AND I THINK EVERY PLACE THROUGHOUT TEXAS, DFW SPECIFICALLY, IS STRUGGLING WITH WATER ISSUES. WE DON'T WANT TO TAKE AWAY FROM THE LOCAL BUSINESSES. THERE'S A CAR WASH RIGHT ACROSS THE STREET FROM IRONWOOD, AND WE WOULD LOVE TO BE SENDING BUSINESS THERE. TWO BLOCKS NORTH OF US IS A PUPPY WASH. WE WOULD LOVE TO BE SENDING THE BUSINESS THERE. FORTUNATELY, WITH BOTH OF THESE GRANTS, THERE IS NO MATCHING FUNDS THAT NEED TO BE MET. SO ANYTHING THAT WE ASK FOR, WE PRETTY MUCH HAVE TO LEGITIMIZE, AND WE HAVE TO CREATE A REASON FOR IT. AND THEN THE STATE, THE OFFICE OF THE ATTORNEY GENERAL'S OFFICE WILL TAKE TO LOOK AT OUR GRANT TO FIGURE OUT WHETHER OR NOT WE QUALIFY FOR IT. SO DO WE NEED THAT PROGRAM NOW? UNFORTUNATELY, YES. HAVING A PERSON WHO IS A LICENSED LPC ALLOWS SOMEONE TO RESPOND TO OUR COMMUNITY IN A DIFFERENT LIGHT THAN JUST POLICE OFFICERS. WE ARE THERE TO KEEP THE PEACE. THE OTHER... GRANT IS THE PEACE OFFICER MENTAL HEALTH GRANT. THE REASON WHY I LIKE THIS GRANT IS BECAUSE IT PROVIDES OUR OFFICERS WITH FIRST RESPONDER MENTAL HEALTH TRAINING. NOT ONLY IS THAT THE PEER SUPPORT, BUT ALSO THAT PROVIDES OFFICERS WITH WELLNESS TRAINING, SUICIDE PREVENTION AND AWARENESS TRAUMA TRAINING. IT ALSO PROVIDES OUR OFFICERS THE ABILITY TO GO OUT AND GET ADDITIONAL CERTIFICATIONS WITH THE TRAINING THAT THEY HAVE ALREADY RECEIVED, NOT ONLY TO HELP THEMSELVES, HELP ONE ANOTHER, BUT ALSO HELP OTHER PEOPLE IN OUR COMMUNITY. SO THE WAY THAT'S STRUCTURED IS THAT WE ARE THANK YOU. WHAT THIS DOES, THIS ALLOWS EVERY OFFICER IN OUR DEPARTMENT TO HAVE A THERAPIST OR COUNSELOR OR TRAUMA SPECIALIST AVAILABLE IN THEIR HANDS 24 HOURS A DAY AT ALL TIMES, WHETHER THEY JUST WENT TO A TRAGIC CALL, TRAUMATIC CALL, OR WHETHER THAT THEY RECEIVED INFORMATION ABOUT A LOVED ONE. ONE OR CO-WORKER AND THEY DO NOT KNOW HOW TO APPROACH IT. THEY HAVE THE ABILITY TO REACH OUT, NOT ONLY AMONGST OURSELVES, BUT ALSO TO A PERSON THAT'S NOT ASSOCIATED WITH OUR AGENCY, TO A PERSON WHO IS TRAINED AND HAS THESE CREDENTIALS BEHIND THEM IN ORDER TO ASSIST THEM IN THEIR TIMES OF NEED. AND SO IT'S KIND OF COOL THAT IT'S ALMOST LIKE ONE YEAR FULL CIRCLE, AND HERE IT IS COMING BEFORE US, KIND OF LIKE THE STARTING GROUND OF SOME STUFF THAT WE HAD TALKED ABOUT WANTING FOR THE CITY. POST-TRAUMATIC STRESS DISORDER, DEPRESSION, RELATIONSHIP ISSUES AND SUFFER FROM JOB STRESS. OVERALL, YOU HAD A FAVORABLE BUDGET VARIANCE OF ABOUT $425,000, MEANING IF YOU TOOK BUDGETED REVENUES AND EXPENDITURES AND WHAT WAS LEFT, Y'ALL WERE $423,000 TO THE BETTER THERE. WHEN WE PICKED UP THE AUDIT FROM THE PREVIOUS ADMINISTRATION AND FROM THE PREVIOUS AUDITOR, THERE WAS, WHEN YOU GET ARPA FUNDS, THEY SENT A LUMP SUM OF MONEY, AND THE PREVIOUS GROUP HAD CALLED THAT ALL REVENUE AND WITH GRANTS IT'S PRETTY SPECIFIC THAT YOU YOU CAN'T CALL IT REVENUE UNTIL YOU SPEND IT. SO IT WAS ALL THE WAY DOWN IN FUND BALANCE, SO WE HAD TO PULL THAT OUT AND CALL IT A LIABILITY. AND SAME THING WITH SOME ESCROW FUNDS WHERE THEY HAD BEEN PUT INTO FUND BALANCE, BUT REALLY THEY NEEDED TO BE HELD AND TREATED AS A LIABILITY. SO THOSE TWO THINGS WE WENT THROUGH, MADE SURE THOSE BALANCES WERE CORRECTED. NOW GOING FORWARD, WE WON'T HAVE TO HAVE THAT ANYMORE BECAUSE THAT NOW IS BEING TREATED CORRECTLY. AND I'M FAIRLY CERTAIN THAT ALMOST ALL THE ARPA FUNDS ARE GONE. IF NOT, THERE'S VERY LITTLE LEFT. AND SO THAT PROBLEM IS GOING TO KIND OF TAKE CARE OF