ANYONE WISHING TO SPEAK SHALL ADDRESS THE COMMITTEE DIRECTLY, NOT CITY STAFF OR OTHERWISE.
BE COURTEOUS, RESPECTFUL AND CORDIAL AND ALSO REFRAIN FROM MAKING PERSONAL, DEMEANING, INSULTING, THREATENING OR DISPARAGING REMARKS AS A RESULT. I'M SORRY AS TO MAINTAIN DECORUM AND SUPPORT THE EFFICIENT AND ORDERLY FLOW OF THE MEETING. AND OUR FIRST PERSON WOULD BE BENNELONG.
ALL RIGHT. GOOD EVENING EVERYBODY.
I JUST WANTED TO COME OUT AS A CITY RESIDENT.
MY NAME IS BEN LONG. I LIVE OVER IN THE TRAILS AT RIVERSTONE.
[00:05:01]
I'VE BEEN A CITY RESIDENT FOR ABOUT FIVE YEARS NOW.AND I KNOW A LOT OF PEOPLE IN MY NEIGHBORHOOD SPECIFICALLY THAT CARE A LOT ABOUT THIS CITY AND THE FUTURE THAT WE ARE STRIVING TO GET TO.
THERE'S A LOT OF GROWTH HAPPENING, AND AND WE'RE TRYING TO TRYING OUR BEST.
RIGHT? THAT'S WHY WE'RE ALL HERE.
WE HAD THIS HOME CHARTER COME INTO PLACE A COUPLE OF YEARS BACK.
AND HERE WE ARE MAKING THE FIRST ROUND OF AMENDMENTS.
WE WE'VE DONE THIS AS A NATION BEFORE.
OUR CONSTITUTION WAS WRITTEN, AND THERE WAS WRITTEN IN THAT CONSTITUTION WAYS TO AMEND THAT CONSTITUTION.
AND THEY DID SO, AND THEY CREATED THE FIRST TEN.
AND THOSE ARE THE MOST IMPORTANT.
THAT FIRST ROUND OF AMENDMENTS HAVE BEEN SUBSTANTIALLY LONG LASTING, AND THEY'RE WORLD RENOWNED NOW, THOSE FIRST TEN AMENDMENTS.
SO I DON'T THINK WE'RE GOING TO DO THAT TYPE OF WORK.
BUT WE STILL HAVE IMPORTANT WORK TO DO HERE WITHIN THE CITY.
SO AMENDMENTS ARE SERIOUS BUSINESS.
THERE IN THE, IN THE HOME RULE CHARTER, THERE'S SOME IT'S A PRETTY HIGH BAR TO PASS AMENDMENTS. AS YOU ALL KNOW, THERE'S TWO WAYS TO DO IT.
THIS BEING A COUNCIL APPOINTED COMMITTEE THEN THE OUTSIDE GROUP THE PETITION THE PEOPLE OUT THERE DOING IT, THE WE THE PEOPLE ROUTE SO I SUPPORT BOTH ROUTES.
I'M FOR BOTH ROUTES. I THINK IT'S GREAT THAT WE HAVE BOTH OF THOSE INSIDE OUR LAW.
SO THESE AMENDMENTS POTENTIAL AMENDMENTS THAT YOU'RE GOING TO CONSIDER ARE VERY LONG LASTING, AND I REALLY URGE EACH AND EVERY ONE OF YOU TO NOT JUST CONSIDER YOURSELVES AND THE CURRENT GENERATIONS THAT ARE LIVING HERE IN PRINCETON, BECAUSE YES, THESE AMENDMENTS WILL HAVE AN EFFECT IMMEDIATELY ON THE CURRENT GENERATIONS, BUT THEY'RE GOING TO HAVE LONG LASTING EFFECTS INTO THE FUTURE.
OUR CITY IS GROWING. IT'S NOT GOING ANYWHERE.
IT'S GOING TO BE HERE LONG AFTER WE'RE ALL GONE.
EVEN THE YOUNGEST OF THE GROUP HERE WILL BE LONG GONE.
AND THESE AMENDMENTS WILL POTENTIALLY STILL BE LAW HERE IN THIS CITY.
SO PLEASE PREVENT IMPULSIVE OR KNEE JERK TYPE REACTIONS, RIGHT? THAT'S WHY IT'S DIFFICULT TO DO THESE AMENDMENTS, IS WE DON'T WANT TO HAVE EMOTIONAL RESPONSES AND CHANGE THE LAW BECAUSE THE LONG LASTING IMPLICATIONS. SO PLEASE BE THOUGHTFUL, REALLY, REALLY DEEPLY. CONSIDER THESE IN A WAY THAT USES COMMON SENSE.
AND HOW WE CAN DO OUR BEST TO SEE INTO THE FUTURE, WHICH IS HARD TO DO FOR ALL OF US, OF COURSE, BUT DO OUR BEST TO SEE IN THE FUTURE TO SEE HOW THESE ARE GOING TO CHANGE THE FUTURE GENERATIONS. SO I JUST ENCOURAGE YOU TO TO BE AS THOUGHTFUL AS POSSIBLE, TO BE CONSIDERATE AND TO USE YOUR COMMON SENSE.
AND I REALLY HOPE ALL OF YOU WORK WELL TOGETHER AND AND SUCCEED IN THIS MISSION OF THIS COMMITTEE THIS REVIEW COMMITTEE.
THERE IS A DEADLINES INVOLVED IN THIS.
AUGUST 18TH IS THE DEADLINE THAT WE HAVE TO HAVE A CALL FOR AN ELECTION.
SO IF WE WANT TO MAKE CHANGES THIS NOVEMBER WE HAVE TO BE READY FOR CITY COUNCIL TO APPROVE THESE POTENTIAL AMENDMENTS AND CALL FOR THE ELECTION BY THE 18TH.
BUT THAT DEADLINE DOES NOT HAVE TO BE MET.
IT DOESN'T. THERE IS NO RUSH DOING THESE AMENDMENTS.
THERE'S. WE DON'T NEED TO RUSH TO GET TO THAT DEADLINE.
IF WE ALL COLLECTIVELY, IF WE ALL COLLECTIVELY GET TO THAT DEADLINE AND YOU ALL AGREE AND IT'S IT'S GREAT WORK, THEN.
IF YOU DON'T MEET THE DEADLINE, BUT YOU STILL COLLECTIVELY MEET AND AGREE AND WE END UP GOING TO THE NEXT ELECTION, YOU STILL ALL SUCCEEDED.
SO DON'T THINK OF A DEADLINE OF THIS ELECTION AS BEING THE THE A FORCE THING.
PLEASE USE COMMON SENSE AND AS MUCH TIME AS YOU NEED TO MAKE SURE WE GET GOOD DECISIONS.
AND THEN LASTLY, I JUST WANT TO SAY THANK YOU TO EACH AND EVERY ONE OF YOU.
I KNOW A FEW OF YOU I PERSONALLY, AND I UNDERSTAND YOUR REPRESENTATION IN THE COMMUNITY OUT THERE OUTSIDE OF CITY HALL.
SO I APPRECIATE EACH AND EVERY ONE OF YOU FOR WHAT YOU DO IN YOUR OWN COMMUNITIES.
I WANT TO THANK THE CITY STAFF, AMBER, MR. MASHBURN, OUR COUNCIL, OUR LEGAL COUNSEL, MR.
[00:10:01]
GRANT. THANK YOU FOR ALL THE EFFORTS YOU PUT IN TO FACILITATING THESE COMMITTEES.IT'S AN ARDUOUS TASK. I UNDERSTAND THAT.
OUR CITY STAFF IS A WONDERFUL GROUP OF PEOPLE, AND THEY THEY DO AMAZING THINGS LIKE THIS, PUTTING THIS TOGETHER FOR ALL OF US VOLUNTEERS TO COME OUT AND DO SO.
WE OWE A DEBT OF GRATITUDE TO ALL OF THEM.
AND THEN LASTLY, THANK YOU, CHIEF, FOR KEEPING US ALL SAFE WHILE WE'RE HERE. SO THANK YOU ALL FOR BEING HERE AND HOPE THE BEST FOR YOU.
CAN. ARE WE PERMITTED TO PUBLICLY SPEAK OR BECAUSE WE'RE ON THE COMMITTEE? NO. YEAH. YEAH, YOU CAN SPEAK.
YEAH. REAL QUICK DO YOU WANT TO KIND OF DO IT BECAUSE WE'RE GOING TO BE DOING WELCOMES AND INTRODUCTIONS. DO YOU WANT TO KIND OF SAVE IT FOR THAT? AND EVERYBODY CAN KIND OF SAY WHO THEY ARE AND THEN THEN GIVE THEIR SPELL OKAY.
AND I BELIEVE THAT THAT IS GOING TO BE THE LAST THAT'S THE ONLY PERSON.
RIGHT. OKAY. SO THIS WILL TAKE US TO OUR REGULAR AGENDA IS GOING TO BE ITEM G ONE 2025
[G.1 2025-001 Welcome and Introductions.]
DASH 001 WELCOMES AND INTRODUCTION.EVERYBODY KNOWS ME BY MY NAME, EUGENE. I'M THE MAYOR OF PRINCETON, AND I JUST WANT TO THANK EVERYBODY FOR VOLUNTEERING THEIR TIME. THIS IS PROBABLY ONE OF THE MOST IMPORTANT COMMITTEES THAT THAT WE HAVE GOING ON.
RIGHT? RIGHT NOW. BEEN KIND OF TOOK A LOT OF WHAT I WANT TO SAY. HE SHOULD HAVE OPENED THE MEETING, BUT I JUST WANTED TO STRESS THE FACT OF HOW IMPORTANT THIS IS, HOW IMPORTANT EVERYBODY IN THIS ROOM RIGHT NOW IS FOR THE FUTURE OF THIS CITY.
AND I JUST WANT TO THANK EVERYBODY FOR VOLUNTEERING THEIR TIME. LIKE I SAID, THIS ISN'T A RUSH. LIKE LIKE BEN SAID.
WE WANT TO MAKE SURE THAT WE DO THIS RIGHT.
BECAUSE, YOU KNOW, WHETHER WE AGREE WITH HOW THINGS HAVE DONE IN THE PAST OR NOT, RIGHT NOW, WE HAVE THE CHANCE TO FIX EVERYTHING THAT'S BEEN DONE. SO JUST PLEASE KEEP IN MIND THAT THIS IS NOT FOR YOU.
THIS IS NOT TO FIX YOUR PERSONAL PROBLEM.
THIS. THIS IS TO FIX THE CITY.
THIS IS FOR EVERYBODY. LIKE YOU SAID, THE FUTURE GENERATION THAT YOU'VE MADE KEEP.
KEEP THEM IN MIND WHEN YOU'RE MAKING THESE CHOICES.
BECAUSE THIS IS THIS IS LIKE THIS IS PRINCETON'S KIND OF CONSTITUTION.
THIS IS THIS IS WHAT'S GOING TO GOVERN THE CITY IS GOING TO GOVERN YOU IN THE FUTURE.
SO I JUST WANT TO JUST JUST THANK EVERYBODY FOR BEING HERE, AND THEN I'LL GO TO I MEAN, YOU WANT TO GO.
YEAH, ACTUALLY, LET'S START WITH GRANT.
MY NAME IS GRANT LOWRY. I'M THE ASSISTANT CITY ATTORNEY, SO I KNOW A GOOD HANDFUL OF THE PEOPLE IN THE ROOM. SO IT'S GOOD TO SEE SOME FAMILIAR FACES AND ALSO MEET SOME NEW FACES. JUST KIND OF ECHO WHAT WHAT MAYOR SAID, YOU KNOW, APPRECIATE EVERYONE VOLUNTEERING THEIR TIME.
THIS IS, IF NOT THE MOST IMPORTANT THING.
IT'S ONE OF THE MOST IMPORTANT THINGS THE CITY WILL DO. THE HOME RULE CHARTER IS ESSENTIALLY OUR CONSTITUTION.
SO THAT'S WHAT MAKES LOCAL GOVERNMENT SO, SO UNIQUE IS TO BE ABLE TO HAVE, YOU KNOW, 23 VOICES CHIMING IN AND HELPING LOOK OVER THE CHARTER.
SO I'M EXCITED TO GET STARTED.
NICE TO MEET A LOT OF YOU GUYS AND SEE SOME FAMILIAR FACES.
ALL RIGHT. HI EVERYBODY. I'M MIKE MASHBURN, CITY MANAGER.
I'VE BEEN HERE ALMOST A YEAR AND A HALF, AND IN THAT TIME WE'VE SEEN INCREDIBLE GROWTH. IN FACT, WHEN THIS WAS FIRST CONTEMPLATED, WE WERE LESS THAN HALF OF OUR POPULATION TODAY, WHICH IS KIND OF CRAZY TO THINK ABOUT.
AND MANY OF YOU ARE PROBABLY AWARE. AND IF YOU'RE NOT, WE WERE JUST NAMED THE FASTEST GROWING CITY IN THE UNITED STATES.
SO THE WEIGHT OF WHAT YOU ALL CARRY AS YOU YOU DELIBERATE.
THIS IS PRETTY GREAT. THERE'S A LOT OF EYES ON US, AND THERE'S A LOT OF PEOPLE WATCHING TO SEE HOW WE TAKE THE LEAD AND HOW WE WE FORM THE CITY MOVING FORWARD. SO THANK YOU ALL FOR BEING HERE. I KNOW IT'S IT'S NOT EASY TO BE APART FROM YOUR FAMILY, ESPECIALLY MANY MEETINGS A MONTH AND FOR SEVERAL MONTHS AT A TIME, IN PARTICULAR SUMMERTIME THAT'S COMING UP.
IF YOU HAVE KIDS AND FAMILIES, THAT'S VACATION TIME. SO THANK YOU FOR BEING SELFLESS AND FOR BEING HERE AND FOR FRAMING THE CITY.
HI EVERYONE. I'M TERRENCE JOHNSON I'M BEEN IN PERSON FOR JUNE.
WILL BE NINE YEARS. I'VE GROWN TO LOVE THE CITY SEEING THE POTENTIAL IN THE CITY.
AND THAT'S WHAT INITIALLY GOT ME WANTED TO BE INVOLVED WITH THESE THINGS.
SO I'VE SERVED ON THE EDC AND NOW AS A CITY COUNCIL.
TONIGHT, I'M HERE IN NOT MY OFFICIAL CAPACITY, BUT AS A RESIDENT AND A RESIDENT THAT IS WANTING TO HELP MAKE THE BEST DECISION FOR THE CITY OF PRINCETON. SO AGAIN, THANKS EVERYBODY FOR BEING HERE.
MY FAMILY AND I. WE MOVED HERE IN 2012, AND SO WE'VE ACTUALLY SEEN QUITE A BIT OF GROWTH IN THE AMOUNT OF TIME THAT WE'VE BEEN HERE.
I AM ONE OF, I THINK 3 OR 4 PEOPLE IN THIS ROOM THAT SAT ON THE ORIGINAL HOME RULE CHARTER COMMISSION AND HELPED TO PUT THAT DOCUMENT TOGETHER.
AND SO, LIKE MISTER LONG STATED AND MAYOR ESCOBAR STATED THIS IS DEFINITELY SOMETHING
[00:15:05]
THAT WE CAN'T TAKE LIGHTLY THAT WE REALLY SHOULD TAKE OUR TIME WITH.WHAT I WILL SAY, AND MR. MASHBURN SAID WHEN WE DRAFTED THAT INITIAL DOCUMENT, THE POPULATION WAS, YOU KNOW, LESS THAN HALF OF WHAT WE ARE NOW.
AND SO AS WE LOOK AT THESE AMENDMENTS THE AMENDMENTS SHOULDN'T JUST SERVE THE HERE AND NOW, BUT THINK ABOUT WHAT THE POPULATION IN THIS CITY IS GOING TO BE LIKE IN TWO TO 3 TO 5 YEARS. WE COULD BE DOUBLED IN.
AND SO AS WE WE LOOK AT AMENDING THIS DOCUMENT.
I JUST FROM, FROM THE EXPERIENCE OF SITTING ON THIS BEFORE THINK ABOUT THE FUTURE, BUT I'M LOOKING FORWARD.
TO TO WORKING WITH EACH OF YOU LIKE MR. JOHNSON. I DO SERVE ON THE CITY COUNCIL.
I AM NOT HERE AS A CITY COUNCIL MEMBER LIKE HIM.
I'M HERE AS A RESIDENT BECAUSE I DO LOVE THIS TOWN.
AND SO, AGAIN, LOOKING FORWARD TO WORKING WITH EACH OF YOU.
MY NAME IS CAROLYN DAVID GRAVES.
I MOVED HERE TO PRINCETON IN 2022.
AND I HAVE GROWN TO LOVE THIS CITY.
WHENEVER PEOPLE ASK ME WHERE I'M FROM, I TELL THEM I'M FROM THE PEARL OF NORTH DALLAS. AND THEN THEY ASK, WHERE IS THAT? AND I SAY, IT'S PRINCETON.
AND SO IT MEANS A LOT TO ME TO BE INCLUDED ON THIS COMMITTEE.
NOT AS A COUNCIL MEMBER AS I AM, BUT AS A RESIDENT.
I TAKE THIS VERY SERIOUSLY, AND ONE OF THE THINGS THAT I REMEMBER VERY WELL FROM JUST HISTORY AND WHAT I KNOW ABOUT AMERICA, MOST OF US KNOW TIMES SQUARE, NEW YORK, AND WE ARE FAMILIAR WITH IT, IF FOR NOTHING ELSE, BUT FOR THE BIG DROP ON NEW YEAR'S EVE OR NEW YEAR'S.
THAT WAS TIMES SQUARE WAS A PLACE WHERE THE ARTISTS AND JUST THE PEOPLE WHO DID NOT MAKE IT IN THE BIG TIMES HUNG OUT.
IT WAS A PLACE OF CULTURE, A PLACE OF TRANSFORMATION, A PLACE OF SO MANY ECLECTIC, WONDERFUL THINGS HAPPENING.
AND THE POLITICIANS DECIDED THAT WE NEEDED TO DO SOMETHING ABOUT TIMES SQUARE, BECAUSE THE PEOPLE GOING IN THERE, NOT SO VERY WELL CULTURED AND CRAZY THINGS HAPPENED THERE. THEY MADE CHANGES TO TIMES SQUARE, AND MAYBE THOSE CHANGES WHEN WE LOOK AT THEM TODAY, THEY SEEM WONDERFUL. BUT THE ONE THING THEY DID NOT DO IS INCLUDE THE PEOPLE WHO ACTUALLY LIVED, WORKED AND OPERATED IN TIMES SQUARE.
AND SO TIMES SQUARE AS WE KNOW IT TODAY, SEEMS TO BE A WONDERFUL PLACE.
BUT THERE IS A HISTORY, A RICHNESS THAT WAS NOT INCLUDED, AND I WONDER HOW MUCH BETTER IT COULD BE IF THEY COULD HAVE INCLUDED THOSE PEOPLE WHO REALLY MADE AND OWNED TIMES SQUARE.
SO I'M GLAD THAT WE'RE INCLUDING RESIDENTS, AND NOT JUST COUNCIL AND CITY STAFF AND PEOPLE WHO ARE ABOVE THE FRAY, NOT THE NORMAL RESIDENTS OF PRINCETON.
IT MEANS A LOT, AND I'M GLAD TO SEE US ALL HERE, AND I HOPE WE CAN WORK WELL TOGETHER TO LAY THE FOUNDATION FOR WHAT WOULD LEAD PRINCETON, NOT ONLY IN THE NEXT FIVE YEARS, BUT INTO THE NEXT 555 YEARS, IF IT'S AROUND. I WELCOME THE OPPORTUNITY TO WORK WITH ALL OF YOU.
AND AGAIN, I AM SO GRATEFUL TO BE HERE.
I'M SUFFERING THE EFFECTS OF A CHEST COLD, BUT I'M HAPPY TO BE HERE.
AND WE'VE BEEN IN TRAILS RIVERSTONE FOR ABOUT TWO AND A HALF YEARS.
AND I CAME TO MY FIRST CITY COUNCIL MEETING THE OTHER NIGHT.
AND SINCE THE EXCITEMENT OF LEADING THE CITY INTO THE NEW ERA, I'M FAMILIAR WITH THE PERCENTAGE CHANGE.
LEAPFROG JUST JUST GOES CRAZY.
AND I'M HAPPY TO BE A PART OF THIS EFFORT AND CONTRIBUTE IN SOME SMALL WAY TO TO THE FUTURE. HELLO. MY NAME IS ZEB.
WE MOVED HERE A LITTLE OVER A YEAR AGO.
WE'RE IN SOUTH RIDGE. IT'S OUR FIRST HOME.
I'M SO HAPPY TO BE HERE IN PRINCETON.
I ALSO SERVE ON THE COLLIN CENTRAL APPRAISAL DISTRICT AS ONE OF THE BOARD OF DIRECTORS.
AND WE KNOW THAT ALL THE GROWTH IN COLLIN COUNTY IS IN NORTHEAST COLLIN COUNTY AND INCLUDING HERE IN PRINCETON. SO IT'S EXCITING TO BE A PART OF THIS.
GOOD EVENING. MY NAME IS DAVID CLEAVER.
I HAVE WE'VE LIVED IN THE CITY SINCE WELL, ABOUT 14 OR 15 YEARS.
I'VE BEEN VERY FORTUNATE TO BE ABLE TO HAVE SURGE IN CAPACITIES WITH THE CITY.
[00:20:01]
IT'S A GROWING CITY. OF COURSE, WE ALL KNOW THAT.I LOVE OUR CITY. AND I'M VERY HAPPY THAT I'M ON THE CHARTER COMMISSION.
