[00:00:01]
ALL RIGHT. WE'LL GO AHEAD AND CALL OUR MEETING TO ORDER.
[A. CALL TO ORDER]
THIS IS THE COMMUNITY DEVELOPMENT CORPORATION REGULAR MEETING. TODAY IS WEDNESDAY, AUGUST 20TH, 2025. IT IS 6:00 P.M. GOING TO A QUICK ROLL CALL VOTE.JEFF WATSON, MYSELF, I AM HERE, MR. EVANS. HERE.
MS. NED. HERE HERE. MR. THORNTON. HERE. AND MS. SAMUEL. PRESENT.
AND DIRECTOR ASH IS NOT WITH US TONIGHT, BUT WE'LL LOOK FORWARD TO SEEING HIM NEXT TIME.
AND DO I HAVE SOMEBODY WOULD LIKE TO LEAD US IN THE INVOCATION? FATHER WITH ALL MINDS AND HEARTS ON ONE ACCORD.
FATHER, AS WE CONTINUE SUDDENLY IN THIS MEETING, WE ASK THAT YOUR WILL BE DONE.
WE ASK THAT AS WE SIT HERE, FATHER, THAT WE YOU USE US IN THE WAY YOU SEE FIT TO EMBRACE, TO EMBARK, TO UPLIFT THE CITY OF PRINCETON. AND WE JUST THANK YOU FOR THE OPPORTUNITY TO BUILD THE CITY OF PRINCETON, AS YOU WOULD HAVE IT TO BE BUILT. WE THANK YOU ACCORDING TO YOUR WORD IN JESUS NAME, AMEN.
AMEN. ALRIGHT IF YOU'LL STAND FOR THE PLEDGE OF ALLEGIANCE.
ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
ALL RIGHT AND WE WILL OPEN IT UP FOR OUR PUBLIC APPEARANCE.
I DON'T BELIEVE WE'VE GOT ANYBODY THIS EVENING FOR PUBLIC APPEARANCE.
ALL RIGHT. WE'LL GO AHEAD AND MOVE ON TO NUMBER OR SECTION F PUBLIC REPORT ITEMS.
[F. PUBLIC REPORT ITEMS]
FIRST ONE IS OUR NEXT REGULAR PCDC MEETING IS SCHEDULED FOR WEDNESDAY, SEPTEMBER 20TH, 2025 AT 6:00 P.M.AND I BELIEVE THE CITY COUNCIL MEETINGS. NEXT UPCOMING MEETING IS MONDAY, AUGUST 25TH, 2025 AND MONDAY, SEPTEMBER 8TH, 2025, BOTH AT 6:30 P.M.
AND WITH THAT, JIM WILL TURN IT OVER TO YOU FOR STAFF REPORT ITEMS.
[G. STAFF REPORT ITEMS]
THANK YOU, MR. CHAIRMAN, AND I'LL MAKE THIS RELATIVELY BRIEF.THE FORENSIC AUDIT THAT'S UNDERWAY ON THE COMMUNITY CENTER.
ALL DOCUMENTS HAVE BEEN EXECUTED. I HAVE COPIED THIS BOARD AND CITY COUNCIL ON A NUMBER OF UPDATES.
AGAIN, AS PROMISED TO THE CITY COUNCIL, I'M ACTUALLY GOING TO FORWARD THE ACCOUNTING FIRMS ACTUAL EMAIL TO ME INSTEAD OF PARAPHRASING IT SO YOU KNOW EXACTLY WHAT'S GOING ON. THEY'RE STILL IN THE INFORMATION GATHERING PHASE.
I APPROVED THEM GETTING WITH ANOTHER DEPARTMENT AS A MATTER OF FACT, I APPROVED TODAY.
THEM GETTING WITH ANY AND ALL DEPARTMENT HEADS THEY NEED TO GET WITH WITHOUT COMING THROUGH ME, AS LONG AS THEY COPY ME ON THE CORRESPONDENCE.
SO THAT'S MOVING FORWARD. CHAMBER OF COMMERCE WANTED ME TO GIVE YOU MANY THANKS.
OUR EVENT WAS VERY SUCCESSFUL. THEY HAD OVER 1800 ATTENDEES.
I'M SEEING A TREND HERE. 100. THAT'S AN IMPORTANT NUMBER.
I HAD 22 VENDORS, AND THEY DID AS THE BOARD INTENDED GO OVER THEIR GOAL FOR THAT SPECIFIC EVENT AND ARE WORKING ON THE BEST WAYS TO IMPLEMENT ANY ADDITIONAL FUNDING TO HELP OFFSET TEACHERS EXPENSES THROUGHOUT THE YEAR. SO YOU ACCOMPLISH TWO GOALS WITH ONE.
YES. SO THANK YOU FOR DOING THAT. I THINK YOU HAVE MADE A VERY POSITIVE IMPACT.
ON, CHRIS YOU COULD OPEN THE SALES TAX REPORT.
[00:05:02]
IT'S BEEN SIX WEEKS SINCE WE'VE GOTTEN TOGETHER.WE'VE RECEIVED TWO MONTHS WORTH OF DATA. SO IN THOSE TWO MONTHS WE WERE AT 9%.
AND THEN MOST RECENT MONTH, WE'RE UP 17%, PUTTING ITS YEAR TO DATE AT 12%.
IF WE END UP 10% UP, THIS IS WHAT AT THE END OF THE YEAR IS GOING TO LOOK LIKE.
IF WE END UP EVEN ABOVE THAT WHERE WE ARE NOW, THIS IS WHAT IT WILL LOOK LIKE.
IT'S ALL GOOD NEWS AS FAR AS THAT'S CONCERNED.
TWO POSITIVE MONTHS. WE'VE ONLY HAD TWO NEGATIVE MONTHS SO FAR THIS YEAR AND WE'VE HAD FOUR CONSECUTIVE POSITIVE MONTHS, WHICH IS VERY GOOD NEWS ON THE BUILDING PERMITS LAST YEAR.
WE DID JUST SHORT OF 2000. WE DID 1981 BUILDING PERMITS WERE 10% AHEAD OF LAST YEAR.
SO FAR THIS YEAR, IF WE REMAIN 10% AHEAD, WE'LL END UP WITH OVER 2100 BUILDING PERMITS, WHICH, AS YOU KNOW, OUR AVERAGE IS 3.07 PEOPLE PER HOUSEHOLD.
AND AGAIN, IT'S DAUNTING, BUT IT'S NOT BAD NEWS.
IT'S GIVING US AN OPPORTUNITY TO LEVERAGE OUR GROWTH AND BRING SOME OF THE THINGS THAT EVERYBODY THAT'S SITTING ON THAT DAIS AND, AND STAFF AND PEOPLE IN THE AUDIENCE WANT TO SEE HERE.
RETAIL, HEALTH CARE. OTHER COMMERCIAL ACTIVITIES SO THAT'S ALL GOOD NEWS.
BRIEFLY, JUST A REMINDER ON THE PROFESSIONAL PARK.
I THINK IT WAS A. WELL, I DON'T THINK I KNOW IT IS CURRENTLY ZONED MANUFACTURING ONE.
IT HAS BEEN ZONED AROUND AT 300 DEGREES BY RESIDENTIAL, SO IT IS NO LONGER MANUFACTURING IN MY MIND.
IT'S A COMMERCIAL ONE PD. IT'LL BE HEALTHCARE, PROFESSIONAL OFFICE RETAIL.
AND WE'VE HAD THIS CONVERSATION, QUITE HONESTLY, THAT THAT I THINK SOME OF THE THINGS THAT WE DO MIGHT LOOK A LITTLE DIFFERENT THAN YOU MAY HAVE THOUGHT TWO YEARS AGO, BUT THAT DOESN'T MEAN IT'S A BAD THING.
IT'S KIND OF EXCITING, AND I THINK THERE'S SOME GREAT OPPORTUNITIES ALONG THIS NEW PATHWAY.
WE'RE GOING TO HAVE IT REZONED BY THE TIME THEY CLOSE ON THEIR LAND.
WE WILL DISCUSS THAT IN EXECUTIVE SESSION. SO ALL IS WELL THERE.
COMMUNITY CENTER WE ARE. THEY WERE DOING PUNCH LIST ITEMS TODAY.
THEY ARE DOWN TO THE SMALL THINGS. I WILL TELL THE BOARD THAT IN OUR CONVERSATIONS AND GETTING BIDS TO REPAIR THE BELL TO MAKE IT OPERABLE. WE HAVE FOUND OUT THAT THAT WOULD PROBABLY BE A DANGEROUS SITUATION.
IT'S AN OLDER BELL. IT'S NOT MEANT FOR THAT USE.
IT'S RUSTED AND IT COULD COME APART. COME THROUGH THE CEILING.
THEY DON'T THINK THEY CAN FIX IT. SO WE HAVE AN OPTION.
WE CAN. WE ARE TAKING THE BELL DOWN AS A MATTER OF FACT, MR. CHAIRMAN, WE'VE TALKED ABOUT IT MAY BE DOWN TODAY.
IT'S MORE FLEXIBLE. YOU CAN PLAY SONGS ON IT, YOU CAN DO OTHER THINGS WITH IT.
IT'S A SPEAKER SYSTEM THAT YOU CAN MAKE SOUND JUST LIKE A BELL.
AND SO THAT'S SOMETHING THAT WE'LL NEED TO DISCUSS.
BUT PUTTING THAT BELL BACK INTO OPERATION, UNFORTUNATELY, IS NOT AN OPTION.
CERTAINLY NOT A SAFE OPTION IN MY OPINION. SO AND I THINK THAT'S ALL I HAVE THAT I NEED TO SHARE VERBALLY. I'M MORE THAN HAPPY TO ANSWER ANY QUESTIONS OR HAVE ANY CONVERSATION.
I WILL SAY THIS AND I'D LIKE TO HAVE SOME CONVERSATION.
[00:10:01]
AGAIN, IT'S NOT ON HERE AS A VOTE, BUT WE ARE GETTING TO THE POINT.WE'RE VERY CLOSE TO HAVING A GRAND REOPENING.
I'LL LET THE CHAIR SHARE HIS IDEA, BECAUSE I ACTUALLY THINK IT'S A REALLY COOL IDEA.
HOPEFULLY YOU REMEMBER WHAT THAT IDEA IS THAT YOU SHARED WITH ME.
BUT I THINK THE TIMING WORKS OUT, AND I THINK IT IS.
I JUST THINK IT'D BE A LOT OF FUN SO. YEAH, YEAH I THINK IT'S THE 26TH AND IF NEED BE, I KNOW WE'VE GOT A MEETING BETWEEN NOW AND THEN, WHICH MIGHT BE HELPFUL, BUT WHAT I WAS THINKING IS THAT WE COULD COORDINATE KIND OF A GRAND OPENING TYPE EVENT WITH THE HOMECOMING PARADE.
I DON'T KNOW IF ANYBODY HAPPENS TO KNOW. ARE THEY, IN FACT, DOING THAT THIS YEAR? AND IF SO, IS THAT ARE WE STILL KIND OF CLOSE TO, IF NOT ON THAT PARADE ROUTE? BUT IF WE COULD DO A COUPLE OF, LIKE, BOUNCE HOUSES AND JUST KIND OF HAVE A TENT SET UP FOR OUR BRING THE CITIES PARTY TRAILER OUT, HAVE POPCORN.
WE COULD YEAH. HAVE THE CITY PARTY TRAILER OUT AND ALL THE AMENITIES THAT COME WITH IT.
AND THEN WE COULD OPEN UP THE INSIDE FOR PEOPLE TO KIND OF COME AND GO AND CHECK THINGS OUT.
WE COULD ALL KIND OF DO LITTLE GUIDED TOURS AROUND THERE OR SOMETHING.
IF YOU KNOW, YOU'RE AVAILABLE TO BE THERE, BUT THERE'S GOING TO BE A LOT OF PEOPLE DOWN THERE ANYWAYS, SO IT'D BE A GOOD OPPORTUNITY TO CATCH SOME OF THAT.