ITSELF. SO, AGAIN, THAT FINDING WAS NOT A DAY-TO-DAY OPERATION OR PEOPLE NOT FOLLOWING INTERNAL CONTROLS. IT'S A VERY, I'LL SAY ACCOUNTING-RELATED FINDING, MEANING A VERY SPECIFIC WAY TO TREAT CERTAIN TYPES OF REVENUE. SO IT'S NOT LIKE PEOPLE WERE JUST WRITING CHECKS FOR THINGS THAT THEY WEREN'T SUPPOSED TO OR THAT THEY'RE LIKE, HEY, LET'S JUST CALL THIS REVENUE AND GO SPEND IT ON WHATEVER. WE ALSO HAVE ON THE CORNER THERE AS WELL, JUST COMPARING OTHER CITIES' PROPERTY TAX RATES AS WELL. YOU CAN SEE THAT WE ARE RIGHT THERE, VERY LOW. WE'VE GOT, YOU KNOW, SALINAS AT ALMOST 60 CENTS, PROSPER'S AT 50 CENTS, 51 CENTS ALMOST. AND WE'RE GOING TO TALK ABOUT OUR TAXABLE VALUES. ALONE, WE HAVE TRIPLED OUR VALUE IN THE LAST SIX YEARS ON THE PROPERTY TAX ROLLS. SALES TAX, WE INCREASED OUR SALES TAX BY 12%. WE RECEIVED A LITTLE OVER $9 MILLION LAST YEAR IN SALES TAX. I'LL SAY THAT, AGAIN, THE SALES TAX ALLOCATION OF $8.25, THE STATE GETS 6.25%. THE GENERAL FUND GETS 1%. EDC AND CDC GET HALF A CENT. AND THAT BREAKDOWN IS BELOW WHEN IT COMES TO THE DOLLARS. ALL LUMPED TOGETHER, THERE ARE $15 MILLION. THE MAJORITY OF THOSE TAXES DO COME FROM PROPERTY TAXES. OUR SECOND HIGHEST REVENUE STREAM IS THOSE FEES AND PERMITS, 24%. AND THAT IS WHERE YOU WILL SEE MOST GROWING CITIES, WHERE THE FEES AND PERMITS ARE COMING IN. BUT THAT'S NOT... NOT SUSTAINABLE AS CITIES GROW BUILD OUT THAT WILL GO DOWN SO YOU REALLY WANT TO MAKE SURE YOUR SALES TAX IS OFFSETTING THAT DO YOU KNOW THE PERCENTAGE OF THOSE DEVELOPMENT FEES THAT WE TAKE IN THAT WE'RE GIVING BACK TO THOSE DEVELOPERS LIKE HOW MUCH ARE WE ACTUALLY KEEPING VERSUS GIVING BACK I WOULD HAVE TO GET BACK WITH YOU ON THAT HAPPY TO DO THAT OKAY THANK YOU AND CAN YOU ADD THAT DURING THE BUDGET PROCESS? YES. JUST TO HAVE THAT. SO YOU CAN SEE THE BREAKDOWN OF THE REST OF THE REVENUE STREAMS COMING IN CHARGES FOR SERVICES WHICH IS REALLY YOUR PID FEES, THE MUDS THAT WE SERVE FOR FIRE SERVICES, THE SROS THAT WE PROVIDE ASSISTANCE TO THE ISDS. AND THEN YOUR EXPENDITURES OF $34.3 MILLION, AND PUBLIC SAFETY IS OBVIOUSLY THE HIGHEST, WHERE THE EXPENDITURES ARE AT 42% FOR PUBLIC SAFETY. SO JUST TRYING TO KEEP IT SIMPLE AND EASY FOR THOSE RESIDENTS OR ANYBODY THAT WANTS TO PICK UP AS TO WHERE THE MONEY COMES FROM AND HOW WE'RE SPENDING IT. BUSINESS TYPE ACTIVITIES, AGAIN, IT SHOULD BE CONSIDERED LIKE A PRIVATE BUSINESS AND SUSTAIN ITSELF THROUGH FEES RATHER THAN THROUGH TAXES. SO YOU LOOK AT THE TOTAL REVENUE, $101 MILLION, BUT REALLY THERE'S THE OPERATING REVENUE I'D LIKE TO EMPHASIZE, $35.6 MILLION. THOSE ARE YOUR UTILITY BILLS. THAT'S OUR BIGGEST EXPENSE ALONE OF ALMOST $7 MILLION THAT WE BUY FROM NORTH TEXAS FOR THEIR WATER. OUR OPERATING EXPENSES CAME IN AT $8.3 MILLION, OR 38%. THAT DOES INCLUDE DEPRECIATION EXPENSE OF THOSE ASSETS THAT WE TALK ABOUT. NON-OPERATING EXPENSES, ALMOST A MILLION, THAT'S GOING TO BE OUR INTEREST FOR DEBT SERVICE. AND THEN WE BROKE OUT THE SAME THING FOR SEWER BELOW, WHERE THE SEWER TREATMENT TAKES UP 42%, ALONG WITH 42% IS SPENT ON OPERATING EXPENSES. OF THE OPERATING EXPENSES IN THE SEWER OF 5.2, 4 MILLION OF THAT IS DEPRECIATION EXPENSE. AND YOU CAN SEE DOWN BELOW THE DRAINAGE AND THE SOLID WASTE OPERATING EXPENSES. THE CITY WILL ALSO RECEIVE A ONE-TIME NON-REFUNDABLE PAYMENT IN THE AMOUNT OF $50,000 TO COVER PROFESSIONAL FEES, YOU KNOW, ENGINEERING, LEGAL, ET CETERA, TO PREPARE THE SERVICES AGREEMENT.
