BACK ON APRIL 30, WE ISSUED A REQUEST FOR QUALIFICATIONS BASICALLY TO WHERE ANY ENGINEERING FIRM COULD SUBMIT A STATEMENT OF QUALIFICATIONS TO BE REVIEWED AND THEN BE CONSIDERED FOR PRE-QUALIFICATION FOR ON CALL SERVICES.

WE HAD SEVERAL RESPONSES COME IN WITHIN THE DEADLINE, AND THEN IT TOOK US APPROXIMATELY 30 DAYS TO REVIEW THOSE, AND THIS IS THE NEXT MEETING THAT WE COULD GET THIS ITEM ON THE AGENDA FOR.

PRESENTATION AND SUMMARY OF THE REQUEST FOR QUALIFICATIONS FOR ON CALL ENGINEERING SERVICES PRESENTED BY DIRECTOR OF PUBLIC WORKS, TOMMY MAPP.

ON APRIL 30, WE ISSUED A REQUEST FOR QUALIFICATIONS, SO ENGINEERING FIRMS COULD SUBMIT THEIR STATEMENT OF QUALIFICATIONS FOR REVIEW TO BE CONSIDERED FOR PRE-QUALIFICATION FOR ON CALL SERVICES WITH THE CITY OF PRINCETON.

THAT RAN UNTIL JUNE 2ND, AND THEN WE GAVE OURSELVES 30 DAYS TO REVIEW THOSE STATEMENTS OF QUALIFICATIONS.

THEN THIS IS THE NEXT COUNCIL MEETING THAT WE COULD GET THIS ON THE AGENDA 4.

WE HAD SEVERAL RESPONSES ACROSS ALL OF THESE TASK CATEGORIES.

THERE WERE TEN TOTAL TASK CATEGORIES THAT WE SUBMITTED FOR CONSIDERATION.

WITHIN THESE TASK CATEGORIES, EACH FIRM THAT SUBMITTED FOR EACH ONE OF THESE WAS GRADED USING THIS FORM HERE.

THEY WERE GRADED BASED ON THE COMPLETENESS OF THEIR STATEMENT OF QUALIFICATIONS, MEETING ALL THE ADMINISTRATIVE REQUIREMENTS AND COMPLETENESS OF ALL OF THE REQUIREMENTS OF THE REQUEST FOR QUALIFICATIONS.

THINGS ARE NOT WORKING.

ACROSS ALL OF THESE CATEGORIES, WE HAD SEVERAL SUBMISSIONS, WHICH WAS A GREAT TURNOUT.

WE HAD MANY FIRMS THAT WERE QUALIFIED.

MANY WE DID NOT MEET THE ADMINISTRATIVE REQUIREMENTS, SO THEY ELIMINATED THEMSELVES FROM CONTENTION.

THERE WERE SOME FORMS THAT WERE REQUIRED TO BE SUBMITTED THAT WERE NOT SUBMITTED.

THERE WERE MANY FIRMS THAT WERE CONSIDERED.

THESE ARE THE RECOMMENDATIONS ACROSS THOSE FIRMS AFTER REVIEWING AND GRADING EACH STATEMENT OF QUALIFICATIONS.

>> NO, SIR. THE IDEA BEHIND THE REQUEST FOR QUALIFICATIONS WAS TO FORM A POOL OF PRE-QUALIFIED FIRMS. WE COULD DESIGNATE THOSE FIRMS ENTER INTO MASTER SERVICES AGREEMENTS WITH THEM AND ALLOCATE TASKS BASED ON WHAT ISSUE A REQUEST FOR PROPOSAL FOR EACH PROJECT THAT WE WERE GOING TO DO TO THESE FIRMS THAT ARE BEING RECOMMENDED IN EACH.

IT WOULD BE SUBMITTED TO ALL THREE FIRMS FOR TRAFFIC.

IT WOULD BE SUBMITTED TO ALL THREE FIRMS FOR SURVEYING OR WHATEVER.

THEN THEY WOULD THEN PUT TOGETHER A PROPOSAL AND WE WILL REVIEW THAT AND SELECT THE MOST QUALIFIED FIRM, THE ONE THAT HAS THE BEST PRICE, THE ONE THAT HAS THE QUICKEST TURNAROUND, THINGS LIKE THAT.

IT GIVES US SOME FLEXIBILITY IN ASSIGNING TASKS AND PROJECTS TO THESE FIRMS WITHIN EACH CATEGORY.

>> I APPRECIATE ALL THAT YOU'VE DONE BECAUSE I LIKE, THIS WAS A BIG THING FOR ME GETTING MORE ENGINEERS INSTEAD OF RELYING SOLELY ON ONE.

