I'VE ALWAYS PRESENTED THE FINANCIALS.

I'M GOING TO START PROVIDING YOU WITH AN OPERATIONAL UPDATE I BELIEVE DESHAWN TO PUT THEM AT YOUR SEATS. I'LL DO ONE TYPED UP I'M NOT GOING TO GO OVER THAT ENTIRE THING PUBLICLY I MAY HIT ON A COUPLE PIECES OF THAT.

AND THEN THERE'S ANOTHER THING THAT I WANTED TO PROVIDE TO YOU THAT IS IN THE PACKET, WHICH IS EVERY MONTH, OUR DEVELOPMENT SERVICES TEAM WILL DO A LIST OF PERMITS AND CODES FOR RESIDENTIAL AND, YOU KNOW, NOT TO BURY THE LEAD. AND I'M SURE IT'S THE FIRST TIME ANYBODY HERE HAS HEARD THIS.

BUT, YOU KNOW, WE WERE NAMED THE FASTEST GROWING CITY IN AMERICA.

AND WE DO GET THE FACT THAT THAT WORRIES SOME PEOPLE.

IT UPSETS SOME PEOPLE.

SOME PEOPLE ARE EXCITED ABOUT IT.

BUT BUT NOT EVERYBODY.

AND SO IN OUR FUNCTION, I FIRMLY BELIEVE THAT IT HAS GIVEN US A PLATFORM. IT HAS GIVEN US AN OPPORTUNITY BECAUSE WE DIDN'T APPLY FOR AN AWARD.

FASTEST GROWING CITY IN AMERICA THAT IS TOTALLY DATA DRIVEN.

THE US CENSUS DOES IT.

THEY CALLED US AND SAID, GUESS WHAT? YOU'RE THE FASTEST GROWING CITY IN AMERICA.

AND WITH THAT BEING THE CASE I THINK IT HELPS US LEVERAGE SOME OF THE THINGS THAT THAT THE COMMUNITY WANTS AND NEEDS TO SUPPORT ALL THE NEW RESIDENTIAL GROWTH.

AND I'LL GIVE YOU A FEW EXAMPLES.

HEALTH CARE GIVES US A PLATFORM TO TRY TO RECRUIT HEALTHCARE RETAIL.

IT ADDS TO OUR PLATFORM TO CONTINUE TO RECRUIT RETAIL JOB CREATION COMPANIES, WHETHER IT BE CORPORATE OFFICE OR WHATEVER IT IS.

IT CONTINUES TO GIVE US MORE OF A PLATFORM.

AS A MATTER OF FACT, WE FOUND OUT EARLIER TODAY THAT WE HAD A NATIONAL STORY PITCHED FOR A CBS NATIONAL TELECAST, AND WE FOUND OUT TODAY THAT THAT PITCH WAS SUCCESSFUL. THEY ARE GOING TO DO A FEATURE ON PRINCETON, TEXAS, ON ONE OF CBS NATIONAL NEWSCAST.

AND TALK ABOUT NOT JUST THE NUMBERS OF, HEY, WE'RE THE FASTEST GROWING, BUT KIND OF WHAT'S BEHIND THAT.

THE OTHER THING I'LL MENTION, JUST BECAUSE I FEEL LIKE I NEED TO AND, YOU KNOW, EVERYBODY INVOLVED GETS WHY PEOPLE ARE WORRIED.

WE KNOW IT IS LARGELY ATTRIBUTED TO PUBLIC SAFETY, TRANSPORTATION INFRASTRUCTURE OR OTHER INFRASTRUCTURE.

AND THE ONLY THING I CAN ANSWER THAT WITH IS THAT ALL OF THE CURRENT LEADERSHIP OF THE CITY IS ACUTELY AWARE OF THOSE CHALLENGES.

WE PLAN EVERY SINGLE DAY TO ADDRESS THOSE CHALLENGES.

HERE'S THE CHALLENGE TO US.