FOOT TRAFFIC IS WHAT I WAS THINKING. AND THEN I WAS ALSO GOING TO VOLUNTEER A COUPLE OF THE CITY COUNCIL MEMBERS AND POSSIBLY THE MAYOR FOR A DUNK BOOTH [LAUGHTER] AS WELL. SO THAT WAS KIND OF MY THOUGHTS ON THAT SO.
YEAH, I THINK IT COULD BE A LOT OF FUN IF WE CAN GET THE DATES PULLED OFF APPROPRIATELY.
MAYBE EVEN POSSIBLE, MAYBE EVEN PARTNER WITH THE CHAMBER IF THEY WANTED TO COME OUT.
YEAH, ABSOLUTELY. AS PART OF QUITE HONESTLY. YEAH, ABSOLUTELY SO. EXCUSE ME, I THINK THAT'S A GREAT IDEA.
I JUST LOGISTICALLY, I KNOW WE MAY NEED TO LOOK IN AND SEE WHAT'S THE PARADE ROUTE THIS YEAR.
NOT KNOWING WHERE BECAUSE I KNOW THEY SWITCHED THE FIRST GAME TO AWAY AND IT'S NOT HOME THIS YEAR.
SO JUST FINDING FIT, FINE TUNING ALL THOSE. YEAH, BECAUSE I KNOW LAST YEAR THEY SWITCHED THE ROUTES BECAUSE OF CONSTRUCTION ON CERTAIN THINGS. AND THERE'S SO MUCH CONSTRUCTION JUST FIGURING OUT THE DETAILS.
BUT I MEAN, I THINK IF THE PARADE ROUTE GOES THAT WAY, I THINK THAT'D BE AN EXCELLENT IDEA.
YEAH AND EVEN IF IT'S A FEW BLOCKS OVER OR WHATEVER, I MEAN, JUST AS LONG AS THEY'RE HAVING THE PARADE, I THINK THERE WILL STILL BE PEOPLE IN THAT VICINITY, YOU KNOW? UNLESS THEY CHANGE IT AND IT GOES LIKE OVER HERE THROUGH THE PARKING LOT AND THEN BACK TO THE SCHOOL OR SOMETHING, WHICH I DOUBT IT'S GOING TO DO THAT. BUT YEAH, I AGREE.
AND AGAIN, WE DON'T REALLY NEED TO VOTE ON THAT.
WE CAN WORK OUT ANOTHER DATE. IF THAT DOESN'T WORK OUT, I WOULD PROBABLY RECOMMEND DOING IT OCTOBER 1ST OR LATER, BECAUSE IT'S A LITTLE BIT EASIER TO ALIGN IT WITH OUR NEW BUDGET YEAR [LAUGHTER].
WITH INCOME, IF SOMEBODY WANTS TO RENT IT RIGHT AWAY.
AND THE ELECTRONIC SIGN WON'T BE UP, BUT EVERYTHING ELSE WILL BE PREPARED.
BUT THE NEW WHEELCHAIR RAMP EVERYTHING INSIDE, I MEAN, IT'S MANY OF YOU SAW IT DURING THE COMP PLAN AND MAKE COMMENTS THAT IT LOOKED GOOD. I THINK IT LOOKS GOOD.
I'M READY TO GET IT OPEN. YEAH. WHEN WILL IT BE AVAILABLE TO FOR THE PUBLIC TO BE ABLE TO BOOK IT FOR WHATEVER EVENTS? THAT DEPENDS WHEN YOUR GRAND REOPENING IS. ONCE WE HAVE THE GRAND REOPENING, I WOULD THINK IMMEDIATELY THEREAFTER. OKAY ALL RIGHT YEAH, I THINK HAS THAT BEEN ORDERED? NO, THAT WOULD BE BUT WE CAN OPEN IT WITHOUT THAT. NO, I WAS JUST ASKING BECAUSE YOU MENTIONED IT, I KNOW. YES, MA'AM. VOTE ON IT. YEAH I WOULD LIKE TO GO AHEAD AND PROVIDE SOME DIRECTION.
[00:15:03]
LET'S LOOK AT MOVING FORWARD WITH THE 26, IF THAT'S THE RIGHT DATE WHATEVER THAT I BELIEVE IT'S FRIDAY.IT'S YOUR IF YOU'RE ABLE TO DO SO. I KNOW IT'S A FRIDAY, A LOT OF PEOPLE ARE WORKING WHATNOT. BUT IF YOU'RE ABLE TO DO SO. AND BE THERE LET JIM KNOW. SOONER THAN LATER ON THAT AS WELL. SO WE CAN KIND OF HAVE AN IDEA OF WHO'S THERE AND WHAT ALL WE'LL NEED HANDS ON DECK FOR SO.
YEAH. QUESTION. WHO'S PLANNING AND SETTING UP AND CALLING VENDORS? BECAUSE WE'RE AT AUGUST 20TH. IF YOU'RE TALKING ABOUT SEPTEMBER 26TH.
CORRECT. WHO'S DOING ALL OF THAT? IT IT'LL BE MULTIPLE CITY DEPARTMENTS, IT'LL BE PARKS DEPARTMENT.
THAT SHOULD HAVE STARTED TODAY. THERE'S GOING TO BE A LOT.
MY NEW EXECUTIVE ASSISTANT WILL BE VERY INVOLVED.
NUMBER ONE, I AM NOT AN ADMINISTRATIVE PERSON.
AND NUMBER TWO, YOU DON'T EVER WANT ME TO BE WITHOUT ADMIN [LAUGHTER].
HOPEFULLY, THIS MEETING GOES PRETTY SMOOTHLY.
AND I DIDN'T LEAVE OUT DOCUMENTS. I THINK I THINK WE'RE GOOD SO.
YEAH AND MAYBE, YOU KNOW, SOME VOLUNTEERS TO MAKE SOME OF THOSE CALLS AND THINGS LIKE THAT.
SO IT MAY BE A WITH SHORT STAFF RIGHT NOW, MAYBE KIND OF A TEAM EFFORT TYPE DEAL.
I KNOW THAT'S KIND OF TEMPTING SOMETIMES WHEN WE'RE TRYING TO GET SOMETHING DONE ESPECIALLY QUICKLY. BUT YEAH, IF JIM CAN KIND OF QUARTERBACK THAT FOR US AND KEEP THE COMMUNICATION FLOWING AND WE'LL JUST DO THE BEST WE CAN, IF WE CAN PULL IT TOGETHER, GREAT.
IF NOT THEN YOU KNOW, WE'LL NOT THE END OF THE WORLD. WE'LL PLAN IT FOR THE FOLLOWING NEXT AVAILABLE TIME SO.
YEAH. THE ONLY OTHER THINGS REMAINING IN MY. I'M SORRY.
DO YOU HAVE ANOTHER COMMENT ON THAT ONE? NO GO AHEAD, GO AHEAD. IS THE ARE THE FINANCES? CHRIS, IF YOU COULD PUT UP THE BUDGET REPORT.
$141,600 EXPENDED LAST MONTH. SOUNDS LIKE A LOT IT'S NOT.
$110,000 OF IT WAS COMMUNITY CENTER, $11,000 WAS MARKETING, AKA CHAMBER.
AND THE REST IS JUST SALARIES. SO IT WAS ACTUALLY A, OTHER THAN WHAT WE ALREADY EXPECTED WITH COMMUNITY CENTER, A PRETTY MINIMAL MONTH. AND THEN IF YOU CAN PUT UP THE BALANCE SHEET, THE NEXT ONE CHRIS.
IF WE SPEND THE REST OF THIS YEAR EXACTLY AS PLANNED AND WE BRING IN EXACTLY WHAT'S PLANNED. WE'RE SITTING AT $4.2 MILLION, IN FUND BALANCE OR RESERVE, THAT FIGURE WILL GO UP.
WE STILL HAVE OVER 40% OF OUR BUDGET REMAINING.
NOW A LOT OF THAT WILL BE EATEN UP BECAUSE THE BIG DOLLARS ON THE COMMUNITY CENTER.
AND SO THAT NUMBER, PERCENTAGE WISE WILL COME DOWN.
BUT WE'RE NOT GOING TO SPEND. EXCUSE ME. WE'RE NOT GOING TO SPEND ALL THE BUDGET THIS YEAR.
AND SO I WOULD ESTIMATE WILL BE AT $4,500,000 PLUS IN FUND BALANCE AFTER THE YEAR.
AND I WILL SAY, AND AS IT RELATES TO THE FINANCES AND MARKETING AND I WITH THE UNLESS THERE'S OVERWHELMING INTEREST AND WE HAVE TO DO OTHERWISE, THE EDC AND THE CDC BOARDS HAVE NOT BEEN MADE AWARE YET, BUT WE'LL BE SHARING A TABLE AT THE BOYS AND GIRLS CLUB GALA.
WE BOUGHT ONE FOR THE FIRST TIME LAST YEAR. THE CITY DID.
I'VE AGREED TO TAKE THAT OVER AND DO ANOTHER TABLE THIS YEAR.
AND IF ENOUGH BOARD MEMBERS WANT TO ATTEND, THEN IT'LL BE EACH BOARD GETTING A TABLE SO.
AND WITH THAT, I'M MORE THAN HAPPY TO ANSWER ANY OTHER QUESTIONS.
YEAH, I LOOK FORWARD TO THE DATE ON THAT BECAUSE I'D LIKE TO BE ABLE TO.
AND I APOLOGIZE I MEANT TO PRINT IT OFF, I KNEW I'D FORGET SOMETHING. ANY OTHER QUESTIONS OR THOUGHTS ON THAT?
[00:20:08]
HEY, JIM, IF WE CAN JUST IF YOU CAN JUST LIKE, GIVE US SOME TIMELINE ON THAT SIGNAGE FOR THE COMMUNITY CENTER.I KNOW THAT WAS A ADD ON LATER, SO JUST IF YOU HAVE SOME TYPE OF TIME.
IT WON'T BE TOO LONG BECAUSE HE'S ALREADY GOT, I THINK NOW TWO BIDS.
HE HAD AN ORIGINAL BID. WE HAVE TO GET AT LEAST THREE BIDS.
GOTCHA. AND DEPENDING ON THE COST, WE'LL HAVE TO DO AN ACTUAL RFQ AND LET THEM RESUBMIT.
BUT IT SHOULDN'T LAG MORE THAN 90 DAYS AFTER WE'RE DONE WITH THE THING.
ALL RIGHT THANKS. CAN WE GET BOTH OF THOSE THAT IN THE BILL ADDED ON OUR NEXT AGENDA? AND THEY WILL BOTH FIT WITHIN THE ORIGINAL BUDGET.
THAT NOT TO EXCEED $500,000. THE ACTUAL WORK'S GOING TO COME IN AT ABOUT 385.
AND SO WE'LL HAVE ROOM FOR BOTH OF THOSE, I BELIEVE.
OKAY. I HAVE ANOTHER QUESTION. THE BID FOR THE SIGNAGE THAT YOU'RE GETTING THE DESIGN.
HOW ARE YOU GETTING A BID WITHOUT US DECIDING ON THE DESIGN OF THE ELECTION? I'M SORRY. THE DESIGN OF THIS, THE ELECTRONIC SIGNAGE? HE JUST PUT OUT A HE'S TRYING. HE WAS TRYING TO GET A ROUGH ESTIMATE.
AND SO HE JUST DID A RELATIVELY HE TOOK THE DIMENSIONS AND GOT SOMETHING AS A PLACEHOLDER TO MAKE SURE THAT HE THOUGHT WE COULD FIT IT IN THE BUDGET.
OKAY BUT THAT'S CONCERN OKAY. IN THE BALLPARK OF WHAT THOSE COSTS BECAUSE HE HAD NO IDEA.
OKAY WELL, I JUST MY CONCERN IS THE MASONRY STONE DOESN'T MATCH THE BUILDING.
RIGHT. SO IF THAT THAT'S NOT THE FINAL DECISION.
NO, NO, NO. WE'LL GET A CHANCE. YOU'LL MAKE THE FINAL DECISION ON THAT.
