN'T HAVE TO BUILD A DOGHOUSE OUTSIDE. AND WE SAVED SOME MONEY THERE.

YEAH, THE ORIGINAL ALLOWANCE WAS $33,000.

WE WERE ABLE TO BASICALLY ABSORB.

WE ACTUALLY LEFT THAT OUT OF THE ORIGINAL CONTRACT.

WE COULD HAVE LEFT IT IN AS A CONTINGENCY, BUT WE KNEW EARLY ON THAT WE COULD WE COULD HURDLE THAT. AND AS JIM SAID, WE'VE GOT A GOOD SOLUTION.

ADA ARCHITECT DREW IT UP.

EVERYTHING THAT'S FRAMED BACK WILL BE ADA COMPLIANT, BUT YOU'LL NOTICE A LITTLE BIT OF A BUMP OUT IN THE MEN'S.

SO THE NEXT SLIDE, SLIDE SEVEN.

YOU HAD MENTIONED MONUMENT SIGNAGE CONCEPTS.

I KNOW WE'VE TALKED THROUGH IT A COUPLE TIMES.

SIGNAGE VENDOR, ONE PARTICULAR VENDOR WHO DOES A LOT OF THIS WORK.

WE'VE GOT HIS INPUT IN JUST A CONCEPT BOTH FOR VISUALS AND JUST ROUGH ORDER OF MAGNITUDE IN TERMS OF PRICING. I MUST SAY I'M A LITTLE BIT SURPRISED ON THE OVERALL PRICE.

[00:35:01]

I ASKED HIM TO BREAK THAT PRICE DOWN OF WHAT THEY, YOU KNOW, THE COMPOSITION OF THAT.

BUT THE SCREEN ALONE'S EVEN IF YOU WERE ABLE TO JUST HANG IT FROM THE CLOUDS RUNNING LIKE 25,000, THEY'RE EXPENSIVE.

SO I GUESS IT'S THE PROGRAMING AND THE SCREEN AND THE THICKNESS AND THE WEATHERPROOF.

THEY'RE JUST EXPENSIVE.

THEY DON'T LOOK FANCY.

IT ALMOST LOOKS LIKE A, YOU KNOW, AN OLD MONITOR TO AN EXTENT.

IT'S NOT SUPER HIGH RES, BUT THERE'S EXPENSIVE. SO IF YOU FACTOR IN THE COST OF THE SCREEN AND IF YOU BASICALLY DOUBLE IT, OR MAYBE YOU'RE ABLE TO DO IT FOR HALF OR AT LEAST 25 TO 50 IS JUST ROUGH ORDER OF MAGNITUDE. BUT THOSE ARE SOME DIFFERENT STYLES.

CITY OF PRINCETON HAS A SIGNAGE ORDINANCE, SO YOU CAN ONLY GO SO BIG.

AND DEPENDING ON THE SIZE OF THE SCREEN AND THE SIGN, THAT DICTATES THE PRICE AS WELL.

AND THAT'S NOT IN THE CURRENT CONSTRUCTION BUDGET, BUT THE CURRENT CONSTRUCTION BUDGET.

AND YOU'LL GET TO THIS IS WELL BELOW THE APPROVED BUDGET, MONETARY BUDGET FOR THE PROJECT.

SO THERE IS ROOM IN THE BUDGET SHOULD THE BOARD DECIDE TO GO WITH ONE OF THESE? YEAH. SO THE BASICS ON THIS.

YOU KNOW, THERE'S A LITTLE BIT OF STRUCTURAL WORK, THERE'S SOME ELECTRICAL AND THEN WHATEVER FACADE, WHETHER IT BE BRICK OR IF YOU JUST DO A FREESTANDING SIGN.

BUT IT SOUNDS LIKE THAT WAS ALONG THE LINES OF WHAT YOU GUYS WERE INQUIRING WITH.

YEAH, ONLY. YEAH. I LIKE THE STONEWORK THAT'S ON THERE AND THE, ON THE, ON THE SCREENS.

I WOULD HOPE AT THAT COST THEY WOULD BE IN COLOR.

OR IS THAT OR IS THAT IT WOULD BE IN COLOR.

OKAY. YEAH. IT'S BASED ON THE SIZE.

WE'VE GOT NUMBERS I GUESS IT'S ALMOST IN LIKE SIX INCH INCREMENTS.

BUT THEY'RE ALL FULL COLOR, AND I'VE JUST THROWN THAT $25,000 NUMBER OUT THERE BECAUSE I THINK IT WAS LIKE 22 TO ALMOST 30.

SO I JUST KIND OF PICKED A MIDPOINT PER EACH SCREEN.

WELL, THAT'S THE SAME QUESTION. SO THAT'S FOR TWO SCREENS OKAY.

BOTH SIDES. SO IN THEORY IF YOU WANTED TO JUST PHASE ONE OUT YOU COULD JUST DO A FORWARD FACING SIGN, BUT I GUESS IF YOU'RE DRIVING BY, YOU MIGHT NOT SEE IT UNLESS YOU DID IT ON A 45 DEGREE ANGLE.

BUT NO, I THINK JUST EASE OF LINE OF SIGHT AS YOU'RE APPROACHING THE BUILDING FROM EITHER DIRECTION SHOULD BE ABLE TO SEE IT.

NOT IF IT'S FLAT AND YOU'VE GOT PEOPLE TURNING THEIR HEAD AND YOU KNOW.

YEAH. SO LIKE, I LIKE THE TWO SCREEN.

YEAH. I THINK THERE'S OPPORTUNITIES TO JUST BRAND THE EVENT AND BRAND THE CITY AS WELL, YOU KNOW. WELCOME. ET CETERA.

ET CETERA. HEY, NATHAN, I WANT TO JUST THANK YOU FOR BRINGING ALL THIS INFORMATION BACK.

I KNOW THERE'S BEEN A LITTLE CHATTER GOING AROUND ABOUT UNEXPECTED ALL OF A SUDDEN, UNEXPECTED EXPENSES COMING UP.

I ACTUALLY BET YOU DOWN THERE, JIM.

JEFF AND WE WALKED THE SITE.

THOSE ALMOST TRIPPED IN THERE ON ONE OF THOSE THINGS.

SO UNDERSTANDING YOU, GOING THROUGH IT, FINDING THE FINE, DETAILED WORK AND US FINDING THINGS THAT AS WE SEE THEM COME UP.

AND AS LONG AS WE'RE ON THE BUDGET, MAKING SURE WE CAN FIX THIS, BECAUSE WE'RE PUTTING A LOT OF MONEY INTO THIS COMMUNITY CENTER AND MAKING SURE WE MAKE IT RIGHT.

WITH THE SIGNAGE, WE KNOW THIS.

HEY, WE GOT THIS COMMUNITY CENTER, BUT NOBODY KNOWS WHAT IT IS.

IT LOOKS LIKE A CHURCH.

SO HAVING SIGNAGE WAS ONE KEY PART OF US SAYING, OKAY, WE'RE MAKING THIS INVESTMENT FOR THIS BUILDING, FOR THE CITIZENS, FOR THE COMMUNITY.

LET'S MAKE SURE WE DO IT RIGHT AND GET IT RIGHT THIS TIME.

SO THANK YOU FOR BRINGING ALL THIS INFORMATION BACK. YOU BET.

AND IF THERE'S A DESIRE TO PROCEED WITH SOMETHING ALONG THESE LINES, WE CAN GET FORMAL PROPOSALS FROM THREE DIFFERENT GROUPS AND JUST SEE WHERE THEY LAND. I'LL ALSO ADD THAT THERE'S BEEN ONE CHANGE ORDER.

SO FAR IT WAS WITHIN THE BUDGET AND THE CONTINGENCY.

AND THAT CHANGE ORDER COULDN'T HAVE BEEN FORESEEN UNTIL THEY RIPPED THE FLOOR UP BECAUSE IT WAS THE BEAMS AND JOISTS.

THE WOOD UNDERNEATH THE FLOOR THAT SOME OF IT WAS DAMAGED AND QUITE HONESTLY, A LITTLE MORE THAN WE THOUGHT WAS DAMAGED. SO UNTIL WE RIPPED THE ENTIRE FLOOR UP, THERE'S NO WAY TO SEE THAT.

I WILL TELL THE BOARD, AND IT'S IN YOUR WRITTEN REPORT THAT WE'VE HAD THE STRUCTURAL ENGINEER OUT THREE TIMES.

WE'VE KIND OF AIRED ON THE SIDE OF CAUTION.

HE GAVE US AN INITIAL REPORT, AND THEN ONCE WE GOT THE ENTIRE FLOOR RIPPED UP, WE HAD HIM BACK OUT.

HE VERIFIED HIS REPORT AND UPDATED IT.

AND THEN ONCE WE COMPLETED THE JOB, HE STAMPED IT AS COMPLETE AND DONE IN ACCORDANCE WITH HIS PLANS.

SO WE'RE COVERED THERE.

YEAH, THAT'S A GREAT POINT. AND FOR THOSE THAT HAD THE OPPORTUNITY TO GO IN THERE, LIKE PROBABLY MORE THAN HALF OF THE FLOOR IS JUST BRAND NEW SYSTEMS. SOME SOME WOOD HAD SHIFTED.

IT HAD COME APART. IT WASN'T SITTING ON BEAMS. IT WAS JUST A LOT GOING. THERE WAS A TON OF WATER UNDER THERE. SO WATER WAS, I THINK, CONTRIBUTING TO THAT SORT OF MILDEW SMELL THAT SOME HAD COMMENTED ON OVER THE PAST.

IS THERE ANY? DO YOU WANT TO CONTINUE TO EXPLORE THE MONUMENT SIGNAGE?

[00:40:03]

ABSOLUTELY. OKAY. ALL RIGHT.

WELL, YEAH. SO IF I MAY, SINCE THIS IS MORE OF LIKE, AN INFORMATIONAL ITEM, MY RECOMMENDATION WOULD BE TO.

BECAUSE IT SOUNDS LIKE WE'RE GOING TO HAVE TO BRING CHANGE ORDER BACK ANYWAYS. WE CAN BRING SOME SOME OPTIONS. JUST WANT TO KEEP IT MORE INFORMATIONAL AT THIS TIME THAN WE CAN.

THAT'S RIGHT. DISCUSS AND VOTE ON IT LATER.

PERFECT. ALL RIGHT. THE NEXT SLIDE IS NOTED AS TEN, BUT WE'VE CORRECTED IT IN THE DECK.

APOLOGIES ON THAT. SO THE CURRENT BUDGET 281 434 3116.

I'M NOT SURE WHY IT SAYS THAT'S A TYPO.

THE LATEST. SO IT'S $25,000.

IF YOU LOOK IN, WHAT YOU HAVE IN FRONT OF YOU IN THE SLIDE IS OUTDATED.

THE CHANGE ORDER NUMBER ONE IS CORRECT. THAT'S FOR REFRAMING.

THE ENTIRE SUBFLOOR SYSTEM LEAVES THE CONTINGENCY OF THE 12,000 ZERO 50.

RIGHT THERE, IT SAYS 62,000, BUT IT'S 12,000 050.