AND THIS IS THE MOST DIFFICULT THING, I THINK, IN CITY GOVERNMENT IS THAT FROM THE TIME YOU GIVE A PERMIT OR A COMPANY EVEN BREAKS GROUND, WHETHER IT BE A HOUSE, A COMMERCIAL BUSINESS, YOU DON'T SEE. WE DON'T SEE THE CITY DON'T SEE REVENUE FOR TWO YEARS BECAUSE IN TEXAS THEY TAX IN ARREARS. SO IT TAKES ABOUT A YEAR TO BUILD.

ONCE THEY OPEN, WE REALLY DON'T TAX THEM UNTIL THE END OF THE FIRST YEAR IN OPERATION.

AND SO YOU CAN SEE WITH THE TWO YEAR LAG THAT THERE'S OBVIOUSLY GOING TO BE FINANCIAL CHALLENGES WE'RE TRYING TO KEEP UP WITH.

WITH TWO YEARS LESS REVENUE THAN WE REALLY SHOULD.

NOW WE KNOW HOW TO DO THAT.

IT'S JUST NOT EASY. AND SO I YOU KNOW, I JUST SAY I THINK THE BEST WE CAN DO IS EMBRACE IT, SAY WE'RE EXCITED ABOUT IT.

AND THE REASON I GAVE OUT THE BUILDING PERMITS IS I THINK IT'S IMPORTANT FOR YOU ALL TO SEE THOSE AND KIND OF FRAME WHAT WE TALK ABOUT.

IT'S NOT JUST JIM SAYING, HEY, WE'RE GROWING 6000 PEOPLE A YEAR.

I'M ABLE TO SHOW YOU THE DATA THAT WE'RE GOING TO DO.

2000 RESIDENTIAL HOMES PER YEAR.

THE FACTOR WE USE FOR POPULATION WE GOT FROM THE CENSUS AVERAGE PEOPLE PER HOUSEHOLD.

AND IT'S DIFFERENT IN EVERY CITY. BUT HERE IT'S 3.07.

THE NATIONAL AVERAGE IS 2.68.

AND THE REASON THAT PRINCETON HAS A HIGHER AVERAGE PEOPLE PER HOUSEHOLD IS WE HAVE A MUCH HIGHER PERCENTAGE OF OUR RESIDENTIAL STOCK AS SINGLE FAMILY HOMES AS OPPOSED TO APARTMENTS. THE NUMBER AVERAGE IS A HIGHER NUMBER IN A SINGLE FAMILY HOME THAN IT IS AN APARTMENT, FOR OBVIOUS REASONS.

THERE'S A LOT OF ONE BEDROOM APARTMENTS, SINGLE PEOPLE.

AND SO WE'LL BE PROVIDING THAT EVERY MONTH AND WE'LL GIVE YOU AN UPDATE.

YOU'LL SEE WHERE WE ARE.

NOW, THE BONUS IS, AND IS THAT WE ALSO SHOW ABOUT A DOZEN OTHER CITIES IN THE AREA.

AND LIKE, DON'T BE SHOCKED.

MCKINNEY'S DOWN 24% BECAUSE YOU GET TO A CERTAIN DEVELOPMENT STAGE WHERE YOU'RE GOING TO SLOW DOWN. I MEAN, YOU'RE YOU'RE CLOSER TO BEING WHAT THEY CALL BUILT OUT. BUT YOU'LL ALSO SEE SOME OF THE OTHER CITIES, I THINK THREE OF THE TOP TEN FASTEST GROWING CITIES IN AMERICA WERE IN COLLIN COUNTY.

AND THERE ARE A COUPLE OTHER ONES THAT WEREN'T TOO FAR OUTSIDE THE TOP TEN.

SO THE TIMES ARE GOOD.

NOW, OUR RESPONSIBILITY IS TO TO TURN THIS INTO SOMETHING SPECIAL AND AND DO SOMETHING WITH IT. THAT'S, YOU KNOW WHAT THIS BOARD AND DESHAUN AND MYSELF, CITY COUNCIL AND THE CITIZENS, YOU KNOW, IF WE MISS THIS OPPORTUNITY, WE'RE DOING THE CITY AN INJUSTICE.

SO UNDER THE OPERATIONAL UPDATE.

ALSO YOU SEE THE SALES TAX, WE HAD A VERY GOOD MONTH, 26% AHEAD OF THE SAME MONTH LAST YEAR.