ALL RIGHT THANK YOU. ALL RIGHT. WE'LL GO AHEAD AND MOVE ON TO ITEM H FOR BOARD OF REPORT ITEMS.
[H. BOARD REPORT ITEMS]
WE'VE GOT A COUPLE OF THINGS TO SHARE, BUT I WANT TO OPEN UP IF ANYBODY HAS GOT ANYTHING TO SHARE FROM FOR BOARD OF REPORT ITEMS. CDC BOARD OF DIRECTORS REPORT ABOUT ITEMS OF COMMUNITY INTEREST IN WHICH NO ACTION WILL BE TAKEN.I WOULD LIKE FOR US TO CONSIDER TO HAVE A NEIGHBOR APP COMING, WHICH IS THE NATIONAL ASSOCIATION OF REALTORS, TO DO A WHOLE COMMUNITY EVENT TO EXPLAIN TO THE COMMUNITY ON HOW TO PURCHASE HOMES, THE OPPORTUNITY TO PURCHASE HOMES WITH NO DOWN PAYMENT, NO CLOSING COSTS AVAILABLE. SINCE WE ARE THE FASTEST GROWING CITY IN THE NATION, WE NEED TO TURN OUR RENTERS IN THE AREA INTO HOMEOWNERS. AND THIS PROJECT WOULD DO THAT.
THEY COME. THEY WORK WITH THE CITY. THEY WORK WITH THE CHAMBER.
THEY WILL WORK WITH THE BOARDS AND GET THE BUSINESSES IN THE AREA TO CONTRIBUTE.
AND SO I WOULD LIKE FOR THE BOARD TO CONSIDER THAT.
AND THE TIMING IS GOOD BECAUSE AS WE HAD DISCUSSED, THAT WE WANTED TO DO IT IN THE COMMUNITY CENTER.
SO IT'LL BE OPEN AND WE CAN START PLANNING. I THANK YOU FOR THE REMINDER ON THAT.
WE MIGHT EVEN HAVE THE SIGN AND THE BELL FIGURED OUT.
OH, WE BETTER [LAUGHTER] BY APRIL WE BETTER. YEAH.
SO AND SPEAKING OF, YOU WERE TALKING ABOUT SOME ZONING STUFF EARLIER.
SPEAKING OF, I BELIEVE THERE'S A OPEN POSITION FOR THE P AND Z BOARD I THINK I SAW ON FACEBOOK.
IF THERE'S AN OPEN SPOT, THERE MIGHT BE AN OPPORTUNITY FOR SOMEBODY TO JOIN.
OTHER THAN I HAD ALSO KIND OF SOMEWHAT RELATED IS THERE'S A NUMBER OF PRINCETON MUNICIPAL JOBS THAT HAVE BEEN POSTED RECENTLY AS WELL TO, UP TO AND INCLUDING OUR EA FOR THE FOR THE ECONOMIC DEVELOPMENT, COMMUNITY DEVELOPMENT CORPORATIONS AS WELL.
GLAD TO HEAR WE'VE GOT SOME FOLKS ALREADY IN PROCESS ON THAT. BUT AGAIN, FOR LOCAL FOLKS WHO ARE INTERESTED IN LOOKING AT THAT, I ENCOURAGE YOU TO GO LOOK OUT THE MUNICIPAL JOB BOARD AND PUT IN YOUR RESUME AND APPLICATION WHEREVER POSSIBLE OR APPLICABLE.
THERE'S ALSO CURRENTLY A SURVEY OPEN FOR THE PRINCETON PLAYBOOK THAT'S OPEN UNTIL THE 31ST OF THIS MONTH, AND THAT IS FOR THE PARKS AND TRAILS. SO IF YOU WANT TO HAVE A VOICE IN THAT YOU DON'T EVEN HAVE TO COME UP TO A MEETING OR ANYTHING, YOU CAN CLICK ON THE LINK. I BELIEVE IT'S ON THE PRINCETON, TEXAS FACEBOOK.
FACEBOOK PAGE OR THE MUNICIPAL THE CITY FACEBOOK PAGE.
[00:25:01]
OR YOU CAN ALWAYS REACH OUT TO THE CITY. I'M SURE THEY'LL BE GLAD TO PUNCH YOU IN THAT DIRECTION. OR IT MIGHT EVEN BE ON THE WEBSITE. AND THE LAST THING I HAD IS JUST A QUICK PUBLIC REMINDER. SCHOOL'S BACK IN SESSION. PLEASE MAKE SURE WE'RE PAYING ATTENTION TO SCHOOL ZONES, BUS STOP SIGNS, BUS PICKUPS, THINGS LIKE THAT.SO JUST A QUICK FRIENDLY REMINDER ON THAT. SO THAT'S ALL I HAD.
IF ANYBODY HAD ANYTHING ELSE OR THOUGHT OF ANYTHING FEEL FREE TO ADD.
SO OUR ALL RIGHT WITH THAT, WE'LL MOVE ON TO THE CONSENT AGENDA.
[I. CONSENT AGENDA]
ALL CONSENT AGENDA ITEMS LISTED ARE CONSIDERED TO BE ROUTINE BY THE COMMUNITY DEVELOPMENT CORPORATION AND WILL BE ENACTED BY ONE MOTION.THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS A BOARD MEMBER SO REQUEST IN WHICH EVENT ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED IN ITS NORMAL SEQUENCE ON THE AGENDA. AND WITH THAT, I WILL TAKE A MOTION FOR THE CONSENT AGENDA.
CHAIRMAN I'LL MAKE A MOTION THAT WE APPROVE THE CONSENT AGENDA.
SECOND. ALL RIGHT WITH THAT, YOU CAN USE YOUR TOUCH SCREEN THERE TO GO AHEAD AND VOTE.
AND THAT MOTION PASSES 6.0 UNANIMOUSLY THANK YOU.
ALL RIGHT WE'LL GO AND MOVE ON TO OUR REGULAR AGENDA.
[J1. 2025-021-Contract for Services. Consider, discuss and act on the approval of an updated contract for services between the City of Princeton and the Princeton CDC.]
START WITH 2025-021-CONTRACT FOR SERVICES. CONSIDER, DISCUSS AND ACT ON THE APPROVAL OF AN UPDATED CONTRACT FOR SERVICES BETWEEN THE CITY OF PRINCETON AND THE PRINCETON CDC. SO THIS IS AN ITEM AND WE NOW HAVE DRAFTS DONE FOR BOTH CORPORATIONS.TOOK GRANT AND I, BECAUSE OF EVERYTHING GOING ON.
A LITTLE BIT MORE TIME TO GET OUR MINDS TOGETHER AND PUT THE FINISHED PRODUCT TOGETHER.
I WAS ALREADY GOING TO ASK YOU NOT TO TAKE ACTION ON IT TONIGHT.
MY INTENT WAS TO HAVE A COPY OF IT ON THE DAIS.
AND AS I LOOKED AT THE AGENDA, I REALIZED THAT I DIDN'T LEAVE A COPY ON THE DAIS FOR EACH OF YOU.
I'M GLAD I TOLD THEM MYSELF EARLIER THAT YOU DON'T WANT ME WITHOUT ADMIN.
SO BUT I'M GOING TO AGAIN I WASN'T GOING TO ASK FOR ACTION TONIGHT.
WHAT I WANT TO DO, AND I'LL EMAIL IT TO YOU IS GIVE ME ANY COMMENTS.
I'M NOT ASKING FOR ACTION BECAUSE THIS IS A DRAFT THAT I HONESTLY HAVE NOT EVEN SAT DOWN AND DISCUSSED AT ALL WITH MR. MASHBURN YET. WE JUST GOT IT. BUT I WANTED THE BOARD TO KNOW THAT WE DO HAVE A DRAFT AGREEMENT.
AGAIN, I'M GOING TO AND I CAN TELL YOU WHAT THE MAJOR POINTS OF THE, THE CONTRACT ARE THAT THAT I'M SUGGESTING AGAIN NONE OF THIS CAME FROM THE CITY. THEY DIDN'T MAKE A REQUEST. BUT I'VE DONE THESE BEFORE IN OTHER MARKETS, AND I SOMETHING THAT I THINK IS FAIR, PROBABLY LEANS A LITTLE BIT MORE TOWARDS THE EDC CITY SIDE THAN THE CITY FAIR, BUT IT'S FAIR.
ACCESS TO ALL THE IT AND LICENSES, THE EDC AND CDC PAY FOR ALL OF OUR HARDWARE AND COMPUTERS, THAT TYPE OF THING. IT'S IN OUR BUDGET ANYWAY.
BOTH CORPORATIONS HAVE HISTORICALLY SUPPORTED.
AND I DON'T EVEN KNOW IF THE BOARD KNOWS THIS. I DIDN'T KNOW IT FOR A WHILE.
THE MARKETING DEPARTMENT FOR THE CITY $4,000 EACH.
I'M RECOMMENDING THAT BOTH CORPORATIONS GO TO $10,000 EACH FOR A COUPLE OF REASONS.
AND THEY HAVE A VERY SMALL MARKETING BUDGET, AND IT'S A TIGHT BUDGET YEAR.
SO I THINK IN QUITE HONESTLY, THEY DO OUR MARKETING FOR US AS WELL.
SO THEY'LL GET $10,000 FROM EACH CORPORATION TO DO CITY MARKETING.
THEN THEY WILL ALSO DO OUR ARTWORK. THEY'LL MAKE OUR ORDERS FOR OUR SWAG, THAT TYPE OF THING.
WE'LL JUST CHARGE IT TO OUR TO OUR ACCOUNT, TO OUR MARKETING FUND.
AND THEN THE OTHER THING FOR ALL THE ADMINISTRATIVE SERVICES.
IT'S A $10,000 A YEAR ADMINISTRATIVE SERVICES FEE.
AND THEN WE GET THE OFFICES, ALL THE CITY SUPPORT, FINANCE, OBVIOUSLY ALL OF THAT.
[00:30:08]
I THINK IN THE PAST, THERE'S BEEN CONVERSATION ABOUT CHARGING THE CITY FOR THINGS THAT THE CITY IS DOING IN THE COMMUNITY CENTER, CHARGING SOME DEPARTMENTS OF THE CITY, NOT CHARGING OTHER DEPARTMENTS OF THE CITY.I'M GETTING ALL THIS SECONDHAND BECAUSE I HAVE NOT BEEN HERE.
MY RECOMMENDATION IS TO TRADE THEIR MANAGEMENT AND MAINTENANCE DURING THE WEEK AND THEIR BOOKING, AND ALLOW THE CITY TO USE A FACILITY AT NO CHARGE, AS LONG AS IT DOESN'T CONFLICT WITH THE CHARGED EVENT THAT WE'RE DOING.
WE'RE PARTNERS. WE'RE HERE FOR THEM. THEY'RE HERE FOR US.
TO ME, IT KIND OF DOESN'T MAKE SENSE TO MAKE THEM WRITE US A CHECK.
GIVE ME ANY COMMENTS. IT'LL GO ON TO THE NEXT MONTH'S AGENDA.
NO IT'S OKAY. I AM A PERSON I WOULD LIKE AN OPPORTUNITY TO READ THROUGH IT ANYWAY.
[J2. 2025-022-Adoption of Corp's of Engineers Parks. Consider Discuss and Act on the CDC "Adopting" three Corp's of Engineer's Parks (Twin Groves, Tickey Creek, and Clear Lake Park) and authorize not to exceed $50,000.00 for park maintenance annually for each upon execution of the Park leases with the Corp's of engineers.]
OKAY, SO WE'VE HAD A DISCUSSION ABOUT THIS BEFORE.I DON'T THINK IT'S A NEW ITEM TO ANYBODY. THIS IS NOT AN URGENT ITEM.
IF THERE HAPPENS TO BE PUSHBACK OR SOME DISCOMFORT LEVEL.
THAT WILL ENCOMPASS BOTH PENINSULAS ALL THE WAY UP TO THE WHALEY BRIDGE.