WE DO HAVE A HANDFUL OF OPEN ITEMS. WE'RE IN THE PROCESS OF WRAPPING THOSE UP, AND WE'LL HAVE THOSE IN FOR REVIEW AND APPROVAL HERE SOON. YEAH, WE'RE HOPING TO GET THAT PRICING BACK ON AGAIN. THE RAMP, THE ADDITIONAL ADA RAMP.

AND I WILL MENTION A COUPLE OTHER THINGS THAT I'VE REQUESTED THEM.

GET US A BIT ON. WELL, AND I'LL UPDATE YOU ON ONE OF THE THINGS WE HAD TO DO WHEN WE MOVED THE DOOR AND WE HAD TO RECONFIGURE THE LADIES BATHROOM.

WE HAD TO RIP THE THE VANITY OUT THE COUNTERS.

THE WHOLE NINE YARDS AND PUT IT ON THE OTHER WALL.

THOSE HAD TWO ISSUES WITH THEM.

NUMBER ONE, THEY WEREN'T ADA AND NUMBER TWO, THEY WERE SINGLE SINK VANITIES FOR THAT LARGE FACILITY. WE'RE REPLACING BOTH OF THOSE WITH DOUBLE SINK VANITIES.

WE'RE GETTING RID OF THE OLD STAIN WOOD AND GOING TO A CLEANER WHITE LOOK, WHICH WILL GO A LITTLE BIT BETTER WITH.

WE HAVE PICKED OUT FOR THE BATHROOMS SOME SUBWAY TILE ON THE WALLS, AND A NICE CLEAN LOOKING FLOOR.

IT'S GOING TO BE A VERY NICE FACILITY. I'VE ALWAYS. I'VE ALSO ASKED THEM, EXCUSE ME, TO GET ME A BID ON PAINTING THE KITCHEN CABINETS THAT CLEAN WHITE AS WELL.

SO IT'S IT'S A FRESHER LOOK IN THE BUILDING.

WHAT I DIDN'T ASK THEM TO DO IS GET ME A BIT, AS IN THE CABINETS IN THE ENTRY.

AND SO THEY WOULD BE THE ONLY WOODGRAIN CABINETS IN THE BUILDING.

EVERYTHING ELSE WOULD BE WHITE. SO I MAY ASK THEM TO AT LEAST GIVE ME A BIT ON THAT TO CLEAN IT UP, BUT IT LOOKS.

OH, AND I'VE ASKED THEM TO THERE WERE SOME ISSUES WITH THE SINK THAT DESHAUN ABOUT.

MY BROUGHT TO MY KNOWLEDGE IT WAS IT'S A VERY SHALLOW SINK AND THERE'S A LOT OF BACKSPLASH ISSUES AND THIS IS VERY INEXPENSIVE.

BUT I ASKED HIM TO GIVE US A NINE INCH.

WELL, SO IT'S DEEP ENOUGH TO WHERE IF YOU'RE DOING SOMETHING IN A SINK, THERE'S NOT WATER EVERYWHERE.

SO BUT NO STRUCTURAL CHANGES IN THE KITCHEN.

YEAH. SO THE GOAL IS WHEN AT THE TIME OF REOPENING, ALL THE FINISHES WILL BE UPDATED, ALL THE SYSTEMS WILL BE UPDATED, AND STRUCTURE WILL BE UPDATED, AND YOU'LL BE YOU'LL BE GOOD TO GO. SO ALL THE WALLS WILL BE REPAINTED AS WELL. SO IT'S A LIGHTER AND BRIGHTER AND WHITER AND LESS YELLOW COLOR. ALL THE TRIM WILL BE REPAINTED, SO IT'S GOING TO BE LOOK LIKE A BRAND NEW BUILDING ON THE SIDE.

ANY QUESTIONS ON THIS? AGAIN, YOUR DECK IS UPDATED AND WE'LL MAKE SURE THE LATEST IS UPLOADED. YEP.

WE'RE GOING THROUGH SEVERAL VERSIONS, AND I THINK HE UPDATED HIS UPDATE AFTER WE HAD GOTTEN READY FOR THE MEETING. SO APOLOGIES.

WE GOT OUR WIRES CROSSED ON THE NUMBERS.

THE NUMBERS ARE ARE ALSO IN MY WRITTEN REPORT.

AND THOSE ARE CORRECT.

VERY GOOD. THANK YOU VERY MUCH. IF NOBODY ELSE HAS ANY QUESTIONS, THEN. THANKS. WE'RE GOOD.

THANK YOU. APPRECIATE IT.

ALL RIGHT. ARE WE READY TO MOVE ON TO FINANCIAL REPORT? YES, SIR. NOW, DARSHANA.

I WILL DO THE FINANCIAL REPORT.

MY APOLOGIES. BOY, TALK ABOUT MISSING AN IMPORTANT ITEM.

VERY NORMAL MONTH OF ACTIVITY.

WE ARE OVER HALFWAY THROUGH THE YEAR.

WE HAVE 66.2% OF OUR BUDGET REMAINING.

WE ARE WITHIN BUDGET, LITERALLY ON EVERY SINGLE LINE ITEM.

AND I WILL TELL YOU ALSO THAT WE ARE IN THE BUDGET PROCESS ALREADY.

WE USUALLY GET ABOUT THREE MONTHS OFF AND WE WILL APPROVE A BUDGET, AND THEN WE START DOING THE BUDGET PROCESS.

IT'S PROBABLY SIX MONTHS.

IT JUST FEELS LIKE THREE.

AND SO I WILL BE BRINGING YOU A DRAFT BUDGET FOR 25, 26 IN JUNE JUST TO LOOK OVER AND GIVE COMMENTS.

THEN TO KEEP WITH THE CITY'S BUDGET CALENDAR, I'LL NEED THE BOARD TO APPROVE OUR BUDGET IN A JULY MEETING.

[00:45:03]

AND THEN WE'LL BE OFF TO THE RACES.

SO BE LOOKING FOR THAT.

AS FAR AS EXPENDITURES AGAIN, WE ARE WELL WITHIN OUR BUDGET.

THERE'S NO OUT OF LINE EXPENDITURES.

AND OUR BALANCE SHEET SHOWS 4.3 MILLION AND AVAILABLE CASH.

SO WE ARE IN A GOOD CASH POSITION.

AND THE SALES TAX SHEET, WHICH IS ATTACHED AT THE BACK.

AND DESHAWN, I'LL PROBABLY MOVE THIS TO THE OPERATIONAL PART MOVING FORWARD TO THE BACK OF MY WRITTEN REPORT. WE WERE 46,500 AHEAD OF LAST YEAR'S SAME MONTH, WHICH IS HOW WE TRACK IT, AS YOU KNOW, PUTTING US 26% AHEAD OF LAST YEAR, PUTTING US IT'S 13% AHEAD ON THE YEAR.

OUR BUDGET IS 2,000,060.

I BELIEVE THAT WAS A FLAT BUDGET FROM LAST YEAR'S INCOME.

AND SO WE SHOULD ALSO BE IN A GOOD POSITION TO BEAT BUDGET.

AND I BELIEVE THAT IS ALL I HAVE.

UNLESS THERE ARE ANY QUESTIONS.

NO, I DO HAVE ONE QUESTION.

TAKING HALF A STEP BACK, WE TALKED A LOT ABOUT SOME OF THE CHANGE, THE CHANGE ORDER AND THE FINANCIALS WITH THE COMMUNITY CENTER.

AND YOU TALKED A LITTLE BIT ABOUT THE ENGINEERING REPORT OR THE ENGINEER COMING OUT IN A COUPLE DIFFERENT TIMES.

KIND OF GOING OUT ON A LIMB HERE, BUT I WANTED TO ASK OR AT LEAST PUT THIS OUT THERE TO GIVE SOME THOUGHT AND SOME OPPORTUNITY. WE CAN COME BACK TO IT LATER, BUT WOULD LIKE TO SEE WHAT IT WOULD TAKE OR WHAT IT WOULD LOOK LIKE FOR US TO PROACTIVELY MAKE AVAILABLE, ESPECIALLY ONCE THE COMMUNITY CENTER PROJECT IS DONE.

ALL OF THE ALL THE FINANCIALS WITH THAT.

ABSOLUTELY. AND THE ENGINEERING REPORTS, IF WE COULD PROACTIVELY POST THOSE ONLINE.

AS PART OF THE PROJECT AS OPPOSED TO ANYBODY THAT'S EASY TO DO.

OPEN RECORDS REQUEST. YEP.

OKAY. ALL RIGHT. ANY IF THERE'S NO OTHER QUESTIONS OR ANYTHING, THEN WE'LL GO AHEAD AND MOVE ON TO BOARD REPORT ITEMS.

[H. BOARD REPORT ITEMS]

CDC BOARD AND BOARD OF DIRECTORS REPORT ABOUT ITEMS OF COMMUNITY INTEREST IN WHICH NO ACTION WILL BE TAKEN. ANYBODY HAS ANYTHING.

HEY, I JUST WANT TO SAY SOMETHING REALLY QUICK TO GO BACK.

JIM, I WANT TO THANK YOU FOR DOING A REALLY GREAT JOB OF BEING ACTIVELY INVOLVED IN THE COMMUNITY CENTER, MAKING SURE THE UPDATES ARE LIKE THEY'RE SUPPOSED TO.

FINDING THE LITTLE THINGS THAT WE'VE MISSED.

AND WORKING WITH NATHAN TO MAKE SURE WE GET THIS BUILDING CORRECT FOR THE CITIZENS.

THANK YOU. THERE ARE THINGS THAT WE ARE FINDING THAT ARE POPPING UP.

THAT'S WHY WE SET THE AMOUNT AT THAT NOT TO EXCEED BUDGET, BECAUSE WE WANTED TO GIVE OURSELVES SOME CUSHION BECAUSE WE KNEW THINGS WOULD COME UP THAT YOU JUST CAN'T TELL UNTIL YOU GET INSIDE OF IT.

BUT I APPRECIATE YOU BEING ACTIVELY INVOLVED IN MAKING SURE WE GET THIS RIGHT.

WE'VE HAD SOME MISSTEPS ON IT, AND THAT'S WHY WE'RE BACK HERE.

BUT THIS TIME WE'RE GOING TO PUT THE DOLLARS INTO IT TO MAKE SURE WE GET IT RIGHT.

AND I APPRECIATE YOU AND MISS WALKER MAKING SURE AND NATHAN MAKING SURE THAT THIS GETS DONE THE CORRECT WAY. SO THANK YOU, BOTH OF YOU ALL. OF COURSE.

THANK YOU. ALL RIGHT. IF THERE AREN'T ANY OTHER BOARD REPORT ITEMS I WILL.

I'VE GOT KIND OF A REPORT ITEM QUESTION.

I DID I JUST SAW SOMETHING COME OUT ABOUT THE MEMORIAL DAY SERVICE.

I BELIEVE THAT THEY ARE HAVING A PEER.

DOES ANYBODY KNOW TIME OR ANYTHING WITH THAT? I JUST SAW SOMETHING COME OUT LIKE EARLIER TODAY.