DESHAUN, IF YOU HAVE THAT TO PUT UP NOW I WILL CAUTION YOU IN THAT.

AND WE'VE HAD THIS CONVERSATION YOU COMPARED THE SAME MONTH PREVIOUS YEAR.

BUT REALLY THERE ARE SEVERAL THINGS THAT CAN AFFECT YOUR SALES TAX INCOME.

THERE COULD BE AN AUDIT ON ONE OF THE PAYEES.

THERE COULD BE A LATE PAYMENT BY ONE OF YOUR MAJOR PAYEES.

AND SO YOU'LL NOTICE A MONTH BEFORE WE WERE DOWN A PERCENT, AND THEN WE WERE UP 26%.

EARLIER IN THE YEAR WE WERE DOWN 10%, AND THEN WE WERE UP 39%.

I SAY THAT TO SAY YOU HAVE TO LOOK AT SEVERAL MONTHS TO KIND OF AVERAGE THEM IN TO REALLY GET AN OVERALL PICTURE.

BUT THE REALLY GOOD NEWS IS YEAR TO DATE WE'RE UP 13%.

AND THAT'S PRETTY HEALTHY.

RIGHT NOW OUR SALES TAX IS GOING TO PRETTY MUCH.

MIRROR OUR POPULATION GROWTH BECAUSE WE DON'T HAVE ANY MAJOR INDUSTRY THAT GOES THAT WE GET SALES TAX FROM IT IS GENERALLY ALL CONSUMER DRIVEN.

I HEAR RIGHT NOW AND IT WILL BE FOR A WHILE, BUT HOPEFULLY IN THE NEAR FUTURE WE WILL THE NUMBERS WILL RISE BECAUSE WE'LL HAVE LESS LEAKAGE, WE'LL HAVE MORE OPPORTUNITIES TO SHOP HERE, AND THERE WILL BE LESS OF A NEED TO TRAVEL EAST OR WEST. I WON'T EVEN SAY THEIR NAME, BUT NO.

TO MCKINNEY. AND QUITE HONESTLY, THEY'RE THEIR SALES TOOL OF OURS.

OUR LOCATION AS IT IS TO MCKINNEY IS AN ADVANTAGE.

ALL OF COLLIN COUNTY IS ONE OF THE MOST EDUCATED COUNTIES IN ALL OF AMERICA.

AND SO OUR LOCATION IS HELPFUL.

AND IT WILL KIND OF GUIDE THE DIRECTION WE GO.

SO YEAR TO DATE UP 13%.

WE WILL SEE IN THE PROPOSED BUDGET KIND OF WHAT THAT MEANS DOLLARS AND CENTS.

IN MY WRITTEN REPORT, YOU'VE SEEN THE BUILDING PERMITS.

YOU ALL KNOW THAT WE HAVE TERMINATED THE 99 VISION AGREEMENT, WHICH MEANS ON THAT 15.4 ACRES, WE HAVE RECLAIMED THAT FOR THE EDC.

I AM GOING TO BE HAVING ALL OF THE EDC CONTROLLED SITES SURVEYED, RE SURVEYED SO WE CAN HAVE AN ACTUAL SURVEY AND BREAK THEM UP THE WAY THEY NEED TO BE BROKEN UP. THE THE SITE ACTUALLY NEXT TO THE CHILDREN'S LIGHTHOUSE IS NOT IT'S NOT REAL CLEAR. I'VE SEEN THREE DIFFERENT SIZES OF THAT LOT.

AND SO ONCE WE'VE TAKEN OUT A PIECE OF LAND AND SOLD IT THEY HAVE A SURVEY FOR THEIR LAND, BUT WE NEED TO GO AHEAD AND SURVEY OURS.

LAY THE BOUNDARIES OUT, BECAUSE RIGHT NOW EVEN THE CAD HAS THAT FRONTAGE PARCEL AS A PIECE OF THE LARGE PARCEL, 16.5 ACRES THAT IS DUE EAST OF IT, BACK BEHIND IT.

SO I'LL GET THOSE RE SURVEYED.

WE'LL NEED THAT TO SELL THE LOTS.