THE CORPS OF ENGINEERS IS DIVESTING FROM MANY, MANY, IF NOT ALL OF THEIR PARKS, AND THEY'RE TURNING THEM INTO WHAT THEY CALL WILDLIFE MANAGEMENT AREAS, WHICH MEANS THEY'RE GOING TO REMAIN NATIVE FOREVER.
THEY'RE SHUTTERED FOREVER. THEY WILL NEVER BE A RECREATIONAL PARK AGAIN.
THEY'RE JUST GOING TO LET THEM GROW AND LET THE ANIMALS RUN FREE.
AND WHATEVER HAPPENS, HAPPENS, INCLUDING CLOSING THE BOAT DOCKS.
SO I THINK THERE'S A HUGE OPPORTUNITY FOR THE CITY OF PRINCETON WITH THE DIRECTION WE'RE GOING.
TO DO SOMETHING WITH THOSE CORPS PARKS. 33 MILES OF NEW CITY LIMITS ALONG THE LAKE.
WE'RE NOW A LAKE COMMUNITY, LITERALLY. AND NOW WE'RE NOT NEXT TO THE LAKE WE ARE A LAKE COMMUNITY.
OUR CITY LIMITS WILL LITERALLY GO OUT INTO THE MIDDLE OF THE LAKE.
AND MY SUGGESTION TO CITY MANAGER MASHBURN WAS, LET ME TAKE TO OUR CDC BOARD, BECAUSE I KNOW THERE'S A LOT OF INTEREST IN OUR PARKS, AND WE'VE DISCUSSED EVEN DOING SOME IMPROVEMENT TO ONE OF THE PARKS, WHICH IS TWIN GROVES, IS A MAJOR PROJECT. THAT WE ADOPT THOSE THREE PARKS AND WE ALLOWED UP TO A MAXIMUM AND NOT TO EXCEED $50,000 A YEAR FOR MAINTENANCE.
RIGHT NOW, I'M NOT SURE THE CORPS SPENDING THAT BASICALLY TO MOW IT, GET THE TRASH PICKED UP, THAT TYPE OF THING. ONLY AFTER WE SIGN A LEASE.
BY THE WAY, WE STILL HAVE TO SIGN LEASES, I LEFT THAT OUT.
WITH THE CITY WITH SIGN $0 LEASES, LONG TERM LEASES TO RUN THOSE PARKS.
I WILL BE HONEST WITH YOU. I THINK EVENTUALLY THE COURT IS JUST GOING TO WANT TO SELL THEM TO US OR DEED THEM TO US IF WE DO THIS, BUT THAT'S DOWN THE ROAD A BIT. AND SO I'M PUTTING THIS BEFORE THE BOARD BECAUSE WE'RE STARTING TO MAKE SOME OF THOSE DECISIONS, WHETHER, YOU KNOW, CAN WE COMMIT TO THESE LEASES WITHOUT KNOWING IF WE'RE GOING TO MAINTAIN THEM? CAN WE, YOU KNOW, WHAT SCHEDULE DO WE WANT TO DO ON THE ANNEXATION? IT'LL PROBABLY BE ROLLED OUT. GRANT, YOU THINK PROBABLY A 4 OR 5 YEAR PERIOD BECAUSE THERE'S SO MUCH SHORELINE BY LAW, WE CAN'T ANNEX IT ALL IN ONE SWOOP. WE'VE GOT TO CHOP IT UP.
THERE'S A MAX THAT YOU CAN DO PER YEAR. AND SO I WANTED TO GIVE THE CITY A COMFORT LEVEL THAT IF WE GET TO THE POINT WITH THE CORPS OF ENGINEERS AND THEY SAID, HEY, WE'RE READY TO LEASE THESE PARKS, THAT THE MR.
[00:35:02]
MASHBURN FEELS COMFORTABLE SIGNING THAT LEASE, KNOWING THAT AS A BACKSTOP, HE'S GOT OUR CORPORATION TO MAINTAIN THEM TO THE EXTENT THAT THEY NEED TO BE MAINTAINED. AND THEN ONCE WE DO THAT, THEN WE GET INTO THE FUN PART, WHICH IS THE STRATEGIC PLANNING.BECAUSE THE SECRET IS THEY REALLY THEY DON'T REALLY MARKET THEM, AND THEY DON'T MARKET THEM BECAUSE THE MORE PEOPLE USE THEM, MORE EXPENSIVE THEY ARE [LAUGHTER] TO MAINTAIN.
AND IT'S JUST EVERYBODY'S UNDER A BUDGET CRUNCH.
BUT WE CAN'T DO THAT UNLESS WE GO THROUGH THESE STEPS I THINK.
THERE'S THREE PARTS. THERE'S. CAN YOU PUT UP THE MAPS? I JUST KIND OF SPOKE MY MEMO, SO YOU DON'T HAVE TO PUT THAT UP.
JUST SO EVERYBODY HAS AN IDEA. THIS IS TWIN GROVES.
THAT WOULD BE THE FIRST ONE. QUITE HONESTLY, THAT PROBABLY NEXT BUDGET YEAR.
I WOULD ASK THE BOARD TO MAKE THAT A MAJOR PROJECT, GO IN, COMPLETELY REDO THE INTERIOR ROAD, ALL THE PARKING. CLEAN IT UP, GET IT ALL, TRIM THE TREES TRIMMED AND ALL THAT STUFF, AND THEN PUT A BIG OLD SIGN OUT FRONT SAYING PARK IMPROVEMENTS, COMPLIMENTS OF THE PRINCETON COMMUNITY DEVELOPMENT CORPORATION.
ADD ON 380. BE GREAT PUBLICITY. AND AGAIN, I GOT TO BE HONEST WITH YOU, THE CORPS SIGN.
YOU CAN'T EVEN SEE IT ANYMORE. IT'S COVERED BY BUSHES ON BOTH SIDES.
SO UNLESS YOU KNOW WHERE THE PARK IS, YOU'RE NOT GOING TO STOP THERE.
WE NEED TO CHANGE THAT. IF YOU PUT UP THE NEXT ONE, PLEASE, CHRIS.
AND THEN THE OTHER TWO PARKS ARE TICKEY CREEK AND CLEAR LAKE.
THEY'RE OUT ON THE PENINSULAS. THEY SHOULD BE MARKED ON THERE, IF YOU COULD, WITH YOUR CURSOR.
YEAH, THAT'S CLEAR LAKE AND TICKEY CREEK IS JUST A BIT OR NO, THAT'S TICKEY CREEK, AND CLEAR LAKE IS ON THE VERY TIP. YEAH CLEAR LAKE IS DOWN AT THE BOTTOM AND TICKEY CREEK IS RIGHT THERE WHERE IT SAYS LAVON SHORES ESTATES.
IT'S AT THE SOUTHERN TIP OF THAT PENINSULA. THAT'S TICKEY CREEK YEAH.
YEP. YEAH. SO THAT'S MY SPIEL. AGAIN, IT WOULD BE AND THERE'S QUITE HONESTLY, THERE'S PROBABLY A 90% CHANCE WE DON'T END UP DOING ANYTHING WITH TWO OF THE PARKS THIS YEAR. IT'D BE PROBABLY YOU'D BE APPROVING NOT TO EXCEED $150,000, BUT WE'LL PROBABLY ROLL THOSE LEASES OUT JUST LIKE THE ANNEXATION.
AND SO IT'D PROBABLY BE $50,000 IN MAINTENANCE, WHICH IS MOWING.
BUT IF WE'RE ABLE TO LEASE THEM AND WE'RE ABLE TO LEASE THEM IN RELATIVELY SHORT ORDER, AT LEAST THE FIRST ONE THAT THAT IS THE FIRST PROJECT THAT I AND WE'VE DISCUSSED THIS TRYING TO DO THAT WITH TWIN GROVES.
YEAH, AND I THINK WE COULD ALMOST MAKE AN ARGUMENT FOR THE OTHER TWO AS WELL.
KIND OF PRIORITIZING THOSE TWO. I KNOW FOR ME PERSONALLY, I REMEMBER TAKING ADVANTAGE OF BOTH CLEAR LAKE AND TICKEY CREEK FREQUENTLY WHEN WE FIRST MOVED HERE. BUT NOT SO MUCH OF LATE BECAUSE OF, YOU KNOW, BEING CLOSED AND WHATNOT.
WHICH ACTUALLY RAISES MY ONLY NOT MY ONLY, BUT MY FIRST CONCERN WITH THIS IS WHO CONTROLS IF WE DO THE LEASE AND WE TAKE ON THE MAINTENANCE OF THIS WHO ULTIMATELY DECIDES WHEN A PARK IS OPEN AND CLOSED AND WHEN IT'S CLOSED BECAUSE OF WHATEVER IT IS THAT THEY WOULD TURN IT OVER VOICE AND. RIGHT. YOU KNOW, AND IT GETS CLOSED DOWN FOR THE, YOU KNOW, FOR THE FULL SUMMER OR SOMETHING.
AND THAT'S A LOT OF WASTED MONEY IN MY OPINION SO.
THE OTHER QUESTION THAT I HAD IS EVEN DURING THE LEASE PORTION OF THAT, WOULD THERE BE AN OPPORTUNITY FOR US TO ALSO LOOK AT DOING SOME UPDATES OR SOME UPGRADES IN ANY OF THOSE PARKS AS WELL? THAT WOULD BE THE PLAN.
ABSOLUTELY AND. EVEN BEFORE WE TAKE OWNERSHIP OF THEM? TO THEM, I JUST DON'T WANT TO DO IT UNTIL WE CONTROL IT UNDER A LEASE.
[00:40:07]
SO IT'S A LONG TERM COMMITMENT FOR US TO BE ABLE TO I MEAN ON BEHALF OF THE CORPS, THEY'RE NOT GOING TO LEASE THIS FOR FIVE YEARS AND THEN COME IN AND SAY, WE HAVE MORE MONEY NOW, WE'RE GOING TO TAKE THEM BACK.THAT'S, YOU KNOW, IT'LL BE OURS TO. IT'S PROTECTED BASICALLY.
YES, SIR. YEAH, YEAH. I MEAN, THOSE ARE MY TWO PRIMARY THINGS THAT, YOU KNOW, I WANT TO MAKE SURE WE HAVE CONTROL OF IF WE'RE GOING TO SPEND THE MONEY TO MAKE IT USABLE, THAT WE HAVE CONTROL OF WHEN IT'S USABLE.
AND THIS DOESN'T BOTHER ME AT ALL. AS A MATTER OF FACT, THAT I THINK IT'S KIND OF EXCITING. BUT IF WE DON'T DO SOMETHING WITH THE PARKS AND IF WE DON'T MAINTAIN THEM, IT'S ON US [LAUGHTER]. I MEAN, WE'RE NOT GOING TO PHYSICALLY DO IT.
WE'RE GOING TO CONTRACT IT OUT AND HAVE IT PAID FOR. BUT MY POINT BEING IS THAT IF THEY HAVE TO CLOSE THE PARK BECAUSE IT'S NOT BEING MAINTAINED, IT'S NOT THEIR FAULT ANYMORE. IT'S THE CITY'S.
RIGHT. AND SO WE NEED TO JUST UNDERSTAND THAT.
BUT I THINK THE ADVANTAGE JUST SO INCREDIBLY OUTWEIGHS THE QUESTIONS TO ME.
YEAH SOMETIMES YOU TAKE MILD RISKS IN LIFE TO FOR A GREATER GOOD, I THINK.
JIM, I THINK THAT'S AN EXCELLENT IDEA. WITH US DOING SOMETHING LIKE THAT, QUALITY OF LIFE, INVESTING IN PARKS AND THINGS LIKE THAT, THAT'S EXACTLY WHAT THIS BOARD IS HERE TO DO AND SUPPORT.
SO I'M IN AGREEMENT WITH SOMETHING LIKE THAT.
