GOOD EVENING, MAYOR AND COUNCIL. SO I HAVE A COUPLE OF THINGS THAT I WANT TO BRING TO YOUR ATTENTION AGAIN REGARDING PARKS.

ORDINANCE SECTION 50-51 PARK DEVELOPMENT FEES.

THIS WAS ESTABLISHED APRIL 8TH, 2019. EVERY SINGLE FAMILY RESIDENTIAL DWELLING UNIT, PRIOR TO OR WHEN THE BUILDING PERMIT IS OBTAINED, THE CONSTRUCTION IS SUPPOSED TO PAY $1,539.63.

I AVERAGED ABOUT $2500, WHICH IS PROBABLY A VERY LOW NUMBER BETWEEN 2019 AND TODAY.

WE SHOULD HAVE APPROXIMATELY $3.8 MILLION. IF YOU LOOK AT MULTI RESIDENTIAL DWELLINGS, AT $1,099.73, WE SHOULD HAVE APPROXIMATELY ABOUT $2 MILLION FROM THAT. I'M NOT SURE WHERE THAT MONEY IS, WENT, IF THAT'S EVEN FOLLOWED. THE OTHER ITEM. I WAS DOING SOME RESEARCH, AND IN THE 2023 PARKS

BOND, THERE WAS $30 MILLION OF THAT PARKS BOND ALLOCATED TO A DALE HERD LAMBERT PARK.

BUT THEN ALL OF A SUDDEN, IF YOU LOOK FROM OCTOBER 24TH, 2022, WHEN IT WAS PRESENTED TO COUNCIL, IT WAS THERE. IT WAS IPO NUMBER 156.

IT WAS PRESENTED TO COUNCIL. COUNCIL WAS AWAITING ON THE PERMIT FOR IT.

AND THEN THEY WERE GOING TO START. NOTHING HAPPENED WITH THAT AND IT JUST KIND OF, POOF, DISAPPEARED.

SO I'M NOT SURE WHERE THAT $30 MILLION HAS GONE FOR THAT, AS WELL AS IF YOU ADD UP, INCLUDING THAT $30 MILLION OF WHAT WAS IN THE PARKS BOND. THAT'S ONLY $69,100,000.

OUR PARKS BOND WAS $109,100,000. SO THAT GIVES YOU 40 MORE MILLION DOLLARS THAT ISN'T ALLOCATED FOR THE PARKS BOND.

SO JUST A FEW THINGS. I HAVE COPIES. IF ANY OF YOU WOULD LIKE A COPY OF MY RESEARCH, I WILL BE HAPPY TO PROVIDE IT AFTER THE MEETING. OKAY. THANK YOU.

I'M HERE TODAY TO TRY TO CONVINCE YOU AGAIN TO MAKE THE DECISION TO IMPLEMENT WINTER AVERAGING.

NOW THAT WE HAVE THE FISCAL 25 BUDGET PUBLISHED, WHICH I HAVE REVIEWED IN ITS ENTIRETY.

I WANT TO DRAW YOUR ATTENTION TO THIS STARK CONTRAST BETWEEN WHAT WAS PROJECTED IN THE APRIL 23RD RATE STUDY AND OUR CURRENT FINANCIAL REALITY.

ON THE REVENUE SIDE, OUR CURRENT FISCAL 25 PROJECTION IS AN ASTOUNDING 60% HIGHER THAN WHAT WAS ASSUMED.

ON THE EXPENSE SIDE, WE ARE ONLY 12% HIGHER. IN FACT, WHERE THE RATE STUDY PROJECTED EXPENSES WILL BE HIGHER THAN REVENUES, OUR ACTUAL EXPENSES, BOTH IN FISCAL 24 AND 25, HAVE PROVEN TO BE MUCH LOWER, DEMONSTRATING A HEALTHY AND ROBUST FINANCIAL POSITION.

