DURING MY TIME ON THE COMMITTEE, I HAVE REMAINED COMMITTED TO TO LISTENING, LEARNING, AND COLLABORATING WITH FELLOW MEMBERS, CITY LEADERSHIP, AND CITIZENS TO PROMOTE THOUGHTFUL ECONOMIC DEVELOPMENT OPPORTUNITIES. I BELIEVE THE WORK OF THE EDC PLAYS AN IMPORTANT ROLE IN FOSTERING BUSINESS DEVELOPMENT, BUSINESS INVESTMENT, SUPPORTING LOCAL ENTREPRENEURS, AND ASSURING SUSTAINABLE PROGRESS FOR OUR CITY AND OUR CITIZENS. THAT SAID THAT THEIR CHARGES WEREN'T GOING TO GO MORE THAN $50,000 FOR THEIR RATE STUDY. AND THEN WHEN I WENT THROUGH THE CITY CHECKBOOK, THEY WERE PAID OVER $95,000.

AND SO I'M SURE THEY HAVE FRIENDS IN THE CITY. I'M SURE IT'S EASY TO JUST KEEP GOING WITH WHO YOU HAVE, BUT I HAVE ZERO FAITH IN A COMPANY THAT WOULD COME OUT HERE AND INTENTIONALLY GIVE A PART OF A STUDY.

IT'S HARD FOR ME. IF HE DIDN'T KNOW, THEN HE'S NOT CONFIDENT ENOUGH, AND THERE ARE OTHER COMPANIES OUT THERE. BEFORE WE AUTHORIZE A FIVE-YEAR TAXPAYER COMMITMENT, WE HAVE ABSOLUTE CLARITY ON THE SCOPE OF WORK AND THE VALUE WE ARE RECEIVING. A CONSENT AGENDA IS FOR ROUTINE ITEMS. A SIX-FIGURE, MULTI-YEAR CONTRACT WITH SIGNIFICANT, UNANSWERED QUESTIONS IS NOT ROUTINE.

BEFORE THIS COUNCIL VOTES, THERE ARE CRITICAL LOGICAL GAPS THAT NEED TO BE ADDRESSED. ONE, YEARS TWO AND YEAR THREE PRICING LOGIC. YEAR 1 IS A HEAVY LIFTING AT $45,000. YEARS 2 AND 3 ARE PRICED AT $30,000 EACH FOR REVIEW AND UPDATES.

AT A STANDARD CONSULTANT RATE OF $200 AN HOUR, THAT TRANSLATES TO 150 HOURS OF WORK. DOES IT TRULY TAKE 18 FULL WORKING DAYS JUST TO UPDATE AN EXISTING FINANCIAL MODEL? WE NEED CLEAR JUSTIFICATION FOR WHY AN ANNUAL UPDATE CARRIES SUCH A HIGH PRICE TAG WHEN THE FOUNDATION MODEL HAS ALREADY BEEN BUILT. TWO, HISTORICAL ACCOUNTABILITY. NUGENT ALREADY PROVIDED A FIVE-YEAR FORECAST THROUGH 2029.

SOFTWARE OWNERSHIP ARE WE PAYING $169,000

BLAMING THAT ON US AS PAYBACK FOR BEING THE ONLY PEOPLE WHO CONSISTENTLY CHOOSE TO ENSURE THE CITY FOLLOWS ITS OWN LAWS. LAWS THAT SPECIFICALLY PROTECT THE PUBLIC. YOU ALL KNOW THE TRUTH. THIS IS A LIE. IT'S DESIGNED TO MANIPULATE PUBLIC OPINION.

THE DEVELOPER IS NOT BROKEN GROUND BECAUSE THEY HAVE NOT MET THE CITY'S STANDARD REQUIREMENTS. IT IS A FAILURE OF COMPLIANCE, NOT ONE OF OUR OVERSIGHT.