AND ONCE WE TAKE OWNERSHIP OF THE PARK JIM, HOW ARE WE GOING TO GO ABOUT GETTING THE PROPER, I WOULD SAY, ORGANIZATION OR COMPANY TO MAINTAIN THE UPKEEP? YEAH. I MEAN, IT'S IT WON'T BE THE PARKS DEPARTMENT BECAUSE THEY'RE STRETCHED ALREADY.
SO WE'LL CONTRACT OUT. THE PARKS DEPARTMENT ALREADY CONTRACTS OUT WITH MOWING COMPANIES.
WE WOULD EXPAND THAT CONTRACT AND THEN WE WOULD PAY THAT PORTION OF IT.
WE WOULD GET WITH CWD GET TRASH PICKED UP, THAT TYPE OF THING.
REALLY, QUITE HONESTLY, THE BIGGEST QUESTION WHICH WE'VE, WE'VE KIND OF ALREADY ADDRESSED IS POLICING, YOU KNOW, WHAT ARE THEY'RE STILL GOING TO HAVE PARK RANGERS OUT THERE? IS THE COUNTY STILL GOING TO BE INVOLVED? AND THE ANSWERS ARE YES AND YES.
THE PARK RANGERS WILL STILL PATROL THE PARKS, WHETHER WE'RE LEASING THEM OR THEY'RE OPERATING THEM.
THEY'RE PARKS AND THEY'RE CONSIDERED KIND OF NATIONAL PARKS, I THINK.
BUT AND WE WOULD, AS WE ANNEX, SAY, IT'S A FIVE YEAR PERIOD.
SO IF WE ANNEX THROUGH TWIN GROVES THE FIRST YEAR AND HALFWAY DOWN TO TICKEY CREEK, THEN THAT AREA WE WOULD COVER WITH OUR PD AND THE REST OF IT WOULD CONTINUE TO BE COVERED BY THE COUNTY AND GRANT I KNOW YOU'VE BEEN IN THOSE CONVERSATIONS, SO PLEASE CORRECT ME IF I MISSPEAK. BUT AS WE ANNEX, THEN WE'LL ROLL THEM IN TO OUR PUBLIC SAFETY RESPONSIBILITIES, BUT NOT UNTIL WE ACTUALLY ANNEX THEM.
SO JUST BECAUSE WE LEASE A PARK DOESN'T MEAN THAT WE'RE RESPONSIBLE WITH POLICE AND FIRE.
THAT'S GOING TO REMAIN WITH THE COUNTY AND VOLUNTEERS UNTIL WE BRING THEM IN, AND THEN THEY'LL BE OUR RESPONSIBILITY, AND THAT'LL BE OVER ROUGHLY, I THINK OF, I THINK PROBABLY A FIVE YEAR PERIOD.
YEAH, I THINK IT'S FAIR YEAH SO WITH THE PARKS, THE PROTECTION OF THE PARKS, THOSE WHO ARE POLICING THE PARKS.
CAN WE ADD THAT INTERNSHIP INTO OUR PROGRAM? SO WE CAN GO HERE AND START TRYING TO GET THOSE WHO ARE IN HIGH SCHOOL OR GRADUATING INTERESTED IN THAT AND THAT INTERN APPRENTICESHIP THAT WE WERE WORKING ON.
CAN WE ADD THAT FIELD IN THERE? THE POLICING OR THE? CAN WE ADD THAT IN THERE? OH, WE CAN LOOK AT ANYTHING ABSOLUTELY.
OKAY AND WHO'S RESPONSIBLE FOR THEM AND WHAT THEIR RESPONSIBILITIES WOULD BE.
BUT I MEAN, I'M PRETTY OPEN TO AT LEAST TAKE A LOOK AT ANYTHING.
I MEAN THAT THE APPRENTICESHIP IS A COOL THING.
ALL RIGHT, WELL, THERE'S NOTHING ELSE WE'LL GO AHEAD AND DO WE NEED TO ENTERTAIN ACTION?
[00:45:05]
ON THAT TODAY. SO WE'LL ENTERTAIN A MOTION.JUST TO APPROVE YOU CAN ACTUALLY MAKE IT AS SIMPLE AS APPROVE THE ITEM AS PRESENTED.
I'LL MAKE A MOTION TO APPROVE THE ITEM AS PRESENTED.
I SECOND. ALL RIGHT WE'LL TAKE A VOTE. AND THAT MOTION PASSES 6 TO 0 UNANIMOUSLY THANK YOU. ALL RIGHT WE'LL MOVE ON TO J3
[J3. 2025-023-Officer Dominquez Scholarship. Hear presentation and consider, discuss, and act on the approval of the Officer Dominguez Scholarship for Public Safety.]
2025-023-OFFICER DOMINGUEZ SCHOLARSHIP. HEAR PRESENTATION AND CONSIDER, DISCUSS AND ACT ON THE APPROVAL OF THE OFFICER DOMINGUEZ SCHOLARSHIP FOR PUBLIC SAFETY. OKAY I WAS GOING TO CUT YOU OFF AND SAY, THIS IS A REALLY COOL THING THAT I CAME UP WITH ALL BY MYSELF WITH NO INPUT FROM ANYBODY AND I TOOK IT THROUGH THE ENTIRE THING.AND YOU'LL KNOW THAT IF I EVER TAKE CREDIT FOR ANYTHING I'M JOKING.
I HAD ZERO TO DO WITH THIS, BUT I THINK IT'S A REALLY COOL THING.
OKAY BOARD MEMBERS. THANK YOU, MR. WHITMIRE. THANK YOU FOR ALLOWING ME TO COME BACK.
SO IT HITS HOME QUITE A BIT. AND THEN A SPECIAL THANK YOU TO, YOU KNOW, MR. WATSON, MR. THORNTON, MR. EVANS AND MR. WHITMIRE, AT SOME POINT, YOU GUYS WERE INVOLVED IN THIS PROCESS AND HAVING THE MEETINGS.
I KNOW THOSE AREN'T FUN. LIKE YOU SAID EARLIER.
AND SO TALK A LITTLE BIT ABOUT THAT PARTNERSHIP.
SHE'S MY BACKUP TONIGHT BECAUSE I'M SURE YOU GUYS WILL ASK QUESTIONS THAT ARE IN THE WEEDS THAT I DON'T HAVE GREAT ANSWERS TO, BUT SHE WILL. I'M CERTAIN OF IT. SO WE'LL TRY AND GET THROUGH THIS SOMEWHAT QUICKLY.
I WOULD LIKE YOU GUYS, YOU KNOW, ASK AS MANY QUESTIONS AS POSSIBLE.
THIS IS A BIG OPPORTUNITY NOT ONLY FOR THE SCHOLARSHIP FOR NANCY DOMINGUEZ, BUT WITH THE OPPORTUNITY THAT WE HAVE IS A CITY AND CDC TO EXPAND THIS PROGRAM AS CHIEF CALLS IT. OUR MOST PRECIOUS RESOURCE IN THE CITY IS OUR KIDS.
AND SO THIS IS A REALLY GOOD OPPORTUNITY TO JUST KIND OF LEAN ON THEM AND SHOW THEM LOVE AND, YOU KNOW, GIVE THEM THE BEST OPPORTUNITY MOVING FORWARD.
WHAT'S THE OVERSIGHT. ALL AROUND REVIEW ABILITY AND THE COST.
I THINK EVERYONE'S ALWAYS ASKING COST QUESTIONS.
SO THE MEAT AND POTATOES OF THIS, THE ADMINISTRATION AND THE DETAILS OF THE ACTUAL SCHOLARSHIP.
I'LL KIND OF GO OUT OF ORDER. SO WE BOUNCE STUFF AROUND.
IS THIS SOMETHING WE WANT TO DO INTERNALLY, OR IS THIS SOMETHING THAT WOULD BE BETTER SUITED TO HAVE A PARTNER ON THE OUTSIDE, AND THAT'S WHERE THE COLLIN COLLEGE FOUNDATION CAME IN.
THEY HAVE THE RESOURCES ADMINISTRATIVELY TO HANDLE THESE TYPES OF PROGRAMS. THEY'VE BEEN DOING IT FOR YEARS, AND THEY HAVE A PROCESS IN PLACE THAT IS EXTREMELY STREAMLINED THAT WE CAN PIGGYBACK OFF OF.
SO IT SAVES TIME ON STAFF. THERE'S SCALABILITY FOR FUTURE GROWTH.
IT'S GOING TO STREAMLINE THE PROCESS OVERALL.
WE'RE GOING TO HAVE EXPERTISE AND OVERSIGHT OF MANAGING THESE FUNDS.
WITH THE COLLIN FOUNDATION. AND THEN THEY HAVE AN ESTABLISHED WEBSITE WHERE STUDENTS AND THEIR PARENTS CAN GO AND ACTUALLY PUT IN FOR THE SCHOLARSHIP, SO WE DON'T HAVE TO GO AND TAP OUR IT DEPARTMENT OR WHOEVER MARKETING TO BUILD A WEBSITE FROM SCRATCH.
AND SO AT THE BOTTOM HERE YOU'RE GOING TO SEE REQUIRED CRITERIA.
SO THIS IS A MIXTURE OF WHAT THE COLLIN COLLEGE FOUNDATION HAS ON THEIR WEBSITE FOR WHAT THEY HAVE FOR CRITERIA ON TOP OF WHAT WE WOULD LIKE TO SEE THIS SCHOLARSHIP BE. SO I'M NOT GOING TO VERBATIM GO LINE BY LINE.
BUT THIS CAN OUTSIDE OF I THINK COLLIN COLLEGE IS THE 2.5 GPA AND GOOD ACADEMIC STANDING AND COMPLETE 12 HOUR OR NO, THERE'S A 6. WE UP TO THE 12. I WANTED TO PUT THIS UP HERE TO TO LET YOU GUYS KNOW THAT WE CAN MAKE THIS AND WORK WITH THE
[00:50:01]
COLLIN COLLEGE FOUNDATION TO BE WHATEVER IT IS THAT WE WANT.RIGHT. SO A RECENT GRADUATE, A GRADUATE THAT GRADUATE FROM PRINCETON, BUT MAYBE A YEAR OUT WHATEVER THAT LOOKS LIKE AND WHATEVER YOU GUYS ARE COMFORTABLE WITH, WE CAN TAILOR THIS AND WORK WITH MS. MADDEN AND GET THAT PUT INTO PLACE.
OKAY, SO THE FUN SLIDE IS OUR COST SLIDE. I'M GOING TO TRY AND EXPLAIN THIS AS BEST I CAN.
SO BUT I'M SURE THERE'S GOING TO BE QUESTIONS.
SO THIS IS A LINE ITEM BY LINE ITEM BREAK OUT OF WHAT COLLIN COLLEGE HAS ON.
IT'S A 1 PAGE APPLICATION ESSENTIALLY FOR US TO COMPLETE AND GIVE OVER TO THEM.
THAT EXPLAINS WHAT THE FUNDS ARE AND WHAT THEY GO TO.
SO IF WE LOOK AT THE TOP, IF WE'RE GOING TO FULLY FUND OR THE CDC IS GOING TO FULLY FUND AN ASSOCIATE'S DEGREE AND THEY TAKE 12 CREDIT HOURS PER YEAR, THAT WOULD GIVE THEM ABOUT 2 AND A HALF YEARS TO FINISH THIS ASSOCIATE'S.
THE OTHER GOOD THING ABOUT THE 2 AND A HALF YEAR MARK IS IF IT'S SOMEONE WHO WANTS TO GET THEIR ASSOCIATE'S DEGREE AND THEN GO STRAIGHT INTO LAW ENFORCEMENT, THAT WILL PUT THEM AROUND THAT 21 YEARS OF AGE, AND YOU HAVE TO BE 21 YEARS OLD TO BE A POLICE OFFICER IN THE STATE OF TEXAS.
SO THE TIMELINE WORKS OUT REALLY NICE FOR THAT.
WHEN WE GET INTO COST. SO THE ONE OF THE GREAT THINGS COLLIN COLLEGE HAS DONE IS THEY HAVE KEPT THEIR COSTS VERY LOW COMPARED TO OTHER STATE INSTITUTIONS, WHICH IS A HUGE BENEFIT FOR YOU GUYS.
