SO THIS IS A STAFF INITIATED ZONING TEXT AMENDMENT.
THE CITY IS PROPOSING TO AMEND SECTION 82-29, WHICH IS SPECIAL USES AND CONDITIONS FOR APPROVAL. STAFF IS PROPOSING TO ADD A SECTION FOR PUBLIC SCHOOLS.
THEY PLAY A VITAL FUNCTION TO THE CITY'S QUALITY OF LIFE.
AND THE PROPOSED ADJUSTMENTS ARE EXPECTED TO ENHANCE THE ABILITY OF THE SCHOOL DISTRICTS TO PROVIDE QUALITY SCHOOLS THAT STILL MEET THE INTENT OF THE CITY'S ZONING ORDINANCE AND STANDARDS. SO I'M GOING TO GO THROUGH AND SUMMARIZE THE PROPOSED CHANGES, OR OPPOSED REQUIREMENTS THAT WOULD APPLY ONLY TO PUBLIC SCHOOLS.
THE FIRST BEING THAT THE FIRST PROPOSAL, ITEM NUMBER 1, UNDER THE PROPOSED TEXT, IS THAT PUBLIC SCHOOLS WILL BE EXEMPT FROM ROOFTOP SCREENING REQUIREMENTS. AT PRESENT, ALL BUILDINGS ARE REQUIRED TO SCREEN ROOFTOP UNITS.

TYPICALLY, THIS TYPE OF SCREENING IS PROVIDED BY INCREASING THE HEIGHT OF THE PARAPET WALL AROUND THE EXTERIOR OF THE BUILDING, SO THAT THOSE UNITS CANNOT BE SEEN FROM THE PUBLIC.
SO WITH THIS CHANGE, IF ADOPTED, PUBLIC SCHOOLS WILL BE EXEMPT FROM PROVIDING THAT SCREENING.

NOT IDEAL. LANDSCAPING HELPS WITH STORMWATER RUNOFF.
IT PROVIDES SHADE AND ENHANCES THE ESTHETIC OF THE CAMPUS.
BUT THE DISTRICT WOULD LIKE TO HAVE AN EXCEPTION TO MARCHING BAND PRACTICE AREAS.
HERE'S AN EXAMPLE FROM LOVELADY HIGH SCHOOL HERE IN PRINCETON.
THE MARCHING BAND LIKES TO BE ABLE TO PRACTICE ON A HARD SURFACE IN ALL CONDITIONS.
IN A LARGE PARKING FIELD, IF THAT WAS BROKEN UP WITH LANDSCAPE ISLANDS, IT CAN'T DO THAT.
SO THE TEXT IS PROPOSING TO EXEMPT MARCHING BAND AREAS FROM THE LANDSCAPE PARKING REQUIREMENTS.
THAT'S QUITE TALL. THE PROPOSED EXAMPLE HERE IS GREEN ELEMENTARY IN PRINCETON.
THAT'S 35FT, NEARLY DOUBLE THAT, ALTHOUGH THE DISTRICT ONLY INTENDS TO BUILD THAT HIGH AT ONE CAMPUS AT THEIR SECOND HIGH SCHOOL THAT IS PROPOSED TO BEGIN CONSTRUCTION LATER THIS YEAR AND OPEN IN 2029.
I JUST GOT THEM TODAY. IT SHOWS THE PROPOSED HIGH SCHOOL NUMBER TWO, PHILIP ANTHONY HIGH SCHOOL, AND ON THE FAR LEFT OF THE IMAGE, YOU'LL BE ABLE TO SEE THE PROPOSED AUDITORIUM, WHICH IS THE ONLY AREA OF THAT SCHOOL THAT WILL GO ALL THE WAY UP TO 70FT.
SO SCHOOLS ARE PERMITTED IN ALL ZONING DISTRICTS.
MOST OF OUR SINGLE FAMILY ZONING DISTRICTS HAVE A MAXIMUM HEIGHT OF 35FT.
SO THIS PROVISION WOULD REALLY ALLOW THE SCHOOLS TO BE BUILT AS ALLOWED IN ANY ZONING DISTRICT, AND NOT EXCEED THE PERMITTED HEIGHT. AND THEN LASTLY, THE LAST REQUIREMENT IS TO PROPOSE AN EXEMPTION FROM MAXIMUM LOT COVERAGE. THAT REQUIREMENT DICTATES HOW MUCH A BUILDING CAN COVER A GIVEN LOT.
STAFF IS IN SUPPORT OF THESE PROPOSED CHANGES AND RECOMMENDS APPROVAL.
I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU ALL MAY HAVE. SO I HAVE A COUPLE OF QUESTIONS.
ONE GOES BACK TO THE MARCHING BAND AREA. AND I'M ASSUMING IT'S ONLY GOING TO PROBABLY BE AT HIGH SCHOOLS, MAYBE A MIDDLE SCHOOL. WHAT DETERMINES THAT THIS PARKING LOT? YOU KNOW, WHAT'S TO SAY THEY CAN'T TAKE, LIKE, THE FRONT PARKING LOT AND DETERMINE, OH, THAT'S A MARCHING BAND AREA VERSUS, YOU KNOW, THE PARKING LOT ON THE SIDE OF THE BUILDING OR THE BACK OF THE BUILDING.
SO THE PUBLIC SCHOOLS WILL HAVE TO DESIGNATE ON THEIR SITE PLAN SPECIFIC PARKING, THAT IS THEIR MARCHING BAND PRACTICE AREA AND THE LANGUAGE OF THE ORDINANCE, IT DOES. GO BACK A SLIDE, TO NUMBER THREE. IT DOES REQUIRE THAT.
LET ME FIND THE LANGUAGE. THAT THE MARCHING BAND PRACTICE AREA SHALL BE SCREENED FROM MAJOR STREETS BY BUILDINGS, BERMS AND OR LANDSCAPING AND TREES. I THINK TO MEET THAT REQUIREMENT, IT MOST LIKELY HAVE TO BE TO THE REAR.

SO NOW OUR BUILDINGS WANT THESE SAME EXEMPTIONS.
SO WHEN WE'RE CHANGING THE ORDINANCE IT WILL BE SPECIFIC TO PUBLIC SCHOOLS.