FOR THE SAKE OF THE CITY'S INTEGRITY AND FOR THE DEVELOPERS WHO ARE DECIDING WHETHER OR NOT TO BUILD IN PRINCETON, I DEMAND THAT THE CITY MANAGER OR STAFF. CONFIRM FOR THE RECORD, HERE AT THIS MEETING, IS THE COUNCILWOMAN OR MYSELF RESPONSIBLE FOR BLOCKING AN OTHERWISE FULLY COMPLIANT TOWN CENTER PROJECT? OR IS THE DELAY SIMPLY BECAUSE THE DEVELOPERS NOT MET THEIR OBLIGATIONS. THE PUBLIC DESERVES THE TRUTH, NOT A SCAPEGOAT. THIS DISHONESTY IN THE CITY AND OUR GOVERNMENT, IT'S PATTERNED. INJURIES AND BLOOD LOSS WAS SIGNIFICANT. EMERGENCY MEDICAL AID PERSONNEL WAS ACTIVELY RENDERING AID.

DURING THE SUBSEQUENT INVESTIGATION, OFFICERS LOCATED THE AGGRESSIVE DOG INVOLVED IN THE ATTACK AT THE NEARBY RESIDENCE.

WHILE ASSISTING COLLIN COUNTY ANIMAL CONTROL IN SECURING THE ANIMAL, THE DOG SUDDENLY BROKE FREE AND LAUNCHED A VIOLENT ATTACK AGAINST THE ANIMAL CONTROL OFFICER AND ANOTHER INDIVIDUAL. SO DURING THIS ATTACK, OFFICER LEWIS WAS ABLE TO STEP IN, NEUTRALIZE THE SITUATION, AND PROTECT THAT ANIMAL CONTROL OFFICER AND THAT OTHER CIVILIAN AT THIS POINT. SO, AT THIS POINT IN TIME, WE WOULD LIKE TO RECOGNIZE OFFICER LEWIS WITH CERTIFICATE OF MERIT.

THIS LAST ONE, THEY ADVISED US ON NORTH TEXAS MUNICIPAL WATER DISTRICT'S RATES AND UPDATED THEIR TERMS AND RATE METHODOLOGY. TAKER PAY IS A BIG CONSIDERATION WHEN YOU ARE ONE OF THE FASTEST GROWING CITIES IN THE NATION. WE HAVE TALKED ABOUT THAT WITH COUNCIL FOR THE LAST... COUPLE MONTHS DURING THE BUDGET HEARINGS AND BUDGET WORKSHOPS ABOUT BRINGING A RATE STUDY BEFORE YOU. BECAUSE WE FEEL LIKE IT'S DEFINITELY NEEDED TO LOOK AT THE DATA AS IT IS TODAY THAN IT WAS EVEN LAST YEAR. IT HAS CHANGED SIGNIFICANTLY, AS WELL AS THE DECISION THAT COUNCIL HAS MADE TO IMPLEMENT A WQA. WE NEED TO MAKE SURE THAT WE'RE MEETING ALL OUR REVENUE REQUIREMENTS AND RESERVES, AS WELL AS FUTURE DEBT SERVICE IF THERE IS TO BE ANY GOING FORWARD WITH CAPITAL IMPROVEMENTS. SO I DON'T KNOW HOW THAT WOULD APPLY TO THIS PARTICULAR COMPANY, BUT AS FAR AS WHERE WE STAND, I THINK YOU CAN NEVER NOT HAVE ENOUGH DATA TO ENSURE IT'S KIND OF A YOU KNOW, MEASURE.

AND THEY HANDLE ALL OF THE REPORTING ASPECTS TO THE FBI FOR THE STATE, BUT THEY ALSO DO ALL THE OPEN RECORDS FOR THE COMMUNITY, OTHER AGENCIES, BACKGROUNDS FOR HIRING OF LAW ENFORCEMENT OFFICERS THAT RESIDE HERE, WORK HERE, EVERYTHING. AND THEY SAW AN INCREASE OF 334% OF OPEN RECORDS FROM LAST YEAR. SO THEY'VE BEEN BUSY UP THERE AT THE FRONT COUNTER. NEXT IS GOING TO BE OUR CRIMES REPORTED.

BACK UP ONE, THERE WE GO. SO THESE ARE JUST OUR CLASS A OFFENSES. WE REPORT TO UCR AND IVR FOR ALL OF OUR FEDERAL AND STATE STATISTICS, AND THESE ARE JUST THE GROUP A OFFENSES. SO IT'S EVERYTHING THAT HAS TO DEAL WITH, MORE THAN JUST AN ARREST.