I, I WASN'T ABLE TO SERVE ON IT A FEW TIMES.
I KNOW WHEN IT FIRST CAME UP AND IT DIDN'T PASS 2 OR 3 TIMES I SERVED, BUT, I'M VERY HAPPY TO BE HERE.
THANK YOU. HELLO, MY NAME IS AMISHA NEEL AND I HAVE BEEN IN PRINCETON SINCE FOR ABOUT 1111 YEARS.
I AM HAPPY TO HAVE BEEN SELECTED TO BE A PART OF THIS COMMITTEE.
I'VE ENJOYED LIVING HERE, MEETING RESIDENTS, RAISING MY CHILDREN HERE.
I'M PRETTY CONNECTED IN COLLIN COUNTY, SO THAT'S ONE OF THE REASONS I DECIDED TO ACCEPT THIS APPOINTMENT.
AND I'M GOOD AT PROCESS AND PROCEDURES.
SO LET'S GO. HI. I'M ALISON GUERRERO.
I COME TO A LOT OF CITY COUNCIL MEETINGS.
I STARTED COMING WHEN I GOT A NOTIFICATION THAT SOMETHING THE SCHOOL WAS BEING BUILT BEHIND MY HOUSE. AND THEN WHEN I STARTED COMING, I REALIZED THAT THERE WAS A LOT OF INFORMATION THAT WAS AT THE CITY COUNCIL MEETINGS THAT MOST PEOPLE DIDN'T KNOW ABOUT. SO I JUST KEPT COMING BECAUSE I WANTED TO BE INFORMED ABOUT KIND OF WHAT THE CITY HAD GOING ON.
I'VE BEEN IN PRINCETON FOR ABOUT FIVE YEARS NOW.
WHEN I WAS LIVING IN PLANO, I HAD NEVER HEARD OF PRINCETON.
MY REALTOR TOLD ME ABOUT IT, AND I LIVED HERE FOR THREE YEARS BEFORE ANY OF MY FRIENDS KNEW WHERE PRINCETON WAS.
SO IT'S DEFINITELY GROWING AT A FAST PACE.
AND I THINK BEING INVOLVED IN THIS AND OTHER THINGS WILL HELP TO GET IT GOING IN THE RIGHT DIRECTION. MY NAME IS RANDALL ROBERTS.
I MOVED TO PRINCETON IN 2019 WITH MY FAMILY.
WE'VE HAD TWO DAUGHTERS WHO HAVE ACTUALLY BEEN LIVING HERE FOR ALMOST 20 YEARS.
MY BACKGROUND IS MOSTLY CORPORATE AMERICA AND WORKING WITH BUSINESSES INTERNATIONALLY.
FORTUNE 50 COMPANIES. BUT ALSO DURING THAT TIME STARTING AT THE AGE OF 17.
MY FAMILY AND DOCTOR PAINTED ME INTO LOCAL POLITICS, WHICH THEY WERE INVOLVED IN, AND I WAS AS WELL FOR SIX YEARS IN SOUTHERN CALIFORNIA. AND WHAT I HAVE NOTICED ABOUT PRINCETON AND PRETTY MUCH GENERALLY NORTH TEXAS IS THE EXACT SAME THING IS HAPPENING HERE THAT HAPPENED 40 YEARS AGO IN SOUTHERN CALIFORNIA, WHERE AGRICULTURAL LAND WAS BEING CONVERTED TO RESIDENTIAL, BUSINESS, INDUSTRY, COMMERCIAL, AND ALL THE GROWING PAINS THAT GO WITH THIS.
I SAW THE GREAT, THE GOOD, THE BAD, THE REALLY UGLY, THE ILLEGAL, AND MANY OTHER THINGS HAD HAPPENED.
AND ONE MISTAKE THEY PROBABLY MADE IN GENERAL THAT I COULD IDENTIFY IS THAT THEY MOVED TOO FAST. WE ACTUALLY HAD LARGE RESIDENTIAL AREAS THAT THEY HAD TO TEAR OUT THE HOUSES BECAUSE THEY HADN'T PLANNED FOR ANY SHOPPING OR SCHOOLS, AND THEY REPLACED THOSE AREAS WITH SHOPPING IN SCHOOLS.
NOW, THAT MISTAKE HASN'T REALLY BEEN REPEATED SINCE THOSE DAYS, AND I DON'T CERTAINLY SEE IT OR OBSERVING IT HAPPENING HERE, BUT I'M VERY HAPPY WITH THE CHOICES THAT PRINCETON IS MAKING IN SLOWING THINGS DOWN AND WRESTLING WITH SOME OF THE ISSUES THAT THEY'RE HAVING WITH THE GROWTH, AND I LOOK FORWARD TO PARTICIPATING IN THAT PROCESS.
GOOD EVENING. MY NAME IS MARLA OBARA.
I'VE SERVED THE CITY IN VARIOUS CAPACITIES AS OF RECENTLY, FORMERLY A CITY COUNCIL.
I'VE I'VE ALWAYS ONLY WANTED TO LEND MY SERVICES TO THE BENEFIT OF PRINCETON, HOWEVER THEY SEE FIT. AS AN ATTORNEY, I'VE RECENTLY PURCHASED A COMMEMORATIVE CONSTITUTION, A BIG SIZE CONSTITUTION OF THE UNITED STATES.
WITH A COMMEMORATIVE PIN JUST FOR OFFICE DECORATION.
AND I SAY THAT TO SAY JUST TO WANT EVERYBODY TO REALIZE WHAT WE'RE ACTUALLY INVESTED IN HERE. THIS, EVEN THOUGH ON A SMALLER SCALE, IS VERY COMMEMORATIVE.
WHAT WE'RE DOING IS VERY IMPORTANT PIECE OF WHAT WE'RE DOING IN GOVERNMENT.
[00:25:03]
WE'RE ACTUALLY MAKING AN AMENDMENT.WE'RE ACTUALLY BUILDING INTO OUR VISION OF A CITY FOR OUR FUTURE, JUST AS MISTER LONG SAID.
I LOVE THIS CITY, AND I THINK WE HAVE AN OPPORTUNITY.
JUST LIKE WHEN US WAS FOUNDED, I'M SURE THEY DIDN'T KNOW WHAT THEY WERE CREATING. BUT WE HAVE THAT SAME OPPORTUNITY HERE.
AS WE EVOLVE OUR CITY AND WHAT WE WANT TO SEE FOR OUR CHILDREN AND OUR GRANDCHILDREN.
THANK YOU. HI, I'M JENNIFER KELTON.
I'VE LIVED HERE IN PRINCETON SINCE LATE 2020.
I'M CURRENTLY SERVING ON THE PLANNING AND ZONING COMMISSION.
I HAVE NO IDEA HOW I GOT INVOLVED WITH CITY POLITICS.
I'M VERY OUTSPOKEN AND I THINK I JUST MEANDER INTO THINGS SOMETIMES.
BUT ANYWAY, TO TO BEN LONG'S POINT.
I THINK THAT THE WORK HERE THAT WE ARE DOING AND, AND TO MARLOWE'S POINT ABOUT THE CONSTITUTION AND HOW VITAL AND IMPORTANT THAT WORK IS TO TO THE CITY OF PRINCETON.
NOW, I KNOW THAT WE'VE BEEN TASKED TO DO SOMETHING VERY ARDUOUS, AND IT CAN BE VERY CHALLENGING TO CONSIDER WHAT THIS CITY LOOKS LIKE IN FIVE YEARS FROM NOW, OR THE NEXT GENERATION, ETC.
SO IT CAN BE VERY CHALLENGING TO DO THAT.
A LOT OF TIMES, A LOT OF TIMES IN MY LIFE WHEN I'M UP AGAINST VERY CHALLENGING TASKS, I USE THE RULE OF 70, RIGHT? OR WE IF WE CAN GET 70% RIGHT, WE'RE OFF TO A REALLY GOOD START, AND THEN WE CAN COME BACK AND WORK ON FIXING 70% OF THAT REMAINING 30 AND THEN KEEP CHIPPING AWAY AT IT AT THAT WAY.
SO I HOPE AT LEAST WHEN WE'RE DONE HERE, WE CAN HAVE THE MAJORITY OF THE OF THE FRAMEWORK COMPLETED FOR THE FIRST SET OF AMENDMENTS AND UNDERSTANDING THAT, JUST LIKE THE CONSTITUTION, THERE ARE MANY AMENDMENTS, AND THINGS HAVE TO CHANGE WITH TIME AND AS CULTURE SHIFT AND AS THE LANDSCAPE SHIFTS.
SO I'M JUST REALLY EXCITED TO BE A PART OF THIS KIND OF FOUNDATIONAL FIRST SET OF AMENDMENTS. AND I'M THANKFUL TO EVERYONE WHO HAS WELCOMED ME HERE AND I LOOK FORWARD TO WORKING WITH EVERYBODY. THANK YOU.
I DO SERVE ON THE PLANNING AND ZONING.
BOARD. I'VE BEEN HERE IN PRINCETON SINCE 2020.
I AND I WAS ACTUALLY ONE OF THE THREE PEOPLE THAT ARE CURRENTLY HERE.
THERE WERE 15 OF US THAT WERE PART OF THE PRIOR HOME RULES COMMITTEE.
IT WAS A PLEASURE. IT WAS AN HONOR.
AND I CAN SAY OVERALL FOR THE MOST.
BUT ONE THING PLEASE KEEP IN MIND WHEN WE'RE GOING THROUGH THIS EXERCISE, WE'RE NOT ALL GOING TO AGREE, BUT DON'T LET OUTSIDE INFLUENCE.
YOUR WAY OF THINKING. THINK OPEN MINDED INTO THIS.
THIS, AS BEN HAS SAID, AS MARLOWE HAS SAID, AS THE MAYOR AS WELL AS THE CITY MANAGER. THIS IS SOMETHING THAT'S PAVING THE WAY FOR US CURRENTLY.
OUR CHILDREN, GRANDCHILDREN, GREAT GRANDCHILDREN.
AND I DON'T KNOW ABOUT ALL OF YOU, BUT THIS IS MY HOME.
I'M NOT GOING ANYWHERE ANYTIME SOON, AND I PLAN ON PAYING MY MORTGAGE OFF IN ABOUT 20 YEARS, SOMETHING LIKE THAT.
BUT JUST PLEASE BE VERY OPEN MINDED.
AND THERE IS A LOT OF TALK ABOUT WHAT NEEDS CHANGING, BUT LET'S ALL WORK TOGETHER TO MAKE THOSE CHANGES HAPPEN.
THANK YOU. MY NAME IS JODIE SUTHERLAND.
I MUST CONFESS, I WAS THE CHAIRMAN OF THE FIRST COMMISSION HOME RULE CHARTER COMMISSION. THANKS PARTLY TO MY SOFT SPOKEN FRIEND HERE WHO NOMINATED ME.
AND AS I SIT HERE AND INHALE ALL OF THE CONVERSATION AND LOOK AROUND THE ROOM, I AM QUITE STUNNED AT THE AT THE GROUP.
IT IS AT THE CONTRAST, MY FIRST GROUP, AND I DO NOT WANT TO INSULT THE FIRST GROUP AT ALL.
BUT THE MAKEUP HAS CHANGED ABOUT AS MUCH AS ABOUT US.
THANK YOU. ABOUT AS MUCH AS PRINCETON HAS.
AND I WILL SAY, AS I LOOK BACK AND I WAS THINKING ABOUT THIS HOW I WAS VERY, VERY CHILLED GOING INTO THAT BECAUSE NO ONE HAD EVER TOLD ME THAT IT HAD BEEN VOTED DOWN
[00:30:01]
3 OR 4 TIMES BEFORE. UNTIL WE WERE OVER.AND I DON'T THINK I WOULD HAVE BEEN QUITE AS RELAXED IF I HAD KNOWN THAT, BUT IT WAS A GREAT EXPERIENCE.
I'M LOOKING FORWARD TO WORKING WITH THE PEOPLE HERE. I'VE BEEN AN ATTORNEY FOR ABOUT 40 YEARS. AND A VERY ECLECTIC BACKGROUND IN VARIOUS POLITICAL THINGS ALL OVER THE WORLD. FOR A LONG TIME, I WAS LUCKY AND RAN INTO THE RIGHT PERSON WHO WAS A CHAIRMAN OF THE SENATE INTELLIGENCE COMMITTEE IN WASHINGTON, DC AND GOT ME INVOLVED IN SOME VERY INTERESTING PROJECTS. PRESENTLY, I'M ON THE NORTH TEXAS MUNICIPAL WATER DISTRICT AND SHARING A GOOD COMMITTEE AND ENJOYING SERVING PRINCETON. LOOKING FORWARD TO THIS GROUP. THANK YOU. MY NAME IS SKYLER SMITH, AND AS OF JUNE 16TH I WILL HAVE LIVED IN THE CITY FOR A WHOLE YEAR.
I AM VERY EAGER TO SEE WHAT PRINCETON WILL BECOME OVER THIS ALMOST YEAR.
I HAVE MET SOME OF THE BEST, AND THEY'RE QUICKLY BECOMING THE BEST PEOPLE I HAVE EVER MET. AND I LOOK FORWARD TO ENGAGING WITH THEM IN THE FUTURE.
I LOOK FORWARD TO GETTING TO SEE WHAT THE HOME RULE CHARTER COMMITTEE PASSES, WHAT THEY KNOCK DOWN, AND BASICALLY I'M HERE FOR IT ALL.
I THANK YOU FOR THE OPPORTUNITY.
ALL WHO HAVE APPROVED MY NOMINATION.
I THANK YOU FOR BASICALLY LETTING ME BE IN ATTENDANCE.
THANK YOU. MY NAME IS JASON RUTLEDGE. I'VE BEEN A RESIDENT OF PRINCETON SINCE 2011, 2012, SOMEWHERE AROUND THAT RANGE OF TIME FLIES.
I'VE SERVED ON THE CDC, BOTH SITTING AS A DIRECTOR AND ALSO AS A CHAIR. I'VE BEEN BEHIND THE SCENES WITHIN THE CITY, TRYING TO JUST PLAY A PART IN DOING THE GOOD.
I TRULY BELIEVE IN THE CITY OF PRINCETON.
I BELIEVE IN THE VOICES OF PRINCETON.
I BELIEVE IN WHAT PRINCETON CAN CAN BE IN THE FUTURE, AND I'VE TRIED TO JUST BE A PART OF WHATEVER CHANGE I CAN BE A PART OF AND HELP IT GET TO ITS BEST STATE. I DEFINITELY RESONATE WITH SOME OF THE THINGS THAT BEING SAID TONIGHT.
I STRONGLY FEEL THAT THERE'S AN OPPORTUNITY FOR US TO MAKE SOME TACTICAL DECISIONS THAT EQUATE TO STRATEGIC WINS.
AND I AND I STRONGLY FEEL THAT THIS IS THE THE GROUP OF INDIVIDUALS THAT ARE IN PLACE TO BE ABLE TO DO SO. ONE OF THE THINGS I'M EXCITED ABOUT SEEING HERE IS ALL THE DIFFERENT FACES AND ALL THE DIFFERENT VOICES FROM DIFFERENT BACKGROUNDS.
I, I STRONGLY HAVE LOOKED AT SOME OF THE THINGS THAT THE CITY HAS DONE OVER THE YEARS AND BELIEVE THAT WE HAVE AN OPPORTUNITY TO REALLY MAKE A CHANGE HERE.
I'M LOOKING FORWARD TO THE WORK THAT WE'RE GOING TO DO HERE TONIGHT.
AND ONE OF THE THINGS I'M HOPING THAT COMES OUT OF THIS, THIS COMMITTEE, IS THAT WE ARE PUT IN A PLACE TO WHERE THE VOICE OF THE MANY ARE TAKEN INTO CONSIDERATION OVER THE FEW.
AND SO I THINK THAT'S THE WAY THAT POLITICS SHOULD BE.
I THINK THAT THIS IS EXACTLY WHAT WE'RE SEEING HERE, AND I'M EXCITED ABOUT BEING A PART OF IT. SO THAT'S ME.
MY NAME IS MICHELLE BELL, AND YES, IT RHYMES.
16 YEAR OLDS TELL ME THAT ALL THE TIME AT THE GROCERY STORE.
LIKE, I DON'T KNOW. I AM HERE BECAUSE I AM FIERCELY PATRIOTIC.
I LOVE MY COUNTRY. AND I LOVE THIS TOWN.
AND ANYTIME SOMEONE COMES TO ME AND SAYS THERE'S TALK OF CHANGING AN AMENDMENT IN THE CONSTITUTION. I'M ALL OVER IT.
AND I WILL TAKE THAT SAME SERIOUSNESS TOWARDS THIS COUNCIL.
GOOD EVENING TO EVERYBODY. MY NAME IS MARK CRISWELL.
I'VE BEEN IN PRINCETON RESIDENT SINCE AUGUST OF 2021.
FIRST I WOULD LIKE TO THANK THE COUNCIL, THE MAYOR AND THE CITY MANAGER FOR OPENING UP THIS COMMITTEE BECAUSE I'M EXCITED ABOUT THE FUTURE OF PRINCETON.
MYSELF, I AM A RISK AND COMPLIANCE BACKGROUND IN MY CORPORATE LIFE, BUT NOW I'M A SMALL BUSINESS OWNER, SO I'M READY TO SEE CHANGE AND DEVELOPMENT WITHIN THE CITY. SO I'M EXCITED.
I'M OPEN. I'M WILLING TO MAKE CHANGE.
SO THANK YOU SO MUCH FOR APPOINTING.
I HAVE LIVED IN PRINCETON A LITTLE OVER FOUR YEARS.
AND I AM HONORED TO BE PART OF THIS COMMITTEE AND TO LOOK TO THE FUTURE FOR ALL OF US.
I'M A RETIRED PUBLIC SCHOOL HIGH SCHOOL ADMINISTRATOR, AND IN THAT ROLE, I THINK WE WERE ALWAYS LOOKING TO THE FUTURE.
[00:35:02]
WE HAD KIDS IN FRONT OF US ALL THE TIME IN HIGH SCHOOL.KIDS ARE GETTING READY TO GRADUATE.
YOU'RE ALWAYS LOOKING TO THE FUTURE IN TERMS OF WHAT WILL HOW CAN YOU LAUNCH THEM AND WHAT WILL THEY BE WHEN YOU LAUNCH THEM? AND SO I THINK THAT AS ALL OF MANY OF YOU HAVE SPOKEN TONIGHT ABOUT ENSURING THAT THE FUTURE OF PRINCETON IS SECURE BUT GOOD AND GOOD FOR EVERYONE WHO LIVES HERE, THAT RESONATES WITH ME AND WHERE I'VE BEEN IN MY LIFE. SO THANK YOU FOR THIS OPPORTUNITY.
HI, I'M SHERRI CAMPBELL AND I'VE BEEN A PRINCETON RESIDENT FOR A LITTLE OVER 20 YEARS. I'M OVER HALF OF THAT WAS WITHIN THE CITY LIMITS.
AND AS SOON AS I WAS MOVED INTO TOWN, I STARTED VOLUNTEERING ON DIFFERENT COMMISSIONS HERE IN THE CITY.
I'VE SEEN A LOT OF GROWTH LIKE THE REST OF YOU HAVE, AND I'M JUST HOPING TO TO KEEP THE PROGRESS WITH PURPOSE.
THAT IS OUR MANTRA. SO GLAD TO BE HERE.
AMBER? YEAH. HI, I'M AMBER ANDERSON.
I'M HAPPY TO BE HERE. ALL RIGHT.
ONCE AGAIN, I WANT TO THANK EVERYBODY FOR BEING HERE.
WE REALLY HAVE A UNIQUE GROUP OF PEOPLE IN THIS ROOM OF RESIDENTS IN THIS ROOM, AND I THINK THAT IT'S GOING TO TAKE ALL OF US TO GET US TO TO THAT, TO THAT NEXT LEVEL. WE HAVE PEOPLE FROM CURRENT COUNCIL TO FORMER COUNCIL TO NEW RESIDENTS TO OLDER RESIDENTS.
SO I THINK THAT WE WE HAVE THE RIGHT GROUP OF PEOPLE HERE TO ACTUALLY GET US TO THE PLACE THAT WE NEED TO BE. I'M NOT SAYING THAT, YOU KNOW, THE THE CHARTER IS, IS BAD OR ANYTHING, BUT THE PERSON HAS CHANGED FROM THE TIME THAT IT WAS, IT WAS IT WAS DONE.
SO THESE AMENDMENTS, LIKE I SAID, ONCE AGAIN, JUST KEEP IN MIND THAT LET'S NOT TAKE THIS PERSON.
LET'S NOT, YOU KNOW, LET'S EVERYBODY GET ALONG.
BECAUSE LIKE I SAID, WE'RE NOT GOING TO AGREE ON EVERYTHING THAT THAT COMES UP. I THINK THAT EVERYBODY HAS KIND OF WHAT THEY THINK IS WRONG WITH THE CHARTER, WHAT THEY THINK IS RIGHT WITH THE CHARTER. BUT THE COLLECTIVE SHOULD, SHOULD WIN IN MOST OF THESE DEBATES.
SO BUT FROM HERE WE'RE GOING TO GO AHEAD.
I'M GOING OUT OF, OUT OF ORDER.
AND I WANT TO START WITH G FOUR.
[G.4 2025-004 Consider appointing a Chairperson and Vice Chairperson of the Committee; and take appropriate action.]