NOW, REGARDING THE HEALTH OF OUR FUND BALANCES, OUR UTILITY FUND BALANCE FOR FISCAL 25 IS AN IMPRESSIVE 75% HIGHER THAN THE RATE STUDY'S PROJECTIONS. OUR CAPITAL RESEARCH FUND IS ALSO IN EXCELLENT SHAPE, STANDING AT A ROBUST $21 MILLION IN FISCAL 24, WHICH FAR EXCEEDS THE PROJECTED $15.6 MILLION.

EVEN WITH SIGNIFICANT CAPITAL IMPROVEMENT PROJECTS CURRENTLY UNDERWAY IN FISCAL 25, OUR RESERVES REMAIN STRONG AT $9.5 MILLION.

FURTHERMORE, A KEY ASSUMPTION IN THE RATE STUDY WAS ALSO PROVEN TO BE OVERLY CONSERVATIVE.

THE STUDY ASSUMED A 15% PRICE INCREASE FOR OUR WHOLESALE WATER PURCHASE IN BOTH FISCAL 24 AND 25.

THE REALITY IS MUCH BETTER. OUR ACTUAL INCREASE WILL BE 8.8% AS WE ENTER FISCAL 25.

THIS IS JUST ONE MORE PIECE OF DATA THAT REINFORCES OUR STRONG POSITION.

WE HAVE ALL THE DATA IN FRONT OF US. OUR REVENUES FAR EXCEEDS PROJECTIONS.

OUR EXPENSES ARE WELL BELOW OUR REVENUES. OUR FUND BALANCE FOR BOTH OPERATIONS AND CAPITAL PROJECTS ARE HEALTHY AND SECURE.

WHAT IS IRONIC IS THAT YOU ARE SET TO VOTE ON PAID SAP DOCUMENTS FROM THE NEW PAID ADMINISTRATOR, WHERE NO DATA HAS BEEN PRESENTED REGARDING DATA ACCURACY AND PAID ADMIN FEES.

BUT ON WINTER AVERAGING, WHERE WE HAVE ALL THE DATA, WE CHOOSE NOT TO ACT.

COUNCIL, YOU HAVE THE OPPORTUNITY TO MAKE AN INFORMED AND SPEEDY DECISION.

THIS ISN'T ABOUT IGNORING PAST MISTAKES. IT'S ABOUT MAKING A CONFIDENT, FORWARD LOOKING CHOICE BASED ON FACTS RIGHT IN FRONT OF US.

WE ISSUED A SURVEY TO THE RESIDENTS TO SEE IF THEY WOULD LIKE INCREASE FREQUENCY FOR TRASH PICKUP OR RECYCLING PICKUP OR ADDITIONAL. IT'S KIND OF HARD TO SEE UP THERE, BUT SO WE YEAH, WE HAVE THE CARDBOARD COLLECTION, THE SECOND X-TREME GREEN EVENT OR THE WEEKLY RECYCLING OR DO NOTHING AND WITH AN OVERWHELMING RESULT WAS, DO NOTHING. TO LEAVE IT AS IS. SO WE'RE NOT RECOMMENDING ANY CHANGES TO THE SUPPLEMENTAL SERVICES, BUT. SO WE'RE SEEKING YOUR GUIDANCE ON THAT. BUT WITH THAT, I'LL ANSWER ANY QUESTIONS.

HEY, TOMMY. JUST OUT OF CURIOSITY, FOR THE SERVICES THAT WERE BEING OFFERED AT AN INCREASE, I THINK IT WAS A $20 INCREASE FOR THE BILL. WAS IT $20 PER.

CORRECT, YEAH. THAT'S GOING TO BE THE NORMAL CPI ADJUSTMENT.