AND THEN BOOKS IS $500. SO IF YOU'RE GOING TO PAY ANNUALLY TO COVER THE TUITION BOOKS AND THEN ANY, ANY ITEMS THAT THEY WOULD NEED SPECIFICALLY FOR CLASS, THAT'S GOING TO BE 2000 PER YEAR.
AND SO BREAKING IT DOWN EVEN FURTHER, MAXIMUM COST TO COVER ASSOCIATE'S DEGREE TOTAL IS $5000.
SO THAT'S 2 FULL TIME YEARS. SO YOUR 1ST YEAR, YOUR 2ND YEAR AND THEN HALF OF YOUR 3RD YEAR.
AND YOU'LL Y'ALL HAVE QUESTIONS ON THIS IN A MINUTE, SHE CAN BETTER EXPLAIN THIS.
SO THE USE OF THE FUNDS SO IT'S TO COVER THEIR CLASSES IS TO COVER ANY BOOKS AND SUPPLIES.
SO SUPPLIES CAN BE GOING TO THE BOOKSTORE THERE ON CAMPUS AND GETTING I THINK THE EXAMPLE WE USED IN THE MEETING WAS IF THEY HAVE A SCIENCE CLASS AND NEED GOGGLES, RIGHT. PENS AND PENS AND PAPER, THINGS LIKE THAT, THEY CANNOT GO TO THE STORE AND GET CHIPS DRINKS.
YOU KNOW, I NEED AN ICE CREAM, WHATEVER THAT MIGHT BE.
HAVING SAID THAT THAT LAST BULLET POINT. SO ADDITIONAL PROGRAMS AND EASE OF BUDGETING.
SO THERE WAS CONVERSATION THAT WE HAD, WHICH I'M SURE YOU GUYS WILL HAVE HERE A LITTLE BIT IS.
I THINK WE TALKED ABOUT HAVING A PROGRAM, HOMETOWN HEROES, TO WHERE POLICE HAS THEIRS.
FIRE HAS THEIRS. MAYBE WE DO A NURSING. WE'RE GOING TO PARTNER.
OR YOU GUYS ARE GOING TO PARTNER WITH THE KATE CENTER UP AT THE HIGH SCHOOL. AND SO THERE'S AN OPPORTUNITY HERE TO NOT JUST IMPACT 1 OR 2 LIVES, BUT TO IMPACT 1020, YOU KNOW, WHATEVER THAT IS.
AND YOU GUYS ARE WANTING TO KIND OF SPEND MONEY ON AND SO THAT'S WHERE WE'RE GOING TO GET INTO.
AND I THINK MISTER WHITMIRE HAD A GREAT IDEA IN THE MEETING.
IS, IS IT EASIER TO DO A LUMP SUM PER YEAR OR DO IT STUDENT BY STUDENT? AND THAT'S SOMETHING YOU GUYS ARE GOING TO HAVE TO KIND OF TALK ABOUT.
SO NEXT STEPS. SO APPROVE THE PARTNERSHIP WITH COLLIN COLLEGE FOUNDATION.
SOCIAL MEDIA. PRINCETON ISD, PRINCETON ISD COUNSELORS WILL WORK WITH THE FOUNDATION FOR THE LAUNCH OF THE SCHOLARSHIP IN FALL 2026 AND RECOGNIZE THE RECIPIENT THAT FIRST RECIPIENT IN EVERY FUTURE RECIPIENT AT A CDC MEETING IF THEY'RE WILLING TO COME OUT.
WE'RE NOT GOING TO FORCE THEM, BUT WE OBVIOUSLY WOULD LOVE TO DO THAT.
SOME THINGS TO NOTE, AND IT KIND OF JUST PANNED OUT PERFECTLY.
SO OFFICER DOMINGUEZ TO ME AND GETS PASSED AWAY APRIL OF 2024.
[00:55:03]
DOMINGUEZ DAY IS IN JULY WHEN SHE WAS HIRED. I THINK IT'S TO LIKE 25TH JULY 20TH SOMEWHERE IN THERE.BY THEN, WE SHOULD HAVE OUR 1ST APPLICANT. KNOW WHO THAT PERSON IS.
AND SO AROUND THAT DATE, WE'LL BE ABLE TO PRESENT THEM.
HEY, YOU. YOU KNOW, YOU'RE THE ONE WHO LIKES ME.
I'M. I'M NOT GREAT WITH WORDS, BUT YOU'RE THE ONE WHO.
YOU'RE YOU'RE OUR GUY. SO YEAH, YOU'RE OUR GUY.
YOU'RE OUR GIRL. AND BE ABLE TO HAVE THAT, AT LEAST FOR THE 1ST ONE.
THAT'S GOING TO BE A VERY SENTIMENTAL OCCASION FOR EVERYONE INVOLVED WITH THIS.
SO THE TIMELINE WORKS OUT REALLY WELL FOR THAT.
I THINK THAT'S THE LAST SLIDE. ANY QUESTIONS? WE WENT THROUGH THAT KIND OF QUICK, SO BY ALL MEANS.
NEXT STEPS. YEAH I THINK THAT'S A GOOD ONE TO HAVE UP ON THE SCREEN FOR FOR OUR DISCUSSION HERE.
ONE QUICK THING I'LL ADD TO THIS IS WE'VE ALSO TALKED ABOUT INVITING THE FAMILY OUT FOR THAT INITIAL AWARD AND OBVIOUSLY HAVING THEM INVITED AT ANY AWARD THAT WE DO WITH THAT. SO WE WOULD WE WOULD LOVE FOR THAT TO HAPPEN.
ONE OF THE THINGS THAT WE LOOKED AT, I KNOW INITIALLY WHEN WE FIRST STARTED THIS CONVERSATION, WE WERE LOOKING AT LIKE A ONE TIME SCHOLARSHIP DEAL, KIND OF LIKE THE LIKE THE MAYOR HAS A SCHOLARSHIP EVERY YEAR THAT THEY DO FROM THAT OFFICE TO A QUALIFIED SENIOR AND WHATNOT.
THAT WAS KIND OF WHAT WE STARTED WITH INITIALLY, BUT I THINK THIS IS REALLY MATERIALIZED INTO A REALLY GREAT PROGRAM THAT NOT ONLY IS SERGEANT TRIM ALLUDED TO CAN YOU KNOW, BENEFIT THE CITY, THE DEPARTMENT, WHATNOT, BUT IT'S SOMETHING THAT WE CAN THEN TAKE AND REPLICATE IN OTHER AREAS AND OTHER PROGRAMS, NOT EVEN JUST WITHIN THE CITY, BUT OUTSIDE WITH NURSING OR WHATEVER THE CASE MAY BE.
I THINK IT'S SOMETHING THAT ALSO ALIGNS PARTICULARLY WELL WITH THE NEW INTERNSHIP PROGRAM.
I LIKE THE HOMEGROWN. I THINK WE'VE BOUNCED BACK AND FORTH.
THE FACT THAT WE'VE GOT THE, THE COLLEGE HERE VERY INTERESTED IN DOING THIS.
AND I WOULD TELL YOU, I THINK THE ORIGINAL FUNDS THAT WE LOOKED AT JUST KIND OF RESEARCHING WHAT THIS TYPE OF PROGRAM WOULD COST SOMEBODY OUT OF POCKET IS A LITTLE BIT MORE SUBSTANTIAL THAN WHAT YOU SEE HERE.
THIS IS IF I'M. PLEASE CORRECT ME IF I'M MISSPEAKING HERE.
BUT THE COST STRUCTURE OF THIS IS PRETTY DEEPLY DISCOUNTED THAN WHAT SOMEBODY WOULD PAY FOR OUT OF THEIR OWN POCKET IF THEY WERE GOING AND DOING THIS AS WELL. SO WE'RE GETTING THIS AT A STEAL IN MY OPINION.
FOR, FOR GOING THROUGH THE, THE SCHOLARSHIP FOUNDATION AS WELL TOO.
SO A LOT OF LOT OF GREAT THINGS COMING FROM THIS.
WE WERE LOOKING AT DOING A ONE TIME DEAL. BUT THE OTHER THING THAT THIS OPENS US UP FOR THAT I WANT TO POINT OUT, IS IF WE HAVE MULTIPLE APPLICANTS IN A YEAR THAT ARE REALLY WELL QUALIFIED, WE COULD CONSIDER DOING MULTIPLE AWARDS ON IT AS WELL TOO. SO WE WOULD NOT NECESSARILY BE HANDCUFFED, PUN INTENDED, YOU LIKE THAT.
TO JUST DOING ONE, ONE RECIPIENT. SO JUST SOMETHING ELSE TO KEEP IN MIND.
SO WITH THAT, I'LL SHUT UP AND OPEN IT UP FOR SOME QUESTIONS.
MY ONLY CONCERN IS DOES THE FOUNDATION CHARGE US AN ADMIN FEE TO TAKE CARE OF THAT.
ALL ARE HANDLING. NO. SO AND SHE CAN GO INTO DETAIL MORE IF YOU NEED IT.
THE FOUNDATION'S NONPROFIT. AND I DON'T THINK WE HAVE TO WORRY ABOUT TAXES SINCE IT'S CDC, BUT IT'S A TAX FREE ENTITY ANYWAYS. SO THERE'S NO COST, WHICH IS AN EVEN BIGGER THANK YOU. THAT'S EXCELLENT. THANK YOU. I WOULD REALLY LIKE TO SEE IT OPENED UP TO MORE CANDIDATES AND MY, WHEN HE WAS TALKING ABOUT. I MEAN, I DON'T MEAN WHAT WOULD LIKE 3 TO 5 AT THE VERY LEAST OR I MEAN, I DON'T KNOW. WHAT WERE YOUR THOUGHTS ON THAT AS FAR AS.
I THINK INITIALLY IT WAS JUST KIND OF LIKE, LET'S SEE WHAT WHAT WE GET IN.
YOU KNOW, WE'D LIKE TO SEE, YOU KNOW, SOME, SOME ACTION ON THIS COMING AWAY FROM TONIGHT.
THEN WE CAN WORK WITH THE MARKETING DEPARTMENT, WITH THE WITH WITH PD'S MARKETING.
[01:00:04]
I BELIEVE COLLIN COLLEGES IS, YOU KNOW, OPEN TO SHARING IT THROUGH THROUGH THEIR MEANS AND MARKETING AS WELL, TOO. YOU KNOW, I'M SURE THE SCHOOL WE HAVEN'T REALLY TALKED MUCH TO THE SCHOOL ABOUT THIS.SO I SO MS. W2ALLING OVER AT THE SCHOOL. SHE'S SO THEY HAVE A NEW PERSON THAT'S TAKING OVER THEIR SCHOLARSHIPS, WHICH I KNOW WE KIND OF BRIEFLY SPOKE OF. MS. WALLING, I BELIEVE IS HER NAME. I SPOKE WITH HER IN PERSON AND THEN FOLLOWED UP WITH AN EMAIL, KIND OF EXPLAIN WHAT'S GOING ON. HEY, I'M GOING TO GO TALK WITH THE CDC.
SO IF THIS GETS APPROVED, THIS IS SOMETHING THAT'S GOING TO BE COMING Y'ALL'S WAY.
SHE'S 100% ON BOARD WITH IT. THEY DON'T REALLY HAVE A CAREER PATH PROGRAM AT THE SCHOOL FOR CRIMINAL JUSTICE. THEY HAVE OTHER AVENUES FOR, LIKE, ENTREPRENEURSHIP SOME OTHER REALLY GOOD PROGRAMS. AND SO MY GOAL IS TO HOPEFULLY OPEN THE DOOR WITH THIS SCHOLARSHIP TOO, AS WELL, TO HAVE ANOTHER PROGRAM, A CAREER PATH PROGRAM FOR CRIMINAL JUSTICE IN THE SCHOOL AND GAIN SOME TRACTION THERE AS WELL.