AND NOW WE CONSIDER APPOINTING A CHAIRPERSON AND VICE CHAIRPERSON OF THE COMMITTEE AND TAKE APPROPRIATE ACTION.AND GRANT, I'M NOT SURE YOU WANT TO LEAD THAT OR HOW DO YOU HOW WOULD YOU LIKE THAT TO GO? YEAH. SO THE RESOLUTION THAT KIND OF APPOINTED THIS COMMITTEE BACK IN APRIL ON APRIL 28TH OF THIS YEAR.
ONE OF THE REQUIREMENTS WAS FOR THE COMMITTEE TO APPOINT A CHAIR AND A VICE CHAIR.
SO OBVIOUSLY WHENEVER WE DO THAT, WE'LL JUST NEED A FIRST AND A SECOND.
SO OBVIOUSLY PEOPLE CAN KIND OF NOMINATE THEMSELVES OR SOMEONE ELSE IN THE ROOM.
YOU KNOW, WHAT IS THE REQUIREMENT OF A CHAIR OR A VICE CHAIR? SO OBVIOUSLY THE CHAIR IS GOING TO KIND OF PRESIDE OVER THE MEETING.
RUN THE MEETING KIND OF WHAT THE MAYOR HAS DONE, DONE TONIGHT, KIND OF TAKE TAKE THE REINS MOVING FORWARD ON THAT.
YOU MAY HAVE A LITTLE BIT MORE CORRESPONDENCE BETWEEN STAFF AND MYSELF AND KIND OF GETTING DOCUMENTS PREPARED, BUT IT'S NOT A HUGE ADDITIONAL TIME COMMITMENT THAN WHAT EVERYONE ELSE IN THE ROOM HAS. THE THE VICE CHAIR WILL JUST STEP IN AND IF THE CHAIR IS ABSENT.
SO I JUST WANT TO KIND OF GIVE YOU KIND OF THE WHAT TO EXPECT IF YOU'RE CHAIR.
VICE CHAIR. YEAH. AND I WANT TO SAY ONE THING TOO, I KNOW THAT WITH THE ORIGINAL CHARTER THERE WAS 15, BUT I WANT TO SAY AT THE END OF IT, IT WAS ONLY THREE THAT THAT WAS HERE AT THE AT THE END. CORRECT. THE OFFICE TEAM MAKE IT THROUGH THE END.
OKAY, THE THREE THAT ARE IN THIS ROOM RIGHT NOW.
IT'S JUST THE THREE OF US WERE THE ONES THAT WERE ON THAT ORIGINAL CHARGER.
OKAY. AND SO, YEAH. NO, WE FINISHED WITH 15.
GOOD GOOD, GOOD. I JUST WANT TO MAKE SURE THAT THE CHAIR IS SOMEBODY IS GOING TO BE COMMITTED, IS GOING TO BE HERE FOR FOR EVERY MEETING.
AND WE DON'T. BECAUSE LIKE I SAID, I'VE HEARD FROM THE LAST CHARTER COMMITTEE THAT WE CHANGED A LOT OF PEOPLE AT TIMES AS WELL TOO, AS WELL. SO WHOEVER DOES DOES GET ELECTED.
I WANT TO MAKE SURE THEY THEY ARE COMMITTED TO SEEING THIS THROUGH BECAUSE THIS CAN TAKE A MONTH. THIS CAN TAKE THREE MONTHS. WE JUST DON'T KNOW HOW LONG THIS WOULD TAKE. AND LIKE I SAID, THIS IS NO RUSH TO THIS, BUT I JUST WANT TO MAKE SURE THAT WHOEVER IS GOING TO BE THE CHAIR AND VICE CHAIR, THAT THEY ARE COMMITTED TO BEING HERE, SEEING IT FROM THE START TO THE TO THE FINISH.
YEAH, I'M HITTING THE BUTTON AND I WANT TO NOMINATE JASON RUTLEDGE.
AND THE REASON I'M NOMINATING DOMINATING.
IF YOU READ HIS WRITINGS, HE'S VERY ARTICULATE.
WHEN HE SPEAKS, HE'S ARTICULATE.
HE MAKES YOU. HE PUTS IT IN A WAY WHERE A BABY COULD UNDERSTAND WHAT'S BEING TOLD.
[00:40:01]
SO AND HE'S KNOWLEDGEABLE AND HE HAS BACKGROUND IN CITY GOVERNMENT.SO THAT'S MY NOMINATION FOR CHAIR.
RIGHT NOW. I'M GONNA COME BACK, AND LIFE IS OKAY.
OKAY. I WOULD LIKE TO NOMINATE MAXINE ELLIS, AND I'LL TELL YOU WHY.
I DO HAVE ACTUAL EXPERIENCE WORKING WITH MAXINE.
HER DEVOTION IS, TO MY MIND, TO THE CITY.
AND I DID OBSERVE THROUGHOUT THE FIRST PROCESS.
SHE DOES HAVE INSTITUTIONAL MEMORY.
AND SHOULD THERE NEED TO BE AMENDMENTS, SHE WOULD BE OPEN MINDED TO THAT.
THERE IS AN INSTITUTIONAL MEMORY THERE.
SO I HAVE NO DOUBT THAT SHE WOULD BE AN EXCELLENT CHAIRPERSON.
GO AHEAD. IS THERE A WAY TO HAVE PEOPLE RAISE THEIR HANDS IF THEY'RE EVEN INTERESTED IN BEING CHAIR? I WAS THINKING ABOUT THAT, SO.
YEAH. I MEAN, IF IF I GUESS I GUESS PEOPLE.
YEAH. YEAH. SO. SO BEFORE WE NOMINATE WHO WANTS TO BE CHAIR AND VICE CHAIR, IF I CAN GET A RAISE OF HANDS.
OKAY. OKAY. SO EVERYBODY KIND OF HAS AN IDEA OF.
OF WHO? BECAUSE SOME OF US ARE SITTING AT THIS ANGLE, YOU DON'T GET TO SEE EVERYBODY.
SO I CAN SEE YOUR LAST NAME AND MARLO.
I'M MICHEL. BILL. YOU CAN ACTUALLY SIT IN HERE, SO. YEAH. SO. AND IT HAS TO BE A MOTION MADE.
SO HAVE YOU. MOTION TO SECOND.
FLOOR. I. I SECOND THE MOTION FOR JASON RUTLEDGE.
SINCE WE HAVE SO MANY INDIVIDUALS WHO HAVE INDICATED AN INTEREST IN CHEERING.
CAN WE HAVE THEM JUST SAY SOMETHING AS TO WHY THEY WOULD THAT WHY THEY THINK THEY WOULD BE BETTER? IN THAT POSITION, THEY WOULD SERVE BETTER.
I WANT THIS TO BE A FAIR PROCESS.
WE WE DO RUN INTO THE DANGER OF BACK AND FORTH.
SO I WANT IT TO BE I WELL, AT LEAST MAY I PREFER IF IT'S LIKE DONE ON EQUAL FOOTING. YEAH. WELL IT'S IT'S A MOTION ON THE FLOOR AND THERE'S A SECOND TO IT.
SO WE CAN HAVE THIS DISCUSSION BEFORE IT VOTES.
BUT THE MOTION WOULD HAVE TO BE CLOSED BEFORE WE MAKE A NEW MOTION.
BUT AT THIS TIME, WE CAN ACTUALLY HAVE THAT THAT DISCUSSION.
SO IF ANYBODY WANTS OUT OF THE FOUR THAT WANTS TO SAY SOMETHING OR ANYBODY ELSE THAT WANTS TO SPEAK, YOU CAN SPEAK AT THIS POINT.
ARE YOU SAYING THAT? ARE YOU SAYING THAT ANY OF THE FOUR COULD SPEAK AT THIS POINT? ANY ANY ANYONE? BECAUSE AT THIS POINT IN TIME, THERE'S A MOTION. THERE'S A SECOND ON THE FLOOR. BUT WE WON'T TAKE ROLL CALL UNTIL EVERYBODY IS DONE SPEAKING.
SO EVERYBODY WILL HAVE A CHANCE TO SPEAK. SO IF ANY OF THE FOUR THAT THAT IS INTERESTED WANT TO SPEAK, BUT ANYBODY CAN, CAN SPEAK.
THANK YOU. I'M HONORED TO BE TO BE PUT UP FOR FOR VOTE AND CONSIDERATION.
I WON'T GO TO THE EXTENT OF SAYING THAT I'M BETTER THAN ANYONE.
I'VE HAD INTERACTIONS WITH A LOT OF PEOPLE IN THIS ROOM, AND I HAVE A LOT OF RESPECT FOR INDIVIDUALS HERE.
I WILL PROVIDE TO EVERYONE MY MY BACKGROUND AND CREDENTIALS TO HELP WITH THE DECISION MAKING BEFORE WE GET TO THE VOTE.
I HAVE SERVED THE CITY IN MULTIPLE CAPACITIES.
IF ANYONE KNOWS THAT I'VE SERVED OUTSIDE OF THE CITY CAPACITY.
I'VE SERVED WITHIN THE CITY CAPACITY.
I'VE BEEN INSTITUTIONAL, AND I FEEL LIKE INSTITUTIONAL AND SUPPORTING AND CANDIDATES INTO TO TO GETTING INTO, YOU KNOW, THE RIGHT POSITION TO, TO RUN FOR OFFICE AND WHEREVER THE NEED IS.
I'VE HAD INTERACTIONS FROM ATTORNEY TO CITY MANAGER TO CHIEF.
TO A LOT OF DIFFERENT CAPACITIES. A LOT OF THE COUNCIL MEMBERS HERE. I'VE TRIED MY BEST TO ACT IN A LEVEL OF INTEGRITY.
THAT IS MY GUIDEPOST. I DO THINGS NOT BECAUSE OF MY OWN AGENDA.
I DO THINGS BECAUSE I FEEL LIKE IT'S GOOD FOR THE WHOLE.
YOU DON'T SEE ME A LOT ON SOCIAL MEDIA.
YOU DON'T SEE ME INTERACTING AND ENGAGING A LOT OF THE MADNESS.
[00:45:02]
WHEN PEOPLE ASK ME TO STEP IN AND SUPPORT, I STEPPED IN TO SUPPORT WHEN PEOPLE SAID THAT YOU'RE NO LONGER NEEDED.SO BUT I'VE ALWAYS TRIED TO OPERATE IN A WAY THAT IS FULL OF INTEGRITY AS FAR AS MY CORPORATE BACKGROUND. I WORK FOR A LARGE FINANCIAL FIRM.
I SERVED IN A CAPACITY THAT'S FOCUSED AROUND RULES AND REGULATIONS.
I CREATE POLICIES FOR ONE OF THE LARGEST FINANCIAL INSTITUTIONS IN THE COUNTRY.
MY EDUCATION, MY DEGREE, MY BACHELOR'S DEGREE IS AN ORGANIZATIONAL LEADERSHIP. THE CONCENTRATION, CONCENTRATIONS AND INFORMATION SYSTEMS. I WILL FINISH MY MBA IN SEPTEMBER.
SO THAT IS THE BACKGROUND BEHIND ME.
MY FAMILY HAVE FIVE. WE'RE A FAMILY OF FIVE.
ONE OF THEM IS ACTUALLY GOING TO COLLEGE.
GREW UP IN PRINCETON. GRADUATED FROM HIGH SCHOOL IN PRINCETON.
I HAVE ONE THAT'S IN ELEMENTARY SCHOOL, AND I HAVE ONE THAT'S GOING TO PRINCETON HIGH SCHOOL. HE TURNED 16 TODAY.
I'VE BEEN INVOLVED AT EVERY CAPACITY THAT I FEEL LIKE I COULD HAVE BEEN.
WHEREVER THERE'S A NEED, I TRY TO SLIDE IN.
BUT I'M ALSO A GUY WHO'S ABSOLUTELY COMFORTABLE.
STANDING IN THE GAP AND BEING IN A POSITION THAT DOESN'T HAVE TO BE THE FOREFRONT.
IT'S NEVER BEEN MY DESIRE. I JUST WANT TO SEE PRINCETON GROW. AND I WANT TO SEE PRINCETON.
GREAT. SO THANK YOU, AMISHA, FOR THE NOMINATION AND FOR ANYONE WHO'S BACKED THAT. HOPEFULLY THAT HELPS YOU GUYS MAKE A CLEAR DECISION.
I CAN SPEAK TO WHAT JASON SAID THERE, AND I KNOW MAXINE AND JASON WELL, BOTH OF THEM. AND I HAVE A GREAT DEAL OF RESPECT FOR BOTH OF THEM.
SO IT'S PRETTY DIFFICULT TO BE IN A POSITION TO WHERE YOU HAVE TO KIND OF CHOOSE WHICH ONE. BUT I WORKED CLOSELY WITH JASON.
HE AND I BOTH WERE. I WAS ON THE ADC CHAIR.
HE WAS CDC CHAIR, AND THAT WAS DURING THE TIME WHEN WE WERE EXPANDING AND WE HAD TO KIND OF WORK TOGETHER ON THOSE BOARDS.
AND IT WAS ONE OF THE GREATEST EXPERIENCES AS FAR AS VOLUNTEERING THAT I'VE BEEN, THAT I'VE DEALT WITH BECAUSE OF ITS LEADERSHIP STYLE. WE HAVE POLAR OPPOSITE LEADERSHIP STYLES. AND MANY OF YOU IN THE ROOM KNOW WHAT I MEAN BY THAT? JASON IS A VOICE OF CALM.
I CAN'T TELL YOU HOW MANY TIMES I'VE HAD TO REACH OUT TO HIM.
AND WE, YOU KNOW, WORK ON SCRIPTURE TO GO THROUGH THINGS TO MAKE MAKE THINGS MAKE SENSE, RIGHT? BUT I, YOU KNOW, AGAIN, I, I LIKE BOTH OF THEM.
BUT I HAVE WORKED CLOSELY WITH JASON.
I SEE WHAT TYPE OF LEADER HE IS.
HE'S AN IMPARTIAL AND HE'S NOT BIASED.
HE'S HE'S FAIR. I BELIEVE MAXINE WILL BE THAT AS WELL.
BUT, YOU KNOW, I JUST HAVEN'T SEEN MAXINE AS A AS A CHAIR ON THE COMMITTEE FROM PERSONAL EXPERIENCE. BUT, YOU KNOW, I WOULD I WOULD PROBABLY LEAN MORE.
ME PERSONALLY WOULD PROBABLY LEAN MORE TOWARDS JASON AS CHAIR AND MAXINE AS CO-CHAIR. THAT WOULD BE MY THAT WOULD BE MY VOTE.
I, I DID WANT TO ACKNOWLEDGE MAXINE AND ENTERTAIN A MOTION OR A SECOND FOR MAXINE AS VICE CHAIR, BECAUSE I'VE SEEN HER WORK AND SHE IS THE PRESIDENT OF OUR HOA, AND I ENDEARINGLY REFER TO HER AS MAYOR MAXIE BECAUSE SHE IS ON TOP OF IT ALL THE TIME, AND I APPRECIATE EVERYTHING THAT SHE DOES FOR OUR COMMUNITY AS WELL.
THANK YOU, TERRANCE AND CHANTRY, FOR YOUR KIND WORDS.
AND I'D BE JUST AS HONORED TO BE CO-CHAIR WITH JASON IF WERE SELECTED THAT WAY AS WELL.
AS GENTRY MENTIONED, YES, I'M THE ARCADIA FARMS HOA PRESIDENT.
PRIOR TO THAT I WAS HOA PRESIDENT IN HALTOM CITY FOR 17 YEARS, AND PRIOR TO THAT I WAS HOA SECRETARY TREASURER IN LAKE WORTH, FLORIDA AT MY HOA DID 20 YEARS AT OFFICE DEPOT CORPORATE HEADQUARTERS AS A TRAINER AROUND THE UNITED STATES AND MEXICO, AND CURRENTLY 20 YEARS WITH WALT DISNEY WORLD IN ORLANDO, FLORIDA AND DISNEYLAND PARIS.
SO NOW. AND YOU KNOW, MY PLANNING AND ZONING AND PRIOR HOME RULES EXPERIENCE. MY NAME IS RANDALL ROBERTS, AND I'M CURRENTLY RETIRED.
SO I HAVE A LOT OF TIME TO DEVOTE TO THE TASK AT HAND THAT WOULD BE NECESSARY FOR THIS.
I DON'T KNOW ALMOST ANYBODY ELSE IN THE ROOM EXCEPT FOR TWO PEOPLE WHO I ALSO SHARE BOARD POSITIONS WITH AT THE TRAILS AT RIVERSTONE.
[00:50:03]
AND WELL, I THINK MANY PEOPLE HERE KNOW WHAT IT'S LIKE TO BE ON A BOARD OF AN HOA, WORKING WITH THE PUBLIC IN A VARIETY OF CAPACITIES.IN MY PROFESSIONAL LIFE I MANAGED DATA CENTERS IN THE FAR EAST AS WELL AS IN LONDON AND ALSO WORKING WITH AND FOR INTEL ON A LOT OF PROJECTS WITH THEM.
I ALSO WORKED WITH A LOT OF MILITARY CONTRACTORS WHEN I WORKED FOR COMPANIES LIKE SAIC, WHICH IS SCIENCE APPLICATIONS INTERNATIONAL CORPORATION, ANOTHER COMPANY CALLED CSC COMPUTER SCIENCE CORPORATION.
SO I UNDERSTAND THE NECESSITY AND THE PROCESS OF PAPERWORK, BUT MY OVERALL PHILOSOPHY AND GOLD IS THAT I WOULD PREFER THAT WE BE PREEMPTIVE AND PROACTIVE ABOUT OUR APPROACH TO THINGS AS MUCH AS WE POSSIBLY CAN, AND THAT WHEN IT'S NECESSARY TO FOLLOW UP AND TO KEEP PEOPLE UPDATED, THAT SHOULD BE DONE TO EVERY EXTENT OF THE LAW AS POSSIBLE.
THE MORE THE PEOPLE ARE AWARE AND KNOW, THE LESS CONFLICT THERE IS WHEN IT COMES TO DIFFICULT SITUATIONS OR DISCUSSIONS, SO IT CAN'T BE AVOIDED.
BUT IT CAN BE MITIGATED BY PROVIDING INFORMATION TO PEOPLE SO THAT THEY DON'T HAVE TO COME UP AND LET'S SAY, ASK THE THINGS THAT WE'VE ALREADY COVERED.
SO THAT'S MY APPROACH TO MANAGING AND EXECUTING INVOLVEMENT IN LEADING A COMMITTEE OF ANY SIZE.
MR. MAYOR, COULD I ASK A QUESTION? ARE WE USING JUST AMBIGUITY POTENTIAL? ARE WE USING CO-CHAIR AND VICE CHAIR INTERCHANGEABLY? OH. I'M SORRY. SO THE THE CO-CHAIR WILL ONLY STEP IN IN AN EVENT THAT THAT JASON WOULDN'T BE HERE. SO THAT'S THAT'S WHEN THE COACH HERE WOULD STEP IN AND TO LEAD THE MEETING.
I'M SAYING, COACH. I'M SORRY. YEAH. VICE CHAIR. SORRY. AND IF THERE'S NO MORE DISCUSSION. MISS BELL, DID YOU WANT TO SPEAK? ONE OF THE THINGS I AM GOOD AT DOING IS READING A ROOM, AND SO I AM GOING TO BOW OUT, AND I'LL SUPPORT JASON.
I THINK. DID YOU RAISE YOUR HAND? MARLOW.
HEY. I'M JUST. I'M JUST GOOD TO BE PRESENT.
I'M HERE TO DO WHATEVER I HAVE.
I RAISE MY HAND BECAUSE I'M NOT GOING TO SHY AWAY FROM VOLUNTEERING FOR ANYTHING.
BUT I SUPPORT JASON, I SUPPORT MAXINE, ANYBODY WHO'S GOING TO STEP IN AND DO THE JOB. ALL RIGHT, SO IF THAT IS ALL, THEN WE WILL NOW TAKE A VOTE.
AND SO WE'RE GOING TO DO IT A LITTLE BIT DIFFERENT.
IF EVERYBODY'S IN FAVOR OF JASON, BECAUSE WE HAVE TO MAKE A NEW MOTION FOR THE VICE CHAIR. BUT FOR THE FIRST MOTION FOR JASON BEING THE CHAIR, IF I CAN RAISE THEIR HANDS, IF IT'S A YES.
OKAY. AND IF THERE'S ANY NAYS HERE, YOU CAN RAISE YOUR HAND.
ALL RIGHT? NO. SO THE MOTION PASSES.
JASON RUTLEDGE WOULD BE THE CHAIR.
AND I WOULD ENTERTAIN A NEW MOTION FOR VICE CHAIR.
I'D LIKE TO MAKE A MOTION FOR MAXINE ELLIS FOR VICE CHAIR.
I'LL SECOND. THAT MOTION IS PASSED.
EVERYBODY IN FAVOR? PLEASE RAISE YOUR HAND.
AND YOU CAN VOTE FOR YOURSELF TOO.
ALL RIGHT. ANY NAYS? RAISE YOUR HAND.
ALL RIGHT, SO I'M GOING TO HAND THIS MEETING OFF TO JASON.
AND HERE YOU GO. THANK YOU ALL FOR MAYOR.
WITH THAT BEING SAID, I BELIEVE WE ARE MOVING ON TO THE FIRST ITEM ON OUR REGULAR AGENDA.
SORRY, NOT THE FIRST ITEM WE DID.
THE WELCOMES WELCOMING INTRODUCTIONS.
[G.2 2025-002 Review and discussion regarding Resolution No. 2025-04-28 R10, authorizing the establishment and appointment of a Home Rule Charter Review Committee by the City Council.]
