THE CITY OF PRINCETON WILL RECOGNIZE THE PRINCETON HIGH SCHOOL FOOTBALL TEAM FOR THEIR OUTSTANDING PERFORMANCE IN THE 2025 DAVE CAMPBELL'S 7-ON-7 STATE TOURNAMENT IN COLLEGE STATION, WHERE THEY FINISHED IN THE TOP THIRD OUT OF 100 COMPETING TEAMS. THIS MARKS THE TEAM'S FIRST RETURN TO THE TOURNAMENT IN A DECADE, REPRESENTING A PROUD MILESTONE FOR THE 2026 AND 2027 PANTHER CLASS.

SHARAD RAMANI, 716 UNION DRIVE. I'M HERE TODAY TO ADDRESS THE PROPOSED NEED FOR YET ANOTHER STUDY BEFORE THE IMPLEMENTATION OF WINTER AVERAGING. A VERY COMPREHENSIVE RATE STUDY WAS COMPLETED IN APRIL OF 2023, LITTLE OVER TWO YEARS AGO. THIS WAS NOT A SUPERFICIAL ANALYSIS.

IT THOROUGHLY CONSIDERED EVERY CRITICAL ECONOMIC FACTOR IMPACTING OUR UTILITY DEPARTMENT.

INFLATION PRESSURES WERE FACTORED INTO THE PROJECTIONS.

PRINCETON'S GROWTH PROJECTIONS WERE INCORPORATED, ANTICIPATING FUTURE DEMANDS.

IT ACCOUNTED FOR INCREASING SPEND ON WHOLESALE WATER FROM NORTH TEXAS WATER.

CRUCIALLY, THE STUDY ALSO INCLUDED THE FUNDING REQUIRED FOR MAJOR CAPITAL IMPROVEMENTS, SPECIFICALLY THE BUILD OF AN ELEVATED STORAGE TANK.

BASED ON THIS EXHAUSTIVE ANALYSIS. THE RATE CONSULTANT PROVIDED A CLEAR AND ROBUST RECOMMENDATION.

THE IMPLEMENTATION OF WINTER AVERAGING, ALONGSIDE A STRUCTURAL 5% ANNUAL INCREASE FOR WATER RATES THROUGH 2028.

THE CONSULTANT EXPLICITLY STATED THAT WITH THESE MEASURES IN PLACE, THE UTILITY DEPARTMENT WOULD MAINTAIN HEALTHY RESERVES ON BOTH THE CAPITAL AND OPERATING SITES. FURTHERMORE, RECENT FINANCIAL PERFORMANCE ONLY STRENGTHENS THIS POSITION.

THE CONSULTANT HAD PROJECTED A FISCAL 2024 REVENUE OF $21 MILLION.

HOWEVER, ACTUAL FISCAL 2024 REVENUE CAME IN AT $34 MILLION, A $13 MILLION INCREASE OVER PROJECTIONS.

THE CONSULTANT'S ANALYSIS SHOWED THAT THE COMBINED EFFECT OF IMPLEMENTING WINTER AVERAGING AND THE 5% ANNUAL RATE INCREASE WOULD RESULT IN AN APPROXIMATE $3 MONTHLY INCREASE FOR A RESIDENTIAL BILL ON 5000 GALLONS OF USAGE, DEMONSTRATING A MODEST IMPACT ON RESIDENTS WHILE PROVIDING SUBSTANTIAL

BENEFITS OF EQUITY. THEREFORE, I URGE THE CITY COUNCIL AND CITY ADMINISTRATION TO RECOGNIZE THAT YOU POSSESS ALL THE NECESSARY INFORMATION TODAY TO CONFIDENTLY PROCEED WITH THE IMPLEMENTATION OF WINTER AVERAGING.

THERE IS NO NEED FOR ANOTHER RATE STUDY TO BE DONE.

THERE IS NO LOGICAL BASIS TO FEAR THAT THIS EQUITABLE SOLUTION WILL JEOPARDIZE THE FINANCIAL HEALTH OF OUR CITY'S UTILITY DEPARTMENT.

