BLOCK B, LOT 1, SITUATED ON THE NORTHEAST CORNER OF SOUTH BEACH AND BOULEVARD AND CORPORATE DRIVE, CITY OF PRINCETON, COLLIN COUNTY, TEXAS, AND TAKE APPROPRIATE ACTION. GOOD EVENING.

COMMISSION. MY NAME IS CRAIG FISHER, PLANNING AND ZONING DIRECTOR WITH THE CITY.

SO THIS REQUEST IS FOR A PLOT OF THE CORPORATE MEDICAL ADDITION BLOCK ONE, LOT ONE.

HERE'S THE LOCATION. AS INDICATED BY MR. SHIFLET.

IT'S AT THE NORTHEAST CORNER OF SOUTH BEACH BOULEVARD AND CORPORATE DRIVE.

THE PROPERTY SITS IN PD 47, WHICH WAS RECENTLY CREATED BY CITY COUNCIL.

ZONING MAP HAS NOT BEEN UPDATED TO PROPERLY REFLECT THAT.

THAT PD WAS RECENTLY CREATED TO CREATE A BUSINESS PARK.

THIS PROPERTY WAS INITIALLY INTENDED TO BE AN INDUSTRIAL PARK, WAS PREVIOUSLY ZONED M.1, BUT IS NOW ZONED FOR PD 47, WHICH ALLOWS FOR OFFICE USES. THE PROPOSED USE ON THIS PLOT IS FOR MEDICAL OFFICE BUILDING.

SO GIVE A LITTLE HISTORY TO THE PROPERTY. IN SEPTEMBER OF 2017, CITY COUNCIL APPROVED A CONVEYANCE PLOT DIVIDING THE THE THE BUSINESS PARK INTO 7 LOTS 1 OF WHICH WAS THE SUBJECT PROPERTY.

THIS IS A PORTION OF ONE OF THOSE LOTS, AND THE APPLICANT IS PROPOSING TO REPLOT THIS PROPERTY.

2.7 ACRES FOR A COMMERCIAL DEVELOPMENT FOR 2 MEDICAL OFFICE BUILDINGS.

SO I'M GOING TO WALK YOU THROUGH THE REPLAT JUST POINT OUT SOME OF THE FEATURES OF IT TO HELP EDUCATE THE PURPOSE FOR THE PLOT.

SO THIS SLIDE SHOWS, SHOWS THE PLOT DRAWING. SOME OF THE EASEMENTS ARE HIGHLIGHTED.

ACCESS AND UTILITY EASEMENTS, WATER EASEMENTS, DRAINAGE EASEMENTS.

AND I'LL GO THROUGH THOSE AND MORE OF THEIR PURPOSE.

SO 1ST IS THE DRAINAGE EASEMENTS. THEY'RE SHOWN ON THE PROPERTY THERE TO HELP CONVEY STORMWATER RUNOFF.

SO THIS UTILITY PLAN FROM THE PRELIMINARY PLOT SET SHOWS THE PROPOSED DRAINAGE THAT I HIGHLIGHTED IN PURPLE.

DARK PURPLE. THE PROPOSED STORMWATER LINES THAT WILL CONVEY STORMWATER FROM THE PROPERTY TO THE EAST TO THE NORTHEAST CORNER OF THE PROPERTY.

THERE, IN LIGHT PURPLE. I'VE HIGHLIGHTED AN EXISTING DRAINAGE DITCH.

THE STORM WATER WILL DRAIN INTO STORM WATER WILL THEN TRAVEL NORTH TO AN EXISTING RETENTION POND THAT'S JUST OFF OF THE SCREEN.

THERE'S A WATER LINE THAT WILL CONNECT TO EXISTING WATER MAINS IN SOUTH BEACH AND BOULEVARD AND CORPORATE DRIVE.

THEY'RE PROPOSING TO LOOP WATER THROUGH THE PROPERTY AS REQUIRED.

FIRE HYDRANTS AND WATER SERVICE FOR THE TWO BUILDINGS WILL COME OFF OF THAT WATER LINE, AND THE SEWER LINE IS SHOWN IN GREEN AS 2 SEWER SERVICES COMING OFF OF THE BUILDING AND CONNECTING INTO AN EXISTING SEWER MAIN IN CORPORATE DRIVE.

THE THE PLOT WILL DEDICATE EASEMENTS ON TOP OF THOSE UTILITIES.

THE STORMWATER, WATER AND SEWER LINES SO THOSE UTILITIES CAN BE PROPERLY MAINTAINED.