WITH BETTER INFORMATION FOR THE RESIDENTS REGARDING THAT? BECAUSE SOMETHING I THOUGHT OF AFTER YOUR PRESENTATION WAS THE COST OF GOING TO LANDFILLS TO DROP OFF SOME OF THOSE ITEMS THAT THE X-TREME GREEN EVENT TAKES. AND WHEN YOU LOOK AT THOSE COSTS AND YOU LOOK AT HOW MUCH IT WOULD BE FOR A RESIDENT IN A YEAR. IT ALMOST MAKES ONE TRIP WORTH IT. AND I THINK THAT IF THERE'S A LITTLE MORE DETAIL, MAYBE IF CWD DID A PRESENTATION OF, LIKE, EXACTLY WHAT ALL COULD BE INCLUDED IN THAT, IT MIGHT SPARK A LITTLE MORE INTEREST AMONGST THE RESIDENTS. BECAUSE OF THE SPECIFIC ITEMS THAT CAN BE TAKEN IN THAT.

I CERTAINLY UNDERSTAND THAT. WE, AS PART OF THE X-TREME GREEN EVENT, WE DO AN EXTENSIVE MARKETING CAMPAIGN FROM OUR SIDE, CWD PARTICIPATES IN THAT TO PUT ALL THAT INFORMATION OUT THERE.

SO WE CAN RELEASE SOME OF THAT INFORMATION AND BRING THAT BACK, LOOK AT IT AT A LATER DATE.

BUT IF THE CONTRACT IS AUTHORIZED FOR EXECUTION TONIGHT, IT WOULD HAVE TO BE AT THE NEXT BASICALLY CONTRACT RENEWAL.

WHICH IS, I MEAN, THAT'S FINE. I JUST THINK MAYBE AT THE NEXT X-TREME EVENT WHEN IT HAPPENS.

WE STARTED TALKING TO IT. AND AT THAT TIME, CITY HALL WASN'T HERE.

WE ACTUALLY MET THE FIRST TIME WITH CITY STAFF AT THE OLD CHAMBER OFFICES.

IN MAY OF 2019, WE STARTED PASSING CARTS OUT TO THE COMMUNITY.

AT THAT TIME, THE COMMUNITY HAD A LITTLE BIT LESS THAN 5000 HOMES.

RIGHT NOW THERE´S AROUND 13,000 HOMES. SO FOR THE PAST SIX YEARS, YOU GUYS HAVE GROWN 171%.

WHAT BASICALLY THAT MEANS IS THE, APPROXIMATELY 117 HOMES PER MONTH HAVE AN ATTITUDE COMMUNITY.

THIS IS QUITE OBVIOUSLY BEFORE THE MORATORIUM, BUT THAT'S HOW CHALLENGING THIS COMMUNITY.

I MEAN, IT'S BEEN CHALLENGING OUR DRIVERS, BUT IT'S A GOOD GROWTH COMMUNITY ALSO.

WE SERVICE YOUR TRASH ONCE A WEEK, AND WHEN WE STARTED IN 2020, WE HAD NINE ROUTES.

NOW WE HAVE 20 ROUTES AND THEY'RE ALL SERVED WITH CNG TRUCKS.

THAT'S COMPRESSED, NATURAL GAS WAS A BIG DEAL BECAUSE THIS AIR ABATEMENT ISSUE IS ALSO A LITTLE BIT MORE CHEAPER ECONOMICALLY.

WE ALSO PICK UP BULKY WASTE FOR CUBIC YARDS. RECYCLING IS DONE EVERY OTHER WEEK.

AND WE REMEMBER LAST YEAR IN SEPTEMBER WE HAD TO REROUTE BECAUSE OF ALL THE TREMENDOUS GROWTH.

WE WORKED ON THAT WITH CITY STAFF. THE RECYCLING TONS PER YEAR HAS INCREASED.

THE AVERAGE RESIDENT´S HOMES ARE AVERAGING AROUND 20 POUNDS PER HOUSEHOLD.

IT'S AROUND 19% INCREASE IN THE PAST 12 MONTHS.

QUITE OBVIOUSLY, 22 IS PRETTY HIGH BECAUSE OF COVID.

SERVICE OPPORTUNITIES, THESE ARE HOW MANY OPPORTUNITIES WE HAVE TO PASS OR FAIL EVERY SINGLE TIME.