I WILL SAY, IF I HADN'T SEEN SOME OF THE NEW WORK THAT KIM HORN HAS SUBMITTED TO US RECENTLY, I WOULD BE VERY CONCERNED ABOUT SOME OF THE AREAS THAT THEY'RE LISTED ON HERE.

BUT I WILL SAY I'VE SEEN SOME OF THE REPORTS.

I'VE SEEN SOME OF THE EXTENSIVE LETTERS OF THE ITEMS THAT NEED TO GET CHECKED AND THINGS GOING BACK TO THE DEVELOPERS MORE AND MORE.

I APPRECIATE THAT A GREAT DEAL, AND I DO FEEL PART OF THAT COMES FROM KNOWING THAT THERE IS MORE FOCUS.

THERE ARE EYES WATCHING THIS MORE.

I JUST HOPE THAT THEY CONTINUE TO MEET THAT STANDARD THAT THEY'RE CURRENTLY SHOWING BECAUSE WE NEED TO BE MAKING SURE THAT THOSE THINGS ARE BEING CHECKED THOROUGHLY.

>> ABSOLUTELY. WITH THE POLICIES AND PROCEDURES THAT WE'RE PUTTING IN PLACE ON OUR END, A SYSTEM OF CHECKS AND BALANCES, THINGS LIKE THAT, THE PRODUCT THAT ANY OF THESE FIRMS PRODUCES WILL BE CLOSELY MONITORED AND REVIEWED BEFORE RECOMMENDING APPROVAL FOR THAT PROJECT.

IN CONCLUSION, LIKE I SAID, THIS WILL ALLOW US TO DESIGNATE A POOL FOR EACH OF THESE TASK CATEGORIES TO THEN ISSUE A REQUEST FOR PROPOSAL, SELECT THE BEST FIRM FOR EACH PROJECT, MAKE SURE THAT PROJECT STAY ON TASK AND COME IN WITHIN THE BUDGET AND THINGS LIKE THAT TAKEN INTO ALL CONSIDERATIONS AS FAR AS THE TYPE OF PROJECT AND MAKING SURE WE'RE SELECTING THE APPROPRIATE FIRM FOR THAT PROJECT.

HAVING THESE FIRMS PRE-QUALIFIED TO WILL ALLOW US TO ENTER INTO A MASTER SERVICES AGREEMENT WITH EACH ONE.

THOSE WILL BE COMING BACK TO COUNSEL FOR APPROVAL FOR EACH ONE OF THOSE, BUT HAVING THESE PRE DESIGNATED NOW FOR SPECIFIC USE PROJECTS, NOT FOR ON CALL SERVICES, WE CAN GO AHEAD AND MOVE FORWARD WITH REQUESTING RFPS FROM THESE FIRMS. THEN THAT, OF COURSE, WOULD HAVE TO COME TO COUNSEL FOR APPROVAL BECAUSE OF BUDGETARY REASONS.

WHAT WE HAVE HERE IS A THIRD PARTY EVENT GUIDELINE.

THIS IS FOR SPECIAL EVENTS HELD AT ANY PUBLIC FACILITIES.

WHAT THIS IS IS ACTUALLY A COMBINATION OF OUR POLICIES AND OUR ORDINANCES ROLLED INTO ONE DOCUMENT.

THAT WAY, ANY RESIDENT OR THIRD-PARTY MEMBERS THAT WOULD LIKE TO SEE THE POLICIES AND PROCEDURES THAT WE HAVE FOR HOSTING A SPECIAL EVENT.

THIS JUST CREATES IT ALL INTO ONE DOCUMENT.

WHAT WE HAVE, IT SHOWS EARLY ON WHAT A SPECIAL EVENT IS, WHAT IS REQUIRED, AND WHAT CONSISTS OF WHAT YOU WOULD NEED IF YOU WANTED TO HOST AN EVENT, IF IT WOULD FALL UNDER THE CRITERIA OF BEING A SPECIAL EVENT, AND IF AN APPLICATION IS ACTUALLY NEEDED.

ALL OF THESE THIS CURRENT INFORMATION IS SPREAD OUT THROUGH THE CITY ORDINANCE, THE POLICIES, BUT THIS ACTUALLY CREATES IT IN ONE SIMPLIFIED DOCUMENT FOR ANYBODY TO IDENTIFY AND LOCATE.

WHAT I CAN SAY IS PREVIOUSLY, SEARCHING THROUGH THE SPECIAL EVENTS, EVERYBODY'S SPECIAL EVENT IS ALWAYS DIFFERENT.