YEAH. SO AND I KNOW LAST YEAR WHEN WE WERE REALLY KIND OF FIRST KICKING THIS AROUND, I WAS OVER AT THE SCHOOL AND NOTICED RIGHT THERE BY THE CAFE AREA, THEY HAVE A HALLWAY THAT'S JUST LINED WITH HUGE POSTERS OF THE SENIORS AND WHERE THEY'RE COMMITTED, WHETHER IT'S PLAYING FOOTBALL OR SOFTBALL OR WHATEVER THE CASE IS.
AND IT ALSO HAS SOME OF THE ONES WHO ARE JUST COMMITTED TO CERTAIN COLLEGES AND PROGRAMS. AND THERE WAS ALMOST A DOZEN CRIMINAL JUSTICE OR SOME FACET OF CRIMINAL JUSTICE JUST ON THAT.
AND THAT'S JUST THE ONES THAT THEY HAD THE POSTERS OF. RIGHT.
SO I THINK WE'LL HAVE A PRETTY GOOD CANDIDATE POOL TO SELECT FROM.
BUT YEAH, YOU'RE RIGHT. I MEAN, IF WE'VE GOT 3 GOOD CANDIDATES, WHY WOULD WE NOT WANT TO SPONSOR ALL 3 INSTEAD OF HAVING TO CHOOSE JUST ONE, YOU KNOW? SO I THINK INITIALLY WHAT WE'RE LOOKING AT IS BECAUSE THAT'S GOING TO TIE INTO MONEY REAL QUICK, RIGHT, IS, YOU KNOW, WE COULD DO DO A INITIAL FUNDING OF $10,000 A YEAR TO, TO BE ABLE TO FUND. RIGHT.
AND THEN I'LL LET YOU KIND OF SPEAK TO HOW THAT, THAT FUNDING ROLLOVER WORKS.
BECAUSE IF WE DON'T USE IT ALL THAT THAT MONEY STAYS IN THE ACCOUNT FOR US AND WE'RE ABLE TO APPLY IT THE FOLLOWING YEAR, WHATEVER THE CASE MAY BE, IF YOU DON'T MIND SPEAKING OF THAT. SO FIRST, THANKS SO MUCH FOR INVITING ME TO BE HERE.
I THINK THERE'S A FEW COLLIN ALUMS ON OUR.
AND SO IS MR. ASH. SO THAT WAS EXCITING. WHEN I DID A QUICK LITTLE LOOK AT THE COMMITTEE, I WAS LIKE, OKAY, LOOK, SOME FRIENDLY FACES. BUT YEAH, WE'RE I MEAN, THIS THIS IS EXACTLY WHY THE FOUNDATION EXISTS.
IT'S TO CONNECT WITH ORGANIZATIONS ACROSS THE COUNTY WHO ARE WANT TO PLUG BACK INTO, YOU KNOW, THE STUDENTS AND THE KIDS IN THEIR COMMUNITIES.
SO THIS IS PERFECT. SO BEING ABLE TO DO THIS FOR YOU ALL WE DON'T CHARGE FEES WHICH IS NICE.
SO YOUR GIFTS GO DIRECTLY 100% BACK TO THE STUDENTS WHICH IS OBVIOUSLY INCREDIBLE.
BUT WHAT BASICALLY WHEN A GIFT COMES IN. SO IF YOU COMMIT TO WHATEVER IT IS, 10 WHATEVER 1000 AND THAT SITS IN A FUND THAT WOULD BASICALLY CARRY YOUR NAME, AND THEN AS THE APPLICATIONS AND PROCESSES ARE GOING THROUGH, THOSE FUNDS ARE THEN DIRECTLY APPLIED TO THOSE STUDENTS AS THEY'RE USED.
AND CURRENTLY OUR SPENDING POLICY OR SCHOLARSHIP POLICY WITH STUDENTS IS IF, SAY, FOR INSTANCE, WE AWARD A STUDENT A $2,000 SCHOLARSHIP FOR A YEAR IF THEY ONLY USE, SAY, 1800 OF THOSE DOLLARS RELATED TO THEIR TUITION FEES, THOSE EXPENSES, THE $200 THAT THEY DIDN'T USE, ACTUALLY COMES BACK TO YOUR FUND.
BUT IT JUST DEPENDS ON THE WAY THAT IT'S STRUCTURE RIGHT NOW.
THIS IS A VERY GENEROUS GIFT FOR A STUDENT. IT REALLY WOULD MOST LIKELY COVER, YOU KNOW, EVERYTHING, IF NOT MORE THAN ENOUGH, WHICH IS FANTASTIC. BUT THAT'S JUST KIND OF FROM THE FIDUCIARY RESPONSIBILITY THAT WE HOLD IN THE FOUNDATION OF BEING GOOD STEWARDS OF YOUR DOLLARS, MAKING SURE THAT THEY'RE GOING WHERE YOU WANT THEM INVESTED. THANK YOU.
THANK YOU SO MUCH FOR COMING OUT. GREAT STUFF Y'ALL DO.
WE CAN'T GO MORE THAN ONE YEAR AT A TIME BASED ON BUDGETS AND WHAT I THINK.
I REMEMBER YOU SAYING SOMETHING ABOUT THAT. SO HOW DOES THAT WORK? WHAT I WOULD RECOMMEND DOING IS, THE CONTRACTS BETWEEN US AND THE FOUNDATION OR ANNUAL CONTRACTS THAT RENEW ON AN ANNUAL BASIS. HOWEVER, FOR EXPEDIENCY, WHAT I WOULD RECOMMEND DOING IS, AS YOU APPROVE A
[01:05:06]
STUDENT, APPROVE THAT STUDENT, DON'T APPROVE IT BY SEMESTER.SO IF YOU APPROVE A STUDENT, YOU PUT $5,000 IN THE FOUNDATION THAT WILL COVER THEIR ENTIRE DEAL.
AS LONG AS WE'VE GOT MONEY IN THE BANK WITH THE FOUNDATION. NOW, THE LONG TERM GOAL OBVIOUSLY IS TO HAVE THIS PROGRAM GO ON FOREVER. BUT YOU CAN CROSS BUDGET CYCLES. BUT WHAT MAKES IT A LOT EASIER IS AND WE LOSE OUT ON A LITTLE BIT OF INTEREST OR INVESTMENT, BUT THIS IS A SMALL AMOUNT OF MONEY, SO THE INTEREST IS GOING TO BE EVEN SMALLER.
IT MAKES IT MORE DIFFICULT IF YOU APPROVE A STUDENT AND THEN YOU FUND IT BY SEMESTER.
WOULD IT JUST BE EASIER AND SIMPLER FOR US JUST TO PUT A CERTAIN AMOUNT OF MONEY INTO THE POT? AND THEN WE FUND STUDENTS. THEY KEEP US UP TO DATE ON WHAT'S WHAT.
IT'S FUNDED FOR MORE, BECAUSE AGAIN, MOST OF US ARE GOING TO CYCLE OUT AT THIS POINT IN TIME.
AND IF WE WANT THE PROGRAM TO HAVE SOME SUSTAINABILITY, BECAUSE THERE MAY BE A NEXT GROUP TO SAY, OKAY, WE DON'T WANT TO DO THAT, BUT NOW WE KNOW WE'VE GIVEN THIS PROGRAM A CERTAIN AMOUNT OF YEARS TO GET OFF THE GROUND AND RUN AND OPERATE IN HER NAME.
BUT YOU'RE THINKING LIKE THAT'S IN THERE FOR THEM TO OPERATE. RIGHT. AND THEN NOW THAT'S YEARS TO GO.
RIGHT. YEAH I LIKE THAT IDEA. IT'S JUST MY THOUGHT PROCESS SO THAT NO MATTER WHO COMES BEHIND THIS, THIS PROGRAM IS UP AND IT HAS YEARS TO RUN, RIGHT.
AND I DON'T REALLY CARE ABOUT THAT. I MEAN, I'M ALL ABOUT TRAINING.
I'M ALL ABOUT RECOGNIZING OUR HEROES. AND I'M IN MY PREVIOUS YES.
IN MCKINNEY, WE WORKED WITH COLLIN COLLEGE ALL THE TIME, SO I'M OBVIOUSLY A BIG FAN OF THEIRS.
I WAS GOING TO SAY, YOU CAN CERTAINLY DO THAT IF YOU'RE GOING TO DO ONE LUMP SUM.
THE 1ST YEAR I WOULD THINK YOU'D WANT TO GIVE 3 SCHOLARSHIPS.
SO JUST, YOU KNOW, TIE YOUR HANDS. THE OTHER WAY YOU CAN DO IT IS GO THROUGH, COMMIT TO DOING THE PROGRAM, SAY YES, WE'RE GOING TO SUPPORT THIS SCHOLARSHIP.
IT'S A GREAT IDEA. WE'RE COMFORTABLE WITH THE COST.
YOU DO THE FIRST YEAR OF APPLICATIONS, YOU GET 3 GREAT ONES IN.
YOU SEED IT WITH 15 RIGHT UP ON THE FRONT SIDE OF IT.
THAT TAKES CARE OF THAT STUDENT, ALL THREE OF THEM, THROUGH THE ENTIRE TIME.
AND THEN YOU GO TO THE NEXT ONE, OR YOU CAN DO A SEED FUND AND PUT $40,000, $50,000 INTO IT AND JUST TRACK BECAUSE NORMALLY THE FOUNDATION IS USED TO RECEIVING REALLY WELL.
I'VE DONE IT WITH OTHER SCHOOLS AND WE GENERALLY WROTE A CHECK EVERY YEAR.
SO IT'S KIND OF YOUR ACCOUNTING THING. I DON'T GUESS IT MATTERS TO YOU WHETHER WE PUT A BUNCH UP FRONT OR WHETHER WE DO AN ANNUAL AMOUNT, AND WE ONLY IF WE DO A BUNCH UPFRONT, WE WOULD ONLY WRITE ANOTHER CHECK WHEN WE NEEDED TO REPLENISH THAT AMOUNT.
RIGHT. AND I MEAN, YOU'RE MY HEROES FOR THINKING LONG TERM AND SUSTAINABILITY.
THAT'S FANTASTIC. WE AND BY HAVING THE FUNDS IN ADVANCE, EVEN IF IT'S A PLEDGE OF SOME SORT, WHICH IS DIFFERENT FOR YOUR YOUR BUDGETING PURPOSES AND THINGS, BUT BEING ABLE TO KNOW THAT IF WE DO BRING ON STUDENTS, THAT WE ARE PROMISING THAT IF THEY MEET THE CRITERIA TO CONTINUE IN A RENEWAL, THE FUNDS ARE THEN THERE, RATHER THAN BEING LIKE, OH, SORRY, YOU KNOW, THEY DIDN'T END UP BEING THERE.
I DID WANT TO COMMENT, JUST TO MAKE SURE THAT EVERYONE UNDERSTOOD THE SELECTION PROCESS JUST BECAUSE OF SOME OF THE WAY IT'S BEEN DISCUSSED UP HERE, THE SELECTION PROCESS OF THE STUDENTS WOULD BE.
[01:10:06]
I DON'T KNOW WHAT THESE ARE. SO BOTH SO GREAT.WOULD YOU APPROVE US AWARDING 2 SCHOLARSHIPS IF THE FUNDS ARE AVAILABLE? SO. SO EVEN YOU'D REACH OUT AND SAY, DO YOU MIND IF WE FUND 2 THIS YEAR.
RIGHT, RIGHT. OR WE'VE HAD. THAT MAKES SENSE.
WHERE IF SOMETHING HAPPENS WHERE A STUDENT STARTS IN THIS EXCUSE ME, IN THE FALL AND SOMETHING HAPPENS, LIFE HAPPENS. OUR STUDENTS ARE OFTEN CASES, VERY NONTRADITIONAL STUDENTS.
AND IF THEY DON'T COME BACK TO CALLING FOR SPRING, COULD WE THEN OPEN UP AN OPPORTUNITY AND GRAB UP ANOTHER STUDENT AND HELP THEM? SO JUST THAT FLEXIBILITY OF HAVING SOME DOLLARS IN THE BANK TO BE ABLE TO DO THAT IS A TREMENDOUS GIFT TO THE STUDENTS.
