FIRST THING ON THE CEO REPORTS IS, AND I DON'T KNOW IF YOU HAD AN OPPORTUNITY TO READ THEM.

I HAD PUT IN BOTH OF THE BOARD PACKETS BASICALLY A PLEA ASKING FOR SOME TYPE OF A PRIVATE COMMUNICATION SOURCE IF WE HAVE EMERGENCIES, BECAUSE NOT EVERYBODY CHECKS THEIR CITY EMAIL EVERY DAY.

NOW I WILL SAY THAT THERE'S ALREADY A CITIZEN THAT REACHED OUT CONCERNED THAT WE WOULD BE BACK CHANNEL COMMUNICATING ON PRIVATE EMAILS [LAUGHTER] AND CELL PHONES.

THE ONLY REASON I WANT THAT IS, AND THIS IS A PERFECT EXAMPLE.

AT THE LAST COUNCIL MEETING, IT WAS DECIDED THAT EVEN THE INCUMBENT BOARD MEMBERS HAD TO REAPPLY TO BE CONSIDERED.

IT WAS A SHORT TIME FRAME. I SENT OUT THE EMAIL AND THERE ARE THREE BOARD MEMBERS THAT DIDN'T HAVE AN OPPORTUNITY BETWEEN MY TWO BOARDS TO REAPPLY IN TIME.

THAT IS ONE OF THE SITUATIONS WHERE IT WOULD HAVE BEEN REALLY HANDY FOR ME TO HAVE A CELL PHONE OR A PRIVATE EMAIL THAT YOU CHECK EVERY DAY SAYING, PLEASE READ YOUR CITY EMAIL BECAUSE IT'S REALLY, REALLY IMPORTANT.

WE ARE GOING TO TRY OR ASK THAT THAT DEADLINE GET EXTENDED.

I KNOW BOTH ALBERT AND AND MICHAEL ARE STILL NEED TO TURN IN APPLICATIONS TO REMAIN ON THE BOARD.

THAT IS FOR SEVERAL REASONS. I THINK THE BIGGEST REASON IS THAT THE WITH INTEREST RATES AND EVERYTHING, THE NATIONAL REAL ESTATE MARKET IS DOWN WAY MORE THAN 19%.

AS A MATTER OF FACT, IF YOU LOOK AT THIS I THINK THERE ARE 12 CITIES LISTED AND THERE ARE ONLY TWO THAT HAD POSITIVE YEARS.

AND OTHER THAN THE TWO THAT HAD POSITIVE YEARS, WE DID BETTER THAN ANYBODY.

I MEAN, CITIES ARE 37% DOWN, THEY'RE 25% DOWN THAT TYPE OF THING.

SO THE ONES THAT I DIDN'T REFIGURE EVERY CITIES END OF YEAR.

SO IF YOU'LL NOTICE, MINE'S IN RED. IT SAYS 19% DOWN.

THOSE OTHER ONES ARE PREVIOUS YEARS. IT'S NOT THIS YEAR.

BUT IF YOU ADD THEM UP, THEY'RE DOWN SIGNIFICANTLY MORE.

IF YOU GO BACK TO THE YEAR OVER YEAR, THE RED COLUMN FIVE COLUMNS OVER FROM THE RIGHT, IT SHOWS AFTER THE LAST MONTH WHAT THEY WERE DOWN 24%, DOWN 39%, DOWN 43%, DOWN 54%.

SO DOWN 19% I WOULD ARGUE IS NOT NECESSARILY A BAD THING.

GIVING US A BIT OF A BREATHER COMING OUT OF THE MORATORIUM.

I'LL ALSO SAY THAT THERE ARE A SIGNIFICANT NUMBER OF SINGLE FAMILY RESIDENTIAL PERMITS IN THE BACKLOG THAT THEY JUST LITERALLY HAVEN'T HAD AN OPPORTUNITY TO PROCESS YET. WE HAD A LULL, AND THEN IT REALLY PICKED UP TOWARDS THE END OF THE YEAR.

AND THERE'S SOME THAT WILL BE GOING THROUGH THAT WILL SHOW UP OVER THE NEXT MONTH OR TWO.

SO I THINK OVERALL A VERY SOLID MONTH AND I SHOWED 1603 BUILDING PERMITS, SINGLE FAMILY.

JUST TO REMIND EVERYBODY THAT EQUATES TO OVER 5000 NEW RESIDENTS.

SO THAT'S STILL SUBSTANTIAL. ON THE ON THE CALCULATION, WE USE THE CENSUS BUREAU'S AVERAGE PERSONS PER HOUSEHOLD, WHICH FOR PRINCETON IS 3.07.

SO A STRONG YEAR OF GROWTH. MORE THAN HAPPY TO ANSWER ANY QUESTIONS ON THAT.

NONE_ ACTUALLY, JIM, I HAVE ONE JUST OUT OF CURIOSITY.

SO THERE'S A BACKLOG THAT IS CURRENTLY IN THE PROCESS OF BEING EVALUATED AND APPROVED.

DOES THE CITY HAVE A PER MONTH LIMIT OR ANY KIND OF CAPS THAT? NO, THEY'LL PROCESS AS MANY, THAT. THE LIMIT IS MANPOWER.

OTHER THAN THAT, AND I'M LOOKING REAL QUICK. THE COMMUNITY CENTER RENOVATION IS COMPLETE.