SO DESHAWN, IF YOU DON'T KNOW THAT'S SOMETHING THAT IF YOU'D MAKE NOTE, WE'LL EMAIL EACH OF YOU AND GIVE YOU ALL THE INFORMATION ON THAT.

OKAY. I'LL BE HONEST WITH YOU.

TODAY I CREATED MY NEW WRITTEN REPORT THE COMMUNITY CENTER UPDATE IN WRITING, AND I HAD A PROSPECT MEETING, SO I HAD MY HEAD DOWN ALL DAY.

I REALLY HADN'T CHECKED MANY EMAILS.

YEAH. NO, THANK YOU, THOUGH, BUT BUT, YEAH, I JUST WANT TO CALL THAT OUT FOR RESIDENTS AND WHOEVER ELSE WOULD LIKE TO COME OUT TO.

ABSOLUTELY. IT'S A REALLY NICE SERVICE THAT THEY PUT ON THAT'S LED BY SEVERAL VETERANS AROUND THE MUNICIPAL CENTER.

SO THAT'S THE ONLY THING I WOULD CALL OUT.

IF NOTHING ELSE, WE'RE GOING TO MOVE ON TO CONSENT AGENDA. ALL CONSENT AGENDA ITEMS

[I. CONSENT AGENDA]

LISTED ARE CONSIDERED TO BE ROUTINE BY THE COMMUNITY DEVELOPMENT CORPORATION, AND WILL BE ENACTED BY ONE MOTION.

THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS THE BOARD MEMBERS WILL REQUEST, IN WHICH EVENT THE ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED IN ITS NORMAL SEQUENCE ON THE AGENDA.

AND I WILL TAKE A MOTION TO.

APPROVE THE CONSENT AGENDA.

I'LL MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA.

SECOND. SECOND. ALL RIGHT.

AND THEN YOU CAN VOTE ON YOUR SCREENS.

[00:50:07]

AGREEMENT. HADN'T PICKED UP YOUR VOTE YET.

THERE YOU GO. ALL RIGHT.

AND THAT PASSES FIVE ZERO.

THANK YOU. WE'LL GO AND MOVE ON TO THE REGULAR AGENDA.

[J1.2025- 013 Apprenticeship Program]

AND LET ME SEE WHAT WE'VE GOT ON THERE.

ITEM J1 2020 5-013, THE APPRENTICESHIP PROGRAM.

ALL RIGHT. GIVING CREDIT WHERE CREDIT'S DUE.

THIS IS A PROGRAM THAT VICE CHAIR EVANS BROUGHT UP AND I BELIEVE I KAREEM AND YOU SPOKE JEFF AND YOU BOTH BROUGHT IT TO ME.

I ABSOLUTELY LOVE THE PROGRAM.

I WILL GIVE YOU A CAVEAT.

GOING INTO THIS IS WE WE TALKED ABOUT IT LIKE A MONTH BEFORE SCHOOL IS OUT.

SO WE'RE HONESTLY TRYING TO LAUNCH IT THIS YEAR.

SOMETIME THIS SUMMER JUST TO GET IT GOING.

BUT I TELL YOU, WE'RE LAUNCHING IT, AND WE EXPECT TO BE ABLE TO REFINE IT AND GROW IT IN THE FUTURE.

THIS IS THE TYPE OF THING THAT I HONESTLY THINK WE NEED TO DIG OUR TEETH INTO.

IT IS JOB TRAINING. IT IS SOMETHING THAT'S GOING TO DO TWO THINGS.

IT'S GOING TO PROVIDE WORKFORCE FOR COMPANIES THAT WE'RE RECRUITING, BUT IT'S ALSO GOING TO LIFT UP THE FAMILIES IN OUR COMMUNITY.

AND WE WERE ABLE TO ADDRESS BOTH THINGS.

SO THANK YOU TWO FOR BRINGING IT TO ME.

APOLOGIES IF I'M DOING THE BEST I CAN TO TRY TO GET IT LAUNCHED THIS YEAR, BUT THERE'S A LOT TO IT.

AND ALONG WITH THAT, I WILL TELL YOU THAT I IMMEDIATELY REACHED OUT TO BETH AT THE CHAMBER. AND ALSO THE CTE PROGRAM WITH THE ISD.

BRETT. THEY'RE BOTH GREAT PARTNERS.

WE HAD A MEETING OVER IT AND JUST KIND OF OUTLINED IT, AND I'VE INCLUDED IT IN THE PACKET FOR YOU, BUT BUT IN SHORT, THE GOAL IS TO PROVIDE AN OPPORTUNITY FOR EVEN GRADUATING SENIORS OR UNDERCLASSMEN THAT ARE OLD ENOUGH TO WORK, OBVIOUSLY TO GET SOME REAL LIFE JOB EXPERIENCE, TRADE EXPERIENCE, AND, AND, AND THE PROGRAM, UNLESS THE BOARD SAYS, NO, WE DON'T WANT TO DO THAT.

MY ONLY EXCLUSIONS WERE RETAIL AND FAST FOOD, BECAUSE THOSE TWO AREAS, THEY PLAN ON TRAINING KIDS THAT COME TO WORK FOR THEM. THEY DON'T REQUIRE PREVIOUS EXPERIENCE.

AND THOSE ARE MORE ENTRY LEVEL JOBS.

AND WE'RE TRYING TO FOCUS ON A JOB SKILL THAT IS MORE TRANSFERABLE.

AND I'LL TELL YOU, WE HAD A LIST.

YOU KNOW, ANYTHING FROM VETERINARY CARE AUTOMOTIVE REPAIR, PLUMBING, HEALTHCARE, ELECTRICAL, HOSPITALITY, HVAC PUBLIC WORKS? WE MAY ACTUALLY HAVE OPPORTUNITIES WITHIN THE CITY AND THE PUBLIC WORKS DEPARTMENT BECAUSE, AS YOU KNOW, THEY BASICALLY RUN 3 OR 4 DIFFERENT CONSTRUCTION COMPANIES WITHIN PUBLIC WORKS.

GENERAL CONSTRUCTION, WELDING.

AND WE'RE OPEN TO OTHER THINGS THAT REALLY THE TWO EXCLUSIONS ARE THINGS THAT QUITE HONESTLY, THE ONLY THING THAT WOULD HAPPEN IS THE COMPANY WOULD BE TAKING ADVANTAGE OF A A FREE EMPLOYEE, BUT THEY WOULDN'T BE TREATING THEM, TRAINING THEM FOR AN ADDITIONAL TRANSFERABLE SKILL.

SO THE PARTNERS BEING THE CHAMBER AND THE ISD, KIND OF THE ROLES THE CDC ARE KIND OF HELPING STRUCTURE THE PROGRAM.

TRY TO GET IT. SORRY, I'M JUMPING AROUND. DESHAWN I SEE YOU'RE JUMPING AROUND ON THE OVERHEAD.

CREATION OF ANY LEGAL DOCUMENTS? GRANT WILL PUT TOGETHER IF WE NEED TO HAVE A, A BASICALLY A LETTER OF AGREEMENT.

MOU WITH THESE COMPANIES WE WANT THE KIDS TO WORK FOR THE COMPANIES, NOT THE CITY. THEY'RE GOING TO BE UNDER THE COMPANY'S PAYROLL.

THE COMPANY WILL TURN IN THEIR PAY DURING THIS PROGRAM AND WILL BE REIMBURSED FOR IT.

WE'LL MONITOR THE PROGRAM AND AND ADVISE WE WOULD FUND THE PROGRAM, OBVIOUSLY IN JUST PR. YOU TALK ABOUT A FUN PROGRAM TO DO PR ON.

I AGAIN THANK YOU CREAM AND JEFF THAT'S THE CDC.

THE CHAMBER IS, YOU KNOW, THEY DEAL WITH A LOT OF THE SMALL BUSINESSES.

SO IDENTIFYING BUSINESS PARTNERS THAT CAN EMPLOY THESE KIDS, WORKING WITH ISD TO PLACE THE STUDENTS AND THE RECENT GRADUATES, THEY WOULD DO PR AS WELL.

THE PI ISD, YOU KNOW, FINDING, HELPING FIND THE STUDENTS, TRACKING THE STUDENTS.

ONCE THEY'RE PLACED, THEY NEED TO BE TRACKED, THEY'RE SHOWING UP. THEY'RE DOING WHAT

[00:55:01]

THEY'RE SUPPOSED TO DO, THAT TYPE OF THING.

I MEAN, THIS ISN'T JUST A FREE RIDE. THIS IS A LEARNING EXPERIENCE.

AND QUITE HONESTLY, THAT'S WHY WE DIDN'T CALL IT AN INTERNSHIP.

THERE'S A DIFFERENCE BETWEEN AN INTERNSHIP AND AN APPRENTICESHIP.

IF YOU GO TO EUROPE, IF YOU'RE ABLE TO MAKE IT INTO AN APPRENTICESHIP, THAT'S A VERY HONORABLE THING.

I MEAN, THAT'S A BIG DEAL.

AND SO WE REALLY WANT, YOU KNOW, THESE YOUNG PEOPLE TO APPRECIATE THE OPPORTUNITY THEY'RE GETTING.

AND THEN THE ISD WILL WORK WITH THE STUDENTS AGAIN TO PLACE THE STUDENTS.

THEY'LL ALSO DO PR. SO ALL THREE WILL DO PR.

ONCE WE GET UP AND RUNNING, WE WILL TAKE MORE OF AN ADVISING AND FUNDING AND PR ROLE WILL WORK WITH THEM, BUT THEY'RE KIND OF HELPING FIND OR THEY'RE FINDING THE PLACEMENT.

THE ISD'S PLACING THE STUDENTS.

WE HAVE WE WOULD LIKE TO BRAND IT.

AND I DON'T EVEN KNOW IF I PUT THE BRAND IN HERE, BUT LET ME GO THROUGH THE FINANCIAL ASPECTS OF THIS REAL QUICK.

WE'VE ALREADY TALKED ABOUT THE TARGETED TRADES AND THE EXCLUDED ONES.

WHATABURGER PAYS $12 AN HOUR DAY ONE TO ANYBODY THAT WALKS IN OFF THE STREET.

SO WE NEED TO BE THERE ABOVE THAT TO GET ANY STUDENTS INTERESTED.

WHAT I DID IS I PUT ON THIS SHEET WHAT IT LOOKS LIKE, WHETHER WE'RE DOING IF WE'RE PAYING 20 HOURS A WEEK, 30 HOURS A WEEK, 40 HOURS A WEEK, IF WE'RE PAYING, IT SHOULD BE UP ON YOUR SCREEN, 12, 13, 14, $15 AN HOUR.

THE MAXIMUM IS EIGHT WEEKS.

AND THEY'RE GRADUATING THIS WEEK. I'M GOING TO TELL YOU, WE'RE NOT GOING TO HAVE EIGHT WEEKS TO DO THIS.

YOU KNOW, I MEAN, WE'LL BE LUCKY TO BE ABLE TO GET 4 TO 6 WEEKS IN ONCE WE GET THESE YOUNG PEOPLE PLACED BUT UP TO EIGHT WEEKS.