REVIEW AND DISCUSSION REGARDING RESOLUTION NUMBER 20250428 DASH OUR TEN AUTHORIZING,[00:55:01]
ESTABLISHMENT AND APPOINTMENT OF A HOME RULE CHARTER REVIEW COMMITTEE BY THE CITY COUNCIL.ALRIGHTY, GOOD EVENING EVERYONE. SO I THINK EACH EACH ONE OF YOU HAS A COPY OF THE RESOLUTION THAT JASON JUST READ OFF.
IT'S RESOLUTION 2025. DASH ZERO FOUR.
DASH 28. TEN. I JUST WANTED TO PROVIDE EACH ONE OF YOU A COPY OF THIS RESOLUTION, BECAUSE THIS IS THE RESOLUTION THAT ESTABLISHES THIS COUNCIL APPOINTED COMMITTEE.
JUST KIND OF WALK THROUGH VERY HIGH LEVEL.
SO IN SECTION TWO, IT JUST DESIGNATES THE PURPOSE OF THIS COMMITTEE IS TO REVIEW THE CHARTER AND MAKE RECOMMENDED MODIFICATIONS AND AMENDMENTS THERE TO FOR REVIEW AND CONSIDERATION BY THE COUNCIL TO DETERMINE THE ADVISABILITY OF ORDERING AND CALLING A FUTURE CHARTER REVIEW ELECTION.
SO LIKE I SAID, AS THIS IS A COUNCIL APPOINTED COMMITTEE, IT'S A RECOMMENDING COMMITTEE. SO ANY AMENDMENTS THAT THAT THE COMMITTEE COMES UP WITH WILL ULTIMATELY PASS ON TO COUNCIL.
AND THEN COUNCIL CAN CHOOSE TO ADOPT ALL SOME OR NONE AND CALL THE ELECTION.
SO I JUST WANTED TO KIND OF, YOU KNOW, RIGHT, RIGHT OFF THE BAT, KIND OF GO OVER THE PURPOSE. MOVING ON TO TO SECTION THREE.
OR, LIKE I SAID, APPOINTED BY A MEMBER OF COUNCIL.
EACH COMMITTEE MEMBER SERVES AT THE WILL AND PLEASURE OF COUNCIL.
THE COMMITTEE CAN BE TERMINATED, DISCONTINUED OR EXTENDED BY THE CITY COUNCIL, WHICH WE'LL DISCUSS. HERE, HERE SOON.
SECTION FOUR. WE WE ALREADY JUST ACCOMPLISHED THIS.
SO CONGRATULATIONS TO THE CHAIR AND VICE CHAIR.
SECTION FIVE CITY STAFF AND MYSELF WILL BE HERE AS KIND OF A ASSISTANCE AND GUIDANCE, OBVIOUSLY. THE COMMITTEE, IT'S KIND OF TAKE THE REINS.
WE'RE JUST HERE TO MAKE SURE FROM MYSELF, FROM A LEGAL PERSPECTIVE, MAKE SURE WE'RE NOT CROSSING ANY BOUNDARIES THAT WE SHOULDN'T BE CROSSING.
AND THEN SECTION SIX COUNCIL HAS ASKED THAT THE COMMITTEE PROVIDE ROUTINE PROGRESS REPORTS TO THE CITY COUNCIL AND THEN IS ALSO SET A, PRETTY FAST APPROACHING DEADLINE FOR A FINAL WRITTEN REPORT OF JUNE 23RD.
OBVIOUSLY, THIS IS IS JUST A RECOMMENDATION.
THE REASON BEING AND ONCE AGAIN, THE COMMITTEE WAS APPOINTED OVER A MONTH AGO.
SO I THINK THERE WAS A LITTLE BIT MORE TIME INITIALLY WHEN THE COMMITTEE WAS APPOINTED.
THE REASON THE JUNE 23RD DATE IS ON THERE IS BECAUSE I THINK, AS COUNCILMEMBER LONG MENTIONED EARLIER IF IF WE'RE TARGETING A NOVEMBER ELECTION WHICH THERE'S NO THERE'S NO REQUIREMENT THAT WE DO JUST IF WE ARE TARGETING A NOVEMBER ELECTION, THE DEADLINE TO ORDER THAT ELECTION BY COUNCIL IS AUGUST 18TH.
SO IT JUST GIVES COUNCIL TIME TO REVIEW ANY RECOMMENDATIONS FROM THE COMMITTEE.
ONCE AGAIN, THAT'S NOT A I DON'T WANT TO SPEAK FOR COUNCIL, BUT IT'S NOT A HARD DEADLINE. I THINK. JUST TO ECHO WHAT COUNCIL MEMBER LONG SAID EARLIER AND OTHER MEMBERS TONIGHT, I THINK THE THIS IS, THIS IS VERY IMPORTANT. SO MAKING SURE YOU'RE KIND OF SETTING THE GROUNDWORK FOR NOT ONLY THE NEXT COUPLE OF YEARS, BUT THE, YOU KNOW, THE FORESEEABLE FUTURE. SO MAKING SURE THAT, YOU KNOW, EVERYTHING WE DO, WE DO WITH, YOU KNOW, THINKING IT OVER AND OVER.
AND SO THAT'S ALL I HAVE FOR ITEM G TWO.
JUST WANT TO INTRODUCE THE RESOLUTION BECAUSE ONCE AGAIN THIS IS A COUNCIL APPOINTED BOARD.
SO IF THERE ARE NO FURTHER QUESTIONS WE CAN MOVE ON TO TO G3.
AND A QUICK QUESTION. SO IN REGARDS TO THE DEADLINE OF AUGUST THE 18TH FOR THE ORDERING OF AN ELECTION IS SAY FOR INSTANCE, IF THERE WERE SIGNATURES COLLECTED, WHEN WOULD THE. IS THAT THE DEADLINE FOR THOSE SIGNATURES AS WELL? THAT'S THE DEADLINE. THAT'S SET BY STATE LAW FOR US FOR FOR COUNCIL TO ORDER AN ELECTION ON ANY MEASURE. SO IF AND WE'LL, WE'LL GET TO THE PETITION AND ALL THE WAYS TO AMEND THE CHARTER. YEAH.
THAT'S THE DEADLINE TO ORDER AN ELECTION. SO IF COUNCIL DOES RECEIVE A PETITION THAT MEETS THE REQUIREMENTS AND HAS THE MINIMUM AMOUNT OF SIGNATURES COUNCILS REQUIRED TO ORDER THE ELECTION. SO THAT'S JUST THE DEADLINE IN ORDER TO MAKE THE NOVEMBER ELECTION.
AND THEN THE THE NEXT POSSIBILITY WOULD BE IN IN THE MAY UNIFORM ELECTION DATE MAY 2026.
THAT DEADLINE IS MID-FEBRUARY.
THANK YOU. YOU JUST ANSWERED MY QUESTION.
SO AS OUR HONORABLE COUNCIL MEMBERS, ARE THEY HERE TODAY? ARE THEY MEMBERS OF THE COMMITTEE OR ARE THEY HERE AS CITIZENS? AND HOW ARE THOSE TWO GOING TO COEXIST? YEAH, THAT'S ANOTHER GREAT QUESTION. SO THERE ARE MEMBERS THERE ARE MEMBERS OF THE COMMITTEE AS A RESIDENT. RIGHT. SO COUNCIL, THERE'S NO PROHIBITION AGAINST, I GUESS, A COUNCIL MEMBER BEING A PART OF A COMMITTEE.
SO YEAH, THAT'S WHY THEY ARE THEY ARE COUNCIL MEMBERS,
[01:00:02]
BUT THEY'RE HERE IN THEIR INDIVIDUAL RESIDENT CAPACITY.QUESTION. THE. I'M LOOKING AT THIS AND HONESTLY HEARD PART OF WHAT YOU SAID.
PART OF IT WAS A LITTLE MUFFLED FOR SOME REASON.
I'M LOOKING AT SECTION SIX, JUNE 23RD.
SO BASICALLY THAT'S A HARD DEADLINE BY WHICH WE'VE GOT TO PROVIDE YOU SOMETHING IN WRITING. THAT IS A HARD DEADLINE TO BE DONE AS OF APRIL 28TH.
THAT'S A HARD DEADLINE THAT COUNCIL SET. I MEAN, I KNOW THE COMMITTEE WAS APPOINTED A MONTH. IT JUST TOOK A WHILE TO GET THE FIRST MEETING SET UP.
SO THAT'S A HARD DEADLINE TO HAVE A WRITTEN REPORT.
BUT I THINK, YOU KNOW TO GO THROUGH THE ENTIRE CHARTER IN A MONTH IS VERY AMBITIOUS, PROBABLY NOT ATTAINABLE. SO I THINK, YOU KNOW, THE WRITTEN REPORT TO COUNCIL ON THAT DATE COULD SIMPLY BE THAT WE NEED MORE TIME.
RIGHT. IT COULD OR COUNCIL COULD EXTEND THAT THAT JUNE 23RD DATE MAYBE TO LATER IN JULY IF IF WE STILL WANT TO TARGET A NOVEMBER ELECTION.
BUT A LOT OF IT'S TAKING, YOU KNOW, DIRECTION FROM, FROM THE COMMITTEE. SO IT COULD BE SOMETHING WHERE WE PROVIDE MAYBE A STATUS OR WHATEVER.
CORRECT. CORRECT. AND THAT'S OKAY.
YEAH. THAT'S JUST THAT'S THE FINAL REPORT. OBVIOUSLY IT CALLS FOR YOU KNOW, ROUTINE PROGRESS REPORTS AS WELL.
SO I THINK AND COUNCIL THAT THEY'RE, THEY'RE PAYING ATTENTION.
SO I THINK THEY'LL, THEY'LL ANTICIPATE WHETHER THAT DATE IS OBTAINABLE OR NOT.
I PERSONALLY THINK JUNE 23RD, CONSIDERING TODAY IS MAY 29TH.
JUNE 23RD IS A BIT UNREALISTIC.
CONSIDERING JUST WHAT WE WENT THROUGH INITIALLY, AND I KNOW WE'RE MAKING AMENDMENTS, BUT IT'S STILL A BIG TASK.
AND JUNE 23RD IS LESS THAN 30 DAYS.
SO SOUNDS LIKE A RECIPE FOR SLOPPINESS.
I HAVE A QUESTION. BECAUSE YOU'VE GIVEN US TWO DATES.
YOU SAID THE HARD DATE WAS AUGUST 18TH, AND THEN YOU SAID THE 28TH.
THAT WAS MY QUESTION. AND I JUST WANT TO EXPAND ON THAT A LITTLE BIT, AND THEN I'LL LET YOU ANSWER.
SO IF THE HARD DATE TO GET SOMETHING ON THE BALLOT IS THAT AUGUST 18TH DATE.
RIGHT. HOW MUCH. AND I ASSUME THAT THIS JUNE DATE IS SET BECAUSE SOME ACTIVITIES HAVE TO HAPPEN BETWEEN THE TIME THAT WE DO THE FINAL REPORT OUT AND THAT AUGUST 18TH DATE.
WHAT ACTIVITIES HAVE TO TAKE PLACE AND WHAT IS A REALISTIC TIME FRAME TO COMPLETE THOSE ACTIVITIES, SO WE CAN CONSIDER HOW FAR WE CAN MOVE IT OUT? OR DO WE NEED TO JUST START THINKING ABOUT THE MAY ELECTION? YEAH I MEAN THERE OBVIOUSLY YOU KNOW COUNCIL HAS TO REVIEW.
WE'RE MAKING RECOMMENDATIONS TO COUNCIL.
SO THEY NEED TO REVIEW. I MEAN IF IF IT'S FIVE AMENDMENTS IT WON'T TAKE AS LONG TO REVIEW AS IF THERE'S 35 AMENDMENTS.
RIGHT. I THINK IT'S JUST IT DEPENDS.
I MEAN, WE DO HAVE TO MAKE SURE THE BALLOT LANGUAGE IS KIND OF BUTTONED UP AND ALL THE, YOU KNOW, THE LEGAL NOTICES ARE PREPARED, BUT I DO I JUST WANT TO CLARIFY.
SO. AUGUST 18TH IS THE DEADLINE FOR COUNCIL TO ORDER AN ELECTION IN ORDER TO BE ON THE NOVEMBER ELECTION DATE.
SO THE JUNE 23RD WAS SIMPLY THE DATE FOR THE THE, YOU KNOW, A MONTH AGO WAS THE THOUGHT TO HAVE THE FINAL REPORT TO COUNCIL.
SO THEY WOULD HAVE I THINK IT'S TWO REGULAR MEETINGS AND MAYBE MAYBE THREE REGULAR MEETINGS TO BE ABLE TO REVIEW THE RECOMMENDATIONS.
I'M MUCH MORE ACCUSTOMED TO SEEING A REVIEW TAKE ANYWHERE BETWEEN 3 AND 5 MONTHS, JUST IN ALL HONESTY. SO AND THAT'S SOMETIMES COUNCIL WILL GIVE DIRECTION AS FAR AS LOOKING SOLELY AT THREE AREAS.
THIS IS A KIND OF A COMPREHENSIVE REVIEW, SO IT MAY TAKE EVEN MORE TIME.
SO TO EVERYONE'S POINT, PROBABLY THE JUNE 23RD DATE CERTAINLY IS NOT NOT AN IDEAL DEADLINE.
AND THAT CAN BE EXTENDED BY COUNCIL. THAT WAS JUST IF IF THE THOUGHT WAS TO PURSUE A NOVEMBER ELECTION, THAT WAS WE'RE KIND OF COMING UP ON THE DEADLINE.
THANKS, GRANT. I THINK YOU KNOW, ONE OF THE THINGS, OBVIOUSLY, WE HAVE THE AGENDA IN FRONT OF US, AND I SEE THAT WE ARE GOING TO HAVE A DISCUSSION AROUND THE CADENCE, RIGHT, OF THE MEETINGS.
THAT WILL ALSO HAVE AN IMPACT ON HOW MUCH GROUNDWORK WE CAN MAKE.
IT'S NOT LOST ON ME THAT THERE IS A, YOU KNOW, THAT TIME FRAME IS IS PRETTY SHORT.
BUT I DO THINK THAT AS YOU'VE NOTED, THAT THERE'S AN OPPORTUNITY FOR US TO BE ABLE TO, TO PUT IN THE WORK, COME TO THAT POINT, MAKE A DECISION AND DECIDE IF WE NEED MORE TIME.
I'VE HEARD FROM A NUMBER OF PEOPLE, INCLUDING COUNCIL MEMBERS THAT WHAT'S MOST IMPORTANT IS GETTING THE WORK DONE CORRECTLY.
AND I'M VERY CONFIDENT THAT THAT'S WHAT THIS GROUP IS INTENDING ON DOING.
[01:05:04]
I WOULD SAY THAT GIVEN THAT WE'VE SEEN THAT THERE IS A NUMBER OF THINGS WITHIN THE HOME, I DON'T KNOW HOW MANY PEOPLE HAVE. I'M PRETTY SURE MOST EVERYONE HAS READ THE WHOLE ROYAL CHARTER IN HERE. THERE'S A NUMBER OF THINGS IN HERE THAT PROBABLY NEED SOME ATTENTION THAT WE'RE ALL INTENDING ON PUTTING FORTH THE EFFORT AND ADDRESSING THE DATE AS IT, AS IT COMES ACROSS. BUT I WOULD SAY TO A POINT THAT WAS MENTIONED EARLIER, AND I APOLOGIZE, I CAN'T REMEMBER WHO STATED IT, BUT AROUND THE COUNCIL'S CAPACITY HERE.FIRST AND FOREMOST, THANK YOU.
ALL RIGHT. TERENCE RYAN AND CAROLYN DAVID GRAVES FOR FOR BEING HERE.
BUT I WANT TO TELL YOU FROM MY PERSPECTIVE MY MY EXPECTATION, YOU KNOW, TAKE THAT FOR WHAT IT'S WORTH.
THAT I APPLAUD YOU FOR BEING HERE, BUT I ALSO HOPE THAT YOU'RE GOING TO BE A VOICE IN ANOTHER ROOM, RIGHT? SO I'VE. I'VE SEEN A GROUP OF MANY COME TOGETHER AND MAKE A DECISION AND IT NOT BE TAKEN INTO TO TO ACTION.
AND SO I HOPE THAT IF THESE PEOPLE COME HERE AND DEVOTE THEIR TIME AND, AND THEIR TALENT AND EFFORT TO, TO SEE THE CITY MOVE TOWARDS THE RIGHT DIRECTION THAT YOU GUYS ARE, ARE GOING TO BACK US WHEN IT COMES TO GOING BACK TO COUNCIL. SO THAT'S THAT'S MY $0.02 THERE.
THANK YOU. I HAVE ONE MORE QUESTION ABOUT THE THERE'S A GROUP IN TOWN THAT'S CIRCULATING A PETITION WITH THEIR OWN AMENDMENTS.
AND IF THEY MEET THE QUALIFICATIONS AND GET EVERYTHING DONE AND COUNCIL HAS TO PUT IT ON THE BALLOT, RIGHT, FOR THE NOVEMBER ELECTION, AND LET'S JUST SAY IT PASSES IN NOVEMBER TO ADOPT THOSE AMENDMENTS.
WHAT HAPPENS TO OUR WORK HERE? SO STATE LAW. AND WE'LL GET TO SOME OF THIS.
BUT I LOVE THE QUESTION. THIS IS GREAT.
STATE LAW PROVIDES THAT YOU CAN AND THIS IS THE TEXAS CONSTITUTION.
YOU CAN ONLY AMEND THE CHARTER ONCE EVERY TWO YEARS.
SO IF THE CHARTER IS AMENDED, WE CAN'T KICK IT DOWN THE ROAD TWO YEARS.
YOU CAN ASK THE QUESTION THOUGH THE WORDING SO THAT SO THEN.
RIGHT. SO BASICALLY IF THAT SET OF AMENDMENTS WAS ADOPTED THEN OUR WORK HERE WOULD BE KIND OF MOOT UNTIL THE NEXT SESSION.
SO IN THAT CASE WOULD IT BEHOOVES US TO AS MUCH AS MAYBE WE DON'T WANT TO DO IT INCREASE THE CADENCE OF MEETINGS HERE SO THAT WE CAN AND EXTEND THAT SO THAT WE CAN WORK IN ADVANCE. I WOULD JUST HATE FOR US TO YOU KNOW, DEDICATE A LOT OF RESOURCES IN TIME AND THINGS LIKE THAT, JUST TO HAVE IT ALL GO AWAY AND REALLY NOT HAVE THE POWER THAT WE WANT TO HAVE AT THE END. AND AND TO PIGGYBACK OFF THAT, EVEN IF, EVEN IF THEY DID GET ENOUGH SIGNATURES FOR THAT PETITION, DOES THAT IS THAT EXCLUSIVE? CAN THAT CAN. ANY AMENDMENTS THAT COMES FROM HERE NOT BE ADDED TO THE TO TO THE BALLOT WITH THE WHY DOES IT HAVE TO BE ONE OR THE OTHER? YEAH. NO IT CAN.
SO IF THE, IF THE PETITION HAS, YOU KNOW, 5 OR 6 AMENDMENTS AND ONE OF THE FIVE PASSES. RIGHT. YOU'RE AMENDING THE CHARTER WITHIN THE TWO YEARS.
SO YOU CAN CERTAINLY YOU CAN INCLUDE THE PETITION.
AND THEN ALSO ANYTHING THAT THE THE COMMITTEE PUTS FORTH AS WELL, IT'S JUST YOU'RE JUST RESTRICTED TO AMENDING IT ONCE EVERY TWO YEARS.
GOTCHA. AND SECONDLY, I DON'T KNOW IF THE DOG ATE MY HOMEWORK OR WHAT WE'RE SAYING THE AMENDMENTS VERY VAGUELY.
IS THERE SOMETHING? DO WE HAVE AN OBJECTIVE OR ARE WE JUST TALKING ABOUT WHAT WE WANT TO HAVE CHANGED? DO WE HAVE SOME AMENDMENTS THAT ARE PROPOSED.
SOME, SOME. SOME SORT OF THINGS THAT HAVE BEEN THROWN OUT THERE THAT I HAVEN'T SEEN THAT WE NEED TO BE DISCUSSING. SO ARE WE JUST.
HOW ARE WE WHAT WHAT ARE WE GOING TO DO TO KIND OF STREAMLINE THIS PROCESS? SO WE'RE JUST NOT THROWING THINGS OUT IT? BECAUSE IF WE'RE WORKING WITH SUCH A SHORT TIME FRAME AS TO BE AUGUST 18TH AND WE HAVE TO KIND OF HAVE SOME SORT OF GUIDANCE IN TERMS OF WHAT DO WE NEED TO BE REVIEWING, OR ARE WE JUST COMING BACK, SEEING WHAT WE BASED ON OUR EXPERIENCE AND WHAT WE'VE READ IN THE CHARTER, WHAT WE WOULD LIKE TO HAVE CHANGED? YEAH.
SO SO COUNCIL DID NOT PROVIDE A LIST OF TARGETED SECTIONS OF THE CHARTER.
I THINK IT WAS MORE OF A KIND OF A COMPREHENSIVE REVIEW.
I MEAN, I'M, I'M SURE AS WE GO AROUND THE ROOM, THERE'S PROBABLY AREAS THAT, YOU KNOW, WE MAY, AS A COMMITTEE FEEL ARE MORE IMPORTANT THAN OTHERS.
BUT IT WASN'T IT WASN'T LIKE THERE WAS DIRECTION FROM COUNCIL THAT YOU NEED TO LOOK AT, YOU KNOW, CHAPTERS ONE FIVE AND YOU KNOW, THERE WASN'T A SPECIFIC DIRECTION.
I HAVE A QUESTION. SO THE OTHER GROUP THAT'S OUT THERE WORKING ON THE CHARTER.