THEY'RE TYPICALLY NOT THE SAME.

IT'S NOT ONE EVENT IS GOING TO BE DIFFERENT FROM ANOTHER.

WE'VE HAD A LOT OF INQUIRIES ON SPECIAL EVENTS WITHIN THE PAST FEW YEARS.

WE'VE UPDATED POLICIES AND PROCEDURES THAT THIS COUNCIL HAS UPDATED THOSE ORDINANCE ASSOCIATED TO SPECIAL EVENTS.

WHAT THIS DOES IS THIS ACTUALLY JUST CREATES A DOCUMENT FOR RESIDENTS TO FIND INSTEAD OF HAVING TO SEARCH THROUGH ORDINANCES PERTAINING TO EACH EVENT ALONG WITH FEES ASSOCIATED TO HOW MANY PARTICIPANTS, HOW MANY OFFICERS, HOW MANY PUBLIC SAFETY, HOW STREET CLOSURES, WHAT THAT PERTAINS TO.

ALL IS ROLLED INTO THIS ONE DOCUMENT.

IF ANYBODY IS LOOKING TO HAVE AN EVENT, THIS JUST SIMPLIFIES IT FOR THOSE RESIDENTS OR NON-RESIDENTS TO IDENTIFY BEFORE APPLYING THROUGH THE CITY OF PRINCETON.

IN THE CITY OF FRISCO, THE COST FOR AN OFFICER IS $60, WHICH IS SIGNIFICANTLY LESS THAN WHAT WE HAVE IN OUR DOCUMENTS.

I WAS WONDERING IF YOU AND HE ALSO IS WONDERING, IF YOU HAVE LOOKED AT THE COST OF AN OFFICER IN ALL OF OUR SURROUNDING CITIES TO COMPARE HOW MUCH WE'RE CHARGING VERSUS WHAT THEY'RE CHARGING BECAUSE I KNOW WE HAVE A LOT OF PARKS AND GREAT THINGS THAT ARE COMING, BUT AT THE MOMENT, WE DON'T HAVE THOSE ITEMS. IN ORDER TO ATTRACT EVENTS AND STUFF TO OUR CITY, WE WANT TO MAKE SURE THAT WE STAY AFFORDABLE.

THAT WAS ONE ITEM THAT REALLY JUMPED OUT IN COMPARING THE COSTS OF WHAT WE'RE CHARGING VERSUS SOME OF THE OTHER CITIES.

THE QUESTION IS, DID YOU LOOK AT OTHER CITIES AND DO YOU HAVE THOSE NUMBERS?

A LOT OF THEIR PARK RENTAL, MOST WON'T EVEN RESERVE OUT THEIR PARKS.

BUT OVERALL, THE TOTAL IN A WHOLE IS ACTUALLY MORE EXPENSIVE AND A LOT MORE COSTLY THAN WHAT THE CITY OF PRINCETON FEES ARE.

I CAN GIVE YOU A BREAKDOWN OF SOME OF THE LOCAL CITIES AND THEIR COST.

BUT, FOR INSTANCE JUST A RENTAL AT CITY OF LITTLE ELM IS 2,500 FOR THE PARK ALONE.

THERE'S CITY OF SELINA AT OLD SALINA PARK IS 1,100 FOR FOUR HOURS.

THOSE ARE JUST PARK RENTAL FEES, NOT INCLUDING THE ASSOCIATED FEES TO THE POLICE, FIRE, PUBLIC SAFETY PERSONNEL THAT ALL THE EVENTS STILL REQUIRE THROUGH THOSE CITIES AS WELL.

ALSO, THERE IS A CLAUSE THAT I WOULD NOTE WITH OTHER CITIES.

IT'S THOSE FEES ARE SUBJECT TO CHANGE BASED ON THE NEEDS THAT WERE REQUIRED OF THE CITY FROM A PERSONNEL STANDPOINT.

WITH THAT CLAUSE, I WOULD SAY IF YOU GOT 10,000 PEOPLE AT AN EVENT, IT WOULD REQUIRE QUITE A FEW EMERGENCY PERSONNEL ALONG WITH STAFF FROM ALL DEPARTMENTS TO MEET THOSE NEEDS AND THOSE REQUIREMENTS.

SINCE THE COMMITTEE HAS BEEN ESTABLISHED, THEY'VE HELD, I BELIEVE SEVEN PUBLIC MEETINGS AND GOT PROGRESS THROUGH CHAPTERS 1 THROUGH 4, MADE CERTAIN AMENDED EDITS, AND STILL HAVE A BIT TO GO, BUT HAVE MADE SOME GOOD PROGRESS THUS FAR.