THERE'S ACTUAL DATA BEHIND THE INCIDENT. SO WE'RE LOOKING AT YOUR MOTOR VEHICLE THEFT, THEFT, BURGLARY, SIMPLE ASSAULTS, AGGRAVATED ASSAULTS, ROBBERY, AND RAPES. SO YOU CAN SEE THAT SOME OF THE NUMBERS WENT DOWN IN 2025, BUT SOME ALSO WENT UP. NONE OF THEM WERE A HUGE CONCERN ONCE WE KIND OF LOOKED INTO THINGS. OUR MOTOR VEHICLE THEFT WENT UP, BUT A LOT OF THAT, AFTER BEING INVESTIGATED, ENDS UP BEING MORE OF A DOMESTIC ISSUE OR INTERNAL ISSUES, INSTEAD OF TRULY ACTUALLY BEING STOLEN. SO ONCE THEY'VE BEEN INVESTIGATED, A LOT OF THE TIMES THE VEHICLES HAVE BEEN RETURNED. OUR THEFTS AND BURGLARIES HAVE GONE DOWN AND I WANT TO GIVE A HUGE KUDOS TO CID. ONE OF THE THINGS THAT THEY DID THIS YEAR IS THEY CAME OUT WITH A CAMERA PROGRAM. THEY WORKED REALLY CLOSELY WITH A LOT OF THE HOME BUILDERS IN THE COMMUNITY. WE ACTUALLY GOT SOME FEEDBACK FROM SOME OF THOSE HOME BUILDERS, SAYING WE HAVE BEEN THE MOST PROACTIVE POLICE DEPARTMENT THAT THEY HAVE WORKED WITH IN THE AREA OF BUILDING NEW HOMES.

BECAUSE WE WORKED WITH THEM TO PUT CAMERAS UP. CID WAS ACTUALLY OUT TODAY MOVING THOSE CAMERAS AROUND, BUT WE PUT THOSE CAMERAS IN NEW CONSTRUCTION AREAS.

SO IT HELPS US KEEP AN EYE WHEN WE DON'T HAVE OFFICERS THAT CAN BE IN THOSE AREAS AT ALL TIMES BECAUSE THEY'RE RESPONDING TO CALLS. IT JUST PUTS AN EXTRA EYE IN THE SKY. NEXT IS GOING TO BE OUR SIMPLE ASSAULTS AND AGGRAVATED ASSAULTS. THEY CHANGED. THEY'RE NOT SUPER DRASTIC. WHEN YOU LOOK AT THE POPULATION GROWTH, IT IS SOMETHING THAT WE KIND OF FOCUS ON, BUT IT'S NOT TOO ALARMING.

SO, THE DRUG CHARGES AND THE NON-DRUG CHARGES ARE AN ACTUAL BREAKDOWN OF THE OFFENSES, NOT JUST EACH INDIVIDUAL ARREST. AND I'VE GOT ANOTHER QUESTION ON THAT. HOW MANY OF THESE DRUG ARRESTS ARE FROM FENTANYL? WE HAVE TESTED ALL OF THEM. I DON'T KNOW SPECIFICALLY HOW MANY ARE JUST FENTANYL, BECAUSE WE DON'T HAVE TO CLASSIFY JUST THAT ITSELF.

OFF THE TOP OF YOUR HEAD, DO YOU KNOW ROUGHLY ABOUT HOW MANY THEY WOULD BE? SO MOST OF THE FENTANYL DRUG IS MIXED WITH SOMETHING ELSE, AND IT TESTS AND IT FALLS INTO THAT CONTROLLED SUBSTANCE CATEGORY. WE HAVE HAD SOME POSITIVE TEST RESULTS COME BACK. I'M SURE CITY HALL IS AWARE OF SOME OF THEM. A FEW RESIDENTS REACHED OUT TO ME, AND I KNOW MAYOR ESCOBAR WAS HOPING TO SPEAK ON THIS TONIGHT AS WELL, IS THERE HAVE BEEN A LOT OF FIGHTS IN THE SCHOOL. AND I KNOW WE'RE AT A CAPACITY WITH WHAT WE HAVE, BUT THIS IS PART OF EXPANDING THAT FORCE, ESPECIALLY BEFORE WE GET TO HIGH SCHOOL. SO, YOU KNOW, IS THERE ANY PLANS ON HOW WE'RE GOING TO APPLY MORE OFFICERS IN THE SCHOOLS TO KIND OF HELP MEDIATE SOME OF THESE? SO WE HAVE LOOKED AT THAT FOR THE NEXT BUDGET YEAR.