I'VE SEEN PROBABLY THREE PEOPLE SHOW UP AT THE MEETINGS,
[01:10:03]
BUT HAVE WE REACHED OUT TO THOSE PEOPLE AND MAYBE ASK THEM TO BE ON THE COMMITTEE? SO WE AND IT WAS UNKNOWN THEY WANTED IT ALL OR NOTHING.OH, OKAY. OKAY. IS THERE ANYTHING YOU MIGHT WANT TO TAKE ISSUE IN THERE? SO IT'S ACTUALLY BRING YOU IN IN THE QUEUE, SO TO SPEAK. I THINK WE'RE OVER HERE.
OKAY. GOING BACK TO WHAT MARLO WAS STATING, I WAS UNDER THE IMPRESSION THAT THE COUNCIL WAS GOING TO PROVIDE AMENDMENTS FOR US TO REVIEW, TO ADDRESS. THAT'S WHY THEY WERE A PART OF IT.
IS THAT CORRECT OR MY MISREADING THAT? YEAH. SO IF NOT, THEN WE'RE GIVING THE COUNCIL TWO VOTING OPTIONS FOR CHANGES.
SO I'M JUST TRYING TO VERIFY BECAUSE I WAS UNDER THE IMPRESSION THAT WE WERE REVIEWING POTENTIAL AMENDMENTS TO MAKE CHANGES VERSUS CREATING AMENDMENTS BECAUSE YEAH, THAT'S NOT 3 TO 5 MONTHS.
IT TAKES. NO, WE DID TAKE ME FOUR MONTHS FOR RISK AND COMPLIANCE FOR CORPORATE BUSINESS.
SO TO SET IT UP WE ACTUALLY DID IT IN SIX MONTHS.
AND I'M SORRY IF I PRONOUNCE YOUR NAME INCORRECTLY.
AMISHA. THE. PEOPLE THAT ARE DOING THE PETITION ACTUALLY STOOD UP AT COUNCIL AND SAID THEY DID NOT WANT TO BE A PART OF THE COMMITTEE.
BOTH OF THEM THAT STARTED THE PETITION JUST AS A NOTE.
AS FOR INFORMATION. ANYTHING FROM THE RESIDENTS? NO. THEY MAY COME UP AND DO A PUBLIC SPEAKING THEIR THREE MINUTES, BUT THEY DID NOT WANT TO BE PART OF THIS COMMITTEE.
THANKS. OKAY. AM I UP? OKAY. POINT OF INFORMATION.
THIS BODY THAT WE'RE TALKING ABOUT IS CALLED SAFEGUARD PRINCETON.
THEY HAVE A WEBSITE, AND THEY HAVE 14 POTENTIAL PETITIONS.
THEY'RE ASKING FOLKS TO TO APPROACH THEM AND GET A PETITION AND GET IT OUT THERE.
AND IF YOU EVER WERE, IF YOU'VE EVER WORKED LOCAL PETITIONS, IT'S DOOR TO DOOR. FACE TO FACE.
GET THE SIGNATURES. AND IN THE MIDDLE OF THEIR WEBSITE, IT SAYS IT TAKES 900 TO 1000 SIGNATURES FOR AN ISSUE TO MATTER.
AND WHAT THAT MEANS IS, IS WHAT HE SAID WAS WHEN THEY GET THAT LEVEL, IT GETS VERIFIED AND GETS IN LINE, I GUESS IT TAKES PRECEDENCE.
THAT WAS A BIG QUESTION THAT I HAD WAS, OKAY, SO ALL THIS WORK IS GOING IN, NOT OURS, BUT THEIRS.
IS IT JUST GOING TO BE THERE? AND WHATEVER WE DO BACK TO YOUR QUESTION, YOU KNOW, IS IS MOOT. YEAH.
WE CAN'T INVALIDATE THAT BECAUSE OF STATE LAW, I'M SURE. BUT I WOULD SUGGEST THAT YOU GO TO THE, TO THE, THEIR WEBSITE, LOOK AT THE 14 AND I YOU CAN'T EVALUATE UNTIL YOU SEE THE COMPLETE LIST OF SIGNATURES AFTER VERIFICATION TRUTHFULLY THAT THEY'RE GOING TO GO TO PRESS WITH PROBABLY THE CITY SECRETARY WILL BE INVOLVED TO VERIFY SIGNATURES AND ADDRESSES OR WHATEVER THAT VERIFICATION PROCESS IS.
BUT THE FACT IS, IT'S AN INDEPENDENT AND I WAS SORRY TO HEAR THEY DIDN'T WANT TO BE A PART OF WHAT'S GOING ON.
SO I MEAN, THAT'S THAT'S TENSION TO BEGIN WITH.
BUT ANYWAY, THAT WAS SOMETHING THAT I HAD STUDIED OVER THE LAST COUPLE OF WEEKS IN ANTICIPATION, STILL NOT KNOWING WHAT WHAT THE NEXT STEPS MIGHT BE.
I WOULD SAY OBVIOUSLY THERE'S THERE'S A SENSE OF URGENCY AS TO THE WORK THAT NEEDS TO BE DONE HERE. I WOULD IN CONSIDERATION TO WHAT WAS MENTIONED ABOUT THE THE GROUP THAT IS LOOKING TO MAKE THEIR THEIR AMENDMENTS KNOWN.
I'VE LOOKED AT A NUMBER OF DIFFERENT THINGS THAT HAVE TRANSPIRED IN THIS CAPACITY. THERE ARE RULES AND LAWS AND REGULATIONS AND THINGS PUT IN PLACE TO ALLOW FOR PEOPLE TO HAVE A VOICE. IF THEY HAVE A VOICE AND THEY GET THE SIGNATURES.
DEMOCRATIC PROCESS WORKED, RIGHT.
THAT'S THAT'S WHAT IT'S THERE FOR.
AND I'M HAPPY TO SEE THAT THE FACES ARE HERE. AND I KNOW THAT EVERYONE'S NOT HERE. BECAUSE THEIR HOPE IS THAT THEY GET THEIR WAY.
I THINK THAT EVERYONE HERE IS WITH THEIR HOPE THAT PRINCETON DOES WHAT IS NEEDED FOR PRINCETON. AND SO MY TIME HERE IS NOT BEN BEING HERE.
IT'S NOT BENEFITING ME. NOT NOT A SINGLE BIT, OTHER THAN THE FACT OF WHAT PRINCETON WILL LOOK LIKE FOR THE FUTURE. RIGHT? AND SO I
[01:15:03]
TRUST AND BELIEVE THAT THIS GROUP OF INDIVIDUALS WILL INVEST IN TIME.AND I'LL BE HONEST WITH YOU, IF SOMEONE FROM THAT GROUP CAME AND SAID, HEY, I WANT TO TALK TO YOU ABOUT SOME OF THE THINGS WE'RE TALKING ABOUT, I'D LISTEN TO THEM. I WOULD BECAUSE I DON'T WANT TO MAKE PRINCETON WHAT I WANT PRINCETON TO LOOK LIKE.
I WANT TO MAKE PRINCETON WHAT'S GREAT FOR THE CITY AS A WHOLE.
AND SO I WOULD I WOULD ENCOURAGE US COLLECTIVELY, THAT THERE'S WORK TO BE DONE.
LET'S PUT AN EFFORT AND LET'S, YOU KNOW, SEE WHERE WE ARE BY THE DEADLINES THAT ARE GIVEN. I THINK GRANT SPOKE TO, HEY, IF WE DON'T MEET THIS FIRST THRESHOLD, THERE'S ANOTHER THRESHOLD THAT WE CAN STRETCH OUT TO. LET'S LET'S DO WHAT'S NECESSARY TO FULLY DIGEST WHAT'S LISTED IN OUR CURRENT CHARTER. I THINK THERE'S GOING TO BE A LOT OF INSIGHT FROM COUNCIL AND FROM STAFF.
I'M ABSOLUTELY GOING TO BE LOOKING FOR THAT TO SEE EXACTLY WHAT NEEDS TO BE DONE.
SINCE WE SIT TOGETHER, DO I? ABSOLUTELY, ABSOLUTELY. MICHELLE GETS THAT. SHE GETS TO TALK TO IT'S LIKE, I DON'T KNOW IF I CAN PUSH THE BUTTON TO GET IN THE QUEUE BEHIND HIM WHEN I'M SHARING THE MIC WITH HIM.
JUST A QUICKIE, AND I'M PROBABLY JUMPING THE GUN, BUT IF WE IF I ALREADY READ THE CHARTER AND I HAVE AMENDMENT SUGGESTIONS, CAN I JUST GO AHEAD AND SUBMIT THEM SO THEY CAN BE COMPENSATED AND WE CAN START WORKING TOWARDS SOMETHING IF THAT'S SOMETHING THAT YOU'RE. WELL, I WOULD SAY BASED OFF OF WHAT I'VE SEEN HERE, THERE'S THERE'S OTHER AGENDA ITEMS THAT WE'RE GOING TO DISCUSS AS FAR AS DATES AND TIMES OF MEETING. I THINK WE'LL GET TO THE POINT WHERE WE DISCUSS THE FUNCTION LIKE HOW WE FUNCTIONALLY WANT TO OPERATE.
AND AT THAT POINT, IT'S WHERE WE'LL START TO KIND OF PICK APART THE ACTUAL HRC AND TALK THROUGH HOW WE WANT TO ADDRESS THE SPECIFIC ITEMS. IS MY MY POINT.
MY RECOMMENDATION RIGHT NOW I'M GOOD AT CART BEFORE THE HORSE. I HAVE TWO THINGS ON THE ON OUR AGENDA TONIGHT. IT DOES HAVE AS ITEM G6 IT SAYS CONSIDER SETTING A PUBLIC HEARING TO RECEIVE PUBLIC INPUT. AND I THINK THAT AS WE TALK ABOUT THAT TONIGHT AND SET A DATE, THAT THERE SHOULD BE AN EXPLICIT INVITATION GIVEN TO THAT PARTICULAR GROUP SO THAT BOTH OF THOSE THIS GROUP AND THE GROUP THAT IS WORKING BY PETITION CAN BEGIN MAYBE TO MELD TOGETHER AND WORK TOGETHER.
AND SECOND AND I DON'T KNOW THE PROTOCOL ON THIS, BUT IT MAY BE WORTH OUR WHILE TO ASK JASON TO PUT A MOTION ON THE FLOOR TONIGHT FOR THIS COMMITTEE AND ASK JASON TO FORMALLY ASK THE COUNCIL TO MOVE THAT DEADLINE TO SOMETIME IN JULY. JUST TO GIVE US ENOUGH TIME TO GET STARTED.
IF WE HAVE TO MOVE IT AGAIN SO THAT IT AND IT'S NOT PART OF THE NOVEMBER BALLOT, THAT'S FINE TOO. BUT IF THE PROTOCOL IS SUCH THAT PUTTING A MOTION ON THE FLOOR FOR OUR CHAIR TO ASK THE CITY COUNCIL TO MOVE THE DEADLINE, THE JUNE 23RD DEADLINE TO I DON'T HAVE MY CALENDAR OUT, BUT SOMETHING IN JULY THAT WOULD BE MORE REASONABLE.
SO MOVED. BUT YOU. BUT WE NEED A DATE.
EXCUSE ME. SO IF THAT OTHER GROUP PASSES AND THEIR AMENDMENTS GET ON THE BALLOT, AND LET'S SAY WE BEAT THE SHOT CLOCK AND WE GET SOME AMENDMENTS AND WE GET THEM ON THE BALLOT. IS EVERY AMENDMENT VOTED ON SEPARATELY OR IS IT A GROUP OF OKAY.
SO IT'S IT'S NOT THE COLLECTIVE WORK.
IT'S EACH AMENDMENT BECAUSE I UNDERSTAND THEY HAVE LIKE 19.
AND YOU'LL HAVE TO VOTE ON EACH OF THOSE AMENDMENTS THAT THEY ARE TO GET ON THE BALLOT. AND LET ME ASK YOU THIS.
IF WE COME UP WITH AN AMENDMENT THAT IS VERY, VERY SIMILAR TO SOMETHING THAT THAT OTHER GROUP BRINGS FORWARD, IS DO BOTH OF THOSE GO ON OR DO YOU GET WHAT I'M.
DOING SOMEBODY ELSE. OH, MARLO.
YOU'RE ON. YEAH. UNFORTUNATELY, I'M NEXT TO THE QUEUE, BUT BUT IT'S PRETTY MUCH THE SAME QUESTION.
AND THE CLARIFICATION I'M LOOKING FOR IS A CHRONOLOGICAL ORDER.
CHRONOLOGICAL, CHRONOLOGICAL ORDER OF IF THEY HAVE SOMETHING IN TIME FOR THE ELECTION, AND WE CONTINUE BEYOND THAT POINT.
DOES ANY PRESENTATION WE MAKE HAVE TO WAIT ANOTHER TWO YEARS? YES YES, YES. ALL RIGHT.
SO. IT GOES ON ABOUT THE PAST TWO, NOT THREE WEEKS.
OKAY. AND WE STILL HAVE THE OPPORTUNITY OR WE HAVE TO WAIT UNTIL ALL THAT HASN'T HAPPENED,
[01:20:07]
THAT IT'S DONE RIGHT. IT HAS TO BE.YOU CANNOT HAVE IT. FIRST OF ALL, I.
GO AHEAD. GO AHEAD. WHAT WAS THE WEBSITE NAME FOR SAFEGUARD? PRINCETON. AGAIN PRINCETON.COM OR.ORG.COM.
OKAY. I WANT TO JUST CALL TO ATTENTION.
WE HAVE THREE ADDITIONAL IF I'M I WENT TO PUBLIC SCHOOL WHICH HAVE GREAT TEACHERS, BUT WE HAVE A IT'S A LONG JOKE FOR PULLED ME TO THE SIDE I'LL TELL YOU ABOUT IT.
BUT WE HAVE THREE DIFFERENT AGENDA ITEMS THAT WE WANT TO COVER TONIGHT.
AND I JUST WANT TO BE COGNIZANT OF PEOPLE'S TIME.
SO I KNOW THAT THERE'S A LOT OF QUESTIONS, BUT THERE'S SOME OF THESE AREAS WHERE I THINK SOME OF THOSE QUESTIONS MAY BE ANSWERED. SO I JUST WANT TO ASK FOR US TO KIND OF COME BACK TO OUR AGENDA TO MOVE FORWARD.
AND THEN HOPEFULLY THOSE QUESTIONS ARE ANSWERED.
AND IF NOT, THEN I'M MORE THAN HAPPY TO FUNNEL THOSE QUESTIONS, AND THEN I WILL BLOW UP THE INBOX OF GRANT OR MIKE OR WHOEVER THE CASE MAY BE.
SO IF WE CAN GO AHEAD AND MOVE FORWARD THERE.
SO WE, I THINK WE JUST THAT WAS G2 THAT WE LEFT OFF ON.
SO IF WE CAN MOVE ON TO ITEM G THREE ITEM NUMBER 2025003 PRESENTATION AND PRESENTATION
[G.3 2025-003 Presentation and discussion on Texas Home Rule Charters, in general, and the Home Rule Charter for the City of Princeton, Texas.]
DISCUSSION OF THE TEXAS HOME RULE CHARTERS IN GENERAL, AND THE HOME RULE CHARTER FOR THE CITY OF PRESTON, TEXAS.ALRIGHTY. WAIT FOR AMBER TO GET IT PULLED UP.
SO YOU SHOULD HAVE A COPY OF THE POWERPOINT IN FRONT OF YOU AS WELL.
AND LIKE PREVIOUSLY, THIS IS SUPPOSED TO BE VERY CONVERSATIONAL, SO STOP ME AT ANY TIME.
ASK QUESTIONS. WE'VE HAD A LOT OF GREAT QUESTIONS SO FAR.
STOLE SOME OF MY THUNDER ON SOME OF THESE THINGS, BUT THAT'S OKAY. I'LL KIND OF FLY THROUGH SOME OF THE STUFF WE'VE ALREADY ALREADY ADDRESSED. SO AS PART OF THIS, YOU KNOW, FIRST PRESENTATION, THE THOUGHTS JUST TO BE VERY INFORMATIONAL.
WE'LL KIND OF DIG INTO THE KIND OF THE, THE, THE NUTS AND BOLTS OF, OF THE CHARTER AND ACTUALLY, YOU KNOW, DISCUSS SUBSTANTIVE AMENDMENTS, YOU KNOW, STARTING IN THE NEXT MEETING.
SO THE PURPOSE OF THIS IS JUST KIND OF GO OVER JUST AS WHAT IS A HOME RULE CHARTER.
WHAT WHAT IS THE WHAT IS PRINCETON'S CHARTER.
KIND OF THE HISTORY, THE BACKGROUND AND THE TIMELINE THAT IT WAS ADOPTED.
KIND OF DO A 30,000 FOOT VIEW OF THE CONTENTS OF THE CHARTER.
WE'LL DISCUSS THE AMENDMENT PROCESS.
WE KIND OF DISCUSSED A LITTLE BIT UP TO THIS POINT, BUT I'LL GO OVER IT AGAIN AND ANSWER SOME MORE QUESTIONS. AND THEN KIND OF GO OVER THE PURPOSE OF THIS COMMITTEE KIND OF ADDRESS THAT A LITTLE BIT TO, WITH, WITH THE RESOLUTION.
BUT I'LL GO OVER IT ONE MORE TIME.
ALL RIGHT. SO FIRST QUESTION IS WHAT'S THE DIFFERENCE BETWEEN GENERAL LAW AND HOME RULE.
SO BEFORE PRINCETON WAS A HOME RULE MUNICIPALITY, IT WAS A GENERAL LAW MUNICIPALITY.
SO A GENERAL LAW. YOU BASICALLY HAVE YOU HAVE THE POWER TO DO WHAT STATE LAW SAYS.
SO YOU CAN DO WHAT LAW SAYS WHEN YOU BECOME A HOME RULE CITY.
YOU HAVE A BROAD POWER TO TAKE ANY ACTION THAT'S NOT OTHERWISE PROHIBITED BY LAW.
SO ESSENTIALLY, YOU CAN YOU CAN DO ANYTHING THAT LAW SAYS YOU.
UNLESS. UNLESS THE LAW SAYS YOU CAN'T DO IT.
SO, FOR INSTANCE, WE'VE TALKED ABOUT THE ONLY BEING ABLE TO AMEND THE CHARTER NO MORE FREQUENTLY THAN ONCE EVERY TWO YEARS.
SO IF WE WERE TO ADOPT HAVING OUR CHARTER THAT WE COULD AMEND EVERY YEAR, THAT WOULD BE CONTRARY TO STATE LAW.
WE COULD IF WE WANTED TO, WE COULD SAY THAT OUR CHARTER COULD BE AMENDED EVERY THREE YEARS.
I MEAN, WE WOULDN'T I WOULDN'T ADVISE THAT BECAUSE IT JUST KIND OF HANDCUFFS YOU A LITTLE BIT. BUT IT'S NOT MORE RESTRICTIVE THAN STATE LAW.
IF THAT MAKES SENSE. SO WHAT IS WHAT IS A HOME RULE CHARTER? AS I KIND OF MENTIONED EARLIER, A HOME RULE CHARTER IS KIND OF AKIN TO A CONSTITUTION FOR THE CITY.
RIGHT? IT'S THE GOVERNING GOVERNING DOCUMENT FOR THE CITY.
WHAT'S WHAT MAKES A HOME RULE CHARTER NEAT IS THAT IT'S WRITTEN AND ADOPTED BY THE RESIDENT. SO EVERYONE IN THE ROOM ON THE COMMITTEE IS A RESIDENT OF THE CITY OF PRINCETON AND ULTIMATELY HAS TO BE A VOTE IN THE INITIAL CHARTER, AND ANY AMENDMENTS THERETO HAS TO BE VOTED ON BY BY THE RESIDENTS.
SO THAT'S THE CHARTER IS EXPRESSLY AUTHORIZED PURSUANT TO ARTICLE 11, SECTION FIVE OF THE CONSTITUTION.
IT THE CHARTER ESSENTIALLY DEFINES THE LIMITS, DEFINES, AND LIMITS THE POWERS, DUTIES, AND RESPONSIBILITIES OF LOCAL GOVERNMENT BASED ON LOCAL PREFERENCES AND DESIRES.
AND SO WHY WOULD A MUNICIPALITY WANT TO BECOME HOME RULE? LOCAL SELF-GOVERNANCE? IT GIVES THE PEOPLE A VOICE KIND OF GOVERN, HELP GOVERN YOUR OWN RIGHT, SET THE RULES FOR YOUR OWN CITY.
ALL RIGHT. SO PRINCETON'S HOME RULE CHARTER, AS YOU KNOW, WAS ADOPTED IN NOVEMBER 2022.
[01:25:03]
IT KIND OF HAVE A TIMELINE OF THE ADOPTION PROCESS.AS VICE CHAIR ELLIS MENTIONED, IT WAS IT TOOK, OH, ABOUT SIX MONTHS TO ADOPT THE INITIAL CHARTER JUST KIND OF GIVE YOU A TIMELINE.
SO THE COMMISSION WAS APPOINTED JANUARY, AND THEN THE FIRST MEETING WAS HELD IN FEBRUARY. AND AT THE TIME I WENT BACK AND LOOKED, I THINK THERE WAS 15 TOTAL MEETINGS OVER THE COURSE OF SIX MONTHS.
SO THAT JUST KIND OF GIVES YOU A KIND OF A, A GUIDELINE, I GUESS. IN AUGUST, THE THE COMMISSION SUBMITTED PROPOSED CHARTER, THE CITY COUNCIL, AND THEN THE ELECTION WAS ORDERED PRIOR TO THE DEADLINE IN AUGUST OF THE YEAR OF 2022 FOR THE ELECTION.
