BECAUSE IT WENT INTO THE WORK SESSION ON THIS, WE'RE GOING TO POSTPONE THE PRESENTATION UNTIL THE NEXT MEETING, BUT WE'RE GOING TO TALK ABOUT SOME OF THE AMENDMENTS AND ALL THIS STUFF THAT ME AND MR. JOHNSON HAVE BEEN WORKING ON BEHIND THE SCENES. SO MR. JOHNSON BROUGHT THIS UP ORIGINALLY BACK IN DECEMBER.

AND SO, SOME OF THOSE THINGS THAT WE'RE TALKING ABOUT WITHIN THAT IS GOING TO BE TIER 1 THROUGH TIER 3 AS FAR AS SEX OFFENDERS GO.
SO IF WE'RE TALKING ABOUT THE VICTIM'S AGE, ALSO THE TYPE OF ASSAULT THAT HAPPENED, WHETHER IT'S GOING TO BE A PREDATORY TYPE OF ASSAULT OR IF IT'S GOING TO BE AN ONLINE TYPE OF ASSAULT AS WELL. ALSO, ONE THING THAT WE'RE LOOKING AT PUTTING IN IS CLUSTER RESTRICTIONS.
SO WE'RE GOING TO PREVENT SEX OFFENDERS FROM HAVING HALFWAY HOUSES OR SOMETHING ALONG THOSE LINES.
AND SO RIGHT NOW, AS FAR AS THE FIRST AMENDMENT.

AND THIS ISN'T TO REMOVE E-BIKES OR BAN E-BIKES.
JUST TO SEE WHAT, AS A CITY, WE CAN DO. BECAUSE MY FEAR IS A CHILD GETTING MORE SERIOUS HURT.
AND BECAUSE ONE OF THEM HAPPENED UP THE STREET FROM MY HOUSE THAT WE'VE SEEN.
AND I MEAN, WHEN YOU SEE BLOOD ON THE FLOOR FROM A CHILD, IT'S KIND OF CRAZY.

MAYOR, COUNCIL. SO ONE OF THE THINGS THAT I'VE BEEN WORKING WITH MAYOR ESCOBAR, IS THE MICRO MOBILITY SAFETY AND REGULATION, AS FAR AS ENACTING AN ORDINANCE. WE HAVE TAKEN A COUPLE DIFFERENT ORDINANCES FROM SEVERAL CITIES THAT'S AROUND US THAT HAVE KIND OF BLOWN UP OVERNIGHT.
SO EVERYBODY KNOWS WITHIN THE E-BIKES, THERE'S A COUPLE DIFFERENT TIERS, OR YOU MIGHT NOT KNOW, BUT THERE'S A COUPLE DIFFERENT TIERS OF E-BIKES THAT'S OUT THERE. HOW MANY WATTS THEY PRODUCE, HOW FAST THEY GO. SOME THINGS ALONG THOSE LINES.

AND SO WE GOT TO LOOK AT THE AVERAGE AGE OF THOSE KIDS THAT'S RIDING THEIR E-BIKES THAT'S OUT THERE.
AND SO THAT'S WHERE WE GOT TO KIND OF PLAY WITH THE AGE RESTRICTION NUMBERS, BECAUSE ONE OF THE CITIES THAT WE'RE LOOKING AT, SO THE AGE RESTRICTIONS DID NOT ALLOW ANYBODY FROM UNDER THE AGE OF 15 TO OPERATE AN E-BIKE WITHOUT A PARENTAL GUARDIAN OR ANYTHING.
WELL, THAT'S GOING TO TAKE OUT THE MAJORITY OF OUR MIDDLE SCHOOLS. AND SO WE HAVE A MIDDLE SCHOOL RIGHT HERE OFF MONTE CARLO THAT YOU SEE A LOT OF KIDS THAT'S ACTUALLY RIDING THEIR BIKES ON. SO THOSE ARE SOME THINGS THAT WE'RE HAVING TO WORK OUT.

WE'RE ASKING THESE BICYCLISTS, THESE KIDS, AND ALL THIS STUFF TO BE OUT ON THE MAIN ROADWAYS, I.E. MONTE CARLO, BEACH BOULEVARD AND ALL THIS STUFF.
SO, ME PERSONALLY AS THE CHIEF, I'D RATHER SEE THOSE BICYCLISTS ON THE SIDEWALK BECAUSE SOME OF THOSE MAIN THOROUGHFARES, THEY'RE FAST THOROUGHFARES, AND WE'RE TRYING TO GET A HANDLE ON THOSE SPEEDS AS WELL. SO. IF I COULD INTERRUPT YOU FOR JUST A SECOND, BECAUSE THERE IS A STATE LAW OUT THERE THAT REGARDS BICYCLES AS THE SAME AS VEHICLES, NOT MOTOR VEHICLES, BUT VEHICLES IN WHICH THE RIDER OF A BICYCLE HAS TO RIDE WITH THE TRAFFIC IN THE ROADWAY NEAR THE CURB.
AND THAT'S A STATE LAW. IS THAT NOT BEING ENFORCED? SO AT THE END OF THE DAY, YOU'RE ASKING US TO ENFORCE A LAW WITH A BUNCH OF KIDS THAT'S GOING TO SCHOOL AND ALL THAT STUFF TO MAKE SURE THAT EVERY SINGLE KID THAT'S KIND OF GOING TO SCHOOL. SO THE LAST UPDATE ON THE MULTI GENERATIONAL FACILITY, ALSO KNOWN AS PARC, WHICH IS PRINCETON AQUATIC AND RECREATION CENTER, WAS GIVEN IN OCTOBER. RUNNING THE COST ANALYSIS AT THAT TIME, THE PROJECT TOTAL WAS RUNNING AROUND 75 TO 80 MILLION. DIRECTION FROM COUNCIL WAS TO SCALE THAT PROJECT BACK.
LOOK AT, YOU KNOW, REALLOCATING SOME OF THOSE FUNDS BACK INTO THE ORIGINAL PARK BOND PROJECTS.
AND WE WERE ABLE TO GET THAT COST BACK DOWN INTO MORE MANAGEABLE TOTAL FOR THE CITY OF PRINCETON.