AND IN 2024, WE HAD 0.81 AND WE HAD A ROUTE CHANGE OF SUPERVISOR CHANGE AND IT WENT DOWN A LITTLE BIT 0.12%.

AND SO FAR FOR THIS YEAR, IT'S GONE DOWN EVEN MORE.

AND THAT'S A TESTAMENT TO OUR DRIVERS AND WORKING WITH CITY STAFF, BECAUSE YOU GUYS REALIZE HOW MUCH YOU'RE GROWING.

AND EVERY SINGLE MONTH, OUR DRIVERS ARE EXPERIENCING NEW CUSTOMERS TO SERVICE.

DRIVING INCIDENT REPORTS. THIS IS WHEN OUR DRIVERS ARE DRIVING TOO FAST OR TALKING ON THEIR PHONE, OR DRIVING UNSAFE, AND WE USE THOSE AS TRAINING TOOLS.

THAT WE TALKED ABOUT THE X-TREME GREEN EVENTS.

WE WORK WITH CITY STAFF. THIS IS HELD AT CALDWELL PARK IN APRIL 6TH AND WE COLLECT HHW, USED ELECTRONICS, TIRES WITH NO RIM AND APPLIANCES AND PAPER SHREDDING.

AND LAST YEAR YOU GUYS DIVERTED AROUND 15,000 POUNDS OF MATERIAL, AND A LOT OF THAT PAINT IS BEING REUSED WITH THE CITY OF PRINCETON.

IT IS ACTUALLY ONE OF THE TOP RECYCLING PROGRAMS IN THE STATE OF TEXAS.

THE CITY OF PRINCETON ADVERTISES IT ON INSTAGRAM AND ON THEIR FACEBOOK PAGE, AND WE GO THROUGH AROUND 30 GALLONS OF PAINT A WEEK.

THINK ABOUT THAT. THAT'S AN AMAZING NUMBER. AND ACTUALLY, THE CITY OF PRINCETON AND THE PRINCETON CHAMBER OF COMMERCE HAVE BEEN NOMINATED AN AWARD FOR THAT INNOVATIVE RECYCLING PROGRAM. AND IF YOU REALIZE BEING LOCALLY OWNED AND OPERATED, WE'RE INVOLVED IN YOUR COMMUNITIES A LOT. I'VE SEEN A LOT OF DIFFERENT COMMUNITY EVENTS.

THESE ARE SOME OF THE EVENTS WE GOT INVOLVED WITH LAST YEAR.

BASICALLY ANY COMMUNITY EVENT WE GET INVOLVED WITH FROM THE CHAMBERS.

AND LASTLY, A UNIQUE ONE WAS ACTUALLY THE HOMECOMING PARADE WHEN MIKE AND I WERE JUDGES AND BEING A JUDGE OF THE HOMECOMING PARADE, IT'S NOT AN EASY TASK BECAUSE THEY GIVE YOU A PIECE OF PAPER AND YOU GOT TO MARK THEM DOWN, AND BY THE TIME THE FLOATS GO BY, YOU ALREADY HAVE TO HAVE A SCORE.

IT'S NOT AS EASY AS IT SOUNDS, MICHAEL WOULD ATTRIBUTE TO THAT.

LAST JUNE, CWD ISSUED, I BELIEVE IT WAS THE SECOND OR THIRD BOND.

WE DID A $20 MILLION BOND TO INVEST IN THE INFRASTRUCTURE AT OUR FACILITY ON CALIFORNIA CROSSING.

SO WHERE DID THAT MONEY GO? LAST JANUARY, WE COMPLETED.

I GUESS THAT WASN'T PART ABOUT THE BOND, BUT WE COMPLETED OUR COMPRESSED NATURAL GAS PARKING LOT THERE AT THE NUMBER ONE.

WE BUILT ABOUT 160 COMPRESSED OR CNG TRUCK PARKING SPOTS.

PRIOR TO THAT, WE HAD ABOUT 150 TRUCKS AND 100 PARKING SPOTS.

SO IT WAS LIKE TETRIS EVERY SINGLE SATURDAY AND SUNDAY.