AND THEN ULTIMATELY IN NOVEMBER OF THAT YEAR, IT WAS APPROVED.
AND THEN IT WAS ADOPTED OFFICIALLY AND DECLARED RECOGNIZED BY THE CITY COUNCIL ON NOVEMBER 18TH, 2022. SO SINCE THEN, IT'S REMAINED THE FUNDAMENTAL LAW OF THE CITY OF PRINCETON, AND IT HAS NOT BEEN AMENDED SINCE.
ALL RIGHT. SO I'M GOING TO DO JUST A VERY BRIEF HIGH LEVEL OVERVIEW OF THE CONTENTS.
LIKE I SAID, WE'LL GET EXPLORE.
GO INTO DEPTH OF EACH ONE OF THESE CHAPTERS AND EACH ONE OF THESE SECTIONS AND SUBSEQUENT MEETINGS. BUT THERE'S 15 TOTAL CHAPTERS.
CHAPTER ONE, KIND OF DEFINING THE CORPORATE LIMITS AND THE TJ'S TJ, INCLUDING EXPANSION AND REDUCTIONS OF THE CITY LIMITS.
AND TJ CHAPTER TWO ESTABLISHES THAT PRINCETON IS A COUNCIL MANAGER FORM OF GOVERNMENT.
CHAPTER THREE KIND OF GOES OVER THE QUALIFICATIONS FOR CITY COUNCIL MEMBERS.
COMPENSATION VACANCIES, VACANCY, FILLING APPOINTMENT OF A MAYOR PRO TEM, ETC.. CHAPTER FOUR ESTABLISHES A CITY MANAGER AND KIND OF WHAT THE QUALIFICATIONS ARE FOR BEING CITY MANAGER.
THE DUTIES, THE ROLES, THE POWERS AND RESPONSIBILITIES OF THE CITY MANAGER. CHAPTER FIVE KIND OF HAS MORE THE FINANCIAL PROVISIONS.
SO KIND OF SOME SOME BUDGET SPECIFIC ITEMS. SOME BOND ITEMS. IT ESTABLISHES KIND OF THE FISCAL YEAR.
DEADLINES, ADOPT A BUDGET, ETC..
CHAPTER SIX AND SEVEN HAS TO DO WITH THE ROLES AND RESPONSIBILITIES OF THE CITY'S SECRETARY AND CITY ATTORNEY.
CHAPTER EIGHT CREATES A MUNICIPAL COURT AND ESTABLISHES THE JURISDICTION OF THE MUNICIPAL COURT. SETS, YOU KNOW, KIND OF COSTS, FINES AND PENALTIES GENERALLY.
CHAPTER NINE CREATES FOR SPECIFIC BOARDS AND COMMISSIONS.
ONE BEING THE PLANNING AND ZONING, ONE BEING THE BOARD OF ADJUSTMENT.
ECONOMIC DEVELOPMENT CORPORATION AND COMMUNITY DEVELOPMENT CORPORATION. AND THEN SECTION 9.05 KIND OF IS THE CATCHALL ALLOWING COUNCIL TO ESTABLISH ADDITIONAL BOARDS, COMMITTEES OR COMMISSIONS, INCLUDING THE ONE TONIGHT.
CHAPTER TEN HAS TO DO WITH ORDINANCES, INCLUDING THE VALIDATION PROCEDURE AND PUBLICATION THEREOF. CHAPTER 11 GOVERNS ELECTIONS IN THE CITY.
SPECIAL ELECTIONS, REGULAR ELECTIONS, ELECTION PROCEDURES, NOTICES, ETC.. CHAPTER 12 HAS TO DO WITH INITIATIVE, REFERENDUM AND RECALL.
SO THAT'S A LOT OF FUN LEGAL JARGON.
WE'LL WE'LL DIG INTO THAT WHEN WE GET TO IT.
ALL RIGHT. THREE MORE CHAPTERS.
CHAPTER 13 HAS TO DO WITH FRANCHISES.
SO THE USE OF PUBLIC PROPERTY FOR FURNISHING SERVICES.
CHAPTER 14 HAS A LOT OF THE GENERAL PROCEDURES AND PROVISIONS, KIND OF ADMINISTRATIVE STUFF.
SOME ETHICS. CONFLICT OF INTEREST.
AND THEN FINALLY, CHAPTER 15 HAS TO DO WITH THE ADOPTION OF THE CHARTER.
IT HAS ALL THE 15 REQUIRED SIGNATURES.
ALL RIGHTY. GRANT? GRANT? YEP. CAN YOU CORRECT ME IF I'M WRONG? AND I JUST REMEMBER THIS FROM WHEN WE WERE ON IT.
THERE ARE GOING TO BE A FEW CHAPTERS THAT ARE JUST PURE, TRUE LEGAL JARGON THAT THE STATE REQUIRES US TO HAVE, AND WE WON'T BE ABLE TO CHANGE THEM.
SO JUST TO THOSE OF YOU THAT WERE QUESTIONING LIKE TIMELINES, IT IS A VERY TIGHT TIMELINE, BUT THERE ARE GOING TO BE SOME ITEMS THAT WE
[01:30:01]
TRULY GRANT WILL SAY, NO, YOU CAN'T CHANGE THAT.YEAH, A LOT OF IT'S BOILERPLATE LANGUAGE.
I MEAN PRINCETON'S CHARTER IS IS IS WAS, I THINK, FORMULATED FROM A VERY COMMON TEMPLATE.
RIGHT. SO IT'S IT'S NOT THE CONTENTS OF PRINCETON'S CHARTER ARE NOT ABNORMAL.
SO A LOT OF IT IS, IS LEGAL JARGON, BOILERPLATE.
THERE ARE SOME AREAS THAT WE CAN CERTAINLY ADD OUR OWN OWN LANGUAGE, BUT THERE ARE THERE ARE SOME INSTANCES. SO IT'S NOT LIKE WE'RE AMENDING, YOU KNOW, EVERY SECTION OF THE CHARTER, THERE'S SOME THINGS IT'S JUST BEST LEFT ALONE. BUT WE'LL GET TO THOSE WHEN AS WE KIND OF DIG IN A LITTLE BIT DEEPER.
BUT THAT'S A VERY VALID POINT. SO HEY, GRANT, ONE ONE QUESTION NOT ASK YOU TO DO ANYTHING CRAZY, MORE WORK OR ANYTHING, BUT I WAS GOING TO READ THROUGH THE CHARTER AND JUST IDENTIFY LIKE MY TOP THINGS THAT BASED ON WHAT I HEAR PEOPLE SAY, ETC., THAT I WANT TO MAKE SURE THAT I FOCUS ON REALLY UNDERSTANDING.
BUT CAN YOU IS IT POSSIBLE TO QUICKLY HIGHLIGHT THE BOILERPLATE THINGS THAT ARE WE'RE JUST NOT GOING TO BE ABLE TO TOUCH OR, YOU KNOW, HIGHLIGHT. HERE ARE THE THINGS THAT WE CAN DISCUSS MODIFICATIONS FOR SO THAT WE DON'T SPEND ANY UNDUE TIME. YEAH.
I MEAN, I CAN GIVE SOME EXAMPLES JUST RIGHT OFF THE BAT. SO, YOU KNOW OPEN MEETINGS ACT, PUBLIC INFORMATION ACT, SOME OF THOSE THINGS WOULD NOT BE ABLE TO TOUCH. BUT AS WE GO THROUGH AND, YOU KNOW, WE HAVE SUBSEQUENT MEETINGS AND WE KIND OF DIVE IN A LITTLE BIT DEEPER.
I'LL, I'LL JUST CALL OFF AND SAY, HEY, SECTION, SAY ABC. NO, NO. OKAY.
THIS IS KIND OF WHY THEY'RE IN THERE. THERE'S NOT A LOT OF WIGGLE ROOM. I WON'T I WON'T WASTE ANYONE'S TIME. OKAY.
YEAH. AND YEAH, I'M JUST GOING TO ECHO WHAT MR. MASHBURN JUST BROUGHT UP. WE CAN CERTAINLY PROVIDE LIKE A PDF, KIND OF AS SOMEONE SOME SECTIONS TO KIND OF STRIKE THROUGH AS I DON'T WANT TO SAY OFF LIMITS, BUT KIND OF LIKE THE LANGUAGE IS IN HERE FOR A REASON.
AND I KNOW THAT WE'VE HAD TALKS FROM FROM WHEN I, WHEN I FIRST CAME ON THAT THERE'S SOME ITEMS THAT YOU, YOU WOULD LIKE TO HAVE CLEAR UP THAT WILL MAKE YOUR JOB EASIER AND MAKE THE, MAKE THE CITY'S JOB EASIER. SO THOSE RECOMMENDATIONS, I THINK YOU CAN START WITH THAT AS WELL.
WHEN THAT TIME COMES THAT YOU CAN GET THE CITY ATTORNEY'S RECOMMENDATION ON WHAT HE WOULD ADVISE, BECAUSE THERE'S SOME THINGS THAT ARE JUST ARE TOO VAGUE TO REALLY GET A YES OR NO FOR THAT HE WOULD BE ABLE TO GIVE YOU GUYS THE GUIDANCE AS WELL.
YEAH. OKAY. AS I'M LOOKING THROUGH ALL OF THE STUFF THAT YOU HAVE IN HERE, I KNOW A LOT OF PEOPLE DON'T HAVE THE TIME TO COME TO CITY HALL AND AND ACTUALLY SEE HOW IT CURRENTLY IS WORKING, BUT THOSE OF US WHO CAN, WE COME IN AND AND SEE HOW THINGS ARE WORKING? NOT EVEN TO COME IN AND ASK THE EMPLOYEES ANYTHING, BUT JUST SEE THE PROCESSES SO THAT WE ARE MAKING BETTER CHOICES.
BECAUSE WHAT I WOULD SAY, I'VE BEEN INVOLVED IN A LOT OF THE MEETINGS IN MCKINNEY, AND THEY ARE VERY TRANSPARENT WITH HOW THEY DO THINGS AND HOW THINGS KIND OF ROLL. I DON'T KNOW IF THAT'S SOMETHING THAT YOU GUYS OFFER.
I'M JUST ASKING. IF WE CAN START DOING THAT.
YOU KNOW, I'M. SORRY. I'M TRYING.
I JUMP OUT, TRY TO GET BACK IN WHEN THERE'S A QUESTION.
SO I WANT TO MAKE SURE EVERYONE CAN HEAR ME.
YEAH, THAT'S CERTAINLY A GREAT IDEA.
KIND OF WORKING WITH STAFF AND TRYING TO FIGURE OUT HOW TO DO THAT, WHETHER IT'S, I DON'T KNOW, BY SURVEY, I DON'T KNOW.
WE CAN, WE CAN. I THINK MAKING SURE THAT THE COMMITTEE HAS AS MUCH INFORMATION AS THEY IS, THEY NEED TO COME BACK TO SAY, OKAY, WELL, I THINK WE NEED SOMETHING HERE AT LEAST.
I AM IN THE TIME THAT WE LEARNED ABOUT THE WEBSITE FOR WHAT'S THE NAME OF THIS ORGANIZATION AGAIN? SAFEGUARD PRINCETON.
I WENT TO THE WEBSITE AND THERE ARE 14 AREAS THEY'RE RECOMMENDING THAT NEED TO BE CHANGED.
AND I WAS THINKING, SINCE WE ARE THE OFFICIAL CHARTER SHORTER REVIEW.
I'M NOT SAYING THAT THEY'RE NOT DOING WHAT THEY NEED TO DO TO BE LEGAL.
[01:35:01]
WE COULD PROBABLY USE THEIR IDENTIFIED AREAS AS A STARTING POINT.AND THAT WOULD PROBABLY GIVE US SOME HEADWAY INTO MOVING INTO THE OTHER AREAS.
JUST AS A SUGGESTION. THROWING IT OUT.
OH WOULD WE BE ABLE TO GET AN EMAIL OF ALL THE BOILERPLATE INFORMATION WE'RE NOT ALLOWED TO TOUCH, JUST SO THAT WE KNOW WHAT WE NEED TO DISCUSS AND WHAT WE DON'T IN THE FUTURE? JUST TALK. TO ALL THE HOLIDAY HOMES.
OKAY. WE'LL DISCUSS THIS WITH SOMEONE THAT NIGHT.
IS THAT YOU SAY, HEY, HERE'S A 25 PAGE CHARTER.
LET'S JUST GO ALL OVER THE PLACE.
BUT I'LL START WITH, YOU KNOW, IN CHAPTER TWO.
SO. YES, I'LL. I'LL CALL THOSE OUT.
OKAY. THANK YOU. THERE'S JUST THERE'S VERY LITTLE LEGAL.
RIGHT. SO LET'S JUST TAKE IT OFF.
YEAH. AT AT EACH MEETING, WILL THERE BE A PUBLIC APPEARANCES FOR.
OKAY, GOOD. SO WE SHOULD BE ACTUALLY PROMOTING THESE MEETINGS, RIGHT. TO ENCOURAGE THE PUBLIC TO COME AND TALK TO US.
YEAH. SO I WOULD SAY THAT GIVEN SOME OF THE INPUT THAT'S BEEN PRESENTED AROUND HERE, I THINK THAT THERE IS TO THE POINT THAT WAS THAT WAS BROUGHT UP AROUND THE GROUP THAT'S OUTSIDE OF THIS GROUP. I ABSOLUTELY LOVE TO HEAR THEIR PERSPECTIVE.
BUT I DO I WOULD SAY THIS WE HAVE CITY STAFF, WE HAVE COUNCIL MEMBERS THAT ARE HERE THAT ARE FUNCTIONALLY IMPACTED BY HOW THE, THE HOME CHARTER IS, IS SET UP.
MY MY RECOMMENDATION WOULD BE I'D LIKE TO AND AGAIN WE'RE GOING TO GET TO THAT POINT.
SO I'M GOING TO BE CLEAR. BUT I'D LIKE TO START THERE BUT HAPPY TO, TO TO TAKE IN CONSIDERATION.
IN ADDITION TO THAT, THE WORK THAT WE'RE DOING, THEIR RECOMMENDATIONS AND BE ABLE TO MOVE FORWARD.
BUT I ALSO WANT TO CALL IT'S 740 AND TO GET US TO CONTINUE TO MOVE ON WITH THE AGENDA.
SO THAT WAY WE CAN ENSURE THAT WE'RE BEING RESPECTFUL OF PEOPLE'S TIMES.
YEAH. I JUST WANT TO ADD ONE COMMENT REGARDING THE GROUP WITH THE PETITION IS THAT I DON'T THINK THAT IS SOMETHING WE SHOULD USE AS A TEMPLATE TO OR IF THEY WANT TO COME IN PUBLIC, SPEAK TO US AND TAKE THEIR THREE MINUTES AND GIVE US THEIR THOUGHTS AND WHAT THEY WOULD LIKE, THEY'RE ARE MORE THAN WELCOME TO COME.
STAND UP AND SPEAK, JUST LIKE MR. LONG WAS ABLE TO DO TODAY.
AND THEN, YOU KNOW, WE CAN RESPECT THEM AND TAKE NOTES FROM THEM AS PUBLIC SPEAKERS.
I WOULD LIKE TO ADVOCATE FOR CAROLYN'S POINT THAT I DON'T KNOW WHAT THOSE 14 POINTS ARE, BUT IF ANY OF THEM ARE SOMETHING THAT WE FEEL AS A COMMITTEE WOULD BE AN ANTITHESIS TO WHAT WOULD BE IN THE BEST INTEREST OF THE CITY, THEN I THINK IT WOULD BE APPROPRIATE FOR US TO ADDRESS THOSE. ADDRESS THEM, BUT POSSIBLY FROM AN OPPOSITE POSITION.
AND NOT JUST THROW THEM OUT BECAUSE THAT COMMITTEE HAS THEM.
MAXINE. THANK YOU FOR YOUR THOUGHTS ON THAT, BECAUSE I HAD TO PICK MY PAPERBACK UP IN ORDER TO REFRAIN FROM MAKING PERSONAL, DEMEANING, INSULTING, THREATENING, AND DISPARAGING REMARKS.
SO I BELIEVE THAT WHEN PEOPLE ARE WORKING TOGETHER AND WE WANT WHAT'S BEST FOR THE CITY, AND THESE PEOPLE WERE ELECTED BY THE CITIZENS TO DO THINGS DECENT IN AN ORDER.
AND I KNOW THE THE PEOPLE THAT HAVE GONE OUT AND DONE THIS AND I DON'T HAVE A PROBLEM, HAVE ASKING THEM TO COME AND HAVE PUBLIC REMARKS AND BRING THOSE REMARKS SO THAT WE CAN MAKE THOSE DECISIONS.
I DIDN'T KNOW THAT IT WOULD BE TO THE POINT OF IF THEY GOT THOSE SIGNATURES, IT WOULD KIND OF BE A WASTE OF TIME FOR US.
SO I WILL REACH OUT TO THEM MYSELF AND NOT PROBABLY BEG OR ASK THEM TO COME AND LET US KNOW WHAT YOUR ISSUE. WHAT ISSUES YOU'RE HAVING AND IF IT'S VALID,
[01:40:02]
THERE'S A COMMITTEE THAT'S SELECTED TO MAKE THIS HAPPEN FOR YOU.YOU DON'T HAVE TO GO OUTSIDE OF IT TO TO DO THAT.
SO. I THINK THAT AS IN GENERAL, IF ANY PERSON ON THIS COMMITTEE WANTS TO TAKE A LOOK AT THEIR PETITIONS AND AMENDMENTS AND BRING FORWARD YOUR THOUGHTS ON THOSE, ABSOLUTELY. THAT'S WHAT WE CAN AND SHOULD DO.
BUT TO SUGGEST THAT WE USE THEIR PETITION AS A STARTING POINT, I FIND THAT TO BE AN IRRESPONSIBLE AND POSSIBLY GROSSLY NEGLIGENT WAY TO APPROACH THIS BECAUSE WE HAVE NO IDEA WHAT IS IN THOSE PETITIONS WHERE THEY GOT THE INFORMATION, ETC. SO WITHOUT FIRST HAVING REVIEWED IT IN GREAT DETAIL TO UNDERSTAND THE IMPACT, I WOULD NEVER RECOMMEND USING THAT AS A STARTING POINT FOR OUR DISCUSSION.
YOUR POINT IS WELL TAKEN AND I AGREE WITH YOU.
WE SHOULD NOT USE WHAT THEY HAVE TO GUIDE WHAT WE DO, BUT WE ALSO NEED TO EXERCISE WISDOM AND PRUDENCE.
THEY HAVE IDENTIFIED 14 POSSIBLE AREAS FOR IMPROVEMENT.
WE'RE HERE TODAY AND WE ARE STARTING WITH A BLANK SLATE.
EVEN A BROKEN CLOCK IS RIGHT TWICE A DAY.
AND SO I BELIEVE THAT IT WOULD BE IMPORTANT FOR US TO LOOK AT WHAT THEY HAVE IDENTIFIED.
MAYBE NOT IN THE SAME WAY AS RENDELL SAID, BUT LOOK AT WHAT THEY HAVE IDENTIFIED AS POSSIBLE AREAS THAT WOULD NEED TO BE AMENDED, AND WE DETERMINE WHETHER AMENDMENTS NEED TO BE MADE AROUND THOSE AREAS.
IT WOULD BE A GUIDE, NOT SOMETHING THAT WE JUST USE TO GUIDE THE WORK THAT WE DO.
IT WOULD JUST BE SOMETHING THAT WE USE AS A FOOTNOTE.
LITTLE AREA THAT MIGHT NEED TO BE AMENDED BY US, BUT NOT THAT WE JUST GO OUT AND USE WHAT THEY HAVE.
I LOOKED AT THE WEBSITE, THEY'VE ADDED CHARTERS FROM SEVERAL OF OUR SURROUNDING CITIES AND ARE ASKING PEOPLE TO DO THE COMPARISON.
AND I'M SURE IN OUR PRIVATE TIME IN PREPARING FOR THE MEETING, AND JUST AS WE ARE GOING TO BE REVISING OR AMENDING THAT, WE TOO WOULD WANT TO DRAW ON WHAT MAYBE OTHER CITIES ARE DOING SO.
IT'S NOT THAT WE ARE USING THEIR WORK AS OURS, BUT WE CAN USE IT AS A SPRINGBOARD FOR WHAT WE DO.
I WOULD HAVE TO I WOULD HAVE TO AGREE WITH GENTRY ON THIS MATTER.
I FEEL LIKE, YEAH. AND I GET THE POINT THAT'S BEING STATED BY CAROLYN.
I UNDERSTAND THAT THERE'S WORK BEING DONE.
I THINK THAT IT IS IMPORTANT THAT THAT IS VETTED, AND THIS IS NOT AN INDICTMENT ON ANYONE INVOLVED IN THAT MEASURE AT ALL.
BUT WE ARE ALL RESPONSIBLE AT OUR CAPACITY TO DO THE WORK, TO UNDERSTAND HOLISTICALLY, COMPREHENSIVELY THE DECISIONS THAT WE'RE MAKING. RIGHT. AND SO NOT THAT THAT CAN'T BE PART OF THE DISCUSSION, BUT I DO FEEL LIKE WHEN IT COMES TO THE DECISIONS THAT WE'RE MAKING HERE, THAT IT SHOULD BE IN MAYBE IN TANDEM, BUT IT DOESN'T HAVE TO BE THE THE FIRST STEP.
