WE WILL GO AHEAD AND BEGIN WITH THE PLEDGE OF ALLEGIANCE.

PUBLIC APPEARANCE. SPEAKERS ARE ALLOWED THREE MINUTES TO SPEAK. THE PLANNING AND ZONING COMMISSION IS UNABLE TO RESPOND TO OR DISCUSS ANY ISSUES THAT ARE BROUGHT UP DURING THIS SESSION THAT ARE NOT ON THE AGENDA, OTHER THAN TO MAKE STATEMENTS OF SPECIFIC FACTUAL INFORMATION IN RESPONSE TO A SPEAKER'S INQUIRY OR RECITE EXISTING POLICY IN RESPONSE TO AN INQUIRY. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS COMMISSIONERS SO REQUESTS IN WHICH EVENT THE ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERING ITS NORMAL SEQUENCE ON THE AGENDA. I WOULD LIKE TO GO AHEAD AND MOVE ITEM D.2 TO THE REGULAR AGENDA.

THOMPSON SURVEY, ABSTRACT NUMBER 892, CITY OF PRINCETON, COLLIN COUNTY, TEXAS.

MR. DAVENPORT. GOOD EVENING COMMISSION. COLE DAVENPORT, PLANNER.

THIS REQUEST IS FOR FINAL PLAT APPROVAL OF A 314 LOT SUBDIVISION LOCATED OFF OF SOUTH BEACH BOULEVARD.

THIS PROJECT WAS IN PROGRESS PRIOR TO THE RESIDENTIAL BUILDING MORATORIUM.

THIS PROPERTY IS OWNED PD#33. THE USE IS ALLOWED BY RIGHT.

CITY STAFF HAS BEEN ON SITE AND INSPECTED THE PUBLIC INFRASTRUCTURE, AND WE BECAME AWARE THAT THERE'S A STREET BLADE THAT'S INCORRECT BEFORE THE MEETING.

SO WE RECOMMEND A CONDITIONAL APPROVAL WITH THE CONDITION THAT THE SUNFLOWER STREET BLADE IS CHANGED TO CORDY LANE.

SO IT MATCHES THE PLOT. I'M HAPPY TO ANSWER ANY QUESTIONS YOU ALL HAVE IN THE DEVELOPER CHAIR AS WELL.

YEAH. AS YOU KNOW, THE STREET NAME WAS ONE OF THE ITEMS THAT I WANTED TO MENTION.

THE OTHER ITEM BEING THE FIRE HYDRANT AT GUSTY TRAIL AND WARM GLOW WAY. IT'S LEAKING. I SHOWED A PHOTO TO THE FIRE CHIEF WHO'S HERE THIS EVENING AND NOTED THAT IT IS ON THE INTERIOR SIDE OF THE WATER METER. SO THE WATER THAT'S LEAKING OUT OF THERE IS NOT BEING, YOU KNOW, ACCOUNTED FOR BY THE WATER METER. SO I WOULD ADD THAT AS A CONDITIONAL APPROVAL AS WELL, AND HOPEFULLY IT CAN GET TAKEN CARE OF AS SOON AS POSSIBLE SO THAT IT YOU KNOW, IT'S NOT CONTINUING TO WASTE WATER.

I DID NOT HAVE ANY OTHER CONCERNS TO NOTE, BUT OTHER THAN THOSE TWO CONDITIONAL APPROVALS.

AND IF THERE ARE NO OTHER CONDITIONAL APPROVALS OR QUESTIONS, I WOULD SEEK A COMMOTION.

I JUST DO HAVE A QUESTION REGARDING THE FIRE HYDRANT.

HOW MUCH OF AN IMPACT DOES THAT HAVE ON THE COMMUNITY? GOD FORBID THERE WAS A FIRE. SO ALL THE HYDRANTS WITHIN THE SUBDIVISION HAVE BEEN FLOOD.

THAT'S PART OF BRINGING THE FINAL PLOT FORWARD.

THEY'VE ALL BEEN TESTED, AND THEY ALL WORK. ADDITIONALLY, THERE'S THERE'S NO THERE'S NO VERTICAL CONSTRUCTION OUT THERE RIGHT NOW.

SO ONCE THE DEVELOPER FIXES THE HYDRANT, IT SHOULD BE GOOD TO GO.

AND AGAIN, THERE'S NOTHING VERTICAL, SO THERE'S NOT REALLY MUCH OF AN IMPACT ON THE COMMUNITY.