SO THAT PARKING LOT WAS FINISHED LAST JANUARY.

IN MAY OF THIS YEAR, WE COMPLETED A 15,000 SQUARE FOOT TRANSFER STATION.

SO WHAT DOES THAT MEAN FOR THE CITY OF PRINCETON? THAT MEANS THAT WE CAN PUT A CEILING ON WHAT LANDFILLS CAN CHARGE US.

DESPITE OUR FACILITY BEING FAR AWAY, WE KNOW THAT WE CAN BRING IT TO OURSELVES.

LOAD IT UP IN A BIG TRAILER AND DRIVE IT DOWN TO FERRIS, TEXAS, WHERE IT'S VERY CHEAP TO DUMP AT THE LANDFILL, AND THAT COSTS A CERTAIN AMOUNT. SO THAT'S KIND OF OUR THRESHOLD THAT A LANDFILL CAN CHARGE US, ALLOWS US TO CONTROL OUR COSTS FOR OUR CUSTOMERS.

WE'RE CURRENTLY IN THE DESIGN AND PRODUCTION PHASE OF OUR MATERIAL RECOVERY FACILITY UPGRADES.

SO THAT'S A MRF. THAT'S WHAT WE USE TO PROCESS ALL OF YOUR SINGLE STREAM RECYCLING.

IT'S ABOUT A $10 MILLION PROJECT. IT INCLUDES A SECOND BRAND NEW BALER THAT'S ABOUT $1 MILLION.

AND IT'S GOING TO BRING A LOT OF AUTOMATION TO THE PROCESS. RIGHT NOW WE HAVE ABOUT 50 SORTERS WORKING A SHIFT AND A HALF.

WE DO ABOUT 14 TONS PER HOUR. THIS NEW SYSTEM WILL DO 25 TONS PER HOUR WITH ABOUT 14 SORTERS.

SO INCREASE THROUGHPUT, LOWERING OUR COSTS, BRINGING VALUE TO OUR CUSTOMERS.

AND A LOT OF THOSE EMPLOYEES POSITIONS THAT DO GO AWAY, FIND OTHER JOBS AT CWD.

SO WE'RE NOT JUST PUTTING PEOPLE OUT OF WORK.

WE'RE ALWAYS EMPLOYING PEOPLE THAT WANT TO WORK.

LAST BUT NOT LEAST, WE'RE WORKING ON OUR MAINTENANCE, RELOCATION AND EXPANSION.

SO WE HAVE ABOUT 12 MAINTENANCE BAYS RIGHT NOW.

WE'RE GOING TO HAVE 22 BY THE END OF NEXT JULY.

THIS IS REALLY JUST EVERYTHING THAT GOES INTO BEHIND THE SCENES.

CALL COMES IN, BILLING, THINGS LIKE THAT, WILL ALL GO INTO SOFT-PAK, WHICH IS A GREAT NEW, NOT NEW TECHNOLOGY. IT'S BEEN AROUND FOR ABOUT 30 YEARS, BUT IT'S AN UPGRADE FROM WHAT WE HAVE TODAY.

IT'LL GIVE OUR COMMERCIAL DRIVERS PAPERLESS ROUTES, TABLETS IN THEIR TRUCKS, ROUTE OPTIMIZATION, THINGS LIKE THAT, AND A LOT OF OTHER CUSTOMER SERVICE FEATURES THAT WILL MAKE IT EASIER FOR YOUR CONSTITUENTS TO REACH OUT TO US IF THEY NEED TO.

EQUIPMENT ORDERS. WE HAVE NOT REALLY 57 ANYMORE.

WE HAVE ABOUT 51 TRUCKS ON ORDER THROUGH THE END OF NEXT YEAR.

ALL THIS INVESTMENT IS IN GROWTH VEHICLES, SO WE'RE BUYING EQUIPMENT AS YOUR COMMUNITY GROWS.

AS ROBERT ALLUDED TO, WE RUN ABOUT 20 TRASH ROUTES A WEEK.