WE HAVE THE DATA, WE HAVE THE RECOMMENDATION, AND MOST IMPORTANTLY, WE HAVE THE RESPONSIBILITY TO ACT FAIRLY FOR OUR RESIDENTS.

SO IT IS AN INITIATIVE WHEREIN YOUR RESPONSE TIME WILL LOWER GO GET CERTIFICATION SO THAT HOMEOWNER INSURANCE CAN BE DROPPED.

SO IF THAT IS THE INITIATIVE THAT WE WANT TO PROCEED WITH, I DO NOT KNOW HOW WE CAN SUPPORT COW HOMES IN THE COUNTY AS WELL.

OKAY. SO COMING TO PRINCETON 599 AND WEST PRINCETON DRIVE.

SO THERE ARE TWO THINGS THAT I HAVE OBSERVED IN THAT.

ONE IS ABOUT PAYMENT OF TAXES. I NOTICED THAT OTHER TAXING ENTITIES ON THAT PROPERTY HAVE ALREADY SOLD THEM.

SO THEY ARE IN THE CODE. I DON'T KNOW WHY THE CITY HAS NOT MAYBE THEY PAID.

I DON'T THINK SO. BUT IT IS POSSIBLE THAT THEY HAVE PAID THE OTHER THREE ENTITIES, WHICH IS A SCHOOL COLLEGE, AND THE COUNTY HAS SUED 599 WEST PRINCETON DRIVE, WHICH IS A LUXURY APARTMENTS.

NUMBER TWO IS THERE ARE I READ SOMEWHERE I BELIEVE IT WAS A NEWSPAPER, THE CITY'S OFFICIAL NEWSPAPER, SAYING THAT THEY HAVE NOT PAID SOME FEES OR PERMIT, AND IT WAS OKAYED BY THE PREVIOUS MANAGEMENT AND IT HAS COME UP.

SO IF IT IS A BUSINESS DECISION THAT WHILE PURCHASING, YOU MAKE A DECISION.

AND IF YOU DIDN'T PAY, IF YOU DIDN'T DO THE DUE DILIGENCE, I WANT THE I DON'T WANT THE CITY OR CITY RESIDENTS TO BEAR THE BRUNT OF YOUR MISTAKES.

I WANT THE BUSINESS ENTITY TO BEAR THE BRUNT.

THIS AGREEMENT IS HAS THE SAME CLAUSE AND WOULD BE SUBJECT TO THE FEES BEING UPDATED.

WE DID THAT IN JULY. THEY SELECTED ONE AND AUTHORIZED ME TO EXECUTE ANY DOCUMENTS.

AFTER OUR ATTORNEY REVIEWED THOSE DOCUMENTS, BUT THEY DID SET A CEILING ON THE EXPENDITURE $50,000.

NOW, WE'LL TELL YOU, ALL OF THE AUDITING FIRMS ARE GOING TO APPROACH US IN A MULTI-STEP APPROACH.

THE FIRST STEP IS DOING ALL THEIR RESEARCH, LOOKING AT DOCUMENTS AND INTERVIEWING PEOPLE TO SEE IF THERE'S ANY THERE.

IF THERE'S NOT, THEY'LL TELL ME AND THEY'LL STOP IF THEY SEE SOMETHING THEY WILL COME TO US AND WE'LL DECIDE, OKAY, WHAT IS THE BEST PATHWAY FORWARD? BUT THE BOARD FELT LIKE THEY HAD THE BEST RESUME FOR THIS TYPE OF THING.

THEY'VE DONE WORK ALL OVER COLLIN COUNTY AND OVER NORTH TEXAS.

I'M HAPPY TO ANSWER ANY QUESTIONS. SO WE'RE JUST ASKING YOU TO CONFIRM THE EXPENDITURE OF UP TO $50,000 THAT THE CDC BOARD APPROVED AT THEIR MEETING. SORRY.