AND SO IT'S WILL KIND OF SHOW WHAT OUR FINANCIAL COMMITMENT IS PER STUDENT ON THIS SHEET FOR THOSE DIFFERENT WAGE RATES.

AND THEN ON THE NEXT SHEET, IT SHOWS YOU WHAT IT LOOKS LIKE.

IF WE DO FIVE, TEN STUDENTS, 1520 I THINK WE'RE GOING TO BE REALLY I WILL BE ABSOLUTELY THROUGH THE ROOF, OVERJOYED IF WE'RE ABLE TO GET TEN STUDENTS PLACED THIS YEAR BECAUSE IS BY FAR THE MOST DIFFICULT PART OF THIS IS FINDING THE COMPANIES WILLING TO HIRE STUDENTS.

AND AND I THINK WE FOUND A FEW THAT THAT HAVE SHOWN INTEREST AND THE CITY MAY ACTUALLY THE PUBLIC WORKS DEPARTMENT WE MAY BE ABLE TO PLACE A FEW WE HAD BRETT PROVIDED US A LIST, AND I BELIEVE IT HAD 14 STUDENTS THAT HAD SHOWN INTEREST.

DOES THAT SOUND RIGHT, BETH? AND AND THEY WERE ACROSS THE BOARD.

THEY WERE. IT WAS INTERESTING.

I THINK WE HAD FOUR OF THEM THAT WERE INTERESTED IN AUTO MECHANIC.

TWO MALES AND TWO FEMALES.

WE WE HAD THREE THAT REALLY DIDN'T CARE WHAT WHAT IT WAS.

THEY JUST WANTED TO PARTICIPATE AND GET A JOB.

OTHER THAN YOUR STANDARD SUMMER JOB, THEY WANTED TO HAVE A LEARNING EXPERIENCE, WHICH I THINK IS PRETTY POSITIVE.

AND THEN WE HAD SEVERAL OTHERS.

SO WE ARE WORKING ON THIS.

WHAT I'M BRINGING TO THE BOARD BECAUSE WE ONLY MEET ONCE A MONTH.

IS TO IS TO TRY TO MAKE A DECISION ON TWO THINGS.

NUMBER ONE IS WHAT WOULD YOU LIKE TO PAY? I HAVE MY THOUGHTS, BUT I'D RATHER HEAR YOUR THOUGHTS FIRST.

AND THEN ONCE WE DECIDE THAT A PROVEN NOT TO EXCEED BUDGET NUMBER, THAT WILL ALLOW US TO ACTUALLY MOVE FORWARD AND START IMPLEMENTING THE PROGRAM KIND OF AS WE GO. WORK WITH ME, BETH.

THE TAGLINE THAT WE CAME UP WITH WAS.

OR THE THE NAME. OH, GOSH.

IT'S KILLING ME. I MEAN, IT'S NOT IMPORTANT FOR THIS BECAUSE.

BUT WE ACTUALLY USED AI TO HELP US GO THROUGH AND COME UP WITH THAT.

AND WE TALKED ABOUT WHAT WE'RE TRYING TO DO WITH THE PROGRAM, AND IT HAD THROWN OUT SOME GREAT EXAMPLES. AND ONE OF THEM WAS ACTUALLY AN EXAMPLE THAT I HAD EMAILED TO BETH AND BRETT, AND I ACTUALLY SENT THE EXACT SAME THING BACK.

AND IT'S NOT PRINCETON WORKS.

IT'S. BECAUSE IT'S THAT'S P.W..

[01:00:03]

YEAH. I'LL GET BACK TO YOU ON THAT.

I APOLOGIZE, BUT JIM, I'D LIKE TO JUST SAY REAL QUICK.

I REMEMBER WHEN VICE CHAIR EVANS BROUGHT THIS TOPIC UP.

I THINK BOTH YOU AND I ARE.

JAWS KIND OF HIT THE FLOOR WITH A MAN.

THIS IS A GREAT IDEA. GREAT OPPORTUNITY TO HELP OUT THE COMMUNITY.

HELP OUT STUDENTS. FOSTER JOB TRAINING AND ALL THOSE THINGS.

IT WAS KIND OF LIKE, MAN, HOW HAVE WE NOT EVER THOUGHT OF THIS BEFORE? SO I WANT TO THANK MR. EVANS FOR FOR BRINGING THIS UP.

I THINK WE MAY HAVE EVEN KIND OF STOLE THE IDEA FROM SOME OTHER, OTHER AREAS, BUT THAT'S ALRIGHT. IF YOU'RE NOT STEALING, YOU'RE NOT TRYING. SO.

SO, YOU KNOW, JUST THIS PROGRAM IS JUST ABSOLUTELY INCREDIBLE.

AND I THINK IT IS TRULY A BLESSING WHEN YOU HAVE A GOOD IDEA THAT'S BROUGHT TO THE TABLE AND THINGS START TO UNFOLD QUICKLY AND FALL INTO PLACE, I CAN SEE US, YOU KNOW, EXPONENTIALLY GROWING THIS OVER THE NEXT FEW YEARS. SO ANYTHING THAT YOU AND BETH, THANK YOU AS WELL.

AND, AND THE STATE DEPARTMENT AT THE SCHOOL FOR REALLY HELPING THIS THING GET SOME LEGS AND GET SOME TRACTION QUICKLY TO TO GET THIS ON ONE QUICK QUESTION, I DO HAVE NOT TO GET TOO MUCH INTO THE WEEDS AS OF YET, BUT WOULD WE ALLOW BUSINESSES TO DO MULTIPLE APPRENTICESHIPS? SURE. AT THERE IF WE HAVE MULTIPLE STUDENTS WANTING TO LEARN THAT IF THEY'RE UP FOR IT, I SEE NO REASON NOT TO.

OKAY. OH, AND THE AND WHAT WE CAME UP WITH WAS PRINCETON READY? PRINCETON READY. I LIKE THAT.

I LIKE THAT. I LIKE I LIKE THE INITIALS OF PR, AND THAT WAS JUST KIND OF A HAPPY COINCIDENCE WHEN WE WERE COMING THROUGH IT.

BUT IT SIGNIFIES WE'RE BOTH PREPARING THE COMMUNITY AND THE KIDS.

WE'RE GETTING READY FOR THE FUTURE.

YEAH. ABSOLUTELY. ANY OTHER QUESTIONS OR COMMENTS? HEY, JIM, I JUST WANT TO THANK YOU FOR TAKING THIS AND RUNNING WITH IT.

I REALLY HAVE A PASSION FOR THIS AND, YOU KNOW, HELPING OUT THE COMMUNITY AND DOING THESE TYPES OF THINGS I THINK IS GREAT.

BUT I REALLY LIKE IDEAS WITHOUT SOMEBODY TAKING THE BALL AND RUNNING WITH IT.

THEY'RE JUST IDEAS. AND AS BOARD MEMBERS ALL THE TIME, WE DON'T HAVE THE TIME TO TAKE IT AND RUN WITH IT.

WE JUST HAVE THESE IDEAS.

BUT I WANT TO THANK YOU AND THE TEAM FOR TAKING, TAKING THE BALL AND RUNNING WITH IT.

THANK YOU FOR HELPING OUT AND BEING A PART OF IT AND ANYTHING THAT YOU NEED FROM ME, LIKE OFFSITE, I AM WILLING TO DIG IN AND HELP.

SO JUST I'M GLAD YOU SAID THAT BECAUSE I KNOW BEING ONE WITH THE BOYS AND GIRLS CLUB, YOU MAY KNOW SOME COMPANIES THAT YOU'VE BEEN AROUND HERE A WHILE, SO YOU MAY KNOW SOME PEOPLE THAT MIGHT WANT TO PARTNER WITH US. I DO SHOOT ME AN EMAIL ONCE I GET IT FIXED, MISS WALKER.

RIGHT. ONCE I GET MY EMAIL FIXED, SHOOT ME AN EMAIL AND I'LL DEFINITELY JUMP IN AND THEN HELP OUT. I DO HAVE SOME IDEAS ABOUT WAGES, BUT I THINK IT'S JUST STARTING OUT AROUND THAT.

PLEASE SHARE THAT THAT 14 OR $15 AN HOUR RANGE.

WE'RE THE FASTEST GROWING CITY IN AMERICA.

WE WANT TO STAND ON BUSINESS WITH THAT STANDARD, AND WE WANT TO SET THE STANDARD OF HELPING OUR FAMILIES AND HELPING THE COMMUNITY. SO I THINK STANDING AT THAT, YOU KNOW, HIGHER TIER WAGE, MAYBE NOT 15, BUT MAYBE $14 AN HOUR IS LIKE, OKAY, I WANT TO BE A PART OF THAT PROGRAM.

SO NOW WE'RE GOING TO GET SOME OF THE BEST OF THE BEST.

MR. CHAIRMAN, YOU LOOKED LIKE YOU WERE. YEAH.

I THINK THAT WE DEFINITELY NEED TO BE COMPETITIVE.

RIGHT. WITH WITH ANYBODY ELSE.

I THINK THERE'S SOMETHING TO BE SAID. FOR WHAT? THEY'RE ALSO GETTING OUT OF IT.

I KNOW SOMETIMES THAT'S THAT'S A CHALLENGE.

I'M LAUGHING BECAUSE I DEAL WITH THAT PERSONALLY AT HOME, SOMETIMES TRYING TO GET THEM TO SEE THE VALUE OF SOMETHING OUT THERE.

FOR THOSE OF US WHO HAVE KIDS, YEAH, JUST OUTSIDE THE MONETARY PIECE OF IT.

BUT TO SEE THE EXTENDED VALUE THAT THEY GET FROM IT, FROM THE EXPERIENCE AND OTHER THINGS LIKE, YOU KNOW, TUITION REIMBURSEMENT AND THOSE OTHER KIND OF THINGS, I'M LIKE, HEY, THESE THINGS ADD UP.

SO, YOU KNOW, I, I'M, YOU KNOW, AS LONG AS WE'RE STAYING COMPETITIVE, YOU KNOW, HOW COMPETITIVE DO WE WANT TO GET? I ALSO WANT TO BE CAUTIOUS OF NOT MAKING IT SO HIGH THAT WE GET EVERY SINGLE, YOU KNOW, STUDENTS, LIKE, MAN, I CAN MAKE MORE MONEY HERE DOING THIS THAN I CAN AND YOU KNOW, JUST ABOUT ANYTHING ELSE IN PRINCETON.

SO I WANT TO BE CAREFUL THAT WE'RE NOT THE HIGHEST PAYING GIG OUT THERE EITHER, JUST BECAUSE I DO WANT, LIKE MR. EVANS SAID, I WANT, I WANT THE BEST OF THE BEST INSIDE OF THERE.

SO IT DOES ALSO FOSTER SOME QUESTIONS OF, YOU KNOW, AND I'M NOT LOOKING FOR AN ANSWER NOW, BUT WHAT DOES THE SELECTION PROCESS END UP LOOKING LIKE? AND THEN ALSO A QUESTION I HAD ON THIS IS DOES THE STUDENT ACTUALLY GET THE 12 OR 14 OR $15 AN HOUR? DO THEY GET THAT IN ITS ENTIRETY, OR DOES THE BUSINESS GET A PERCENTAGE FOR DOING THE INTERNSHIP? I DON'T FORESEE THAT, BUT I THINK IF WE WELL, I'D LIKE TO HEAR A COUPLE OTHER BOARD MEMBERS THOUGHTS ON THE WAGE BEFORE I THROW OUT MY

[01:05:03]

THOUGHTS. BUT I HAVE THOUGHT THROUGH IT A BIT.