I THINK THAT THERE IS PLENTY OF PEOPLE THAT ARE INVOLVED THAT ARE IN THE ROOM THAT CAN HELP US START, AND AS WE GO THROUGH THAT PROCESS, I MYSELF WILL GO TO THAT SITE REVIEW.
I'VE BEEN TO THAT SITE BEFORE, BUT RE REVIEW THE INFORMATION AND REACH OUT TO THOSE INDIVIDUALS TO GET A BETTER UNDERSTANDING. BUT I THINK THAT WITHIN THIS CAPACITY THAT WE ARE RESPONSIBLE FOR TAKING THIS PROCESS FROM A FOUNDATIONAL LEVEL, AND WE DON'T HAVE TO START AT A PLACE THAT SOMEONE HAS ALREADY BEGUN.
I THINK THAT THAT IS THE FAIR WAY OF GOING THROUGH THIS PROCESS.
I KNOW THAT THERE'S A LOT OF DIALOG AND WE HAVE MANY MORE MEETINGS, BUT WE WON'T HAVE MANY MORE PRODUCTIVE MEETINGS IF WE DON'T ACTUALLY CHOOSE WHEN THOSE MEETINGS ARE GOING TO BE. SO I WOULD ASK THAT WE GO AHEAD AND MOVE ALONG WITH THE AGENDA. IF EVERYONE IS OKAY WITH THAT, AND I WILL PICK UP WITH THE NEXT.
AND THEN I JUST WANT TO SAY ONE THING, AND I WANT EVERYBODY TO KEEP IN MIND THAT SOME OF THE AGENDA NOT SORRY, THAT AGENDA.
SOME OF THE AMENDMENTS THAT THEY ARE PROPOSING AS WELL JUST CAN'T BE DONE.
SO JUST KEEP IN MIND THAT WHEN YOU'RE READING SOME OF THESE AMENDMENTS THAT THEY'RE PUTTING OUT THERE, THAT SOME OF THEM MIGHT NOT EVEN BE ABLE TO BE LEGALLY ACTUALLY DONE, AND THERE IS A FEW ON THERE THAT IS NOT LEGAL.
SO THAT CANNOT BE THE BASE OF OF WHERE WE START.
ONCE AGAIN, LIKE YOU SAID, WE CAN WORK IN TANDEM AND TRYING TO BRING SOME IDEAS, BUT LET'S RESEARCH EVERY ONE OF THEM TO MAKE SURE THAT THEY CAN ACTUALLY BE
[01:45:05]
DONE. YEAH. YEAH. AWESOME.SO WITH THAT BEING SAID, WE'LL GO AHEAD AND MOVE ON. GRANT. IS THAT THE END OF THE PRESENTATION? I HAVE TWO MORE SLIDES, BUT I'LL BE QUICK BECAUSE WE'VE DISCUSSED ABOUT 99% OF IT ALREADY, SO I'LL BE QUICK.
AND YOU KNOW, I LOVE ALL THE QUESTIONS. AND OBVIOUSLY IF ANYONE WANTS TO, YOU KNOW, EMAIL ME AFTER THE FACT.
ANY QUESTIONS? THAT'S WHAT I'M HERE FOR, TO KIND OF BE A A REFERENCE AND A, YOU KNOW, HELP YOU GUYS OUT. SO KIND OF ROLL THROUGH REAL QUICK.
WE'VE DISCUSSED YOU KNOW, HOW A RULE CHARTER CAN BE AMENDED WITH ONE OF TWO WAYS. ONE IS COUNCIL ORDERED.
COUNCIL ON ITS OWN MOTION MAY ORDER FOR A CHARTER AMENDMENT ELECTION OR TWO IS RESIDENT INITIATED. SO COUNCIL SHALL ORDER A CHARTER AMENDMENT ELECTION IF IT RECEIVES A PROPOSED CHARTER AMENDMENT THAT IS SUPPORTED BY A PETITION SIGNED BY.
IN THIS INSTANCE, IT WOULD BE AT LEAST 5% OF THE QUALIFIED VOTERS.
KEEP IN MIND BOTH HAVE TO BE DONE BY ELECTION.
THAT'S JUST THERE'S TWO WAYS TO TO TRIGGER THE ELECTION.
WE'VE WE'VE TOUCHED ON THE NEXT BULLET POINT.
HOW OFTEN CAN A CHARTER BE AMENDED? IT'S NO MORE OFTEN OR THAN EVERY TWO YEARS.
AND THAT'S FROM THE CONSTITUTION.
AND THEN THIS LAST BULLET POINT, THIS WAS BROUGHT UP, I THINK MAYBE MISS KELTON, I CAN'T REMEMBER WHO, BUT THERE'S NOT A LIMITATION ON A NUMBER OF AMENDMENTS PER ELECTION.
YOU KNOW, I'VE SEEN SOME THAT MAYBE THERE'S THREE AND UP TO 25 EACH.
EACH AMENDMENT WOULD HAVE A DIFFERENT LINE ITEM, AND THE BALLOTS MUST MUST BE PREPARED IN A WAY THAT THE VOTER MAY APPROVE OR DISAPPROVE ANY ONE OR MORE AMENDMENTS WITHOUT HAVING TO APPROVE OR DISAPPROVE ALL OF THEM.
SO YOU GO THROUGH AND EACH ONE, YES OR NO? ALL RIGHT. THEN THE VERY LAST SLIDE IS JUST WE KIND OF TOUCHED ON THIS WITH THE RESOLUTION. SO WHAT WE'RE HERE FOR, WE'RE HERE TO MAKE RECOMMENDATIONS RECOMMENDED MODIFICATION AND AMENDMENTS TO THE CHARTER.
OBVIOUSLY, THE JUNE 23RD IS PROBABLY GOING TO BE AN ISSUE, BUT WE AND THEN JUST KIND OF THE THE REPORTING REQUIREMENTS PROVIDE ROUTINE PROGRESS REPORTS AND THEN A FINAL WRITTEN REPORT TO COUNCIL.
SO THAT NO, NO QUESTIONS, NO MORE QUESTIONS.
THANK YOU GRANT. YOU'RE WELCOME. WITH THAT, WE'LL MOVE ON TO ITEM G FIVE.
[G.5 2025-005 Consider selecting the dates and times of future Committee meetings; and take appropriate action.]
2025005. CONSIDER SELECTING THE DATES AND TIMES OF FUTURE COMMITTEE MEETINGS AND TAKE APPROPRIATE ACTION AT THIS TIME.GIVEN THAT WE ARE KIND OF NEARING THE THE BACK END OF OUR MEETING TIMELINE, I WOULD LIKE TO START TO GET THE CONVERSATION GOING BY WHAT WAS STATED BEFORE AS FAR AS THIS PROCESS, BEFORE TAKING SIX MONTHS.
I HEARD THERE WAS SOMEWHERE BETWEEN 13 AND 15 MEETINGS.
THERE WERE 15, 15 MEETINGS, BUT IT WAS ALSO MUCH MORE IN DETAIL BECAUSE WE HAD TO GO THROUGH PRETTY MUCH NOT EVERY ITEM, BUT YES, EVERY SINGLE ITEM.
AND SO IT WAS MUCH MORE DETAILED.
WE HAD TWO, THREE LIKE TOWN HALLS HERE AT THE CITY FOR SURE.
PRESENTATIONS. SO HARDLY ANYONE CAME.
NOT VERY MANY PEOPLE CAME TO THE PUBLIC APPEARANCE OR TOWN HALLS.
DO I THINK THAT WE NEED TO HAVE 15 MEETINGS FOR THIS? NO, I WHAT MY MY THE THE DIRECTION I WAS GOING WITH KIND OF TAKING THE IN CONSIDERATION THE, THE THE AMOUNT, THE CADENCE THAT WAS FOR THE PREVIOUS HRC WAS THAT WE WOULD EITHER AND ONE OF THEM WAS A BIT AGGRESSIVE AND BE HONEST ABOUT THAT.
EITHER HAVE WEEKLY OR BIWEEKLY MEETINGS GIVING SOME OF THE TIMELINES WE'VE TALKED ABOUT THAT WE'RE UP AGAINST.
MY RECOMMENDATION AGAIN, THIS IS UP FOR DISCUSSION.
AND THEN WE CAN HAVE OFFICIAL MOTION IS ONE OF THOSE TWO OPTIONS.
BUT I WOULD ALSO LIKE TO INCLUDE IN THAT THAT WE HAVE AT LEAST I KNOW WE HAVE ONE PUBLIC HEARING THAT'S LISTED HERE FOR US TO DISCUSS.
BUT I'D LIKE TO HAVE AT LEAST TWO PUBLIC HEARINGS AS PART OF THAT PROCESS.
SO THAT'S WHAT I'M PUTTING UP FOR DISCUSSION. IT'S NOT AN OFFICIAL MOTION, BUT I WANT TO PUT THAT OUT THERE TO GET THE CONVERSATION GOING. AND MIND YOU, IT'S 752.
SO GREAT CONVERSATION. HOPEFULLY. ONE OF THE TOWN HALLS PUBLIC APPEARANCE WE DID WAS ON A SATURDAY AND WE HAD SOME BOARDS UP, YOU KNOW, WITH ALL THE CHARTER ITEMS FOR PEOPLE TO ACTUALLY COME AND GIVE US THEIR FEEDBACK ON THESE CHARTERS. AND AGAIN, THERE WAS NOT A LOT.
[01:50:03]
THERE WAS I THINK ONE OF THEM HAD NO BODY.SO IT WAS, YOU KNOW, IT WAS PUBLICIZED EVERYWHERE YOU COULD POSSIBLY THINK.
AND, YOU KNOW, IT WAS VERY DISAPPOINTING REGARDING THAT.
I WOULD MAKE A SPECIFIC MOTION FOR STARTING OUT WITH BIWEEKLY.
AND IF WE'RE STARTING TO PRESS A DEADLINE, WE CAN ACCELERATE.
AND I LIKE TO PRESENTATIONS FOR PUBLIC.
RIGHT. SO WE HAVE A, WE HAVE AN OFFICIAL MOTION ON BOARD GRANT.
I'VE BEEN OUT OF THE CHAIR FOR A WHILE SO KEEP ME ON TRACK HERE.
SO SINCE WE HAVE AN OFFICIAL MOTION, WE SHOULD TAKE AN OFFICIAL VOTE.
RIGHT? FOR THAT, WE NEED A SECOND. I'M SORRY. WE NEED A SECOND FOR THAT MOTION. SO THERE'S A MOTION ON THERE. IS TO TO CLARIFY, THE MOTION WAS A WEEKLY, BI WEEKLY, BI WEEKLY. OKAY.
THE MOTION WAS BIKE WEEK BI WEEKLY.
AND. RIGHT. OKAY. SO SECOND, THE MOTION OF BI WEEKLY IS IS THERE A REQUIREMENT FOR US TO HAVE A QUORUM IN ORDER FOR THIS MEETING TO GO FORWARD? BECAUSE IF WE ARE AT RISK, IF WE HAVE TO HAVE A CERTAIN NUMBER OF PEOPLE AND IT'S GOING TO BE VERY COMPLICATED TO GET THAT NUMBER OF PEOPLE BI WEEKLY, I JUST WANT TO BE CONSIDERATE OF THAT FIRST.
I CAN I CAN PLAY, I THINK, WITH ONE OF THE THINGS THAT WAS EXPRESSED AND THIS IS MY PERSPECTIVE. I'M NOT SPEAKING FOR THE WHOLE, BUT ONE OF THESE EXPRESSED WAS THE IMPORTANCE OF ATTENDANCE. AND I ABSOLUTELY RESPECT THAT.
I THINK THAT IN MY OPINION, BI WEEKLY IS A BIT OF A A SOLID TARGET IN MY OPINION. I THINK THAT THAT'S DOABLE.
I THINK IT'S, I THINK IF WE DID ANYTHING LESS, IF WE DID ANYTHING MORE EXTENDED THAN THAT, IN MY PERSONAL OPINION, YOU'RE GOING TO LOSE CONTACT TONE, CONTEXT TONE.
RIGHT. AND THE URGENCY IS GOING TO BE GONE. AND THERE'S GOING TO BE A DISCONNECT BETWEEN THE TIME. I'M ALL FOR BI WEEKLY.
FIRST OF ALL, I JUST WANTED TO MAKE SURE THAT IF WE'RE VOTING FOR THAT AND WE RESERVE OUR SCHEDULES FOR BIWEEKLY MEETINGS, FOR SURE, FOR SURE.
I MEAN, AND THE BEAUTIFUL THING ABOUT THIS IS THAT THERE'S A MOTION AND THEN THERE'S A SECOND SO WE CAN TAKE A VOTE.
AND IF PEOPLE DON'T THINK THAT'LL MAKE SENSE FOR THEM, THEN THEY CAN VOTE NO. RIGHT.
SO WITH THAT BEING SAID, THERE WAS A MOTION MADE FOR BIWEEKLY AMICIA.
SECOND THAT MOTION. AND WITH THAT, WE'LL TAKE THE SAME THE SAME APPROACH THAT WE DID EARLIER. A RAISE OF HANDS IF THE IF IT'S A YES.
THANK YOU. KEEP UP, KEEP HIM UP.
AND AMBER, I THINK AMBER GRABBED HIM.
THAT MOTION APPROVES. AND THEN I'LL DEFER TO YOU FOR YOUR QUESTION.
THANK YOU. IS THERE A WAY I'M GOOD WITH BIWEEKLY, BUT IS THERE A WAY THAT IT WOULD NOT BE THURSDAY EVENINGS? YOU KNOW, WE MADE A MOTION FOR THE THE CADENCE.
WE HAVEN'T MADE A MOTION FOR THE DATE OR DAY.
SO I THINK THAT'S STILL UP FOR US TO DISCUSS.
OKAY. SO I'M OPEN TO ENTERTAIN A MOTION FOR THE DAY AS WELL.
WE CAN DISCUSS WHAT WHAT MAKES SENSE FOR EVERYONE.
I'M GOOD WITH ANY OTHER DAYS. JUST THE THE MEETINGS ARE THE LAST THURSDAY EVENING.
AND THE OTHER DAY WOULD BE FINE BY ME.
IF WE CHOOSE FROM THIS WEEK AS WOULD BE THE FIRST ONE.
SO WE'RE LOOKING TO TO DECIDE.
WE'RE LOOKING TO DECIDE THE DAY OF THE WEEK OF JUNE 8TH.
IS THAT CORRECT? DOES IT MATTER? WITH CITY COUNCIL? SHE WAS.
I THINK SHE WAS. OH, BECAUSE I'M RIGHT.
YEAH IT DOES. DOES IT MATTER BECAUSE YOU GUYS HAVE OTHER MEETINGS I KNOW DURING THE WEEK.
SO WE HAVE TO PICK A DAY BASED ON THAT.
MR. CHAIR, IF, IF, IF I MAY MAKE A SUGGESTION TO THE CHAIR.
IF I MAY MAKE A SUGGESTION SO THAT EVERYONE KNOWS ELSE IN THE.
AS FAR AS BEING RECOGNIZED FOR BECAUSE THE MICS WORK A CERTAIN WAY.
I THINK IT MAY BE BEST TO CHANNEL THROUGH THE CHAIR, AND IF AND THEN YOU CAN HIT THE MIC IF YOU'RE RECOGNIZED.
WE'LL POINT AND THEN HE'LL RECOGNIZE YOU, THEN HE'LL SPEAK AND THEN SO ON AND SO FORTH.
SO THAT WAY WE CAN LEAVE THE MIC OPEN. SO HIS MIC SHOULD ALWAYS BE OPEN.
THERE YOU GO. THANK YOU, THANK YOU.
THAT'S A GREAT SUGGESTION. OKAY, SO WITH THAT BEING SAID, I DO SEE THAT THERE'S THERE WAS A QUESTION THAT CAME THROUGH THAT I WANT TO RECOGNIZE.
SO IF WE CAN JULIE BECAUSE SHE HAD HER MIC WENT OFF, I WANTED TO GIVE HER AN OPPORTUNITY. SPEAK, AND THEN WE'LL COME BACK TO YOU. SHERRY. SO MY MY MY QUESTION WAS JUST SINCE WE JUST VOTED IN BI WEEKLY,
[01:55:02]
ARE WE LOOKING FOR THIS NEXT MEETING TO BE THE WEEK OF JUNE 8TH? AND WHAT WE NEED TO WORK ON NOW IS WHICH DAY OF THE WEEK IT IS ON THAT DAY.WHAT WE'VE DETERMINED IS THE CADENCE.
WE HAVE NOT EXACTLY SET THE START TIME OF THE THE MEETING.
SO I THINK THAT'S STILL UP FOR DISCUSSION, INCLUDING THE DAY.
SO THAT THAT ASPECT OF IT IS, IS STILL UP FOR US TO DISCUSS.
THERE WAS I'M GOING TO GET YOU, MISTER CRISWELL, AND THERE WAS ANOTHER QUESTION THAT WAS OVER HERE. I'M SORRY, I CAN'T HEAR EVERYONE'S TAG, AND THERE'S A LOT OF PEOPLE IN THE ROOM.
RANDALL. THANK YOU. I WAS ACTUALLY GOING TO MAKE A MOTION FOR THURSDAY NIGHTS.
WITH THE EXCEPTION OF THE THURSDAYS THAT INTERFERE WITH YOUR MEETINGS.
IS IT EVERY THURSDAY, YOUR MEETINGS? I THINK YOU CAN JUST. GO GO GO GO.
OH IF WE COULD AVOID THURSDAYS, THAT WOULD BE IDEAL OVERALL.
OKAY. YEAH. I DON'T I DON'T MEAN TO SOUND SELFISH FOR THURSDAYS, BUT. OKAY. BUT, YES, I WOULD BE A GOOD IDEA.
I'M GOING TO GET YOU. I'LL TRY TO AVOID THURSDAYS.
WE'RE GOING TO GO TO MARC, AND THEN I'M GOING TO GO DOWN THE LINE.
I GUESS I WANT TO BRING FORWARD A MOTION TO POSSIBLY START NEXT WEEK WITH THE DEADLINE APPROACHING RAPIDLY. IF WE DO BIWEEKLY STARTING THE FIRST WEEK OF THE EIGHTH, THAT'LL LEAVE US IN ONE MEETING.
SELECTING A DATE? YEAH, THE FIRST WEEK OF JUNE, WHICH MY RECOMMENDATION WOULD BE THE FOURTH.
AND THAT DAY IS WHAT? THAT'S A WEDNESDAY.
A WEDNESDAY. OKAY, SO WE HAVE A MOTION ON THE FLOOR FOR WEDNESDAY AND WE HAVE A SECOND.
ALL RIGHT. WITH THAT, IS THERE ANY QUESTIONS OR ANY OTHER COMMENTS BEFORE WE MOVE FORWARD? JUST A POINTED MOTION.
HE STATED THE MOTION WAS FOR WEDNESDAY BEING THE FOURTH, AND THAT'S GOING TO BE BIWEEKLY FROM THAT DATE.
JUST A POINT OF DISCUSSION AND I'M GOING TO ASK FOR CLARIFICATION HERE JUST SO WE CAN WRAP THIS UP. WE HAVE WEDNESDAY, WE HAVE BIWEEKLY.
CAN WE CLARIFY YOUR MOTION? THANK YOU. CLARIFYING THE MOTION.
SO THE MOTION ON THE FLOOR IS WEDNESDAY AT 6 P.M.
BI WEEKLY STARTING FROM THE REMINDING OF THE DATA.
AGAIN I'M SORRY FOR THE FOR FOURTH.
THANK YOU. AND WITH THAT BEING SAID THAT'S A FRESH MOTION ON THE FLOOR.
SECOND IS THAT WITH THAT WE'LL DO A VOTE BY THE RAISE OF HANDS.
OH, SORRY, I DIDN'T SEE THE DISCUSSION OF THIS DISCUSSION.
SO THAT WOULD HAVE THE NEXT ONE NEXT WEEK.
FOURTH. FOURTH. OKAY, THEN THE ONE AFTER THAT WOULD BE TWO WEEKS AFTER THAT. TWO WEEKS OTHER. OKAY.
AND I'VE HAD THIS QUESTION BEFORE, AND I AND NO ONE SEEMS TO BE ABLE TO ANSWER IT. IF WE NEED TO ATTEND ONCE VIRTUALLY, IS THAT AVAILABLE? IF WE NEED TO ATTEND A ONE TIME VERSION. OH, THE QUESTION ONE VIRTUALLY IS THE QUESTION.
I DON'T KNOW THAT WE HAVE A METHOD SET UP FOR THAT.
I THINK IT'S SET UP TO BE IN PERSON.
THAT'S A GOOD QUESTION FOR YOU AT THE MOMENT.
YEAH. MICHAEL, DO YOU KNOW? I UNDERSTAND THAT YOU DO NOT HAVE THE TECHNOLOGICAL CAPABILITY TO SET THAT UP.
OKAY. WE HAVE TO HAVE YOU HAVE TO BE ABLE TO BE CAST UP THERE.
AND YOU HAVE TWO WAY AUDIO VISUAL AND BE SEEN.
SO WE DON'T HAVE THE CAPABILITY AT THIS TIME, BUT I KNOW STAFF'S. THAT'S ALL.
DO WE HAVE TO TAKE INTO CONSIDERATION PLANNING AND ZONING, EDC, CDC. THE AD HOC COMMITTEE MEETINGS, THE.
YOU KNOW. YEAH, I CURRENTLY LOOKED IF WE STARTED ON THE FOURTH, WE WILL BE OKAY DOING IT ON THAT WEDNESDAY.
IT WILL KIND OF OFFSET THE OTHER MEETINGS.
THANK YOU. I DON'T JUST JUST ONE QUESTION.
THE TWO WEEK CADENCE AFTER THAT, THOSE ARE OKAY.