YEAH. AND ONE OF THE THINGS THAT I THINK WE WOULD NEED TO DO FROM HERE, LIKE, I THINK WE CAN STILL MAKE, TAKE AND MAKE OR TAKE AND APPROVE A MOTION FOR THIS TO, FOR THE PROGRAM TO APPROVE.
INTERESTING CONVERSATION HAD ALSO COME UP THE OTHER DAY AROUND NOT JUST NECESSARILY PIGEONHOLING THIS JUST FOR LIKE CURRENT SENIORS, BUT ALSO LOOKING AT OPENING UP THAT APERTURE A LITTLE BIT TO SAY ANYBODY THAT'S GRADUATED FROM PRINCETON.
AND THEN FROM A GEOGRAPHICAL STANDPOINT, WE WOULD WANT SOMEBODY FROM, YOU KNOW, A PRINCETON ESIDENT.
BUT WE ALSO TALKED ABOUT OPENING THAT UP FOR LIKE COLLIN COUNTY TO A DEGREE.
SO IF THEY WERE WENT TO PRINCETON HIGH SCHOOL BUT STILL LIVE INSIDE OF COLLIN COUNTY, THEN THEY COULD ALSO BE ELIGIBLE FOR IT BECAUSE LIKE IF WE HAVE STUDENTS THAT ARE STARTING TO GO TO COLLIN COLLEGE AND MCKINNEY, PLUS THEY WORK AT, I DON'T KNOW, ACADEMY OR CHILI'S OR WHATEVER, MCKINNEY AS WELL. AND THEN THEY DECIDE TO MOVE TO MCKINNEY.
WE DON'T WANT THEM NECESSARILY TO BE EXCLUDED FROM BEING ABLE TO TAKE ADVANTAGE OF THIS PROGRAM.
RIGHT. SO BUT THOSE ARE SOME THINGS I THINK THAT WE CAN, YOU KNOW, THAT WE'LL NEED TO DOCUMENT AND, AND WORK ON AFTER THIS. BUT YEAH. SO I THINK THE DETAILS CAN BE CAN BE WORKED OUT.
I THINK IF THE BOARD APPROVES SUPPORTING THE PROGRAM AND I WOULD APPROVE AN INITIAL AMOUNT, THEN I'M NOT GOING TO WRITE THE CHECK TODAY OR TOMORROW, BUT AN ADDITIONAL AMOUNT, SO I KNOW TO BUDGET THAT AMOUNT.
THEN WE CAN WORK OUT THE DETAILS. WE HAVE PLENTY OF TIME.
WE HAVE SEVERAL MONTHS TO WORK OUT SOME OF THOSE DETAILS, BUT I DO THINK IT WOULD BE GOOD IF WE COULD COME TO A CONSENSUS ON WHAT TO START OFF WITH SEED MONEY WISE, BECAUSE WE'RE GOING INTO A NEW BUDGET YEAR.
I'M COMING OUT OF A BUDGET YEAR. IT WOULD BE HELPFUL IF I HAD AN IDEA WHAT TO SET ASIDE.
I WANT TO ASK YOU WHAT DO YOU THINK? BECAUSE YOU'VE DONE THIS, YOU'RE THE EXPERT IN THIS.
WHAT DO YOU THINK A GOOD AMOUNT OF SEED MONEY WOULD BE TO START THIS PROGRAM OFF WHERE IT DOES HAVE SOME LONG TERM ATTACHED TO IT. THAT'S ALMOST LIKE ASKING MY KIDS HOW MUCH SCHOOL AND CERTAINLY WHEN YOU'RE WORKING WITH BOARDS THAT THAT COMES INTO PLAY AND SOMETHING THAT'S IMPORTANT TO IT MAY NOT BE IN 2 OR 3 YEARS AND THINGS LIKE THAT.
BECAUSE THE OTHER THING IS, IF YOU DO IT FOR TOO SHORT, YOU DON'T HAVE ANYTHING TO SAY. YOU DON'T HAVE THE ABILITY TO SAY, WOW, WE IMPACTED THIS MANY KIDS AND NOW WE CAN LOOK BACK AND LOOK, YOU KNOW, 5 ARE NOW ON THE FORCE TODAY AND SERVING PRINCETON AND THOSE KIND OF PIECES.
SO I THINK THAT THERE'S A SWEET SPOT UP THERE TO MAKE SURE YOU CARRY IT LONG ENOUGH.
THAT'S ACTUALLY WHAT I WAS THINKING, BECAUSE NO MATTER WHO SITS UP HERE, I WOULD WANT THE POLICE DEPARTMENT TO HAVE SOME EVIDENCE TO COME BACK WITH TO SAY, HEY, THIS IS WHY YOU SHOULD CONTINUE TO SUPPORT THIS PROGRAM.
THE PREVIOUS PEOPLE ON THE BOARD SET THIS UP AND IT WAS SUSTAINABLE FOR 3 YEARS.
SO YOU'VE GOT THE IMPACT ON THE ON THE, YOU KNOW, THE THE FAR END.
BUT THEN YOU ALSO HAVE HOW ARE YOU IMPACTING THE KIDS THAT ARE COMING UP THROUGH HIGH SCHOOL. AND YOU'RE SAYING, OH, LOOK, IF I DO THIS, THERE'S MONEY ON THE TABLE AVAILABLE FOR ME TO PURSUE THIS AND THAT. THAT'S SIGNIFICANT TOO.
CAN WE ALSO TALK OR CAN YOU SPEAK TO BRIEFLY JUST KIND OF THE WHAT THE REPORTING LOOKS LIKE? I BELIEVE YOU MENTIONED BEFORE ABOUT DOING LIKE AN ANNUAL REPORT, AND.
I SHOULD MENTION I JUST STARTED IN JANUARY. SO I HAVE.
[LAUGHTER] SO I HAVE A LOT OF A LOT OF IDEAS.
[01:15:02]
NO, I THINK THE MOST IMPORTANT THING WE DO WITH THE FOUNDATION IS BEING ABLE TO TELL OUR IMPACT.YOU KNOW, WE CAN COLLECT MONEY ALL DAY LONG AND WE CAN WORK WITH THESE STUDENTS. BUT IF YOU'RE NOT ABLE TO TELL THE STORY ABOUT WHAT WE'RE DOING, AND I'M PROUD TO SAY RIGHT NOW WE'RE GIVING ABOUT $1.5 MILLION IN SCHOLARSHIPS TO ABOUT 800 STUDENTS A YEAR.
AND I THINK THAT'S HUGE AND VERY SIGNIFICANT.
SO ADDING TO THIS IS GREAT. I DEFINITELY THINK BEING ABLE TO TELL IMPACT AND HAVE A, YOU KNOW, AN INTENTION THAT ALL OF OUR DONORS SHOULD BE HEARING FROM US ANNUALLY ABOUT WHAT YOU'RE DOING.
WE DO ASK STUDENTS TO WRITE THANK YOU NOTES, AND THEY'RE ASKED TO PARTICIPATE IN AND LET THE ORGANIZATIONS OR THE INDIVIDUALS SUPPORTING THEM TO KNOW, HEY, THIS MEANT SOMETHING TO ME.
AND HOPEFULLY THAT PAY IT FORWARD FOR THEM IS IMPORTANT. BUT CERTAINLY THE REPORTING PIECE.
AND, YOU KNOW, AT THE END OF THE DAY, THEY'RE 18 AND 19 YEAR OLDS, 20 YEAR OLDS.
BUT THE FOUNDATION HAS BEEN AROUND FOR 38 OF THE COLLEGE'S 40 YEARS AND DOES SOME PRETTY GREAT WORK.
AND AND, OF COURSE, BEING ABLE TO HONOR OFFICER DOMINGUEZ IS AN INCREDIBLE PRIVILEGE FOR US TOO.
DO YOU HAPPEN TO HAVE ANY IN THIS KIND OF OFF THE WALL QUESTION, BUT DO YOU HAPPEN TO HAVE ANY STATISTICS AT ALL IN YOUR BACK POCKET AROUND OF SUCCESS RATES WITH STUDENTS WHO ARE ON SCHOLARSHIP VERSUS WHO ARE SELF-FUNDED.
I DON'T, BUT I THINK THAT'S A FANTASTIC THING FOR MY DATA, MY SCHOLARSHIP COORDINATOR, TO DIG INTO, BECAUSE I THINK THAT IT MAY IT PROBABLY EXISTS OUT THERE.
I THINK OUR GPA AVERAGE FOR OUR SCHOLARSHIP STUDENTS IS AROUND 3.4, WHICH IS PRETTY HIGH.
WHEN YOU LOOK UP IT, THAT'S THE ONLY FACT AND FIGURE THAT I KNOW OFF THE TOP OF MY HEAD.
ALL RIGHT. I HAVE A QUESTION. I KNOW YOU SAID YOU JUST STARTED IN JANUARY.
YES. CONGRATULATIONS. BUT DO YOU HAVE ANY IDEA ON THE COST INCREASE FOR MAYBE A PROGRAM LIKE THIS YEARLY? DO WE SEE A 2%, 5% INCREASE, ANYTHING LIKE THAT? SO COLLIN IS $67 A CREDIT HOUR, AND WE ARE THE LOWEST TUITION IN THE STATE OF TEXAS.
AND DOCTOR MCKINNEY IS INCREDIBLY PROUD OF THAT.
TUITION IS FROZEN, SO THERE'S NO INTENTION FOR THE BOARD OF TRUSTEES TO RAISE TUITION.
THAT'S BEEN. THAT WAS APPROVED LAST MONTH. SO COST WISE, I THINK IF IF WE WERE TO SEE IT, I WOULD BE SURPRISED. THERE'S QUITE A BIT OF PRIDE IN BEING THE LOWEST IN THE STATE, SO, YOU KNOW, MAYBE MINIMAL, BUT I DON'T THINK IT WOULD BE ANYTHING THAT WOULD SIGNIFICANTLY IMPACT THE DONATIONS IN THE WAY THAT WE'RE KIND OF BUDGETING OUT THE NUMBERS TO MAKE THAT WORK.
I THINK WE DO. OKAY. THANK YOU. ALL RIGHT. WELL, IF THERE'S NOT ANY FURTHER QUESTIONS, I WOULD ACTUALLY LIKE TO MAKE THE MOTION TO APPROVE THE PROGRAM FOR THE OFFICER DOMINGUEZ SCHOLARSHIP.
I'D LIKE TO START IT WITH 50,000 FOR THE INITIAL FUNDING AMOUNT.
AND I WOULD ALSO LIKE TO PROVIDE OR REQUEST DIRECTION OR PROVIDE DIRECTION TO STAFF TO BEGIN WORKING ON DOCUMENTING THE GUIDELINES AND THE REQUIREMENTS FOR THE FOUNDATION TO BEGIN TO WORK WITH THE CDC.
SECOND. ALL RIGHT. WITH THAT WILL TAKE A VOTE.
OKAY. AND WITH THAT, WE'VE GOT 5. 4 AND 1 ABSTAIN.
AND SO THAT MOTION PASSES. AND THAT IS IT. THANK YOU VERY MUCH.
WE APPRECIATE ALL THE WORK IN THE EFFORT FOR IT. THANK YOU.
[J4. 2025-024-Public Hearing. Conduct a public hearing regarding the provision of assistance to a retail food establishment in the form of sales tax rebates of the CDC portion of sales tax for a period of 5 years to assist with offsetting development cost.]
OF A OF ASSISTANCE TO A RETAIL FOOD ESTABLISHMENT IN THE FORM OF SALES TAX REBATES OF THE CDC PORTION OF SALES TAX FOR A PERIOD OF 5 YEARS TO ASSIST WITH OFFSETTING DEVELOPMENT COST.SO THE TIME IS 7:20 AND WE WILL OPEN IT UP FOR PUBLIC HEARING.
ALL RIGHT. WE'LL MOVE ON TO ITEM K EXECUTIVE SESSION.