I MEAN, ANY WITH IT BEING A BRAND NEW PROGRAM, I WOULD SAY STAY IN MID GRADE VERSUS GOING HIGH BECAUSE OF IT BEING A NEW PROGRAM.

AND THEN FROM THERE, AS THE PROGRAM BUILDS, THEN YOU LOOK TO GO HIGH WITH THOSE WHO HAVE BEEN IN THE APPRENTICESHIP PROGRAM AND WHO HAVE EXCEEDED TO GROW.

SO KIND OF MID RANGE. YES, SIR.

THIS IS SIMILAR TO A WELFARE TO WORK PROGRAM I DID.

JUST ABOUT JUST THE THE SETUP OF IT.

YEAH. THE I WOULD SAY TO BE COMPETITIVE, I WOULD LOVE TO SEE 17 JUST BECAUSE OF THE ECONOMIC SITUATION THAT WE'RE IN.

A LOT OF THESE KIDS MAY BE HELPING THEIR FAMILIES.

AND I DO BELIEVE SOME OF THE FAST FOODS START AT 15.

AND SO I THINK WE SHOULD BE COMPETITIVE.

WE SHOULD GIVE THEM THE OPPORTUNITY.

WE SHOULD HAVE A VERY, YOU KNOW, CRITERIA AND SELECTION PROCESS.

BUT I BELIEVE 17 WILL BE GOOD.

IT'S JUST FOR THE EIGHT WEEKS THE EMPLOYEES ARE GETTING FREE WORK EVEN THOUGH THEY'RE TRAINING THEM. AND SO THAT'S A LOT OF BENEFITS THERE.

AND IF YOU PAY THE KIDS OR THE STUDENTS WHAT THEY NEED AND THEY SEE VALUE IN IT, THEY'LL STAY IN IT. AND THEN NEXT YEAR WHEN WE DO IT, MAYBE WE'LL HAVE A THOUSAND APPLICANTS, BUT THEN WE CAN SPREAD THEM OUT ACROSS PRINCETON AND THE OTHER SURROUNDING CITIES, ACTUALLY LIKE, UNDERSTAND HER POINT ON THAT, BECAUSE THE HIGHER YOU GO A LOT OF THESE KIDS MAY BE HELPING THEIR FAMILIES, BUT YOU WANT TO MAKE THIS PROCESS, YOU WANT THE BEST OF THE BEST KIDS, SO YOU WANT THESE KIDS TO COME.

WHEN THIS INTERVIEW PROCESS TIME.

AND I'VE BEEN A PART OF THESE, THEY'RE COMING IN. THEY'RE DRESSED TO IMPRESS. THEY HAVE TO GO THROUGH THESE INTERVIEW PROCESSES.

SO YOU WANT THE WAGES TO BE UP THERE WHERE THEY'RE LIKE, OKAY, THIS IS WORTH ME REALLY.

YOU KNOW, GOING FOR THIS BECAUSE THEY'RE PAYING 14, $15 AN HOUR.

YOU KNOW, THIS IS EXCITING. OR IF IT'S 12.

OH, I GOTTA DRESS UP FOR AN INTERVIEW.

I'M NOT GOING. I CAN JUST GO TO WHATABURGER, AND I CAN WALK IN THERE IN MY JEANS AND T SHIRT, AND THEY'RE GOING TO HIRE ME OR TACO BELL BECAUSE THEY NEED SO MANY PEOPLE.

THIS IS SOMETHING THAT WILL SEPARATE US AND SET US APART.

LIKE, OKAY, I AM GOING TO PUT A SHIRT AND TIE ON.

I AM GOING TO PREPARE FOR THIS INTERVIEW.

I AM GOING TO ASK MY PARENTS TO HELP ME THROUGH THIS MOCK INTERVIEW, SO I CAN GO IN THERE AND BE A PART OF THESE THINGS.

I JUST HAD A CHILD WHO WENT THROUGH INTERNSHIP THAT SHE GOT OUT IN MCKINNEY, AND SHE WENT THROUGH THAT PROCESS. AND ONE THING, SHE'S HAD A SUMMER JOB BEFORE.

ONE OF THE THINGS THAT MADE HER WANT TO DO THIS WAS WHAT THEY WERE PAYING SUMMER JOB PREVIOUSLY WAS PAYING $11 AN HOUR.

THIS ONE WAS PAYING 14.

OH, I'M GOING THERE. SO.

BUT SHE HAD TO DRESS UP.

IT WAS A VERY COMPETITIVE PROCESS.

THE INTERVIEW, ALL THAT THAT THEY WENT THROUGH WAS A VERY COMPETITIVE PROCESS AND THINGS LIKE THAT. SO YOU YOU BOUGHT THE BEST OUT OF THE KIDS, NOT JUST SHOWING UP. SO I DO AGREE WITH THE HIGHER END PAY BECAUSE OF THAT.

AND PLUS THEY'RE LEARNING A TRADE.

THEY'RE NOT JUST A CASHIER, WHICH IS NOTHING WRONG WITH A CASHIER, BUT THEY'RE LEARNING A TRADE THAT THEY TAKE THIS EIGHT WEEKS AND SOMEONE, THEY'RE READY TO GET HIRED NEXT SUMMER.

MAYBE NOT THROUGH THIS PROGRAM, BUT MAYBE THEY'LL GET HIRED DIRECTLY WITH THAT COMPANY OR OTHER COMPANIES. BUT NOW THEY HAVE A TRADE THAT THEY CAN CARRY ON AND PRESENT TO THE WORK. I MEAN, THE ONLY OTHER AND I, I'M AGNOSTIC. IT'S THIS IS NOT SUCH AN EXPENSIVE PROGRAM, AT LEAST THIS YEAR WHERE THAT'S GOING TO REALLY LEAVE A MARK.

AND SO I DEFINITELY WANT TO BE COMPETITIVE.

THERE'S ALSO AN ELEMENT WITH THE EMPLOYERS.

I WOULD SUSPECT THAT YOU'RE GOING TO GET WHAT YOU PAY FOR.

AND IF THEY SEE REALLY LOW PAID, THEY MAY NOT BE AS EXCITED TO PARTICIPATE AS SOMETHING THAT IS HIGHER PAY, MORE COMPETITIVE.

NOW, I WILL SAY AS FAR AS COMPETITIVE, I MEAN MY DREAM WOULD BE TO BE ABLE TO PLACE.

I'D LOVE TO BE ABLE TO PLACE EVERY STUDENT THAT WANTS TO DO IT.

I WOULD LOVE TO, I WILL WE BE ABLE TO? PROBABLY NOT. BUT YOU KNOW, THIS IS.

I CAN SEE IT FROM BOTH MY WORK, WEARING MY WORK HAT AND THEN MY PERSONAL HEART AND WHAT IT WILL DO FOR THESE KIDS.

SO YOU KNOW, I WILL GO WITH WHATEVER I THINK, AT LEAST FOR THE FIRST YEAR, IF WE BUDGET, I PUT ON THE NEXT SHEET WHAT IT MEANS FOR EACH OF THOSE HOURLY WAGES FOR, YOU KNOW, FIVE, TEN STUDENTS, IF WE APPROVED AND NOT TO EXCEED BUDGET OF $50,000, WE WOULD BE ABLE TO HANDLE ANY OF THOSE WAGE RATES FOR WHAT WE'RE GOING TO BE ABLE TO PUT

[01:10:03]

IN THIS YEAR, WHICH I WOULD GUESS WOULD BE MAYBE SOMEWHERE BETWEEN HOPEFULLY FIVE AND TEN, AND I'M NOT POSITIVE WE'LL BE ABLE TO GET IT.

WE'VE GOTTEN TO THIS POINT, BUT I DON'T KNOW IF WE HAVE ALL THE COMPANIES ENROLLED YET. WE HAVE SOME STUDENTS THAT ARE INTERESTED IN IT.

WE'RE TRYING TO GET THE COMPANIES, BUT I CAN'T MAKE A GUARANTEE BECAUSE WE DON'T HAVE THEM YET. BUT BUT I THINK BY DOING THIS AND ACTUALLY HAVING THE PROGRAM AND BY THE WAY, IF IT'S OVER $20,000, THIS WILL GO ON A CITY COUNCIL AGENDA FOR THEM TO APPROVE IT AS WELL.

SO THERE'S THAT STEP. BUT, YOU KNOW, I THINK ONCE IT'S FUNDED AND WE HAVE A WAGE RATE, IT'LL BE EASIER.

I THINK, BETH, DON'T YOU THINK TO TALK IN MORE SPECIFICS WITH THESE EMPLOYERS AND TRY TO GET THEM OFFICIAL? CAN YOU COME TO THE MICROPHONE? SO BECAUSE WE OBVIOUSLY DIDN'T GO INTO THIS MUCH DETAIL THAT DAY.

SO WITH THE RATE THAT YOU WERE LOOKING AT PER HOUR, DO YOU THINK IT'S ANY KIND OF ISSUE? IF THEY'RE TALKING TO SOME OTHER PEOPLE THAT WORK THERE AND THESE KIDS ARE MAKING MORE THAN THAN OTHER PEOPLE? I MEAN, I DON'T KNOW. OR IS IT A.

WELL, I JUST TOOK IT AS LIKE IF WE WENT WITH 15 OR 17, WHATEVER. IF YOU WENT WITH THAT AMOUNT, I THINK THAT I WOULD PRESENT THAT TO THE EMPLOYER AS A NOT TO EXCEED AMOUNT.

RIGHT. HEY, WHATEVER YOU FEEL LIKE NEEDS TO BE COMPETITIVE INTERNALLY SO THAT YOU DON'T HAVE. YEAH. YOU DON'T HAVE SOMEBODY WHO'S DISGRUNTLED WITH, YOU KNOW, SOMEBODY THAT'S MAKING MORE. I THINK I WOULD JUST POSITION THAT SALARY AS KIND OF A CAP OF, HEY, WE CAN DO UP TO THIS.

WE NEED TO KNOW AND UNDERSTAND WHAT WE'RE DOING AND WHY.

BUT THAT WOULD ALL BE CONTRACTED OUT, I THINK, PER EMPLOYER. I MEAN, THAT'S SOMETHING WE CAN DISCUSS WITH A COMPANY. A I DON'T KNOW THAT THEY'RE GOING TO BE DISCUSSING THIS AND PROMOTING WHAT THEY PAY EVERYBODY. OF COURSE EMPLOYEES TALK OR WHATEVER.

WELL, I MEAN, GOING THROUGH THIS PROGRAM, IT'LL BE PUBLIC RECORD.