SO JUST TO BE SURE, IF, GOD FORBID, RIGHT THIS MOMENT, THERE WAS A FIRE IN THE FIELD, NEAR WHERE THE HYDRANT IS. THERE WOULD BE NO CHALLENGES, NO ISSUES PUTTING THAT FIRE OUT? I'M NOT GOING TO SPEAK ON FIGHTING FIRES UP HERE.

I'LL DEFER TO THE FIRE CHIEF ON THAT. BUT I CAN TELL YOU THERE'S REALLY NOTHING THAT THAT COULD CATCH RIGHT NOW BECAUSE AGAIN, THERE'S NO VERTICAL STRUCTURE. PRETTY MUCH ALL THAT'S OUT THERE. WATER, SEWER LINES AND PAVEMENT.

OKAY. CHIEF, DO YOU MIND? YES, ABSOLUTELY. SHANNON STEPHENS, FIRE CHIEF.

SO ALL THE SYSTEMS OUT THERE ARE LOOPED SYSTEMS, WHICH MEANS THAT THERE'S A CONTINUOUS FLOW.

THERE'S NOT GOING TO BE A DEAD END HYDRANT AT THOSE THAT WILL NOT HAVE ANY TYPE OF SIGNIFICANT IMPACT, ESPECIALLY WITH THE LEAK FROM THE PHOTO THAT WAS PRESENTED.

WE DO HAVE CREWS ON THEIR WAY OUT THERE TO MAKE SURE THAT THE LEAK IS NOT ACTIVELY LEAKING AS OF RIGHT NOW, IF SO, WE'LL TIGHTEN IT AND STOP THE LEAK. IF NOT, WE CAN SHUT THE HYDRANT OFF UNTIL IT GETS FIXED.

AND THE IMPACT OF SHUTTING THE HYDROGEN OFF IF, GOD FORBID, THERE WAS A FIRE IN THE VICINITY.

SO IF THAT'S THE CASE, IT'S JUST A SMALL LEAK AT THE TIME, AND ONLY ONE OF THREE OUTLETS ARE BEING USED BY THE METER.

SO WE HAVE THE OPTION OF TAKING THE METER OFF AND JUST SITTING UP BESIDE AND USING WHERE THAT IS CONNECTED, OR USING ONE OF THE OTHER 3 OR 2 CONNECTIONS.

I WOULD JUST MAKE ONE OTHER NOTE TO THE DEVELOPER IS THERE'S A LOT OF TRASH AND STUFF OUT THERE.

MAYBE WHILE YOU'RE OUT THERE FIXING THESE MINOR ISSUES, YOU KNOW, LOOK FOR TO DO A LITTLE BIT OF CLEANUP AND THE ACROSS WHAT'S SUPPOSED TO BE GUSTY WAY AND IS NOW SUNFLOWER OR WHATEVER IT ACROSS BEAUCHAMP.

I WILL NEVER GET THE PRONUNCIATION, CORRECT PRONUNCIATION OF THAT, RIGHT. BUT ACROSS FROM BEAUCHAMP, BEAUCHAMP, ACROSS BEAUCHAMP IS THE INLET FOR THAT DRAINAGE EASEMENT. I DON'T KNOW THAT THAT'S THE ANOTHER PHASE OF DEVELOPMENT.

SO, YOU KNOW, WHATEVER YOU CAN DO TO PROTECT THERE FROM BEING A LOT OF SILT COMING THROUGH THERE.

MY GUESS IS THAT WAS COMING NEXT, BUT IT DIDN'T SEEM LIKE THERE'S A WHOLE LOT OF PROTECTION THERE.

BUT IN ANY CASE, IT DIDN'T SEEM LIKE A THERE WAS AN ENORMOUS AMOUNT OF SILT INLET LOOKING AT WHERE THE OUTFALL WAS AT THE SOUTHWEST CORNER OF THE DEVELOPMENT. SO JUST WHATEVER YOU DO TO PROTECT.

NOW, THE STORM SEASON, OF COURSE, PROTECT A LOT OF SILT INTRUSION INTO THERE.

YEAH, I WOULD LIKE TO SEE THAT AS WELL. PERHAPS THAT'S PART OF SOMETHING WE LOOK AT AS FAR AS FAR AS THE MASTER DRAINAGE PLAN GOES.

I DON'T KNOW IF THERE ARE ANY UPDATES ON THAT.

I BELIEVE IS AS REQUESTED BY COUNCIL FOR A RFQ FOR THE MASTER DRAINAGE PLAN.

I'M HAVING AN UPDATE ON THAT. AND HOW IT CONNECTS WITH THE ISSUES NOTED BY COMMISSIONER ELLIS, I THINK WOULD BE HELPFUL. YES. THAT'S SOMETHING WE CAN LOOK INTO.