THERE ARE A COUPLE OF OTHER MINOR ITEMS TO THE REPLY THAT NEED TO BE CORRECTED.

THOSE HAVE BEEN NOTED IN THE STAFF REPORT AND ARE HERE ON THE SCREEN.

THESE ARE MINOR CHANGES TO TO THE TEXT ON THE PLOT.

SO THESE ITEMS HAVE BEEN SHARED WITH THE APPLICANT.

THEY WILL BE REVISING THE DRAWING PRIOR TO THE REPORT.

SUBJECT PROPERTY IS ZONED PD 18. PD 18 WAS CREATED PRIMARILY FOR RESIDENTIAL NEIGHBORHOOD, BUT WITH A COMMERCIAL DISTRICT ALONG FM 75 AND MONTE CARLO BOULEVARD.

THE SUBJECT PROPERTY IS WITHIN THAT COMMERCIAL TRACT OF PD 18, SO THE PROPOSED USE FOR A COMMERCIAL BUILDINGS IS IN CONFORMANCE WITH THE ZONING.

SO THE PURPOSE OF THE AMENDING PLAT IS TO TAKE WHAT WAS LOT 1 AND SUBDIVIDED INTO 2 COMMERCIAL LOTS.

LOTS 4 AND 5 ARE SHOWN HERE. AND TO PROPOSE EASEMENTS NECESSARY FOR THE COMMERCIAL DEVELOPMENT.

SO SUBJECT PROPERTY ON THIS MAP IS SHOWN HIGHLIGHTED IN GRAY.

AND JUST TO THE SOUTH IS ANOTHER COMMERCIAL DEVELOPMENT, THE MCDONALD'S ADDITION.

THEY'RE PROPOSING A REGIONAL DETENTION POND THAT'S HIGHLIGHTED IN PURPLE.

IT'S ALL STORMWATER FROM THE SUBJECT. 2 LOTS WILL DRAIN INTO THIS PROPOSED POND.

THIS POND WILL NEED TO BE CONSTRUCTED BEFORE ANY CONSTRUCTION CAN COMMENCE ON THE SUBJECT.

PROPERTY IS THAT POND IS NEEDED TO SERVE THIS SUBJECT SITE.

SO HERE'S THE THE SUBJECT PROPERTY. PROPOSED DRAINAGE OF STORM WATER PIPES THAT WILL CONVEY STORMWATER TO THE SOUTH WILL EVENTUALLY CONNECT INTO THAT FUTURE REGIONAL DETENTION POND. THIS SLIDE SHOWS THE PROPOSED WATER AND SEWER LINES THAT WILL SERVE THE DEVELOPMENT.

THEY'RE AVAILABLE IN YOUR STAFF REPORT. SO WE'RE RECOMMENDING DENIAL OF THIS AMENDING PRELIMINARY PLAT TO ALLOW FOR THE APPLICANT TO TO REVISE THE DRAWINGS AND ADDRESS ALL THE COMMENTS AND BRING IT FORWARD AT A FUTURE MEETING FOR YOUR CONSIDERATION.

AT THE JANUARY 5TH, 2026 MEETING. COMMISSIONER ELLIS REQUESTED AN UPDATE ON THE RESIDENTIAL BUILDING MORATORIUM.

I PROVIDED A MEMO TO YOU IN THE AGENDA WITH SOME ATTACHMENTS.

I'M GOING TO GIVE A BRIEF OVERVIEW OF THAT AND OPEN THE FLOOR TO ANY QUESTIONS THAT YOU ALL MAY HAVE.

THE CITY ENACTED A RESIDENTIAL BUILDING MORATORIUM ON SEPTEMBER 23RD, 2024.

PUTTING A PAUSE TO ANY NEW APPROVALS ON RESIDENTIAL DEVELOPMENT.

THE PURPOSE OF THE MORATORIUM WAS TO ALLOW US TO TO REEVALUATE HOW THE CITY WANTS TO GROW MOVING FORWARD.

THAT MORATORIUM WAS EXTENDED 2 TIMES. AND THEN ON NOVEMBER 17TH, CITY COUNCIL VOTED TO END THE MORATORIUM ON NOVEMBER 30TH, 2025. SO THE MORATORIUM IS NO LONGER IN EFFECT.

BUT DURING THAT TIME, THE MORATORIUM WAS IN EFFECT.