YEAH, YEAH. YEAH. AND AND I DO THINK THAT'S A FAIR POINT THAT, THAT, THAT THAT COULD TURN SOME, SOME COMPANIES OFF, LIKE, HEY, YOU'RE GOING TO RUN MY REGULAR EMPLOYEES AWAY BECAUSE Y'ALL ARE PAYING 15 AND I'M ONLY ABLE TO PAY 12.

SO I THINK THAT IS A VALID POINT.

YEAH. THE OTHER SIDE OF IT IS IT'S AN EIGHT WEEK PROGRAM.

IT'S NOT A PERMANENT THING.

AT THAT RATE. THEY'RE LIMITED TO THAT. AND THEY THEY WON.

THEY ESSENTIALLY WON THAT JOB FOR EIGHT WEEKS.

AND SO IT'S A REWARD TO THEM FOR A SHORT PERIOD OF TIME.

EXACTLY. BECAUSE THE EMPLOYEE IS NOT THE EMPLOYER IS NOT PAYING.

WE'RE PAYING. YEAH. SO THAT REALLY SHOULDN'T MATTER.

AND IT'S NOT. AND IF THEY DECIDE TO STAY ON, THE EMPLOYER PAYS THEM WHAT THEY WANT TO PLAY HIM. PAY HIM. RIGHT. IT'S A IT'S AN APPRENTICESHIP.

SO THEY'RE ONLY GOING TO BE THERE A WEEK.

SO IF SOMEONE IS UPSET OVER EIGHT WEEKS FOR STUDENTS TO LEARN, THAT'S A PERSONAL PROBLEM, NOT A PROBLEM THAT I THINK WE SHOULD WORRY ABOUT. OKAY. THAT'S FAIR.

OKAY. HEY, YOU KNOW WHAT? NO MATTER WHAT DECISION WE MAKE, WE'RE GOING TO BE LEARNING FROM THIS THIS YEAR AND PROBABLY NEXT YEAR.

YEAH, YEAH. YOU SHOULD BE LIVE.

IT'S. TURN IT OFF. OH, YOU DON'T WANT TO BE.

I'LL JUST SAY THAT I AGREE WITH THE 15 TO 17 RANGE, BECAUSE THAT'S PRETTY MUCH A STARTING PAY FOR MOST INTERNS AND PROFESSIONALS LIKE MECHANICS AND THAT KIND OF THING. I THINK WE'RE LOOKING AT 15 TO 17 MYSELF.

SO I WOULD AGREE WITH THE 15.

JUST BECAUSE YOU ALREADY HAVE THE DOCUMENT SET HERE FOR THAT, JUST TO SPEED THE PROCESS UP.

STARTED AT 15 THIS YEAR, AND THEN WE CAN EVALUATE ON THIS PAPER AND YOU GOT A GUIDELINE TO GO BY.

THAT WOULD BE MY THOUGHT, BUT BECAUSE I DO THINK THAT'S THE HIGHER END OF IT. AND THEN LET'S GO FROM THERE.

AND THEN IF WE SEE NEXT IT'S A HUGE SUCCESS, THEN WE CAN POUR MORE MONEY INTO IT NEXT YEAR AND THEN GO UP TO A HIGHER WAGE AND THEN CONTINUE TO GROW FROM THERE.

I HAVE A RECOMMENDATION, JUST AS WE'RE KIND OF STARTING UP THE PROGRAM. WE COULD APPROVE A RANGE ON A WAGE, YOU KNOW, JUST 15 TO 17 AND THEN NOT TO EXCEED DOLLAR AMOUNT IF YOU WANT TO DO A RANGE, IF YOU'RE SPLITTING HAIRS OVER A DOLLAR HERE AND THERE AND KIND OF GIVE JIM A LITTLE BIT OF, YOU KNOW. YEAH, THAT'S A GOOD POINT IN THE WAGE AND NOT TO EXCEED ON THE THE TOTAL AMOUNT. THAT'S A GREAT SUGGESTION.

[01:15:09]

NOT HAVING KIDS. I'M TERRIFIED.

THAT WOULD ALL BE. SO THIS WOULD HAVE TO COVER THAT.

THE EMPLOYMENT, TAXES AND THINGS.

I MEAN, OURS IS A FLAT RATE, SO WE'VE GOT TO OPERATE WITHIN THAT FLAT RATE. BETH HAS A GOOD POINT ABOUT EMPLOYMENT, TAXES AND OTHER COSTS RELATED TO EMPLOYING SOMEBODY.

YEAH. AND AGAIN, NOT TO GET OFF INTO THE WEEDS, BUT YEAH, I AM CURIOUS TO SEE YOU KNOW WHAT WHAT DOES LIABILITY LOOK LIKE.

RIGHT. IF IF ONE OF THEM WERE TO GET HURT OR SOMETHING OR VICE VERSA, IF, YOU KNOW, I LIKE TO THINK THAT WE'LL SEND ALL PERFECT ANGELS TO THEM.

BUT IF SOMETHING YOU KNOW, IF A $20,000 HAMMER OR SOMETHING DISAPPEARS FROM THE JOB SITE OR YOU KNOW, WHERE WHERE IS OUR LIABILITY FROM A BOARD FROM A A YOU KNOW, FROM FROM THE SCHOOL AND THINGS LIKE THAT.

BUT I'LL LET GRANT WORRY ABOUT THAT.

THAT'S KIND OF IT. YEAH, THAT'LL BE PART OF THE MOU.

AND THAT'S WHY, QUITE HONESTLY, THAT'S WHY WE WANT THEM WORKING FOR THE COMPANY AND NOT US. THERE YOU GO.

RIGHT. THAT'S HOW I'VE SEEN IT DONE IN OTHER CITIES.

LIKE THEY THEY ARE JUST THEY ARE STRICTLY EMPLOYED BY THAT COMPANY.

THAT COMPANY RECEIVES A CHECK FROM US TO PAY THAT EMPLOYEE.

SO WE HAVE NOTHING TO DO WITH IT FROM THAT STANDPOINT.

AFTER THAT, WE DO SIGN AN MOU MEMORANDUM OF UNDERSTANDING.

SO I'M SURE THERE'LL BE A RELEASE.

THERE'S SOME TYPE OF RELEASE INCORPORATED TO.

THEY GO THROUGH THEIR ORIENTATION, THEIR HIRING PROCESS, ALL OF THAT. AND IT GOES FROM THERE.

OKAY. THAT'S WHY IT'S SAYING, WHY DO YOU WANT TO TURN THE MICROPHONE OFF? THERE'S GOING TO BE OTHER QUESTIONS. I DON'T LIKE RULES.

AND MR. HACKMAN, THAT'S WHY HE WAS BROUGHT IN.

HE'LL BE THE 1 OR 1 OF THE ONES VETTING THE STUDENT.

SO IT'S NOT JUST THE ANYBODY KIND OF THING.

THEY'RE STUDENTS THEY'VE WORKED WITH. THEY KNOW THEY'VE PROVEN THEMSELVES, THAT KIND OF THING. SO IF A BOARD MEMBER WANTS TO PARTICIPATE IN THE VETTING, YOU'RE MORE I PREFER NOT TO PERSONALLY, BUT IF A BOARD MEMBER WOULD LIKE TO, YOU'RE MORE THAN WELCOME TO.

THERE'S NOTHING INAPPROPRIATE ABOUT IT.

I JUST PERSONALLY WOULD PREFER NOT TO DO IT MYSELF.

I WOULD TEND TO AGREE WITH THAT.

SO. BUT NO, I'M SURE EVERYTHING'S PRETTY WELL LINED OUT.

ESPECIALLY WITH OTHER PROGRAMS THAT WE CAN MIRROR IN AND DO SO.

I KNOW WE'RE NOT REINVENTING THE WHEEL HERE, BUT JUST CURIOUS WHAT ALL THAT LOOKS LIKE.

YOU KNOW, JUST AS A BUSINESS PERSON AND A PARENT, THAT'S KIND OF THE THE THINGS THAT START KIND OF RATTLING THROUGH MY HEAD. BUT NO, I'M, I'M I'M EXCITED ABOUT IT.

I TEND TO AGREE. I THINK THE YOU KNOW, THE 50,000 MARK ON THAT.

I THINK THAT'S A GOOD STARTING POINT FOR US.

AGAIN, EXCITED TO GROW THIS.

I THINK THE $15 AN HOUR ALSO GIVES US ROOM.

MR. THORNTON'S POINT A LITTLE BIT. YOU CAN ALWAYS INCREASE AS WELL, TOO. SO YOU KNOW, I THINK WE'RE IN A GOOD SPOT.

ON IF THE BOARD WOULD CONSIDER, LIKE, GRANTS.

APPROACH OF APPROVING A RANGE OF 15 TO 17.

AND AS WE FINALIZE IT, QUITE HONESTLY, THERE MAY BE THINGS THAT I HADN'T THOUGHT OF WHEN WE PUT THIS TOGETHER.

THERE MAY BE ANOTHER COST OF EMPLOYMENT THAT WE HADN'T THOUGHT ABOUT.

SO IF YOU'RE WILLING TO DO THAT AND GIVE A RANGE, AT LEAST WE'LL KNOW WHAT TO WORK WITHIN.

I DON'T THINK THERE NEEDS TO BE A RANGE ON THE ON THE TOTAL EXPENDITURE JUST TO NOT TO EXCEED A 50. I THINK WE'RE IN GOOD SHAPE, AND I DON'T THINK THERE'S ANY WAY WE'LL SPEND 50. THE FIRST YEAR. WE JUST NEEDED SOMEBODY TO MAKE A MOTION AT THIS POINT.

YES, SIR. OKAY. ON THE WAGE AND NOT TO EXCEED.

OKAY. I'LL MAKE A MOTION.

OH, AND TO MOVE FORWARD WITH THE PROGRAM, THE WAGE AND THE NOT TO EXCEED.

OKAY, I MAKE A MOTION THAT WE MOVE FORWARD WITH THE PR PROGRAM.

SUMMER PROGRAM WITH A PAY RANGE OF 15 TO $17 AN HOUR, NOT TO EXCEED THE AMOUNT OF $50,000.

I SECOND. ALL RIGHT. WITH THAT, WE WILL VOTE ON THE PANEL.

ALL RIGHT. AND THAT MOTION PASSES FIVE ZERO.

ALL RIGHT, MOVING ON TO J2 2020 501 FOR PCD POLICIES AND PROCEDURES.

[J2.2025- 014 PCDC Policies and Procedures]

CONSIDER, DISCUSS AND ACT ON A RESOLUTION OF THE CDC ADOPTING AMENDED POLICIES AND PROCEDURES FOR ITS AFFAIRS.

[01:20:02]

PROVIDING FOR REPEALING AND SURVIVABILITY CLAUSES, PROVIDING FOR AN EFFECTIVE DATE, AND CONTAINING OTHER MATTERS RELATED THERETO.

I'M NOT SURE WHO'S PRESENTING ON THIS. IT'S ME.

ME AGAIN. AND I FEEL LIKE I'M STARTING TO SLUR.

IF I AM, I APOLOGIZE, I PROMISE.