WHEN WE TOOK THE MANAGEMENT AGREEMENT. Y'ALL MAY OR MAY NOT KNOW, BUT THE CDC OWNS THE BUILDING.

BUT THEY SIGNED A MANAGEMENT AGREEMENT WITH THE CITY, AND THE PARKS DEPARTMENT SCHEDULES IT AND MAINTAINS IT AND DOES THINGS LIKE THAT FOR US.

YOU ALL APPROVED THE. OR NOT YOU ALL. THE CDC BOARD APPROVED THE MANAGEMENT AGREEMENT AT ONE CITY COUNCIL.

THEY MADE A COUPLE EDITS TO IT. SO IT'S GOING BACK TO THE CDC BOARD TOMORROW FOR FINAL APPROVAL.

AND IF THEY APPROVE IT, THEN IT'LL BE OPEN AND RENTABLE.

AND I THINK THAT'S ALL I NEED TO HIT ON. NO MAJOR UPDATES ON THE CORE PARKS OR THE ANNEXATION AND THE OTHER THINGS WILL BE HANDLED IN EXECUTIVE SESSION. UNTIL WE GET THE FINANCIALS AND BREE, IF YOU CAN PUT THE FINANCIALS.

CAN I ASK A QUESTION BEFORE WE MOVE TO FINANCIALS? YES. AND THEN SHORTLY THEREAFTER, I WOULD EXPECT SOME OF THE OTHERS.

THE CDC CAN APPROVE SOMETHING, BUT ONCE THEY APPROVE IT, THEY CAN'T SPEND MONEY FOR AT LEAST 60 DAYS.

BY LAW, THAT PUTS IT OUTSIDE THE WINDOW OF TRYING TO GET THIS DONE IN TIME.

SO I DIDN'T BRING THEM INTO IT, UNFORTUNATELY.

OBVIOUSLY, I WOULD NEVER BRING YOU ANYTHING. I THINK THE ONE THING THAT I FOCUSED ON LAST TIME IS THAT IT IS LEGAL.

IT IS WITHIN THE EDC RIGHT TO PROVIDE INFRASTRUCTURE FOR A BUSINESS ENTERPRISE.

IS IT THE EXACT WORDING. AND SO WHEN THEY'RE GOING BACK AND FORTH ON THIS PROJECT, COUNCIL AND EVERYBODY TRULY AND I BELIEVE THE DOC HAD 20 OR 30 PATIENTS THAT CAME TO THE MEETING AND SPOKE ON HIS BEHALF.

THEY WERE TRYING TO COME UP WITH A SOLUTION THAT THEY COULDN'T COME UP WITH IN THE MEETING, AND I HAD TO I HAD TO HAVE A SIDEBAR CONVERSATION WITH CITY MANAGEMENT SAYING, LOOK, I DON'T HAVE A VOTE. I CAN'T PROMISE ANYTHING.

I BELIEVE, YOU KNOW, SOMETIMES YOU DO THINGS A LITTLE BIT OUT OF THE ORDINARY BECAUSE AT THE END OF THE DAY, THEY'RE THE RIGHT THING TO DO FOR THE BUSINESS.

AND TO ME, THE BUSINESS IS MORE IMPORTANT THAN THE CITY. THAT'S WHY WE'RE HERE IS FOR THE BUSINESSES AND FOR THE CITIZENS.

SO I DIDN'T NECESSARILY JOYFULLY GO AND HAVE THAT CONVERSATION WITH THE CITY MANAGER, BUT WHEN I SAW THE DIRECTION IT WAS GOING, QUITE HONESTLY, MY COMPASS IS WHAT'S THE RIGHT THING TO DO.

AND SO AFTER LITERALLY 45 MINUTES, I GOT UP AND WALKED UP AND TALKED TO THEM AND SAID, LOOK, I CAN PUT THIS ON THE AGENDA. IF WE CAN GET THE FIRE CHIEF, FIRE MARSHAL AND DEVELOPMENT SERVICES TO DO A TEMPORARY CEO, LET'S SEE IF WE CAN SOLVE THIS WITHOUT THEM GETTING ANY FURTHER DAMAGE.

SO THAT WAS A MINOR CHANGE. AND THEN I THINK THE, THE LARGER OF THE TWO.

THE RECOMMENDED EDITS WAS SECTION FOUR. CURRENTLY IT'S THE TERM OF THE AGREEMENT COMMENCES ON THE EFFECTIVE DATE, AND IT REMAINS IN FULL FORCE AND EFFECT UNTIL SEPTEMBER 30TH, 2026, WHICH IS THE END OF THE FISCAL YEAR AND THEN AUTOMATICALLY RENEWS THEREAFTER ON A ONE YEAR TERM TO MAKE SURE YOU KNOW, WE HAVE AN ACTIVE AGREEMENT, WE STAY IN COMPLIANCE.

BUT THE EDIT IS GOING TO BE THAT NOTWITHSTANDING CLAUSE TO REQUIRE THE PARTIES YOU KNOW, THE EDC AND THE CITY TO LOOK AT THE CONTRACT ON AN ANNUAL BASIS TO MAKE SURE BOTH PARTIES ARE GETTING YOU KNOW, ENOUGH OUT OF THE AGREEMENT THAT THE CITY IS GETTING COMPENSATED ENOUGH AND THAT THE AS THE EDC CONTINUES TO GROW, THAT THEY STILL NEED ALL THE SERVICES THAT ARE CONTEMPLATED.