THE CITY STAFF DID TAKE THAT OPPORTUNITY TO UPDATE SOME PLANS AND POLICIES.

AND SO I PROVIDED A SUMMARY OF THAT IN MY STAFF REPORT.

SO I WANT TO HIGHLIGHT SOME OF THOSE. FIRST OF WHICH IS THE RESIDENTIAL DESIGN GUIDELINES WHICH THIS COMMISSION HELPED TO INFLUENCE.

THOSE WERE ADOPTED ON MARCH 24TH, 2025. THE PURPOSE OF THOSE GUIDELINES IS TO TO SHOW THE DEVELOPMENT COMMUNITY THE TYPE OF RESIDENTIAL GROWTH THAT THE CITY OF PRINCETON WANTS THAT THOSE GUIDELINES GO INTO.

IDEAL LOT SIZE, SIZE OF HOMES, ARCHITECTURAL FEATURES, COMMUNITY AMENITIES, OPEN SPACE AND THE SUCH.

THOSE GUIDELINES ARE INCLUDED IN THE AGENDA. THEY'RE POSTED ON THE WEBSITE AND WE WILL USE THAT.

CITY STAFF WILL USE THAT IN A COMMUNICATIONS WITH DEVELOPERS.

THIS IS WHAT THE CITY IS LOOKING FOR AND THE TYPE OF DEVELOPMENT THAT WE WOULD SUPPORT.

RECENTLY DECEMBER 8TH, 2025, CITY COUNCIL ADOPTED A NEW POLICY.

THE PURPOSE OF THIS POLICY IS TO HELP ENSURE THAT FUTURE PROJECTS THAT USE A PED WILL PROVIDE SIGNIFICANT ECONOMIC BENEFIT TO THE CITY, THAT PROJECTS WILL BE ESTHETICALLY PLEASING, BE A BENEFIT TO THE CITY AND WHAT THE CITY WANTS, THAT THAT POLICY WAS JUST CHANGED OR JUST ADOPTED.

EXCUSE ME. OUTLINING WHAT WHAT WE IF WE'RE GOING TO ENTERTAIN A PED MOVING FORWARD, IT'S GOT TO MEET THAT REQUIREMENTS OF THAT POLICY

IN DEVELOPMENT SERVICES, DURING THE MORATORIUM, WE IMPLEMENTED ZONING AND PLAT CALENDARS TO STREAMLINE THE SUBMITTAL PROCESS.

SO IT'S CLEARLY OUTLINED TO THE DEVELOPERS WHEN THEY CAN SUBMIT PLOTS, WHEN THEY CAN SUBMIT ZONING CASES, WHEN THEY SHOULD EXPECT COMMENTS BACK AND ANTICIPATED PLANNING AND ZONING AND CITY COUNCIL DATES.

SO THOSE CALENDARS ARE POSTED AND WE FOLLOW THOSE WITH ALL, ALL APPLICATIONS THAT COME BEFORE YOU? 3 ORDINANCES WERE RECENTLY UPDATED IN THE FALL.

NOVEMBER 10TH. A RETAINING WALL ORDINANCE. A NEW DRAINAGE ORDINANCE AND A CONTRACTOR REGISTRATION ORDINANCE, ALL AIMED AT IMPROVING THE TYPE OF DEVELOPMENT THAT'S BUILT HERE IN THE CITY OF PRINCETON.

A COUPLE OF ONGOING EFFORTS DEVELOPMENT SERVICES IS WORKING ON A DEVELOPMENT PROCESSES GUIDEBOOK THAT OUTLINE THE DEVELOPMENT PROCESS FROM START TO FINISH.

PUT EVERYTHING INTO 1 DOCUMENT THAT WE CAN SHARE WITH THE DEVELOPMENT COMMUNITY SO THEY CAN UNDERSTAND ALL OF OUR EXPECTATIONS, ALL OF OUR PROCESSES FROM A TO Z. AND THEN ALSO PRINCETON'S PLAYBOOK, WHICH IS AN UPDATE TO OUR COMPREHENSIVE PLAN AND PARKS AND TRAILS MASTER PLAN.

THAT EFFORT IS ONGOING. YOU WILL SEE A DRAFT OF THOSE PLANS SOON.

IN THE COMING MONTHS. IT'LL GO BEFORE YOU ALL.

WE'LL TAKE YOUR FEEDBACK, MAKE CHANGES, AND THEN IT'LL BE PRESENTED TO CITY COUNCIL THIS YEAR FOR ADOPTION.