BUT FIN SHINE DOES NOT PLAN ON MOVING FORWARD WITH THEIR WITH THEIR SITE.

THEY ARE PUTTING THAT ON THE MARKET.

I DID TALK TO THEM ABOUT REPURCHASING IT.

THEY TRIED TO SELL IT BACK TO US FOR OVER THREE TIMES.

WHAT WE SOLD IT TO THEM FOR BECAUSE WE DIDN'T HAVE QUITE THE COVERAGE WE NEEDED IN THE CONTRACT. WE'LL SEE HOW THAT WORKS OUT FOR THEM.

I THINK THEY'RE GOING TO MARKET IT FOR A LITTLE WHILE. I DO BELIEVE THAT THE PUBLIC SAFETY FACILITY. I THINK THAT'S A GREAT DECISION THAT THIS BOARD IS KIND OF WE HAVEN'T DECIDED TO SELL IT, BUT TO KIND OF HOLD IT FOR THAT USE AND GIVE THEM FIRST OPPORTUNITY, AND THEN YOU'RE GOING TO BE HEARING FROM CHILDREN'S LIGHTHOUSE TONIGHT.

THE ONLY THING I'LL BRING UP.

AND THIS IS A REALLY COOL PROGRAM.

IT'S ONE THAT THE CDC IS DOING.

BUT I THINK IT'S WORTH MENTIONING BECAUSE THE CDC HAS APPROVED IT AND IT'S ON THE NEXT COUNCIL AGENDA TO JUST CONFIRM THE APPROVAL OF THE FUNDING.

BUT WE HAVE CREATED AN APPRENTICESHIP PROGRAM, NOT AN INTERNSHIP PROGRAM, BUT FOR AN APPRENTICESHIP PROGRAM.

AND IT IS FOR PRINCETON ISD STUDENTS EITHER RECENTLY GRADUATED OR OF WORKING AGE THAT ARE STILL IN SCHOOL. AND DURING THE SUMMER, THE CDC WILL OFFSET THE WAGES FOR UP TO EIGHT WEEKS IN A TRADE THAT WILL PROVIDE THEM WITH A SKILL THAT THEY WOULDN'T HAVE OTHERWISE.

AND I'LL SAY RETAIL AND FAST FOOD IS EXCLUDED FROM ELIGIBILITY BECAUSE THEY'RE USED TO HIRING KIDS RIGHT OUT OF SCHOOL AND TRAINING THEM.

AND IT'S NOT REALLY A TRADE.

SO THEY'RE GOING TO HIRE THEM ANYWAY.

THEY'RE GOING TO BE EXCLUDED.

BUT THE EXCITING PART IS, AND THERE'S SOME FLEXIBILITY, BUT SOME OF THE TARGETS ARE VETERINARY MEDICINE TECH, HVAC REPAIR, AUTO REPAIR, BOTH BOTH ENGINE AND BODY PLUMBING, ELECTRICAL. THERE ARE THINGS LIKE THAT TO WHERE A KID CAN ACTUALLY GET SOME REAL LIFE

HE SENT HIS APOLOGIES ONCE WE GET A PAPER, HE'S GOING TO DO KIND OF A RELEASE FORM AND ALSO AN MOU BETWEEN THE CDC AND THE COMPANIES OUTLINING EVERYBODY'S RESPONSIBILITIES.

BUT ONCE WE GET AN OPERATION, FOR THE MOST PART OUR FUNCTION IS GOING TO BE PROMOTING IT, GETTING PR FROM IT AND FUNDING IT IN THE CHAMBER.

AND THE ISD WILL BE DOING THE VAST MAJORITY OF THE LEGWORK IDENTIFYING EMPLOYERS.

IF ANYBODY KNOWS AN EMPLOYER IN ANY OF THOSE SPECIALTIES THAT MAY WANT A FREE WORKER FOR EIGHT WEEKS THIS SUMMER THAT THEY'RE GOING TO GET REIMBURSED FOR.

BUT AND IT COMES TOWARDS THE FIRST OF THE MONTH, BUT IT DOESN'T COME ON THE FIRST OF THE MONTH.

AND SO IT WILL COME SOMETIME THE FIRST WEEK OF THE MONTH.