AND FIVE YEARS AGO WE WERE RUNNING NINE. SO WE ARE GROWING HAND IN HAND WITH YOUR COMMUNITY.

AND WE DO THOSE EQUIPMENT ORDERS 18 TO 24 MONTHS IN ADVANCE, KIND OF A PROCESS WE CAME UP WITH DURING COVID WHEN IT TOOK TWO AND A HALF YEARS TO GET A TRUCK. BUT THINGS HAVE SMOOTHED OUT AND IT'S MORE OR LESS TO LET YOU KNOW THAT WE'RE ALWAYS INVESTING IN THAT GROWTH, AS WELL AS REPLACEMENT OF THOSE VEHICLES. THE COST ADJUSTMENT, WHICH IS PART OF THE CONTRACT.

THAT'S ONE OF THE REASONS TOMMY BROUGHT UP THE PRIOR AMENDMENT.

IT WAS SET TO GO INTO EFFECT EVERY 12 MONTHS ON THE ANNIVERSARY DATE OF THE CONTRACT, WHICH WAS JUNE 1ST, TO ALIGN WITH THE CITY'S FISCAL YEAR. WE MOVED THAT TO OCTOBER 1ST THIS YEAR, SO WE ESSENTIALLY DEFERRED THAT ADJUSTMENT.

THE ADJUSTMENT ACCOUNTS FOR CPI, DFW LESS ENERGY, CNG, THE HENRY HUB NATURAL GAS AND DISPOSAL AT THE GARLAND HINTON LANDFILL.

SO THE 24-25 INDEX CHANGES, WHAT THAT'S SUPPOSED TO READ WAS 1.6% CPI.

FUEL WAS UP 93%. IT DOES FLUCTUATE MUCH LIKE DIESEL, BUT A GOOD THING ABOUT RUNNING A NATURAL GAS TRUCK IS THAT IT'S ONLY ABOUT 3% OF OUR COSTS VERSUS DIESEL. THAT'S 30%. SO YOU SEE A LOT MORE CHANGE AND A LOT BIGGER PORTION OF YOUR COST.

AND THEN DISPOSAL WAS UP 13%. THE LAST BULLET IS THE ADDITIONAL 1.07% TO DEFER FROM JUNE TO OCTOBER 1ST, SO YOU WILL NOT SEE THAT 12 MONTHS FROM NOW. MOVING FORWARD, IT'LL JUST BE THE CONTRACT THREE INDICES.

SO WE TAKE THOSE 12 MONTH CHANGES AND PUT THEM INTO A WEIGHTED CHART ALONG WITH ALL THE BACKUP FOR CITY STAFF AND FINANCE TO SEE.

AND HERE YOU CAN SEE WHAT IT SPITS OUT. WE HAVE DIFFERENT SYSTEMS FOR EACH TYPE OF SERVICE BECAUSE THERE'S LESS DISPOSAL AND RECYCLING THAN THERE IS IN RESIDENTIAL TRASH.

SO WE'RE NOT GOING TO UNIVERSALLY APPLY A 13% DISPOSAL INCREASE IN COST TO ALL OF OUR TYPES OF SERVICE.

SO THAT'S WHY WE BREAK IT UP THAT WAY. AND THEN YOU CAN SEE THE CHANGE HERE.

FOR THOSE DIFFERENT RATES WE INCLUDE THE RESIDENTIAL TRASH RATE GOING FROM 17.13 TO 18.62.

AND THEN WE GIVE YOU A COUPLE OF OTHER DIFFERENT SERVICE TYPES.

SO, CONGRATULATIONS. IN 2024, THE CITY OF PRINCETON RECYCLED OVER 2000 TONS OF RECYCLING.

THAT'S 35,000 TREES, 789,800 GALLONS OF OIL, 14+ MILLION GALLONS OF WATER, OVER 6800 YARDS OF LANDFILL SPACE, AND OVER 8.5 MILLION KILOWATT HOURS OF ELECTRICITY.