WE'RE VERY FORTUNATE OF OUR RELATIONSHIP WITH THE SCHOOL. SCHOOL DISTRICT, AND WHEN IT DOES COME TO THE SROS, IT IS A JOINT EFFORT BETWEEN THE CITY AND THE SCHOOL DISTRICT. SO I KNOW THAT THE SCHOOL DISTRICT HAS THE MARSHALS, BUT THEY DO ASSIST WITH THIS SRO PROGRAM. SO THAT WILL ALLOW US TO KIND OF TO GO BACK TO THE BOOKS.

WE'RE GOING TO WORK WITH THEM A LITTLE BIT MORE WITH THESE UNDERSTANDINGS.

BUT THE UNDERSTANDINGS THAT WE'VE GOT MORE MIDDLE SCHOOLS COME IN, WE'VE GOT MORE HOSPITALS COMING AND WE NEED TO PROACTIVELY BE ABLE TO MAKE SURE THEY'RE STAFFED PROPERLY WHEN THEY OPEN. AND IF THAT'S BRINGING IN AN SRO A LITTLE BIT SOONER TO THE CURRENT SCHOOLS, THAT'S SOMETHING THAT WE HAVE TO ADDRESS. WE'VE BEEN WORKING REALLY CLOSELY WITH THE SCHOOL TO GET THE TIMELINES OF WHEN THESE SCHOOLS ARE GOING TO OPEN. SO WE CAN MAKE SURE THAT WE'RE PREPARED. THE DAY THAT THEY SEE STUDENTS.

ABSOLUTELY. AND I CAN'T SAY THAT. YOU GUYS HAVE BEEN KIND OF AHEAD OF THE CURVE.

IN TERMS OF, YOU KNOW, DOING THE BEST OF WHAT YOU HAVE, YOU KNOW, EXPANDING, STRETCHING TO THE LIMIT OF EVERYTHING THAT YOU GUYS HAVE. SO, YOU KNOW, I'VE... COMPLETE CONFIDENCE IN THAT YOU GUYS WILL GET THAT FIGURED OUT.

SO, DUE TO THE RECENT LEGISLATIVE CHANGE, THEY DID START UP THE MARTIAL PROGRAM THAT'S OUT THERE. SO THE SCHOOL DOES A LOT OF WORK HAND-IN-HAND WITH THE POLICE DEPARTMENT. I KNOW I'VE BEEN IN CONTACT WITH SOME OF THE OTHER SCHOOLS AROUND THE DIFFERENT CITIES THAT HAVE A SCHOOL POLICE DEPARTMENT AND A CITY POLICE DEPARTMENT. RIGHT NOW... ME AND MR. MCINTYRE HAVE KIND OF BEEN TALKING BACK AND FORTH.

WE LOVE OUR RELATIONSHIP. WE LOOK TO KIND OF KEEP IT MOVING FORWARD.

WE ARE TALKING ABOUT THE ADDITIONAL MOVEMENT IN SROS AND ALL THIS STUFF.

AND THEN HOW WE'RE GOING TO KIND OF JUGGLE THAT WITH THE ADDITIONAL OFFICERS.

SO WE'RE TRYING TO, IN WORDS OF SOME OF THE OTHER PEOPLE, THAT KIND OF DID OUR ANALYSIS, STRATEGIC ANALYSIS. WE'RE KIND OF HITTING ABOVE OUR WEIGHT CLASS RIGHT NOW, WE'RE TRYING TO MAKE IT AS BEST WE POSSIBLY CAN. YEAH, I KNOW THAT'S ALSO, MAYOR SPAR REACHED OUT. AND WE'RE PLANNING TO MEET AS A COHESIVE UNION AS FAR AS THE ISD SCHOOL BOARD. AND BE AN AWESOME OPPORTUNITY FOR US TO DIVE INTO THAT A LITTLE BIT. THAT WAS ESPECIALLY ONE OF THE THINGS THAT I WANTED TO TALK ABOUT WAS EXPANDING THAT.

EVEN IF IT IS IN CONTINUATION WITH THAT PARTNERSHIP, LOOK TO EXPAND THAT SO WE CAN, I MEAN, AS WE'RE GROWING, AS WE CAN SEE, IT'S KIND OF HEIGHTENING A LITTLE BIT.