I HAVEN'T BEEN DRINKING, I'VE GOT A JAR ISSUE AND I CAN'T OPEN MY MOUTH MORE THAN THIS. AND SO AFTER A WHILE, MY JAW GETS TIRED AND I START SLURRING, SO I APOLOGIZE, I PROMISE I HAVE NOT BEEN DRINKING.

THIS IS BASICALLY AN UPDATE TO OUR OPERATING PROCESSES AND PROCEDURES.

THE PREVIOUS ONE WAS DONE BY A CONSULTANT HERE.

AND IT REALLY DIDN'T EVEN CONSIDER HAVING A CEO WITHIN THE CORPORATION.

THE UPDATE GOES THROUGH AND I CAN FLIP THROUGH IT REALLY QUICKLY, BUT IT GOES THROUGH ALL AREAS OF OUR PROCEDURES, EVERYTHING FROM EMPLOYMENT WHO I ANSWER TO, WHO THE REST OF THE STAFF ANSWERS TO.

AGAIN, I ANSWER TO THE CITY MANAGER, BUT ALSO WORK CLOSELY WITH THE BOARD AND RESPOND TO THE BOARD'S REQUEST.

ALL OTHER EMPLOYEES REPORT TO ME.

I HAVE HIRING AND FIRING AUTHORITY.

HIRING AUTHORITY IS ONLY AFTER THE BOARD APPROVES A POSITION AND THE FINANCES FOR IT.

AND I'M NOT GOING TO READ THROUGH ALL THESE FINANCIAL MANAGEMENT.

THE CITY DOES OUR FINANCIALS.

IT GOES INTO SOME DETAIL ON THAT ANNUAL EXPENDITURES, HOW THAT PROCESS WORKS AS PART OF CITY POLICY PURCHASING.

FINANCIAL REPORTING. INFORMATION TECHNOLOGY.

HERE'S ONE THAT'S A LITTLE DIFFERENT. THE SIGNATORY AND CONTRACT EXECUTION.

THESE ARE IN KEEPING WITH OUR UPDATED BYLAWS.

THAT THERE THERE ARE AUTHORIZED SIGNATORIES ON THE BOARD.

I AM ALSO AUTHORIZED TO SIGN CERTAIN DOCUMENTS, AND I'M AUTHORIZED TO SIGN BASICALLY ANYTHING THAT THE CHAIR GIVES ME AUTHORIZATION TO SIGN ON HIS BEHALF AS WELL.

OKAY. TO ME, THE MOST IMPORTANT UPDATE ON THIS BECAUSE I LIKE HAVING THIS IN WRITING.

SO IT'S VERY CLEAR FOR EVERYBODY IS THE BUSINESS ATTRACTION PROJECT FLOW.

AND I WILL SPEND JUST A MINUTE TALKING ABOUT THIS, AND I'M NOT GOING TO TALK. I'LL LET YOU READ IT, BUT I'LL EXPLAIN MORE OF MY INTENT WHEN WE'RE WORKING WITH THE RECRUITMENT PROJECT.

GENERALLY THERE'S A NEGOTIATION PHASE, AND THAT'S WHAT YOU HIRED ME FOR.

AND SO GENERALLY IN OTHER COMMUNITIES, WHAT WE WILL DO IS WE WILL GO THROUGH THE PROJECT, WE'LL GET THE APPLICATION, WE'LL GRADE THE APPLICATION.

I'LL BE REPORTING TO THE BOARD AND KEEPING YOU UP TO DATE WITH WHAT WE'RE DOING.

BUT I'VE HAD AN ATTORNEY DRAFT AND GRANT HAS, I BELIEVE, LOOKED AT IT IS A NON-BINDING OFFER LETTER.

AND THERE'S A REASON FOR THAT.

IT SAYS NON-BINDING IN THREE DIFFERENT PLACES ON THE LETTER.

AND IT ALSO SAYS IF THE COMPANY IF THIS IS SUFFICIENT FOR THE COMPANY TO MOVE FORWARD AND THEY SIGN THAT LETTER, THEY'RE BASICALLY SAYING, YES, IF YOU DO THIS, WE WILL COME.

THEN I BRING IT TO THE BOARD BECAUSE THE LETTER SAYS THIS IS THE OFFER.

I FEEL THIS IS WHAT I FEEL LIKE THE PROJECT'S WORTH TO THE COMMUNITY.

THIS IS WHAT I FEEL COMFORTABLE TAKING TO THE BOARD IN THE CITY COUNCIL FOR APPROVAL, IF IT'S ENOUGH TO GET YOU THERE, IF WE DON'T DO IT THAT WAY AND WE DON'T MAKE ANY NON-BINDING OFFERS.

NEGOTIATION WITHOUT BRINGING IT TO THE BOARD, IT COULD LITERALLY TAKE SIX EIGHT MONTHS TO TRY TO FINALIZE A PROJECT.

OR WE COULD BE CALLING 810 SPECIAL MEETINGS ON A PROJECT.

AND SO THAT'S THE IMPORTANCE OF THAT.

IT'S CERTAINLY NOT YOU KNOW, I WILL TELL YOU, THESE PROJECTS ARE THE TRADITIONAL ECONOMIC DEVELOPMENT RECRUITMENT PROJECTS.

THEY DON'T APPLY TO WHAT WE'RE TALKING ABOUT TODAY WITH THE APPRENTICESHIP PROGRAM.

IT DOESN'T APPLY TO ANYTHING WE DO WITH PARKS.

IT IS ONLY BASICALLY INDUSTRY RECRUITMENT, WHICH YOU GUYS CAN DO AS WELL AS EDC.

AND BY INDUSTRY I DON'T NECESSARILY MEAN MANUFACTURING.

I MEAN, I THINK QUITE HONESTLY, OUR SWEET SPOT IS GOING TO BE TECH.

IT'S GOING TO BE CORPORATE OFFICE.

IT'S GOING TO BE WE MAY HAVE SOME OPPORTUNITY IN THE DATA CENTER, ALTHOUGH THAT HAS SOME BENEFITS.

BUT AT EMPLOYMENT, HIGH EMPLOYMENT IS NOT ONE OF THOSE BENEFITS.

AND QUITE HONESTLY, I THINK MEDICAL IS A TRUE OPPORTUNITY FOR US, I THINK. I THINK WE HAVE AN OPPORTUNITY TO GO FROM A HEALTH CARE DESERT, TO BE PERFECTLY HONEST WITH EVERYBODY.

[01:25:02]

WE ARE IN A HEALTHCARE DESERT EAST OF MCKINNEY TO BEING THE CENTER OF HEALTHCARE EAST OF MCKINNEY, AND DRAW FROM THIS ENTIRE AREA ONCE WE GET IT GOING.

AND I CAN'T GET INTO DETAIL, BUT WE ARE HAVING CONVERSATIONS TODAY AND THAT IS ONE OF THE MAIN TARGETS.

SO THIS IS FOR THINGS LIKE THAT TO GIVE ME THE THE LATITUDE TO WORK THE PROJECT.

KEEP YOU UPDATED BUT NOT COME TO YOU AND SAY, ARE YOU OKAY IF I OFFER THIS? AND THEN WHEN I TALK TO THE COMPANY, I'M LIKE, WELL, THAT DOESN'T MATTER. WHAT I REALLY NEED IS THIS I GOT TO CALL ANOTHER BOARD MEETING.

I CAN'T CALL BOARD MEMBERS AND TAKE A POLL.

IT'S AGAINST THE LAW. AND SO IT REALLY ALLOWS ME TO DO THAT.

THE EDC HAS. THEY KIND OF GET IT AND THEY'VE APPROVED THIS.

BUT I NEED BOTH BOARDS TO DO TO DO THAT AS WELL.

AND IT SHOWS BOTH THE BOARD AND COUNCIL HOW THEY CONSIDER INCENTIVES HOW WE HANDLE CORPORATION CREATED LEGAL DOCUMENTS.

AND IT'S PRETTY EASY TO SAY.

YEAH, OUR ATTORNEY IS GOING TO CREATE ALL DOCUMENTS. WELL, THERE ARE SOME INSTANCES WHERE FOR BOTH TIMING AND COST, AND I THINK GRANT APPRECIATES ONCE WE GET A TEMPLATE THAT HE'S COMFORTABLE WITH, I CAN USE THAT TEMPLATE, FILL IN THE BLANKS OF THE THE CONTENT OF THE DEAL INTO THAT TEMPLATE MYSELF, AND THEN SEND IT TO HIM TO REVIEW INSTEAD OF HAVING HIM HAVE TO WRITE THE ENTIRE CONTRACT WAY SMOOTHER, WAY QUICKER AND EASIER.

AND GRANT'S LAUGHING BECAUSE, YOU KNOW, IT TAKES ADDITIONAL WORK OFF OF HIM, AND HE'S A LITTLE BUSY.

HOW WE HANDLE OUTSIDE DOCUMENTS PRIMARILY IN NDA.

GRANT IS GOING TO CREATE A TEMPLATE NDA THAT WE CAN ALL ACCEPT.

IT EVEN SAYS IN THERE WE WILL NEVER ASK A VOLUNTEER BOARD MEMBER TO SIGN AN NDA, NOR WILL WE ASK AN ELECTED OFFICIAL TO SIGN ONE.

I WILL SIGN THEM. IT WILL COVER YOU, BUT YOU DON'T.

YOU DON'T NEED TO BE IN THAT REALM.

I MEAN, IT DOESN'T HELP BECAUSE YOU'RE GOING TO BE COVERED IN IT ANY WAY.

IF THEY TELL ME IT'S REQUIRED THAT I SHARE THAT INFORMATION WITH YOU.

AND IT'S ALSO REQUIRED THAT YOU DON'T SHARE THAT INFORMATION AND IT'LL BE PART OF THE SAME DOCUMENT. COMPLIANCE.

WE HAVE REPORTS WE'VE GOT TO DO FOR THE COMPTROLLER, THE STATE THAT THINGS LIKE THAT.

TRAINING, CONTINUING EDUCATION ESSENTIALLY WHAT IS REQUIRED BY POLICY THEN, IS WHAT ALSO IS OUT THERE AND THE FACT THAT THE CORPORATION WILL PAY FOR CONTINUING AN EDUCATION. I'M CONSTANTLY DESHAWN AND I ARE CONSTANTLY LOOKING FOR CONTENT, WHETHER IT'S THROUGH A CONFERENCE OR ONLINE OR WHATEVER.

BUT IF THE BOARD SO CHOOSES TO TAKE PART IN SOME OF THESE ABOVE THE SALES TAX, WHICH I HIGHLY RECOMMEND, YOU DON'T HAVE TO, BUT I WOULD LOVE FOR YOU TO THAT THE CORPORATION WILL PAY FOR THAT.

AND THAT'S IT. I MEAN, IT'S PRETTY STRAIGHTFORWARD.

IT'S ONLY A FEW PAGES.

IT LOOKS LONGER BECAUSE THE RESOLUTION IS ATTACHED TO THE FRONT OF IT.

THAT'S GOING TO GO TO THE CITY COUNCIL.

IT IS SIX PAGES. AND WITH THAT, I'LL BE HAPPY TO ANSWER ANY QUESTIONS OR CONCERNS. AND IF YOU DON'T FEEL LIKE YOU'VE HAD ENOUGH TIME TO REVIEW THIS, IT'S NOT AN EMERGENCY.