ALSO NO CONFLICTS OF THE MEETING ROOMS OR ANYTHING GOING FORTH IN TWO WEEKS AND TWO WEEKS. SO AMBER, THOSE ARE OKAY.
SORRY. OKAY. YEAH. THEY'RE TALKING.
MY UNDERSTANDING IS THE FOURTH, RIGHT? AND THEN TWO WEEKS AFTER, THEN TWO WEEKS AFTER THAT.
THOSE THOSE TIMES ARE FREE FOR THIS ROOM.
YEAH. SO THAT WOULD BE FOR THE TEAM.
[02:00:01]
YEAH. SHE SAID SHE'S OKAY.OH SHE'S WORKING RIGHT NOW OKAY.
BUT I WAS THINKING IF WE COULD DO, LIKE, ON A SATURDAY.
HALF DAY SO THAT WE COULD GET MORE.
I'M JUST SAYING, WE'VE GOT A SENSE OF URGENCY HERE, AND I KNOW THAT A LOT OF PEOPLE, I MYSELF HAVE TO COMMUTE.
I HAVE ABOUT AN HOUR AND A HALF DRIVE ON WEDNESDAY EVENINGS AND I, YOU KNOW, IT'S JUST IT'S A IT'S IT'S TOUGH TO DO.
SO IF WE HAVE AN OPPORTUNITY MAYBE NOT DOING THAT EVERY OTHER WEEK, BUT MAYBE WORKING IN A SATURDAY BIGGER CHUNK AND OR SUNDAY OR, YOU KNOW, WHEN MORE PEOPLE ARE AVAILABLE.
ABSOLUTELY. I ABSOLUTELY I HEAR YOU.
I THINK THAT THE, THE THE ITEM IS ADDRESSING THE SET UP, SELECTING THE TIMES FOR FUTURE MEETINGS.
AS FAR AS THE RECURRING ASPECT OF IT, BUT IF WE GET TO THE POINT TO WHERE THERE'S ADDITIONAL TIME THAT'S NECESSARY, WE CAN HAVE A DISCUSSION AS TO WHAT THOSE ADDITIONAL MEETINGS MAY BE.
BUT I WOULD SAY THERE'S A MOTION ON THE FLOOR.
THERE'S BEEN A SECOND OF THAT MOTION, AND I WANT TO GO AHEAD AND GET PAST THE APPROVAL OF THIS ASPECT OF IT, OR IT NOT BEING APPROVED, AND THEN WE CAN GO FROM THERE. IS THAT A.
OH, OKAY. ABSOLUTELY. YOU HAVE THE FLOOR.
THANK YOU, MR. CHAIR. I WILL STAY FOR THE THE WEEKEND.
PROBABLY NOT WORK BEST BECAUSE WE HAVE TO KEEP IN MIND STAFF.
SO THAT WOULD BE THE ONLY REASON THAT I WOULD SAY NO ON THE WEEKENDS.
WITH THAT BEING SAID, WE HAVE A MOTION ON THE FLOOR AND WE HAVE A SECOND. I WANT TO GO AHEAD AND DO A VOTE.
SO BY SHOW OF HANDS, IF YOU'RE IN FAVOR OF THE MOTION BEING APPROVED, PLEASE RAISE YOUR HAND SO AMBER CAN COUNT.
SO IF WE DO THE JUNE 4TH, WORTH.
YOU'LL HAVE TO KNOW WHAT AGENDA ITEMS YOU NEED, BECAUSE I'LL HAVE TO GET THE AGENDA POSTED TOMORROW.
RIGHT, RIGHT. I, I THINK I CAN WORK WITH GRANT AND MIKE TO GET THE AGENDA OUTLINED.
YEAH. I'M MORE THAN HAPPY TO DO THAT.
OKAY. YEAH. SO WITH THAT BEING SAID, AGAIN, IF YOU ARE IN FAVOR OF THAT, PLEASE RAISE YOUR HAND.
ALL RIGHT. AND ALL THAT ARE NOT IN FAVOR.
OKAY. WITH THAT BEING SAID, THE NEXT ITEM IS ITEM G62025006.
[G.6 2025-006 Consider setting a public hearing to receive public input on the Home Rule Charter for the City of Princeton, Texas; and take appropriate action.]
CONSIDER SETTING A PUBLIC HEARING TO RECEIVE PUBLIC INPUT ON THE HOME RULE CHARTER FOR THE CITY OF PRINCETON, TEXAS AND TAKE APPROPRIATE ACTION.CONSIDERING THE FACT IF WE'RE GOING TO HAVE TO RIGHT NOW, GO WITH THE JUNE 23RD DATE.
RIGHT. I THINK WE SHOULD DO MAYBE A PUBLIC HEARING ON SATURDAY THE 17TH HERE, AND THEN THAT OPENS IT UP FOR THE CITY.
OH, SORRY. THE ACTUALLY EITHER THE 14TH OR THE 21ST OF JUNE BECAUSE THEN THAT IF WE DO IT, YOU KNOW, ON A SATURDAY THAT GIVES THE CITY THAT OPPORTUNITY TO BE HERE FOR THAT.
SO WHAT ARE YOU PROPOSING EITHER SATURDAY, JUNE 14TH OR 21ST FOR IT TO BE ON SATURDAY, MR. CHAIR? OH, THERE I GO.
THANK YOU. SO THE PUBLIC HERE.
SO I JUST WANT TO KEEP IN MIND EVERY SINGLE MEETING THAT WE HAVE IS OBVIOUSLY IT'S OPEN TO THE PUBLIC. IT'S IT'S NOTICED, POSTED AND HELD IN ACCORDANCE WITH OPEN MEETINGS ACT. WE'RE GOING TO HAVE A PUBLIC APPEARANCE SECTION ON EVERY SINGLE MEETING.
RIGHT. SO THE THE INTENT BEHIND THE PUBLIC HEARING WAS JUST TO PUT OUT ADDITIONAL NOTICE AND HAVE A DESIGNATED IN ADDITION TO THE PUBLIC APPEARANCE HAVE A KIND OF A PUBLIC HEARING ESTABLISHED TO ALLOW PEOPLE MORE TIME TO SPEAK AND KIND OF VOICE THEIR CONCERNS.
SO WE COULD MAKE THE PUBLIC HEARING A PART OF ONE ONE OF YOUR MEETINGS.
RIGHT? IT COULD JUST BE, YOU KNOW, WHETHER IT'S ON THE FOURTH OR WE COULD DO THE 18TH, WE DON'T HAVE TO NECESSARILY DO A SEPARATE MEETING FOR THE PUBLIC HEARING. IT'S JUST IT'S NOT A LEGAL REQUIREMENT.
IT'S JUST GIVING OUT ADDITIONAL NOTICE AND OPPORTUNITY FOR PEOPLE OR EVEN EXTEND OUR MEETINGS TO GIVE MORE TIME FOR IT. CORRECT.
GRANT. THANKS FOR GIVING THAT COLOR. AND I'M I'M NOT IN DISAGREEMENT WITH THAT.
I ALSO, I LIKE I'LL TELL YOU, MY PERSPECTIVE IS I'D LIKE TO DO IT IN A CAPACITY THAT PRESENTS THE MOST OPPORTUNITY FOR THE PUBLIC TO BE HERE,
[02:05:04]
RIGHT? SO I KNOW THAT THERE'S SOME TIMES THAT IT'S HARDER FOR PEOPLE TO GET HERE. COMING FROM HOME, FROM WORK. I DRIVE AN HOUR AND A HALF HOME TO.SO I COMPLETELY UNDERSTAND IT.
SO I'M IN SUPPORT OF WHATEVER MAKES SENSE TO ENSURE THAT THERE'S A HIGHER CHANCE OF PEOPLE ACTUALLY GETTING HERE AND HAVING AN OPPORTUNITY TO TO SAY SOMETHING.
BUT THAT WAS A MOTION, RIGHT? DID I UNDERSTAND IT WAS THERE? AND I'M GOING TO LET YOU SPEAK, JODY, I WANT TO I WANT TO SEE IF THERE'S A MOTION FOR SATURDAY, JUNE 21ST.
YOU WANT TO AMEND THE THE WHAT'S SHE OKAY, YOU WANT TO LET ME GET YOU TO RESTATE YOUR MOTION, MAXINE? AND THEN THAT WAY, THEN YOU CAN COME BACK. MY MOTION WAS FOR US TO HOLD A PUBLIC HEARING.
TOWN HALL, IF YOU WANT TO CALL IT, HERE AT THE MUNICIPAL CENTER ON EITHER SATURDAY, JUNE 14TH OR SATURDAY, JUNE 21ST.
OKAY. I THINK THAT MOTION NEEDS TO HAVE A I THINK YOU HAVE TO CHOOSE ONE OF THOSE DATES.
CORRECT ME IF I'M WRONG, GRANT, BUT YEAH, IT CAN'T BE EITHER OR. OKAY.
JUNE 21ST. THANK YOU. ALL RIGHT.
ALL RIGHT. SO WE HAVE THE MOTION AND THEN WE HAVE A SECOND BY JODY SUTHERLAND.
IF YOU'RE IN FAVOR OF THAT PLEASE RAISE YOUR HAND IF YOU'RE NOT SORRY.
IF YOU'RE A FAVOR THAT PLEASE RAISE YOUR HAND. ALL IN FAVOR OF JANUARY. SORRY. JUNE 21ST. OKAY. ALL RIGHT.
WE HAVE YOU STATE. COULD YOU RESTATE THE MOTION? THE MOTION IS FOR US TO HAVE THE PUBLIC HEARING ON JUNE 21ST.
SATURDAY, JUNE 21ST. I WE'VE HAD WE'VE HAD OTHER SITUATIONS WHERE WE'VE HAD OTHER SITUATIONS WHERE STAFF AND WE CAN TALK THROUGH MIKE AND GRANT AND DETERMINE WHETHER OR NOT HOW THAT WORKS OUT. BUT THAT WAS THE MOTION.
LET'S MAKE THEM LET'S GO THROUGH THE MOTION AND SEE IF WE CAN GET AN UNDERSTANDING AS FAR AS QUORUM. VOTE. IS THERE A QUESTION? YEAH. I KNOW THAT WE WANT TO MAXIMIZE HAVING THE PUBLIC COME, BUT WE ALSO HAVE TO THINK ABOUT STAFF COMING.
SO I'M WONDERING IF WE WOULDN'T WANT TO TABLE THIS UNTIL, LIKE, AFTER GIVING SOME THOUGHT, GIVE MR. MASHBURN AND HIS STAFF SOME TIME TO THINK ABOUT WHICH DAY WOULD BE BETTER.
AND THEN WE COME BACK AND VOTE ON IT.
BECAUSE AS IT IS, I REALLY DON'T THINK IT'S FEARFUL FOR CITY STAFF TO BE COMING BACK JUST FOR A MEETING WHEN THERE ARE OPPORTUNITIES AT THE REGULAR MEETING FOR FOR RESIDENTS TO COME AND PRESENT WHATEVER THEY MAY NEED TO PRESENT.
I ABSOLUTELY HEAR THAT AND I APPRECIATE YOUR YOUR PERSPECTIVE.
I WOULD SAY THAT MY PERSPECTIVE IS THAT I'VE AND MAYBE THIS IS PREMATURE, BUT I'VE HAD CONVERSATIONS AND SEEN IN TIMES WHERE OUTSIDE OF NORMAL OPERATING BUSINESS HOURS, THAT MIKE HAS PUT IN THE TIME ALONG WITH THE STAFF.
AND I THINK THAT GIVEN THE URGENCY AND THE IMPORTANCE OF THIS, THAT IF THIS COMMITTEE MAKES A DECISION FOR IT TO BE THAT WAY AND WE HAVEN'T ACTUALLY DONE THE VOTE YET THEN WE CAN HAVE A DISCUSSION AS TO HOW THAT WOULD NEED TO TO PROCEED. BUT I'M MORE THAN HAPPY TO HAVE A CONVERSATION WITH MIKE.
OR HE CAN JUST HE'S RIGHT HERE.
HE CAN SPEAK UP AND SPEAK TO THE CITY HIS PERSPECTIVE AS WELL.
AND I WOULD, BUT WITH THAT BEING SAID, I WANT TO RECOGNIZE TERRENCE JOHNSON, AND I WILL RECOGNIZE MAXINE ELLIS.
THANK YOU, MR. CHAIR. I, I ACTUALLY SUPPORT WHAT MR. DAVIS GRAVES STATED THERE IN TERMS OF TABLING IT, I DON'T THINK IT'S A DECISION THAT WE SHOULD HAVE TO RUSH INTO TONIGHT.
I THINK WE'RE STILL GETTING OUR LEGS UNDER US IN TERMS OF EVEN PARLIAMENTARY PROCEDURES AS FAR AS BEING RECOGNIZED AND ALL THOSE THINGS GO.
SO I WOULD. I DON'T THINK IT FEELS A BIT RUSHED IF I'M BEING HONEST.
IF WE TRY TO MAKE A DECISION ON SOMETHING LIKE THAT TONIGHT.
AND AS FAR AS THE DEADLINE FOR JUNE 23RD, IT'S KIND OF ARBITRARY.
ONE OF THE EXAMPLES MADE WAS THAT THE REPORT BACK TO COUNCIL CAN BE WE'RE STILL WORKING ON IT, AND THAT WOULD SATISFY THAT THAT NOTION.
SO I'M IN SUPPORT OF POTENTIALLY TABLING JUST THE PUBLIC HEARING UNTIL WE CAN YOU KNOW, AT LEAST THE NEXT MEETING, DETERMINE WHEN TO MAKE THE DECIDE THAT THAT HAVE TO BE ITS OWN MOTION.
THAT'S NOT I DON'T THINK HE'S MAKING A MOTION.
YOU ARE NOT MAKING A MOTION. RIGHT. SO THERE'S ACTUALLY A MOTION.
YEAH. SO THIS MOTION HAS TO BE VOTED ON OR IT HAS TO BE DENIED OR PROVED.
SO WE STILL HAVE TO VOTE ON THIS MOTION. AND THEN IF THIS MOTION FAILS, WE CAN START A SECOND MOTION FOR SURE, WHICH IS THE PROCESS WE'RE GOING THROUGH.
SO WITH THAT BEING SAID, WE HAD A MOTION, WE HAD A SECOND.
[02:10:03]
RIGHT. AND SO WE HAD AGAIN.CAN WE RAISE YOUR HANDS IF YOU'RE VOTING? YES. TOWARDS THE MOTION. OH, I'M SORRY, I JUST HAD ONE MORE DISCUSSION POINT ON IT, BUT CAN WE CAN WE? LET'S GO AHEAD AND GET THROUGH THE MOTION. I THINK THAT WILL GET US PASSED INTO THE REST OF DISCUSSION. THE MOTION.
SO SHE SHE CAN TALK NOW UNTIL THE DISCUSSION AND THEN WE CAN VOTE ON IT.
THIS IS THE WAY THAT THE ORDER.
YOU MOTION YOU SECOND YOU OPEN FOR DISCUSSION RIGHT BEFORE YOU VOTE.
THAT'S THE THAT WAS THE ISSUE.
GO AHEAD. SO ALL I WANT TO SAY IS I THINK EVERYBODY IS.
WE'RE LIKE RUSH, RUSH RUSH RUSH, RUSH.
I THINK THERE'S BEEN COMMENTS THAT MIGHT BE PUTTING PEOPLE INTO SOME SORT OF SENSE OF RUSHING TO GET THINGS DONE BECAUSE OF THE SAFEGUARD.
PRINCETON. AND YES, I RECOMMENDED JUNE 21ST BECAUSE EVERYBODY IS MAKING IT FEEL LIKE EVERYTHING IS BEING RUSHED TO GET THINGS DONE.
AND AGAIN, WE DON'T NEED TO RUSH THROUGH THIS PROCESS.
YES. SAFEGUARD PRINCETON IS OUT THERE.
IF ANYBODY HAS LISTENED TO SOME OF IT, THERE HASN'T BEEN THAT MUCH GOING ON WITH IT.
BUT MY EMOTIONS STILL OUT THERE, EVEN THOUGH I JUST FEEL THAT IT'S BEING RUSHED THROUGH ALL OF THIS BECAUSE I DON'T THINK JUNE 23RD IS A HARD, HARD DEADLINE. IT'S JUST TO REPORT TO COUNCIL.
ALL RIGHT. ANYONE ELSE? ALL RIGHT. NO ONE ELSE.
OKAY, SO WITH THAT BEING SAID, THERE'S A MOTION OUT THERE, AND I BELIEVE THAT THE SECOND STILL HOLDS, AM I CORRECT? ALL RIGHT. SO WITH THAT, WE WILL TAKE A VOTE BY RAISE OF HANDS IF YOU'RE IN AGREEMENT. THE MOTION WAS FOR SATURDAY, JUNE 21ST FOR THE PUBLIC HEARING.
ALL RIGHT. AND THEN FOR THE NOSE.
ALL RIGHT. KEEP YOUR HANDS UP.
OH, WITH THIS HAND. I'M PLAYING BOTH SIDES SO I CAN COME OUT ON TOP.
THANK YOU. OKAY. WITH THAT BEING SAID I ABSOLUTELY I RECOGNIZE THE, THE THE POINT THAT WAS STATED EARLIER.
I ALSO WANT TO BE CLEAR THAT IF A MOTION IS MADE AND THE SECOND IS MADE, I HAVE AN OBLIGATION TO KIND OF ALLOW THE DISCUSSION, ENTERTAIN IT. SO THAT'S THE REASON WHY I WANT TO ALLOW THAT TO GO THROUGH. RIGHT. AND IF ENOUGH PEOPLE SAID SOMETHING, I FEEL LIKE I WOULD OPEN IT UP TO GRANT, MIKE, AMBER AND EVERYONE TO SAY, IS THIS POSSIBLE? LET'S TALK THROUGH THIS.
RIGHT. SO WITH THAT BEING SAID, I JUST WANT TO RECOGNIZE MR. JOHNSON HAS A HAS THE MIC.
I'D LIKE TO MAKE A MOTION TO TABLE THE PUBLIC HEARING.
THE THE PUBLIC HEARING SETTING DATE UNTIL THE NEXT MEETING OF JUNE 4TH.
OKAY. WE HAVE, LIKE, PEOPLE JUMPING FOR I DON'T KNOW WHO.
SECONDED. EVERYBODY. SECOND THE MOTION.
YEAH. ALL RIGHT. WITH THAT BEING SAID, IT'S OPEN FOR DISCUSSION.
I JUST WANT TO MAKE SURE I'M UNDERSTANDING THIS CORRECTLY. THIS IS GOING TO BE ON THE AGENDA EVERY WEEK, SO WE DON'T HAVE TO SET A PUBLIC HEARING EVERY TIME WE HAVE A MEETING.
I JUST WANT TO MAKE SURE I CAN UNDERSTAND THAT WE CAN HAVE A PUBLIC APPEARANCE AGENDA ITEM ON OUR AGENDA FOR THE PUBLIC TO COME IN.
I WANT TO MAKE SURE I'M HEARING THAT OUT LOUD. YES, THE PUBLIC APPEARANCE WILL BE ON THE AGENDA EVERY WEEK, BUT THE PUBLIC HEARING IN ITSELF IS A SEPARATE CAPACITY.
IT CAN BE AT THE SAME TIME OF OUR MEETINGS, AND WE CAN EXTEND THOSE MEETING TIMES IF WE FEEL NEED. BUT ABSOLUTELY CORRECT.
PUBLIC APPEARANCE IS ON EVERY SINGLE ONE OF OUR AGENDAS.
[02:15:02]
AND THE MAIN DIFFERENCE IS THE PUBLIC HEARING ALLOWS THEM TO SPEAK PAST THE 3 TO 3 MINUTES.SO THAT'S JUST THE MAIN DIFFERENCE.
BUT THEY DO HAVE AN OPPORTUNITY IN EVERY MEETING TO TO SPEAK, BUT IT'S JUST GIVEN. IF SOMEBODY WANTS TO HEAR 5 OR 10 MINUTES THAT THEY'RE ABLE TO TO ACTUALLY SPEAK WITHOUT BEING BEING RUSHED THROUGH THE 33 MINUTES, YOU ALSO HAVE THE OPTION TO GIVE SOMEBODY MORE TIME IF THEY, IF THEY WANT TO. DURING THE PUBLIC APPEARANCE IN EVERY MEETING AS WELL.
ANY OTHER QUESTIONS? COMMENTS? ARE YOU SURE? OKAY. NO.
NO ONE ELSE. OKAY. WITH THAT BEING SAID, WE HAD A MOTION ON THE FLOOR AND WE HAD A SECOND. AND WITH THAT, I WILL ASK FOR YOU TO RAISE YOUR HANDS IF YOU'RE IN FAVOR OF THE MOTION.
ALL RIGHT. AND RAISE YOUR HAND IF YOU'RE NOT IN FAVOR OF THE MOTION.
ALL RIGHT. WITH THAT BEING SAID, THAT MOTION IS PASSED.
I THINK THAT'S ALL OF OUR ITEMS. WITH THAT BEING SAID, WE'LL MOVE ON TO ADJOURNMENT.
AND WITH THAT, WE WILL TAKE A MOTION TO ADJOURN.
ALL RIGHT. WE HAVE A MOTION TO ADJOURN. WE HAVE A SECOND. ANYONE WHO HAS ANY DISCUSSION ITEMS BEFORE WE ADJOURN THAT.
IF YOU ARE IN APPROVAL TO TO ADJOURN, YOU CAN STAND UP AND LEAVE.
AND IF YOU'RE NOT IN APPROVAL,
THEN YOU CAN STAY SEATED.