SO ONE OF THE CONTINUAL CONTRACTS THAT WE HAVE WITH THE SCHOOL IS ANYTIME A NEW MIDDLE SCHOOL OR HIGH SCHOOL GETS BUILT, AN SRO AUTOMATICALLY ASSUMES THAT POSITION. AND THEN THEY PICK UP ANY ANCILLARY SCHOOL, I.E. ELEMENTARY SCHOOL OR SOMETHING ALONG THOSE LINES. SO NOW SOME OF THE OTHER ISSUES THAT WE'RE RUNNING INTO IS THE HIGH SCHOOL. SO YOU GOT LOVE LADY AND PRINCETON HIGH SCHOOL, PHILIP ANTHONY HIGH SCHOOL.

BE ANOTHER. I DON'T KNOW IF Y'ALL SEEN THE PLANS, BUT THAT SCHOOL IS ABSOLUTELY, TREMENDOUSLY BIG, SO RIGHT NOW, LOVELY HIGH SCHOOL. IT WAS SUPPOSED TO BE A FRESHMAN CENTER. IT IS RUNNING 9TH AND 10TH GRADE, THAT HAS A LOT OF STUDENTS IN THERE AS WELL. SO HENCE SOME OF THE ISSUES AND ALL OF THIS STUFF. RIGHT NOW, YOU HAVE ONE SRO IN EACH SCHOOL. WHENEVER WE'RE HAVING SOME OF THESE ISSUES. WE HAVE A FREE FLOATING SERGEANT, THAT I NEED THAT SERGEANT TO BE ABLE TO BACK UP SOME OF THESE OTHER OFFICERS. I AM PULLING MY SPECIAL OPERATIONS LIEUTENANT, LIEUTENANT RODRIGUEZ, WHO'S BEEN A PART OF THE SCHOOL FOR A LONG PERIOD OF TIME.

WE'RE PULLING HIM MORE OUT OF THE OFFICE AND PUTTING HIM INSIDE THE SCHOOLS TO ALLEVIATE SOME OF THOSE CONCERNS RIGHT HERE AND NOW.

AND THEN, LASTLY, INSIDE THE BOOK, BEFORE YOU GET INTO THE RACIAL PROFILING, IS JUST SOME TESTIMONIES OF OUR SERVICE. SO I STARTED OUT WITH COMMENDING OUR DEPARTMENT ABOUT ATTRACTING OFFICERS FROM OTHER AGENCIES, WHICH TO US SPEAKS VOLUMES THAT THEY WANT TO COME HERE, BUT THEN TO HEAR FROM OUR COMMUNITY IS ALSO JUST A GREAT TREAT FOR US, TO SHOW THAT WE'RE DOING SOMETHING RIGHT. SO JUST LIKE YOU SAID, MR. JOHNSON, YOU'VE BEEN PULLED OVER AND YOU APPRECIATED HOW YOU WERE TREATED BY THE OFFICER. WE ACTUALLY GET THAT QUITE A BIT. I'VE HAD SERGEANTS BEING COMMENDED ON TAKING PEOPLE TO JAIL ON HOW THEY WERE HANDLED. WE HAVE OFFICERS CONSTANTLY BEING COMMENDED ON HOW THEY HANDLE TRAFFIC STOPS. SO, BELIEVE IT OR NOT, EVEN AT YOUR WORST TIME OF GETTING A TICKET OR GOING TO JAIL, THEY STILL COMMEND OUR OFFICERS ON HOW THEY HANDLED THEMSELVES. IT'S KIND OF A WEIRD COMPLIMENT TO GIVE, THOUGH, RIGHT? BUT IT'S A FACT. WHEN YOU'VE HAD A BAD EXPERIENCE, YOU CAN REALLY TELL, ESPECIALLY IF SOMETHING AS HOSTILE AS THAT. SO IT JUST GOES TO SHOW THAT OUR TRAINING HERE IN PRINCETON IS ABOVE AND BEYOND LEVEL. SO THOSE ARE ACTUAL TESTIMONIES FROM PEOPLE IN THIS COMMUNITY, WHETHER THEY'VE COME OFF THE SURVEY OF OUR TICKETING SYSTEM OR THEY'VE BEEN HANDLED ON AN INCIDENT.