WE CAN PUT IT ON THE JUNE AGENDA, ALTHOUGH THE JUNE MEETING IS GOING TO BE A LONG ONE. ALL RIGHT, WELL, THEN WE WILL GO AHEAD AND TAKE A MOTION.

I MAKE A MOTION THAT WE APPROVE THIS SECOND.

ALL RIGHT. THAT MOTION PASSES 5 TO 0.

THANK YOU. IT WILL NOW GO TO THE CITY COUNCIL FOR APPROVAL.

ALL RIGHT. ON TO J3 2020 5-015.

[J3.2025- 015 CDC Meeting Date]

CONSIDER, DISCUSS AND ACT ON DATE AND TIME OF FUTURE CDC MEETINGS.

WE'VE DISCUSSED THIS BEFORE.

WE'VE EVEN CHANGED OUR BYLAWS THAT ALLOW FOR THIS WITHOUT CALLING IT A SPECIAL MEETING.

WE. THERE'S NO STATE LAW DICTATING WHEN WE HAVE OUR MEETINGS.

IT JUST DICTATES THAT WE HAVE MEETINGS AND THAT WE HAVE THEM IN THE CITY OF PRINCETON.

SO IF YOU REMEMBER CORRECTLY, IN THE BYLAWS, WE CHANGED TWO THINGS TO GIVE THE CHAIR AND THE BOARD MORE LENIENCY, ONE OF WHICH IS YOU SHOULD BE ABLE TO PICK A DAY AND TIME THAT FITS YOUR SCHEDULES.

IT SHOULDN'T HAVE TO BE THE FIRST MONDAY THE,

[01:30:02]

YOU KNOW, FIRST TUESDAY, WHATEVER THAT IS.

THE OTHER THING IT ALLOWS YOU TO DO IS JUST AS A THEORETICAL, WE RECRUIT A HOSPITAL.

THEY HAVE A BIG BOARD ROOM OR TRAINING ROOM, AND THE BOARD TO KICK OFF THE RELATIONSHIP WANTS TO MOVE THE MEETING TO THEIR ROOM AS LONG AS IT'S PUBLICLY ACCESSIBLE AND WE POST IT THAT WAY. THE BYLAWS ALLOW YOU TO DO THAT.

AS LONG AS IT'S IN THE CITY OF PRINCETON.

WELL, THE DATE CHANGE THAT I BROUGHT UP, I I'VE ALWAYS DONE EDC, CDC MEETINGS. NORMALLY THE CITIES I'VE BEEN IN.

CITY COUNCIL MEETS THE FIRST AND THIRD WEEK HERE.

IT'S THE SECOND AND FOURTH WEEK.

WE CAN CONTINUE DOING IT THE FIRST WEEK.

THE FIRST WEEK, WE'LL NEVER HAVE UPDATED SALES TAX NUMBERS TO PROVIDE TO THE BOARD.

THE EDC MET AT THE REGULAR TIME.

YOU GOT DIFFERENT SALES TAX NUMBERS, AND THEY GOT.

THEY GOT LAST MONTH. YOU GOT THE MOST CURRENT MONTH.

THE OTHER THING WE CAN PROVIDE FINANCIALS NO MATTER WHEN YOU MEET.

BUT IF WE MEET THE FIRST WEEK, THEY WON'T BE FINANCIALS THAT ARE ILLUSTRATING A MONTH THAT HAS BEEN CLOSED OUT.

SO THERE ARE MINOR ADJUSTMENTS AFTER A MONTH SOMETIMES AS THEY GO BACK AND BASICALLY PROOF THE FINANCIALS ON THAT MONTH AND THE DATE AND TIME THE TRANSACTIONS HAPPEN.

NOT A BIG DIFFERENCE, BUT THERE COULD BE A DIFFERENCE.

AND SO THE PROPOSAL TO CONSIDER WOULD BE THAT THE P AND Z MAY HAVE A SECOND.

WELL, I CAN TELL YOU RIGHT NOW THEY DON'T.

BUT ONCE THE MORATORIUM IS MORATORIUMS LIFTED, THEY'RE PROBABLY GOING TO NEED TWO MEETINGS A MONTH.

AND SO I'D LIKE TO AVOID MONDAY, BUT SEE IF THE BOARD WOULD CONSIDER DOING THE THIRD TUESDAY, WEDNESDAY OF EVERY MONTH.

SO THIS BOARD WOULD MEET EVERY MONTH ON THE SAME DAY THAT YOU'RE MEETING RIGHT NOW.

THIS IS THE THIRD WEDNESDAY, I BELIEVE IT WOULD STAY WEDNESDAY, EDC TUESDAY, CDC WEDNESDAY, OR IF THE EDC CAN'T DO TUESDAY AND NEEDS TO DO WEDNESDAY, WE'D FLIP FLOP THEM.

IF IT WORKS IN YOUR SCHEDULES.

IF IT DOESN'T, IT DOESN'T.

IT IS TOTALLY UP TO YOU.

I'M NOT GOING TO BE UPSET EITHER WAY, I JUST WANT TO BE ABLE TO GIVE YOU THE MOST UPDATED INFORMATION IF I CAN.

NOW I WILL TELL YOU, EVEN IF WE DO MAKE A CHANGE, MY RECOMMENDATION WOULD BE NOT TO HAVE IT START UNTIL JULY AND GO AHEAD AND HAVE OUR JUNE MEETING ON TIME. COINCIDENTALLY, BECAUSE OF THE 4TH OF JULY, WE'RE NOT GOING TO BE HERE THE FIRST WEEK OF JULY ANYWAY, SO WE'RE GOING TO HAVE TO MOVE THAT MEETING. BUT AGAIN, NOW, THE OTHER SIDE OF THIS FULL TRANSPARENCY, GENERALLY, OUR STATE CONFERENCES, THEY MEET THREE TIMES A YEAR ONLY, AND THAT'S GENERALLY THE THIRD WEDNESDAY, THURSDAY, FRIDAY. THERE MIGHT BE A COUPLE TIMES A YEAR THAT WE HAVE TO MOVE A DATE, BUT BUT WITH THE HOLIDAYS, WE'RE GOING TO HAVE TO MOVE DATES ON MONDAYS, TOO. THERE'S TO ME, THERE'S REALLY NO PERFECT DAY.

AND I'D JUST LIKE YOU ALL TO DISCUSS THAT AND GIVE ME FEEDBACK.

YEAH, I DON'T PERSONALLY HAVE ANY ANY CONCERNS ABOUT MOVING TO LATER IN THE MONTH.

TUESDAY. WEDNESDAY. I DON'T I DON'T THINK I PERSONALLY I DON'T HAVE A PREFERENCE.

I DO KNOW, I MEAN, WE ARE SHORT TWO MEMBERS RIGHT TO TONIGHT SO I DON'T, I DON'T I WOULD LIKE TO GIVE THEM AN OPPORTUNITY TO WHAT I WANT TO AVOID IS IF WE WERE TO DO A WEDNESDAY FOR SOMEBODY, SAY I CAN NEVER DO WEDNESDAY.

AND I WOULD. ABSOLUTELY.

RIGHT. SO THAT WOULD BE MY ONLY HESITATION CURRENTLY.

BUT I PERSONALLY DON'T HAVE AN ISSUE WITH EITHER TUESDAY OR WEDNESDAY, ESPECIALLY LATER IN THE MONTH, IF WE COULD, THE OTHER BOARD MEMBERS THAT ARE HERE TO GET AN IDEA, BECAUSE IF THERE'S A BOARD MEMBER THAT HERE THAT WENT TUESDAYS AND WEDNESDAYS AND THE THIRD WEEK ARE OUT, WE DON'T EVEN NEED TO READDRESS IT.

NO I DON'T HAVE A PROBLEM.

I ACTUALLY THINK THE THIRD THE THIRD WEEK OF THE MONTH IS SMART.

I WOULD RATHER HAVE I WOULD RATHER CONSISTENTLY HAVE UP TO DATE NUMBERS THAN THEM LAGGING A FEW WEEKS.

SO WEDNESDAYS DON'T BOTHER ME AT ALL.

SO I'M FINE WITH WEDNESDAYS.

THE THIRD WEEK OF THE MONTH WORKS FOR ME.

I'M OKAY WITH THE THIRD WEEK OF THE MONTH.

I AM AS WELL. THE THIRD WEEK OF THE MONTH IS GREAT BECAUSE WE HAVE UPDATED NUMBERS.

I AGREE OKAY, SO WE CAN PUT THIS BACK ON THE AGENDA.

NEXT MONTH IT'LL BE A VERY QUICK ITEM.

I CAN ALSO REACH OUT TO AND I'M NOT GOING TO ASK THEM TO APPROVE OR DISAPPROVE BECAUSE YOU CAN'T DO THAT. BUT I WILL GIVE THE BOARD MEMBERS THAT AREN'T HERE A HEADS UP THAT WE

[01:35:04]

HAD THE DISCUSSION THAT IT WOULD BE ON THE NEXT MONTH'S AGENDA, AND IF THEY HAD ANY SCHEDULING CONFLICTS TO LET ME KNOW IN GENERAL, BUT OTHERWISE IT WOULD BE ON THE AGENDA.

THEY ARE ALLOWED TO SAY THAT. THEY'RE ALLOWED TO SAY, WELL, I HAVE A CONFLICT BUT NOT VOTE ON THE ISSUE. CORRECT? CORRECT. OKAY. SO PERFECT.

THANK YOU. I MEAN, AGAIN, IT'S NOT THAT IT'S THEY'RE A MONTH APART, SO IT'S NOT LIKE IT'S FEWER MEETINGS FOR ME OR ANYTHING, BUT I WOULD PREFER TO BE ABLE TO PROVIDE YOU WITH THE MOST UPDATED NUMBERS, BECAUSE USUALLY WE'LL GET THE NUMBERS RIGHT AFTER WE HAVE A MEETING AND I'M LIKE, OH, NOW WE GOT TO WAIT TILL NEXT MONTH.

ALL RIGHT. SOUNDS GOOD. SO I DON'T BELIEVE WE NEED ANY ADDITIONAL OR ANY FURTHER ACTION ON THAT TONIGHT. NOPE. OKAY.

SO THAT'LL MOVE US ON TO ITEM OR SECTION KEY EXECUTIVE SESSION WHICH WE DO NOT HAVE ANYTHING ON FOR EXECUTIVE SESSION THIS EVENING.

SO WE WILL GO AHEAD AND MOVE FORWARD TO L IS ACTION PERTAINING TO EXECUTIVE SESSION.

WE WON'T NEED TO DO THAT BECAUSE WE'RE NOT IN EXECUTIVE. WE HAVEN'T GONE INTO EXECUTIVE SESSION MOVING US ON TO ADJOURNMENT, WHICH I WILL TAKE A VOTE FOR ADJOURNMENT.

AND YOU CAN VOTE YES BY STANDING UP AND LEAVING.

THANK YOU. I WAS GOING TO SAY YOU DON'T HAVE TO VOTE FOR A GERMAN, BUT YOU CAN VOTE.
